The Grimethorpe Experimental Facility was designed to use steam from the Grimethorpe Power Station to drive the turbo-compressor during start-up. During this period, it was intended that steam produced in the Facility Steam/Water Circuit would be vented to atmosphere and the required condensate make-up would be supplied from storage tanks. The Condensate Recovery System (CRS) and its interconnection with the Facility is shown. The resulting changes of the thermodynamic conditions of the steam are shown. The system is capable of receiving the full output of the Steam/Water Circuit at design conditions of 440/sup 0/C, 30.3 bar abs.

For most fuel-fired heating equipment, a large amount of the heat supplied is wasted as exhaust or flue gases. In furnaces, air and fuel are mixed and burned to generate heat, some of which is transferred to the heating device and its load. When the heat transfer reaches its practical limit, the spent combustion gases are removed from the furnace via a flue or stack. At this point, these gases still hold considerable thermal energy. In many systems, this is the greatest single heat loss. The energy efficiency can often be increased by using waste heat gas recovery systems to capture and use some of the energy in the flue gas. For natural gas-based systems, the amount of heat contained in the flue gases as a percentage of the heat input in a heating system can be estimated by using Figure 1. Exhaust gas loss or waste heat depends on flue gas temperature and its mass flow, or in practical terms, excess air resulting from combustion air supply and air leakage into the furnace. The excess air can be estimated by measuring oxygen percentage in the flue gases.

In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and Ô?∑ Create a Showcase Waste Heat Recovery Demonstration Project.

Hydraulic waste energy recovery

Water distribution systems are typically a municipality's largest consumer of energy and greatest expense. The water distribution network has varying pressure requirements due to the age of the pipeline and topographical differences. Certain circumstances require installation of pressure reducing devices in the pipeline to lower the water pressure in the system. The consequence of this action is that the hydraulic energy supplied by the high lift or booster pumps is wasted in the process of reducing the pressure. A possible solution to capture the waste hydraulic energy is to install an in-line electricity generating turbine. Energy recovery using in-line turbine systems is an emerging technology. Due to the lack of technical and other relevant information on in-line turbine system installations, questions of constructability and legal issues over the power service contract have yet to be answered. This study seeks to resolve these questions and document the findings so that other communities may utilize this information. 10 figs.

However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

Developing a Regional Recovery Framework

Abstract A biological attack would present an unprecedented challenge for local, state, and federal agencies; the military; the private sector; and individuals on many fronts ranging from vaccination and treatment to prioritization of cleanup actions to waste disposal. To prepare the Seattle region to recover from a biological attack, the Seattle Urban Area Security Initiative (UASI) partners collaborated with military and federal agencies to develop a Regional Recovery Framework for a Biological Attack in the Seattle Urban Area. The goal was to reduce the time and resources required to recover and restore wide urban areas, military installations, and other critical infrastructure following a biological incident by providing a coordinated systems approach. Based on discussions in small workshops, tabletop exercises, and interviews with emergency response agency staff, the partners identified concepts of operation for various areas to address critical issues the region will face as recovery progresses. Key to this recovery is the recovery of the economy. Although the Framework is specific to a catastrophic, wide-area biological attack using anthrax, it was designed to be flexible and scalable so it could also serve as the recovery framework for an all-hazards approach. The Framework also served to coalesce policy questions that must be addressed for long-term recovery. These questions cover such areas as safety and health, security, financial management, waste management, legal issues, and economic development.

Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) arrived in late 2010, there was a substantial lack of infrastructure to support these vehicles. ChargePoint America deployed charging infrastructure in ten (10) metropolitan regions in coordination with vehicle deliveries targeting those same regions by our OEM partners: General Motors, Nissan, Fisker Automotive, Ford, smart USA, and BMW. The metropolitan regions include Central Texas (Austin/San Antonio), Bellevue/Redmond (WA), Southern Michigan, Los Angeles area (CA), New York Metro (NY), Central Florida (Orlando/Tampa), Sacramento (CA), San Francisco/San Jose (CA), Washington DC and Boston (MA). ChargePoint America installed more than 4,600 Level 2 (220v) SAE J1772ô UL listed networked charging ports in home, public and commercial locations to support approximately 2000 program vehicles. ChargePoint collected data to analyze how individuals, businesses and local governments used their vehicles. Understanding driver charging behavior patterns will provide the DoE with critical information as EV adoption increases in the United States.

It is intended for contractors, installers, solar system designers, engineers, architects, and manufacturers who intend to enter the solar energy business. The reader should have general knowledge of how solar heating and cooling systems operate and knowledge of construction methods and building codes. Knowledge of solar analysis methods such as f-Chart, SOLCOST, DOE-1, or TRNSYS would be helpful. The information contained in the manual includes sizing storage, choosing a location for the storage device, and insulation requirements. Both air-based and liquid-based systems are covered with topics on designing rock beds, tank types, pump and fan selection, installation, costs, and operation and maintenance. Topics relevant to latent heat storage include properties of phase-change materials, sizing the storage unit, insulating the storage unit, available systems, and cost. Topics relevant to heating domestic water include safety, single- and dual-tank systems, domestic water heating with air- and liquid-based space heating systems, and stand alone domestics hot water systems. Structural Code Considerations for Solar Rooftop Installations.

Residential rooftop solar panel installations are limited in part by the high cost of structural related code requirements for field installation. Permitting solar installations is difficult because there is a belief among residential permitting authorities that typical residential rooftops may be structurally inadequate to support the additional load associated with a photovoltaic (PV) solar installation. Typical engineering methods utilized to calculate stresses on a roof structure involve simplifying assumptions that render a complex non-linear structure to a basic determinate beam. This method of analysis neglects the composite action of the entire roof structure, yielding a conservative analysis based on a rafter or top chord of a truss. Consequently, the analysis can result in an overly conservative structural analysis. A literature review was conducted to gain a better understanding of the conservative nature of the regulations and codes governing residential construction and the associated structural system calculations.

Final Technical Report for the Recovery Act Project for the Installation of a Low Flow Unit at the Abiquiu Hydroelectric Facility. The Abiquiu hydroelectric facility existed with two each 6.9 MW vertical flow Francis turbine-generators. This project installed a new 3.1 MW horizontal flow low flow turbine-generator. The total plant flow range to capture energy and generate power increased from between 250 and 1,300 cfs to between 75 and 1,550 cfs. Fifty full time equivalent (FTE) construction jobs were created for this project - 50% (or 25 FTE) were credited to ARRA funding due to the ARRA 50% project cost match. The Abiquiu facility has increased capacity, increased efficiency and provides for an improved aquatic environment owing to installed dissolved oxygen capabilities during traditional low flow periods in the Rio Chama. A new powerhouse addition was constructed to house the new turbine-generator equipment.

The Robbins Company, of Attleboro, Massachusetts, a medium-sized jewelry manufacturing and plating company, installed a new wastewater treatment and metal recovery system, which forms a closed-loop, completed in February, 1988. The company now generates very small quantities of hazardous wastes non-contact cooling water from the annealing furnaces, and intends to complete it`s water conservation program by installing one or more chillers on the furnaces. Since 1986, chemical usage has dropped 81.8%, hazardous waste generation 89% and water usage by 47.7%, generating an annual savings of over $71,000.

PMI's departure from the contracts leaves no service or maintenance funds for the 50 to 100 installations in the field. Officials from most of the equipment manufacturers denied knowledge of PMI, which dealt only with independent installers and customers under a contract that called for users to share energy savings with PMI in exchange for PMI financing for installation and service. Performance of Installed Cooking Exhaust Devices

The performance metrics of airflow, sound, and combustion product capture efficiency (CE) were measured for a convenience sample of fifteen cooking exhaust devices, as installed in residences. Results were analyzed to quantify the impact of various device- and installation-dependent parameters on CE. Measured maximum airflows were 70% or lower than values noted on product literature for 10 of the devices. Above-the-cooktop devices with flat bottom surfaces (no capture hood) Ė including exhaust fan/microwave combination appliances Ė were found to have much lower CE at similar flow rates, compared to devices with capture hoods. For almost all exhaust devices and especially for rear-mounted downdraft exhaust and microwaves, CE was substantially higher for back compared with front burner use. Flow rate, and the extent to which the exhaust device extends over the burners that are in use, also had a large effect on CE. A flow rate of 95 liters per second (200 cubic feet per minute) was necessary, but not sufficient, to attain capture efficiency in excess of 75% for the front burners. A-weighted sound levels in kitchens exceeded 57 dB when operating at the highest fan setting for all 14 devices evaluated for sound performance.

Enhanced coalbed methane recovery

The recovery of coalbed methane can be enhanced by injecting CO{sub 2} in the coal seam at supercritical conditions. Through an in situ adsorption/desorption process the displaced methane is produced and the adsorbed CO{sub 2} is permanently stored. This is called enhanced coalbed methane recovery (ECBM) and it is a technique under investigation as a possible approach to the geological storage of CO{sub 2} in a carbon dioxide capture and storage system. This work reviews the state of the art on fundamental and practical aspects of the technology and summarizes the results of ECBM field tests. These prove the feasibility of ECBM recovery and highlight substantial opportunities for interdisciplinary research at the interface between earth sciences and chemical engineering.

In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues. The energy required for booster station operation is supplied by the electrical utility company and has an associated cost. Energy removed by pressure reducing valves in the system is lost or wasted. The objective of this project is to capture the wasted hydraulic energy with in-line turbines. In this application, the in-line turbines act as pressure reducing valves while removing energy from the water distribution system and converting it to electrical energy. The North Service Center pumping station was selected for the pilot program due to the availability of a wide range in pressure drop and flow, which are necessary for hydraulic energy recovery. The research performed during this project resulted in documentation of technical, economic, installation, and operational information necessary for local government officials to make an informed judgement as it relates to in-line turbine generation.

An improved catalytic reduction process for the direct recovery of elemental sulfur from various SO[sub 2]-containing industrial gas streams. The catalytic process provides combined high activity and selectivity for the reduction of SO[sub 2] to elemental sulfur product with carbon monoxide or other reducing gases. The reaction of sulfur dioxide and reducing gas takes place over certain catalyst formulations based on cerium oxide. In the last four years, Adjustable Speed ac Drive (ASD) manufacturers have migrated from Bipolar Junction Transistor (BJT) semiconductors to Insulated Gate Bipolar Transistors (IGBTs) as the preferred Output switching device. The advantage of IGBTs over BJTs is that device rise and fall time switching capability is 5 - 10 times faster, resulting in lower device switching loss and a more efficient drive. However, for a similar motor cable length as the BJT drive, the faster output voltage risetime of the IGBT drive may increase the dielectric voltage stress on the motor and cable due to a phenomenon called reflected wave. Faster output dv/dt transitions of IGBT drives also increase the possibility for phenomenon such as increased Common Mode (CM) electrical noise, Electromagnetic Interference (EMI) problems and increased capacitive cable charging current problems. Also, recent experience suggests any Pulse Width Modulated (PWM) drive with a steep fronted output voltage wave form may increase motor shaft voltage and lead to a bearing current phenomenon known as fluting. This paper provides a basic understanding of these issues, as well as solutions, to insure a successful drive system installation.

The first plate has a loading surface with a loading groove for receiving a snap ring and a shoulder for holding a gasket. A plurality of openings are formed through the first plate, communicating with the loading groove and approximately equally spaced about the groove. A plurality of rods are attached to the second plate, each rod slidable in one of the openings. In use, the loaded tool is inserted into a hollow pipe or pipe fitting having an internal flange and an internal seating groove, such that the gasket is positioned against the flange and the ring is in the approximate plane of the seating groove. The sleeve is pushed against the second plate, sliding the second plate towards the first plate, compressing the spring and sliding the rods forwards in the openings. The rods engage the snap ring and urge the ring from the loading groove into the seating groove.

Demand Response (DR) can be defined as actions taken to reduce electric loads when contingencies, such as emergencies and congestion, occur that threaten supply-demand balance, or market conditions raise supply costs. California utilities have offered price and reliability DR based programs to customers to help reduce electric peak demand. The lack of knowledge about the DR programs and how to develop and implement DR control strategies is a barrier to participation in DR programs, as is the lack of automation of DR systems. Most DR activities are manual and require people to first receive notifications, and then act on the information to execute DR strategies. Levels of automation in DR can be defined as follows. Manual Demand Response involves a labor-intensive approach such as manually turning off or changing comfort set points at each equipment switch or controller. Semi-Automated Demand Response involves a pre-programmed demand response strategy initiated by a person via centralized control system. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. The receipt of the external signal initiates pre-programmed demand response strategies. We refer to this as Auto-DR (Piette et. al. 2005). Auto-DR for commercial and industrial facilities can be defined as fully automated DR initiated by a signal from a utility or other appropriate entity and that provides fully-automated connectivity to customer end-use control strategies. One important concept in Auto-DR is that a homeowner or facility manager should be able to 'opt out' or 'override' a DR event if the event comes at time when the reduction in end-use services is not desirable. Therefore, Auto-DR is not handing over total control of the equipment or the facility to the utility but simply allowing the utility to pass on grid related information which then triggers facility defined and programmed strategies if convenient to the facility. From 2003 through 2006 Lawrence Berkeley National Laboratory (LBNL) and the Demand Response Research Center (DRRC) developed and tested a series of demand response automation communications technologies known as Automated Demand Response (Auto-DR). In 2007, LBNL worked with three investor-owned utilities to commercialize and implement Auto-DR programs in their territories. This paper summarizes the history of technology development for Auto-DR, and describes the DR technologies and control strategies utilized at many of the facilities. It outlines early experience in commercializing Auto-DR systems within PG&E DR programs, including the steps to configure the automation technology. The paper also describes the DR sheds derived using three different baseline methodologies. Emphasis is given to the lessons learned from installation and commissioning of Auto-DR systems, with a detailed description of the technical coordination roles and responsibilities, and costs.

The present invention is directed to an improved wet air oxidation system and method for reducing the chemical oxygen demand (COD) of waste water used from scrubbers of coal gasification plants, with this COD reduction being sufficient to effectively eliminate waste water as an environmental pollutant. The improvement of the present invention is provided by heating the air used in the oxidation process to a temperature substantially equal to the temperature in the oxidation reactor before compressing or pressurizing the air. The compression of the already hot air further heats the air which is then passed in heat exchange with gaseous products of the oxidation reaction for "superheating" the gaseous products prior to the use thereof in turbines as the driving fluid. The superheating of the gaseous products significantly minimizes condensation of gaseous products in the turbine so as to provide a substantially greater recovery of mechanical energy from the process than heretofore achieved.

All energy resources available from a geopressured geothermal reservoir are used for the production of pipeline quality gas using a high pressure separator/heat exchanger and a membrane separator, and recovering waste gas from both the membrane separator and a low pressure separator in tandem with the high pressure separator for use in enhanced oil recovery, or in powering a gas engine and turbine set. Liquid hydrocarbons are skimmed off the top of geothermal brine in the low pressure separator. High pressure brine from the geothermal well is used to drive a turbine/generator set before recovering waste gas in the first separator. Another turbine/generator set is provided in a supercritical binary power plant that uses propane as a working fluid in a closed cycle, and uses exhaust heat from the combustion engine and geothermal energy of the brine in the separator/heat exchanger to heat the propane.

Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Camp Swift property, the requirement of the Department of Defense Installation Restoration Program (IRP). The review of both historical and current practices at the property indicated that the activities at Camp Swift include no operations considered to have an adverse impact to the environment. The recommendation, therefore, is that no further IRP action is necessary at this property.

Renewable Energy Opportunities at the Kanto Installations, Japan

This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ. This report recommends projects to pursue and offers approaches to use. The most promising opportunities include waste-to-energy and ground source heat pumps. Solar photovoltaics (PV) may also prove successful. Other resources were found to be insufficient on the Kanto installations.

Olefin recovery via chemical absorption

The recovery of fight olefins in petrochemical plants has generally been accomplished through cryogenic distillation, a process which is very capital and energy intensive. In an effort to simplify the recovery process and reduce its cost, BP Chemicals has developed a chemical absorption technology based on an aqueous silver nitrate solution. Stone & Webster is now marketing, licensing, and engineering the technology. The process is commercially ready for recovering olefins from olefin derivative plant vent gases, such as vents from polyethylene, polypropylene, ethylene oxide, and synthetic ethanol units. The process can also be used to debottleneck C{sub 2} or C{sub 3} splinters, or to improve olefin product purity. This paper presents the olefin recovery imp technology, discusses its applications, and presents economics for the recovery of ethylene and propylene.

Facebook Applications' Installation and Removal: A Temporal Analysis

Facebook applications are one of the reasons for Facebook attractiveness. Unfortunately, numerous users are not aware of the fact that many malicious Facebook applications exist. To educate users, to raise users' awareness and to improve Facebook users' security and privacy, we developed a Firefox add-on that alerts users to the number of installed applications on their Facebook profiles. In this study, we present the temporal analysis of the Facebook applications' installation and removal dataset collected by our add-on. This dataset consists of information from 2,945 users, collected during a period of over a year. We used linear regression to analyze our dataset and discovered the linear connection between the average percentage change of newly installed Facebook applications and the number of days passed since the user initially installed our add-on. Additionally, we found out that users who used our Firefox add-on become more aware of their security and privacy installing on average fewer new application...

Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations

Since 2005, Pacific Northwest National Laboratory (PNNL) has been asked by Installation Management Command (IMCOM) to conduct strategic assessments at selected US Army installations of the potential use of renewable energy resources, including solar, wind, geothermal, biomass, waste, and ground source heat pumps (GSHPs). IMCOM has the same economic, security, and legal drivers to develop alternative, renewable energy resources overseas as it has for installations located in the US. The approach for continental US (CONUS) studies has been to use known, US-based renewable resource characterizations and information sources coupled with local, site-specific sources and interviews. However, the extent to which this sort of data might be available for outside the continental US (OCONUS) sites was unknown. An assessment at Camp Zama, Japan was completed as a trial to test the applicability of the CONUS methodology at OCONUS installations. It was found that, with some help from Camp Zama personnel in translating and locating a few Japanese sources, there was relatively little difficulty in finding sources that should provide a solid basis for conducting an assessment of comparable depth to those conducted for US installations. Project implementation will likely be more of a challenge, but the feasibility analysis will be able to use the same basic steps, with some adjusted inputs, as PNNLís established renewable resource assessment methodology.

Upgraded recovery boiler meets low air emissions standards

In the fall of 1990, the Boise Cascade mill in International Falls, MN, carried out a millwide modernization project. One critical element of the project was the upgrade of their recovery boiler. As a result of the recovery boiler upgrade, the mill was required to obtain a prevention of significant deterioration (PSD) air permit. A best available control technology (BACT) assessment was performed as a requirement of the PSD regulations. Ultimately, a number of more stringent air pollution emission limits were established for the boiler, and a continuous emissions monitoring system (CEMS) was purchased and installed to report daily results to the Minnesota Pollution Control Agency. This paper describes efforts to achieve increased firing capacity in the mill's recovery boiler while meeting more severe air emissions regulations. The authors will show that each of the emissions limits, including CO, SO[sub 2], NO[sub x], TRS, and opacity, are met by the upgraded boiler, while achieving an increase in firing capacity over pre-upgrade levels of up to 40%.

Shock recovery experiments: An assessment

Systematic shock recovery experiments, in which microstructural and mechanical property effects are characterized quantitatively, constitute an important means of increasing our understanding of shock processes. Through studies of the effects of variations in metallurgical and shock loading parameters on structure/property relationships, the micromechanisms of shock deformation, and how they differ from conventional strain rate processes, are beginning to emerge. This paper will highlight the state-of-the-art in shock recovery of metallic and ceramic materials. Techniques will be described which are utilized to ''soft'' recover shock-loaded metallic samples possessing low residual strain; crucial to accurate ''post-mortem'' metallurgical investigations of the influence of shock loading on material behavior. Illustrations of the influence of shock assembly design on the structure/property relationships in shock-recovered copper samples including such issues as residual strain and contact stresses, and their consequences are discussed. Shock recovery techniques used on brittle materials will be reviewed and discussed in light of recent experimental results. Finally, shock recovery structure/property results and VISAR data on the /alpha/--/omega/ shock-induced phase transition in titanium will be used to illustrate the beneficial link between shock recovery and ''real-time'' shock data. 26 refs., 3 figs.

Systems study of drilling for installation of geothermal heat pumps

Geothermal, or ground-source, heat pumps (GHP) are much more efficient than air-source units such as conventional air conditioners. A major obstacle to their use is the relatively high initial cost of installing the heat-exchange loops into the ground. In an effort to identify drivers which influence installation cost, a number of site visits were made during 1996 to assess the state-of-the-art in drilling for GHP loop installation. As an aid to quantifying the effect of various drilling-process improvements, we constructed a spread-sheet based on estimated time and material costs for all the activities required in a typical loop-field installation. By substituting different (improved) values into specific activity costs, the effect on total project costs can be easily seen. This report contains brief descriptions of the site visits, key points learned during the visits, copies of the spread-sheet, recommendations for further work, and sample results from sensitivity analysis using the spread-sheet.

On March 11, 1994, President Clinton signed Executive Order 12902-Energy Efficiency and Water Conservation at Federal Facilities. Section 302 of the Executive Order calls for energy and water prioritization surveys of federal facilities to be conducted. The surveys will be used to establish priorities for conducting comprehensive facility audits. In response to the requirements of the Executive Order, the U.S. Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) to initiate a broad study of the water savings potential at each of its major installations. This report provides an assessment of the water, sewer, energy (for hot water production and pumping), and associated cost savings potential at ten of the major FORSCOM installations. This assessment is meant to be a {open_quotes}first pass{close_quotes} estimate of the water savings potential, to assist FORSCOM in prioritizing installations for detailed water audits and potential water efficient retrofits. In addition, the end uses (toilets, sinks, showerheads, irrigation, etc.) with the greatest water savings potential are identified at each installation. This report is organized in the following manner. Following this Introduction, Section 2 provides important background information pertaining to the water analysis. Section 3 describes the methodology employed in the analysis, and Section 4 summarizes the study results. Section 5 prioritizes the installations based on both water/sewer savings and cost associated with water, sewer, and energy savings. Section 6 provides recommendations on where to start detailed water audits, as well as other recommendations. References are listed in Section 7. The appendices provide specific information on the analysis results and methodology, along with a discussion of special issues.

The energy required for booster station operation is supplied by the electrical utility company and has an associated cost. Energy removed by pressure reducing valves in the system is lost or wasted. The objective of this project is to capture the wasted hydraulic energy with in-line turbines. In this application, the in-line turbines act as pressure reducing valves while removing energy from the water distribution system and converting it to electrical energy. The North Service Center pumping station was selected for the pilot program due to the availability of a wide range in pressure drop and flow, which are necessary for hydraulic energy recovery. The research performed during this project resulted in documentation of technical, economic, installation, and operational information necessary for local government officials to make an informed judgement as it relates to in-line turbine generation.
