    The 69 KV Substation Project is based on the recognized need to provide a continuous, reliable source of power and to improve the firm capacity of the electrical service to all production facilities at Mound. The project consists of the following major element: 69 KV Substation: (1) Install a 69 KV Substation and associated equipment with two parallel 18 MVA transformers. (2) Install duct bank as required and provide 15 KV feeder cable from new substation to existing Substation 95 for connection to Mound`s existing primary distribution system. (3) Install duct bank for underground routing of the 15 KV feeder cable from Manhole 5C to the existing power house cable pit. (4) Reconfigure existing Dayton Power and Light Co. 15 KV switchgear in P Building. The purpose of this Quality Assurance Plan (QA Plan) is to assure that the objectives of the United States Department of Energy (D.O.E.) and EG&G Mound Applied Technologies, Miamisburg, Ohio (Mound) are met for this non-weapons project relative to health and safety, protection of the environment, reliability and continuity of operations, and documentation of quality efforts. This QA Plan identifies the activities and responsibilities which are necessary in the design, procurement, fabrication, installation, and start up of this project in order to meet these objectives.

    The Training Accredition Program (TAP) at the Waste Isolation Division (WID) is discussed by the general manager. Cost effectiveness in the TAP process is made possible by saving through sharing which refers to the exchange and co-development of information and technology among Westinghouse Government owned-contractor operators and with other organizations. In 1990 a comprehensive management and supervisor training (MAST) program plan was devised and a MAST certification program of 31 self-paced written moduler was developed. This program has proven to be inexpensive to develop and implement when compared to classroom training. In addition, total quality is used as a tool to continuously improve work process. Continuous improvement requires continued evaluation of work process, such as TAP analysis and development in summary to make training at DOE facilities the most cost-effective training anywhere, we need to share, challenge conventional wisdom, and seek to continuously improve.

    A program has been developed for the HP-41CV programmable calculator that is designed to compute differential pressure across an orifice, gas flow through an orifice, or the orifice-plate bore for orifice plates with flange or pipe taps. It is designed to save time in extracting values from charts, tables, and graphs which are required to perform the calculations. It is based on equations and data from Spink. The program is run by inputing appropriate data via execution of a program entitled ''DATA IN,'' calculating differential pressure via program ''dH20,'' gas flow via program ''FLOW,'' and via program ''BORE.'' Flange-tap calculations are performed with FLAG 01 not set, while pipe-tap calculations are selected by setting FLAG 01.

    Organic compounds in tap waters were extracted by a modified continuous liquid-liquid extractor and analyzed by computerized gas chromatography/mass spectrometry using a fused silica capillary column. The results indicate the presence of monochlorinated derivatives of naphthalene, dibenzofuran, fluorene, fluorenone, phenanthrene, and fluoranthene and dichlorinated derivatives of naphthalene, phenanthrene, and fluoranthene. The parent polynuclear aromatic hydrocarbons (PAHs) and their oxygenated derivatives such as fluorenone and anthraquinone were also found. It was demonstrated that chlorinated PAHs (Cl-PAHs) were really present in tap waters at 10/sup -1/-10/sup -2/ ng/L levels.

    The service life of blast furnaces, as the result of various improvement measures, has been extended from the conventional 5 to 7 years to 15 to 20 years. Wakayama No. 5 blast furnace adopted SiC bricks. Though SiC brick excelled in strength and durability, it has raised problems such as tap hole inside temperature lowering attributable to its high thermal conductivity, insufficient mud burning and gas blow-out. Nevertheless, various countermeasures described within have been taken against such problems, and as the result it has now become possible to maintain tap holes in stable conditions.

    This paper presents a method and cantilever design for improving the mechanical measurement sensitivity in the atomic force microscopy (AFM) tapping mode. The method uses two harmonics in the drive signal to generate a bi-harmonic tapping trajectory. Mathematical analysis demonstrates that the wide-valley bi-harmonic tapping trajectory is as much as 70% more sensitive to changes in the sample topography than the standard single-harmonic trajectory typically used. Although standard AFM cantilevers can be driven in the bi-harmonic tapping trajectory, they require large forcing at the second harmonic. A design is presented for a bi-harmonic cantilever that has a second resonant mode at twice its first resonant mode, thereby capable of generating bi-harmonic trajectories with small forcing signals. Bi-harmonic cantilevers are fabricated by milling a small cantilever on the interior of a standard cantilever probe using a focused ion beam. Bi-harmonic drive signals are derived for standard cantilevers and bi-harmonic cantilevers. Experimental results demonstrate better than 30% improvement in measurement sensitivity using the bi-harmonic cantilever. Images obtained through bi-harmonic tapping exhibit improved sharpness and surface tracking, especially at high scan speeds and low force fields.

    This paper describes a precise method for extrapolating the coefficient of discharge of PTC 6 throat tap nozzles using all or most of the calibration data. Numerical examples are given using actual calibration data to describe this method. Because this method permits the use of all calibration data at or above Reynolds numbers of 1,000,000 it is a clear improvement over the PTC 6 -1976 method which permits only the highest single point.

    Oil production from Alaskan North Slope oil fields has steadily declined. In the near future, ANS crude oil production will decline to such a level (200,000 to 400,000 bbl/day) that maintaining economic operation of the Trans-Alaska Pipeline System (TAPS) will require pumping alternative products through the system. Heavy oil deposits in the West Sak and Ugnu formations are a potential resource, although transporting these products involves addressing important sedimentation issues. One possibility is the use of Gas-to-Liquid (GTL) technology. Estimated recoverable gas reserves of 38 trillion cubic feet (TCF) on the North Slope of Alaska can be converted to liquid with GTL technology and combined with the heavy oils for a product suitable for pipeline transport. Issues that could affect transport of this such products through TAPS include pumpability of GTL and crude oil blends, cold restart of the pipeline following a prolonged winter shutdown, and solids deposition inside the pipeline. This study examined several key fluid properties of GTL, crude oil and four selected blends under TAPS operating conditions. Key measurements included Reid Vapor Pressure, density and viscosity, PVT properties, and solids deposition. Results showed that gel strength is not a significant factor for the ratios of GTL-crude oil blend mixtures (1:1; 1:2; 1:3; 1:4) tested under TAPS cold re-start conditions at temperatures above - 20 F, although Bingham fluid flow characteristics exhibited by the blends at low temperatures indicate high pumping power requirements following prolonged shutdown. Solids deposition is a major concern for all studied blends. For the commingled flow profile studied, decreased throughput can result in increased and more rapid solid deposition along the pipe wall, resulting in more frequent pigging of the pipeline or, if left unchecked, pipeline corrosion.

    mRNA export is mediated by the TAP-p15 heterodimer, which belongs to the family of NTF2-like export receptors. TAP-p15 heterodimers also bind to the constitutive transport element (CTE) present in simian type D retroviral RNAs, and they mediate the export of viral unspliced RNAs to the host cytoplasm. We have solved the crystal structure of the RNA recognition and leucine-rich repeat motifs of TAP bound to one symmetrical half of the CTE RNA. L-shaped conformations of protein and RNA are involved in a mutual molecular embrace on complex formation. We have monitored the impact of structure-guided mutations on binding affinities in vitro and transport assays in vivo. Our studies define the principles by which CTE RNA subverts the mRNA export receptor TAP, thereby facilitating the nuclear export of viral genomic RNAs, and, more generally, provide insights on cargo RNA recognition by mRNA export receptors.

    Tap density of a granular powder is often linked to the flowability via Carr Index that measures how tight a powder can be packed, under an assumption that more easily packed powders usually flow poorly. Understanding how particles are packed is important for revealing why a powder flows better than others. There are two types of empirical equations that were proposed to fit the experimental data of packing fractions vs. numbers of taps in literature: The inverse logarithmic and the stretched exponential. Using the rate process theory and the free volume concept, we obtain the tap density equations and they can be reducible to the two empirical equations currently widely used in literature. Our equations could potentially fit experimental data better with an additional adjustable parameter. The tapping amplitude and frequency, the weight of the granular materials, and the environment temperature are grouped into one parameter that weighs the pace of packing process. The current results, in conjunction with our previous findings, may imply that both dry(granular)and wet(colloidal and polymeric) particle systems are governed by the same physical mechanisms in term of the role of the free volume and how particles behave (a rate controlled process).

    This paper reports on the advancement of a controlled-resonance surface tapping-mode single capillary liquid junction extraction/ESI emitter for mass spectrometry imaging. The basic instrumental setup and the general operation of the system were discussed and optimized performance metrics were presented. The ability to spot sample, lane scan and chemically image in an automated and controlled fashion were demonstrated. Rapid, automated spot sampling was demonstrated for a variety of compound types including the cationic dye basic blue 7, the oligosaccharide cellopentaose, and the protein equine heart cytochrome c. The system was used for lane scanning and chemical imaging of the cationic dye crystal violet in inked lines on glass and for lipid distributions in mouse brain thin tissue sections. Imaging of the lipids in mouse brain tissue under optimized conditions provided a spatial resolution of approximately 35 m based on the ability to distinguish between features observed both in the optical and mass spectral chemical images. The sampling spatial resolution of this system was comparable to the best resolution that has been reported for other types of atmospheric pressure liquid extraction-based surface sampling/ionization techniques used for mass spectrometry imaging.

    The microstructures of electroless plated and thermally aged nanocrystalline nickel-3.6 at.% phosphorus layers were investigated on an atomic scale with a tomographic atom probe (TAP). After heat treatments at 250 and 400 C, a continuous P-segregation in the grain boundaries of the nanocrystalline structure was directly proved for the first time. This segregation effect explains the comparatively high thermal stability of the material. Assuming the existence of a metastable equilibrium, a simple mass balance calculation, which uses experimentally determined data exclusively, makes it possible to predict grain sizes of other NiP alloys within the thermal stability region.

    A new measurement of the rare, doubly radiative decay eta->pi^0 gamma gamma was conducted with the Crystal Ball and TAPS multiphoton spectrometers together with the photon tagging facility at the Mainz Microtron MAMI. New data on the dependence of the partial decay width, Gamma(eta->pi^0 gamma gamma), on the two-photon invariant mass squared, m^2(gamma gamma), as well as a new, more precise value for the decay width, Gamma(eta->pi^0 gamma gamma) = (0.33+/-0.03_tot) eV, are based on analysis of 1.2 x 10^3 eta->pi^0 gamma gamma decays from a total of 6 x 10^7 eta mesons produced in the gamma p -> eta p reaction. The present results for dGamma(eta->pi^0 gamma gamma)/dm^2(gamma gamma) are in good agreement with previous measurements and recent theoretical calculations for this dependence.

    Training programs at DOE nuclear facilities should provide well- trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.

    Although the standardization of casting operations is necessary to secure stable blast furnace operation, intuitive practices (which are by definition non-quantifiable) and experience are prevalent. Because BF operation is a field which is difficult to standardize and reduce to documentary form, the present work had as its goal the standardization of judgments and systematization of information related to taphole opening and closing. The project was carried out in the highly computerized environment at Mizushima No. 3 BF, where the authors introduced an expert system guidance function in February, 1992. Standardization of operations through the use of this guidance system and the completion of guidance function development resulted in better consistency in taphole depths and optimization of the size of the taphole (taphole volume), which have in turn led to improvement in the pig/slag balance and a reduction in the time required for taphole opening.

    This paper reports on Project Vostok, a vastly ambitious project which will by the end of the century move gas from Eastern Siberia and the Sakhalin area through North and South Korea to Japan. This system will open one of the last available frontiers on earth for exploitation of many diverse natural resources. With the start of such a project, western oil companies can see a return on their investment possibly equal to investment in other more developed areas. Eastern Siberia and the Far East of the former Soviet Union possess huge hydrocarbon and mineral reserves. Their areal extent is 3.2 million sq km, equal to more than 40% of the U.S. land area. The conception of development of the Yakutsk, Irkutsk, and Sakhalin gas fields and mineral and timber resources of the Far East exemplifies a project that encompasses many different organizations and boundaries.

    Well water at Los Alamos National Laboratory (LANL) has a silica (SiO{sub 2}) content of 60 to 100 mg/L, with 4 mg/L of magnesium, 13 mg/L calcium and lesser concentrations of other ions. On evaporation in cooling towers, when the silica concentration reaches 150 to 220 mg/L, silica deposits on heat transfer surfaces. When the high silica well water is used in the reprocessing of plutonium, silica remains in solution at the end of the process and creates a problem of removal from the effluent prior to discharge or evaporation. The work described in this Report is divided into two major parts. The first part describes the behavior of silica when the water is evaporated at various conditions of pH and in the presence of different classes of anions: inorganic and organic. In the second part of this work it was found that precipitation (floccing) of silica was a function of solution pH and mole ratio of metal to silica.

    We examine the role of spin in launching jets from compact objects across the mass scale. Our work includes 3 different Seyfert samples with a total of 37 unique Seyferts, as well as 11 stellar-mass black holes, and 13 neutron stars. We find that when the Seyfert reflection lines are modeled with simple Gaussian line features (a crude proxy for inner disk radius and therefore spin), only a slight inverse correlation is found between the Doppler-corrected radio luminosity at 5 GHz (a proxy for jet power) and line width. When the Seyfert reflection features are fit with more relativistically blurred disk reflection models that measure spin, there is a tentative positive correlation between the Doppler-corrected radio luminosity and the spin measurement. Further, when we include stellar-mass black holes in the sample, to examine the effects across the mass scale, we find a slightly stronger correlation with radio luminosity per unit mass and spin, at a marginal significance (2.3{sigma} confidence level). Finally, when we include neutron stars, in order to probe lower spin values, we find a positive correlation (3.3{sigma} confidence level) between radio luminosity per unit mass and spin. Although tentative, these results suggest that spin may have a role in determining the jet luminosity. In addition, we find a slightly more significant correlation (4.4{sigma} and 4.1{sigma} confidence level, respectively) between radio luminosity per bolometric luminosity and spin, as well as radio luminosity corrected for the fundamental plane (i.e., log ({nu}L{sub R}/L{sub Bol}{sup 0.67}/M{sub BH}{sup 0.78})) and spin, using our entire sample of black holes and neutrons stars. Again, although tentative, these relations point to the possibility that the mass accretion rate, i.e., bolometric luminosity, is also important in determining the jet luminosity, in addition to spin. Our analysis suggests that mass accretion rate and disk or coronal magnetic field strength may be the ''throttle'' in these compact systems, to which the Eddington limit and spin may set the maximum jet luminosity that can be achieved.

    Energy service companies have played a significant role in stimulating energy efficiency in many industrialized countries, including the United States. Many policymakers and development experts consider energy performance contracting an important mechanism for boosting energy efficiency in other countries as well. The experience of ESCOs in transition economies, however, is decidedly mixed. The Czech Republic has been able to foster a thriving ESCO industry with numerous players competing for business, although ESCOs have encountered problems along the way. In Russia and Ukraine, ESCOs have developed slowly, and few true performance contracts exist. This paper reviews the experience of ESCOs in the Czech Republic, Ukraine and Russia and then explores the factors shaping the diverse trends in these countries. The paper draws on the experience of the national energy efficiency centers, development banks, bilateral assistance organizations and individual ESCOs in promoting ESCO industries. Factors that have influenced ESCOs to date include the economy, the price of energy, the financial situation of potential clients, the legislative basis for ESCO activities, the business experience of ESCO staff and access to information about the ESCO concept. Financing has also proven to be a critical factor in developing ESCOs. Lack of project financing and guarantees, for example, is a major problem in the former Soviet Union. The paper concludes by drawing recommendations for policymakers and industry on promoting ESCOs.

    A surface of epoxy-impregnated hardened cement paste was investigated using a novel atomic force microscopy (AFM) imaging mode that allows for the quantitative mapping of the local elastic modulus. The analyzed surface was previously prepared using focussed ion beam milling. The same surface was also characterized by electron microscopy and energy-dispersive X-ray spectroscopy. We demonstrate the capability of this quantitative nanomechanical mapping to provide information on the local distribution of the elastic modulus (from about 1 to about 100 GPa) with a spatial resolution in the range of decananometers, that corresponds to that of low-keV back-scattered electron imaging. Despite some surface roughness which affects the measured nanomechanical properties it is shown that topography, adhesion and Young's modulus can be clearly distinguished. The quantitative mapping of the local elastic modulus is able to discriminate between phases in the cement paste microstructure that cannot be distinguished from the corresponding back-scattered electron images.

    A load switching circuit for switching two or more transformer taps under load carrying conditions includes first and second parallel connected bridge rectifier circuits which control the selective connection of a direct current load to taps of a transformer. The first bridge circuit is normally conducting so that the load is connected to a first tap through the first bridge circuit. To transfer the load to the second tap, a switch is operable to connect the second bridge circuit to a second tap, and when the second bridge circuit begins to conduct, the first bridge circuit ceases conduction because the potential at the second tap is higher than the potential at the first tap, and the load is thus connected to the second tap through the second bridge circuit. The load switching circuit is applicable in a motor speed controller for a wound-rotor motor for effecting tap switching as a function of motor speed while providing a stepless motor speed control characteristic.

    The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

    A high precision and high resolution time-to-digital converter (TDC) implemented in a 40 nm fabrication process Virtex-6 FPGA is presented in this paper. The multi-chain measurements averaging architecture is used to overcome the resolution limitation determined by intrinsic cell delay of the plain single tapped-delay chain. The resolution and precision are both improved with this architecture. In such a TDC, the input signal is connected to multiple tapped-delay chains simultaneously (the chain number is M), and there is a fixed delay cell between every two adjacent chains. Each tapped-delay chain is just a plain TDC and should generate a TDC time for a hit input signal, so totally M TDC time values should be got for a hit signal. After averaging, the final TDC time is obtained. A TDC with 3 ps resolution (i.e. bin size) and 6.5 ps precision (i.e. RMS) has been implemented using 8 parallel tapped-delay chains. Meanwhile the plain TDC with single tapped-delay chain yields 24 ps resolution and 18 ps precision.

    We use multi-speckle diffusive wave spectroscopy (MSDWS) to probe the micron-scale dynamics of a granular pile submitted to discrete gentle taps. The typical time-scale between plastic events is found to increase dramatically with the number of applied taps. Furthermore, this microscopic dynamics weakly depends on the solid fraction of the sample. This process is strongly analogous to the aging phenomenon observed in thermal glassy systems. We propose a heuristic model where this slowing down mechanism is associated with a slow evolution of the distribution of the contact forces between particles. This model accounts for the main features of the observed dynamics.

    Phthalocyanines (Pcs) are compounds in which a benzene ring is fused to each of the four pyrrole rings of tetraazaporphyrins (TAPs). In addition to traditional uses as dyes and in xerography, they are now rapidly increasing in importance in many fields such as batteries, photodynamic cancer therapy, chemical sensors, molecular metals, and liquid crystals. Two naphthalene molecule-fused tetraazaporphyrins (TAPs) with D[sub 2h] symmetry have been synthesized, and some of their spectroscopic and electrochemical properties are reported. These compounds are structural isomers of phthalocyanines (Pcs) in the sense that four benzene units are fused to the TAP skeleton. In contrast to MPcs (M = metal) with D[sub 4h] symmetry, both the Q[sub o-o] and Soret bands split into two as a result of the lowering of the molecular symmetry. Magnetic circular dichroism (MCD) shows Faraday B terms corresponding to the peaks and shoulders of the electronic absorption spectra, indicating that no degenerate state is included. The fluorescence quantum yield of the zinc complex is much smaller than in ZnPc with D[sub 4h] symmetry. The electronic absorption and electrochemical redox data of these complexes are reproduced by molecular orbital (MO) calculations within the framework of the Pariser-Parr-Pople (PPP) approximation. The results are compared with those of Pcs and mononaphtho-TAPs.

    We evaluate the performance improvement in the presence of fiber nonlinearity obtained using a Turbo equalizer. Numerical simulation shows that Turbo equalization offers an improvement of 0.8 dB in a 100 Gb/s NZ-DSF transmission, even with only 5 taps for the MAP estimation. I.
