    The two broad categories of deposited weld metal repair and fiber-reinforced composite repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repairs and for fiber-reinforced composite repair. To date, all of the experimental work pertaining to the evaluation of potential repair methods has focused on fiber-reinforced composite repairs. Hydrostatic testing was also conducted on four pipeline sections with simulated corrosion damage: two with composite liners and two without.

(3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) The most common size range for 80% to 90% of operators surveyed is 508 mm (20 in.) to 762 mm (30 in.), with 95% using 558.8 mm (22 in.) pipe. Evaluation trials were conducted on pipe sections with simulated corrosion damage repaired with glass fiber-reinforced composite liners, carbon fiber-reinforced composite liners, and weld deposition. Additional un-repaired pipe sections were evaluated in the virgin condition and with simulated damage. Hydrostatic failure pressures for pipe sections repaired with glass fiber-reinforced composite liner were only marginally greater than that of pipe sections without liners, indicating that this type of liner is only marginally effective at restoring the pressure containing capabilities of pipelines. Failure pressures for larger diameter pipe repaired with a semi-circular patch of carbon fiber-reinforced composite lines were also marginally greater than that of a pipe section with un-repaired simulated damage without a liner. These results indicate that fiber reinforced composite liners have the potential to increase the burst pressure of pipe sections with external damage Carbon fiber based liners are viewed as more promising than glass fiber based liners because of the potential for more closely matching the mechanical properties of steel. Pipe repaired with weld deposition failed at pressures lower than that of un-repaired pipe in both the virgin and damaged conditions, indicating that this repair technology is less effective at restoring the pressure containing capability of pipe than a carbon fiber-reinforced liner repair. Physical testing indicates that carbon fiber-reinforced liner repair is the most promising technology evaluated to-date. In lieu of a field installation on an abandoned pipeline, a preliminary nondestructive testing protocol is being developed to determine the success or failure of the fiber-reinforced liner pipeline repairs. Optimization and validation activities for carbon-fiber repair methods are ongoing.

    The two broad categories of deposited weld metal repair and fiber-reinforced composite liner repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repair and for fiber-reinforced composite liner repair. Evaluation trials have been conducted using a modified fiber-reinforced composite liner provided by RolaTube and pipe sections without liners. All pipe section specimens failed in areas of simulated damage. Pipe sections containing fiber-reinforced composite liners failed at pressures marginally greater than the pipe sections without liners. The next step is to evaluate a liner material with a modulus of elasticity approximately 95% of the modulus of elasticity for steel. Preliminary welding parameters were developed for deposited weld metal repair in preparation of the receipt of Pacific Gas & Electric's internal pipeline welding repair system (that was designed specifically for 559 mm (22 in.) diameter pipe) and the receipt of 559 mm (22 in.) pipe sections from Panhandle Eastern. The next steps are to transfer welding parameters to the PG&E system and to pressure test repaired pipe sections to failure. A survey of pipeline operators was conducted to better understand the needs and performance requirements of the natural gas transmission industry regarding internal repair. Completed surveys contained the following principal conclusions: (1) Use of internal weld repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling (HDD) when a new bore must be created to solve a leak or other problem. (3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) Pipe diameter sizes range from 50.8 mm (2 in.) through 1,219.2 mm (48 in.). The most common size range for 80% to 90% of operators surveyed is 508 mm to 762 mm (20 in. to 30 in.), with 95% using 558.8 mm (22 in.) pipe. An evaluation of potential repair methods clearly indicates that the project should continue to focus on the development of a repair process involving the use of GMAW welding and on the development of a repair process involving the use of fiber-reinforced composite liners.

    Across the international field of safeguards there has been a rising awareness of the need for development of the next generation of safeguards professionals. The 2010 International Atomic Energy Agency Safeguards Symposium includes a suggested topic of 'developing safeguards professionals.' This can first be addressed by making university students and young professionals aware of safeguards and the unique career opportunities it encompasses. Then, once someone decides to go into safeguards he/she needs to be offered professional development opportunities in order to become a more effective member of the international safeguards community. This paper begins to do that by reviewing opportunities currently available. There are not many opportunities that are well advertised and this paper will serve to raise awareness of what does already exist and therefore benefit the international safeguards community. The current opportunities that will be discussed include training programs, graduate degrees, organizational outreach, professional networks, and intensive topic specific programs. The paper will also identify current needs and holes in the current offerings of professional development opportunities and suggest ways they can be filled. In the conclusion the paper addresses what types of programs are still needed.

    Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

    The two broad categories of fiber-reinforced composite liner repair and deposited weld metal repair technologies were reviewed and evaluated for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Evaluation trials were conducted on pipe sections with simulated corrosion damage repaired with glass fiber-reinforced composite liners, carbon fiber-reinforced composite liners, and weld deposition. Additional un-repaired pipe sections were evaluated in the virgin condition and with simulated damage. Hydrostatic failure pressures for pipe sections repaired with glass fiber-reinforced composite liner were only marginally greater than that of pipe sections without liners, indicating that this type of liner is generally ineffective at restoring the pressure containing capabilities of pipelines. Failure pressure for pipe repaired with carbon fiber-reinforced composite liner was greater than that of the un-repaired pipe section with damage, indicating that this type of liner is effective at restoring the pressure containing capability of pipe. Pipe repaired with weld deposition failed at pressures lower than that of un-repaired pipe in both the virgin and damaged conditions, indicating that this repair technology is less effective at restoring the pressure containing capability of pipe than a carbon fiber-reinforced liner repair. Physical testing indicates that carbon fiber-reinforced liner repair is the most promising technology evaluated to-date. Development of a comprehensive test plan for this process is recommended for use in the next phase of this project.

    DNA, the genetic blueprint, has the remarkable property of encoding its own repair following diverse types of structural damage induced by external agents or normal metabolism. We are studying the interplay of DNA damaging agents, repair genes, and their protein products to decipher the complex biochemical pathways that mediate such repair. Our research focuses on repair processes that correct DNA damage produced by chemical mutagens and radiation, both ionizing and ultraviolet. The most important type of DNA repair in human cells is called excision repair. This multistep process removes damaged or inappropriate pieces of DNA -- often as a string of 29 nucleotides containing the damage -- and replaces them with intact ones. We have isolated, cloned, and mapped several human repair genes associated with the nucleotide excision repair pathway and involved in the repair of DNA damage after exposure to ultraviolet light or mutagens in cooked food. We have shown that a defect in one of these repair genes, ERCC2, is responsible for the repair deficiency in one of the groups of patients with the recessive genetic disorder xeroderma pigmentosum (XP group D). We are exploring ways to purify sufficient quantities (milligrams) of the protein products of these and other repair genes so that we can understand their functions. Our long-term goals are to link defective repair proteins to human DNA repair disorders that predispose to cancer, and to produce DNA-repair-deficient mice that can serve as models for the human disorders.

    New methods of repairing mis-machined components are always of interest. In this study, an innovative method using Laser Engineered Net Shape{trademark} (LENS{reg_sign}) forming was used to repair intentionally mis-machined test articles. The components were repaired and subsequently hydrogen charged and burst tested. The LENS repair did not have an adverse effect on the solid state weld process that was used to repair the components. Hydrogen charged samples failed in a similar manner to the uncharged samples. Overall, the prospects for LENS repairing similar products are favorable and further work is encouraged.

    Mutation of parkin is one of the most prevalent causes of autosomal recessive Parkinson's disease (PD). Parkin is an E3 ubiquitin ligase that acts on a variety of substrates, resulting in polyubiquitination and degradation by the proteasome or monoubiquitination and regulation of biological activity. However, the cellular functions of parkin that relate to its pathological involvement in PD are not well understood. Here we show that parkin is essential for optimal repair of DNA damage. Parkin-deficient cells exhibit reduced DNA excision repair that can be restored by transfection of wild-type parkin, but not by transfection of a pathological parkin mutant. Parkin also protects against DNA damage-induced cell death, an activity that is largely lost in the pathological mutant. Moreover, parkin interacts with the proliferating cell nuclear antigen (PCNA), a protein that coordinates DNA excision repair. These results suggest that parkin promotes DNA repair and protects against genotoxicity, and implicate DNA damage as a potential pathogenic mechanism in PD.

    Landfill design requires a low permeability closure cap as well as a low permeability liner. The Savannah River Site, in South Carolina, has approximately 85 acres of mixed waste landfills covered with compacted kaolin clay. Maintaining low permeability of the clay cap requires both that the permeability of the compacted clay itself remain low and that the integrity of the barrier be maintained. Barrier breaches typically result from penetration by roots or animals, and especially cracks caused by uneven settling or desiccation. In this study, clay layers, 0.81 m in diameter and 7.6 cm thick, were compacted in 7 lysimeters to simulate closure caps. The hydraulic conductivity of each layer was measured, and the compacted clay layers (CCL`s) were cracked by drying. Then various repair techniques were applied and the effectiveness of each repair was assessed by remeasuring the hydraulic conductivity. Finally the repaired CCL was again dried and measured to determine how the repair responded to the conditions that caused the original failure. Six repair techniques have been tested, four of which involve the use of injectable barrier liquids colloidal silica (CS) and polysiloxane (PSX) described below: (I) covering the crack with a bentonite geosynthetic clay liner (GCL), (ii) recompaction of new kaolinite at STD+3 moisture content joined to existing kaolinite that had dried and shrunk, (iii) direct injection of colloidal silica to a crack, (iv) injection of colloidal silica (CS) to wells in an overlying sand layer, (v) direct injection of polysiloxane to a crack, and (vi), injection of polysiloxane (PSX) to wells in an overlying soil layer.

    This report discusses the Reactor Tank Repair (RTR) program was initiated to develop an in-tank repair process capable of repairing stress corrosion cracks within the SRS reactor tank walls, in the event that such a repair is needed. Previous attempts to repair C-reactor tank with a gas tungsten arc (GTA) welding process were unsuccessful due to significant cracking that occurred in the heat-affected-zones adjacent to the repair welds. It was determined that this additional cracking was a result of helium embrittlement caused by the combined effects of helium (existing within the tank walls), the high heat input associated with the GTA process, and weld shrinkage stresses. Based on the results of earlier studies it was suggested that the effects of helium embrittlement could be minimized by using a low heat input GMA process. Metallographic analysis played an important role throughout the investigation of alternative welding methods for the repair of helium-containing materials.

The basis presented consists of an identification of a set of qualified minority-owned small businesses, a defined reservoir of highly trained minorities with applicable expertise, a policy context for the development of opportunities, and a proposed networking structure for information transfer/professional development. In Part II a contractor-focused analysis of the structure of the nuclear industry, a breakdown of the DOE nuclear program by region and functional area, and a directory of minority-owned small businesses by region are presented.

    This paper reports on a program for overall pipe line repair. This program was implemented to maintain pipe line integrity and for identifying problem areas which require reconditioning or replacing by: reviewing pipe line leak history; checking periodically lifetime expectancy and integrity of pipe coatings; using cathodic protection annual survey results to locate low potential areas (close-interval survey is needed to identify the exact location of corrosion); and hydrotesting the pipe line (using leaks or ruptures from the hydrotest to identify problem areas). The pipe line revalidation plan is insufficient for identifying pipe line leaks. Instrumented pig testing provides more accurate and reliable ways of testing the pipe line for internal or external corrosion or defects.

    Nowadays various techniques for the fastest possible intermediate repair and/or emplacement of refractory materials above the tuyere level allow a significant extension of furnace campaign life. The latter are hence now exclusively determined by the service life of the hearth. The improvement of hearth monitoring and the estimation of residual brick strength of the refractory lining on the basis of temperature measurements in the hearth enable the location of individual zones of premature wear. These measurement methods, which were developed by Thyssen Stahl AG, aid the decision to undertake selective repair of the hearth. Three areas of repair are differentiated: taphole zone; hearth wall, localized; and hearth wall, extensive. This hearth repair method is described in this report using the example of hearth refurbishing blast furnace 8, Hamborn.

    There are currently three key drivers for the US energy sector a) increasing energy demand and b) environmental stewardship in energy production for sustainability and c) general public and governmental desire for domestic resources. These drivers are also true for energy nation globally. As a result, this sector is rapidly diversifying to alternate sources that would supplement or replace fossil fuels. These changes have created a need for a highly trained workforce with a the understanding of both conventional and emerging energy resources and technology to lead and facilitate the reinvention of the US energy production, rational deployment of alternate energy technologies based on scientific and business criteria while invigorating the overall economy. In addition, the current trends focus on the the need of Science, Technology, Engineering and Math (STEM) graduate education to move beyond academia and be more responsive to the workforce needs of businesses and the industry. The SIUC PSM in Advanced Energy and Fuels Management (AEFM) program was developed in response to the industries stated need for employees who combine technical competencies and workforce skills similar to all PSM degree programs. The SIUC AEFM program was designed to provide the STEM graduates with advanced technical training in energy resources and technology while simultaneously equipping them with the business management skills required by professional employers in the energy sector. Technical training include core skills in energy resources, technology and management for both conventional and emerging energy technologies. Business skills training include financial, personnel and project management. A capstone internship is also built into the program to train students such that they are acclimatized to the real world scenarios in research laboratories, in energy companies and in government agencies. The current curriculum in the SIUC AEFM will help fill the need for training both recent graduates seeking specialized training prior to entering the energy industry workforce as well as working professionals in the energy industry who require additional training and qualifications for further career advancement. It is expected that the students graduating from the program will be stewards of effective, sustainable and environmentally sound use of these resources to ensure energy independence and meet the growing demands. The application of this Professional Science Mastersí (PSM) program is in the fast evolving Fuels Arena. The PSM AEFM is intended to be a terminal degree which will prepare the graduates for interdisciplinary careers in team Ė oriented environment. The curriculum for this program was developed in concert with industry to dovetail with current and future demands based on analysis and needs. The primary objective of the project was to exploit the in house resources such as existing curriculum and faculty strengths and develop a curriculum with consultations with industry to meet current and future demands. Additional objectives was to develop courses specific to the degree and to provide the students with a set of business skills in finance accounting and sustainable project management. The PSM program consists of a 36-hour curriculum structured in accord with the PSM model originally developed by the Sloan Foundation. Students are required to take 9 credit hours of business courses, 9 credit hours of science and engineering courses, 3 credit hours of policy related courses and a total of 9 credit hours of electives in business, science, engineering and policy. The program is designed to be completed in one academic year (based on full time study), with additional course work to be completed in the preceding summer semester and the capstone internship to be completed in the final summer semester.

    A novel repair agent for resin-injection repair of advanced high temperature composites was developed and characterized. The repair agent was based on bisphenol E cyanate ester (BECy) and reinforced with alumina nanoparticles. To ensure good dispersion and compatibility with the BECy matrix in nanocomposites, the alumina nanoparticles were functionalized with silanes. The BECy nanocomposites, containing bare and functionalized alumina nanoparticles, were prepared and evaluated for their thermal, mechanical, rheological, and viscoelastic properties. The monomer of BECy has an extremely low viscosity at ambient temperature, which is good for processability. The cured BECy polymer is a highly cross-linked network with excellent thermal mechanical properties, with a high glass transition temperature (T{sub g}) of 270 C and decomposition temperature above 350 C. The incorporation of alumina nanoparticles enhances the mechanical and rheological properties of the BECy nanocomposites. Additionally, the alumina nanoparticles are shown to catalyze the cure of BECy. Characterization of the nanocomposites included dynamic mechanical analysis, differential scanning calorimetry, thermogravimetric analysis, rheological and rheokinetic evaluation, and transmission electron microscopy. The experimental results show that the BECy nanocomposite is a good candidate as repair agent for resin-injection repair applications.
