    The purpose of the Caldwell Ranch Exploration and Confirmation Project was to drill, test, and confirm the present economic viability of the undeveloped geothermal reservoir in the 870 acre Caldwell Ranch area of the Northwest Geysers that included the CCPA No.1 steam field. All of the drilling, logging, and sampling challenges were met. � Three abandoned wells, Prati 5, Prati 14 and Prati 38 were re-opened and recompleted to nominal depths of 10,000 feet in 2010. Two of the wells required sidetracking. � The flow tests indicated Prati 5 Sidetrack 1 (P-5 St1), Prati 14 (P-14) and Prati 38 Sidetrack 2 (P-38 St2) were collectively capable of initially producing an equivalent of 12 megawatts (MWe) of steam using a conversion rate of 19,000 pounds of steam/hour

    On November 24, 2015, OHA denied a FOIA Appeal filed by Alan Butler of the Electronic Privacy Information Center from a determination issued to him by the DOE Office of Information Resources. In his Appeal, Mr. Butler challenged the OIR’s finding that the DOE had no documents responsive to its request for records “interpreting or addressing the collection, retention, dissemination, or sharing of electronic communications or metadata” under Executive Order 12333. Reviewing the scope of the DOE’s search for responsive records, OHA determined that a single responsive document existed: agency procedures adopted under that Executive Order, which are publicly available. While it found that OIR should have identified these procedures as responsive to Mr. Butler’s request, OHA found that the DOE’s search for responsive documents was otherwise reasonably calculated to uncover the sought materials. Therefore, OHA denied the Appeal.

    In response to a management request, an evaluation was made of possible hazardous working conditions at ARMCO Advanced Materials Corporation (SIC-3312), Butler, Pennsylvania. ARMCO produced primarily specialty steel products. An indirect method of electric heating was used at the facility to make steel. Concern was expressed about employee exposures to infrasound, electromagnetic radiation, and various dusts throughout the melt shop. The investigation was then expanded to include radiofrequency exposures at the Ultra-Rapid Annealing (URA) furnace located in the Strip Coating and Silicon Anneal Building (SCSAB). Air samples analyzed indicated that the recommended levels were being exceeded for chromium (7440473), manganese (7439965) and lead (7439921). Radiofrequency radiation measurements at the URA furnace and the visible radiation levels near the electric arc furnaces in the melt shops exceeded the appropriate evaluation criteria. The authors conclude that health hazards existed during the survey from excessive airborne levels of hexavalent chromium, manganese, and lead, high levels of optical radiation near the electric arc furnaces, and radiofrequency radiation at the URA furnace. The authors recommended measures to lower these exposures and suggested the institution of medical and environmental surveillance programs.

    In response to an employee request, an investigation was begun into possible exposures to paint, paint thinners, and Freon at the Magnetics Division of Spang and Company (SIC-3679), Butler, Pennsylvania. The division employed about 450 people and manufactured two types of magnetic cores used in a variety of electronic devices. Workers in the Tape Core Paint Room had experienced light headedness or fainted episodes. Only one sample contained measurable levels of 2-ethoxyethyl-acetate (111159) but the level was 0.25 parts per million (ppm), one half of the NIOSH recommended exposure limit for full shift time weighted average exposure. Methylene-chloride (75092) was detected in all but one of the air samples with levels ranging up to 35ppm. One personal breathing zone sample had a lead (7439921) concentration of 36 micrograms/cubic meter (microg/m3) which exceeded the OSHA action level for lead of 30 microg/m3. The paint booth exhaust systems appeared to be operating efficiently and there were good work practices among the painters. The authors conclude that workers were exposed to methylene-chloride, considered by NIOSH to be a potential occupational carcinogen. Exposures to lead and 2-ethoxyethyl-acetate may exceed the evaluation criteria. Some workers may experience symptoms when working near solvents and paints, even though the measured exposures were below the permissible exposure limits. The authors recommend that efforts be made to reduce exposures in the paint room.

    Correlation and depositional environments of the Upper Devonian-Lower Mississippian Price-Rockwell delta complex are well understood for units along the outcrop belt in eastern West Virginia. However, the correlation of these units with the sequence of subsurface driller's sandstones is poorly known. Furthermore, little is known concerning the relationships of the well-developed Lower Mississippian hydrocarbon-bearing strata of southern West Virginia with equivalent units to the north. Regional analysis of over 700 gamma-ray well logs, combined with study of outcrops at Rowlesburg and Caldwell, West Virginia, provides insight into the nature of the Cloyd conglomerate, and the Berea, Weir, Squaw, and Big Injun sandstones and allows the refinement of the stratigraphic succession of the Price Formation in southern West Virginia.     This report describes a preliminary process design for treating the wastewater from NREL's cellulosic ethanol production process to quality levels required for recycle. In this report Brown and Caldwell report on three main tasks: 1) characterization of the effluent from NREL's ammonia-conditioned hydrolyzate fermentation process; 2) development of the wastewater treatment process design; and 3) development of a capital and operational cost estimate for the treatment concept option. This wastewater treatment design was incorporated into NREL's cellulosic ethanol process design update published in May 2011 (NREL/TP-5100-47764).

      A multiscale modeling Internal State Variable (ISV) constitutive model was developed that captures the fundamental structure-property relationships. The macroscale ISV model used lower length scale simulations (Butler-Volmer and Electronics Structures results) in order to inform the ISVs at the macroscale. The chemomechanical ISV model was calibrated and validated from experiments with magnesium (Mg) alloys that were investigated under corrosive environments coupled with experimental electrochemical studies. Because the ISV chemomechanical model is physically based, it can be used for other material systems to predict corrosion behavior. As such, others can use the chemomechanical model for analyzing corrosion effects on their designs.

      The purpose of this study was to evaluate the use of waste foundry sand (WFS) as a highway embankment material in a full-scale field demonstration project. This evaluation included geotechnical concerns, such as deformation, strength, hydraulic conductivity, and ease of construction. The report presents an introduction and previous research concerning WFS use in highway construction. A geotechnical laboratory testing program characterized the WFS used in the project, which was a waste product of Auburn Foundry, Inc., located in Auburn, Indiana. The project site was a 275 m section of the Country Route 206 highway project near Butler, Indiana.

      An algebraic model for a parallel plate, zinc/bromine flow cell is presented and used to predict various performance quantities, which are compared to those predicted by using previously published differential equation models. The results presented compare well with previous work. The model is based on the concept of using well-mixed zones and linear concentration and potential profiles for the diffusion layers and the separator. The Butler-Volmer equation is used for the electro chemical reactions, and the homogeneous reaction between bromine and bromide is included.

      The work here presents a review of beam forming architectures. As an example, the author presents an 8x8 Butler Matrix passive beam forming network including the schematic, design/modeling, operation, and simulated results. The limiting factor in traditional beam formers has been the large size dictated by transmission line based couplers. By replacing these couplers with transformer-based couplers, the matrix size is reduced substantially allowing for on chip compact integration. In the example presented, the core area, including the antenna crossover, measures 0.82mm×0.39mm (0.48% the size of a branch line coupler at the same frequency). The simulated beam forming achieves a peak PNR of 17.1 dB and 15dB from 57 to 63GHz. At the 60GHz center frequency the average insertion loss is simulated to be 3.26dB. The 8x8 Butler Matrix feeds into an 8-element antenna array to show the array patterns with single beam and adjacent beam isolation.

      Segniliparus rotundus Butler 2005 is the type species of the genus Segniliparus, which is cur-rently the only genus in the corynebacterial family Segniliparaceae. This family is of large in-terest because of a novel late-emerging genus-specific mycolate pattern. The type strain has been isolated from human sputum and is probably an opportunistic pathogen. Here we de-scribe the features of this organism, together with the complete genome sequence and anno-tation. This is the first completed genome sequence of the family Segniliparaceae. The 3,157,527 bp long genome with its 3,081 protein-coding and 52 RNA genes is part of the Genomic Encyclopedia of Bacteria and Archaea project.

      A simple model for a parallel plate, zinc/bromine flow cell and associated storage tanks is presented and used to make time-dependent predictions for various quantities in the system. The model is based on a previously published algebraic model of the cell at steady-state and time-dependent, first-order differential equations for the storage tanks. The Butler--Volmer equation is used for the electrochemical reactions, and the homogeneous reaction between bromine and bromide is included. The model predictions indicate that the charging operation of a zinc/bromine battery can be significantly improved by using a storage tank with a larger residence time for the bromine side of the system.

      A system includes an electrochemical cell, monitoring hardware, and a computing system. The monitoring hardware samples performance characteristics of the electrochemical cell. The computing system determines cell information from the performance characteristics. The computing system also analyzes the cell information of the electrochemical cell with a Butler-Volmer (BV) expression modified to determine exchange current density of the electrochemical cell by including kinetic performance information related to pulse-time dependence, electrode surface availability, or a combination thereof. A set of sigmoid-based expressions may be included with the modified-BV expression to determine kinetic performance as a function of pulse time. The determined exchange current density may be used with the modified-BV expression, with or without the sigmoid expressions, to analyze other characteristics of the electrochemical cell. Model parameters can be defined in terms of cell aging, making the overall kinetics model amenable to predictive estimates of cell kinetic performance along the aging timeline.

      There are 899 thermal water occurrences known in Idaho, including 258 springs and 641 wells having temperatures ranging from 20 to 93/sup 0/C. Fifty-one cities or towns in Idaho containing 30% of the state's population are within 5 km of known geothermal springs or wells. These include several of Idaho's major cities such as Lewiston, Caldwell, Nampa, Boise, Twin Falls, Pocatello, and Idaho Falls. Fourteen sites appear to have subsurface temperatures of 140/sup 0/C or higher according to the several chemical geothermometers applied to thermal water discharges. These include Weiser, Big Creek, White Licks, Vulcan, Roystone, Bonneville, Crane Creek, Cove Creek, Indian Creek, and Deer Creek hot springs, and Raft River, Preston, and Magic Reservoir areas. These sites could be industrial sites, but several are in remote areas away from major transportation and, therefore, would probably be best utilized for electrical power generation using the binary cycle or Magma Max process. Present uses range from space heating to power generation. Six areas are known where commercial greenhouse operations are conducted for growing cut and potted flowers and vegetables. Space heating is substantial in only two places (Boise and Ketchum) although numerous individuals scattered throughout the state make use of thermal water for space heating and private swimming facilities. There are 22 operating resorts using thermal water and two commercial warm-water fish-rearing operations.

      This paper presents CCD multicolor photometry for 304 old star clusters in the nearby spiral galaxy M31, from which the photometry of 55 star clusters is first obtained. The observations were carried out as a part of the BeijingArizonaTaiwanConnecticut Multicolor Sky Survey from 1995 February to 2008 March, using 15 intermediate-band filters covering 300010000 ?. Detailed comparisons show that our photometry is in agreement with previous measurements. Based on the ages and metallicities from Caldwell et al. and the photometric measurements here, we estimated the clusters masses by comparing their multicolor photometry with stellar population synthesis models. The results show that the sample clusters have masses between ?310{sup 4}M{sub ?} and ?10{sup 7}M{sub ?} with a peak of ?410{sup 5}M{sub ?}. The masses here are in good agreement with those in previous studies. Combined with the masses of young star clusters of M31 from Wang et al., we find that the peak mass of the old clusters is 10 times that of young clusters.

      The determination of the luminosity function (LF) of gamma-ray bursts (GRBs) is an important role for the cosmological applications of the GRBs, which, however, is seriously hindered by some selection effects due to redshift measurements. In order to avoid these selection effects, we suggest calculating pseudo-redshifts for Swift GRBs according to the empirical L-E{sub p} relationship. Here, such a L-E{sub p} relationship is determined by reconciling the distributions of pseudo- and real redshifts of redshift-known GRBs. The values of E{sub p} taken from Butler's GRB catalog are estimated with Bayesian statistics rather than observed. Using the GRB sample with pseudo-redshifts of a relatively large number, we fit the redshift-resolved luminosity distributions of the GRBs with a broken-power-law LF. The fitting results suggest that the LF could evolve with redshift by a redshift-dependent break luminosity, e.g., L{sub b} = 1.2 Multiplication-Sign 10{sup 51}(1 + z){sup 2} erg s{sup -1}. The low- and high-luminosity indices are constrained to 0.8 and 2.0, respectively. It is found that the proportional coefficient between the GRB event rate and the star formation rate should correspondingly decrease with increasing redshifts.

    1. Computational Examination of Orientation-Dependent Morphological Evolution during the Electrodeposition and Electrodissolution of Magnesium

      Here a new model of electrodeposition and electrodissolution is developed and applied to the evolution of Mg deposits during anode cycling. The model captures Butler-Volmer kinetics, facet evolution, the spatially varying potential in the electrolyte, and the time-dependent electrolyte concentration. The model utilizes a diffuse interface approach, employing the phase field and smoothed boundary methods. Scanning electron microscope (SEM) images of magnesium deposited on a gold substrate show the formation of faceted deposits, often in the form of hexagonal prisms. Orientation-dependent reaction rate coefficients were parameterized using the experimental SEM images. Three-dimensional simulations of the growth of magnesium deposits yieldmore » deposit morphologies consistent with the experimental results. The simulations predict that the deposits become narrower and taller as the current density increases due to the depletion of the electrolyte concentration near the sides of the deposits. Increasing the distance between the deposits leads to increased depletion of the electrolyte surrounding the deposit. Two models relating the orientation-dependence of the deposition and dissolution reactions are presented. Finally, the morphology of the Mg deposit after one deposition-dissolution cycle is significantly different between the two orientation-dependence models, providing testable predictions that suggest the underlying physical mechanisms governing morphology evolution during deposition and dissolution.« less

      Prior work in our laboratories at the Corrosion Research Center has shown that thin, anodic TiO{sub 2} films formed by the Slow Growth Mode (SGM) on polycrystalline titanium and microcrystalline with a texture that varies from one metal grain to another. Furthermore, the underlying metal grains are mapped by the photoelectrochemical response of the oxide. The same characteristics have also been demonstrated in our laboratory for ZnO grown on Zn. The TiO{sub 2}/Ti system has been chosen for study both because of its importance in energy systems, and because it can serve as a model system for other metal-metal oxide couples. The investigations of anodic TiO{sub 2} films on Ti have shown that the properties of thin films are consistent with the rutile form of the oxide. Both experimental data and theoretical calculations show the close resemblance to results on single crystal TiO{sub 2}. Furthermore, the modeling studies reveal that the optical transitions near the bandedge arise from the bulk band structure. The photoelectrochemical properties of anodic TiO{sub 2} films have now been shown to obey the simple Gaertner-Butler model for the semiconductor-electrolyte interface, with a few modifications. The most important deviation has now been shown to be a result of multiple internal reflections in the oxide film.

      Lithium -based rechargeable batteries that utilize insertion electrodes are being considered for electric-vehicle applications because of their high energy density and inherent reversibility. General mathematical models are developed that apply to a wide range of lithium-based systems, including the recently commercialized lithium-ion cell. The modeling approach is macroscopic, using porous electrode theory to treat the composite insertion electrodes and concentrated solution theory to describe the transport processes in the solution phase. The insertion process itself is treated with a charge-transfer process at the surface obeying Butler-Volmer kinetics, followed by diffusion of the lithium ion into the host structure. These models are used to explore the phenomena that occur inside of lithium cells under conditions of discharge, charge, and during periods of relaxation. Also, in order to understand the phenomena that limit the high-rate discharge of these systems, we focus on the modeling of a particular system with well-characterized material properties and system parameters. The system chosen is a lithium-ion cell produced by Bellcore in Red Bank, NJ, consisting of a lithium-carbon negative electrode, a plasticized polymer electrolyte, and a lithium-manganese-oxide spinel positive electrode. This battery is being marketed for consumer electronic applications. The system is characterized experimentally in terms of its transport and thermodynamic properties, followed by detailed comparisons of simulation results with experimental discharge curves. Next, the optimization of this system for particular applications is explored based on Ragone plots of the specific energy versus average specific power provided by various designs.

      This is the final report for the project 'Correlations in Confined Quantum Plasmas', NSF-DOE Partnership Grant DE FG02 07ER54946, 8/1/2007 - 7/30/2010. The research was performed in collaboration with a group at Christian Albrechts University (CAU), Kiel, Germany. That collaboration, almost 15 years old, was formalized during the past four years under this NSF-DOE Partnership Grant to support graduate students at the two institutions and to facilitate frequent exchange visits. The research was focused on exploring the frontiers of charged particle physics evolving from new experimental access to unusual states associated with confinement. Particular attention was paid to combined effects of quantum mechanics and confinement. A suite of analytical and numerical tools tailored to the specific inquiry has been developed and employed

      Produced salt water from historical oil and gas production was often managed with inadequate care and unfortunate consequences. In Kansas, the production practices in the 1930's and 1940's--before statewide anti-pollution laws--were such that fluids were often produced to surface impoundments where the oil would segregate from the salt water. The oil was pumped off the pits and the salt water was able to infiltrate into the subsurface soil zones and underlying bedrock. Over the years, oil producing practices were changed so that segregation of fluids was accomplished in steel tanks and salt water was isolated from the natural environment. But before that could happen, significant areas of the state were scarred by salt water. These areas are now in need of economical remediation. Remediation of salt scarred land can be facilitated with soil amendments, land management, and selection of appropriate salt tolerant plants. Current research on the salt scars around the old Leon Waterflood, in Butler County, Kansas show the relative efficiency of remediation options. Based upon these research findings, it is possible to recommend cost efficient remediation techniques for slight, medium, and heavy salt water damaged soil. Slight salt damage includes soils with Electrical Conductivity (EC) values of 4.0 mS/cm or less. Operators can treat these soils with sufficient amounts of gypsum, install irrigation systems, and till the soil. Appropriate plants can be introduced via transplants or seeded. Medium salt damage includes soils with EC values between 4.0 and 16 mS/cm. Operators will add amendments of gypsum, till the soil, and arrange for irrigation. Some particularly salt tolerant plants can be added but most planting ought to be reserved until the second season of remediation. Severe salt damage includes soil with EC values in excess of 16 mS/cm. Operators will add at least part of the gypsum required, till the soil, and arrange for irrigation. The following seasons more

      The commercialization path of the Calderon technology for making a feedstock for steelmaking with assistance from DOE initially focused on making coke and work was done which proved that the Calderon technology is capable of making good coke for hard driving blast furnaces. U.S. Steel which participated in such demonstration felt that the Calderon technology would be more meaningful in lowering the costs of making steel by adapting it to the making of iron--thus obviating the need for coke. U.S. Steel and Calderon teamed up to jointly work together to demonstrate that the Calderon technology will produce in a closed system iron units from iron concentrate (ore) and coal competitively by eliminating pelletizing, sintering, coking and blast furnace operation. If such process steps could be eliminated, a huge reduction in polluting emissions and greenhouse gases (including CO{sub 2}) relating to steelmaking would ensue. Such reduction will restructure the steel industry away from the very energy-intensive steelmaking steps currently practiced and drastically reduce costs of making steel. The development of a technology to lower U.S. steelmaking costs and become globally competitive is a priority of major importance. Therefore, the development work which Calderon is conducting presently under this Agreement with the U.S. Department of Energy becomes more crucial than ever. During the 3rd quarter of 2005 which the present report covers, virtually all the effort to advance the Calderon technology to make iron units was concentrated towards forming a team with a steelmaker who needs both iron units in the form of hot metal and a substitute for natural gas (SNG), both being major contributors to higher costs in steelmaking. Calderon felt that a very good candidate would be Steel Dynamics (SDI) by virtue that it operates a rotary hearth facility in Butler, Indiana that uses large amounts of natural gas to reduce briquettes made from ore and coal that they subsequently melt

      A Theory Institute on ''Differentiation of Computational Approximations to Functions'' was held at Argonne National Laboratory on May 18--20, 1998. The institute was organized by Christian Bischof and Paul Hovland of the Mathematics and Computer Science Division at Argonne National Laboratory. The Theory Institute brought together 38 researchers from the US, Great Britain, France, and Germany. Mathematicians, computer scientists, physicists, and engineers from diverse disciplines discussed advances in automatic differentiation (AD) theory and software and described benefits from applying AD methods in application areas. These areas include fluid mechanics, structural engineering, optimization, meteorology, and computational mathematics for the solution of ordinary differential equations (ODEs) or differential algebraic equations (DAEs). This meeting was the fourth workshop dedicated to automatic differentiation. Earlier meetings were the 1991 SIAM conference in Breckenridge, Colorado; the first Argonne Theory Institute on computational differentiation in 1993; and the 1996 SIAM conference in Santa Fe, New Mexico. AD methods can be used whenever gradient information or higher-order derivative information must be computed. The problem is defined by a computer program (without gradient information) that is able to compute numerical values of some output variables for a given set of input variables. As a result of applying AD methods to this computer program, a new computer program is generated automatically to compute the derivatives of the output variables with respect to the input variables. This at first glance, astonishing fact can be easily understood by viewing the program from a compiler angle. A complicated computational sequence is split into a sequence of simple operations. Then, to compute the gradients, the chain rule of differentiation is applied successively to this sequence completely automatically. The resultant gradients are accurate up to roundoff

      the understanding the origin of galactic {sup 26}Al, a target radioisotope for gamma ray astronomy; the {sup 13}N(p,{gamma}){sup 14}O reaction in turn is the trigger reaction for the transition into the Hot-CNO cycles in novae and X-ray bursts. A graduate student of mine, who has been supported part-time by this grant, completed the evaluation of the {sup 25}Al(p,{gamma}){sup 26}Si reaction as part of his plans to measure this reaction at TRIUMF for his Ph.D. thesis project. I also hired a part-time undergraduate student for the 2004-05 academic year to assist with the evaluations, including that of the {sup 13}N(p,{gamma}){sup 14}O reaction. Year 3 (2005-06): The {sup 40}Ca({alpha},{gamma}){sup 44}Ti and {sup 26}Al(p,{gamma}){sup 27}Si reactions - This year's progress was closely coupled to new results coming from our collaboration on the DRAGON spectrometer team at TRIUMF. The {sup 40}Ca({alpha},{gamma}){sup 44}Ti and {sup 26}Al(p,{gamma}){sup 27}Si reactions were both measured, and significant modifications to their respective reaction rates were required. Both are required input toward predicting the respective amounts of Titanium-44 and Aluminum-26 produced in our galaxy, in supernovae, massive stars, and nova explosions. The {sup 26}Al(p,{gamma}){sup 27}Si reaction rate was successfully completed. The {sup 40}Ca({alpha},{gamma}){sup 44}Ti reaction in particular served as the Ph.D. thesis for Christian Ouellet, and therefore the evaluation of this rate fell naturally within his thesis project. Christian successfully defended his thesis in 2007 and is now working for me on the McMaster DOE-funded Nuclear Data Project. In light of the recent data from his thesis, Christian is now putting the final touches on this evaluation, and will disseminate it through the Oak Ridge National Laboratory reaction rate database.

      The Critical Issues Forum (CIF) is a cooperative education program supported in part by the Department of Energy's Defense Programs. The Science and Technology Education Program (STEP) at Lawrence Livermore National Laboratory manages one component of this program. CIF engages high school students and teachers regarding issues of the proliferation of weapons of mass destruction, arms control, and international security. These issues are viewed in light of their scientific, economic, socio-cultural, and political/geopolitical influences and implications. This year CIF's focus is on chemical and biological weapons (CBW). CBW is becoming more of a threat today than ever before. Many countries are developing these weapons. CBW also presents certain ethical dilemmas for many individuals, especially if those individuals feel it is their religious duty to use or avoid the use of such weapons. Religion has become an important determining factor in international security because many cultures, and even governments make decisions based on religious traditions. This paper is an attempt to look at these religions and philosophical traditions with an emphasis on views of ''just war''. The ultimate purpose of this paper is to promote awareness about religion's influence on international security issues. This paper was written by Cadet Ernst ''Mitch'' Martzen, AFROTC.     6. Who Did It? Using International Forensics to Detect and Deter Nuclear Terrorism

      On February 2, the ''New York Times'' reported that the Pentagon has formed a nuclear forensics team tasked with identifying the terrorist attackers should the United States be hit with a nuclear bomb. Adapting nuclear technology to the forensics of exploded nuclear weapons is an old but rapidly evolving field. It dates back to at least 1949, when analysis of airborne debris, retrieved at high altitude off the coast of China, convinced President Harry Truman that the Soviet Union had exploded a nuclear device on the steppes of central Asia. The technology is neither new nor has it been particularly secret, but the formation of a national nuclear forensics team was newsworthy and a useful development. An international team, however, would be even better. Although Washington has naturally focused on preventing a nuclear terrorism attack in the United States, a U.S. city is not necessarily the most likely target for nuclear terrorists. It is doubtful that a terrorist organization would be able to acquire a U.S. nuclear device and even more doubtful that it would acquire one on U.S. soil. Accordingly, if a terrorist organization does get its hands on a fission device, it is likely that it will do so on foreign territory. At that point, the terrorists will have an enormously valuable political weapon in their hands and will be loath to risk losing that asset. Given the risks associated with getting the device into the United States, the rational choice would be to deploy the device abroad against much softer targets. For Islamist terrorists, a major ''Christian'' capital such as London, Rome, or Moscow might offer a more suitable target. Among these, Moscow perhaps presents the most compelling case for international cooperation on post-detonation nuclear forensics. Russia has the largest stockpile of poorly secured nuclear devices in the world. It also has porous borders and poor internal security, and it continues to be a potential source of contraband nuclear material
