Authentication of byte sequences

Algorithms for the authentication of byte sequences are described. The algorithms are designed to authenticate data in the Storage, Retrieval, Analysis, and Display (SRAD) Test Data Archive of the Radiation Effects and Testing Directorate (9100) at Sandia National Laboratories, and may be used in similar situations where authentication of stored data is required. The algorithms use a well-known error detection method called the Cyclic Redundancy Check (CRC). When a byte sequence is authenticated and stored, CRC bytes are generated and attached to the end of the sequence. When the authenticated data is retrieved, the authentication check consists of processing the entire sequence, including the CRC bytes, and checking for a remainder of zero. The error detection properties of the CRC are extensive and result in a reliable authentication of SRAD data.

Message passing with a limited number of DMA byte counters

A method for passing messages in a parallel computer system constructed as a plurality of compute nodes interconnected as a network where each compute node includes a DMA engine but includes only a limited number of byte counters for tracking a number of bytes that are sent or received by the DMA engine, where the byte counters may be used in shared counter or exclusive counter modes of operation. The method includes using rendezvous protocol, a source compute node deterministically sending a request to send (RTS) message with a single RTS descriptor using an exclusive injection counter to track both the RTS message and message data to be sent in association with the RTS message, to a destination compute node such that the RTS descriptor indicates to the destination compute node that the message data will be adaptively routed to the destination node. Using one DMA FIFO at the source compute node, the RTS descriptors are maintained for rendezvous messages destined for the destination compute node to ensure proper message data ordering thereat. Using a reception counter at a DMA engine, the destination compute node tracks reception of the RTS and associated message data and sends a clear to send (CTS) message to the source node in a rendezvous protocol form of a remote get to accept the RTS message and message data and processing the remote get (CTS) by the source compute node DMA engine to provide the message data to be sent.

Towards international E-stat for monitoring the socio-economic activities across the globe

We investigate relationship between annual electric power consumption per capita and gross domestic production (GDP) per capita for 131 countries. We found that the relationship can be fitted with a power-law function. We examine the relationship for 47 prefectures in Japan. Furthermore, we investigate values of annual electric power production reported by four international organizations. We collected the data from U.S. Energy Information Administration (EIA), Statistics by International Energy Agency (IEA), OECD Factbook (Economic, Environmental and Social Statistics), and United Nations (UN) Energy Statistics Yearbook. We found that the data structure, values, and unit depend on the organizations. This implies that it is further necessary to establish data standards and an organization to collect, store, and distribute the data on socio-economic systems.

Economic Development Activities at the Young - Rainey Science, Technology, & Research (STAR) Center

Project mission was to mitigate the adverse economic effects of closing the U.S. Department of Energy's Pinellas Plant in Largo, Florida. This project was to facilitate the physical renovation of the plant and to help maintain and create jobs for the employees that worked at the plant when DOE terminated its operations. It also included finding and attracting high technology, industrial manufacturing and related firms to utilize the space and high tech equipment to remain at the plant. Stakeholders included the affected plant employees, local government and related public organizations, and businesses and universities in the Tampa Bay Florida area. The $17.6 million funded for this project helped produce 2,780 jobs at the Young - Rainey STAR Center at an average cost of $6,328. Rental income from STAR Center tenants and third party cash input amounted to approximately $66 million over the project period of 13.3 years.

The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

This paper presents a general method for forecasting oilfield economic performance that integrates cost data with operational, reservoir, and financial information. Practices are developed for determining economic limits for an oil field and its components. The economic limits of marginal wells and the role of underground competition receive special attention. Also examined is the influence of oil prices on operating costs. Examples illustrate application of these concepts. Categorization of costs for historical tracking and projections is recommended.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

This paper presents a study of the economic performance of Fission/Fusion Hybrid devices. This work takes fusion breeder cost estimates and applies methodology and cost factors used in the fission reactor programs to compare fusion breeders with Liquid Metal Fast Breeder Reactors (LMFBR). The results of the analysis indicate that the Hybrid will be in the same competitive range as proposed LMFBRs and have the potential to provide economically competitive power in a future of rising uranium prices. The sensitivity of the results to variations in key parameters is included.

Natural gas could be an important alternative energy source in meeting some of the market demand presently met by liquid products from crude oil. This study was initiated to analyze three energy markets to determine if greater use could be made of natural gas or natural gas derived products and if those products could be provided on an economically competitive basis. The three markets targeted for possible increases in gas use were motor fuels, power generation, and the chemical feedstocks market. The economics of processes to convert natural gas to transportation fuels, chemical products, and power were analyzed. The economic analysis was accomplished by drawing on a variety of detailed economic studies, updating them and bringing the results to a common basis. The processes analyzed included production of methanol, MTBE, higher alcohols, gasoline, CNG, and LNG for the transportation market. Production and use of methanol and ammonia in the chemical feedstock market and use of natural gas for power generation were also assessed. Use of both high and low quality gas as a process feed stream was evaluated. The analysis also explored the impact of various gas price growth rates and process facility locations, including remote gas areas. In assessing the transportation fuels market the analysis examined production and use of both conventional and new alternative motor fuels.

In 1709 William Darby invented the coking process that led to the use of coal in eighteenth century England. From an economic standpoint, one could say that this event more than any other ushered in the industrial revolution with its dependence on coal and steel produced with coal. However, from an engineering perspective, there is another cause of the industrial revolution that is more subtle-the physical makeup of the energy resources available to England. According to Simon Kuznets, an economic epoch, i.e., a period of time defined by rapid population increase for a given region, {open_quotes}is determined and shaped by the application and ramification of an {open_quote}epochal{close_quote} innovation{close_quotes}, in other words, new significant technologies.

Economics of Current and Future Biofuels

This work presents detailed comparative analysis on the production economics of both current and future biofuels, including ethanol, biodiesel, and butanol. Our objectives include demonstrating the impact of key parameters on the overall process economics (e.g., plant capacity, raw material pricing, and yield) and comparing how next-generation technologies and fuels will differ from today's technologies. The commercialized processes and corresponding economics presented here include corn-based ethanol, sugarcane-based ethanol, and soy-based biodiesel. While actual full-scale economic data are available for these processes, they have also been modeled using detailed process simulation. For future biofuel technologies, detailed techno-economic data exist for cellulosic ethanol from both biochemical and thermochemical conversion. In addition, similar techno-economic models have been created for n-butanol production based on publicly available literature data. Key technical and economic challenges facing all of these biofuels are discussed.

The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994 (1 July 1993 through 30 June 1994). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.

Methyl Tertiary Butyl Ether (MTBE) is produced industrially by catalytic reaction between methanol and isobutene. The catalyst that is widely used is an acidic ion exchange resin. This article explores design and economics when sulfuric acid is the catalyst. The profitability of MTBE production depends mainly on the cost of butenes and methhanol. Thus, the example shows MTBE made with a catalyst of sulfuric acid was profitable at a Saudi Arabian location, even though it was not profitable at a U.S. Gulf Coast location.

Economic and policy implications of pandemic influenza.

Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

Boston solar retrofits: studies of solar access and economics

Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

Economic Impacts from Indiana's First 1,000 Megawatts of Wind Power

The magnitude of Indiana's available wind resource indicates that the development of wind power infrastructure has the potential to support millions of dollars of economic activity in the state. The Jobs and Economic Development Impact (JEDI) models, developed by the National Renewable Energy Laboratory, are tools used to estimate some of the economic impacts of energy projects at the state level. JEDI calculates results in the form of jobs, earnings, and economic output in three categories: project development and onsite labor, local revenue and supply chain, and induced impacts. According to this analysis, the first 1,000 MW of wind power development in Indiana (projects built between 2008 and 2011): supported employment totaling more than 4,400 full-time-equivalent jobs in Indiana during the construction periods; supports approximately 260 ongoing Indiana jobs; supported nearly $570 million in economic activity for Indiana during the construction periods; supported and continues to support nearly $40 million in annual Indiana economic activity during the operating periods; generates more than $8 million in annual property taxes; generates nearly $4 million annually in income for Indiana landowners who lease their land for wind energy projects.

Our method depends on two observations: With the elaborately chosen operators basis, the SQPT may have an economical form where a single run of experiment, in which we measure the expectation value of a chosen operator in the outport of the quantum channel with a known input, is sufficient to characterize a selected $\\chi$ matrix element; With the progress recently achieved in quantum entanglement detection, we also find that the number of the experimental settings to realize the experiment for the selected $\\chi$ matrix element does not exceed 2N for the N-qubits system. For practice, our scheme can be applied for the cases where the controlled two-body interaction is neither available nor desirable.

The Jobs and Economic Development Impact (JEDI) models, developed through the National Renewable Energy Laboratory (NREL), are user-friendly tools utilized to estimate the economic impacts at the local level of constructing and operating fuel and power generation projects for a range of conventional and renewable energy technologies. The JEDI Petroleum Refinery Model User Reference Guide was developed to assist users in employing and understanding the model. This guide provides information on the model's underlying methodology, as well as the parameters and references used to develop the cost data utilized in the model. This guide also provides basic instruction on model add-in features, operation of the model, and a discussion of how the results should be interpreted. Based on project-specific inputs from the user, the model estimates job creation, earning and output (total economic activity) for a given petroleum refinery. This includes the direct, indirect and induced economic impacts to the local economy associated with the refinery's construction and operation phases. Project cost and job data used in the model are derived from the most current cost estimations available. Local direct and indirect economic impacts are estimated using economic multipliers derived from IMPLAN software. By determining the regional economic impacts and job creation for a proposed refinery, the JEDI Petroleum Refinery model can be used to field questions about the added value refineries may bring to the local community.

The High Temperature Gas-Cooled Reactor (HTGR) Application Economic Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Application Economic Model calculates either the required selling price of power and/or heat for a given internal rate of return (IRR) or the IRR for power and/or heat being sold at the market price. The user can generate these economic results for a range of reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for up to 16 reactor modules; and for module ratings of 200, 350, or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Application Economic Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Application Economic Model. This model was designed for users who are familiar with the HTGR design and Excel and engineering economics. Modification of the HTGR Application Economic Model should only be performed by users familiar with the HTGR and its applications, Excel, and Visual Basic.

Policies for reducing NOx emissions have led power plants to restrict O{sub 2}, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy.

The new model is built from a collection of autonomous agents that represent households, firms, and other relevant entities like financial exchanges and governmental authorities. We simultaneously model several interrelated markets, including those for labor, products, stocks, and bonds. We also model economic tradeoffs, such as decisions of households and firms regarding spending, savings, and investment. In this paper, we review some of the basic principles and model components and describe our approach and development strategy for emulating consumer, investor, and business confidence. The model of confidence is explored within the context of economic disruptions, such as those resulting from disasters or terrorist events.

Climate change effects on agriculture: Economic responses to biophysical shocks

Agricultural production is sensitive to weather and will thus be directly affected by climate change. Plausible estimates of these climate change impacts require combined use of climate, crop, and economic models. Results from previous studies vary substantially due to differences in models, scenarios, and data. This paper is part of a collective effort to systematically integrate these three types of models. We focus on the economic component of the assessment, investigating how nine global economic models of agriculture represent endogenous responses to seven standardized climate change scenarios produced by two climate and five crop models. These responses include adjustments in yields, area, consumption, and international trade. We apply biophysical shocks derived from the IPCCs Representative Concentration Pathway that result in end-of-century radiative forcing of 8.5 watts per square meter. The mean biophysical impact on crop yield with no incremental CO2 fertilization is a 17 percent reduction globally by 2050 relative to a scenario with unchanging climate. Endogenous economic responses reduce yield loss to 11 percent, increase area of major crops by 12 percent, and reduce consumption by 2 percent. Agricultural production, cropland area, trade, and prices show the greatest degree of variability in response to climate change, and consumption the lowest. The sources of these differences includes model structure and specification; in particular, model assumptions about ease of land use conversion, intensification, and trade. This study identifies where models disagree on the relative responses to climate shocks and highlights research activities needed to improve the representation of agricultural adaptation responses to climate change.

Since China adopted an open door policy in 1978, its economy has grown rapidly. Between 1980 and 1993, China`s real GNP growth averaged 9.4 percent per year. Economists at the Chinese Academy of Social Sciences forecast that GNP will increase by 11.5 percent in 1994. During the rest of the decade, the Chinese government plans to reduce its annual GNP growth rate to 8-9 percent. During the 2001-2010 period, the economic growth rate is projected to decline to 6.5 percent per year. Table 1 compares China`s economic growth to other Asia-Pacific Economies, and includes projections to 2010. During the 1980s, China`s GDP growth rate was only second to that of South Korea. In the 1990`s, China is projected to have the highest economic growth in the Asia-Pacific region. China`s rapid economic growth is due to dramatic increases in the effective labor supply and effective capital stock. For the remainder of the 1990s, the effective labor supply should continue to increase rapidly because: (1) Chinese state enterprises are over-staffed and labor system reforms will move millions of these workers into more productive activities; (2) reforms in the wage system will provide increased incentives to work harder; (3) relaxation of migration controls from rural to urban areas will cause nominal labor in the industrial sector to accelerate; (4) differentials in personal income will increase and develop peer pressure on workers to work harder and earn more money; and (5) at China`s low personal income level, Chinese people are willing to trade leisure for more income as wages increase.

The paper reviews the current and emerging technology for the conversion of natural gas into methanol and assesses its impact on the production economics. Technologies of potential use for offshore developments of large gas reserves or associated gas are discussed. New technologies for the production of methanol synthesis-gas, such as autothermal reforming and GHR technology, are described and the economic advantages over conventional steam reforming are quantified. New methanol synthesis technology, such as slurry phase reactors, are outlined but appear to offer little advantage over conventional technology for offshore gas utilization. The purification of methanol for fuel and chemical grade product is outlined and the cost of transport presented. The data presented gives an overview of the production costs for production of methanol from large gas reserves (> 1Tcf, 25--35PJ/a) and smaller scale reserves (10--20MMscfd, 4--10PJ/a). The variation of the production cost of methanol with gas price indicates that the gas price is the principal economic consideration. However, adoption of new technology will improve production economics by an amount equivalent to an incremental gas cost of about $0.5/GJ. For gas reserves of low development cost, the adoption of new technology is not a prerequisite to economic viability.
