    The Cohen-Glashow Very Special Relativity (VSR) algebra is defined as the part of the Lorentz algebra which upon addition of CP or T invariance enhances to the full Lorentz group, plus the space-time translations. We show that noncommutative space-time, in particular noncommutative Moyal plane, with light- like noncommutativity provides a robust mathematical setting for quantum field theories which are VSR invariant and hence set the stage for building VSR invariant particle physics models. In our setting the VSR invariant theories are specified with a single deformation parameter, the noncommutativity scale {Lambda}{sub NC}. Preliminary analysis with the available data leads to {Lambda}{sub NC} {>=} 1-10 TeV.

    High sucrose low copper diet induces fetal growth restriction in the three strains of the Cohen diabetic rats: an inbred copper deficient resistant (CDr), an inbred copper deficient sensitive (CDs that become diabetic on high sucrose low copper diet -HSD) and an outbred Wistar derived Sabra rats. Although those growth restricted fetuses also exhibit increased oxidative stress, antioxidants do not restore normal growth. In the present study, we evaluated the role of copper deficiency in the HSD induced fetal growth restriction by adding to the drinking water of the rats 1 ppm or 2 ppm of copper throughout their pregnancy. Fetal and placental growth in correlation with fetal liver copper content and anti-oxidant capacity was evaluated on day 21 of pregnancy. HSD compared to regular chow induced fetal growth restriction, which was most significant in the Cohen diabetic sensitive animals. The addition of 1 ppm and 2 ppm copper to the drinking water normalized fetal growth in a dose dependent manner and reduced the degree of hyperglycemia in the diabetes sensitive rats. The CDs fetuses responded to the HSD with lower catalase like activity, and less reduced superoxide dismutase levels compared to the Sabra strain, and had high malondialdehyde levels even when fed regular chow. Immunostaining was higher for nitrotyrosine among the CDr and higher for hypoxia factor 1 ? among the CDs. We conclude that in our model of dietary-induced fetal growth restriction, copper deficiency plays a major etiologic role in the decrease of fetal growth and anti-oxidant capacity. -- Highlights: ? Copper supplementation decreased embryonic resorption in the inbred strains ? Copper supplementation reduced hyperglycemia in the sucrose sensitive inbred strain ? Copper supplementation alleviated growth restriction and oxidative stress of liver.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    Congressman Daniel Lipinski (D-Illinois) spoke during the opening session of the EFRC Summit. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    The effect of laser irradiation on electrodeposition processes has been investigated. These studies demonstrated that the addition of laser irradiation to an electroplating process can dramatically enhance plating rates and current efficiencies, as well as improve the morphology of the resultant electrodeposit. During the course of these investigations, the mechanism for the laser enhancement of electrodeposition processes was determined. Experimental evidence was obtained to show that laser irradiation of the substrate results in increased metal ion concentrations at the surface of the electrode due to a laser-induced Soret effect. The laser-induced Soret effect has important implications for laser-assisted electrochemical processing. The increase in the surface concentration of ions allows efficient electrodeposition from dilute solutions. As such, laser- assisted electrodeposition may develop into an environmentally conscious manufacturing process by reducing waste and limiting worker exposure to toxic chemicals.

    We describe here the laser assisted emittance exchange (LAEE) technique. A laser operating in the transverse mode (TEM10 or TEM01) is used to interact with the electron beam in a dispersive region and to initiate the transverse-to-longitudinal emittance exchange. It is shown that with the LAEE one can generate an electron beam with ultralow transverse emittance, which allows one to significantly bring down the size of an X-ray free electron laser (FEL) and greatly extend the availability of these light sources. The technique can also be used to enhance the performances of X-ray FELs in storage rings. The timing and energy jitter problems for the standard emittance exchange and LAEE techniques are also discussed.

    A prototype sensor fusion framework called the {open_quotes}Knowledge Assistant{close_quotes} has been developed and tested on a gantry robot at Sandia National Laboratories. This Knowledge Assistant guides the robot operator during the planning, execution, and post analysis stages of the characterization process. During the planning stage, the Knowledge Assistant suggests robot paths and speeds based on knowledge of sensors available and their physical characteristics. During execution, the Knowledge Assistant coordinates the collection of data through a data acquisition {open_quotes}specialist.{close_quotes} During execution and postanalysis, the Knowledge Assistant sends raw data to other {open_quotes}specialists,{close_quotes} which include statistical pattern recognition software, a neural network, and model-based search software. After the specialists return their results, the Knowledge Assistant consolidates the information and returns a report to the robot control system where the sensed objects and their attributes (e.g., estimated dimensions, weight, material composition, etc.) are displayed in the world model. This report highlights the major components of this system.

    Research on environmentally assisted cracking (EAC) of light water reactor materials has focused on (a) fatigue initiation in pressure vessel and piping steels, (b) crack growth in cast duplex and austenitic stainless steels (SSs), (c) irradiation-assisted stress corrosion cracking (IASCC) of austenitic SSs, and (d) EAC in high- nickel alloys. The effect of strain rate during different portions of the loading cycle on fatigue life of carbon and low-alloy steels in 289{degree}C water was determined. Crack growth studies on wrought and cast SSs have been completed. The effect of dissolved-oxygen concentration in high-purity water on IASCC of irradiated Type 304 SS was investigated and trace elements in the steel that increase susceptibility to intergranular cracking were identified. Preliminary results were obtained on crack growth rates of high-nickel alloys in water that contains a wide range of dissolved oxygen and hydrogen concentrations at 289 and 320{degree}C. The program on Environmentally Assisted Cracking of Light Water Reactor Materials is currently focused on four tasks: fatigue initiation in pressure vessel and piping steels, fatigue and environmentally assisted crack growth in cast duplex and austenitic SS, irradiation-assisted stress corrosion cracking of austenitic SSs, and environmentally assisted crack growth in high-nickel alloys. Measurements of corrosion-fatigue crack growth rates (CGRs) of wrought and cast stainless steels has been essentially completed. Recent progress in these areas is outlined in the following sections.

    Medical robotics includes assistive devices used by the physician in order to make his/her diagnostic or therapeutic practices easier and more efficient. This chapter focuses on such systems. It introduces the general field of Computer-Assisted Medical Interventions, its aims, its different components and describes the place of robots in that context. The evolutions in terms of general design and control paradigms in the development of medical robots are presented and issues specific to that application domain are discussed. A view of existing systems, on-going developments and future trends is given. A case-study is detailed. Other types of robotic help in the medical environment (such as for assisting a handicapped person, for rehabilitation of a patient or for replacement of some damaged/suppressed limbs or organs) are out of the scope of this chapter.

    Because of the technological advances made during the past several years, flare system design has become more important with respect to the economics of plant operation. There are many options available to the engineer during the initial design phase of a flare system for a chemical process industries (CPI) plant. An earlier CEP article covered the basics of flare design and how to choose and size the right equipment, such as stack height and diameter, tip design, pilots and pilots flame detectors, seals, and so on. One of the most important factors is how to achieve smokeless operation, which is accomplished by either steam-assisted or air-assisted elevated flare stack assemblies. This article compares the two approaches and outlines the advantages and disadvantages of each with respect to economics, practicality, and operability. Table 1 summarizes the data for a typical plant in the U.S. Gulf Coast area that will be used as the basis for comparing costs.

    The influence of collective and multilocal environments on the energy transfer between the levels of a dimer is studied. The dynamics of energy transfer are investigated by considering coupling of collective environment with the levels of the dimer in the presence of both two individuals and mutually correlated multilocal environments. It is shown that every way of coupling we consider assists, though differently, the probability of transition between the levels of dimer. The probability of transition is strongly enhanced when the two local environments are mutually correlated. -- Highlights: The dynamics of energy transfer between the levels of a dimer are studied. Coupling of collective as well as individual environments are considered. The environments are in spin star configurations. The environment assists the energy transfer between the levels. For correlated multilocal environments, the transition probability is almost 100%.

    Systems and methods for osmotically assisted desalination include using a pressurized concentrate from a pressure desalination process to pressurize a feed to the desalination process. The depressurized concentrate thereby produced is used as a draw solution for a pressure-retarded osmosis process. The pressure-retarded osmosis unit produces a pressurized draw solution stream that is used to pressurize another feed to the desalination process. In one example, the feed to the pressure-retarded osmosis process is impaired water.

    The phonon-replica infrared emission is observed at room temperature from indirect band gap Si light-emitting diode under forward bias. With increasing injection current density, the broadened electroluminescence spectrum and band gap reduction are observed due to joule heating. The spectral-resolved temporal response of electroluminescence reveals the competitiveness between single (TO) and dual (TO?+?TA) phonon-assisted indirect band gap transitions. As compared to infrared emission with TO phonon-replica, the retarder of radiative recombination at long wavelength region (?1.2??m) indicates lower transition probability of dual phonon-replica before thermal equivalent.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    Methods for laser-assisted isotope separation of tritium, using infrared multiple photon dissociation of tritium-bearing products in the gas phase. One such process involves the steps of (1) catalytic exchange of a deuterium-bearing molecule XYD with tritiated water DTO from sources such as a heavy water fission reactor, to produce the tritium-bearing working molecules XYT and (2) photoselective dissociation of XYT to form a tritium-rich product. By an analogous procedure, tritium is separated from tritium-bearing materials that contain predominately hydrogen such as a light water coolant from fission or fusion reactors.
