The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Performance Demonstration Program Management Plan

To demonstrate compliance with the Waste Isolation Pilot Plant (WIPP) waste characterization program, each testing and analytical facility performing waste characterization activities participates in the Performance Demonstration Program (PDP). The PDP serves as a quality control check against expected results and provides information about the quality of data generated in the characterization of waste destined for WIPP. Single blind audit samples are prepared and distributed by an independent organization to each of the facilities participating in the PDP. There are three elements within the PDP: analysis of simulated headspace gases, analysis of solids for Resource Conservation and Recovery Act (RCRA) constituents, and analysis for transuranic (TRU) radionuclides using nondestructive assay (NDA) techniques. Because the analysis for TRU radionuclides using NDA techniques involves both the counting of drums and standard waste boxes, four PDP plans are required to describe the activities of the three PDP elements. In accordance with these PDP plans, the reviewing and approving authority for PDP results and for the overall program is the CBFO PDP Appointee. The CBFO PDP Appointee is responsible for ensuring the implementation of each of these plans by concurring with the designation of the Program Coordinator and by providing technical oversight and coordination for the program. The Program Coordinator will designate the PDP Manager, who will coordinate the three elements of the PDP. The purpose of this management plan is to identify how the requirements applicable to the PDP are implemented during the management and coordination of PDP activities. The other participants in the program (organizations that perform site implementation and activities under CBFO contracts or interoffice work orders) are not covered under this management plan. Those activities are governed by the organizations quality assurance (QA) program and procedures or as otherwise directed by CBFO.

The annual program report provides detailed information about all aspects of the Sandia National Laboratories, California (SNL/CA) Chemical Management Program. It functions as supporting documentation to the SNL/CA Environmental Management System Program Manual. This program annual report describes the activities undertaken during the calender past year, and activities planned in future years to implement the Chemical Management Program, one of six programs that supports environmental management at SNL/CA. SNL/CA is responsible for tracking chemicals (chemical and biological materials), providing Material Safety Data Sheets (MSDS) and for regulatory compliance reporting according to a variety of chemical regulations. The principal regulations for chemical tracking are the Emergency Planning Community Right-to-Know Act (EPCRA) and the California Right-to-Know regulations. The regulations, the Hazard Communication/Lab Standard of the Occupational Safety and Health Administration (OSHA) are also key to the CM Program. The CM Program is also responsible for supporting chemical safety and information requirements for a variety of Integrated Enabling Services (IMS) programs primarily the Industrial Hygiene, Waste Management, Fire Protection, Air Quality, Emergency Management, Environmental Monitoring and Pollution Prevention programs. The principal program tool is the Chemical Information System (CIS). The system contains two key elements: the MSDS library and the chemical container-tracking database that is readily accessible to all Members of the Sandia Workforce. The primary goal of the CM Program is to ensure safe and effective chemical management at Sandia/CA. This is done by efficiently collecting and managing chemical information for our customers who include Line, regulators, DOE and ES and H programs to ensure compliance with regulations and to streamline customer business processes that require chemical information.

US Department of Energy (DOE) Order 5400.1 requires the establishment of a groundwater protection management program to ensure compliance with DOE requirements and applicable Federal, state, and local laws and regulations. The Uranium Mill Tailings Remedial Action (UMTRA) Project Office has prepared a ``Groundwater Protection Management Program Plan`` (groundwater protection plan) of sufficient scope and detail to reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter 3, for special program planning. The groundwater protection plan highlights the methods designed to preserve, protect, and monitor groundwater resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies project technical guidance documents and site-specific documents for the UMTRA groundwater protection management program. In addition, the groundwater protection plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA sites (long-term care at disposal sites and groundwater restoration at processing sites). This plan will be reviewed annually and updated every 3 years in accordance with DOE Order 5400.1.

The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system. TRANSFORMING THE SRS ENVIRONMENTAL BUSINESS: COMMUNICATION AND APPLIED PROJECT MANAGEMENT PRINCIPLES

A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations. This Plan represents the most complete description available of Hanford Site Solid Waste Management (SWM) activities and the interfaces between those activities. It will be updated annually to reflect changes in plans due to evolving regulatory requirements and/or the SWM mission. 8 refs., 9 figs., 4 tabs.

The Department of Energy Office of Environmental Management (EM), in partnership with the Office of Energy Research (ER), designed, developed, and implemented the Environmental Management Science Program as a basic research effort to fund the scientific and engineering understanding required to solve the most challenging technical problems facing the government's largest, most complex environmental cleanup program. The intent of the Environmental Management Science Program is to: (1) Provide scientific knowledge that will revolutionize technologies and cleanup approaches to significantly reduce future costs, schedules, and risks. (2) Bridge the gap between broad fundamental research that has wide-ranging applications such as that performed in the Department's Office of Energy Research and needs-driven applied technology development that is conducted in Environmental Management's Office of Science and Technology. (3) Focus the nation's science infrastructure on critical Department of Energy environmental problems. In an effort to share information regarding basic research efforts being funded by the Environmental Management Science Program and the Environmental Management/Energy Research Pilot Collaborative Research Program (Wolf-Broido Program), this CD includes summaries for each project. These project summaries, available in portable document format (PDF), were prepared in the spring of 1998 by the principal investigators and provide information about their most recent project activities and accomplishments.

Nuclear Materials Management Program at the NNSS

The Nevada National Security Site (NNSS), formerly the Nevada Test Site, was established in 1951 mainly for weapons testing; because special nuclear materials (SNM) were expended during the tests, a nuclear material management program was not required. That changed in December 2004 with the receipt of Category I SNM for purposes other than weapons testing. At that time, Material Control and Accountability and Nuclear Material Management were a joint laboratory (Los Alamos and Lawrence Livermore) effort with nuclear material management being performed at the laboratories. That changed in March 2006 when the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office appointed sole responsibility to the Management and Operations (M&O) contractor, National Security Technologies, LLC (NSTec). Since 2006 the basic nuclear material management work was completed by a combination of M&O employees and subcontractors, but a true Nuclear Material Management (NMM) Program was not determined to be necessary until recently. With expanding missions and more nuclear material (NM) coming to the NNSS, it became imperative to have an organization to manage these materials; therefore, an NMM Manager was officially appointed by NSTec in 2012. In June 2011 a Gap Analysis and white paper was completed by a subcontractor; this presentation will include highlights from those documents along with our plans to resolve the gaps and stand up a functional and compliant NMM Program at the NNSS.

Since 1973, over 60,000 environmental samples have been collected. Our program includes relational database design, programming and maintenance; sample and information management; sample tracking; quality control; and data entry, evaluation and reduction. The usefulness of scientific databases involves careful planning in order to fulfill the requirements of any large research program. Compilation of scientific results requires consolidation of information from several databases, and incorporation of new information as it is generated. The success in combining and organizing all radionuclide analysis, sample information and statistical results into a readily accessible form, is critical to our project.

The Uranium Mill Tailings Remedial Action (UMTRA) Project Office was prepared this Ground Water Protection Management Program Plan (ground water protection plan) whose scope and detail reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter III, for special program planning. This ground water protection plan highlights the methods designed to preserve, protect, and monitor ground water resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies technical guidance documents and site-specific documents for the UMTRA Project ground water protection management program. In addition, the plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA Project sites.

Los Alamos National Laboratory Waste Management Program

Los Alamos National Laboratory's (LANL) waste management program is responsible for disposition of waste generated by many of the LANL programs and operations. LANL generates liquid and solid waste that can include radioactive, hazardous, and other constituents. Where practical, LANL hazardous and mixed wastes are disposed through commercial vendors; low-level radioactive waste (LLW) and radioactive asbestos-contaminated waste are disposed on site at LANL's Area G disposal cells, transuranic (TRU) waste is disposed at the Waste Isolation Pilot Plant (WIPP), and high-activity mixed wastes are disposed at the Nevada Test Site (NTS) after treatment by commercial vendors. An on-site radioactive liquid waste treatment facility (RLWTF) removes the radioactive constituents from liquid wastes and treated water is released through an NPDES permitted outfall. LANL has a very successful waste minimization program. Routine hazardous waste generation has been reduced over 90% since 1993. LANL has a DOE Order 450.1-compliant environmental management system (EMS) that is ISO 14001 certified; waste minimization is integral to setting annual EMS improvement objectives. Looking forward, under the new LANL management and operating contractor, Los Alamos National Security (LANS) LLC, a Zero Liquid Discharge initiative is being planned that should eliminate flow to the RLWTF NPDES-permitted outfall. The new contractor is also taking action to reduce the number of permitted waste storage areas, to charge generating programs directly for the cost to disposition waste, and to simplify/streamline the waste system. 1998 Environmental Management Science Program Annual Report

The Environmental Management Science Program (EMSP) is a collaborative partnership between the DOE Office of Environmental Management (EM), Office of Science (DOE-SC), and the Idaho Operations Office (DOE-ID) to sponsor basic environmental and waste management related research. Results are expected to lead to reduction of the costs, schedule, and risks associated with cleaning up the nation's nuclear complex. The EMSP research portfolio addresses the most challenging technical problems of the EM program related to high level waste, spent nuclear fuel, mixed waste, nuclear materials, remedial action, decontamination and decommissioning, and health, ecology, or risk. The EMSP was established in response to a mandate from Congress in the fiscal year 1996 Energy and Water Development Appropriations Act. Congress directed the Department to ''provide sufficient attention and resources to longer-term basic science research which needs to be done to ultimately reduce cleanup costs, develop a program that takes advantage of laboratory and university expertise, and seek new and innovative cleanup methods to replace current conventional approaches which are often costly and ineffective''. This mandate followed similar recommendations from the Galvin Commission to the Secretary of Energy Advisory Board. The EMSP also responds to needs identified by National Academy of Sciences experts, regulators, citizen advisory groups, and other stakeholders.

Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.' GHGs include carbon dioxide (CO{sub 2}), methane (CH{sub 4}), nitrous oxide (N{sub 2}O), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), and sulfur hexafluoride (SF{sub 6}). Human activities have caused a rapid increase in GHG concentrations. This rising level contributes to global climate change, which contributes to environmental and public health problems.

Recommendations for improvements to program and project management

Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

The role of reservoir characterization in the reservoir management process (as reflected in the Department of Energy`s reservoir management demonstration program)

Optimum reservoir recovery and profitability result from guidance of reservoir practices provided by an effective reservoir management plan. Success in developing the best, most appropriate reservoir management plan requires knowledge and consideration of (1) the reservoir system including rocks, and rock-fluid interactions (i.e., a characterization of the reservoir) as well as wellbores and associated equipment and surface facilities; (2) the technologies available to describe, analyze, and exploit the reservoir; and (3) the business environment under which the plan will be developed and implemented. Reservoir characterization is the essential to gain needed knowledge of the reservoir for reservoir management plan building. Reservoir characterization efforts can be appropriately scaled by considering the reservoir management context under which the plan is being built. Reservoir management plans de-optimize with time as technology and the business environment change or as new reservoir information indicates the reservoir characterization models on which the current plan is based are inadequate. BDM-Oklahoma and the Department of Energy have implemented a program of reservoir management demonstrations to encourage operators with limited resources and experience to learn, implement, and disperse sound reservoir management techniques through cooperative research and development projects whose objectives are to develop reservoir management plans. In each of the three projects currently underway, careful attention to reservoir management context assures a reservoir characterization approach that is sufficient, but not in excess of what is necessary, to devise and implement an effective reservoir management plan.

Bonneville Power Administration (BPA) proposes to decrease the number of northern squawfish (Ptychocheilus oregonensis) in reservoirs in the Columbia River system. The goal of the Squawfish Management Program is to reduce losses of outmigrating juvenile salmon and steelhead (salmonids) to northern squawfish predation. The objective is to reduce the number of northern squawfish that feed on juvenile salmonids (smolts) by 10 to 20 percent to alter the age and size structure of the northern squawfish population. The hypothesis, based on computer modeling, indicates that sustained northern squawfish harvest (5 to 10 years) and the resultant population restructuring may reduce losses of juvenile salmonids to predation by up to 50 percent or more within 10 years. The proposed action would target northern squawfish 11 inches and longer, the size in which northern squawfish being preying significantly on juvenile salmonids. BPA proposes to fund three types of fisheries to harvest northern squawfish. BPA also proposes to fund monitoring activities of these fisheries to determine whether desired or other results occur. The three fisheries methods proposed are: (1) commercial Tribal fishing; (2) sport reward fishing; and (3) fishing from restricted areas of each dam ( dam angling''). These fisheries were tested in 1990 and 1991.

This revision of the Civilian Radioactive Waste Management Program Plan describes the objectives of the Civilian Radioactive Waste management Program (Program) as prescribed by legislative mandate, and the technical achievements, schedule, and costs planned to complete these objectives. The Plan provides Program participants and stakeholders with an updated description of Program activities and milestones for fiscal years (FY) 1998 to 2003. It describes the steps the Program will undertake to provide a viability assessment of the Yucca Mountain site in 1998; prepare the Secretary of Energy`s site recommendation to the President in 2001, if the site is found to be suitable for development as a repository; and submit a license application to the Nuclear Regulatory Commission in 2002 for authorization to construct a repository. This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

As the DOE missions have shifted from producing product to managing processes, those clear lines have blurred. Today, IRM is firmly embedded in all aspects of the DOE mission. BCS Richland, Inc., (BCSR) provides IRM for the Hanford Site. The main focus in executing this mission is to meet customer goals by providing high-quality, timely, and cost-effective electronic communication, computing, and information services. Information resources provide the US Department of Energy, Richland Operations Office (RL) and the Hanford Site contractors the ability to generate, store, access, and communicate information quickly, reliably, and cost effectively. BCSR plans, implements, and operates electronic communication, computing and information management systems that enable effective operation of the Hanford Site. There are more than 5,200 independent oil and gas producers operating in the US today (based on current IPAA membership figures). These companies are playing an increasingly important role in production of hydrocarbons in California and elsewhere in the US. Pacific Operators Offshore, Inc., in a historic collaboration with its government royalty owners, the California State Lands Commission and the Minerals Management Service of the US Department of Interior, is attempting to redevelop the Carpinteria Offshore Field after two-and-a-half decades of production and partial abandonment by a previous operator. This paper will describe a project which focuses on the distribution of advanced reservoir management technologies (geological, petrophysical, and engineering) to independent producers like Pacific Operators Offshore, Inc. The evolving information highway, specifically the World Wide Web (WWW), serves as the distribution medium. The project to be described in this paper is an example of the implementation of a reservoir management tool which is supported by distributed databases, incorporates a shared computing environment, and integrates stochastic, geological, and engineering modeling.

Knowledge management (KM) has been a high priority for the Department of Energy (DOE) Office of Nuclear Energy (NE) for the past several years. NE Programs are moving toward well-established knowledge management practices and a formal knowledge management program has been established. Knowledge management is being practiced to some level within each of the NE programs. Although it continues to evolve as NE programs evolve, a formal strategic plan that guides the implementation of KM has been developed. Despite the acceptance of KM within DOE NE, more work is necessary before the NE KM program can be considered fully successful. Per Dr. David J. Skyrme[1], an organization typically moves through the following evolutionary phases: (1) Ad-hoc - KM is being practiced to some level in some parts of the organization; (2) Formal - KM is established as a formal project or program; (3) Expanding - the use of KM as a discipline grows in practice across different parts of the organization; (4) Cohesive - there is a degree of coordination of KM; (5) Integrated - there are formal standards and approaches that give every individual access to most organizational knowledge through common interfaces; and (6) Embedded - KM is part-and-parcel of everyday tasks; it blends seamlessly into the background. According to the evolutionary phases, the NE KM program is operating at the two lower levels, Ad-hoc and Formal. Although KM is being practiced to some level, it is not being practiced in a consistent manner across the NE programs. To be fully successful, more emphasis must be placed on establishing KM standards and processes for collecting, organizing, sharing and accessing NE knowledge. Existing knowledge needs to be prioritized and gathered on a routine basis, its existence formally recorded in a knowledge inventory. Governance to ensure the quality of the knowledge being used must also be considered. For easy retrieval, knowledge must be organized according to a taxonomy that mimics nuclear energy programs. Technologies need to be established to make accessing the knowledge easier for the user. Finally, knowledge needs to be used as part of a well defined work process.

This paper discusses the utilization of a P.C. based program to facilitate the management of Entergy Operations Arkansas Nuclear One (ANO) fire barrier penetration seal program. The computer program was developed as part of a streamlining process to consolidate all aspects of the ANO Penetration Seal Program under one system. The program tracks historical information related to each seal such as maintenance activities, design modifications and evaluations. The program is integrated with approved penetration seal design details which have been substantiated by full scale fire tests. This control feature is intended to prevent the inadvertent utilization of an unacceptable penetration detail in a field application which may exceed the parameters tested. The system is also capable of controlling the scope of the periodic surveillance of penetration seals by randomly selecting the inspection population and generating associated inspection forms. Inputs to the data base are required throughout the modification and maintenance process to ensure configuration control and maintain accurate data base information. These inputs are verified and procedurally controlled by Fire Protection Engineering (FPE) personnel. The implementation of this system has resulted in significant cost savings and has minimized the allocation of resources necessary to ensure long term program viability.

When local officials participate in the task force, they open the door to many resources for their communities. The US is entering a period of renewed interest in energy management. Improvements in municipal energy management allow communities to free up energy operating funds to meet other needs. These improvements can even keep energy dollars in the community through the purchase of services and products used to save energy. With this idea in mind, the US Department of Energy Municipal Energy Management Program has funded more than 250 projects that demonstrate innovative energy technologies and management tools in cities and counties through the Urban Consortium Energy Task Force (UCETF). UCETF helps the US Department of Energy foster municipal energy management through networks with cities and urbanized counties and through links with three national associations of local governments. UCETF provides funding for projects that demonstrate innovative and realistic technologies, strategies, and methods that help urban America become more energy efficient and environmentally responsible. The task force provides technical support to local jurisdictions selected for projects. UCETF also shares information about successful energy management projects with cities and counties throughout the country via technical reports and project papers. The descriptions included here capsulize a sample of UCETF`s demonstration projects around the country.

TRU Waste Management Program cost/schedule optimization analysis

The cost/schedule optimization task is a necessary function to insure that program goals and plans are optimized from a cost and schedule aspect. Results of this study will offer DOE information with which it can establish, within institutional constraints, the most efficient program for the long-term management and disposal of contact handled transuranic waste (CH-TRU). To this end, a comprehensive review of program cost/schedule tradeoffs has been made, to identify any major cost saving opportunities that may be realized by modification of current program plans. It was decided that all promising scenarios would be explored, and institutional limitations to implementation would be described. Since a virtually limitless number of possible scenarios can be envisioned, it was necessary to distill these possibilities into a manageable number of alternatives. The resultant scenarios were described in the cost/schedule strategy and work plan document. Each scenario was compared with the base case: waste processing at the originating site; transport of CH-TRU wastes in TRUPACT; shipment of drums in 6-Packs; 25 year stored waste workoff; WIPP operational 10/88, with all sites shipping to WIPP beginning 10/88; and no processing at WIPP. Major savings were identified in two alternate scenarios: centralize waste processing at INEL and eliminate rail shipment of TRUPACT. No attempt was made to calculate savings due to combination of scenarios. 1 ref., 5 figs., 1 tab. (MHB)

The first report, Environmental Management 1994, was published in February 1994. This report is intended to provide a broad overview of the Environmental Management program`s activities in 1994, 1995, and 1996. The first section of this report describes the Department of Energy`s Environmental Management program. This is followed by a closer look at what the program is doing across the country, organized by region to help the reader identify and locate sites of interest. Within each region, details of the largest sites are followed by site summaries reported by State and a summary of activities under the Formerly Utilized Sites Remedial Action Program (FUSRAP) and Uranium Mill Tailings Remedial Action Project (UMTRA). For the purposes of this report, a ``site`` is a Department of Energy installation; a ``facility`` is a building located on a Department of Energy site; and an ``area`` is a geographical area, operable unit, or waste area group of unspecified dimension within a site. With a singular focus on throughput, some important design issues can be overlooked, such as the energy efficiency of individual equipment (e.g., lasers, routers and switches) as well as the integration of high-tech equipment into the power distribution system and the building envelope. As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. This annual report is an overview of Cultural Resource Management Program activities conducted during Fiscal Year 2004 and is intended to be both informative to external stakeholders and to serve as a planning tool for future cultural resource management work to be conducted on the Site.

The objective of the TVA Aquatic Plant Management Program is to support in an environmentally and economically responsible manner, the balanced multiple uses of the water resource of the Tennessee Valley. This is accomplished by following an integrated approach to prevent introduction and spread of noxious species, documenting occurrence and spread of existing species, and suppressing or eliminating problems in designated high use areas. It is not the TVA objective, nor is it biologically feasible and prudent to eliminate all aquatic vegetation. Aerial photography, helicopter reconnaissance, and field surveys are used to assess distributions and abundance of various aquatic macrophytes. Water level fluctuations are supplemented by herbicide applications to control undesirable vegetation. Investigations are conducted to evaluate water level fluctuation schemes, as well as biological, mechanical, and alternative chemical control techniques which offer potential for more environmentally compatible and cost-effective management operations.

Hydrologic resources management program, FY 1998 progress report

This report presents the results from FY 1998 technical studies conducted by Lawrence Livermore National Laboratory (LLNL) as part of the Hydrology and Radionuclide Migration Program (HRMP) and Underground Test Area (UGTA) project. The HRMP is sponsored by Defense Programs (DP) of the U.S. Department of Energy, Nevada Operations Office (DOE/NV), and supports DP operations at the Nevada Test Site (NTS) through studies of radiochemistry and resource management related to the defense programs mission. Other participating organizations include the Los Alamos National Laboratory (LANL), the United States Geological Survey (USGS), the Desert Research Institute (DRI) of the University of Nevada, the United States Environmental Protection Agency (EPA), and Bechtel-Nevada (BN). The UGTA project is an Environmental Management (EM) activity of DOE/NV that supports a Federal Facilities Agreement and Consent Order between the Department of Energy, the Department of Defense, and the State of Nevada. UGTA's primary function is to address the legacy release of hazardous constituents at the Nevada Test Site, the Tonopah Test Range, and off-Nevada Test Site underground nuclear testing areas. Participating contractors include LLNL (Earth and Environmental Sciences Directorate, Analytical and Nuclear Chemistry Division), LANL, DRI, USGS, BN, HSI-GeoTrans, and IT Corporation. The FY 1998 HRMP and UGTA annual progress report follows the organization and contents of our FY 1997 report (Smith et al., 1998), and includes our results from CY 1997-1998 technical studies of radionuclide migration and isotope hydrology at the Nevada Test Site. During FY 1998, LLNL continued its efforts under the HRMP to pursue a technical agenda relevant to the science-based stockpile stewardship program at DOE/NV. Support to UGTA in FY 1998 included efforts to quantitatively define the radionuclide source term residual from underground nuclear weapons testing and the derivative solution, or hydrologic source term, from radionuclides dissolved in or transported by groundwater. The hydrologic source term is a component of a predicted dose assessment for the five principal NTS testing areas.

This volume serves as an introduction to the National Low-Level Radioactive Waste Management Program Radionuclide Report Series. This report includes discussions of radionuclides listed in Title 10 of the Code of Federal Regulations Part 61.55, Tables 1 and 2 (including alpha-emitting transuranics with half-lives greater than five years). Each report includes information regarding radiological and chemical characteristics of specific radionuclides. Information is also included discussing waste streams and waste forms that may contain each radionuclide, and radionuclide behavior in the environment and in the human body. Not all radionuclides commonly found at low-level radioactive waste sites are included in this report. The discussion in this volume explains the rationale of the radionuclide selection process.

Final Environmental assessment for the Uranium Lease Management Program

The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Domestic Uranium Program regulation, codified at Title 10, Part 760.1, of the US Code of Federal Regulations (CFR), gives DOE the flexibility to continue leasing these lands under the Uranium Lease Management Program (ULMP) if the agency determines that it is in its best interest to do so. A key element in determining what is in DOE`s ``best interest`` is the assessment of the environmental impacts that may be attributable to lease tract operations and associated activities. On the basis of the information and analyses presented in the EA for the ULMP, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined in the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), as amended.Therefore, preparation of an environmental impact statement is not required for the ULMP,and DOE is issuing this Finding, of No Significant Impact (FONSI).
