  5. Greybody factors for Myers–Perry black holes

    SciTech Connect (OSTI)

Boonserm, Petarpa; Chatrabhuti, Auttakit Ngampitipan, Tritos; Visser, Matt

    2014-11-15

The Myers–Perry black holes are higher-dimensional generalizations of the usual (3+1)-dimensional rotating Kerr black hole. They are of considerable interest in Kaluza–Klein models, specifically within the context of brane-world versions thereof. In the present article, we shall consider the greybody factors associated with scalar field excitations of the Myers–Perry spacetimes, and develop some rigorous bounds on these greybody factors. These bounds are of relevance for characterizing both the higher-dimensional Hawking radiation, and the super-radiance, that is expected for these spacetimes.

  1. Method for assigning sites to projected generic nuclear power plants

    SciTech Connect (OSTI)

    Holter, G.M.; Purcell, W.L.; Shutz, M.E.; Young, J.R.

    1986-07-01

Pacific Northwest Laboratory developed a method for forecasting potential locations and startup sequences of nuclear power plants that will be required in the future but have not yet been specifically identified by electric utilities. Use of the method results in numerical ratings for potential nuclear power plant sites located in each of the 10 federal energy regions. The rating for each potential site is obtained from numerical factors assigned to each of 5 primary siting characteristics: (1) cooling water availability, (2) site land area, (3) power transmission land area, (4) proximity to metropolitan areas, and (5) utility plans for the site. The sequence of plant startups in each federal energy region is obtained by use of the numerical ratings and the forecasts of generic nuclear power plant startups obtained from the EIA Middle Case electricity forecast. Sites are assigned to generic plants in chronological order according to startup date.

A Study Prepared in Partnership with the Environmental Protection Agency for the RE-Powering America's Land Initiative: Siting Renewable Energy on Potentially Contaminated Land and Mine Sites

    SciTech Connect (OSTI)

    Salasovich, J.; Geiger, J.; Healey, V.; Mosey, G.

    2013-03-01

The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Former Chicago, Milwaukee & St. Paul Rail Yard Company site in Perry, Iowa, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site. This study did not assess environmental conditions at the site.

  3. Automated Pre-processing for NMR Assignments with Reduced Tedium

Energy Science and Technology Software Center (OSTI)

    2004-05-11

An important rate-limiting step in the reasonance asignment process is accurate identification of resonance peaks in MNR spectra. NMR spectra are noisy. Hence, automatic peak-picking programs must navigate between the Scylla of reliable but incomplete picking, and the Charybdis of noisy but complete picking. Each of these extremes complicates the assignment process: incomplete peak-picking results in the loss of essential connectivities, while noisy picking conceals the true connectivities under a combinatiorial explosion of false positives.more » Intermediate processing can simplify the assignment process by preferentially removing false peaks from noisy peak lists. This is accomplished by requiring consensus between multiple NMR experiments, exploiting a priori information about NMR spectra, and drawing on empirical statistical distributions of chemical shift extracted from the BioMagResBank. Experienced NMR practitioners currently apply many of these techniques "by hand", which is tedious, and may appear arbitrary to the novice. To increase efficiency, we have created a systematic and automated approach to this process, known as APART. Automated pre-processing has three main advantages: reduced tedium, standardization, and pedagogy. In the hands of experienced spectroscopists, the main advantage is reduced tedium (a rapid increase in the ratio of true peaks to false peaks with minimal effort). When a project is passed from hand to hand, the main advantage is standardization. APART automatically documents the peak filtering process by archiving its original recommendations, the accompanying justifications, and whether a user accepted or overrode a given filtering recommendation. In the hands of a novice, this tool can reduce the stumbling block of learning to differentiate between real peaks and noise, by providing real-time examples of how such decisions are made.« less

This report documents the work performed to determine the newly assigned concentrations for the spectral gamma-ray borehole calibration models. Thirty-two models, maintained by the US Department of Energy, are included in this study, and are grouped into eight sets of four models each. The eight sets are located at sites across the United States, and are used to calibrate logging instruments. The assignments are based on in-situ logging data to ensure self-consistency in the assigned concentrations, and on laboratory assays of concrete samples from each model to provide traceability to the New Brunswick Laboratory (NBL) standards. 13 references, 7 figures, 17 tables.

A method for assigning a confidence metric for automated determination of optic disc location that includes analyzing a retinal image and determining at least two sets of coordinates locating an optic disc in the retinal image. The sets of coordinates can be determined using first and second image analysis techniques that are different from one another. An accuracy parameter can be calculated and compared to a primary risk cut-off value. A high confidence level can be assigned to the retinal image if the accuracy parameter is less than the primary risk cut-off value and a low confidence level can be assigned to the retinal image if the accuracy parameter is greater than the primary risk cut-off value. The primary risk cut-off value being selected to represent an acceptable risk of misdiagnosis of a disease having retinal manifestations by the automated technique.

  17. Balance Calibration – A Method for Assigning a Direct-Reading Uncertainty to an Electronic Balance.

    2010-07-01

Paper Title: Balance Calibration – A method for assigning a direct-reading uncertainty to an electronic balance. Intended Audience: Those who calibrate or use electronic balances. Abstract: As a calibration facility, we provide on-site (at the customer’s location) calibrations of electronic balances for customers within our company. In our experience, most of our customers are not using their balance as a comparator, but simply putting an unknown quantity on the balance and reading the displayed mass value. Manufacturer’s specifications for balances typically include specifications such as readability, repeatability, linearity, and sensitivity temperature drift, but what does this all mean when the balance user simply reads the displayed mass value and accepts the reading as the true value? This paper discusses a method for assigning a direct-reading uncertainty to a balance based upon the observed calibration data and the environment where the balance is being used. The method requires input from the customer regarding the environment where the balance is used and encourages discussion with the customer regarding sources of uncertainty and possible means for improvement; the calibration process becomes an educational opportunity for the balance user as well as calibration personnel. This paper will cover the uncertainty analysis applied to the calibration weights used for the field calibration of balances; the uncertainty is calculated over the range of environmental conditions typically encountered in the field and the resulting range of air density. The temperature stability in the area of the balance is discussed with the customer and the temperature range over which the balance calibration is valid is decided upon; the decision is based upon the uncertainty needs of the customer and the desired rigor in monitoring by the customer. Once the environmental limitations are decided, the calibration is performed and the measurement data is entered into a custom spreadsheet. The spreadsheet uses measurement results, along with the manufacturer’s specifications, to assign a direct-read measurement uncertainty to the balance. The fact that the assigned uncertainty is a best-case uncertainty is discussed with the customer; the assigned uncertainty contains no allowance for contributions associated with the unknown weighing sample, such as density, static charges, magnetism, etc. The attendee will learn uncertainty considerations associated with balance calibrations along with one method for assigning an uncertainty to a balance used for non-comparison measurements.

We recently established a novel assignment of the visible absorption spectrum of chlorophyll-a that sees the two components Q{sub x} and Q{sub y} of the low-energy Q band as being intrinsically mixed by non-adiabatic coupling. This ended 50 years debate as to the nature of the Q bands, with prior discussion poised only in the language of the Born-Oppenheimer and Condon approximations. The new assignment presents significant ramifications for exciton transport and quantum coherence effects in photosystems. Results from state of the art electronic structure calculations have always been used to justify assignments, but quantitative inaccuracies and systematic failures have historically limited usefulness. We examine the role of CAM-B3LYP time-dependent density-functional theory (TD-DFT) and Symmetry Adapted Cluster-Configuration Interaction (SAC-CI) calculations in first showing that all previous assignments were untenable, in justifying the new assignment, in making some extraordinary predictions that were vindicated by the new assignment, and in then identifying small but significant anomalies in the extensive experimental data record.

Raman spectra of germacyclohexane in liquid and solid states were recorded and depolarization data obtained. Infrared absorption spectra of the vapor and liquid have been studied. The wavenumbers of the vibrational modes were derived in the harmonic and anharmonic approximation in B3LYP/ccpVTZ calculations. According to the calculations, germacyclohexane exists in the stable chair conformation, whereas a possible twist form should have more than 15?kJ·mol{sup -1} higher enthalpy of formation what makes this conformer experimentally not observable. The 27 A' and 21 A'' fundamentals were assigned on the basis of the calculations and infrared and Raman band intensities, contours of gas phase infrared spectral bands and Raman depolarization measurements. An average discrepancy of ca. 0.77 % was found between the observed and the calculated anharmonic wavenumbers for the 48 modes. Substitution of carbon atom with Ge atom in the cyclohexane ring is reasoning flattening of the ring.

A new functional gene database, FOAM (Functional Ontology Assignments for Metagenomes), was developed to screen environmental metagenomic sequence datasets. FOAM provides a new functional ontology dedicated to classify gene functions relevant to environmental microorganisms based on Hidden Markov Models (HMMs). Sets of aligned protein sequences (i.e. ‘profiles’) were tailored to a large group of target KEGG Orthologs (KOs) from which HMMs were trained. The alignments were checked and curated to make them specific to the targeted KO. Within this process, sequence profiles were enriched with the most abundant sequences available to maximize the yield of accurate classifier models. An associated functional ontology was built to describe the functional groups and hierarchy. FOAM allows the user to select the target search space before HMM-based comparison steps and to easily organize the results into different functional categories and subcategories. FOAM is publicly available at http://portal.nersc.gov/project/m1317/FOAM/.

A method, system, and program storage device for creating a new user account or user group with a unique identification number in a computing environment having multiple user registries is provided. In response to receiving a command to create a new user account or user group, an operating system of a clustered computing environment automatically checks multiple registries configured for the operating system to determine whether a candidate identification number for the new user account or user group has been assigned already to one or more existing user accounts or groups, respectively. The operating system automatically assigns the candidate identification number to the new user account or user group created in a target user registry if the checking indicates that the candidate identification number has not been assigned already to any of the existing user accounts or user groups, respectively.

Glycolaldehyde (GA, 2-hydroxyethanal, C2H4O2) is a semi-volatile molecule of atmospheric importance, recently proposed as a precursor in the formation of aqueous-phase secondary organic aerosol (SOA). There are few methods to measure glycolaldehyde vapor, but infrared spectroscopy has been used successfully. Using vetted protocols we have completed the first assignment of all fundamental vibrational modes and derived quantitative IR absorption band strengths using both neat and pressure-broadened GA vapor. Even though GA is problematic due to its propensity to both dimerize and condense, our intensities agree well with the few previously published values. Using the reference ?10 band Q-branch at 860.51 cm-1, we have also determined GA mixing ratios in biomass burning plumes generated by field and laboratory burns of fuels from the southeastern and southwestern United States, including the first field measurements of glycolaldehyde in smoke. The GA emission factors were anti-correlated with modified combustion efficiency confirming release of GA from smoldering combustion. The GA emission factors (g of GA emitted per kg dry biomass burned on a dry mass basis) had a low dependence on fuel type consistent with the production mechanism being pyrolysis of cellulose. GA was emitted at 0.23 ± 0.13% of CO from field fires and we calculate that it accounts for ~18% of the aqueous-phase SOA precursors that we were able to measure.

    2007-12-27

This document categorizes each of the large waste storage tanks into one of several categories based on each tank's waste characteristics. These waste group assignments reflect a tank's propensity to retain a significant volume of flammable gases and the potential of the waste to release retained gas by a buoyant displacement event. Revision 7 is the annual update of the calculations of the flammable gas Waste Groups for DSTs and SSTs. The Hanford Site contains 177 large underground radioactive waste storage tanks (28 double-shell tanks and 149 single-shell tanks). These tanks are categorized into one of three waste groups (A, B, and C) based on their waste and tank characteristics. These waste group assignments reflect a tank's propensity to retain a significant volume of flammable gases and the potential of the waste to release retained gas by a buoyant displacement gas release event. Assignments of waste groups to the 177 double-shell tanks and single-shell tanks, as reported in this document, are based on a Monte Carlo analysis of three criteria. The first criterion is the headspace flammable gas concentration following release of retained gas. This criterion determines whether the tank contains sufficient retained gas such that the well-mixed headspace flammable gas concentration would reach 100% of the lower flammability limit if the entire tank's retained gas were released. If the volume of retained gas is not sufficient to reach 100% of the lower flammability limit, then flammable conditions cannot be reached and the tank is classified as a waste group C tank independent of the method the gas is released. The second criterion is the energy ratio and considers whether there is sufficient supernatant on top of the saturated solids such that gas-bearing solids have the potential energy required to break up the material and release gas. Tanks that are not waste group C tanks and that have an energy ratio < 3.0 do not have sufficient potential energy to break up material and release gas and are assigned to waste group B. These tanks are considered to represent a potential induced flammable gas release hazard, but no spontaneous buoyant displacement flammable gas release hazard. Tanks that are not waste group C tanks and have an energy ratio {ge} 3.0, but that pass the third criterion (buoyancy ratio < 1.0, see below) are also assigned to waste group B. Even though the designation as a waste group B (or A) tank identifies the potential for an induced flammable gas release hazard, the hazard only exists for specific operations that can release the retained gas in the tank at a rate and quantity that results in reaching 100% of the lower flammability limit in the tank headspace. The identification and evaluation of tank farm operations that could cause an induced flammable gas release hazard in a waste group B (or A) tank are included in other documents. The third criterion is the buoyancy ratio. This criterion addresses tanks that are not waste group C double-shell tanks and have an energy ratio {ge} 3.0. For these double-shell tanks, the buoyancy ratio considers whether the saturated solids can retain sufficient gas to exceed neutral buoyancy relative to the supernatant layer and therefore have buoyant displacement gas release events. If the buoyancy ratio is {ge} 1.0, that double-shell tank is assigned to waste group A. These tanks are considered to have a potential spontaneous buoyant displacement flammable gas release hazard in addition to a potential induced flammable gas release hazard.

    2014-08-01

In the past several years, several international organizations have begun to collect data on human performance in nuclear power plant simulators. The data collected provide a valuable opportunity to improve human reliability analysis (HRA), but these improvements will not be realized without implementation of Bayesian methods. Bayesian methods are widely used to incorporate sparse data into models in many parts of probabilistic risk assessment (PRA), but Bayesian methods have not been adopted by the HRA community. In this paper, we provide a Bayesian methodology to formally use simulator data to refine the human error probabilities (HEPs) assigned by existing HRA methods. We demonstrate the methodology with a case study, wherein we use simulator data from the Halden Reactor Project to update the probability assignments from the SPAR-H method. The case study demonstrates the ability to use performance data, even sparse data, to improve existing HRA methods. Furthermore, this paper also serves as a demonstration of the value of Bayesian methods to improve the technical basis of HRA.

Waste stored within tank farm double-shell tanks (DST) and single-shell tanks (SST) generates flammable gas (principally hydrogen) to varying degrees depending on the type, amount, geometry, and condition of the waste. The waste generates hydrogen through the radiolysis of water and organic compounds, thermolytic decomposition of organic compounds, and corrosion of a tank's carbon steel walls. Radiolysis and thermolytic decomposition also generates ammonia. Nonflammable gases, which act as dilutents (such as nitrous oxide), are also produced. Additional flammable gases (e.g., methane) are generated by chemical reactions between various degradation products of organic chemicals present in the tanks. Volatile and semi-volatile organic chemicals in tanks also produce organic vapors. The generated gases in tank waste are either released continuously to the tank headspace or are retained in the waste matrix. Retained gas may be released in a spontaneous or induced gas release event (GRE) that can significantly increase the flammable gas concentration in the tank headspace as described in RPP-7771. The document categorizes each of the large waste storage tanks into one of several categories based on each tank's waste characteristics. These waste group assignments reflect a tank's propensity to retain a significant volume of flammable gases and the potential of the waste to release retained gas by a buoyant displacement event. Cyclophilins catalyze the reversible peptidyl-prolyl isomerization of their substrates and are present across all kingdoms of life from humans to bacteria. Although numerous biological roles have now been discovered for cyclophilins, their function was initially ascribed to their chaperone-like activity in protein folding where they catalyze the often rate-limiting step of proline isomerization. This chaperone-like activity may be especially important under extreme conditions where cyclophilins are often over expressed, such as in tumors for human cyclophilins {Lee, 2010 #1167}, but also in organisms that thrive under extreme conditions, such as theromophilic bacteria. Moreover, the reversible nature of the peptidyl-prolyl isomerization reaction catalyzed by cyclophilins has allowed these enzymes to serve as model systems for probing the role of conformational changes during catalytic turnover {Eisenmesser, 2002 #20;Eisenmesser, 2005 #203}. Thus, we present here the resonance assignments of a thermophilic cyclophilin from Geobacillus kaustophilus derived from deep-sea sediment {Takami, 2004 #1384}. This thermophilic cyclophilin may now be studied at a variety of temperatures to provide insight into the comparative structure, dynamics, and catalytic mechanism of cyclophilins.

An input message processor generates sequences of at least N time intervals, each of duration T. An input register provides for receiving and holding each input message, where the message is assigned a priority state p during an nth one of the N time intervals. At each of the network nodes a message processor reads the assigned priority state and awards priority to messages with priority state (p-1) during an nth time interval and to messages with priority state p during an (n+1) th time interval. The messages that are awarded priority are output on an output path toward the addressed output message processor. Thus, no message remains in the network for a time longer than T.

The {sup 19}F isotropic chemical shifts (?{sub iso}) of two isomorphic compounds, NbF{sub 5} and TaF{sub 5}, which involve six nonequivalent fluorine sites, have been experimentally determined from the reconstruction of 1D {sup 19}F MAS NMR spectra. In parallel, the corresponding {sup 19}F chemical shielding tensors have been calculated using the GIPAW method for both experimental and DFT-optimized structures. Furthermore, the [M{sub 4}F{sub 20}] units of NbF{sub 5} and TaF{sub 5} being held together by van der Waals interactions, the relevance of Grimme corrections to the DFT optimization processes has been evaluated. However, the semi-empirical dispersion correction term introduced by such a method does not show any significant improvement. Nonetheless, a complete and convincing assignment of the {sup 19}F NMR lines of NbF{sub 5} and TaF{sub 5} is obtained, ensured by the linearity between experimental {sup 19}F ?{sub iso} values and calculated {sup 19}F isotropic chemical shielding ?{sub iso} values. The effects of the geometry optimizations have been carefully analyzed, confirming among other matters, the inaccuracy of the experimental structure of NbF{sub 5}. The relationships between the fluorine chemical shifts, the nature of the fluorine atoms (bridging or terminal), the position of the terminal ones (opposite or perpendicular to the bridging ones), the fluorine charges, the ionicity and the length of the M–F bonds have been established. Additionally, for three of the {sup 19}F NMR lines of NbF{sub 5}, distorted multiplets, arising from {sup 1}J-coupling and residual dipolar coupling between the {sup 19}F and {sup 93}Nb nuclei, were simulated yielding to values of {sup 93}Nb–{sup 19}F {sup 1}J-coupling for the corresponding fluorine sites. - Graphical abstract: The complete assignment of the {sup 19}F NMR lines of NbF{sub 5} and TaF{sub 5} allow establishing relationships between the {sup 19}F ?{sub iso} values, the nature of the fluorine atoms (bridging or terminal), the position of the terminal ones (opposite or perpendicular to the bridging ones), the fluorine charges, the ionicity and the length of the M–F bonds. Display Omitted - Highlights: • The {sup 19}F ?{sub iso} values of NbF{sub 5} and TaF{sub 5} have been determined. • The {sup 19}F chemical shielding tensors have been calculated using the GIPAW method. • A confident assignment of the {sup 19}F NMR lines of NbF{sub 5} and TaF{sub 5} is obtained. • The relationships between the {sup 19}F?{sub iso} values and the M–F bonds features are established.

The consensus acceptor exon:intron junction d(CpTpApCpApGpGpT) has been synthesized by a modified phosphotriester method. The non-self complementary octamer exists in the single strand form in aqueous buffer at 20 degrees C as evidenced by temperature variable {sup 1}H-NMR and NOE measurements. The non-exchangeable proton assignments were secured using a combination of techniques including two-dimensional COSY, NOESY and the double quantum technique {sup 1}H-{sup 1}H-INADEQUATE as well as inversion recovery T1 experiments. The new technique of {sup 31}P-1H shift correlation is particularly valuable in removing certain ambiguities in the sugar proton assignments. Characteristic chemical shifts for the base protons which are determined by their immediate molecular environments are also useful in assignments. The consensus acceptor exon:intron junction adopts a random coil conformation in solution under the experimental conditions employed.

We have recorded the complete infrared spectrum of methane {sup 12}CH{sub 4} and its second most abundant isotopomer {sup 13}CH{sub 4} extending from the fundamental range starting at 1000 cm{sup ?1} up to the overtone region near 12 000 cm{sup ?1} in the near infrared at the limit towards the visible range, at temperatures of about 80 K and also at 298 K with Doppler limited resolution in the gas phase by means of interferometric Fourier transform spectroscopy using the Bruker IFS 125 HR prototype (ZP 2001) of the ETH Zürich laboratory. This provides the so far most complete data set on methane spectra in this range at high resolution. In the present work we report in particular those results, where the partial rovibrational analysis allows for the direct assignment of pure (J = 0) vibrational levels including high excitation. These results substantially extend the accurate knowledge of vibrational band centers to higher energies and provide a benchmark for both the comparison with theoretical results on the one hand and atmospheric spectroscopy on the other hand. We also present a simple effective Hamiltonian analysis, which is discussed in terms of vibrational level assignments and {sup 13}C isotope effects.

The syntheses of two new fluorooxoborates, Li{sub 2}B{sub 3}O{sub 4}F{sub 3} and Li{sub 2}B{sub 6}O{sub 9}F{sub 2}, which possess considerable ion conductivity at higher temperatures, have been reported recently. Here, we describe the characterisation of these compounds by solid-state {sup 11}B NMR spectroscopy. The complex central-transition MAS spectra, resulting from overlap of sub-spectra contributed by the individual boron species in the crystal structures, could be clearly separated by acquisition and analysis of 3QMAS spectra. By numerical fit of these sub-spectra, the isotropic chemical shift {delta}{sub iso}, the quadrupolar coupling constant {chi}, and the asymmetry {eta} were determined. Using known relations between boron coordination and chemical shift as well as quadrupolar coupling, the individual {sup 11}B NMR resonances have been ascribed to boron species in tetrahedral or trigonal environment. To remove remaining assignment ambiguities, the response of the {sup 11}B resonances to {sup 19}F decoupling was qualitatively analysed. Thus, by using the combined information conveyed by chemical shift, quadrupolar and dipolar interaction, a complete assignment of the complex {sup 11}B line shapes exhibited by the fluorooxoborates has been achieved. - Graphical abstract: Structure and solid-state {sup 11}B NMR spectrum of Li{sub 2}B{sub 3}O{sub 4}F{sub 3}. A computational method system, and computer program are provided for inferring functional links from genome sequences. One method is based on the observation that some pairs of proteins A' and B' have homologs in another organism fused into a single protein chain AB. A trans-genome comparison of sequences can reveal these AB sequences, which are Rosetta Stone sequences because they decipher an interaction between A' and B. Another method compares the genomic sequence of two or more organisms to create a phylogenetic profile for each protein indicating its presence or absence across all the genomes. The profile provides information regarding functional links between different families of proteins. In yet another method a combination of the above two methods is used to predict functional links.

    SciTech Connect (OSTI)

Cole, Kerstan Suzanne; Stevens-Adams, Susan Marie; Wenner, Caren A.

    2013-03-01

Workplace safety has been historically neglected by organizations in order to enhance profitability. Over the past 30 years, safety concerns and attention to safety have increased due to a series of disastrous events occurring across many different industries (e.g., Chernobyl, Upper Big-Branch Mine, Davis-Besse etc.). Many organizations have focused on promoting a healthy safety culture as a way to understand past incidents, and to prevent future disasters. There is an extensive academic literature devoted to safety culture, and the Department of Energy has also published a significant number of documents related to safety culture. The purpose of the current endeavor was to conduct a review of the safety culture literature in order to understand definitions, methodologies, models, and successful interventions for improving safety culture. After reviewing the literature, we observed four emerging themes. First, it was apparent that although safety culture is a valuable construct, it has some inherent weaknesses. For example, there is no common definition of safety culture and no standard way for assessing the construct. Second, it is apparent that researchers know how to measure particular components of safety culture, with specific focus on individual and organizational factors. Such existing methodologies can be leveraged for future assessments. Third, based on the published literature, the relationship between safety culture and performance is tenuous at best. There are few empirical studies that examine the relationship between safety culture and safety performance metrics. Further, most of these studies do not include a description of the implementation of interventions to improve safety culture, or do not measure the effect of these interventions on safety culture or performance. Fourth, safety culture is best viewed as a dynamic, multi-faceted overall system composed of individual, engineered and organizational models. By addressing all three components of safety culture, organizations have a better chance of understanding, evaluating, and making positive changes towards safety within their own organization.

Executive Order 13148, Greening the Government Through Leadership in Environmental Management, was signed by the President on April 21, 2000. This Order establishes new goals and requirements for Federal agencies that complement many Department of Energy (DOE) initiatives under way. These new goals and requirements affirm DOE's approach to improving environmental performance through the use of management systems and aggressive pollution prevention initiatives. Does not cancel other directives.

OTEC is one of the potential energy sources being developed to provide alternatives for reducing the Nation's dependence on imported oil. When developed, OTEC is to use the temperature variants of the ocean to produce electricity and energy intensive products. OTEC-1 is a major part of DOE's developmental program for OTEC. It is a floating test facility designed primarily for conducting sea tests of the cleanability and performance of heat exchangers, a major component of OTEC systems. Related OTEC subsystems are also being tested. OTEC-1 was to be accomplished in three phases; design (phase I); construction (phase II); and operations and testing (phase III). In July 1977, DOE contracted with TRW, Inc. to design and develop the heat exchanger to be used on OTEC-1. In September 1978, DOE contracted with Global Marine to refurbish, retrofit, and deploy an old Navy ship with OTEC subsystems including TRW's heat exchanger. Together Global Marine and TRW were the OTEC-1 design and construction contractors for phases I and II with Global Marine having overall responsibility for integrating its and TRW's work. Global Marine's contract also included an option for performing work in phase III.

We discuss how leveraging Field Programmable Gate Array (FPGA) technology as part of a high performance computing platform reduces latency to meet the demanding real time constraints of a quantum optics simulation. Implementations of complex-valued operations using fixed point numeric on a Virtex-5 FPGA compare favorably to more conventional solutions on a central processing unit. Our investigation explores the performance of multiple fixed point options along with a traditional 64 bits floating point version. With this information, the lowest execution times can be estimated. Relative error is examined to ensure simulation accuracy is maintained.

    1962-12-04

It was shown that the partial widths for the various two-body decay modes of the gamma octet and of the delta decuplet were compatible with unitary symmetry of strong interactions. The experimental partial widths for decay into meson plus baryon were summarized. Two of these were used as input variables determining the eightfold-way D and F decay-coupling constants for the gamma octet; the remaining five partial widths were calculated after adjustment of a radius of interaction. The calculation was repeated for the delta decuplet. Agreement with experiment was found. (C.E.S.)

  17. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

    SciTech Connect (OSTI)

    Carelli, M.D.; Petrovic, B.

    2004-10-03

The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. For example, the project has recently adopted internal control rod drive mechanisms to eliminate vessel head penetrations and the possibility of corrosion cracking as in Davis-Besse and other plants. Latin America, as many other regions on the earth, needs water as much as electricity. IRIS has developed a water desalination co-generation design which can employ a variety of processes as dictated by local and economic conditions. Applications to the arid Brazilian Nord-Este and Mexican Nord-Oeste are being considered.

  19. Safety assessment of historical masonry churches based on pre-assigned kinematic limit analysis, FE limit and pushover analyses

    SciTech Connect (OSTI)

    Milani, Gabriele Valente, Marco

    2014-10-06

This study presents some results of a comprehensive numerical analysis on three masonry churches damaged by the recent Emilia-Romagna (Italy) seismic events occurred in May 2012. The numerical study comprises: (a) pushover analyses conducted with a commercial code, standard nonlinear material models and two different horizontal load distributions; (b) FE kinematic limit analyses performed using a non-commercial software based on a preliminary homogenization of the masonry materials and a subsequent limit analysis with triangular elements and interfaces; (c) kinematic limit analyses conducted in agreement with the Italian code and based on the a-priori assumption of preassigned failure mechanisms, where the masonry material is considered unable to withstand tensile stresses. All models are capable of giving information on the active failure mechanism and the base shear at failure, which, if properly made non-dimensional with the weight of the structure, gives also an indication of the horizontal peak ground acceleration causing the collapse of the church. The results obtained from all three models indicate that the collapse is usually due to the activation of partial mechanisms (apse, façade, lateral walls, etc.). Moreover the horizontal peak ground acceleration associated to the collapse is largely lower than that required in that seismic zone by the Italian code for ordinary buildings. These outcomes highlight that structural upgrading interventions would be extremely beneficial for the considerable reduction of the seismic vulnerability of such kind of historical structures.

Fluorescence, phosphorescence, and excitation spectra were measured on the title compound. These results were augmented with polarization ratios obtained at 77 K and detailed studies of the temperature dependence of the phosphorescence in the 77-4 K range. The phosphorescence decay rate at K was also recorded as a function of an applied magnetic field. All the results are consistent with a 4d{sub z}Rh{sup 1} {yields} 6p{sub 2}Au{sup 1} orbital promotion leading to emitting {sup 1}A, {sup 3}A{sub 1} terms in pseudo-C{sub 2v} symmetry. The {sup 3}A{sub 1} term is split by spin-orbit coupling into a forbidden A{sub 2} state lying lowest followed by a quasi-degenerate pair, [B{sub 1}(x), B{sub 2}(y)] lying approximately 16 cm{sup -1} higher that decays >500 times faster than the lowest one. 28 refs., 6 figs.

    2011-10-15

The thermodynamics of Myers-Perry black holes in general dimensions are studied using a particle probe. When undergoing particle absorption, the changes of the entropy and irreducible mass are shown to be dependent on the particle radial momentum. The black hole thermodynamic behaviors are dependent on dimensionality for specific rotations. For a 4-dimensional Kerr black hole, its black hole properties are maintained for any particle absorption. 5-dimensional black holes can avoid a naked ring singularity by absorbing a particle in specific momenta ranges. Black holes over 6 dimensions become ultraspinning black holes through a specific form of particle absorption. The microscopical changes are interpreted in limited cases of Myers-Perry black holes using Kerr/CFT correspondence. We systematically describe the black hole properties changed by particle absorption in all dimensions.

    2009-09-01

We describe the implementation of a prototype fully implicit method for solving three-dimensional quasi-steady state magnetic advection-diffusion problems. This method allows us to solve the magnetic advection diffusion equations in an Eulerian frame with a fixed, user-prescribed velocity field. We have verified the correctness of method and implementation on two standard verification problems, the Solberg-White magnetic shear problem and the Perry-Jones-White rotating cylinder problem.

Graphical abstract: ORTEP diagram of HQDBT. - Highlights: • Single crystal XRD and NMR studies confirm the formation of the title compound. • SHG efficiency was found to be 0.6 times that of KDP. • First-order hyperpolarizability (β) was calculated using HF and B3LYP methods. - Abstract: A novel 8-hydroxyquinolinium dibenzoyl-(L)-tartrate methanol monohydrate crystal has been grown by slow evaporation technique. The single crystal X-ray diffraction analysis has been done for the title compound and is found to crystallize in orthorhombic space group P2{sub 1}2{sub 1}2{sub 1}. The optical absorption cut-off wavelength is found to be 440 nm. The vibrational analysis has been carried out to assess the functional groups present in the title compound. The molecular structure of the title compound has been confirmed by nuclear magnetic resonance spectroscopy. Thermogravimetric, differential scanning calorimetric and differential thermal analyses reveal the melting point and thermal stability of the title compound. The second harmonic generation efficiency is confirmed by Kurtz–Perry powder technique. Further quantum chemical calculations are performed using Gaussian 03 software.

  14. Observation manipulator bell proves worth in Transmediterranean pipeline construction

    SciTech Connect (OSTI)

    Lewis, R.E.

    1981-10-26

In constructing the trans-Mediterranean undersea pipeline between Tunisia and Sicily, Perry Oceanographics used a manned, tethered vehicle called an observation manipulator bell (OMB), which has proven itself in deepwater pipelaying operations. The OMB carries a crew of two inside a pressure hull with an internal diameter of 76 in. Its overall diameter is 102 in. and it weighs 17,500 lb. The vehicle has two 5-hp port- and starboard-mounted electric thrusters. Its vertical position can be controlled by either the bell operator using a clump-weight haul-down winch or the surface operator with the umbilical winch. The OMB is fitted with video cameras and voice communication. The vehicle has reached depths of 3000 ft within 30 min with only a 10-ft overshoot. The OMB's single and/or dual manipulator-arm systems can operate its onboard impact wrenches, cut-off saws, water jets, and cable cutters. In addition, the manipulator claws can operate valve wheels and levers, attach anodes, and connect of disconnect cables and hydraulic systems. The versatility of the OMB was demonstrated recently when the vehicle rescued a PC-1602 submarine that had become entangled at 1740 ft.

    1997-02-01

The use of commercial off-the-shelf (COTS) microelectronics for nuclear weapon applications will soon be reality rather than hearsay. The use of COTS for new technologies for uniquely military applications is being driven by the so-called Perry Initiative that requires the U.S. Department of Defense (DoD) to accept and utilize commercial standards for procurement of military systems. Based on this philosophy, coupled with several practical considerations, new weapons systems as well as future upgrades will contain plastic encapsulated microelectronics. However, a conservative Department of Energy (DOE) approach requires lifetime predictive models. Thus, the focus of the current project is on accelerated testing to advance current aging models as well as on the development of the methodology to be used during WR qualification of plastic encapsulated microelectronics. An additional focal point involves achieving awareness of commercial capabilities, materials, and processes. One of the major outcomes of the project has been the definition of proper techniques for handling and evaluation of modern surface mount parts which might be used in future systems. This program is also raising the familiarity level of plastic within the weapons complex, allowing subsystem design rules accommodating COTS to evolve. A two year program plan is presented along with test results and commercial interactions during this first year.

  16. Waste minimization assessment procedure

    SciTech Connect (OSTI)

    Kellythorne, L.L. )

    1993-01-01

Perry Nuclear Power Plant began developing a waste minimization plan early in 1991. In March of 1991 the plan was documented following a similar format to that described in the EPA Waste Minimization Opportunity Assessment Manual. Initial implementation involved obtaining management's commitment to support a waste minimization effort. The primary assessment goal was to identify all hazardous waste streams and to evaluate those streams for minimization opportunities. As implementation of the plan proceeded, non-hazardous waste streams routinely generated in large volumes were also evaluated for minimization opportunities. The next step included collection of process and facility data which would be useful in helping the facility accomplish its assessment goals. This paper describes the resources that were used and which were most valuable in identifying both the hazardous and non-hazardous waste streams that existed on site. For each material identified as a waste stream, additional information regarding the materials use, manufacturer, EPA hazardous waste number and DOT hazard class was also gathered. Once waste streams were evaluated for potential source reduction, recycling, re-use, re-sale, or burning for heat recovery, with disposal as the last viable alternative.

    2005-02-22

This invention provides a method for protein structure alignment. More particularly, the present invention provides a method for identification, classification and prediction of protein structures. The present invention involves two key ingredients. First, an energy or cost function formulation of the problem simultaneously in terms of binary (Potts) assignment variables and real-valued atomic coordinates. Second, a minimization of the energy or cost function by an iterative method, where in each iteration (1) a mean field method is employed for the assignment variables and (2) exact rotation and/or translation of atomic coordinates is performed, weighted with the corresponding assignment variables.

At the beginning of the design and construction of the STAR Detector, the collaboration assigned a team of physicists and engineers the responsibility of coordinating the construction of the detector. This group managed the general space assignments for each sub-system and coordinated the assembly and planning for the detector. Furthermore, as this group was the only STAR group with the responsibility of looking at the system as a whole, the collaboration assigned it several tasks that spanned the different sub-detectors. These items included grounding, rack layout, cable distribution, electrical, power and water, and safety systems. This paper describes these systems and their performance.

  17. Scapolite as a potential sensor of fluid composition in calc-silicates and granulites

    SciTech Connect (OSTI)

    Moecher, D.P.; Essene, E.J.

    1985-01-01

Scapolite has been proposed as reservoir for CO/sub 2/ in the lower crust (Goldsmith 1976) and as a sensor of fluid composition in scapolite-bearing calc-silicates and granulites. The scapolite decarbonation reaction 2Meionite(Me)+Quartz(Qz)=5Anorthite(An)+Grossular(Gr)+2CO/sub 2/, obtained by addition of the reaction 3An+Cc=Me and An+2Cc+Qz=Gr+2CO/sub 2/, is a potential equilibrium applicable to a variety of lithologies and grades by which CO/sub 2/ activities could theoretically be calculated. Assuming partial ordering in natural scapolite, and S/sub 298//sup 0/ (Me)=728.6J/mol x K, the scapolite decarbonation reaction has a virtually flat slope in the range 700-1000/sup 0/C and 2.2+/-0.1kb with 2Me+Qz on the high P side of the reaction. Values of logK for the reaction were determined at elevated P, and aCO/sub 2/ calculated for scapolite-bearing calc-silicate assemblages (Sc+Pg+Gt+Q+Di+/-Cc) from Perry Sound (PS), Ontario and the Furua Complex (FC), Tanzania (Coolen 1980), for which X(Gr)approx. =0.8, X(An)approx. =0.6-0.8, and X(Me)greater than or equal to0.7. The a-X relations used were Perkins (1979) for garnet, Newton and Perkins (1982) for plagioclase, and Oterdoom and Gunter (1983) for scapolite. However application of the scapolite decarbonation reaction to garnet-bearing granulites with X(Gr)less than or equal to0.20 yields erroneous estimates of aCO/sub 2/(greater than or equal to1.0) suggesting incorrect assumptions used to determine S/sub 298//sup 0/ for stably ordered meionite or the a-X relations of Oterdoom and Gunter. Further refinement of the thermodynamic data base and evaluation of the degree and effect of order-disorder in natural scapolites must be performed in order to use scapolite to calculate fluid composition in high grade metamorphites.

  18. Structure and optical properties of a noncentrosymmetric borate RbSr{sub 4}(BO{sub 3}){sub 3}

    SciTech Connect (OSTI)

    Xia, M.J.; Li, R.K.

    2013-01-15

A new noncentrosymmetric borate, RbSr{sub 4}(BO{sub 3}){sub 3} (abbreviated as RSBO), has been grown from Rb{sub 2}O--B{sub 2}O{sub 3}--RbF flux and its crystal structure was determined by single crystal x-ray diffraction. It crystallizes in space group Ama2 with cell parameters of a=11.128(10) A, b=12.155(15) A, c=6.952(7) A, Z=4. The basic structural units are isolated planar BO{sub 3} groups. Second harmonic generation (SHG) test of the title compound by the Kurtz-Perry method shows that RSBO can be phase matchable with an effective SHG coefficient about two-thirds as large as that of KH{sub 2}PO{sub 4} (KDP). Finally, based on the anionic group approximation, the optical properties of the title compound are compared with those of the structure-related apatite-like compounds with the formula 'A{sub 5}(TO{sub n}){sub 3}X'. - Graphical abstract: RbSr{sub 4}(BO{sub 3}){sub 3} and some other borate NLO compounds, namely Ca{sub 5}(BO{sub 3}){sub 3}F RCa{sub 4}(BO{sub 3}){sub 3}O (R=Y or Gd) and Na{sub 3}La{sub 2}(BO{sub 3}){sub 3} can be viewed as the derivatives of apatite. They have similar formula composed of five cations and three anion groups (we call them 5/3 structures). The detailed SHG coefficients and optical properties of the apatite-like NLO crystals were compared and summarized. Highlights: Black-Right-Pointing-Pointer A new noncentrosymmetric borate RbSr{sub 4}(BO{sub 3}){sub 3} was grown from flux. Black-Right-Pointing-Pointer The RbSr{sub 4}(BO{sub 3}){sub 3} can be viewed as a derivative of the apatite-like structure. Black-Right-Pointing-Pointer The structure and its relationship to the optical properties of RbSr{sub 4}(BO{sub 3}){sub 3} are compared with other NLO crystals with apatite-like structures. Black-Right-Pointing-Pointer The basic structural units are the planar BO{sub 3} groups in the structure. Black-Right-Pointing-Pointer Second harmonic generation (SHG) test shows that RbSr{sub 4}(BO{sub 3}){sub 3} can be phase matchable with an effective SHG coefficient about two-thirds as large as that of KH{sub 2}PO{sub 4}.

One or more priority select circuits for receiving the set of first_request signals and generating corresponding one or more fixed grant signals representing one or more highest priority request signals when asserted during the predetermined time interval. A second circuit device receives the one or more fixed grant signals generates one or more grant signals associated with one or more highest priority request signals assigned, the grant signals for enabling one or more respective requesting entities access to the resource in the predetermined time interval, wherein the priority assigned to the one or more request signals changes each successive predetermined time interval. In one embodiment, the assigned priority is based on a numerical pattern, the first circuit changing the numerical pattern with respect to the first_request signals generated at each successive predetermined time interval.

This paper considers online stochastic multiple vehicle routing with time windows in which requests arrive dynamically and the goal is to maximize the number of serviced customers. Early work has focused on very flexible routing settings where the decision to assign a vehicle to a customer is delayed until a vehicle is actually deployed to the customer. Motivated by real applications that require stability in the decision making, this paper considers a setting where the decision to assign a customer request to a vehicle must be taken when that request is accepted. Experimental results suggest that this constraint severely degrades the performance of existing algorithms. However, the paper shows how the use of stochastic information for vehicle assignment and request acceptance improves decision quality considerably. Moreover, the use of resource augmentation quantifies precisely the cost of commitment in online vehicle routing.
