    An antitrust suit against 90 Georgia electric utilities, charging that their monopoly of retail electricity sales should not preclude cogenerators and small power producers from selling surplus power to utilities elsewhere on the network, could set a national precedent allowing cogenerators to shop around for the best buy-back rate. Greensboro Lumber Co. charges that the utilities' refusal to wheel cogenerated power to potential purchasers represents a restraint of trade. The lumber company contends that cogenerators should sell to the wholesale market, where utilities have no state-granted monopoly. Attorneys for the two sides are unsure of the immediate outcome, but predict that antitrust action or threatened action could give cogenerators unfair leverage.

  17. Who Will More Likely Buy PHEV: A Detailed Market Segmentation Analysis

    Understanding the diverse PHEV purchase behaviors among prospective new car buyers is key for designing efficient and effective policies for promoting new energy vehicle technologies. The ORNL MA3T model developed for the U.S. Department of Energy is described and used to project PHEV purchase probabilities by different consumers. MA3T disaggregates the U.S. household vehicle market into 1458 consumer segments based on region, residential area, driver type, technology attitude, home charging availability and work charging availability and is calibrated to the EIA s Annual Energy Outlook. Simulation results from MA3T are used to identify the more likely PHEV buyers and provide explanations. It is observed that consumers who have home charging, drive more frequently and live in urban area are more likely to buy a PHEV. Early adopters are projected to be more likely PHEV buyers in the early market, but the PHEV purchase probability by the late majority consumer can increase over time when PHEV gradually becomes a familiar product.     Beginning in April 1992, Pacific Northwest utilities, the Bonneville Power Administration, and eighteen manufactured home (HUD-code) builders undertook a large-scale experiment. Manufacturers were paid acquisition payments (initially $2,500/home) to install better insulation and windows in new electrically-heated homes. This resulted in homes 60% more efficient than HUD regulations dictated. Initial production projections of 10,000 homes per year were easily exceeded, with 94% of the manufactured homes (55,000) built to these standards during the 3.5 year program. During the Manufactured Housing Acquisition Program (MAP), production and on-site installation standards improved significantly. Manufactured homes made inroads into new construction markets, accounting for about 30% of regional production of new housing and competing with low- to mid-priced site-built homes in some areas. The market was transformed. Or was it? Two years have passed since the incentives stopped and the participating manufacturers were left to fend for themselves. Since MAP ended, production of homes built to the higher BPA Super Good Cents (SGC) energy efficiency standards has dropped throughout the region. The state energy offices (SEOs) have maintained an SGC inspection and certification program for which manufacturers pay $30/home, which has helped energy-efficient manufactured homes retain market share in some localities. However, where local codes do not require strict levels of energy efficiency for new homes, saturation of energy-efficient manufactured homes has declined dramatically. This paper examines factors affecting market transformation since the cessation of direct incentives, including fuel choice issues and the effects of state codes on production, infrastructure and sitting levels.

    On December 12, 2005, the reference case projections from Annual Energy Outlook 2006 (AEO 2006) were posted on the Energy Information Administration's (EIA) web site. We at LBNL have in the past compared the EIA's reference case long-term natural gas price forecasts from the AEO series to contemporaneous natural gas prices that can be locked in through the forward market. The goal is better understanding fuel price risk and the role that renewables play in mitigating such risk. As such, we were curious to see how the latest AEO gas price forecast compares to the NYMEX natural gas futures strip. Below is a discussion of our findings. As a refresher, our past work in this area has found that over the past five years, forward natural gas contracts (with prices that can be locked in--.g., gas futures, swaps, and physical supply) have traded at a premium relative to contemporaneous long-term reference case gas price forecasts from the EIA. As such, we have concluded that, over the past five years at least, levelized cost comparisons of fixed-price renewable generation with variable price gas-fired generation have yielded results that are ''biased'' in favor of gas-fired generation, presuming that long-term price stability is valued. In this article we update our past analysis to include the latest long-term gas price forecast from the EIA, as contained in AEO 2006. For the sake of brevity, we do not rehash information (on methodology, potential explanations for the premiums, etc.) contained in our earlier reports on this topic. As was the case in the past five AEO releases (AEO 2001-AEO 2005), we once again find that the AEO 2006 reference case gas price forecast falls well below where NYMEX natural gas futures contracts were trading at the time the EIA finalized its gas price forecast. In fact, the NYMEX-AEO 2006 reference case comparison yields by far the largest premium--$2.3/MMBtu levelized over five years--that we have seen over the last six years. In other words

    Due to its low density, good structural characteristics, excellent fabrication properties, and attractive appearance, aluminum metal and its alloys continue to be widely utilized. The transportation industry continues to be the largest consumer of aluminum products, with aerospace as the principal driver for this use. Boeing has long been the largest single company consumer of heat-treated aluminum in the U.S. The extensive use of aluminum to build aircraft and launch vehicles has been sustained, despite the growing reliance on more structurally efficient carbon fiber reinforced composite materials. The trend in the aerospace industry over the past several decades has been to rely extensively on large, complex, thin-walled, monolithic machined structural components, which are fabricated from heavy billets and thick plate using high speed machining. The use of these high buy-to-fly ratio starting product forms, while currently cost effective, is energy inefficient, with a high environmental impact. The widespread implementation of Solid State Joining (SSJ) technologies, to produce lower buy-to-fly ratio starting forms, tailored to each specific application, offers the potential for a more sustainable manufacturing strategy, which would consume less energy, require less material, and reduce material and manufacturing costs. One objective of this project was to project the energy benefits of using SSJ techniques to produce high-performance aluminum structures if implemented in the production of the world fleet of commercial aircraft. A further objective was to produce an energy consumption prediction model, capable of calculating the total energy consumption, solid waste burden, acidification potential, and CO2 burden in producing a starting product form - whether by conventional or SSJ processes - and machining that to a final part configuration. The model needed to be capable of computing and comparing, on an individual part/geometry basis, multiple possible

    As seen from the perspective of global E3-modelling (= environment-economy-energy), the sectors of energy and of agriculture are double players situated in a field of tension: both exhibit growing emissions--but both also exhibit reduction potentials for CO{sub 2}, if areas are used for growth of biomass energy carriers. On the one hand, meeting food demand requires increasing agricultural land use in some regions, on the other hand in other regions, an important input of fossil fuels buys higher efficiency levels. In the First World, newly set-aside land can be used for biomass energy production. Before envisaging global strategies for CO{sub 2} emission reductions and more specifically for an enhanced use of biomass for energy, the present boundary conditions of the global energy and agricultural systems have to be analyzed. In a second step, a likely future development has to be contrasted with the desirable increase of bioenergy.

    This article describes how the organization of the electric energy sector in Argentina has changed dramatically from a sector in which state-owned companies worked under a central planning to one in which private companies make their own decisions. The way that the electrical system used to work can be shown by these statements: demand growth estimated by central planning team; projects to be developed and the timetable determined by the same team; unit operations ruled by central dispatch, and under state-owned companies responsibility; integration with neighbor countries focused on physical projects, such as Salto Grande with Uruguay and Yacyreta with Paraguay. Today the electrical system works under these rules: the system has been vertically separated and the companies cannot be integrated; electric energy is considered as an ordinary wealth and the value that consumers give it is taken into account, (the distribution companies pay consumers a penalty for the energy that they cannot supply, the penalty is worth the economic damage consumers suffer due to its lack); producers have to compete for demand. They can sell in two ways: sell under private agreements or sell to the system. Both ways of selling compete with each other because the system buys giving priority to lower costs and, as a consequence, some of the producers do not sell at all.

    This report discusses energy consumption in the United States which rose slightly in 1992, reflecting partial recovery from the economic recession that prevailed during the previous year. Increases were registered in all major end use sectors with the largest occurring in the industrial sector. Energy consumed for transportation, which reflects improved passenger fleet efficiencies and a growing population as well as economic activity, returned to 1989--1990 levels. The United States depended on petroleum for 41 % of its energy supply. Imports of crude oil and petroleum products increased to compensate for decline in domestic production. Imports rose to 44% of supply. Because domestic production of natural gas was close to 1991`s, increased demand was accommodated by larger (16%) imports from Canada. Coal production was virtually unchanged from 1991 and thus well below 1990 production. Nonetheless coal supplied about one quarter of US energy needs, primarily for electrical generation. For the third year electricity transmitted by utilities departed from historic growth trends; it remained at 1991 levels. The Energy Policy Act of 1992 was signed into law in October. Among its many provisions, this act encourages independent power producers to compete with the utilities in wholesale production of electricity, streamlines the licensing of nuclear power plants, promotes the development of renewable energy sources through tax incentives, imposes efficiency standards on many manufacturing items, requires federal and private fleets to buy vehicles that run on alternative fuels, and requires the Secretary of Energy to develop a plan to decrease oil consumption, increase the use of renewable energy, improve conversion efficiencies, and limit the emission of greenhouse gases.

    A large solar thermal system installed at the Phoenix Federal Correctional Institution (FCI) in 1998 heats water for the prison and costs less than buying electricity to heat that water. This renewable energy system provides 70% of the facility's annual hot water needs. The Federal Bureau of Prisons did not incur the up-front cost of this system because it was financed through an Energy Savings Performance Contract (ESPC). The ESPC payments are 10% less than the energy savings so that the prison saves an average of $6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities. This publication details specifications of the parabolic trough solar system and highlights 5 years of measured performance data.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    The goal of this work is to create an integrated framework for forecasting the adoption of distributed energy resources (DER), both by electricity customers and by the various institutions within the industry itself, and for evaluating the effect of this adoption on the power system, particularly on the overall reliability and quality of electrical service to the end user. This effort and follow on contributions are intended to anticipate and explore possible patterns of DER deployment, thereby guiding technical work on microgrids towards the key technical problems. An early example of this process addressed is the question of possible DER adopting customer disconnection. A deployment scenario in which many customers disconnect from their distribution company (disco) entirely leads to a quite different set of technical problems than a scenario in which customers self generate a significant share or all of their on-site electricity requirements and additionally buy and sell energy and ancillary services (AS) locally and/or into wider markets. The exploratory work in this study suggests that the economics under which customers disconnect entirely are unlikely.
