    In the depths of the cold war there were few places where it was possible, let alone acceptable, to discuss global problems and their solution. Erice provided such a venue. Prof. Zichichi built it by inviting friends of international statue to visit Erice to discuss fundamental problems in science, technology, and society. Gradually the discussions were broadened to the more sensitive issues of global war and its consequences, which ranged from strategic forces and their stability to missile defenses and their impacts. Erice was one of the few places that these problems and their possible solutions could be discussed in a dispassionate and productive manner. Much of the reason these discussions remained objective and productive was Prof. Zichichi's 'gentle' prodding of participants towards a useful solution that all could accept. All was not deadly serious. I often accompanied Dr. Teller to the meetings, which he enjoyed enormously because they recalled the free-wheeling discussions he participated in when quantum physics was in its infancy. It was also pleasant to see him interact with Prof. Lee, who still gave Dr. Teller the deference due his old professor, and Dr. Garwin, who had worked with Dr. Teller in Los Alamos. By the end of the cold war Erice was recognized as a valuable site for such discussions. Perhaps for that reason, when the transfer of power in the Soviet Union evolved into an attempted coup, President Yeltsin sent a large contingent of scientists in his own plane to participate in the Erice seminar. It soon appeared that this contingent was not chosen randomly, but might contain many of the scientists who knew their missile launch codes. Despite their senior status, they quickly proved themselves to be competent scientists and enthusiastic participants. A by product to that interaction developed the following year when the Russian economy faltered and its science needed external support lest nuclear scientists leave Russia. U.S. scientific contingents formed by State and Commerce for extended fact finding tours to Russia were hosted by many the same people who had come to Erice during the attempted coup. We found that they were the heads of critical design bureaus, but they freely discussed proposed military and civil projects. The teams negotiated projects for cooperation in science and technology that could have been of great benefit to both countries had they been accepted by U.S. administrations. By that time there were a number of venues for discussion and a large number of groups visiting Russia, so one might think the possibility for contributions by Erice might be diminished. But most of the groups that visited Russia left little behind, particularly in the critical area of energy. That left Erice an important role for the interchange of information on the development of an energy infrastructure that respected the environment. In those discussions western scientists collaborated with Russian scientists like Academicians Velikhov and Fortov, who had often been on opposite the side of earlier debates, in developing the architecture of Russia's energy infrastructure. Discussions have turned cold again. One can say that the chill is due to geopolitical factors or military actions, but much appears to be due to lack of communication. Discussions of strategic missiles revive the arguments of the 1960s, and discussions of missile defense ignore the insights developed in Erice in the 1980s and 1990s. Discussion has sunk to levels not seen since the depths of the cold war. In the areas of science, energy, and military much could be gained by resuming those earlier dialogues. While there are now other venues for holding such discussions, none has the scope and record Erice achieved under Prof. Zichichi in its prime. It may be time for Erice to resume the unique service it performed in previous decades. It could be important for it to do so.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of the nine potentially acceptable sites for mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines.

    The Nuclear Waste Policy Act of 1982 (42 USC sections 10101-10226) requires the environmental assessment of a proposed site to include a statement of the basis for nominating a site as suitable for characterization. Volume 2 provides a detailed statement evaluating the site suitability of the Deaf Smith County Site under DOE siting guidelines, as well as a comparison of the Deaf Smith County Site to the other sites under consideration. The evaluation of the Deaf Smith County Site is based on the impacts associated with the reference repository design, but the evaluation will not change if based on the Mission Plan repository concept. The second part of this document compares the Deaf Smith County Site to Davis Canyon, Hanford, Richton Dome and Yucca Mountain. This comparison is required under DOE guidelines and is not intended to directly support subsequent recommendation of three sites for characterization as candidate sites. 259 refs., 29 figs., 66 refs.     Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate.     A detailed energy assessment was performed by a team of engineers from Pacific Northwest National Laboratory (PNNL) under contract to the Department of Energy/Federal Energy Management program (FEMP). The effort used the Facility Energy Decision System (FEDS) model to determine how energy is consumed at Camp Smith, identify the most cost-effective energy retrofit measures, and calculate the potential energy and cost savings. This report documents the results of that assessment.

    A dielectric loaded rectangular grating for Smith-Purcell devices is proposed in this paper. Regarding the electron beam as a moving plasma dielectric, a three dimensional (3D) linear theory of beam-wave interaction is developed. The first and second order growth rates are calculated, which are obtained by expanding hot dispersion equation at synchronous point. The results show that the cutoff frequency is affected by grating width. The dispersion curve becomes flatter and shifts towards lower frequency by loading dielectric in grooves. The simulation results, which are obtained by a 3D particle-in-cell code, are in good agreement with theoretical calculations. Compared the first and second order growth rate, it shows that the discrepancy is large when beam parameters are selected with high values. In this case, it is necessary to apply the second order growth rate, which can accurately describe the process of beam-wave interaction.

    Results of a hydrogeochemical and stream sediment reconnaissance of the Philip Smith Mountains NTMS quadrangle, Alaska are presented. In addition to this abbreviated data release, more complete data are available to the public in machine-readable form. In this data release are location data, field analyses, and laboratory analyses of several different sample media. For the sake of brevity, many field site observations have not been included in this volume. These data are, however, available on the magnetic tape. Appendices A and B describe the sample media and summarize the analytical results for each medium. The data were subsetted by one of the Los Alamos National Laboratory (LANL) sorting programs into groups of stream sediment and lake sediment samples. For each group which contains a sufficient number of observations, statistical tables, tables of raw data, and 1:1000000 scale maps of pertinent elements have been included in this report.

    Inspired by Adam Smith and Friedrich Hayek, many economists have postulated the existence of invisible forces that drive economic markets. These market forces interact in complex ways making it difficult to visualize or understand the interactions in every detail. Here I show how these forces can transcend a zero-sum game and become a win-win business interaction, thanks to emergent social synergies triggered by division of labor. Computer simulations with the model Sociodynamica show here the detailed dynamics underlying this phenomenon in a simple virtual economy. In these simulations, independent agents act in an economy exploiting and trading two different goods in a heterogeneous environment. All and each of the various forces and individuals were tracked continuously, allowing to unveil a synergistic effect on economic output produced by the division of labor between agents.     In January 2006 the Smith River Rancheria (SRR), located in Smith River, California, contracted with the team of Strategic Energy Solutions (SES) and Evergreen NRG to conduct a study for the community. The objective of the study was to identify renewable generation opportunities that would facilitate Rancheria energy independence through SRR owned and operated power projects. These generation facilities were to be located either on or near the reservation. Specifically, the Rancheria was interested in the viability of generating electric power using biomass and wind fuel resources. Initial research identified that a very small portion of the community's energy could be offset by renewable energy generation due to the low solar resource in this area, and the lack of significant wind or biomass resources on or near reservation land. Some larger projects were identified which offered little or no benefit to the Rancheria. As a result, the scope of this study was changed in October 2006 to focus on energy efficiency opportunities for key reservation facilities, with a continued analysis of smaller renewable energy opportunities within reservation boundaries. The consulting team initially performed a resource analysis for biomass and solar generation opportunities in the region of the Rancheria. It was quickly concluded that none of these options would yield renewable power for the Rancheria at costs competitive with current utility sources, and that any larger installations would require substantial funding that may not be available. Having made these conclusions early on, the study effort was redirected and the team investigated each of the major Rancheria buildings to look for solar, wind and conservation opportunities. The buildings were audited for energy use and the roof areas were examined for exposure of solar radiation. Wind resources were also investigated to determine if smaller wind turbines would offer power generation at a reasonable cost.

    This site study plan describes transportation field studies to be conducted during the characterization of the Deaf Smith County, Texas, site for the US Department of Energy's Salt Repository Project. The studies are needed to identify and assess potential project impacts to transportation infrastructure and systems in the project vicinity and along potential transportation routes to the site across the State of Texas. The studies are also needed to locate and design project transportation facilities, and to evaluate and design impact mitigation. After identifying the transportation information requirements needed to comply with Federal, State, and local regulations and repository program requirements, the site study plan describes the study design and rationale, the field data collection procedures and equipment, the data analysis methods and application of results, the data management strategy, the schedule of field activities, the management of the study, and the study's quality assurance program. The field data collection activities are organized into programs for the characterization of site vicinity rail corridors and highway corridors, characterization of alternative statewide transportation routes, monitoring of site characterization effects on transportation, characterization of aircraft overflight patterns and hazardous material transportation patterns, and assessment of emergency response preparedness along alternative statewide transportation routes. 34 refs., 10 figs., 2 tabs.

    This report presents the results of mineralogic and petrographic analyses performed on five samples of clay-rich rock from salt-bearing Permian strata sampled by drill core from G. Friemel No. 1 Well, Deaf Smith County, Texas. Five samples of clay-rich rock from depths of about 2457, 2458, 2521, 2548, and 2568 feet were analyzed to determine the amounts of soluble phase (halite) and the amounts and mineralogy of the insoluble phases. The amounts of halite found were 59, 79, 47, 40, and 4 weight percent, respectively, for the samples. The insoluble minerals are predominately clay (20 to 60 volume percent) and anhydrite (up to 17 volume percent), with minor (about 1.0%) and trace amounts of quartz, dolomite, muscovite, and gypsum. The clays include illite, chlorite, and interstratified chlorite-smectite. The results presented in this petrographic report are descriptive, uninterpreted data. 2 references, 7 tables.

    Although the biogeochemical processes underlying in situ bioremediation technologies are increasingly well understood, field-scale heterogeneity (both physical and biogeochemical) remains a major obstacle to successful field-scale implementation. In particular, slow release of contamination from low-permeability regions (primarily by diffusive/dispersive mass transfer) can hinder the effectiveness of remediation. The research described in this report was conducted in conjunction with a project entitled “In Situ Immobilization of Uranium in Structured Porous Media via Biomineralization at the Fracture/Matrix Interface”, which was funded through the Field Research element of the former NABIR Program (now the Environmental Remediation Sciences Program) within the Office of Biological and Environmental Research. Dr. Timothy Scheibe (Pacific Northwest National Laboratory) was the overall PI/PD for the project, which included Scott Brooks (Oak Ridge National Laboratory) and Eric Roden (formerly at The University of Alabama, now at the University of Wisconsin) as separately-funded co-PIs. The overall goal of the project was to evaluate strategies that target bioremediation at interfaces between high- and low-permeability regions of an aquifer in order to minimize the rate of contaminant transfer into high-permeability/high fluid flow zones. The research was conducted at the Area 2 site of the Field Research Center (FRC) at Oak Ridge National Laboratory (ORNL). Area 2 is a shallow pathway for migration of contaminated groundwater to seeps in the upper reach of Bear Creek at ORNL, mainly through a ca. 1 m thick layer of gravel located 4-5 m below the ground surface. Hydrological tracer studies indicate that the gravel layer receives input of uranium from both upstream sources and from diffusive mass transfer out of highly contaminated fill and saprolite materials above and below the gravel layer. We sought to test the hypothesis that injection of electron donor into this layer would induce formation of a redox barrier in the less conductive materials above and below the gravel, resulting in decreased mass transfer of uranium out these materials and attendant declines in groundwater U(VI) concentration. Details regarding the planning, execution, and results of the in situ biostimulation experiment will be provided in separate peer-reviewed publications by the project PIs and colleagues. This report summarizes research activities conducted at The University of Alabama (2002-2005) and the University of Wisconsin (2005-2007) in support of the field experiment, which included (1) chemical and microbiological characterization of sediment cores from Area 2; (2) sediment slurry experiments with Area 2 materials which evaluated the biogeochemical response to ethanol amendment and the potential for U(VI) reduction; (3) analysis of the response of groundwater microbial communities to in situ biostimulation. In addition, biogeochemical reaction models of microbial metabolism in ethanol-stimulated sediments, developed based on sediment slurry experiments, are described.

    We consider the radiation from an electron in flight over a surface wave of an arbitrary profile excited in a plane interface. For an electron bunch the conditions are specified under which the overall radiation essentially exceeds the incoherent part. It is shown that the radiation from the bunch with asymmetric density distribution of electrons in the longitudinal direction is partially coherent for waves with wavelengths much shorter than the characteristic longitudinal size of the bunch.
