    Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     In this study, Ocean Sampling Day was initiated by the EU-funded Micro B3 (Marine Microbial Biodiversity, Bioinformatics, Biotechnology) project to obtain a snapshot of the marine microbial biodiversity and function of the world’s oceans. It is a simultaneous global mega-sequencing campaign aiming to generate the largest standardized microbial data set in a single day. This will be achievable only through the coordinated efforts of an Ocean Sampling Day Consortium, supportive partnerships and networks between sites.     We evaluate the conservation potential of compact fluorescent lamps (CFLs) for managing the rapidly increasing electrical energy and peak demand in India and Brazil. Using very conservative assumptions, we find that the cost of conserved energy using 16 W CFLs is 4 and 6 times less than the long range marginal cost of electricity for the two countries. The cost of avoided peak installed capacity is 6 and 9.5 times less than the cost of new installed capacity for India and Brazil. The analysis is undertaken from the three separate perspectives of the national economies, the consumers, and the utilities. We find that because residential electricity is subsidized, the consumers have little or no incentive to purchase and install the CFLs, unless they too are subsidized. However, the benefits of CFL installation to the utility are so large that subsidizing them is a paying proposition for the utility are so large that subsidizing them is a paying proposition for the utility in almost all cases. As an illustration of a gradual introduction strategy for CFLs, we calculate a scenario where national savings of the order of US $1.2 million per day for India and US $2.5 million per day for Brazil are reached in 10 years by a small and gradual transfer of subsidy from residential electricity to CFLs. We then explore the barriers to immediate large scale introduction of these lamps in the two countries.     We report here on the software Hack Day organised at the 2014 SPIE conference on Astronomical Telescopes and Instrumentation in Montreal. The first ever Hack Day to take place at an SPIE event, the aim of the day was to bring together developers to collaborate on innovative solutions to problems of their choice. Such events have proliferated in the technology community, providing opportunities to showcase, share and learn skills. In academic environments, these events are often also instrumental in building community beyond the limits of national borders, institutions and projects. We show examples of projects the participants worked on, and provide some lessons learned for future events.

    At the start of the decade, the Canadian Petroleum Industry was poised for an expenditure and activity breakout to take Canada off the world oil market and make the country secure and self-sufficient in oil supplies by the time the 1990s roll around. Then, on October 28, 1980, the government of Canada unveiled its National Energy Program (NEP). Instead of clearing the tracks for growth, the NEP put the brakes on industry. Therefore, instead of setting drilling records, getting into high gear on the long-delayed oil sands Mega-Projects, and increasing exploration in the promising offshore areas, budgets are being cut by as much as 50%, major projects are being shelved, and an exodus of drilling rigs to the US is underway. Designed to deliver the election promises of the last federal compaign, the NEP is producing a crisis of confidence and shortages instead of progress toward self-sufficiency.

    A series of northwest-southeast aligned, large-scale (up to 30 m high) eolian dunes, occurring in a confined (600 km/sup 2/) desert area in northern Saskatchewan, Canada, was examined in the field. Observations were made of dune morphology and internal structure, and patterns of sand movement on the dunes were analyzed in relation to wind events during the summer of 1981. Present cross-sectional profiles exhibit steeper northeast slopes, the lower segment of which are intermittently covered by psammophilous grasses. Dune structure is dominated by northeast-dipping accretion laminae. Three /sup 14/C dates from organic material cropping out on the lower southwest slopes reveal that the dunes have migrated as transverse bed forms at rates of roughly 0.5 m/yr during the last few hundred years. However, a progressive increase in height, bulk, and symmetry along the dune axis from northwest to southeast, suggests an along-dune component of sand transport. This view is supported by (1) field measurements of airflow and along-dune sand transport patterns on 2 dunes, and (2) the present-day wind regime (1963-78). Dominated by north-northeast to northeast winds from January to June and by west-southwest winds from July to December, the resultant potential sand transport vector is toward the southeast, virtually identical to the dune axis.

    This article is a summary article of petroleum activity in North America. It is pointed out that there is significant increase in activity in the U.S. and Canada and in general a drop of activity in Mexico. It is projected that U.S. drilling is anticipated to be up 31% over the same period of 1986. In addition, major operators and independents appear to be planning to increase by more than 100% the amount of Wildcat and Off Shore Holes. This significant increase is planned for the Gulf of Mexico area with a record of 625 wells being planned for the second half of 1987. An increase is also shown for Canadian operators but problems are pointed out with regard to natural gas. The article is accompanied by charts showing activity on a state-by-state basis.

    Pipeline construction activity in the US and Canada is expected to be down slightly during 1994 from 1993 mileage, even though natural gas pipeline work remains steady on both sides of the border. Pipeline and Gas Journal and Pipeline and Utilities Construction estimate that a total of 3.638 miles of new gas, crude oil and refined products pipeline will be installed during 1994 in the US, down from a total of 4.278 miles built in 1993. Canadian 1994 work remains essentially unchanged in 1994, with 1,094 new miles compared to 1,091 miles in 1993. This paper reviews the proposed construction by region and company. It includes information on mileage, type pipeline, and estimated completion date.

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

    A CO{sub 2} sequestration project is being considered to (1) capture CO{sub 2} emissions from the Consumers Cooperative Refineries Limited at Regina, Saskatchewan and (2) geologically sequester the captured CO{sub 2} locally in a deep saline aquifer. This project is a collaboration of several industrial and governmental organizations, including the Petroleum Technology Research Centre (PTRC), Sustainable Development Technology Canada (SDTC), SaskEnvironment Go Green Fund, SaskPower, CCRL, Schlumberger Carbon Services, and Enbridge. The project objective is to sequester 600 tonnes CO{sub 2}/day. Injection is planned to start in 2012 or 2013 for a period of 25 years for a total storage of approximately 5.5 million tonnes CO{sub 2}. This report presents an assessment of the leakage risk of the proposed project using a methodology known as the Certification Framework (CF). The CF is used for evaluating CO{sub 2} leakage risk associated with geologic carbon sequestration (GCS), as well as brine leakage risk owing to displacement and pressurization of brine by the injected CO{sub 2}. We follow the CF methodology by defining the entities (so-called Compartments) that could be impacted by CO{sub 2} leakage, the CO{sub 2} storage region, the potential for leakage along well and fault pathways, and the consequences of such leakage. An understanding of the likelihood and consequences of leakage forms the basis for understanding CO{sub 2} leakage risk, and forms the basis for recommendations of additional data collection and analysis to increase confidence in the risk assessment.

    We examined life cycle environmental and economic implications of two near-term scenarios for converting cellulosic biomass to energy, generating electricity from cofiring biomass in existing coal power plants, and producing ethanol from biomass in stand-alone facilities in Ontario, Canada. The study inventories near-term biomass supply in the province, quantifies environmental metrics associated with the use of agricultural residues for producing electricity and ethanol, determines the incremental costs of switching from fossil fuels to biomass, and compares the cost-effectiveness of greenhouse gas (GHG) and air pollutant emissions abatement achieved through the use of the bioenergy. Implementing a biomass cofiring rate of 10% in existing coal-fired power plants would reduce annual GHG emissions by 2.3 million metric tons (t) of CO{sub 2} equivalent (7% of the province's coal power plant emissions). The substitution of gasoline with ethanol/gasoline blends would reduce annual provincial light-duty vehicle fleet emissions between 1.3 and 2.5 million t of CO{sub 2} equivalent (3.5-7% of fleet emissions). If biomass sources other than agricultural residues were used, additional emissions reductions could be realized. At current crude oil prices ($70/barrel) and levels of technology development of the bioenergy alternatives, the biomass electricity cofiring scenario analyzed is more cost-effective for mitigating GHG emissions ($22/t of CO{sub 2} equivalent for a 10% cofiring rate) than the stand-alone ethanol production scenario ($92/t of CO{sub 2} equivalent). 67 refs., 5 figs., 7 tabs.

    The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework. Brazil has developed an important alcohol program, suited to secure a major share of liquid fuels supply to be used in transportation sectors. National energy resource agencies point out that emphasis should be put on biomass and electricity Having the second largest hydropower potential in the world, the Brazilian dilemma is that one-third of this potential is situated in the far Amazon region, whereas consumption centres are in the Southeast region. Thus, hydrogen presents itself as an excellent carrier for our country. The energy system in Brazil should be oriented towards a system based on electricity and hydrogen. With the availability of off-peak hydroelectricity at a low cost and new, very large plants starting operation, the situation appears quite favourable for water electrolysis and hydrogen production development. The productio of electrolytic hydrogen, which can be transported and stored, is specially interesting because it allows a heavy electricity utilization well-fitted to production management. Its use would modulate and optimize electricity uses. Hydrogen production would be used in the chemical industry and for energy purposes. Relevant aspects of the Brazilian hydrogen energy program are described.

  4. Brazil advances subsea technology in Marlim pilot

    Petroleum Brasileiro SA has extended several water depth records for subsea technology during a pilot project in giant Marlim oil field in the Campos basin off Brazil. Petrobras finished the 10 well Marlim pilot last December. The field's pilot phase was intended to begin early production and enable Petrobras to gather more reservoir data. Ten satellite wells, including two prepilot wells, were completed during the Marlim pilot phase with guidelineless (GLL) wet christmas trees designed and fabricated by FMC Corp., Houston, and CBV Industrial Mechanic SA, Rio de Janeiro. The subsea wells are producing 52,000 b/d of oil and 21.19 MMCfd of gas in water depths of 1,847-2,562 ft. Marlim pilot well flow is routed to a permanent semisubmersible floating production system (FPS). Oil moves from the FPS to a monobuoy that offloads to a shuttle tanker. In addition to marking the first successful uses of purpose-built GLL wet trees, FMC said the Marlim pilot project allowed GLL subsea technology to evolve from conceptual status into a proven deepwater completion method. The paper describes the project.

    A new segregation criterion based on the inelastic Enskog kinetic equation is derived to show the transition between the Brazil-nut effect (BNE) and the reverse Brazil-nut effect (RBNE) by varying the different parameters of the system. In contrast to previous theoretical attempts the approach is not limited to the near-elastic case, takes into account the influence of both thermal gradients and gravity and applies for moderate densities. The form of the phase-diagrams for the BNE/RBNE transition depends sensitively on the value of gravity relative to the thermal gradient, so that it is possible to switch between both states for given values of the mass and size ratios, the coefficients of restitution and the solid volume fraction. In particular, the influence of collisional dissipation on segregation becomes more important when the thermal gradient dominates over gravity than in the opposite limit. The present analysis extends previous results derived in the dilute limit case and is consistent with the findings of some recent experimental results.
