Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan.     This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance.     Welcome to the US Department of Energy`s Forecast of Contracting and Subcontracting Opportunities. This forecast, which is published pursuant to Public Low 100--656, ``Business Opportunity Development Reform Act of 1988,`` is intended to inform small business concerns, including those owned and controlled by socially and economically disadvantaged individuals, and women-owned small business concerns, of the anticipated fiscal year 1995 contracting and subcontracting opportunities with the Department of Energy and its management and operating contractors and environmental restoration and waste management contractors. This document will provide the small business contractor with advance notice of the Department`s procurement plans as they pertain to small, small disadvantaged and women-owned small business concerns.Opportunities contained in the forecast support the mission of the Department, to serve as advocate for the notion`s energy production, regulation, demonstration, conservation, reserve maintenance, nuclear weapons and defense research, development and testing, when it is a national priority. The Department`s responsibilities include long-term, high-risk research and development of energy technology, the marketing of Federal power, and maintenance of a central energy data collection and analysis program. A key mission for the Department is to identify and reduce risks, as well as manage waste at more than 100 sites in 34 states and territories, where nuclear energy or weapons research and production resulted in radioactive, hazardous, and mixed waste contamination.     This report summarizes the progress of the subcontracted photovoltaic (PV) research and development (R D) performed under the Photovoltaics Program at the Solar Energy Research Institute (SERI). The SERI subcontracted PV research and development represents most of the subcontracted R D that is funded by the US Department of Energy (DOE) National Photovoltaics Program. This report covers fiscal year (FY) 1990: October 1, 1989 through September 30, 1990. During FY 1990, the SERI PV program started to implement a new DOE subcontract initiative, entitled the Photovoltaic Manufacturing Technology (PVMaT) Project.'' Excluding (PVMaT) because it was in a start-up phase, in FY 1990 there were 54 subcontracts with a total annualized funding of approximately $11.9 million. Approximately two-thirds of those subcontracts were with universities, at a total funding of over $3.3 million. Cost sharing by industry added another $4.3 million to that $11.9 million of SERI PV subcontracted R D. The six technical sections of this report cover the previously ongoing areas of the subcontracted program: the Amorphous Silicon Research Project, Polycrystalline Thin Films, Crystalline Silicon Materials Research, High-Efficiency Concepts, the New Ideas Program, and the University Participation Program. Technical summaries of each of the subcontracted programs discuss approaches, major accomplishments in FY 1990, and future research directions. Another section introduces the PVMaT project and reports the progress since its inception in FY 1990. Highlights of technology transfer activities are also reported.

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification.     This business plan is for a proposed legal entity named IRHUS, Inc. which is to be formed as a subsidiary of Energy Partners, L.C. (EP) of West Palm Beach, Florida. EP is a research and development company specializing in hydrogen proton exchange membrane (PEM) fuel cells and systems. A fuel cell is an engine with no moving parts that takes in hydrogen and produces electricity. The purpose of IRHUS, Inc. is to develop and manufacture a self-sufficient energy system based on the fuel cell and other new technology that produces hydrogen and electricity. The product is called the Integrated renewable Hydrogen utility System (IRHUS). IRHUS, Inc. plans to start limited production of the IRHUS in 2002. The IRHUS is a unique product with an innovative concept in that it provides continuous electrical power in places with no electrical infrastructure, i.e., in remote and island locations. The IRHUS is a zero emissions, self-sufficient, hydrogen fuel generation system that produces electricity on a continuous basis by combining any renewable power source with hydrogen technology. Current plans are to produce a 10 kilowatt IRHUS MP (medium power). Future plans are to design and manufacture IRHUS models to provide power for a variety of power ranges for identified attractive market segments. The technological components of the IRHUS include an electrolyzer, hydrogen and oxygen storage subsystems, fuel cell system, and power control system.     In the Fall of 1993, the Washington State Energy Office funded the Washington Home Energy Rating System project to investigate the benefits of a Washington state HERS. WSEO established a HERS and EEM Advisory Group. Composed of mortgage lenders/brokers, realtors, builders, utility staff, remodelers, and other state agency representatives, the Advisory Group met for the first time on November 17, 1993. The Advisory Group established several subcommittees to identify issues and options. During its March 1994 meeting, the Advisory Group formed a consensus directing WSEO to develop a HERS business plan for consideration. The Advisory Group also established a business plan subcommittee to help draft the plan. Under the guidance of the business plan subcommittee, WSEO conducted research on how customers value energy efficiency in the housing market. This plan represents WSEO`s effort to comply with the Advisory Group`s request. Why is a HERS Business Plan necessary? Strictly speaking this plan is more of a feasibility plan than a business plan since it is designed to help determine the feasibility of a new business venture: a statewide home energy rating system. To make this determination decision makers or possible investors require strategic information about the proposed enterprise. Ideally, the plan should anticipate the significant questions parties may want to know. Among other things, this document should establish decision points for action.

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The City of Chicago's Department of Planning and the Center for Neighborhood Technology (CNT) engaged Charles Rial and Associates (CRA) to assess the initial feasibility of an independent residential balancing service as a venture opportunity for a community-based organization (cbo). This document represents CRA's final report on the feasibility of the proposed venture. To assess the feasibility of a residential balancing venture, CRA determined the market potential for such a service, reviewed the efforts of the Chicago Energy Savers Fund, and interviewed engineering firms and heating and boiler contractors. It was determined that a stand-alone venture that offers balancing as its service will not reach a broad enough market to support a break-even operation and therefore, does not represent a feasible venture opportunity. A more feasible approach would involve a joint-venture between an established heating/boiler contractor and a cbo. A summary of the findings that led to this conclusion is provided.

    This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    The Office of Inspector General performed audits of the Small Disadvantaged Business Program at five management and operating contractors in FY 1994. The audits disclosed that none of the contractors fully met the intent of the Act and implementing regulations. The contractors awarded some subcontracts to firms of questionable program eligibility. Also, two of the contractors concentrated awards among a limited number of small disadvantaged businesses, and used procurement practices that precluded opportunities for many small disadvantaged businesses to participate. The objective of this audit was to determine whether Chicago was providing the maximum practicable opportunity for small disadvantaged businesses to participate in contract awards.

    Hazardous waste transportation, treatment, recycling, and disposal contracts were first consolidated at the Idaho National Engineering Laboratory in 1992 by EG&G Idaho, Inc. At that time, disposition of Resource, Conservation and Recovery Act hazardous waste, Toxic Substance Control Act waste, Comprehensive Environmental Response, Compensation, and Liability Act hazardous substances and contaminated media, and recyclable hazardous materials was consolidated under five subcontracts. The wastes were generated by five different INEL M&O contractors, under the direction of three different Department of Energy field offices. The consolidated contract reduced the number of facilities handling INEL waste from 27 to 8 qualified treatment, storage, and disposal facilities, with brokers specifically prohibited. This reduced associated transportation costs, amount and cost of contractual paperwork, and environmental liability exposure. EG&G reviewed this approach and proposed a consolidated hazardous waste subcontract be formed for the major EG&G managed DOE sites: INEL, Mound, Rocky Flats, Nevada Test Site, and 10 satellite facilities. After obtaining concurrence from DOE Headquarters, this effort began in March 1992 and was completed with the award of two master task subcontracts in October and November 1993. In addition, the effort included a team to evaluate the apparent awardee`s facilities for environment, safety, health, and quality (ESH&Q) and financial liability status. This report documents the evaluation of the process used to prepare, bid, and award the EG&G consolidated hazardous waste transportation, treatment, recycling, and/or disposal subcontracts and associated ESH&Q and financial liability assessments; document the strengths and weaknesses of the process; and propose improvements that would expedite and enhance the process for other DOE installations that used the process and for the re-bid of the consolidated subcontract, scheduled for 1997.

    This report contains document control information and abstracts for the National Renewable Energy Laboratory (NREL) subcontracted photovoltaic program publications. It also lists source information on additional publications that describe US Department of Energy (DOE) PV research activities. It is not totally exhaustive, so it lists NREL contacts for requesting further information on the DOE and NREL PV programs. This report covers the period from August 1, 1991, through July 31, 1992. The purpose of continuing this type of publication is to help people keep abreast of specific PV interests, while maintaining a balance on the costs to the PV program. The information in this report is organized under PV technology areas: Amorphous silicon research; polycrystalline thin films (including copper indium diselenide, cadmium telluride, and thin-film silicon); crystalline materials and advanced concepts (including silicon, gallium arsenide, and other group III-V materials); and PV manufacturing technology development (which may include manufacturing information for various types of PV materials).

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    The objective of the PV Manufacturing R&D subcontract was to continue to improve AstroPower's technology for manufacturing Silicon-Film* wafers, solar cells, and modules to reduce costs, and increase production yield, throughput, and capacity. As part of the effort, new technology such as the continuous back metallization screen-printing system and the laser scribing system were developed and implemented. Existing processes, such as the silicon nitride antireflection coating system and the fire-through process were optimized. Improvements were made to the statistical process control (SPC) systems of the major manufacturing processes: feedstock preparation, wafer growth, surface etch, diffusion, and the antireflection coating process. These process improvements and improved process control have led to an increase of 5% relative power, and nearly 15% relative improvement in mechanical and visual yield.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    The goal of the subcontract is to scale up Semprius' novel micro-cell based modules to an annualized rate of 500 kW of receivers and 10 kW of modules, in support of the DOE 2020 Sunshot Initiative goals. The statement of work (SOW) was broken up into two Phases. Phase I was directed towards process development efforts towards addressing fundamental manufacturing metrics such as yield, die per wafer, automation and throughput. Phase II objectives are to scale to an annualized production rate of 500 kW of receivers and 10 kW of modules, while improving cell efficiency, module efficiency and transfer yield. Semprius has met all the technical milestones and deliverables for the contract. All subtasks were completed earlier than expected and the results exceeded the technical targets. In particular, 3J cell efficiency of 41.2% exceeded the target of 38%, module efficiency of 28.3% exceeded the target of 28% and transfer yield of 96.4% exceeds the target of 95%, with all tasks completed well ahead of schedule. Also, devices fabricated from 1st use GaAs substrates and substrates with two re-uses have been shown to be identical.

Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    To assess the feasibility of a residential balancing venture, Charles Rial and Associates determined the market potential for such a service, reviewed the efforts of the Chicago Energy Savers Fund, and interviewed engineering firms and heating and boiler contractors. Based on our findings, it was determined that a stand-alone venture that offers balancing as its only service will not reach a broad enough market to support a break-even operation, and therefore, does not represent a feasible venture opportunity. A more feasible approach would involve a joint-venture between an established heating/boiler contractor and a cbo. A summary of the findings that led to this conclusion are included.

    The Solar America Initiative (SAI) is intended to provide numerous technological routes towards a lower levelized cost of solar-generated electricity (LCOE). MicroLink's planned contribution towards the SAI is to provide a method of lowering the cost of GaAs-based solar cells, which are a major contributor to the cost of concentrator photovoltaic (CPV) modules. MicroLink's unique approach is to use an epitaxial liftoff (ELO) process to completely remove the active solar cell from the substrate while preserving the performance and yield of the cell. The substrate accounts for approximately half the cost of conventional, multijunction GaAs-based solar cells. By using ELO, the substrate can be reused several times for additional solar cell growths, thereby reducing the cost of multijunction solar cells by up to 50%. The achievement of high efficiency has significantly increased the acceptance of MicroLink Devices as a future supplier of high-efficiency dual-junction and IMM (inverted metamorphic) triple-junction ELO solar cells. MicroLink entered the SAI program with a 10% efficiency GaAs solar cell (1-sun AM 1.5) and finished the program with an NREL-verified IMM triple-junction ELO solar cell (1-sun AM 1.5).

    In April 1994, the Department of Energy (DOE) Strategic Plan was issued. This Plan presents the Department`s strategic outlook in response to a changing world. It discusses the Department`s unique capabilities; its mission, vision, and core values; and key customer and stakeholder considerations. The DOE Strategic Plan lists business strategies and critical success factors which are intended to aid the Department in accomplishing its mission and reaching its vision of itself in the future. The Office of Inspector General (OIG) has an important role in carrying out the goals and objectives of the Secretary`s Strategic Plan. The ultimate goal of the OIG is to facilitate positive change by assisting its customers, responsible Government officials, in taking actions to improve programs and operations. The Inspector General annually issues his own Strategic Plan that contains program guidance for the next fiscal year. As part of its responsibility in carrying out the OIG mission, the Office of the Deputy Inspector General for Audit Services (Office of Audit Services) publishes an Annual Work Plan that sets forth audits that are planned for the next fiscal year. Selection of these audits is based on the overall budget of the Department, analyses of trends in Departmental operations, guidance contained in the agency`s strategic plans, statutory requirements, and the expressed needs and audit suggestions of Departmental program managers and OIG managers and staff. This work plan includes audits that are carried over from FY 1995 and audits scheduled to start during FY 1996. Audits included in the plan will be performed by OIG staff.

    This Institutional Plan for Argonne National Laboratory contains central elements of Argonne`s strategic plan. Chapter II of this document discusses the Laboratory`s mission and core competencies. Chapter III presents the Science and Technology Strategic Plan, which summarizes key features of the external environment, presents Argonne`s vision, and describes how the Laboratory`s strategic goals and objectives map onto and support DOE`s four business lines. The balance of the chapter comprises the science and technology area plans, organized by the four DOE business lines. Chapter IV describes the Laboratory`s ten major initiatives, which cover a broad spectrum of science and technology. Our proposal for an Exotic Beam Facility aims at, among other things, increased understanding of the processes of nuclear synthesis during and shortly after the Big Bang. Our Advanced Transportation Technology initiative involves working with US industry to develop cost-effective technologies to improve the fuel efficiency and reduce the emissions of transportation systems. The Laboratory`s plans for the future depend significantly on the success of its major initiatives. Chapter V presents our Operations and Infrastructure Strategic Plan. The main body of the chapter comprises strategic plans for human resources; environmental protection, safety, and health; site and facilities; and information management. The chapter concludes with a discussion of the business and management practices that Argonne is adopting to improve the quality and cost-effectiveness of its operations. The structure and content of this document depart from those of the Institutional Plan in previous years. Emphasis here is on directions for the future; coverage of ongoing activities is less detailed. We hope that this streamlined plan is more direct and accessible.

    This report documents the operations plan for developing the National Security Technology Incubator (NSTI) program for southern New Mexico. The NSTI program will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The NSTI program is being developed as part of the National Security Preparedness Project (NSPP), funded by Department of Energy (DOE)/National Nuclear Security Administration (NNSA). The operation plan includes detailed descriptions of the structure and organization, policies and procedures, scope, tactics, and logistics involved in sustainable functioning of the NSTI program. Additionally, the operations plan will provide detailed descriptions of continuous quality assurance measures based on recommended best practices in incubator development by the National Business Incubation Association (NBIA). Forms that assist in operations of NSTI have been drafted and can be found as an attachment to the document.

    This report describes work performed during this subcontract by the University of California. The photoconductivity, lifetime, and drift mobility of intrinsic hydrogenated amorphous silicon (a-Si:H), hydrogenated amorphous silicon carbide (a-SiC:H), and hydrogenated amorphous silicon germanium (a-SiGe:H) were determined using a photomixing technique in the as prepared and light-soaked states. In addition to the decay of the photoconductivity and electron lifetime, continuous decay of the electron drift mobility was found during the light-soaking process (Staebler-Wronski effect). Experimental data were fitted to a stretched exponential law. Different stretched-exponential parameters for photoconductivity, lifetime, and drift mobility were obtained, which indicates the production of defects with different generation kinetics upon light soaking. The transport properties of intrinsic a-Si:H samples (which were produced by the hot-wire technique at NREL at different substrate temperatures such that the hydrogen content ranged from >10% to <1%), were systematically studied. It was found that with increasing substrate temperature, the lifetime, the drift mobility, and the photoconductivity decreased, but the Urbach energy ({approx} 0.1 eV below the conduction band) increased. These results indicate that for the a-Si:H films with increasing deposition temperature, the density of positively charged, negatively charged, and neutral defects all show a tendency to increase, in agreement with the results observed by other workers employing other measurement techniques. Researchers also found that the drift mobility of these samples increases and the lifetime decreases with increasing electric field, while the mt product is essentially independent of the electric field in the range of 1,000-10,000 V/cm. The electric field dependence of mobility (Dm) /m0/ (DE) in the as-grown or/and annealed states are always larger than that in the light-soaked state. This electric field dependence of mobility can be explained by the existence of long-range potential fluctuations. Photoemission measurements in air were performed on a-Si:H, a-SiC:H, and transparent conducting oxide layers, and revealed inhomogeneities of composition or surface contamination.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These DOE Orders and associated policies establish goals and sustainable stewardship practices that are protective of environmental, natural, and cultural resources, and take a life cycle approach that considers aspects such as: (1) Acquisition and use of environmentally preferable products; (2) Electronics stewardship; (3) Energy conservation, energy efficiency, and renewable energy; (4) Pollution prevention, with emphasis on toxic and hazardous chemical and material reduction; (5) Procurement of efficient energy and water consuming materials and equipment; (6) Recycling and reuse; (7) Sustainable and high-performance building design; (8) Transportation and fleet management; and (9) Water conservation. LBNL's approach to sustainable environmental stewardship required under Order 450.1A poses the challenge of implementing its EMS in a compliance-based, performance-based, and cost-effective manner. In other words, the EMS must deliver real and tangible business value at a minimal cost. The purpose of this plan is to describe Berkeley Lab's approach for achieving such an EMS, including an overview of the roles and responsibilities of key Laboratory parties. This approach begins with a broad-based environmental policy consistent with that stated in Chapter 11 of the LBNL Health and Safety Manual (PUB-3000). This policy states that Berkeley Lab is committed to the following: (1) Complying with applicable environmental, public health, and resource conservation laws and regulations. (2) Preventing pollution, minimizing waste, and conserving natural resources. (3) Correcting environmental hazards and cleaning up existing environmental problems, and (4) Continually improving the Laboratory's environmental performance while maintaining operational capability and sustaining the overall mission of the Laboratory. A continual cycle of planning, implementing, evaluating, and improving processes will be performed to achieve goals, objectives, and targets that will help LBNL carry out this policy.     This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    The overall objective of the Swedish transport policy is to ensure the economically efficient and sustainable provision of transport services for people and business throughout the country. More specifically, the transport sector shall, among other things, contribute to the achievement of environmental quality objectives in which the development of the transport system plays an important role in the achievement of the objectives. The aim of this study is to analyse if current transport planning supports this policy. This is done by analysing two recent cases: the National Infrastructure Plan 2010–2021, and the planning of Bypass Stockholm, a major road investment. Our results show that the plans are in conflict with several of the environmental quality objectives. Another interesting aspect of the planning processes is that the long-term climate goals are not included in the planning processes, neither as a clear goal nor as factor that will influence future transport systems. In this way, the long-term sustainability aspects are not present in the planning. We conclude that the two cases do not contribute to a sustainable transport system. Thus, several changes must be made in the processes, including putting up clear targets for emissions. Also, the methodology for the environmental assessments needs to be further developed and discussed. - Highlights: • Two cases are studied to analyse if current planning supports a sustainable transport system. • Results show that the plans are in conflict with several of the environmental quality objectives. • Long-term climate goals are not included in the planning processes. • Current practices do not contribute to a sustainable planning processes. • Methodology and process for environmental assessments must be further developed and discussed.

    This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The Draft Institutional Plan is the product of many discussions between DOE and Argonne program managers, and it also reflects programmatic priorities developed during Argonne's summer strategic planning process. That process serves additionally to identify new areas of strategic value to DOE and Argonne, to which Laboratory Directed Research and Development funds may be applied. The Draft Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. Chapter II of this Institutional Plan describes Argonne's missions and roles within the DOE laboratory system, its underlying core competencies in science and technology, and six broad planning objectives whose achievement is considered critical to the future of the Laboratory. Chapter III presents the Laboratory's ''Science and Technology Strategic Plan,'' which summarizes key features of the external environment, presents Argonne's vision, and describes how Argonne's strategic goals and objectives support DOE's four business lines. The balance of Chapter III comprises strategic plans for 23 areas of science and technology at Argonne, grouped according to the four DOE business lines. The Laboratory's 14 major initiatives, presented in Chapter IV, propose important advances in key areas of fundamental science and technology development. The ''Operations and Infrastructure Strategic Plan'' in Chapter V includes strategic plans for human resources; environmental protection, safety, and health; site and facilities; security, export control, and counterintelligence; information management; communications, outreach, and community affairs; performance-based management; and productivity improvement and overhead cost reduction. Finally, Chapter VI provides resource projections that are a reasonable baseline for planning the Laboratory's future.
