    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    At the inception of the geothermal resource assessment program in Nebraska there was some skepticism about the existence of any geothermal resources within the state. Now after two years of study and collaboration with other workers in the geothermal field it is found that about two-thirds of the state has access to a potential low-temperature resource. The nature of the resource is warm water in laterally extensive aquifers which are overlain by thick (> 1 km) sections of low thermal conductivity sediments. For most of the resource area the high temperatures in the aquifers result from high temperature gradients in the overlying shales. However, in the northcentral and far western parts of the state there is evidence for convective heat flow due to updip water flow in the aquifers. The success of the program has resulted from the synthesis of heat flow and temperature gradient measurements with stratigraphic and lithologic data. The methods used and the results obtained during the study are described.

    The Kansas Geological Survey operated a microearthquake network from August 1977 to August 1989 with station located in eastern Kansas and Nebraska. Locatable microearthquakes with duration magnitudes less than 3.2 occur at the rate of roughly 20 per year in the two-state area, with most of the magnitudes ranging from 1.4 to 2.5. The microearthquake pattern observed during the 12 years of recording is consistent with the pattern of historical earthquakes reported since 1867. Much of the activity occurs along the Precambrian Nemaha Ridge, which has been the site of several earthquakes of MM Intensity VII over the past 125 years. Some seismicity is observed along the northwest flank of the Midcontinent Geophysical Anomaly in Kansas, but little is observed in the Nebraska or Iowa portions of this Precambrian feature. The Central Kansas Uplift, a buried anticline similar in age to the Nemaha Ridge, has been the site of several felt earthquakes since 1982. Another trend of earthquakes extends northeastward across central Nebraska and is not associated with any prominent geologic structure. All the seismicity in central and eastern Kansas can be roughly correlated to known geologic structures. 32 refs., 4 figs.

    The goal of the State Coupled Resource Assessment Program is to identify and evaluate geothermal resources in the state, particularly low-temperature potential. Eight tasks were identified and documented in this report as follows: bottom-hole temperature survey, heat flow and temperature gradient survey, data translation studies, gravity data, substate regions, information dissemination, state geothermal map, and reports. The project had three major products: (1) a map, Geothermal Resources of Nebraska; (2) a significant amount of thermal data collected and documented within the state; and (3) a series of publications, presentations and meetings (documented as an Appendix).

    This paper establishes three future projections of global municipal water use to the end of the 21st century: A reference business-as usual (BAU) scenario, a High Technological Improvement (High Tech) scenario and a Low Technological Improvement (Low Tech) scenario. A global municipal water demand model is constructed using global water use statistics at the country-scale, calibrated to the base year of 2005, and simulated to the end of the 21st century. Since the constructed water demand model hinges on socioeconomic variables (population, income), water price, and end-use technology and efficiency improvement rates, projections of those input variables are adopted to characterize the uncertainty in future water demand estimates. The water demand model is linked to the Global Change Assessment Model (GCAM), a global change integrated assessment model. Under the reference scenario, the global total water withdrawal increases from 466 km3/year in 2005 to 941 km3/year in 2100,while withdrawals in the high and low tech scenarios are 321 km3/ year and 2000 km3/ year, respectively. This wide range (321-2000 km3/ year) indicates the level of uncertainty associated with such projections. The simulated global municipal demand projections are most sensitive to population and income projections, then to end-use technology and efficiency projections, and finally to water price. Thus, using water price alone as a policy measure to reduce municipal water use may substantiate the share of municipal water price of people’s annual incomes.

    A framework geophysical program in southeastern Nebraska during 1970 identified a near-circular feature having gravity relief of about 8 mgal and a magnetic anomaly of about 800 gammas. Analysis of the geophysical data provided a model of a cylindrical mass of indefinite length with a radius of 5500 ft (1676 m) and beveled at the basement surface at about 600 ft (183 m). At the approximate depth at which Precambrian rocks were expected, the initial test hole (2-B-71) encountered an iron-rich weathered zone overlying carbonate-rich rock. The carbonate rocks consist essentially of dolomite, calcite, and ankerite and lesser amounts of hematite, chlorite, phlogopite, barite, serpentine, pyrochlore, and quartz and contain barium, strontium, and rare earths. Total REE, P2O5, and 87Sr/86Sr ratios confirm the carbonatite identification. Texturally, the rocks range from fragmental to contorted to massive. Associated with the carbonatite are lesser amounts of basalt, lamprophyre, and syenite. Additional exploratory drilling has provided about 80,000 ft (24,384 m) of rock record and has penetrated about 3400 ft (1038 m) of carbonatite. The carbonatite is overlain by marine sediments of Pennsylvanian (Missourian) age. The surrounding Precambrian basement rocks are low-to medium-grade metamorphic gneiss and schist of island arc origin and granitic plutons. The Elk Creek carbonatite is located near the boundary between the Penokean orogen created at about 1.84 Ga (billion years) and the Dawes terrane (1.78 Ga) of the Central Plains orogen. This boundary strongly influenced the geometry of both the Midcontinent Rift System (1.1 Ga) and the Nemaha uplift (0.3 Ga). It is assumed that the emplacement of the Elk Creek carbonatite (0.5 Ga) was influenced similarly by the pre-existing tectonic sutures.

    In early 2005, Argonne National Laboratory conducted an Engineering Evaluation/Cost Analysis (EE/CA; Argonne 2005b) to address carbon tetrachloride contamination identified in groundwater and surface water at Murdock, Nebraska, approximately 22 mi east-northeast of Lincoln (Figure 1.1). The EE/CA study was performed for the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), as the technical basis for a proposed removal action for the Murdock site. The EE/CA was conducted in compliance with an Administrative Order on Consent issued for Murdock by the U.S. Environmental Protection Agency (EPA 1991). Three removal action alternatives were examined through the use of site-specific data and predictive simulations of groundwater flow and contaminant transport performed with calibrated numerical models. The alternatives were evaluated individually and compared against performance criteria established under the National Oil and Hazardous Substances Pollution Contingency Plan and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). On the basis of these evaluations, an alternative employing phytoremediation in conjunction with seasonal groundwater extraction and treatment by spray irrigation was recommended by the CCC/USDA to permanently reduce the carbon tetrachloride contaminant levels in groundwater and surface water at the site. The proposed alternative is being implemented in cooperation with the EPA. Under the direction of the CCC/USDA and the EPA, implementation of the chosen removal action occurred in phases, beginning in April 2005. Installation of all the required remediation systems was completed by the end of August 2005. Specific technical objectives of the removal action are as follows: (1) To eliminate pathways for potential human exposure to carbon tetrachloride concentrations above the regulatory limit of 44.2 {micro}g/L in surface water at the site. (2) To minimize or eliminate any detrimental environmental impacts of carbon tetrachloride discharge to the surface waters of a tributary creek located immediately north of the town. (3) To permanently reduce carbon tetrachloride concentrations in the groundwater and surface water at Murdock and hence restore these resources for potential beneficial use. To evaluate the effectiveness of the selected remedy and its ability to achieve the objectives specified for this site, monitoring is required. This document outlines the proposed scope of a long-term program for monitoring of the removal action at Murdock. In this section the specific remedial objectives of the action are summarized, and a brief overview of the chosen remedy is provided. Section 2 summarizes the results of a baseline sampling event that documented the distribution of carbon tetrachloride contamination in selected media at the Murdock site immediately before cleanup activities began. Section 3 recommends a strategy for subsequent monitoring of the removal action at Murdock, as well as criteria for evaluating the performance of the remedial systems and the progress of the restoration effort.

    An assessment is made of the technical and economical feasibility of converting municipal waste into useful and useable energy. The concept presented involves retrofitting an existing municipal incinerator with the systems and equipment necessary to produce process steam and electric power. The concept is economically attractive since the cost of necessary waste heat recovery equipment is usually a comparatively small percentage of the cost of the original incinerator installation. Technical data obtained from presently operating incinerators designed specifically for generating energy, documents the technical feasibility and stipulates certain design constraints. The investigation includes a cost summary; description of process and facilities; conceptual design; economic analysis; derivation of costs; itemized estimated costs; design and construction schedule; and some drawings.

    This research identifies those community characteristics and program components that have resulted in early, consistent, high levels of recycling participation in New Jersey. Discriminant analysis of socio-economic, demographic, institutional, and motivational factors is used to classify each of the state's 567 minor civil divisions into groups that describe participation levels. Of the four hypotheses advanced to explain the variation of recycling around the state, leadership emerges as the key factor in local program success. Local political and governmental leaders set the municipal recycling agenda, and through their knowledge, programs that fit the unique characteristics of their town are designed and aggressively implemented. Significant savings in the municipality's solid waste disposal budget and the added bonus of State Tonnage Grant Award Revenues are obtained by the urban, well-established, experienced recyclers identified by the analysis and confirmed by the individual case studies discussed.

    Istanbul, with a population of around 13 million people, is located between Europe and Asia and is the biggest city in Turkey. Metropolitan Istanbul produces about 14,000 tons of solid waste per day. The aim of this study was to assess the situation of municipal solid-waste (MSW) management in Istanbul. This was achieved by reviewing the quantity and composition of waste produced in Istanbul. Current requirements and challenges in relation to the optimization of Istanbul's MSW collection and management system are also discussed, and several suggestions for solving the problems identified are presented. The recovery of solid waste from the landfills, as well as the amounts of landfill-generated biogas and electricity, were evaluated. In recent years, MSW management in Istanbul has improved because of strong governance and institutional involvement. However, efforts directed toward applied research are still required to enable better waste management. These efforts will greatly support decision making on the part of municipal authorities. There remains a great need to reduce the volume of MSW in Istanbul.

    This report identifies seven developers whose gasification technologies can be used to treat the organic constituents of municipal solid waste: Energy Products of Idaho; TPS Termiska Processor AB; Proler International Corporation; Thermoselect Inc.; Battelle; Pedco Incorporated; and ThermoChem, Incorporated. Their processes recover heat directly, produce a fuel product, or produce a feedstock for chemical processes. The technologies are on the brink of commercial availability. This report evaluates, for each technology, several kinds of issues. Technical considerations were material balance, energy balance, plant thermal efficiency, and effect of feedstock contaminants. Environmental considerations were the regulatory context, and such things as composition, mass rate, and treatability of pollutants. Business issues were related to likelihood of commercialization. Finally, cost and economic issues such as capital and operating costs, and the refuse-derived fuel preparation and energy conversion costs, were considered. The final section of the report reviews and summarizes the information gathered during the study.

    The research findings fill a gap in the body of knowledge by presenting an effective way to evaluate the significance of on-site environmental impacts of municipal engineering works prior to the construction stage. First, 42 on-site environmental impacts of municipal engineering works were identified by means of a process-oriented approach. Then, 46 indicators and their corresponding significance limits were determined on the basis of a statistical analysis of 25 new-build and remodelling municipal engineering projects. In order to ensure the objectivity of the assessment process, direct and indirect indicators were always based on quantitative data from the municipal engineering project documents. Finally, two case studies were analysed and found to illustrate the practical use of the proposed model. The model highlights the significant environmental impacts of a particular municipal engineering project prior to the construction stage. Consequently, preventive actions can be planned and implemented during on-site activities. The results of the model also allow a comparison of proposed municipal engineering projects and alternatives with respect to the overall on-site environmental impact and the absolute importance of a particular environmental aspect. These findings are useful within the framework of the environmental impact assessment process, as they help to improve the identification and evaluation of on-site environmental aspects of municipal engineering works. The findings may also be of use to construction companies that are willing to implement an environmental management system or simply wish to improve on-site environmental performance in municipal engineering projects. -- Highlights: • We present a model to predict the environmental impacts of municipal engineering works. • It highlights significant on-site environmental impacts prior to the construction stage. • Findings are useful within the environmental impact assessment process. • They also help contractors to implement environmental management systems.

    This document has been prepared for the Commodity Credit Corporation of the US Department of Agriculture (CCC/USDA), to provide an outline for a multiyear plan for technical investigations at sites in Kansas and Nebraska that have been identified as having groundwater contamination. Carbon tetrachloride is the primary contaminant of concern at sites in Nebraska and Kansas where former CCC/USDA grain storage facilities were located. At this time, no former CCC/USDA grain bin sites in Iowa and Missouri have been determined to have contamination at or above the maximum concentration level (MCL). This document represents a second revision to an original plan proposed by the CCC/USDA in January 1992 (Technical Action Plan at Former Commodity Credit Corporation Grain Storage Sites in Nebraska and Kansas). The CCC/USDA recognizes the need to address the reported groundwater contamination problems in a timely manner. Doing so will protect public drinking water supplies, public health, and the environment. To address these groundwater contamination problems, the CCC/USDA has committed and continues to commit resources and funding to investigate the contaminated sites further.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    In 1992-1993, Argonne National Laboratory investigated potential carbon tetrachloride contamination that might be linked to the former grain storage facility operated by the Commodity Credit Corporation (CCC) of the U.S. Department of Agriculture (USDA) at Utica, Nebraska. These initial studies identified carbon tetrachloride in a plume of contaminated groundwater, extending approximately 3,500 ft southeastward from the former CCC/USDA facility, within a shallow upper aquifer that had been used previously as a municipal water source by the town (Figure 1.1). A deeper aquifer used as the current municipal water source was found to be free of carbon tetrachloride contamination. Although the shallow aquifer was no longer being used as a source of drinking water at Utica, additional studies indicated that the carbon tetrachloride could pose an unacceptable health threat to potential future residents who might install private wells along the expected downgradient migration pathway of the plume. On the basis of these findings, corrective action was recommended to decrease the carbon tetrachloride concentrations in the upper aquifer to acceptable levels (Argonne 1993a,b, 1995). Initial discussions with the Utica village board indicated that any restoration strategies involving nonbeneficial discharge of treated groundwater in the immediate vicinity of Utica would be unacceptable to the town. To address this concern, the CCC/USDA and Argonne, in cooperation with multiple federal and state regulatory and environmental agencies (Table 1.1) proposed a treatment strategy for the Utica groundwater employing groundwater extraction coupled with the seasonal use of agricultural spray irrigation equipment to simultaneously (1) remove carbon tetrachloride from the groundwater (by volatilization to the atmosphere) and (2) discharge the treated groundwater to enhance the development of wetlands in the North Lake Basin Wildlife Management Area, just north of the town (Argonne 2000). To develop this treatment approach, additional groundwater sampling was conducted to update the distribution of carbon tetrachloride in groundwater identified in the preliminary studies in 1992-1993. In March 1998, detailed mapping of the carbon tetrachloride plume was performed by using the Argonne cone penetrometer (CPT) vehicle to collect groundwater samples for analyses for volatile organic compounds (VOCs) at 13 locations (PS01-PS09, PS12, PS16, PS17, PS19; Figure 1.2). The samples were collected in vertical profiles through the aquifer, at 10-ft intervals. The results of this 1998 study (Table 1.2) demonstrated that the three-dimensional distribution of carbon tetrachloride in the aquifer is complex, with multiple 'hot spots' occurring in the plume at various depths and distances along its length (Argonne 2000). In October 2002, the CCC/USDA requested that Argonne perform targeted groundwater sampling at Utica to document the migration of the carbon tetrachloride plume since the 1998 sampling event. In February 2003, vertical-profile groundwater sampling for VOCs analyses was conducted at 8 selected locations (PS01, PS04-PS07, PS12, PS19, PS20; Figure 1.2 and Table 1.3). The lateral and vertical configuration of the carbon tetrachloride plume, as identified in the 2003 study (Argonne 2003), is illustrated in Figures 1.3-1.7. On the basis of the 2003 groundwater sampling results, a remedial system employing four extraction wells (GWEX 1-GWEX 4), with groundwater treatment by spray irrigation and conventional air stripping, was implemented at Utica, with the concurrence of the CCC/USDA and the agencies identified in Table 1.1. The principal components of the Utica system (shown in Figure 1.8) are described briefly in Section 1.2. Operation of well GWEX4 and the associated air stripper began on October 29, 2004, and routine operation of wells GWEX1-GWEX3 and the spray irrigation treatment units began on November 22, 2004.

This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from ?290 kg CO{sub 2} e (glass) to ?19 111 kg CO{sub 2} e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO{sub 2} e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.

    This paper presents a case study into the air quality permitting of a municipal solid waste (MSW) landfill in the San Francisco Bay Area undergoing a proposed expansion in operations to increase the life of the landfill. The operations of this facility include MSW landfilling, the treatment and disposal of municipal sewage sludge, the aeration of petroleum-contaminated soils, the construction of a new on-site plant to manufacture soil amendment products from waste wood and other organic material diverted from the landfill, and the installation of a vaporator to create steam from leachate for injection into the landfill gas flare. The emissions assessment for each project component relied upon interpretation of source tests from similar operations, incorporation of on-site measurements into emissions models and mass balances, and use of AP-42 procedures for emissions sources such as wind-blown dust, material handling and transfer operations, and fugitive landfill gas. Air permitting issues included best available control technology (BACT), emission offset thresholds, new source performance standards (NSPS), potential air toxics health risk impacts, and compliance with federal Title V operating permit requirements. With the increasing difficulties of siting new landfills, increasing pressures to reduce the rate of waste placement into existing landfills, and expanding regulatory requirements on landfill operations, experiences similar to those described in this paper are likely to increase in the future as permitting scenarios become more complex.

    This report examines emissions of mercury (Hg) from municipal solid waste (MSW) combustion in the United States (US). It is projected that total annual nationwide MSW combustor emissions of mercury could decrease from about 97 tonnes (1989 baseline uncontrolled emissions) to less than about 4 tonnes in the year 2000. This represents approximately a 95 percent reduction in the amount of mercury emitted from combusted MSW compared to the 1989 mercury emissions baseline. The likelihood that routinely achievable mercury emissions removal efficiencies of about 80 percent or more can be assured; it is estimated that MSW combustors in the US could prove to be a comparatively minor source of mercury emissions after about 1995. This forecast assumes that diligent measures to control mercury emissions, such as via use of supplemental control technologies (e.g., carbon adsorption), are generally employed at that time. However, no present consensus was found that such emissions control measures can be implemented industry-wide in the US within this time frame. Although the availability of technology is apparently not a limiting factor, practical implementation of necessary control technology may be limited by administrative constraints and other considerations (e.g., planning, budgeting, regulatory compliance requirements, etc.). These projections assume that: (a) about 80 percent mercury emissions reduction control efficiency is achieved with air pollution control equipment likely to be employed by that time; (b) most cylinder-shaped mercury-zinc (CSMZ) batteries used in hospital applications can be prevented from being disposed into the MSW stream or are replaced with alternative batteries that do not contain mercury; and (c) either the amount of mercury used in fluorescent lamps is decreased to an industry-wide average of about 27 milligrams of mercury per lamp or extensive diversion from the MSW stream of fluorescent lamps that contain mercury is accomplished.
