    The names of A.G. Bell, A. Meucci, P.Reis, E. Gray, just to mention the most important ones, are all connected with the invention of the telephone. Today, the Italian inventor A. Meucci is recognized as being the first to propose a working prototype of the electric telephone. However, for a series of reasons his strenuous efforts were not rewarded. I will not repeat here the endless and complex disputes about the ?real father? of the telephone. From an historical point of view it is more interesting to understand why so many individuals from different backgrounds conceived of a similar apparatus and why most of these devices were simply forgotten or just remained laboratory curiosities. The case of the development of the telephone is an emblematic and useful example for better understanding the intricate factors which are involved in the birth of an invention and reasons for its success and failure.

    The study concludes that while the diversification into nonutility activities by the Rural Electric Cooperatives and the Rural Telephone Cooperatives has been expanding, the regulatory activities by the Rural Electrification Administration and the state public utility commissions have been inadequate to guard against cross-subsidization. In fact, there generally exist no data to identify and investigate illegal cross-subsidization activities of cooperatives. Increasing the regulatory functions of state public utility commissions and the REA was recommended.

    On the occasion of its 25th anniversary, we revise Chen's derivative rule for electron tunneling [C.J. Chen, Phys. Rev. B 42, 8841 (1990)] for the purpose of computationally efficient simulations of scanning tunneling microscopy (STM) based on first principles electronic structure data. The revised model allows the weighting of tunneling matrix elements of different tip orbital characters by an arbitrary energy independent choice or based on energy dependent weighting coefficients obtained by an expansion of the tip single electron wavefunctions/density of states projected onto the tip apex atom. Tip-orbital interference in the STM junction is included in the model by construction and can be analyzed quantitatively. As a further advantage, arbitrary tip geometrical orientations are included in the revised model by rotating the coordinate system of the tip apex using Euler angles and redefining the weighting coefficients of the tunneling matrix elements.     We consider a Friedmann-Robertson-Walker universe with a fluid source obeying a non-ideal equation of state with "asymptotic freedom," namely ideal gas behavior (pressure changes directly proportional to density changes) both at low and high density regimes, following a fluid dynamical model due to Shan and Chen. It is shown that, starting from an ordinary energy density component, such fluids naturally evolve towards a universe with a substantial "dark energy" component at the present time, with no need of invoking any cosmological constant. Moreover, we introduce a quantitative indicator of darkness abundance, which provides a consistent picture of the actual matter-energy content of the universe.

    The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.
