This report documents a test transfer of three Air Force technical procurement bid sets to one large and twelve small businesses, using the Department of Defense (DoD) Continuous Acquisition and Life-cycle Support (CALS) and ANSI ASC X12 Electronic Data Interchange (EDI) standards. The main goal of the test was to evaluate the effectiveness of using CALS technical data within the context of the DoD`s EDI-based standard approach to electronic commerce in procurement, with particular emphasis on receipt and use of the data by small contractors. Air Force procurement data was provided by the Sacramento Air Logistics Center at McClellan Air Force Base; the manufacturing participants were selected from among McClellan`s ``Blue Ribbon`` contractors, located throughout the US. The test was sponsored by the Air Force CALS Test Network, headquartered at Wright-Patterson Air Force Base. The test successfully demonstrated the technical feasibility of including CALS MIL-R-28002 (Raster) engineering data in an EDI Specification/Technical Information transaction set (ANSI ASC X12 841) when issuing electronic requests for quotation to small businesses. In many cases, the data was complete enough for the contractor participant to feel comfortable generating a quote. Lessons learned from the test are being fed back to the CALS and EDI standards organizations, and to future implementors of CALS-EDI based acquisition or contracting systems, which require the transfer of technical information, such as engineering data, manufacturing process data, quality test data, and other product or process data, in the form of a CALS or other digital datafile.

Presented here is a model to trace the evolution of an innovation in a social network with a preference $\\lambda$, amidst topological constraints specified mainly by connectivity, $k$ and population size, $N_k$. With the interplay between properties of innovation and network structure, the model attempts to explain the variations in patterns of innovations across social networks. Time in which the propagation attains highest velocity depends on $\\lambda^{-2}k^{-2}N_{k}^{1/2}$. Dynamics in random networks may lead or lag behind that in scale-free networks depending on the average connectivity. Hierarchical propagation is evident across connectivity classes within scale-free networks, as well as across random networks with distinct topological indices. Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

Innovations in imaging and pharmaceutical products as well as in processes - that lead to similar medical results, but with lower efforts - are keys in such scenarios.BiographyProf. Dr. Hermann Requardt, 54, is a member of the Managing Board of Siemens AG and Chief Executive Officer of the Healthcare Sector. In addition he is the CTO of Siemens AG and Head of Corporate Technology, the central research department at Siemens.After completing his studies in physics and philosophy at the Darmstadt University of Technology and Johann Wolfgang Goethe University in Frankfurt and receiving a doctorate in biophysics, he worked at the Institute of Aerospace Medicine at the German Aerospace Center.In 1984 he joined the Medical Technology Group of Siemens AG, where he was responsible for projects in the Magnetic Resonance (MR) division. He was appointed head of the division in 1995. Disruptive Innovation in Numerical Hydrodynamics

We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers. The Federal and local objectives of the project are described. Activities planned and accomplishments are summarized for the following: project management, data collection, utility bill evaluation, billing enclosure/mailing evaluation, media program evaluation, display evaluation, rate study sessions evaluation, speakers bureau evaluation, and individual customer contacts. Innovation investment area: Technology summary

The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

Innovative solar thermochemical water splitting.

Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

Diffusion of Innovations over Multiplex Social Networks

The ways in which an innovation (e.g., new behaviour, idea, technology, product) diffuses among people can determine its success or failure. In this paper, we address the problem of diffusion of innovations over multiplex social networks where the neighbours of a person belong to one or multiple networks (or layers) such as friends, families, or colleagues. To this end, we generalise one of the basic game-theoretic diffusion models, called networked coordination game, for multiplex networks. We present analytical results for this extended model and validate them through a simulation study, finding among other properties a lower bound for the success of an innovation.While simple and leading to intuitively understandable results, to the best of our knowledge this is the first extension of a game-theoretic innovation diffusion model for multiplex networks and as such it provides a basic framework to study more sophisticated innovation dynamics.

Innovation flow through social networks: Productivity distribution

A detailed empirical analysis of the productivity of non financial firms across several countries and years shows that productivity follows a non-Gaussian distribution with power law tails. We demonstrate that these empirical findings can be interpreted as consequence of a mechanism of exchanges in a social network where firms improve their productivity by direct innovation or/and by imitation of other firm's technological and organizational solutions. The type of network-connectivity determines how fast and how efficiently information can diffuse and how quickly innovation will permeate or behaviors will be imitated. From a model for innovation flow through a complex network we obtain that the expectation values of the productivity level are proportional to the connectivity of the network of links between firms. The comparison with the empirical distributions reveals that such a network must be of a scale-free type with a power-law degree distribution in the large connectivity range.

The use of RCM techniques have begun to change maintenance practice at Bruce B. This paper discusses innovative practices begun recently. Bruce B has decided to evaluate plant systems using different methods based on the effects of system failure. This approach reduces costs, by using a streamlined method, while maintaining the accuracy of analysis. In addition, the approach increases the likelihood that program recommendations will be implemented by the maintenance department by providing maintenance craft with input to the process. Bruce B has also developed techniques to accelerate the analysis process by evaluating analyses performed at other units. These innovations have been successful piloted at the station.

The Flameless Thermal Oxidizer (FTO) is a commercial technology offered by Thermatrix, Inc. The FTO has been demonstrated to be an effective destructive technology for process and waste stream off-gas treatment of volatile organic compounds (VOCs), and in the treatment of VOC and chlorinated volatile organic compounds (CVOCs) off-gases generated during site remediation using either baseline or innovative in situ environmental technologies. The FTO process efficiently converts VOCs and CVOCs to carbon dioxide, water, and hydrogen chloride. When FTO is coupled with a baseline technology, such as soil vapor extraction (SVE), an efficient in situ soil remediation system is produced. The innovation is in using a simple, reliable, scalable, and robust technology for the destruction of VOC and CVOC off-gases based on a design that generates a uniform thermal reaction zone that prevents flame propagation and efficiently oxidizes off-gases without forming products of incomplete combustion (PICs).

Solar optical materials for innovative window design

New and innovative optical materials and coatings can greatly improve the efficiency of window energy systems. These potential materials and coatings increase energy efficiency by reducing radiative losses in the infrared, or reducing visible reflection losses or controlling overheating due to solar gain. Current progress in heat mirror coatings for glass and polymeric substrates is presented. Highly doped semiconducting oxides and metal/dielectric interference coatings are reviewed. Physical and optical properties are outlined for antireflection films and transparent aerogel insulation media. The potential for optical switching films as window elements includes discussions of electrochromic, photochromic and other physical switching processes.

The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. The decision to implement the Innovation in Nuclear Infrastructure and Engineering Program (INIE) was an important first step towards ensuring that the United States preserves its worldwide leadership role in the field of nuclear science and engineering. Prior to INIE, university nuclear science and engineering programs were waning, undergraduate student enrollment was down, university research reactors were being shut down, while others faced the real possibility of closure. For too long, cutting edge research in the areas of nuclear medicine, neutron scattering, radiochemistry, and advanced materials was undervalued and therefore underfunded. The INIE program corrected this lapse in focus and direction and started the process of drawing a new blueprint with positive goals and objectives that supports existing as well the next generation of educators, students and researchers.

The Adventures in Supercomputing (AiS) program, sponsored by the Department of Energy, is such a program. Adventures in Supercomputing is a program for high school and middle school teachers. It has helped to change the teaching paradigm of many of the teachers involved in the program from a teacher-centered classroom to a student-centered classroom. ``A student-centered classroom offers better opportunities for development of internal motivation, planning skills, goal setting and perseverance than does the traditional teacher-directed mode``. Not only is the process of teaching changed, but evidences of systemic reform are beginning to surface. After describing the program, the authors discuss the teaching strategies being used and the evidences of systemic change in many of the AiS schools in Tennessee.

The Modular High Temperature Gas-Cooled Reactor (MHTGR) is an advanced reactor concept under development through a cooperative program involving the US Government, the nuclear industry, and the utilities. Near-term development is focused on electricity generation. The top-level safety requirement is that the plant's operation not disturb the normal day-to-day activities of the public. Quantitatively, this requires that the design meet the US Environmental Protection Agency's Protective Action Guides at the site boundary and hence preclude the need for sheltering or evacuation of the public. To meet these stringent safety requirements and at the same time provide a cost competitive design requires the innovative use of the basic high temperature gas-cooled reactor features of ceramic fuel, helium coolant, and a graphite moderator. The specific fuel composition and core size and configuration have been selected to the use the natural characteristics of these materials to develop significantly higher margins of safety. In this document the innovative safety features of the MHTGR are reviewed by examining the safety response to events challenging the functions relied on to retain radionuclides within the coated fuel particles. A broad range of challenges to core heat removal are examined, including a loss of helium pressure of a simultaneous loss of forced cooling of the core. The challenges to control of heat generation consider not only the failure to insert the reactivity control systems but also the withdrawal of control rods. Finally, challenges to control of chemical attack of the ceramic-coated fuel are considered, including catastrophic failure of the steam generator, which allows water ingress, or failure of the pressure vessels, which allows air ingress. The plant's response to these extreme challenges is not dependent on operator action, and the events considered encompass conceivable operator errors.

INNOVATIVE ELECTROMAGNETIC SENSORS FOR PIPELINE CRAWLERS

Internal inspection of pipelines is an important tool for ensuring safe and reliable delivery of fossil energy products. Current inspection systems that are propelled through the pipeline by the product flow cannot be used to inspect all pipelines because of the various physical barriers they encounter. Recent development efforts include a new generation of powered inspection platforms that crawl slowly inside a pipeline and are able to maneuver past the physical barriers that can limit inspection. At Battelle, innovative electromagnetic sensors are being designed and tested for these new pipeline crawlers. The various sensor types can be used to assess a wide range of pipeline anomalies including corrosion, mechanical damage, and cracks. The Applied Energy Systems Group at Battelle is concluding the first year of work on a projected three-year development effort. In this first year, two innovative electromagnetic inspection technologies were designed and tested. Both were based on moving high-strength permanent magnets to generate inspection energy. One system involved translating permanent magnets towards the pipe. A pulse of electric current would be induced in the pipe to oppose the magnetization according to Lenz's Law. The decay of this pulse would indicate the presence of defects in the pipe wall. This inspection method is similar to pulsed eddy current inspection methods, with the fundamental difference being the manner in which the current is generated. Details of this development effort were reported in the first semiannual report on this project. This second semiannual report focuses on the development of a second inspection methodology, based on rotating permanent magnets. During this period, a rotating permanent magnet exciter was designed and built. The exciter unit produces strong eddy currents in the pipe wall. The tests have shown that at distances of a pipe diameter or more, the currents flow circumferentially, and that these circumferential currents are deflected by pipeline defects such as corrosion and axially aligned cracks. Simple sensors are used to detect the change in current densities in the pipe wall.

Innovative subsurface stabilization project -- Final Report

This is a report of results of applying four innovative grouting materials and one commercially available material for creating monoliths out of buried waste sites using jet grouting. The four innovative materials included a proprietary water-based epoxy, an Idaho National Engineering Laboratory-developed two-component grout that resembles hematite when cured with soil, molten low-temperature paraffin, and a proprietary iron oxide cement-based grout called TECT. The commercial grout was Type-H high-sulfate-resistant cement. These materials were tested in specially designed cold test pits that simulate buried transuranic waste at the Idaho National Engineering Laboratory. In addition to the grouting studies, specially designed field-scale permeameters were constructed to perform full-scale controlled mass balance hydraulic conductivity studies. An ungrouted field-scale permeameter contained simulated buried waste and soil and was left ungrouted, and a second identical field-scale permeameter was grouted with commercial-grade Type-H cement. The field demonstrations were performed in an area referred to as the Cold Test Pit at the Idaho National Engineering Laboratory. The Cold Test Pit is adjacent to the laboratory`s Radioactive Waste Management Complex. At the complex, 2 million ft{sup 3} of transuranic waste is commingled with 6--8 million ft{sup 3} of soil in shallow land burial, and improving the confinement of this waste is one of the options for final waste disposition. This report gives results of grouting, coring, hydraulic conductivity, and destructive examination of the grouted buried waste matrix.

Innovative mathematical modeling in environmental remediation

There are two different ways to model reactive transport: ad hoc and innovative reaction-based approaches. The former, such as the Kd simplification of adsorption, has been widely employed by practitioners, while the latter has been mainly used in scientific communities for elucidating mechanisms of biogeochemical transport processes. It is believed that innovative mechanistic-based models could serve as protocols for environmental remediation as well. This paper reviews the development of a mechanistically coupled fluid flow, thermal transport, hydrologic transport, and reactive biogeochemical model and example-applications to environmental remediation problems. Theoretical bases are sufficiently described. Four example problems previously carried out are used to demonstrate how numerical experimentation can be used to evaluate the feasibility of different remediation approaches. The first one involved the application of a 56-species uranium tailing problem to the Melton Branch Subwatershed at Oak Ridge National Laboratory (ORNL) using the parallel version of the model. Simulations were made to demonstrate the potential mobilization of uranium and other chelating agents in the proposed waste disposal site. The second problem simulated laboratory-scale system to investigate the role of natural attenuation in potential off-site migration of uranium from uranium mill tailings after restoration. It showed inadequacy of using a single Kd even for a homogeneous medium. The third example simulated laboratory experiments involving extremely high concentrations of uranium, technetium, aluminum, nitrate, and toxic metals (e.g.,Ni, Cr, Co).The fourth example modeled microbially-mediated immobilization of uranium in an unconfined aquifer using acetate amendment in a field-scale experiment. The purposes of these modeling studies were to simulate various mechanisms of mobilization and immobilization of radioactive wastes and to illustrate how to apply reactive transport models for environmental remediation.The second problem simulated laboratory-scale system to investigate the role of natural attenuation in potential off-site migration of uranium from uranium mill tailings after restoration. It showed inadequacy of using a single Kd even for a homogeneous medium.
