In conjunction with the technical issues described above, the connections between distributed PV and electric distribution systems hinge on utility business models and regulations. As PV deployment has leapt forward and presaged a truly significant solar contribution, however, it has become clear that utilities’ traditional treatment of distributed PV cannot be taken for granted—nor can the future value and deployment of distributed PV. At the heart of this issue is net energy metering (NEM). Under NEM, PV owners can sell to a utility the electricity they generate but cannot consume on site, often at full retail rates. This widespread policy has helped drive the rapid growth of distributed PV, but the success has raised concerns about the potential for higher electricity rates and cost-shifting to non-solar customers, reduced utility shareholder profitability, reduced utility earnings opportunities, and inefficient resource allocation. The resulting reform efforts have revolved largely around changing NEM rules and retail rate structures. Most of the reforms to date address NEM concerns by reducing the benefits provided to distributed PV customers and thus constraining PV deployment. A new analysis estimates that eliminating NEM nationwide, by compensating exports of PV electricity at wholesale rather than retail rates would cut cumulative distributed PV deployment by 20% in 2050 compared with a continuation of current policies. This would slow the PV cost reductions that arise from larger scale and market certainty. It could also thwart achievement of the SunShot deployment goals even if the initiative’s cost targets are achieved. This undesirable prospect is stimulating the development of alternative reform strategies that address concerns about distributed PV compensation without inordinately harming PV economics and growth.

    In the good old days of monopoly, it didn't matter so much how assets or liabilities were carried on the books. Today it matters very much. But in today's competitive environment it is even more important that utilities have a corporate strategy that takes advantage of their assets and is sensitive to both their customers and their competitors. In the good old days, electric utilities were natural monopolies. Regulators substituted their judgments for those of the marketplace, the utility's engineers managed the production process, its lawyers managed the regulators, and nobody managed the utility as a business. The utility was not a business. It was a quasi-governmental public service institution that - incidentally - threw off an ever-increasing dividend stream to shareholders who thought that they had purchased the equivalent of a bond that had an attached inflation hedge. The good old days are gone. The business is becoming a real one. Customers have choices. Yet the utility's accounting, managerial, and regulatory policies are rooted in the precepts of the old natural monopoly: the utility will always be the cheapest source of electricity, and customers will always need electricity.

    Mr. Swain's statement and documentation present evidence that utilities have a competitive advantage over small businesses when they engage in unregulated activities because of cross subsidies and the effect on supplies and products that a large enterprise can have. The statement focuses on energy-related programs and the Commercial and Apartment Conservation Service (CACS) program with its mandated energy audits. Utility services that provide financing for conservation programs are less disruptive than those which provide supplies and installation. An appendix describing the electronic mail and postal service competition illustrates many of the principles involved.

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The market for Integrated Gasification Combined Cycle (IGCC) power plants is discussed and some of the experiments with an Integrated Gasification Combined Cycle Power Plant Project, Polk Unit {number_sign}1 are described. It was found that not only is the technology different from what most US utilities are accustomed to, but also that the non-technical issues or business issues, such as contracting, project management and contract administration also have different requirements. The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are harvestable, meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    Industrial facilities participating in the U.S. Department of Energy’s (US DOE) Superior Energy Performance (SEP) program are finding that it provides them with significant business value. This value starts with the implementation of ISO 50001-Energy management system standard, which provides an internationally-relevant framework for integration of energy management into an organization’s business processes. The resulting structure emphasizes effective use of available data and supports continual improvement of energy performance. International relevance is particularly important for companies with a global presence or trading interests, providing them with access to supporting ISO standards and a growing body of certified companies representing the collective knowledge of communities of practice. This paper examines the business value of SEP, a voluntary program that builds on ISO 50001, inviting industry to demonstrate an even greater commitment through third-party verification of energy performance improvement to a specified level of achievement. Information from 28 facilities that have already achieved SEP certification will illustrate key findings concerning both the value and the challenges from SEP/ISO 50001 implementation. These include the facilities’ experience with implementation, internal and external value of third-party verification of energy performance improvement; attractive payback periods and the importance of SEP tools and guidance. US DOE is working to bring the program to scale, including the Enterprise-Wide Accelerator (SEP for multiple facilities in a company), the Ratepayer-Funded Program Accelerator (supporting tools for utilities and program administrators to include SEP in their program offerings), and expansion of the program to other sectors and industry supply chains.

    Performance advantages of the new pilot project technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. The Business Case Methodology (BCM) was developed in September of 2015 to frame the benefit side of II&C technologies to address the “benefit” side of the analysis—as opposed to the cost side—and how the organization evaluates discretionary projects (net present value (NPV), accounting effects of taxes, discount rates, etc.). The cost and analysis side is not particularly difficult for the organization and can usually be determined with a fair amount of precision (not withstanding implementation project cost overruns). It is in determining the “benefits” side of the analysis that utilities have more difficulty in technology projects and that is the focus of this methodology. The methodology is presented in the context of the entire process, but the tool provided is limited to determining the organizational benefits only. This report describes a the use of the BCM in building a business case for mobile work packages, which includes computer-based procedures and other automated elements of a work package. Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report describes the specific activities conducted with a partner utility to examine the various work activities associated with mobile work packages to determine what time savings and error rate reductions are available. The report summarizes these findings in the form of a business case for the technology.

    Program evaluation has become a central issue in the world of utility integrated resource planning. The DSM programs that utilities were operating to meet federal requirements or to improve customer relations are now becoming big business. DSM is being considered an important resource in a utility`s portfolio of options. In the last five years, the amount of money that utilities have invested in DSM has grown exponentially in most regulatory jurisdictions. Market analysts are now talking about DSM being a $30 billion industry by the end of the decade. If the large volume of DSM-program investments was not enough to highlight the importance of evaluation, then the introduction of regulatory incentives has really focused the spotlight. This handbook was developed through a process that involved many of those people who represent the diverse constituencies of DSM-program evaluation. We have come to recognize the many technical disciplines that must be employed to evaluate DSM programs. An analysis might start out based on the principles of utility load research to find out what happened, but a combination of engineering and statistical methods must be used to ``triangulate`` an estimate of what would have happened without the program. The difference, of course, is that elusive but prized result of evaluation: what happened as the direct result of the DSM program. Technical performance of DSM measures is not the sole determinant of the answer, either. We also recognize the importance of such behavioral attributes of DSM as persistence and free ridership. Finally, DSM evaluation is meaningless without attention to planning an approach, communicating results to relevant decision-makers, and focusing as much on the process as the impacts of the program. These topics are all covered in this handbook.

There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

Wind resource assessments were conducted at two study sites on Hopi fee simple lands located south of the city of Winslow. Reports from the study were recently completed and have not been compared to any existing historical wind data nor have they been processed under any wind assessment models to determine the output performance and the project economics of turbines at the wind study sites. Ongoing analysis of the wind data and project modeling will determine the feasibility of a tribal utility-scale wind energy generation.

    Today's utility planners have a different market and economic context than their predecessors, including planning for the growth of renewable energy. State and federal support policies, solar photovoltaic (PV) price declines, and the introduction of new business models for solar PV 'ownership' are leading to increasing interest in solar technologies (especially PV); however, solar introduces myriad new variables into the utility resource planning decision. Most, but not all, utility planners have less experience analyzing solar than conventional generation as part of capacity planning, portfolio evaluation, and resource procurement decisions. To begin to build this knowledge, utility staff expressed interest in one effort: utility exchanges regarding data, methods, challenges, and solutions for incorporating solar in the planning process. Through interviews and a questionnaire, this report aims to begin this exchange of information and capture utility-provided information about: 1) how various utilities approach long-range resource planning; 2) methods and tools utilities use to conduct resource planning; and, 3) how solar technologies are considered in the resource planning process.

After several cost-cutting rounds to reduce the low hanging fruit of inefficiency, utilities are still challenged to become leaner and meaner in order to compete in a deregulated environment. The problem for many power utilities, however, is they have not precisely determined their costs in every aspect of the plant`s operation. Naturally, obtaining an accurate understanding of expenditures is the starting point for utilities that wish to develop strategic plans to better manage assets, minimize costs and maximize return on investment better understand plant O&M costs and take measures to use this knowledge to their advantage. Cycling is a major reason for the increase in O&M costs of many fossil units. Cycling, in this context, refers to the operation of generating units at varying load levels in response to changes in system-load requirements.

    This report offers perspectives on the future of the electric utility industry. These perspectives will be used in further research to assess the prospects for Integrated Resource Planning (IRP). The perspectives are developed first by examining economic, political and regulatory, societal, technological, and environmental trends that are (1) national and global in scope and (2) directly related to the electric utility industry. Major national and global trends include increasing global economic competition, increasing political and ethnic strife, rapidly changing technologies, and increasing worldwide concern about the environment. Major trends in the utility industry include increasing competition in generation; changing patterns of electricity demand; increasing use of information technology to control power systems; and increasing implementation of environmental controls. Ways in which the national and global trends may directly affect the utility industry are also explored. The trends are used to construct three global and national scenarios- ``business as usual,`` ``technotopia future,`` and ``fortress state`` -and three electric utility scenarios- ``frozen in headlights,`` ``megaelectric,`` and ``discomania.`` The scenarios are designed to be thought provoking descriptions of potential futures, not predictions of the future, although three key variables are identified that will have significant impacts on which future evolves-global climate change, utility technologies, and competition. While emphasis needs to be placed on understanding the electric utility scenarios, the interactions between the two sets of scenarios is also of interest.

    The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. • Medium to large scale renewable energy development for sale to the grid – In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be developed and sold to the wholesale electricity market. • Facility scale, net metered renewable energy systems – These are renewable energy systems that provide power to individual households or facilities that are connected to conventional electric utility grid.

In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmore » on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis. In addition to the 8760-hour annual load record, the user provides the following information for each unit: plant capacity, annual maintenance requirement, two or three-state unit failure and repair rates, and for three-state models, the partial state capacity deficiency.     On Jan. 27, the US Supreme Court refused to review a recent federal circuit court decision allowing a California public utility to enter into energy-related contractor activities; this may set a precedent for future related cases, according to an attorney for the contractor plaintiffs. The Supreme Court's refusal lets stand the 9th Federal Circuit Court of Appeals decision on Grason Electric Co. et al. vs. the Sacramento Municipal Utility District (SMUD). That decision allows SMUD - a public utility - to engage in energy-related businesses such as the installation of energy management systems and lighting retrofits, according to the attorney. The plaintiffs in the case, 13 electrical contractors in the Sacramento area, originally brought the case against SMUD on antitrust grounds because, they alleged, the utility was encroaching upon their businesses.

    A conference was held to provide farmers, businesses, industries, and specialty groups with the best available information on current and projected activities related to the production and utilization of biomass for alcohol fuels. All aspects of the alcohol fuel production and utilization process were discussed. From biomass sources, through conversion processes to end-use products and applications were topics discussed by numerous experts. Other experts took this basic information and put it together into total systems. Speakers presented overviews on alcohol fuel related activities on state, regional, and national levels. Finally, commercialization incentives, funding sources, environmental considerations, research developments, safety considerations, and regulatory requirements were discussed as factors which must be addressed when considering the production and utilization of alcohol fuels. Separate abstracts have been prepared for items within the scope of the Energy Data Base.

    SAGE-WASP is designed to find the optimal generation expansion policy for an electrical utility system. New units can be automatically selected from a user-supplied list of expansion candidates which can include hydroelectric and pumped storage projects. The existing system is modeled. The calculational procedure takes into account user restrictions to limit generation configurations to an area of economic interest. The optimization program reports whether the restrictions acted as a constraint on the solution. The discount rate and escalation rate are treated separately for each expansion candidate and for each fuel type.     This paper presents the results of interviews conducted with 44 business people in 10 states to examine the use of the utility bill as an information mechanism for providing businesses with the relationship between energy consumption and cost. Our results indicate that there are significant barriers to the use of the utility bill as an information tool for energy consumers. Furthermore, we found significant variations among respondents in the information desired from the bill, and differences in decision-making criteria for investments aimed at reducing energy consumption and for those aimed at other forms of waste minimization. These results call into question the applicability of standard market theories in the purchase of energy by most businesses.
