    The draft paper defines a system, which is capable of maintaining bases of test cases for logical specifications. The specifications, which are subject to this system are transformed from their original shape in first-order logic to form-based expressions as originally introduced in logics of George Spencer-Brown. The innovation comes from the operations the system provides when injecting faults - so-called mutations - to the specifications. The system presented here applies to logical specifications from areas as different as programming, ontologies or hardware specifications.

    Since beginning at Los Alamos National Laboratory in February of 2012, I have been working as a DHS./DNDO Postdoctoral Research Associate under the mentorship of Lav Tandon and Khalil Spencer (NA-22 and mass spectrometry). The focus of my efforts, in addition to pursuing needed training and qualifications, has been the application of various instrumental approaches (e.g. Thermal Ionization Mass Spectrometry; TIMS) to a range of systems of interest in materials characterization and nuclear forensics. Research to be pursued in the coming months shall include the continued use of such approaches to advance current methods for: modified total evaporation, monitoring critical minor isotope systems, and chronometry. Each of the above points will be discussed.

    An initial task pursued by the Aging Aircraft NDI Validation Center (AANC) at the request of the Federal Aviation Administration (FAA) was to plan and to implement a specific field experiment. The purpose was to assess the reliability of detecting a crack originating within fastener holes in thin aluminum structure using high-frequency eddy current inspection methods. To accomplish this the authors developed a consistent and systematic methodology to assess reliability of nondestructive inspections through field experiments (Spencer et al., 1993). In this article they briefly discuss major elements necessary for field experimentation. The authors also relate how they tested these elements for the Eddy Current Inspection Reliability Experiment (ECIRE) through a dress rehearsal in the Validation Center.

    On February 14, 2002, U.S. Secretary of Energy Spencer Abraham provided to the President the ''Recommendation by the Secretary of Energy Regarding the Suitability of the Yucca Mountain Site for a Repository Under the Nuclear Waste Policy Act of 1982.'' This Recommendation, along with supporting materials, complied with statutory requirements for communicating a site recommendation to the President, and it did more: in 49 pages, the Recommendation also spoke directly to the Nation, illuminating the methodology and considerations that led toward the decision to recommend the site. Addressing technical suitability, national interests, and public concerns, the Recommendation helped the public understand the potential risks and benefits of repository development and placed those risks and benefits in a meaningful national context.

    As reflected in the U.S. ''National Energy Policy'', nuclear energy has a strong role to play in satisfying our nation's future energy security and environmental quality needs. The desirable environmental, economic, and sustainability attributes of nuclear energy give it a cornerstone position, not only in the U.S. energy portfolio, but also in the world's future energy portfolio. Accordingly, on September 20, 2002, U.S. Energy Secretary Spencer Abraham announced that, ''The United States and nine other countries have agreed to develop six Generation IV nuclear energy concepts''. The Secretary also noted that the systems are expected to ''represent significant advances in economics, safety, reliability, proliferation resistance, and waste minimization''. The six systems and their broad, worldwide research and development (R&D) needs are described in ''A Technology Roadmap for Generation IV Nuclear Energy Systems'' (hereafter referred to as the Generation IV Roadmap). The first 10 years of required U.S. R&D contributions to achieve the goals described in the Generation IV Roadmap are outlined in this Program Plan.

    The history of wireless power transmission at microwave frequencies is reviewed with emphasis upon the time period starting with the post World War II efforts to use the new microwave technology developed during the war. A nationally televised demonstration of a microwave powered helicopter at the Spencer Laboratory of the Raytheon Co., in 1964 was the result of these early efforts and broadly introduced the concept of wireless power transmission to scientific and engineering communities and to the public. Subsequent development efforts centered on improving the efficiency of the interconversion of d.c. and microwave power at the ends of the system to reach a demonstrated overall d.c. to d.c. system efficiency of 54% in 1974. The response to the requirements of applications such as the Solar Power Satellite and high altitude microwave powered aircraft have changed the direction of technology development and greatly expanded the technology base. Recent and current efforts are centered on examining the use of higher frequencies than the baseline 2.45 GHz, and in reducing the system costs at 2.45 GHz. 26 refs., 14 figs.

  4. RESERVES IN WESTERN BASINS PART IV: WIND RIVER BASIN

    Vast quantities of natural gas are entrapped within various tight formations in the Rocky Mountain area. This report seeks to quantify what proportion of that resource can be considered recoverable under today's technological and economic conditions and discusses factors controlling recovery. The ultimate goal of this project is to encourage development of tight gas reserves by industry through reducing the technical and economic risks of locating, drilling and completing commercial tight gas wells. This report is the fourth in a series and focuses on the Wind River Basin located in west central Wyoming. The first three reports presented analyses of the tight gas reserves and resources in the Greater Green River Basin (Scotia, 1993), Piceance Basin (Scotia, 1995) and the Uinta Basin (Scotia, 1995). Since each report is a stand-alone document, duplication of language will exist where common aspects are discussed. This study, and the previous three, describe basin-centered gas deposits (Masters, 1979) which contain vast quantities of natural gas entrapped in low permeability (tight), overpressured sandstones occupying a central basin location. Such deposits are generally continuous and are not conventionally trapped by a structural or stratigraphic seal. Rather, the tight character of the reservoirs prevents rapid migration of the gas, and where rates of gas generation exceed rates of escape, an overpressured basin-centered gas deposit results (Spencer, 1987). Since the temperature is a primary controlling factor for the onset and rate of gas generation, these deposits exist in the deeper, central parts of a basin where temperatures generally exceed 200 F and drill depths exceed 8,000 feet. The abbreviation OPT (overpressured tight) is used when referring to sandstone reservoirs that comprise the basin-centered gas deposit. Because the gas resources trapped in this setting are so large, they represent an important source of future gas supply, prompting studies to understand and quantify the resource itself and to develop technologies that will permit commercial exploitation. This study is a contribution to that process.

    In 1965, the Atomic Energy Commission (AEC), at the advice of the Advisory Committee on Reactor Safeguards (ACRS), initiated the process that resulted in the establishment of the Heavy Section Steel Technology (HSST) Program at Oak Ridge National Laboratory (ORNL). Dr. Spencer H. Bush of Battelle Northwest Laboratory, the man being honored by this symposium, representing the ACRS, was one of the Staff Advisors for the program and helped to guide its technical direction. In 1989, the Heavy-Section Steel Irradiation (HSSI) Program, formerly the HSST task on irradiation effects, was formed as a separate program, and this year the HSST/HSSI Programs, sponsored by the U.S. Nuclear Regulatory Commission (USNRC), celebrate 40 years of continuous research oriented toward the safety of light-water nuclear reactor pressure vessels. This paper presents a summary of results from those programs with a view to future activities. The HSST Program was established in 1967 and initially included extensive investigations of heavy-section low-alloy steel plates, forgings, and welds, including metallurgical studies, mechanical properties, fracture toughness (quasi-static and dynamic), fatigue crack-growth, and crack arrest toughness. Also included were irradiation effects studies, thermal shock analyses, testing of thick-section tensile and fracture specimens, and non-destructive testing. In the subsequent decades, the HSST Program conducted extensive large-scale experiments with intermediate-size vessels (with varying size flaws) pressurized to failure, similar experiments under conditions of thermal shock and even pressurized thermal shock (PTS), wide-plate crack arrest tests, and biaxial tests with cruciform-shaped specimens. Extensive analytical and numerical studies accompanied these experiments, including the development of computer codes such as the recent Fracture Analysis of Vessels Oak Ridge (FAVOR) code currently being used for PTS evaluations. In the absence of radiation damage to the RPV, fracture of the vessel is improbable. However, exposure to high energy neutrons can result in embrittlement of radiation-sensitive RPV materials. The HSSI Program has conducted a series of experiments to assess the effects of neutron irradiation on RPV material behavior, especially fracture toughness. These studies have included RPV plates and welds, varying chemical compositions, and fracture toughness specimens up to 4 in. thickness. The results of these investigations, in conjunction with results from commercial reactor surveillance programs, are used to develop a methodology for the prediction of radiation effects on RPV materials. Results from the HSST and HSSI Program are used by the USNRC in the evaluation of RPV integrity and regulation of overall nuclear plant safety.

Sixty-seven participants from nine countries, and several universities and national labs attended the workshop titled, The Hunt for New Particles, from the Alps to the Plains to the Rockies. There were 53 formal talks, and a considerable number of informal discussions held during the week. The weeks events included a public lecture-Hunting the Dark Universe given by Neal Weiner from New York University) and attended by 237 members of the public, and a physics cafe geared for high schoolers that is a discussion with physicists conducted by Spencer Chang (University of Oregon), Matthew Reece (Harvard University) and Julia Shelton (Yale University) and attended by 67 locals and visitors. While there were no published proceedings, some of the talks are posted online and can be Googled. The workshop was organized by John Campbell (Fermilab), Patrick Fox (Fermilab), Ivan Furic (University of Florida), Eva Halkiadakis (Rutgers University) and Daniel Whiteson (University of California Irvine). Inflationary Theory and its Confrontation with Data in the Planck Era The 2012 Aspen Winter Conference on Astroparticle physics held at the Aspen Center for Physics was Inflationary Theory and its Confrontation with Data in the Planck Era.Ă?Âť It was held from January 30 to February 4, 2012. The 62 participants came from 7 countries and attended 43 talks over five days. Late mornings through the afternoon are reserved for informal discussions. In feedback received from participants, it is often these unplanned chats that produce the most excitement due to working through problems with fellow physicists from other institutions and countries or due to incipient collaborations. In addition, Shamit Kachru of Stanford University gave a public lecture titled The Small (and Large) Scale Structure of Space-Time.There were 237 members of the general public in attendance. Before the lecture, 65 people attended the physics cafe to discuss the current topic with Matthew Kleban (New York University) and Chao-Lin Kuo (Stanford University). This workshop was organized by Olivier Dore (Jet Propulsion Lab), Fabian Schmidt (Caltech), Leonardo Senatore (Stanford University), and Kendrick Smith (Princeton University).

  7. Complications Associated with Long-Term Disposition of Newly-Generated Transuranic Waste: A National Laboratory Perspective

    The Idaho National Laboratory (INL) is a multipurpose national laboratory delivering specialized science and engineering solutions for the U.S. Department of Energy (DOE). Sponsorship of INL was formally transferred to the DOE Office of Nuclear Energy, Science and Technology (NE) by Secretary Spencer Abraham in July 2002. The move to NE, and designation as the DOE lead nuclear energy laboratory for reactor technology, supports the nation’s expanding nuclear energy initiatives, placing INL at the center of work to develop advanced Generation IV nuclear energy systems; nuclear energy/hydrogen coproduction technology; advanced nuclear energy fuel cycle technologies; and providing national security answers to national infrastructure needs. As a result of the Laboratory’s NE mission, INL generates both contact-handled and remote-handled transuranic (TRU) waste from ongoing operations. Generation rates are relatively small and fluctuate based on specific programs and project activities being conducted; however, the Laboratory will continue to generate TRU waste well into the future in association with the NE mission. Currently, plans and capabilities are being established to transfer INL’s contact-handled TRU waste to the Advanced Mixed Waste Treatment Plant (AMWTP) for certification and disposal to the Waste Isolation Pilot Plant (WIPP). Remote-handled TRU waste is currently placed in storage at the Materials and Fuels Complex (MFC). In an effort to minimize future liabilities associated with the INL NE mission, INL is evaluating and assessing options for the management and disposition of all its TRU waste on a real-time basis at time of generation. This paper summarizes near-term activities to minimize future re handling of INL’s TRU waste, as well as, potential complications associated with the long-term disposition of newly-generated TRU waste. Potential complications impacting the disposition of INL newly-generated TRU waste include, but are not limited to: 1) required remote-handled TRU packaging configuration(s) vs. current facility capabilities, 2) long-term NE mission activities, 3) WIPP certification requirements, and 4) budget considerations.

    This summer I worked on benchmarking the Lawrence Livermore National Laboratory fission multiplicity capability used in the Monte Carlo particle transport code MCNPX. This work involved running simulations and then comparing the simulation results with experimental experiments. Outlined in this paper is a brief description of the work completed this summer, skills and knowledge gained, and how the internship has impacted my planning for the future. Neutron multiplicity counting is a neutron detection technique that leverages the multiplicity emissions of neutrons from fission to identify various actinides in a lump of material. The identification of individual actinides in lumps of material crossing our boarders, especially U-235 and Pu-239, is a key component for maintaining the safety of the country from nuclear threats. Several multiplicity emission options from spontaneous and induced fission already existed in MCNPX 2.4.0. These options can be accessed through use of the 6th entry on the PHYS:N card. Lawrence Livermore National Laboratory (LLNL) developed a physics model for the simulation of neutron and gamma ray emission from fission and photofission that was included in MCNPX 2.7.B as an undocumented feature and then was documented in MCNPX 2.7.C. The LLNL multiplicity capability provided a different means for MCNPX to simulate neutron and gamma-ray distributions for neutron induced, spontaneous and photonuclear fission reactions. The original testing on the model for implementation into MCNPX was conducted by Gregg McKinney and John Hendricks. The model is an encapsulation of measured data of neutron multiplicity distributions from Gwin, Spencer, and Ingle, along with the data from Zucker and Holden. One of the founding principles of MCNPX was that it would have several redundant capabilities, providing the means of testing and including various physics packages. Though several multiplicity sampling methodologies already existed within MCNPX, the LLNL fission multiplicity was included to provide a separate capability for computing multiplicity as well as including several new features not already included in MCNPX. These new features include: (1) prompt gamma emission/multiplicity from neutron-induced fission; (2) neutron multiplicity and gamma emission/multiplicity from photofission; and (3) an option to enforce energy correlation for gamma neutron multiplicity emission. These new capabilities allow correlated signal detection for identifying presence of special nuclear material (SNM). Therefore, these new capabilities help meet the missions of the Domestic Nuclear Detection Office (DNDO), which is tasked with developing nuclear detection strategies for identifying potential radiological and nuclear threats, by providing new simulation capability for detection strategies that leverage the new available physics in the LLNL multiplicity capability. Two types of tests were accomplished this summer to test the default LLNL neutron multiplicity capability: neutron-induced fission tests and spontaneous fission tests. Both cases set the 6th entry on the PHYS:N card to 5 (i.e. use LLNL multiplicity). The neutron-induced fission tests utilized a simple 0.001 cm radius sphere where 0.0253 eV neutrons were released at the sphere center. Neutrons were forced to immediately collide in the sphere and release all progeny from the sphere, without further collision, using the LCA card, LCA 7j -2 (therefore density and size of the sphere were irrelevant). Enough particles were run to ensure that the average error of any specific multiplicity did not exceed 0.36%. Neutron-induced fission multiplicities were computed for U-233, U-235, Pu-239, and Pu-241. The spontaneous fission tests also used the same spherical geometry, except: (1) the LCA card was removed; (2) the density of the sphere was set to 0.001 g/cm3; and (3) instead of emitting a thermal neutron, the PAR keyword was set to PAR=SF.     Purpose: There are currently several commercially available radiotherapy treatment units without a flattening filter in the beam line. Unflattened photon beams have an energy and lateral fluence distribution that is different from conventional beams and, thus, their attenuation properties differ. As a consequence, for flattening filter free (FFF) beams, the relationship between the beam-quality specifier TPR{sub 20,10} and the Spencer–Attix restricted water-to-air mass collision stopping-power ratios, (L{sup -}/?){sub air}{sup water}, may have to be refined in order to be used with equivalent accuracy as for beams with a flattening filter. The purpose of this work was twofold. First, to study the relationship between TPR{sub 20,10} and (L{sup -}/?){sub air}{sup water} for FFF beams, where the flattening filter has been replaced by a metal plate as in most clinical FFF beams. Second, to investigate the potential of increasing the accuracy in determining (L{sup -}/?){sub air}{sup water} by adding another beam-quality metric, TPR{sub 10,5}. The relationship between (L{sup -}/?){sub air}{sup water} and %dd(10){sub x} for beams with and without a flattening filter was also included in this study. Methods: A total of 24 realistic photon beams (10 with and 14 without a flattening filter) from three different treatment units have been used to calculate (L{sup -}/?){sub air}{sup water}, TPR{sub 20,10}, and TPR{sub 10,5} using the EGSnrc Monte Carlo package. The relationship between (L{sup -}/?){sub air}{sup water} and the dual beam-quality specifier TPR{sub 20,10} and TPR{sub 10,5} was described by a simple bilinear equation. The relationship between the photon beam-quality specifier %dd(10){sub x} used in the AAPM’s TG-51 dosimetry protocol and (L{sup -}/?){sub air}{sup water} was also investigated for the beams used in this study, by calculating the photon component of the percentage depth dose at 10 cm depth with SSD 100 cm. Results: The calculated (L{sup -}/?){sub air}{sup water} for beams without a flattening filter was 0.3% lower, on average, than for beams with a flattening filter and comparable TPR{sub 20,10}. Using the relationship in IAEA, TRS-398 resulted in a root mean square deviation (RMSD) of 0.0028 with a maximum deviation of 0.0043 (0.39%) from Monte Carlo calculated values. For all beams in this study, the RMSD between the proposed model and the Monte Carlo calculated values was 0.0006 with a maximum deviation of 0.0013 (0.1%). Using an earlier proposed relationship [Xiong and Rogers, Med. Phys. 35, 2104–2109 (2008)] between %dd(10){sub x} and (L{sup -}/?){sub air}{sup water} gave a RMSD of 0.0018 with a maximum deviation of 0.0029 (0.26%) for all beams in this study (compared to RMSD 0.0015 and a maximum deviation of 0.0048 (0.47%) for the relationship used in AAPM TG-51 published by Almond et al. [Med. Phys. 26, 1847–1870 (1999)]). Conclusions: Using TPR{sub 20,10} as a beam-quality specifier, for the flattening filter free beams used in this study, gave a maximum difference of 0.39% between (L{sup -}/?){sub air}{sup water} predicted using IAEA TRS-398 and Monte Carlo calculations. An additional parameter for determining (L{sup -}/?){sub air}{sup water} has been presented. This parameter is easy to measure; it requires only an additional dose measurement at 5 cm depth with SSD 95 cm, and provides information for accurate determination of the (L{sup -}/?){sub air}{sup water} ratio for beams both with and without a flattening filter at the investigated energies.
