    We report here the results of an experiment at the Accelerator Test Facility at Brookhaven National Laboratory to search for the production of visible radiation from the Smith-Purcell effect using a 3 MeV electron beam. After running the experiment under a variety of conditions we were unable to isolate a definite signal from Smith-Parcell effect. Any Smith-Purcell signal present in the measured radiation was less than 10% of the background signal.

    In the depths of the cold war there were few places where it was possible, let alone acceptable, to discuss global problems and their solution. Erice provided such a venue. Prof. Zichichi built it by inviting friends of international statue to visit Erice to discuss fundamental problems in science, technology, and society. Gradually the discussions were broadened to the more sensitive issues of global war and its consequences, which ranged from strategic forces and their stability to missile defenses and their impacts. Erice was one of the few places that these problems and their possible solutions could be discussed in a dispassionate and productive manner. Much of the reason these discussions remained objective and productive was Prof. Zichichi's 'gentle' prodding of participants towards a useful solution that all could accept. All was not deadly serious. I often accompanied Dr. Teller to the meetings, which he enjoyed enormously because they recalled the free-wheeling discussions he participated in when quantum physics was in its infancy. It was also pleasant to see him interact with Prof. Lee, who still gave Dr. Teller the deference due his old professor, and Dr. Garwin, who had worked with Dr. Teller in Los Alamos. By the end of the cold war Erice was recognized as a valuable site for such discussions. Perhaps for that reason, when the transfer of power in the Soviet Union evolved into an attempted coup, President Yeltsin sent a large contingent of scientists in his own plane to participate in the Erice seminar. It soon appeared that this contingent was not chosen randomly, but might contain many of the scientists who knew their missile launch codes. Despite their senior status, they quickly proved themselves to be competent scientists and enthusiastic participants. A by product to that interaction developed the following year when the Russian economy faltered and its science needed external support lest nuclear scientists leave Russia. U.S. scientific contingents formed by State and Commerce for extended fact finding tours to Russia were hosted by many the same people who had come to Erice during the attempted coup. We found that they were the heads of critical design bureaus, but they freely discussed proposed military and civil projects. The teams negotiated projects for cooperation in science and technology that could have been of great benefit to both countries had they been accepted by U.S. administrations. By that time there were a number of venues for discussion and a large number of groups visiting Russia, so one might think the possibility for contributions by Erice might be diminished. But most of the groups that visited Russia left little behind, particularly in the critical area of energy. That left Erice an important role for the interchange of information on the development of an energy infrastructure that respected the environment. In those discussions western scientists collaborated with Russian scientists like Academicians Velikhov and Fortov, who had often been on opposite the side of earlier debates, in developing the architecture of Russia's energy infrastructure. Discussions have turned cold again. One can say that the chill is due to geopolitical factors or military actions, but much appears to be due to lack of communication. Discussions of strategic missiles revive the arguments of the 1960s, and discussions of missile defense ignore the insights developed in Erice in the 1980s and 1990s. Discussion has sunk to levels not seen since the depths of the cold war. In the areas of science, energy, and military much could be gained by resuming those earlier dialogues. While there are now other venues for holding such discussions, none has the scope and record Erice achieved under Prof. Zichichi in its prime. It may be time for Erice to resume the unique service it performed in previous decades. It could be important for it to do so.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste.     In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of the nine potentially acceptable sites for mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories.     The Nuclear Waste Policy Act of 1982 (42 USC sections 10101-10226) requires the environmental assessment of a proposed site to include a statement of the basis for nominating a site as suitable for characterization. Volume 2 provides a detailed statement evaluating the site suitability of the Deaf Smith County Site under DOE siting guidelines, as well as a comparison of the Deaf Smith County Site to the other sites under consideration. The evaluation of the Deaf Smith County Site is based on the impacts associated with the reference repository design, but the evaluation will not change if based on the Mission Plan repository concept. The second part of this document compares the Deaf Smith County Site to Davis Canyon, Hanford, Richton Dome and Yucca Mountain. This comparison is required under DOE guidelines and is not intended to directly support subsequent recommendation of three sites for characterization as candidate sites. 259 refs., 29 figs., 66 refs. U.S. companies participating in this evaluation project received funding from the American Recovery and Reinvestment Act to cover part of the cost of purchasing these vehicles. Through this project, Smith Electric Vehicles is building and deploying 500 all-electric medium-duty trucks that will be deployed by a variety of companies in diverse climates across the country.

    Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate.     In this paper it is shown that Smith (2008) used inappropriate and inconsistent formulations in averaging various quantities over the entire surface of the Earth considered as a sphere. Using two instances of averaging procedures as customarily applied in studies on turbulence, it is shown that Smith's formulations are highly awkward. Furthermore, Smith's discussion of the infrared absorption in the atmosphere is scrutinized and evaluated. It is shown that his attempt to refute the criticism of Gerlich and Tscheuschner (2007, 2009) on the so-called greenhouse effect is rather fruitless.

    The sandstones in the Brushy Basin Member of the Morrison Formation (Jurassic) are the ore-bearing horizons of the eastern Smith Lake area. The Brushy Basin Member in this district consists of three sandstones with interbedded mudstones. Only the lower two sandstones contain ore. The sandstones are fine to coarse grained, well rounded, and arkosic, representing continental stream sediments. The lower sandstone contains rollfront ore. The redox interface is laterally extensive and well defined, extending at least 7 mi (11 km) west of the Bluewater fault zone. The ore generally occurs at the redox boundary but occasionally will be up to 1500 ft (450 m) updip. Limonitic alteration, where present, is downdip from the hematitic zone and is 100-1,500 ft (30 to 450 m) wide. The middle sandstone contains both trend ore and roll-front ore. The trend ore occurs downdip from the redox front in unoxidized ground. The redox front in the middle sand is also laterally extensive but displays a wedge shape, rather than a C shape. The clay assemblages of the two types of ore are different: the trend ore occurs in sands with the pore spaces filled with kaolinite; the roll-front ore is associated with altered illite-montmorillonite as grain coatings. Hematitic alteration is asociated with the latter. A second stage of kaolinite coats the illite-montmorillonite. Two periods of mineralization are suggested, but no absolute dates are known. The trend ore is the oldest (Jurassic) and is similar to the ore found in unoxidized ground elsewhere in the Grants region. The rollfront ore could be Laramide or post-Laramide because of its association with local Laramide structures.

    Recent observations suggest that some high-velocity clouds may be confined by massive dark matter halos. In particular, the proximity and proposed dark matter content of the Smith Cloud make it a tempting target for the indirect detection of dark matter annihilation. We argue that the Smith Cloud may be a better target than some Milky Way dwarf spheroidal satellite galaxies and use gamma-ray observations from the Fermi Large Area Telescope to search for a dark matter annihilation signal. No significant gamma-ray excess is found coincident with the Smith Cloud, and we set strong limits on the dark matter annihilation cross section assuming a spatially-extended dark matter profile consistent with dynamical modeling of the Smith Cloud. Notably, these limits exclude the canonical thermal relic cross section ($\\sim 3\\times10^{-26}{\\rm cm}^{3}{\\rm s}^{-1}$) for dark matter masses $\\lesssim 30$ GeV annihilating via the $b \\bar b$ or $\\tau^{+}\\tau^{-}$ channels for certain assumptions of the dark matter density profile; however, uncertainties in the dark matter content of the Smith Cloud may significantly weaken these constraints.

    We describe work on the design of a diffraction grating which we intend to use for studying the production of Smith-Purcell radiation and the acceleration of electrons. We have developed computer codes based on the solution of the appropriate Maxwell's equations. A specific grating profile is given which is feasible to construct and which supports enhanced surface accelerating modes. We examine the possibility of using the Smith-Purcell effect to make a beam position monitor. 13 refs., 10 figs., 2 tabs.

    It is demonstrated that the infrared renormalon calculus indicates that the QCD theoretical expressions for the Gross-Llewelln Smith sum rules and for the Bjorken polarized and unpolarized ones contain an identical negative twist-4 1/Q^2 correction. This observation is supported by the consideration of the results of calculations of the corresponding twist-4 matrix elements. Together with the indication of the similarity of perturbative QCD corrections to these three sum rules, this observation leads to simple new theoretical relations between the Gross-Llewellyn Smith and Bjorken polarized and unpolarized sum rules in the energy region $Q^2\\geq 1 GeV^2$. The validity of this relation is checked using concrete experimental data for the Gross-Llewellyn Smith and Bjorken polarized sum rules

    Previous researchers have developed correlations between oxide electronegativity and oxide basicity. The present paper revises those correlations using a newer method of calculating electronegativity of the oxygen anion. Basicity is expressed using the Smith {alpha} parameter scale. A linear relation was found between the oxide electronegativity and the Smith {alpha} parameter, with an R{sup 2} of 0.92. An example application of this new correlation to the durability of high-level nuclear waste glass is demonstrated. The durability of waste glass was found to be directly proportional to the quantity and basicity of the oxides of tetrahedrally coordinated network forming ions.

    Advanced accelerators for fourth generation light sources based on high brightness linacs or laser-driven wakefield accelerators will operate with intense, highly relativistic electron bunches that are only a few fs long. Diagnostic techniques for the determination of temporal profile of such bunches are required to be non invasive, single shot, economic and with the required resolution in the fs regime. The use of a radiative process such as coherent Smith-Purcell radiation (SPR), is particularly promising with this respect. In this technique the beam is made to radiate a small amount of electromagnetic radiation and the temporal profile is reconstructed from the measured spectral distribution of the radiation. We summarise the advantages of SPR and present the design parameters and preliminary results of the experiments at the FACET facility at SLAC. We also discuss a new approach to the problem of the recovery of the 'missing phase', which is essential for the accurate reconstruction of the temporal bunch profile.

    A dielectric loaded rectangular grating for Smith-Purcell devices is proposed in this paper. Regarding the electron beam as a moving plasma dielectric, a three dimensional (3D) linear theory of beam-wave interaction is developed. The first and second order growth rates are calculated, which are obtained by expanding hot dispersion equation at synchronous point. The results show that the cutoff frequency is affected by grating width. The dispersion curve becomes flatter and shifts towards lower frequency by loading dielectric in grooves. The simulation results, which are obtained by a 3D particle-in-cell code, are in good agreement with theoretical calculations. Compared the first and second order growth rate, it shows that the discrepancy is large when beam parameters are selected with high values. In this case, it is necessary to apply the second order growth rate, which can accurately describe the process of beam-wave interaction.

    Results of a hydrogeochemical and stream sediment reconnaissance of the Philip Smith Mountains NTMS quadrangle, Alaska are presented. In addition to this abbreviated data release, more complete data are available to the public in machine-readable form. In this data release are location data, field analyses, and laboratory analyses of several different sample media. For the sake of brevity, many field site observations have not been included in this volume. These data are, however, available on the magnetic tape. Appendices A and B describe the sample media and summarize the analytical results for each medium. The data were subsetted by one of the Los Alamos National Laboratory (LANL) sorting programs into groups of stream sediment and lake sediment samples. For each group which contains a sufficient number of observations, statistical tables, tables of raw data, and 1:1000000 scale maps of pertinent elements have been included in this report.

    The Smith Cloud is a massive system of metal-poor neutral and ionized gas (M{sub gas} approx> 2 x 10{sup 6} M{sub sun}) that is presently moving at high velocity (V{sub GSR}approx 300 km s{sup -1}) with respect to the Galaxy at a distance of 12 kpc from the Sun. The kinematics of the cloud's cometary tail indicates that the gas is in the process of accretion onto the Galaxy, as first discussed by Lockman et al. Here, we re-investigate the cloud's orbit by considering the possibility that the cloud is confined by a dark matter halo. This is required for the cloud to survive its passage through the Galactic corona. We consider three possible models for the dark matter halo (Navarro-Frenk-White (NFW), Einasto, and Burkert) including the effects of tidal disruption and ram pressure stripping during the cloud's infall onto and passage through the Galactic disk. For the NFW and Einasto dark matter models, we are able to determine reasonable initial conditions for the Smith Cloud, although this is only marginally possible with the Burkert model. For all three models, the progenitor had an initial (gas+dark matter) mass that was an order-of-magnitude higher than inferred today. In agreement with Lockman et al., the cloud appears to have punched through the disk approx70 Myr ago. For our most successful models, the baryon-to-dark matter ratio is fairly constant during an orbital period but drops by a factor of 2-5 after transiting the disk. The cloud appears to have only marginally survived its transit and is unlikely to retain its integrity during the next transit approx 30 Myr from now.

  15. Final Report - Conservation & Renewable Energy Potential Study For Smith River Rancheria

    In January 2006 the Smith River Rancheria (SRR), located in Smith River, California, contracted with the team of Strategic Energy Solutions (SES) and Evergreen NRG to conduct a study for the community. The objective of the study was to identify renewable generation opportunities that would facilitate Rancheria energy independence through SRR owned and operated power projects. These generation facilities were to be located either on or near the reservation. Specifically, the Rancheria was interested in the viability of generating electric power using biomass and wind fuel resources. Initial research identified that a very small portion of the community's energy could be offset by renewable energy generation due to the low solar resource in this area, and the lack of significant wind or biomass resources on or near reservation land. Some larger projects were identified which offered little or no benefit to the Rancheria. As a result, the scope of this study was changed in October 2006 to focus on energy efficiency opportunities for key reservation facilities, with a continued analysis of smaller renewable energy opportunities within reservation boundaries. The consulting team initially performed a resource analysis for biomass and solar generation opportunities in the region of the Rancheria. It was quickly concluded that none of these options would yield renewable power for the Rancheria at costs competitive with current utility sources, and that any larger installations would require substantial funding that may not be available. Having made these conclusions early on, the study effort was redirected and the team investigated each of the major Rancheria buildings to look for solar, wind and conservation opportunities. The buildings were audited for energy use and the roof areas were examined for exposure of solar radiation. Wind resources were also investigated to determine if smaller wind turbines would offer power generation at a reasonable cost.
