    This report documents the technical evaluation of the noise and isolation testing of the reactor protection system (RPS) for the Davis Besse Nuclear Power Station, Unit 1. The testing was performed in accordance to Section 4.6.11, Susceptibility, of MIL-N-19900B, and NRC approved plant test methods. Analysis of the test results shows that the reactor protection system did not degrade below acceptable levels when subjected to electromagnetic, electrostatic, isolation and noise level tests, nor was the system's ability to perform its Class 1E protective functions affected.

    Pacific Northwest National Laboratory (PNNL) examined ultrasonic (UT) time-of-flight diffraction (TOFD) data from ten (10) nozzles in the Davis Besse Nuclear Power Plant reactor closure head. The TOFD data was acquired by AREVA after a bare metal visual examination of the pressure vessel head indicated potential leakage in at least one nozzle. A detailed analysis of the UT data shows that Nozzle 4 has three indications consistent with cracking in the penetration tube. One of the indications starts at the wetted side of the weld and progresses to the annulus. In addition, examination of UT data from the annulus region of Nozzle 4 displays an irregular pattern that could be associated with boric acid deposits and leakage/wastage in the interference fit. The review of TOFD data for the other nine nozzles resulted in several indications being detected in the weld region and near the inner diameter (ID) and outer diameter (OD) surfaces of the penetration tube, but no other indications that are consistent with cracking that may have resulted in leakage were observed. A review of the back-wall reflections in the other nine nozzles also did not show strong indications of leakage, although Nozzle 67 displayed an irregularly-shaped region of high ultrasonic transmission near 180 degrees on the interference fit.

    The Myers–Perry black holes are higher-dimensional generalizations of the usual (3+1)-dimensional rotating Kerr black hole. They are of considerable interest in Kaluza–Klein models, specifically within the context of brane-world versions thereof. In the present article, we shall consider the greybody factors associated with scalar field excitations of the Myers–Perry spacetimes, and develop some rigorous bounds on these greybody factors. These bounds are of relevance for characterizing both the higher-dimensional Hawking radiation, and the super-radiance, that is expected for these spacetimes.

    Spin assignment to nuclear levels can be obtained from standard in-beam gamma-ray spectroscopy techniques and in the case of compound nuclear reactions can be complemented by statistical methods. These are based on a correlation pattern between level spin and gamma-ray intensities feeding low-lying levels. Three types of intensity and level spin correlations are found suitable for spin assignment: shapes of the excitation functions, ratio of intensity at two beam energies or populated in two different reactions, and feeding distributions. Various empirical attempts are examined and the range of applicability of these methods as well as the limitations associated with them are given.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Former Chicago, Milwaukee & St. Paul Rail Yard Company site in Perry, Iowa, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site. This study did not assess environmental conditions at the site.

    Pacific Northwest Laboratory developed a method for forecasting potential locations and startup sequences of nuclear power plants that will be required in the future but have not yet been specifically identified by electric utilities. Use of the method results in numerical ratings for potential nuclear power plant sites located in each of the 10 federal energy regions. The rating for each potential site is obtained from numerical factors assigned to each of 5 primary siting characteristics: (1) cooling water availability, (2) site land area, (3) power transmission land area, (4) proximity to metropolitan areas, and (5) utility plans for the site. The sequence of plant startups in each federal energy region is obtained by use of the numerical ratings and the forecasts of generic nuclear power plant startups obtained from the EIA Middle Case electricity forecast. Sites are assigned to generic plants in chronological order according to startup date.

    An important rate-limiting step in the reasonance asignment process is accurate identification of resonance peaks in MNR spectra. NMR spectra are noisy. Hence, automatic peak-picking programs must navigate between the Scylla of reliable but incomplete picking, and the Charybdis of noisy but complete picking. Each of these extremes complicates the assignment process: incomplete peak-picking results in the loss of essential connectivities, while noisy picking conceals the true connectivities under a combinatiorial explosion of false positives.more » Intermediate processing can simplify the assignment process by preferentially removing false peaks from noisy peak lists. This is accomplished by requiring consensus between multiple NMR experiments, exploiting a priori information about NMR spectra, and drawing on empirical statistical distributions of chemical shift extracted from the BioMagResBank. Experienced NMR practitioners currently apply many of these techniques "by hand", which is tedious, and may appear arbitrary to the novice. To increase efficiency, we have created a systematic and automated approach to this process, known as APART. Automated pre-processing has three main advantages: reduced tedium, standardization, and pedagogy. In the hands of experienced spectroscopists, the main advantage is reduced tedium (a rapid increase in the ratio of true peaks to false peaks with minimal effort). When a project is passed from hand to hand, the main advantage is standardization. APART automatically documents the peak filtering process by archiving its original recommendations, the accompanying justifications, and whether a user accepted or overrode a given filtering recommendation. In the hands of a novice, this tool can reduce the stumbling block of learning to differentiate between real peaks and noise, by providing real-time examples of how such decisions are made.« less

    On July 2, 2013 the DOE Office of the Inspector General issued Audit Report Number 0890 entitled, "Follow-up Audit on Term Assignments of Contractor Employees." The audit was conducted as a follow-up of the FY 2005 audit of "Management of Facility Contractors Assigned to the Washington D.C. area DOE/IG 0710." The earlier report found instances where assignment justifications were insufficient, costs appeared excessive and allowances inconsistent. The follow-up audit recognized improved management of assignments but noted assignment justifications and cost management could be improved. The report recommended DOE determine prior year actual costs to assist in calculating the estimated costs for the upcoming year of multi-year assignments and ensure assignment records in the Departmental Management and Tracking System (DMATS) are accurate.

    As a heavy rare earth oxide, erbium oxide (Er{sub 2}O{sub 3}) has many attractive properties. Monoclinic Er{sub 2}O{sub 3} has useful properties not found in stable cubic Er{sub 2}O{sub 3}, such as unique optical properties and high radiation damage tolerance. In this study, cubic Er{sub 2}O{sub 3} coating and Er{sub 2}O{sub 3} coating with mixed phases were prepared. The Raman scattering spectra of these coatings were investigated by using a confocal micro-Raman spectrometer equipped with 325, 473, 514, 532, 633, and 784 nm lasers. A total of 17 first-order Raman modes of monoclinic Er{sub 2}O{sub 3} were identified and assigned. The modes at 83, 112, 152, 170, 278, 290, 409, 446, 478, 521, 603, and 622 cm{sup −1} are of A{sub g} symmetry, whereas modes at 71, 98, 333, 409, 446, and 468 cm{sup −1} are of B{sub g} symmetry. This research provides basic data necessary for the characterization of monoclinic Er{sub 2}O{sub 3} by Raman spectroscopy.

    A method for assigning a confidence metric for automated determination of optic disc location that includes analyzing a retinal image and determining at least two sets of coordinates locating an optic disc in the retinal image. The sets of coordinates can be determined using first and second image analysis techniques that are different from one another. An accuracy parameter can be calculated and compared to a primary risk cut-off value. A high confidence level can be assigned to the retinal image if the accuracy parameter is less than the primary risk cut-off value and a low confidence level can be assigned to the retinal image if the accuracy parameter is greater than the primary risk cut-off value. The primary risk cut-off value being selected to represent an acceptable risk of misdiagnosis of a disease having retinal manifestations by the automated technique.

    Paper Title: Balance Calibration A method for assigning a direct-reading uncertainty to an electronic balance. Intended Audience: Those who calibrate or use electronic balances. Abstract: As a calibration facility, we provide on-site (at the customers location) calibrations of electronic balances for customers within our company. In our experience, most of our customers are not using their balance as a comparator, but simply putting an unknown quantity on the balance and reading the displayed mass value. Manufacturers specifications for balances typically include specifications such as readability, repeatability, linearity, and sensitivity temperature drift, but what does this all mean when the balance user simply reads the displayed mass value and accepts the reading as the true value? This paper discusses a method for assigning a direct-reading uncertainty to a balance based upon the observed calibration data and the environment where the balance is being used. The method requires input from the customer regarding the environment where the balance is used and encourages discussion with the customer regarding sources of uncertainty and possible means for improvement; the calibration process becomes an educational opportunity for the balance user as well as calibration personnel. This paper will cover the uncertainty analysis applied to the calibration weights used for the field calibration of balances; the uncertainty is calculated over the range of environmental conditions typically encountered in the field and the resulting range of air density. The temperature stability in the area of the balance is discussed with the customer and the temperature range over which the balance calibration is valid is decided upon; the decision is based upon the uncertainty needs of the customer and the desired rigor in monitoring by the customer. Today, the majority of FARs for DOE personnel are contained in DOE`s nuclear safety Orders. As these Orders are converted to rules in the Code of Federal Regulations, the FAR Manual will become the sole source for information relating to the functions, assignments, responsibilities of DOE nuclear safety personnel.     We recently established a novel assignment of the visible absorption spectrum of chlorophyll-a that sees the two components Q{sub x} and Q{sub y} of the low-energy Q band as being intrinsically mixed by non-adiabatic coupling. This ended 50 years debate as to the nature of the Q bands, with prior discussion poised only in the language of the Born-Oppenheimer and Condon approximations. The new assignment presents significant ramifications for exciton transport and quantum coherence effects in photosystems. Results from state of the art electronic structure calculations have always been used to justify assignments, but quantitative inaccuracies and systematic failures have historically limited usefulness. We examine the role of CAM-B3LYP time-dependent density-functional theory (TD-DFT) and Symmetry Adapted Cluster-Configuration Interaction (SAC-CI) calculations in first showing that all previous assignments were untenable, in justifying the new assignment, in making some extraordinary predictions that were vindicated by the new assignment, and in then identifying small but significant anomalies in the extensive experimental data record.

    Failure of structural systems under dynamic loading can be prevented via active vibration control which shifts the damped natural frequencies of the systems away from the dominant range of loading spectrum. The damped natural frequencies and the dynamic load typically show significant variations in practice. A computationally efficient methodology based on quadratic partial eigenvalue assignment technique and optimization under uncertainty has been formulated in the present work that will rigorously account for these variations and result in an economic and resilient design of structures. A novel scheme based on hierarchical clustering and importance sampling is also developed in this work for accurate and efficient estimation of probability of failure to guarantee the desired resilience level of the designed system. Numerical examples are presented to illustrate the proposed methodology.

    A new functional gene database, FOAM (Functional Ontology Assignments for Metagenomes), was developed to screen environmental metagenomic sequence datasets. FOAM provides a new functional ontology dedicated to classify gene functions relevant to environmental microorganisms based on Hidden Markov Models (HMMs). Sets of aligned protein sequences (i.e. ‘profiles’) were tailored to a large group of target KEGG Orthologs (KOs) from which HMMs were trained. The alignments were checked and curated to make them specific to the targeted KO. Within this process, sequence profiles were enriched with the most abundant sequences available to maximize the yield of accurate classifier models. An associated functional ontology was built to describe the functional groups and hierarchy. FOAM allows the user to select the target search space before HMM-based comparison steps and to easily organize the results into different functional categories and subcategories.     Raman spectra of germacyclohexane in liquid and solid states were recorded and depolarization data obtained. Infrared absorption spectra of the vapor and liquid have been studied. The wavenumbers of the vibrational modes were derived in the harmonic and anharmonic approximation in B3LYP/ccpVTZ calculations. According to the calculations, germacyclohexane exists in the stable chair conformation, whereas a possible twist form should have more than 15 kJ·mol{sup -1} higher enthalpy of formation what makes this conformer experimentally not observable. The 27 A' and 21 A'' fundamentals were assigned on the basis of the calculations and infrared and Raman band intensities, contours of gas phase infrared spectral bands and Raman depolarization measurements. An average discrepancy of ca. 0.77 % was found between the observed and the calculated anharmonic wavenumbers for the 48 modes. Substitution of carbon atom with Ge atom in the cyclohexane ring is reasoning flattening of the ring.

    We develop a physically-motivated assignment of symmetry adapted perturbation theory for intermolecular interactions (SAPT) into atom-pairwise contributions (the A-SAPT partition). The basic precept of A-SAPT is that the many-body interaction energy components are computed normally under the formalism of SAPT, following which a spatially-localized two-body quasiparticle interaction is extracted from the many-body interaction terms. For electrostatics and induction source terms, the relevant quasiparticles are atoms, which are obtained in this work through the iterative stockholder analysis (ISA) procedure. For the exchange, induction response, and dispersion terms, the relevant quasiparticles are local occupied orbitals, which are obtained in this work through the Pipek-Mezey procedure. The local orbital atomic charges obtained from ISA additionally allow the terms involving local orbitals to be assigned in an atom-pairwise manner. Further summation over the atoms of one or the other monomer allows for a chemically intuitive visualization of the contribution of each atom and interaction component to the overall noncovalent interaction strength. Herein, we present the intuitive development and mathematical form for A-SAPT applied in the SAPT0 approximation (the A-SAPT0 partition). We also provide an efficient series of algorithms for the computation of the A-SAPT0 partition with essentially the same computational cost as the corresponding SAPT0 decomposition. We probe the sensitivity of the A-SAPT0 partition to the ISA grid and convergence parameter, orbital localization metric, and induction coupling treatment, and recommend a set of practical choices which closes the definition of the A-SAPT0 partition. We demonstrate the utility and computational tractability of the A-SAPT0 partition in the context of side-on cation-π interactions and the intercalation of DNA by proflavine. A-SAPT0 clearly shows the key processes in these complicated noncovalent interactions, in

    Glycolaldehyde (GA, 2-hydroxyethanal, C2H4O2) is a semi-volatile molecule of atmospheric importance, recently proposed as a precursor in the formation of aqueous-phase secondary organic aerosol (SOA). There are few methods to measure glycolaldehyde vapor, but infrared spectroscopy has been used successfully. Using vetted protocols we have completed the first assignment of all fundamental vibrational modes and derived quantitative IR absorption band strengths using both neat and pressure-broadened GA vapor. Even though GA is problematic due to its propensity to both dimerize and condense, our intensities agree well with the few previously published values. Using the reference ?10 band Q-branch at 860.51 cm-1, we have also determined GA mixing ratios in biomass burning plumes generated by field and laboratory burns of fuels from the southeastern and southwestern United States, including the first field measurements of glycolaldehyde in smoke. The GA emission factors were anti-correlated with modified combustion efficiency confirming release of GA from smoldering combustion. The GA emission factors (g of GA emitted per kg dry biomass burned on a dry mass basis) had a low dependence on fuel type consistent with the production mechanism being pyrolysis of cellulose. GA was emitted at 0.23 0.13% of CO from field fires and we calculate that it accounts for ~18% of the aqueous-phase SOA precursors that we were able to measure.

    The success of Advanced Traveler Information 5ystems (ATIS) and Advanced Traffic Management Systems (ATMS) depends on the availability and dissemination of timely and accurate estimates of current and emerging traffic network conditions. Real-time Dynamic Traffic Assignment (DTA) systems are being developed to provide the required timely information. The DTA systems will provide faithful and coherent real-time, pre-trip, and en-route guidance/information which includes routing, mode, and departure time suggestions for use by travelers, ATIS, and ATMS. To ensure the credibility and deployment potential of such DTA systems, an evaluation system supporting all phases of DTA system development has been designed and presented in this paper. This evaluation system is called the DTA System Laboratory (DSL). A major component of the DSL is a ground- truth simulator, the DTA Evaluation System (DES). The DES is envisioned to be a virtual representation of a transportation system in which ATMS and ATIS technologies are deployed. It simulates the driving and decision-making behavior of travelers in response to ATIS and ATMS guidance, information, and control. This paper presents the major evaluation requirements for a DTA Systems, a modular modeling framework for the DES, and a distributed DES design. The modeling framework for the DES is modular, meets the requirements, can be assembled using both legacy and independently developed modules, and can be implemented as a either a single process or a distributed system. The distributed design is extendible, provides for the optimization of distributed performance, and object-oriented design within each distributed component. A status report on the development of the DES and other research applications is also provided.

The second criterion is the energy ratio and considers whether there is sufficient supernatant on top of the saturated solids such that gas-bearing solids have the potential energy required to break up the material and release gas. Tanks that are not waste group C tanks and that have an energy ratio < 3.0 do not have sufficient potential energy to break up material and release gas and are assigned to waste group B. These tanks are considered to represent a potential induced flammable gas release hazard, but no spontaneous buoyant displacement flammable gas release hazard.     Cyclophilins catalyze the reversible peptidyl-prolyl isomerization of their substrates and are present across all kingdoms of life from humans to bacteria. Although numerous biological roles have now been discovered for cyclophilins, their function was initially ascribed to their chaperone-like activity in protein folding where they catalyze the often rate-limiting step of proline isomerization. This chaperone-like activity may be especially important under extreme conditions where cyclophilins are often over expressed, such as in tumors for human cyclophilins {Lee, 2010 #1167}, but also in organisms that thrive under extreme conditions, such as theromophilic bacteria. Moreover, the reversible nature of the peptidyl-prolyl isomerization reaction catalyzed by cyclophilins has allowed these enzymes to serve as model systems for probing the role of conformational changes during catalytic turnover {Eisenmesser, 2002 #20;Eisenmesser, 2005 #203}. Thus, we present here the resonance assignments of a thermophilic cyclophilin from Geobacillus kaustophilus derived from deep-sea sediment {Takami, 2004 #1384}. This thermophilic cyclophilin may now be studied at a variety of temperatures to provide insight into the comparative structure, dynamics, and catalytic mechanism of cyclophilins.

    Understanding the mechanisms that lead dense environments to host galaxies with redder colors, more spheroidal morphologies, and lower star formation rates than field populations remains an important problem. As most candidate processes ultimately depend on host halo mass, accurate characterizations of the local environment, ideally tied to halo mass estimates and spanning a range in halo mass and redshift, are needed. In this work, we present and test a rigorous, probabilistic method for assigning galaxies to groups based on precise photometric redshifts and X-ray-selected groups drawn from the COSMOS field. The groups have masses in the range 10{sup 13} {approx}< M{sub 200c}/M{sub Sun} {approx}< 10{sup 14} and span redshifts 0 < z < 1. We characterize our selection algorithm via tests on spectroscopic subsamples, including new data obtained at the Very Large Telescope, and by applying our method to detailed mock catalogs. We find that our group member galaxy sample has a purity of 84% and completeness of 92% within 0.5 R{sub 200c}. We measure the impact of uncertainties in redshifts and group centering on the quality of the member selection with simulations based on current data as well as future imaging and spectroscopic surveys. As a first application of our new group member catalog which will be made publicly available, we show that member galaxies exhibit a higher quenched fraction compared to the field at fixed stellar mass out to z {approx} 1, indicating a significant relationship between star formation and environment at group scales. We also address the suggestion that dusty star-forming galaxies in such groups may impact the high-l power spectrum of the cosmic microwave background and find that such a population cannot explain the low power seen in recent Sunyaev-Zel'dovich measurements.

    The {sup 19}F isotropic chemical shifts (?{sub iso}) of two isomorphic compounds, NbF{sub 5} and TaF{sub 5}, which involve six nonequivalent fluorine sites, have been experimentally determined from the reconstruction of 1D {sup 19}F MAS NMR spectra. In parallel, the corresponding {sup 19}F chemical shielding tensors have been calculated using the GIPAW method for both experimental and DFT-optimized structures. Furthermore, the [M{sub 4}F{sub 20}] units of NbF{sub 5} and TaF{sub 5} being held together by van der Waals interactions, the relevance of Grimme corrections to the DFT optimization processes has been evaluated. However, the semi-empirical dispersion correction term introduced by such a method does not show any significant improvement. Nonetheless, a complete and convincing assignment of the {sup 19}F NMR lines of NbF{sub 5} and TaF{sub 5} is obtained, ensured by the linearity between experimental {sup 19}F ?{sub iso} values and calculated {sup 19}F isotropic chemical shielding ?{sub iso} values. The effects of the geometry optimizations have been carefully analyzed, confirming among other matters, the inaccuracy of the experimental structure of NbF{sub 5}. The relationships between the fluorine chemical shifts, the nature of the fluorine atoms (bridging or terminal), the position of the terminal ones (opposite or perpendicular to the bridging ones), the fluorine charges, the ionicity and the length of the MF bonds have been established.     The consensus acceptor exon:intron junction d(CpTpApCpApGpGpT) has been synthesized by a modified phosphotriester method. The non-self complementary octamer exists in the single strand form in aqueous buffer at 20 degrees C as evidenced by temperature variable {sup 1}H-NMR and NOE measurements. The non-exchangeable proton assignments were secured using a combination of techniques including two-dimensional COSY, NOESY and the double quantum technique {sup 1}H-{sup 1}H-INADEQUATE as well as inversion recovery T1 experiments. The new technique of {sup 31}P-1H shift correlation is particularly valuable in removing certain ambiguities in the sugar proton assignments. Characteristic chemical shifts for the base protons which are determined by their immediate molecular environments are also useful in assignments.     The authors have identified and extensively characterized a type IV collagen {alpha} chain, referred to as {alpha}5(IV). Four overlapping cDNA clones isolated contain an open reading frame for 543 amino acid residues of the carboxyl-terminal end of a collagenous domain, a 229-residue carboxyl-terminal noncollagenous domain, and 1201 base pairs coding for a 3{prime} untranslated region. The collagenous Gly-Xaa-Yaa repeat sequence has five imperfections that coincide with those in the corresponding region of the {alpha}1(IV) chain. The noncollagenous domain has 12 conserved cysteine residues and 83% and 63% sequence identity with the noncollagenous domains of the {alpha}1(IV) and {alpha}2(IV) chains, respectively. The {alpha}5(IV) chain has less sequence identity with the putative bovine {alpha}3(IV) and {alpha}4(IV) chains. Antiserum against an {alpha}5(IV) synthetic peptide stained a polypeptide chain of about 185 kDa by immunoblot analysis and immunolocalization of the chain in human kidney was almost completely restricted to the glomerulus. The gene was assigned to the Xq22 locus by somatic cell hybrids and in situ hybridization. This may be identical or close to the locus of the X chromosome-linked Alport syndrome that is believed to be a type IV collagen disease.

    A very important aspect of nuclear steam supply system (NSSS) model development is the process of comparing the computer model results against actual plant responses. Good comparisons will qualify the computer model for specific engineering analyses. Flow rates and decay heat power levels were obtained from planned and unplanned natural circulation events that occurred at Arkansas Nuclear One, Crystal River, Davis-Besse, and Oconee nuclear power plants. A oneloop RETRAN model of the Oconee NSSS is used to attain a spectrum of steady-state equilibrium conditions at different power levels of 25, 50, 75, and 100 MW. The benchmark comparisons are respectable. The comparisons also illustrate the ability of the Babcock and Wilcox raised-loop plant to induce a greater natural circulation flow rate.

  14. Survey of the high resolution infrared spectrum of methane ({sup 12}CH{sub 4} and {sup 13}CH{sub 4}): Partial vibrational assignment extended towards 12000 cm{sup ?1}

    We have recorded the complete infrared spectrum of methane {sup 12}CH{sub 4} and its second most abundant isotopomer {sup 13}CH{sub 4} extending from the fundamental range starting at 1000 cm{sup ?1} up to the overtone region near 12000 cm{sup ?1} in the near infrared at the limit towards the visible range, at temperatures of about 80 K and also at 298 K with Doppler limited resolution in the gas phase by means of interferometric Fourier transform spectroscopy using the Bruker IFS 125 HR prototype (ZP 2001) of the ETH Zrich laboratory. This provides the so far most complete data set on methane spectra in this range at high resolution. In the present work we report in particular those results, where the partial rovibrational analysis allows for the direct assignment of pure (J = 0) vibrational levels including high excitation. These results substantially extend the accurate knowledge of vibrational band centers to higher energies and provide a benchmark for both the comparison with theoretical results on the one hand and atmospheric spectroscopy on the other hand. We also present a simple effective Hamiltonian analysis, which is discussed in terms of vibrational level assignments and {sup 13}C isotope effects.

    Millimeter-wave detected, millimeter-wave optical double resonance (mmODR) spectroscopy is a powerful tool for the analysis of dense, complicated regions in the optical spectra of small molecules. The availability of cavity-free microwave and millimeter wave spectrometers with frequency-agile generation and detection of radiation (required for chirped-pulse Fourier-transform spectroscopy) opens up new schemes for double resonance experiments. We demonstrate a multiplexed population labeling scheme for rapid acquisition of double resonance spectra, probing multiple rotational transitions simultaneously. We also demonstrate a millimeter-wave implementation of the coherence-converted population transfer scheme for background-free mmODR, which provides a ∼10-fold sensitivity improvement over the population labeling scheme. We analyze perturbations in the C{sup ~} state of SO{sub 2}, and we rotationally assign a b{sub 2} vibrational level at 45 328 cm{sup −1} that borrows intensity via a c-axis Coriolis interaction. We also demonstrate the effectiveness of our multiplexed mmODR scheme for rapid acquisition and assignment of three predissociated vibrational levels of the C{sup ~} state of SO{sub 2} between 46 800 and 47 650 cm{sup −1}.

    Assignments of the vibrational fundamentals of cis- and trans-1,3,5-hexatriene are reevaluated with new infrared and Raman spectra and with quantum chemical predictions of intensities and anharmonic frequencies. The rotational structure is analyzed in the high-resolution (0.0013-0.0018 cm -1) infrared spectra of three C-type bands of the trans isomer and two C-type bands of the cis isomer. The bands for the trans isomer are at 1010.96 cm-1 (v14), 900.908 cm-1 (v16), and 683.46 cm-1 (v17). Ground state (GS) rotational constants have been fitted to the combined ground state combination differences (GSCDs) for the three bands of the trans isomer. The bands for the cis isomer are at 907.70 cm-1 (v33) and 587.89 cm-1 (v35). GS rotational constants have been fitted to the combined GSCDs for the two bands of the cis isomer and compared with those obtained from microwave spectroscopy. Small inertial defects in the GSs confirm that both molecules are planar. Upper state rotational constants were fitted for all five bands.

    The syntheses of two new fluorooxoborates, Li{sub 2}B{sub 3}O{sub 4}F{sub 3} and Li{sub 2}B{sub 6}O{sub 9}F{sub 2}, which possess considerable ion conductivity at higher temperatures, have been reported recently. Here, we describe the characterisation of these compounds by solid-state {sup 11}B NMR spectroscopy. The complex central-transition MAS spectra, resulting from overlap of sub-spectra contributed by the individual boron species in the crystal structures, could be clearly separated by acquisition and analysis of 3QMAS spectra. By numerical fit of these sub-spectra, the isotropic chemical shift {delta}{sub iso}, the quadrupolar coupling constant {chi}, and the asymmetry {eta} were determined. Using known relations between boron coordination and chemical shift as well as quadrupolar coupling, the individual {sup 11}B NMR resonances have been ascribed to boron species in tetrahedral or trigonal environment. To remove remaining assignment ambiguities, the response of the {sup 11}B resonances to {sup 19}F decoupling was qualitatively analysed. Thus, by using the combined information conveyed by chemical shift, quadrupolar and dipolar interaction, a complete assignment of the complex {sup 11}B line shapes exhibited by the fluorooxoborates has been achieved. - Graphical abstract: Structure and solid-state {sup 11}B NMR spectrum of Li{sub 2}B{sub 3}O{sub 4}F{sub 3}.     On April 19, 1980, decay heat removal (DHR) capability was lost at Davis-Besse 1 for approximately two and one-half hours in a refueling mode. Typically for that mode, many systems and components were out of service for maintanance and testing or were deactivated to preclude inadvertent actuation. IE Bulletin 80-12 was issued May 9, 1980 for action by licensees of operating pressurized water reactors (PWRs); it was issued for information to nuclear power facilities other than operating PWRs. The intent of the bulletin ws to improve nuclear plant safety by reducing the likelihood of losing DHR capability in PWRs, especially when some DHR components are unavailable because of maintenance activities during refueling and cold shutdown modes of operation. A related NRR Generic Letter was issued June 11, 1980 to licensees of operating PWRs, requesting amendment of technical specifications to ensure long-term maintenance of DHR capability. Evaluation of utility responses and NRC/IE inspection reports indicates that the bulletin can be closed out per specific criteria for 33 (75%) of the 44 affected facilities.

    A computational method system, and computer program are provided for inferring functional links from genome sequences. One method is based on the observation that some pairs of proteins A' and B' have homologs in another organism fused into a single protein chain AB. A trans-genome comparison of sequences can reveal these AB sequences, which are Rosetta Stone sequences because they decipher an interaction between A' and B. Another method compares the genomic sequence of two or more organisms to create a phylogenetic profile for each protein indicating its presence or absence across all the genomes. The profile provides information regarding functional links between different families of proteins. In yet another method a combination of the above two methods is used to predict functional links.

    Workplace safety has been historically neglected by organizations in order to enhance profitability. Over the past 30 years, safety concerns and attention to safety have increased due to a series of disastrous events occurring across many different industries (e.g., Chernobyl, Upper Big-Branch Mine, Davis-Besse etc.). Many organizations have focused on promoting a healthy safety culture as a way to understand past incidents, and to prevent future disasters. There is an extensive academic literature devoted to safety culture, and the Department of Energy has also published a significant number of documents related to safety culture. The purpose of the current endeavor was to conduct a review of the safety culture literature in order to understand definitions, methodologies, models, and successful interventions for improving safety culture. After reviewing the literature, we observed four emerging themes. First, it was apparent that although safety culture is a valuable construct, it has some inherent weaknesses. For example, there is no common definition of safety culture and no standard way for assessing the construct. Second, it is apparent that researchers know how to measure particular components of safety culture, with specific focus on individual and organizational factors. Such existing methodologies can be leveraged for future assessments. Third, based on the published literature, the relationship between safety culture and performance is tenuous at best. There are few empirical studies that examine the relationship between safety culture and safety performance metrics. Further, most of these studies do not include a description of the implementation of interventions to improve safety culture, or do not measure the effect of these interventions on safety culture or performance. Fourth, safety culture is best viewed as a dynamic, multi-faceted overall system composed of individual, engineered and organizational models. By addressing all three components of

    It was shown that the partial widths for the various two-body decay modes of the gamma octet and of the delta decuplet were compatible with unitary symmetry of strong interactions. The experimental partial widths for decay into meson plus baryon were summarized. Two of these were used as input variables determining the eightfold-way D and F decay-coupling constants for the gamma octet; the remaining five partial widths were calculated after adjustment of a radius of interaction. The calculation was repeated for the delta decuplet. Agreement with experiment was found. (C.E.S.)

    OTEC is one of the potential energy sources being developed to provide alternatives for reducing the Nation's dependence on imported oil. When developed, OTEC is to use the temperature variants of the ocean to produce electricity and energy intensive products. OTEC-1 is a major part of DOE's developmental program for OTEC. It is a floating test facility designed primarily for conducting sea tests of the cleanability and performance of heat exchangers, a major component of OTEC systems. Related OTEC subsystems are also being tested. OTEC-1 was to be accomplished in three phases; design (phase I); construction (phase II); and operations and testing (phase III). In July 1977, DOE contracted with TRW, Inc. to design and develop the heat exchanger to be used on OTEC-1. In September 1978, DOE contracted with Global Marine to refurbish, retrofit, and deploy an old Navy ship with OTEC subsystems including TRW's heat exchanger. Together Global Marine and TRW were the OTEC-1 design and construction contractors for phases I and II with Global Marine having overall responsibility for integrating its and TRW's work. Global Marine's contract also included an option for performing work in phase III.

    We discuss how leveraging Field Programmable Gate Array (FPGA) technology as part of a high performance computing platform reduces latency to meet the demanding real time constraints of a quantum optics simulation. Implementations of complex-valued operations using fixed point numeric on a Virtex-5 FPGA compare favorably to more conventional solutions on a central processing unit. Our investigation explores the performance of multiple fixed point options along with a traditional 64 bits floating point version. With this information, the lowest execution times can be estimated. Relative error is examined to ensure simulation accuracy is maintained.

  12. Safety assessment of historical masonry churches based on pre-assigned kinematic limit analysis, FE limit and pushover analyses

    This study presents some results of a comprehensive numerical analysis on three masonry churches damaged by the recent Emilia-Romagna (Italy) seismic events occurred in May 2012. The numerical study comprises: (a) pushover analyses conducted with a commercial code, standard nonlinear material models and two different horizontal load distributions; (b) FE kinematic limit analyses performed using a non-commercial software based on a preliminary homogenization of the masonry materials and a subsequent limit analysis with triangular elements and interfaces; (c) kinematic limit analyses conducted in agreement with the Italian code and based on the a-priori assumption of preassigned failure mechanisms, where the masonry material is considered unable to withstand tensile stresses. All models are capable of giving information on the active failure mechanism and the base shear at failure, which, if properly made non-dimensional with the weight of the structure, gives also an indication of the horizontal peak ground acceleration causing the collapse of the church. The results obtained from all three models indicate that the collapse is usually due to the activation of partial mechanisms (apse, faade, lateral walls, etc.). Moreover the horizontal peak ground acceleration associated to the collapse is largely lower than that required in that seismic zone by the Italian code for ordinary buildings. These outcomes highlight that structural upgrading interventions would be extremely beneficial for the considerable reduction of the seismic vulnerability of such kind of historical structures.

    Knowledge of cloud phase (liquid, ice, mixed, etc.) is necessary to describe the radiative impact of clouds and their lifetimes, but is a property that is difficult to simulate correctly in climate models. One step towards improving those simulations is to make observations of cloud phase with sufficient accuracy to help constrain model representations of cloud processes. In this study, we outline a methodology using a basic Bayesian classifier to estimate the probabilities of cloud-phase class from Atmospheric Radiation Measurement (ARM) vertically pointing active remote sensors. The advantage of this method over previous ones is that it provides uncertainty informationmore » on the phase classification. We also test the value of including higher moments of the cloud radar Doppler spectrum than are traditionally used operationally. Using training data of known phase from the Mixed-Phase Arctic Cloud Experiment (M-PACE) field campaign, we demonstrate a proof of concept for how the method can be used to train an algorithm that identifies ice, liquid, mixed phase, and snow. Over 95 % of data are identified correctly for pure ice and liquid cases used in this study. Mixed-phase and snow cases are more problematic to identify correctly. When lidar data are not available, including additional information from the Doppler spectrum provides substantial improvement to the algorithm. This is a first step towards an operational algorithm and can be expanded to include additional categories such as drizzle with additional training data.« less

  14. MO-E-18C-02: Hands-On Monte Carlo Project Assignment as a Method to Teach Radiation Physics

    Purpose: To present a hands-on project on Monte Carlo methods (MC) recently added to the curriculum and to discuss the students' appreciation. Methods: Since 2012, a 1.5 hour lecture dedicated to MC fundamentals follows the detailed presentation of photon and electron interactions. Students also program all sampling steps (interaction length and type, scattering angle, energy deposit) of a MC photon transport code. A handout structured in a step-by-step fashion guides student in conducting consistency checks. For extra points, students can code a fully working MC simulation, that simulates a dose distribution for 50 keV photons. A kerma approximation to dose deposition is assumed. A survey was conducted to which 10 out of the 14 attending students responded. It compared MC knowledge prior to and after the project, questioned the usefulness of radiation physics teaching through MC and surveyed possible project improvements. Results: According to the survey, 76% of students had no or a basic knowledge of MC methods before the class and 65% estimate to have a good to very good understanding of MC methods after attending the class. 80% of students feel that the MC project helped them significantly to understand simulations of dose distributions. On average, students dedicated 12.5 hours to the project and appreciated the balance between hand-holding and questions/implications. Conclusion: A lecture on MC methods with a hands-on MC programming project requiring about 14 hours was added to the graduate study curriculum since 2012. MC methods produce “gold standard” dose distributions and slowly enter routine clinical work and a fundamental understanding of MC methods should be a requirement for future students. Overall, the lecture and project helped students relate crosssections to dose depositions and presented numerical sampling methods behind the simulation of these dose distributions.   15. Calcium/calcium chromate thermal battery and thermal battery assignment at the General Electric Neutron Devices Department

    A nontechnical overview of thermal battery design and fabrication methods is given, along with a description of the role of the General Electric Neutron Devices Department (GEND) in the Department of Energy's battery program. A thermal battery is a primary, reserve electrochemical power source; that is, it can be used only once and then for a relatively short period, measured in minutes. To energize the battery, an external electrical signal ignites a heat source in the battery to melt the electrolyte and initiate an electrochemical reaction. The battery is made up of several series-connected cells, each with an anode, a cathode, and a current collector. A cell's anode is calcium; its cathode is hexavalent chromium. The electrochemical reaction takes place when the electrolyte is melted by heat supplied from ignition of an iron-potassium perchlorate disk. Since no reaction occurs while the electrolyte is in the solid state, the battery does not deteriorate with time and has a shelf life exceeding 20 years. Presented are such critical battery operating characteristics as temperature, rise time, active life, current capacity, etc. Design factors described include size and shape, pellet density, ignition methods, anode construction, etc. These batteries are designed by Sandia National Laboratories, Albuquerque. GEND acts as a procurement agency and provides engineering support to suppliers. 18 figures.

    Fluorescence, phosphorescence, and excitation spectra were measured on the title compound. These results were augmented with polarization ratios obtained at 77 K and detailed studies of the temperature dependence of the phosphorescence in the 77-4 K range. The phosphorescence decay rate at K was also recorded as a function of an applied magnetic field. All the results are consistent with a 4d{sub z}Rh{sup 1} {yields} 6p{sub 2}Au{sup 1} orbital promotion leading to emitting {sup 1}A, {sup 3}A{sub 1} terms in pseudo-C{sub 2v} symmetry. The {sup 3}A{sub 1} term is split by spin-orbit coupling into a forbidden A{sub 2} state lying lowest followed by a quasi-degenerate pair, [B{sub 1}(x), B{sub 2}(y)] lying approximately 16 cm{sup -1} higher that decays >500 times faster than the lowest one. 28 refs., 6 figs.

    The thermodynamics of Myers-Perry black holes in general dimensions are studied using a particle probe. When undergoing particle absorption, the changes of the entropy and irreducible mass are shown to be dependent on the particle radial momentum. The black hole thermodynamic behaviors are dependent on dimensionality for specific rotations. For a 4-dimensional Kerr black hole, its black hole properties are maintained for any particle absorption. 5-dimensional black holes can avoid a naked ring singularity by absorbing a particle in specific momenta ranges. Black holes over 6 dimensions become ultraspinning black holes through a specific form of particle absorption. The microscopical changes are interpreted in limited cases of Myers-Perry black holes using Kerr/CFT correspondence. We systematically describe the black hole properties changed by particle absorption in all dimensions.

    We describe the implementation of a prototype fully implicit method for solving three-dimensional quasi-steady state magnetic advection-diffusion problems. This method allows us to solve the magnetic advection diffusion equations in an Eulerian frame with a fixed, user-prescribed velocity field. We have verified the correctness of method and implementation on two standard verification problems, the Solberg-White magnetic shear problem and the Perry-Jones-White rotating cylinder problem.
