Ensuring cost effectiveness in the TAP process

The Training Accredition Program (TAP) at the Waste Isolation Division (WID) is discussed by the general manager. Cost effectiveness in the TAP process is made possible by saving through sharing which refers to the exchange and co-development of information and technology among Westinghouse Government owned-contractor operators and with other organizations. In 1990 a comprehensive management and supervisor training (MAST) program plan was devised and a MAST certification program of 31 self-paced written moduler was developed. This program has proven to be inexpensive to develop and implement when compared to classroom training. In addition, total quality is used as a tool to continuously improve work process. Continuous improvement requires continued evaluation of work process, such as TAP analysis and development in summary to make training at DOE facilities the most cost-effective training anywhere, we need to share, challenge conventional wisdom, and seek to continuously improve.

The service life of blast furnaces, as the result of various improvement measures, has been extended from the conventional 5 to 7 years to 15 to 20 years. Wakayama No. 5 blast furnace adopted SiC bricks. Though SiC brick excelled in strength and durability, it has raised problems such as tap hole inside temperature lowering attributable to its high thermal conductivity, insufficient mud burning and gas blow-out. Nevertheless, various countermeasures described within have been taken against such problems, and as the result it has now become possible to maintain tap holes in stable conditions.

Occurrence of chlorinated polynuclear aromatic hydrocarbons in tap water

Organic compounds in tap waters were extracted by a modified continuous liquid-liquid extractor and analyzed by computerized gas chromatography/mass spectrometry using a fused silica capillary column. The results indicate the presence of monochlorinated derivatives of naphthalene, dibenzofuran, fluorene, fluorenone, phenanthrene, and fluoranthene and dichlorinated derivatives of naphthalene, phenanthrene, and fluoranthene. The parent polynuclear aromatic hydrocarbons (PAHs) and their oxygenated derivatives such as fluorenone and anthraquinone were also found. It was demonstrated that chlorinated PAHs (Cl-PAHs) were really present in tap waters at 10/sup -1/-10/sup -2/ ng/L levels.

Trace metals in tap water from Tehran, Iran

A total of 272 tap water samples were collected from 68 homes throughout the city of Tehran. Analysis for cadmium, zinc, lead, copper, arsenic, iron and manganese showed some accumulation of these metals in household piping overnight. However, the concentration of all metals was in the parts per billion (ug/l) range and well below international standards. Heavy metals in Tehran's drinking water therefore, do not pose a significant acute health hazard. 19 references, 2 tables.

Bi-harmonic cantilever design for improved measurement sensitivity in tapping-mode atomic force microscopy  

SciTech Connect (OSTI)

This paper presents a method and cantilever design for improving the mechanical measurement sensitivity in the atomic force microscopy (AFM) tapping mode. The method uses two harmonics in the drive signal to generate a bi-harmonic tapping trajectory. Mathematical analysis demonstrates that the wide-valley bi-harmonic tapping trajectory is as much as 70% more sensitive to changes in the sample topography than the standard single-harmonic trajectory typically used. Although standard AFM cantilevers can be driven in the bi-harmonic tapping trajectory, they require large forcing at the second harmonic. A design is presented for a bi-harmonic cantilever that has a second resonant mode at twice its first resonant mode, thereby capable of generating bi-harmonic trajectories with small forcing signals. Bi-harmonic cantilevers are fabricated by milling a small cantilever on the interior of a standard cantilever probe using a focused ion beam. Bi-harmonic drive signals are derived for standard cantilevers and bi-harmonic cantilevers. Experimental results demonstrate better than 30% improvement in measurement sensitivity using the bi-harmonic cantilever. Images obtained through bi-harmonic tapping exhibit improved sharpness and surface tracking, especially at high scan speeds and low force fields.

Operational Challenges in Gas-To-Liquid (GTL) Transportation Through Trans Alaska Pipeline System (TAPS)

Oil production from Alaskan North Slope oil fields has steadily declined. In the near future, ANS crude oil production will decline to such a level (200,000 to 400,000 bbl/day) that maintaining economic operation of the Trans-Alaska Pipeline System (TAPS) will require pumping alternative products through the system. Heavy oil deposits in the West Sak and Ugnu formations are a potential resource, although transporting these products involves addressing important sedimentation issues. One possibility is the use of Gas-to-Liquid (GTL) technology. Estimated recoverable gas reserves of 38 trillion cubic feet (TCF) on the North Slope of Alaska can be converted to liquid with GTL technology and combined with the heavy oils for a product suitable for pipeline transport. Issues that could affect transport of this such products through TAPS include pumpability of GTL and crude oil blends, cold restart of the pipeline following a prolonged winter shutdown, and solids deposition inside the pipeline. This study examined several key fluid properties of GTL, crude oil and four selected blends under TAPS operating conditions. Key measurements included Reid Vapor Pressure, density and viscosity, PVT properties, and solids deposition. Results showed that gel strength is not a significant factor for the ratios of GTL-crude oil blend mixtures (1:1; 1:2; 1:3; 1:4) tested under TAPS cold re-start conditions at temperatures above - 20 F, although Bingham fluid flow characteristics exhibited by the blends at low temperatures indicate high pumping power requirements following prolonged shutdown. Solids deposition is a major concern for all studied blends. For the commingled flow profile studied, decreased throughput can result in increased and more rapid solid deposition along the pipe wall, resulting in more frequent pigging of the pipeline or, if left unchecked, pipeline corrosion.

Tap Density Equations of Granular Powders Based on the Rate Process Theory and the Free Volume Concept

Tap density of a granular powder is often linked to the flowability via Carr Index that measures how tight a powder can be packed, under an assumption that more easily packed powders usually flow poorly. Understanding how particles are packed is important for revealing why a powder flows better than others. There are two types of empirical equations that were proposed to fit the experimental data of packing fractions vs. numbers of taps in literature: The inverse logarithmic and the stretched exponential. Using the rate process theory and the free volume concept, we obtain the tap density equations and they can be reducible to the two empirical equations currently widely used in literature. Our equations could potentially fit experimental data better with an additional adjustable parameter. The tapping amplitude and frequency, the weight of the granular materials, and the environment temperature are grouped into one parameter that weighs the pace of packing process. The current results, in conjunction with our previous findings, may imply that both dry(granular)and wet(colloidal and polymeric) particle systems are governed by the same physical mechanisms in term of the role of the free volume and how particles behave (a rate controlled process).

Controlled-Resonant Surface Tapping-Mode Scanning Probe Electrospray Ionization Mass Spectrometry Imaging

This paper reports on the advancement of a controlled-resonance surface tapping-mode single capillary liquid junction extraction/ESI emitter for mass spectrometry imaging. The basic instrumental setup and the general operation of the system were discussed and optimized performance metrics were presented. The ability to spot sample, lane scan and chemically image in an automated and controlled fashion were demonstrated. Rapid, automated spot sampling was demonstrated for a variety of compound types including the cationic dye basic blue 7, the oligosaccharide cellopentaose, and the protein equine heart cytochrome c. The system was used for lane scanning and chemical imaging of the cationic dye crystal violet in inked lines on glass and for lipid distributions in mouse brain thin tissue sections. Imaging of the lipids in mouse brain tissue under optimized conditions provided a spatial resolution of approximately 35 m based on the ability to distinguish between features observed both in the optical and mass spectral chemical images. The sampling spatial resolution of this system was comparable to the best resolution that has been reported for other types of atmospheric pressure liquid extraction-based surface sampling/ionization techniques used for mass spectrometry imaging.

The gamma p --> pi0 pi0 p reaction has been measured from threshold to 1.4 GeV using the Crystal Ball and TAPS photon spectrometers together with the photon tagging facility at the Mainz Microtron. The experimental results include total and differential cross sections as well as specific angular distributions, which were used to extract partial-wave amplitudes. In particular, the energy region below the D13(1520) resonance was studied.

The microstructures of electroless plated and thermally aged nanocrystalline nickel-3.6 at.% phosphorus layers were investigated on an atomic scale with a tomographic atom probe (TAP). After heat treatments at 250 and 400 C, a continuous P-segregation in the grain boundaries of the nanocrystalline structure was directly proved for the first time. This segregation effect explains the comparatively high thermal stability of the material. Assuming the existence of a metastable equilibrium, a simple mass balance calculation, which uses experimentally determined data exclusively, makes it possible to predict grain sizes of other NiP alloys within the thermal stability region.

A new measurement of the rare decay eta -> pi^0 gamma gamma with the Crystal Ball/TAPS detectors at the Mainz Microtron

A new measurement of the rare, doubly radiative decay eta->pi^0 gamma gamma was conducted with the Crystal Ball and TAPS multiphoton spectrometers together with the photon tagging facility at the Mainz Microtron MAMI. New data on the dependence of the partial decay width, Gamma(eta->pi^0 gamma gamma), on the two-photon invariant mass squared, m^2(gamma gamma), as well as a new, more precise value for the decay width, Gamma(eta->pi^0 gamma gamma) = (0.33+/-0.03_tot) eV, are based on analysis of 1.2 x 10^3 eta->pi^0 gamma gamma decays from a total of 6 x 10^7 eta mesons produced in the gamma p -> eta p reaction. The present results for dGamma(eta->pi^0 gamma gamma)/dm^2(gamma gamma) are in good agreement with previous measurements and recent theoretical calculations for this dependence.

Training programs at DOE nuclear facilities should provide well- trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.

Although the standardization of casting operations is necessary to secure stable blast furnace operation, intuitive practices (which are by definition non-quantifiable) and experience are prevalent. Because BF operation is a field which is difficult to standardize and reduce to documentary form, the present work had as its goal the standardization of judgments and systematization of information related to taphole opening and closing. The project was carried out in the highly computerized environment at Mizushima No. 3 BF, where the authors introduced an expert system guidance function in February, 1992. Standardization of operations through the use of this guidance system and the completion of guidance function development resulted in better consistency in taphole depths and optimization of the size of the taphole (taphole volume), which have in turn led to improvement in the pig/slag balance and a reduction in the time required for taphole opening.

This paper reports on Project Vostok, a vastly ambitious project which will by the end of the century move gas from Eastern Siberia and the Sakhalin area through North and South Korea to Japan. This system will open one of the last available frontiers on earth for exploitation of many diverse natural resources. With the start of such a project, western oil companies can see a return on their investment possibly equal to investment in other more developed areas. Eastern Siberia and the Far East of the former Soviet Union possess huge hydrocarbon and mineral reserves. Their areal extent is 3.2 million sq km, equal to more than 40% of the U.S. land area. The conception of development of the Yakutsk, Irkutsk, and Sakhalin gas fields and mineral and timber resources of the Far East exemplifies a project that encompasses many different organizations and boundaries.

The Management of Silica in Los Alamos National Laboratory Tap Water - A Study of Silica Solubility

Well water at Los Alamos National Laboratory (LANL) has a silica (SiO{sub 2}) content of 60 to 100 mg/L, with 4 mg/L of magnesium, 13 mg/L calcium and lesser concentrations of other ions. On evaporation in cooling towers, when the silica concentration reaches 150 to 220 mg/L, silica deposits on heat transfer surfaces. When the high silica well water is used in the reprocessing of plutonium, silica remains in solution at the end of the process and creates a problem of removal from the effluent prior to discharge or evaporation. The work described in this Report is divided into two major parts. The first part describes the behavior of silica when the water is evaporated at various conditions of pH and in the presence of different classes of anions: inorganic and organic. In the second part of this work it was found that precipitation (floccing) of silica was a function of solution pH and mole ratio of metal to silica.

A load switching circuit for switching two or more transformer taps under load carrying conditions includes first and second parallel connected bridge rectifier circuits which control the selective connection of a direct current load to taps of a transformer. The first bridge circuit is normally conducting so that the load is connected to a first tap through the first bridge circuit. To transfer the load to the second tap, a switch is operable to connect the second bridge circuit to a second tap, and when the second bridge circuit begins to conduct, the first bridge circuit ceases conduction because the potential at the second tap is higher than the potential at the first tap, and the load is thus connected to the second tap through the second bridge circuit. The load switching circuit is applicable in a motor speed controller for a wound-rotor motor for effecting tap switching as a function of motor speed while providing a stepless motor speed control characteristic.

Hopi Sustainable Energy Plan

The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

The Tactical Action Plan identifies and describes the Western-wide tasks and activities, existing and new, needed to fully achieve the goals in Strategic Roadmap 2024. Each activity in the TAP chart is briefly described in this document and also linked to the Critical Pathway it supports. As the TAP is a list of specific strategies and actions susceptible to changing environments and needs, the TAP will be updated more frequently as Western progresses towards its goals. The TAP is organized into seven Strategic Target Areas that serve as Westernís priorities and areas of focus for the next two to three years. These Target Areas are: Power and Transmission Related Services; Energy Infrastructure; Partnership and Innovation; Asset Management; Safety and Security; Communication; and Human Capital Management and Organization Structure. Target Areas are also used to create the agencyís annual performance targets, which measure progress and implementation of the TAP, and the status of which will be reported regularly.

A Multi-chain Measurements Averaging TDC Implemented in a 40 nm FPGA

A high precision and high resolution time-to-digital converter (TDC) implemented in a 40 nm fabrication process Virtex-6 FPGA is presented in this paper. The multi-chain measurements averaging architecture is used to overcome the resolution limitation determined by intrinsic cell delay of the plain single tapped-delay chain. The resolution and precision are both improved with this architecture. In such a TDC, the input signal is connected to multiple tapped-delay chains simultaneously (the chain number is M), and there is a fixed delay cell between every two adjacent chains. Each tapped-delay chain is just a plain TDC and should generate a TDC time for a hit input signal, so totally M TDC time values should be got for a hit signal. After averaging, the final TDC time is obtained. A TDC with 3 ps resolution (i.e. bin size) and 6.5 ps precision (i.e. RMS) has been implemented using 8 parallel tapped-delay chains. Meanwhile the plain TDC with single tapped-delay chain yields 24 ps resolution and 18 ps precision.

Experimental test results presented for field-damaged orifice meter plates

Tests demonstrate that, unlike other types of meters, there is minimal loss of accuracy with orifice meters even when operational excursions are such that severe damage occurs. Both flange taps and pipe taps effectively have the same general pattern in that the actual coefficient increases with increasing permanent deformation. Of the two types of orifice tap, these data indicate that flange-tapped orifices may be less susceptible to severe deformation. This is probably caused by changes in the local pressure gradients in the vicinity of the plate. Since pipe taps are at such a large distance from the plate, these changes are probably not noticeable due to the turbulent mixing that takes place. With orifice meters, visual inspection of the plates after severe operation is recommended, to tell the user if the plate is beyond specifications. With other types of meters (i.e., other than differential meters) recalibration is the only method of determining if the meter has been affected. Where damage is apparent, the plate (or the meter if it is not of the differential type) should be immediately replaced.

Extraction of trivalent americium curium, californium, and europium with a technical mixture of mono-and didecyl pyrocatechols (TAP) in different diluents from carbonate solutions is studied. The influence of various factors (pH, K/sub 2/CO/sub 3/, TAP and metal concentration, phase contact time) on the degree of extraction and separation of the elements is clarified. It is shown that the elements concerned are extracted quantitatively by TAP solution in toluene and cyclohexane in the K/sub 2/CO/sub 3/ concentration range 0.25-1.5 M. A difference is noted in the coefficients of americium and curium distribution when they are extracted with TAP from 0.25 M K/sub 2/CO/sub 3/ solution. The separation coefficients of this pair rise with the pH of the carbonate solution. The separation coefficients of this pair rise with the pH of the carbonate solution. The separation can be improved at the stage of reextraction of the elements with a mixture of K/sub 2/CO/sub 3/ and DTPA or EDTA from alkyl pyrocatechol because the americium and curium reextraction rate constants differ widely. A slag dam preferably is included in the smelter, to impede the backflow of the slag from the reducing zone to the oxidizing zone. The goal of Tropospheric Aerosol Program (TAP) will be to develop the fundamental scientific understanding required to construct tools for simulating the life cycle of tropospheric aerosols--the processes controlling their mass loading, composition, and microphysical properties, all as a function of time, location, and altitude. The TAP approach to achieving this goal will be by conducting closely linked field, modeling, laboratory, and theoretical studies focused on the processes controlling formation, growth, transport, and deposition of tropospheric aerosols. This understanding will be represented in models suitable for describing these processes on a variety of geographical scales; evaluation of these models will be a key component of TAP field activities. In carrying out these tasks TAP will work closely with other programs in DOE and in other Federal and state agencies, and with the private sector. A forum to directly work with our counterparts in industry to ensure that the results of this research are translated into products that are useful to that community will be provided by NARSTO (formerly the North American Research Strategy on Tropospheric Ozone), a public/private partnership, whose membership spans government, the utilities, industry, and university researchers in Mexico, the US, and Canada.

STUDY OF TRANSPORTATION OF GTL PRODUCTS FROM ALASKAN NORTH SLOPE (ANS) TO MARKETS

The Alaskan North Slope is one of the largest hydrocarbon reserves in the US where Gas-to-Liquids (GTL) technology can be successfully implemented. The proven and recoverable reserves of conventional natural gas in the developed and undeveloped fields in the Alaskan North Slope (ANS) are estimated to be 38 trillion standard cubic feet (TCF) and estimates of additional undiscovered gas reserves in the Arctic field range from 64 TCF to 142 TCF. Transportation of the natural gas from the remote ANS is the key issue in effective utilization of this valuable and abundance resource. The throughput of oil through the Trans Alaska Pipeline System (TAPS) has been on decline and is expected to continue to decline in future. It is projected that by the year 2015, ANS crude oil production will decline to such a level that there will be a critical need for pumping additional liquid from GTL process to provide an adequate volume for economic operation of TAPS. The pumping of GTL products through TAPS will significantly increase its economic life. Transporting GTL products from the North Slope of Alaska down to the Marine terminal at Valdez is no doubt the great challenge facing the Gas to Liquids options of utilizing the abundant natural gas resource of the North Slope. The primary purpose of this study was to evaluate and assess the economic feasibility of transporting GTL products through the TAPS. Material testing program for GTL and GTL/Crude oil blends was designed and implemented for measurement of physical properties of GTL products. The measurement and evaluation of the properties of these materials were necessary so as to access the feasibility of transporting such materials through TAPS under cold arctic conditions. Results of the tests indicated a trend of increasing yield strength with increasing wax content. GTL samples exhibited high gel strengths at temperatures as high as 20 F, which makes it difficult for cold restart following winter shutdowns. Simplified analytical models were developed to study the flow of GTL and GTL/crude oil blends through TAPS in both commingled and batch flow models. The economics of GTL transportations by either commingled or batching mode were evaluated. The choice of mode of transportation of GTL products through TAPS would depend on the expected purity of the product and a trade-off between loss in product value due to contamination and cost of keeping the product pure at the discharge terminal.

On December 4, 1994, at 2132:10 hours, an electrical failure of a cable-tapping splice resulted in a fire in the 300 Area of the DOE Hanford Site. The fire occurred in the yard of Substation 351 in electrical Vault R122V, where the cable-tapping splice was located. The fire incinerated all cables passing to and through the vault causing them to fail. The failure of the cables resulted in a power outage to twenty customers in the 300 Area. The vault was electrically isolated, and power was restored to the electrical distribution system at 2311 hours. The primary differences between application of the two models is that some refineries may have to meet stricter standards for the sulfur and olefin content of the reformulated gasoline (RFG) they produce and all refineries will now be held accountable for NOx emissions. The Trajectory Analysis and Optimization System (TAOS) is software that simulates point--mass trajectories for multiple vehicles. It expands upon the capabilities of the Trajectory Simulation and Analysis program (TAP) developed previously at Sandia National Laboratories. TAOS is designed to be a comprehensive analysis tool capable of analyzing nearly any type of three degree-of-freedom, point-mass trajectory. Trajectories are broken into segments, and within each segment, guidance rules provided by the user control how the trajectory is computed. Parametric optimization provides a powerful method for satisfying mission-planning constraints. Althrough TAOS is not interactive, its input and output files have been designed for ease of use. When compared to TAP, the capability to analyze trajectories for more than one vehicle is the primary enhancement, although numerous other small improvements have been made. This report documents the methods used in TAOS as well as the input and output file formats.

NREL Computer Models Integrate Wind Turbines with Floating Platforms (Fact Sheet)

Far off the shores of energy-hungry coastal cities, powerful winds blow over the open ocean, where the water is too deep for today's seabed-mounted offshore wind turbines. For the United States to tap into these vast offshore wind energy resources, wind turbines must be mounted on floating platforms to be cost effective. Researchers at the National Renewable Energy Laboratory (NREL) are supporting that development with computer models that allow detailed analyses of such floating wind turbines.

A homodyne radar transmitter/receiver device which produces a single combined output which contains modulated backscatter information for all phase conditions of both modulated and unmodulated backscatter signals. The device utilizes taps along coaxial transmission lines, strip transmission line, and waveguides which are spaced by 1/8 wavelength or 1/6 wavelength, etc. This greatly reduces costs by eliminating separate transmission and reception antennas and an expensive arrangement of power splitters and mixers utilized in the prior art.
