The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated a grain storage facility at the northeastern edge of the city of Hanover, Kansas, from 1950 until the early 1970s. During this time, commercial grain fumigants containing carbon tetrachloride were in common use by the grain storage industry to preserve grain in their facilities. In February 1998, trace to low levels of carbon tetrachloride were detected in two private lawn and garden wells near the former grain storage facility at Hanover, as part of a statewide USDA private well sampling program that was implemented by the Kansas Department of Health and Environment (KDHE) near former CCC/USDA facilities. In July 2007, the CCC/USDA sampled indoor air at nine residences on or adjacent to its former facility to address the residents concerns. Low levels of carbon tetrachloride were detected at four of the nine homes. Consequently, the CCC/USDA has conducted investigations, under the direction of the KDHE, to determine the source and extent of the carbon tetrachloride contamination that might be associated with the former facility. In July 2007, the CCC/USDA sampled indoor air at nine residences on or adjacent to its former facility to address the residents concerns regarding vapor intrusion (VI). Low levels of carbon tetrachloride were detected at four of the nine homes. Because carbon tetrachloride found in private wells and indoor air at Hanover might be linked to historical use of fumigants containing carbon tetrachloride at its former grain storage facility, the CCC/USDA has conducted investigations to determine the source and extent of the carbon tetrachloride contamination that may be associated with the former facility. The results of the comprehensive investigation at Hanover indicate that no unacceptable risk to human health currently exists from exposure to surface and subsurface soils by either ingestion, inhalation or dermal contact. No risk is associated with potential exposure to contaminated groundwater at Hanover. No drinking water wells are known to exist in Hanover, and the drinking water supply comes from RWD No.1 at Lanham, Kansas, located 6.5 mi north of Hanover. Limited potential risk was identified due to exposure to indoor air contaminated with carbon tetrachloride, but this risk has been mitigated, thereby removing this threat to human health. Radon is prevalent in the community, at concentrations exceeding the level at which the EPA recommends additional measures (testing and/or mitigation). The recommended testing and mitigation (if needed) are the responsibility of the homeowners. In the current condition in which no private wells are used for drinking water in the affected area, no unacceptable human health risk from carbon tetrachloride is associated with the identified impacted media at the Hanover site.

The ever-expanding depth and quality of photometric and spectroscopic observations of stellar populations increase the need for theoretical models in regions of age-composition parameter space that are largely unexplored at present. Stellar evolution models that employ the most advanced physics and cover a wide range of compositions are needed to extract the most information from current observations of both resolved and unresolved stellar populations. The Dartmouth Stellar Evolution Database is a collection of stellar evolution tracks and isochrones that spans a range of [Fe/H] from -2.5 to +0.5, [alpha/Fe] from -0.2 to +0.8 (for [Fe/H] 0), and initial He mass fractions from Y=0.245 to 0.40. Stellar evolution tracks were computed for masses between 0.1 and 4 Msun, allowing isochrones to be generated for ages as young as 250 Myr. For the range in masses where the core He flash occurs, separate He-burning tracks were computed starting from the zero age horizontal branch. The tracks and isochrones have been transformed to the observational plane in a variety of photometric systems including standard UBV(RI)c, Stromgren uvby, SDSS ugriz, 2MASS JHKs, and HST ACS-WFC and WFPC2. The Dartmouth Stellar Evolution Database is accessible through a website at http://stellar.dartmouth.edu/~models/ where all tracks, isochrones, and additional files can be downloaded.

In February 1998, trace to low levels of carbon tetrachloride (below the maximum contaminant level [MCL] of 5.0 {micro}g/L) were detected in two private wells near the former grain storage facility at Hanover, as part of a statewide USDA private well sampling program that was implemented by the Kansas Department of Health and Environment (KDHE) near former CCC/USDA facilities. In April 2007, the CCC/USDA collected near-surface soil samples at 1.8-2 ft BGL (below ground level) at 61 locations across the former CCC/USDA facility. All soil samples were analyzed by the rigorous gas chromatograph-mass spectrometer analytical method (purge-and-trap method). No contamination was found in soil samples above the reporting limit of 10 {micro}g/kg. In July 2007, the CCC/USDA sampled indoor air at nine residences on or adjacent to its former facility to address the residents concerns regarding vapor intrusion. Low levels of carbon tetrachloride were detected at four of the nine homes. Because carbon tetrachloride found in private wells and indoor air at the site might be linked to historical use of fumigants containing carbon tetrachloride at its former grain storage facility, the CCC/USDA is proposing to conduct an investigation to determine the source and extent of the carbon tetrachloride contamination associated with the former facility. This investigation will be conducted in accordance with the intergovernmental agreement between the KDHE and the Farm Service Agency (FSA) of the USDA. The investigation at Hanover will be performed, on behalf of the CCC/USDA, by the Environmental Science Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by UChicago Argonne, LLC, for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an interagency agreement with DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. Seven technical objectives have been proposed for the Hanover investigation. They are as follows: (1) Identify the sources and extent of soil contamination beneath the former CCC/USDA facility; (2) Characterize groundwater contamination beneath the former CCC/USDA facility; (3) Determine groundwater flow patterns; (4) Define the vertical and lateral extent of the groundwater plume outside the former CCC/USDA facility; (5) Evaluate the aquifer and monitor the groundwater system; (6) Identify any other potential sources of contamination that are not related to activities of the CCC/USDA; and (7) Determine whether there is a vapor intrusion problem at the site attributable to the former CCC/USDA facility. The technical objectives will be accomplished in a phased approached. Data collected during each phase will be evaluated to determine whether the subsequent phase is necessary. The KDHE project manager and the CCC/USDA will be contacted during each phase and kept apprised of the results. Whether implementation of each phase of work is necessary will be discussed and mutually agreed upon by the CCC/USDA and KDHE project managers.

We present measurements of the clustering properties of bright ($L>L_{*}$) z$\\sim$4 Lyman Break Galaxies (LBGs) selected from the Oxford-Dartmouth Thirty Degree Survey (ODT). We describe techniques used to select and evaluate our candidates and calculate the angular correlation function which we find best fitted by a power law, $\\omega(\\theta)=A_{w}\\theta^{-\\beta}$ with $A_{w}=15.4$ (with $\\theta$ in arcseconds), using a constrained slope of $\\beta=0.8$. Using a redshift distribution consistent with photometric models, we deproject this correlation function and find a comoving $r_{0}=11.4_{-1.9}^{+1.7}$ h$_{100}^{-1}$ Mpc in a $\\Omega_m=0.3$ flat $\\Lambda$ cosmology for $i_{AB}\\leq24.5$. This corresponds to a linear bias value of $b=8.1_{-2.6}^{+2.0}$ (assuming $\\sigma_{8}=0.9$). These data show a significantly larger $r_{0}$ and $b$ than previous studies at $z\\sim4$. We interpret this as evidence that the brightest LBGs have a larger bias than fainter ones, indicating a strong luminosity dependence for the measured bias of an LBG sample. Comparing this against recent results in the literature at fainter (sub-$L_{*}$) limiting magnitudes, and with simple models describing the relationship between LBGs and dark matter haloes, we discuss the implications on the implied environments and nature of LBGs. It seems that the brightest LBGs (in contrast with the majority sub-$L_{*}$ population), have clustering properties, and host dark matter halo masses, that are consistent with them being progenitors of the most massive galaxies today.

The Florissant Valley Campus of the St. Louis, MO Community College was constructed during the late 1960s and early 1970s. The main campus consists of 11 classroom, laboratory, and instructional buildings comprising 411,000 ft{sup 2} (38 183 m{sup 2}). The Florissant Valley campus wanted to provide the maintenance staff with a state-of-the-art DDC building automation system which would eliminate manual control of HVAC systems and reduce maintenance. Several of the classrooms and laboratories have had changes in their occupancy and use from the original design intent, and, the campus has consistently been adding additional internal load to many of the spaces in the form of new computers, printers, and other electronic equipment. The original campus HVAC systems were not designed to meet the indoor air quality (IAQ) standards of today. The college specifically requested that the design team prepare the project within DOE guidelines so that ICP grant funds could be used. The college also wanted to have the design team prepare the project in a manner to be bid by Energy Savings Contractors (ESCO) using a Guaranteed Energy Service Contract to assure the college could pay back their investment in the time stated.

The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).
