The Uranium Mill Tailings Remedial Action (UMTRA) Project Office maintains two distinct records handling areas. One of the areas is maintained by a Technical Assistance Contractor (TAC), and is referred to as the UMTRA Project Document Control Center (UPDCC). The UPDCC manages all UMTRA records except those dealing with contracts, personnel, budgeting, finance, and any other documents which are of a purely administrative nature. The second area, the UMTRA Project Administrative Files Collection (UPAFC), contains all those records listed above that are not managed by the UPDCC. This Records Management Plan (RMP) for the UPAFC will be the framework for identifying the elements and activities that relate to the management and operational aspects involved in the handling of UPAFC. Guidelines for the program will be obtained from US Department of Energy (DOE) Orders. DOE Orders implement the guidelines issued by the National Archives and Records Administration (NARA), the final authority for records management. The RMP will address the life cycle of records, including their creation, maintenance, use, and disposition.

Benchmarking of Planning Models Using Recorded Dynamics

Power system planning extensively uses model simulation to understand the dynamic behaviors and determine the operating limits of a power system. Model quality is key to the safety and reliability of electricity delivery. Planning model benchmarking, or model validation, has been one of the central topics in power engineering studies for years. As model validation aims at obtaining reasonable models to represent dynamic behavior of power system components, it has been essential to validate models against actual measurements. The development of phasor technology provides such measurements and represents a new opportunity for model validation as phasor measurements can capture power system dynamics with high-speed, time-synchronized data. Previously, methods for rigorous comparison of model simulation and recorded dynamics have been developed and applied to quantify model quality of power plants in the Western Electricity Coordinating Council (WECC). These methods can locate model components which need improvement. Recent work continues this effort and focuses on how model parameters may be calibrated to match recorded dynamics after the problematic model components are identified. A calibration method using Extended Kalman Filter technique is being developed. This paper provides an overview of prior work on model validation and presents new development on the calibration method and initial results of model parameter calibration.

Smart Buildings: Business Case and Action Plan

General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video. (4) Enhance Safety and Security--Harmonize Physical Access Control Systems (PACS) with Smart Building Systems.

EP is a research and development company specializing in hydrogen proton exchange membrane (PEM) fuel cells and systems. A fuel cell is an engine with no moving parts that takes in hydrogen and produces electricity. The purpose of IRHUS, Inc. is to develop and manufacture a self-sufficient energy system based on the fuel cell and other new technology that produces hydrogen and electricity. The product is called the Integrated renewable Hydrogen utility System (IRHUS). IRHUS, Inc. plans to start limited production of the IRHUS in 2002. The IRHUS is a unique product with an innovative concept in that it provides continuous electrical power in places with no electrical infrastructure, i.e., in remote and island locations. The IRHUS is a zero emissions, self-sufficient, hydrogen fuel generation system that produces electricity on a continuous basis by combining any renewable power source with hydrogen technology. Current plans are to produce a 10 kilowatt IRHUS MP (medium power). Future plans are to design and manufacture IRHUS models to provide power for a variety of power ranges for identified attractive market segments. The technological components of the IRHUS include an electrolyzer, hydrogen and oxygen storage subsystems, fuel cell system, and power control system. In the Fall of 1993, the Washington State Energy Office funded the Washington Home Energy Rating System project to investigate the benefits of a Washington state HERS. WSEO established a HERS and EEM Advisory Group. Composed of mortgage lenders/brokers, realtors, builders, utility staff, remodelers, and other state agency representatives, the Advisory Group met for the first time on November 17, 1993. The Advisory Group established several subcommittees to identify issues and options. During its March 1994 meeting, the Advisory Group formed a consensus directing WSEO to develop a HERS business plan for consideration. The Advisory Group also established a business plan subcommittee to help draft the plan. Under the guidance of the business plan subcommittee, WSEO conducted research on how customers value energy efficiency in the housing market. This plan represents WSEO`s effort to comply with the Advisory Group`s request. Why is a HERS Business Plan necessary? Strictly speaking this plan is more of a feasibility plan than a business plan since it is designed to help determine the feasibility of a new business venture: a statewide home energy rating system. To make this determination decision makers or possible investors require strategic information about the proposed enterprise. Ideally, the plan should anticipate the significant questions parties may want to know. Among other things, this document should establish decision points for action.

Fuel cell power systems for remote applications. Phase 1 final report and business plan

The goal of the Fuel Cell Power Systems for Remote Applications project is to commercialize a 0.1--5 kW integrated fuel cell power system (FCPS). The project targets high value niche markets, including natural gas and oil pipelines, off-grid homes, yachts, telecommunication stations and recreational vehicles. Phase 1 includes the market research, technical and financial analysis of the fuel cell power system, technical and financial requirements to establish manufacturing capability, the business plan, and teaming arrangements. Phase 1 also includes project planning, scope of work, and budgets for Phases 2--4. The project is a cooperative effort of Teledyne Brown Engineering--Energy Systems, Schatz Energy Research Center, Hydrogen Burner Technology, and the City of Palm Desert. Phases 2 through 4 are designed to utilize the results of Phase 1, to further the commercial potential of the fuel cell power system. Phase 2 focuses on research and development of the reformer and fuel cell and is divided into three related, but potentially separate tasks. Budgets and timelines for Phase 2 can be found in section 4 of this report. Phase 2 includes: Task A--Develop a reformate tolerant fuel cell stack and 5 kW reformer; Task B--Assemble and deliver a fuel cell that operates on pure hydrogen to the University of Alaska or another site in Alaska; Task C--Provide support and training to the University of Alaska in the setting up and operating a fuel cell test lab. The Phase 1 research examined the market for power systems for off-grid homes, yachts, telecommunication stations and recreational vehicles. Also included in this report are summaries of the previously conducted market reports that examined power needs for remote locations along natural gas and oil pipelines. A list of highlights from the research can be found in the executive summary of the business plan.

SINGLE-SHELL TANK INTEGRITY PROJECT ANALYSIS OF RECORD-PRELIMINARY MODELING PLAN FOR THERMAL AND OPERATING LOADS

This document is a Phase I deliverable for the Single-Shell Tank Analysis of Record effort. This document is not the Analysis of Record. The intent of this document is to guide the Phase II detailed modeling effort. Preliminary finite element models for each of the tank types were developed and different case studies were performed on one or more of these tank types. Case studies evaluated include thermal loading, waste level variation, the sensitivity of boundary effects (soil radial extent), excavation slope or run to rise ratio, soil stratigraphic (property and layer thickness) variation at different farm locations, and concrete material property variation and their degradation under thermal loads. The preliminary analysis document reviews and preliminary modeling analysis results are reported herein. In addition, this report provides recommendations for the next phase of the SST AOR project, SST detailed modeling. Efforts and results discussed in this report do not include seismic modeling as seismic modeling is covered by a separate report. The combined results of both static and seismic models are required to complete this effort. The SST AOR project supports the US Department of Energy's (DOE) Office of River Protection (ORP) mission for obtaining a better understanding of the structural integrity of Hanford's SSTs. The 149 SSTs, with six different geometries, have experienced a range of operating histories which would require a large number of unique analyses to fully characterize their individual structural integrity. Preliminary modeling evaluations were conducted to determine the number of analyses required for adequate bounding of each of the SST tank types in the Detailed Modeling Phase of the SST AOR Project. The preliminary modeling was conducted in conjunction with the Evaluation Criteria report, Johnson et al. (2010). Reviews of existing documents were conducted at the initial stage of preliminary modeling. These reviews guided the topics that were explored in the SST preliminary modeling. The reviews determined the level of detail necessary to perform the analyses of the SSTs. To guide the Phase II detailed modeling effort, preliminary finite element models for each of the tank types were developed and different case studies were performed on one or more of these tank types. Case studies evaluated include thermal loading, waste level variation, the sensitivity of boundary effects (soil radial extent), excavation slope or run to rise ratio, soil stratigraphic (property and layer thickness) variation at different farm locations, and concrete material property variation and their degradation under thermal loads. Conclusions were derived from case studies on one of the tank types when no additional runs of similar cases on other types of tanks were found necessary to derive those conclusions. The document reviews provided relatively complete temperature histories for Type IV tanks. The temperature history data for Type I, II, and III tanks was almost nonexistent for years prior to 1975. Document reviews indicate that there might be additional useful data in the US Department of Energy, Richland Operations Office (DOE-RL) records in Seattle, WA, and these records need to be reviewed to extract data that might have been disregarded during previous reviews. Thermal stress analyses were conducted using different temperature distribution scenarios on Type IV tanks. Such studies could not be carried out for other tank types due to lack of temperature history data. The results from Type IV tank analyses indicate that factors such as temperature distribution in the tank waste and rate of rise in waste temperature have a significant impact on the thermal stresses in the tank structures. Overall, the conclusion that can drawn from the thermal stress analyses is that these studies should be carried out for all tank types during the detailed analysis phase with temperature values that are reasonably close to the typical temperature histories of the respective tank types. Revised Record of Decision for the Electrical Interconnection of the Summit/Westward Project

The Bonneville Power Administration (BPA) has decided to amend its July 25, 2003, Record of Decision (ROD) regarding the proposed Summit/Westward Project (Project) to offer contract terms for an optional interconnection of this Project into the Federal Columbia River Transmission System (FCRTS). Under this optional interconnection plan, BPA would integrate electric power from the Project into the FCRTS at a point adjacent to Clatskanie People's Utility District (CPUD) existing Wauna Substation. In order to deliver power to this location, CPUD would develop a new substation (Bradbury Substation) at a site near the Project and a new 230-kV transmission line from there to CPUD's Wauna Substation, which is already connected to the FCRTS. As part of this revised decision, BPA will facilitate CPUD development of the Bradbury-Wauna transmission line by allowing joint use of BPA right-of-way. This will involve reconstructing a section of BPA's 115-kV Allston-Astoria No. 1 transmission line from single-circuit H-frame wood-pole design to double-circuit single metal pole design. Terms of BPA participation in CPUD's development of the Bradbury-Wauna transmission line will be documented in a Construction Agreement. This optional interconnection plan is in addition to BPA's previous offer for interconnection of the Project at BPA's Allston Substation, as documented in the July 25, 2003, ROD. As with the initial interconnection plan, the decision to offer terms to interconnect the Project through the optional interconnection plan is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 1995). This decision thus is similarly tiered to the Business Plan ROD.

This Corrective Action Investigation Plan (CAIP) contains the U.S. Department of Energy, Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 490 under the Federal Facility Agreement and Consent Order. Corrective Active Unit 490 consists of four Corrective Action Sites (CASs): 03-56-001-03BA, Fire Training Area (FTA); RG-56-001-RGBA, Station 44 Burn Area; 03-58-001-03FN, Sandia Service Yard; and 09-54-001-09L2, Gun Propellant Burn Area. These CASs are located at the Tonopah Test Range near Areas 3 and 9. Historically, the FTA was used for training exercises where tires and wood were ignited with diesel fuel. Records indicate that water and carbon dioxide were the only extinguishing agents used during these training exercises. The Station 44 Burn Area was used for fire training exercises and consisted of two wooden structures. The two burn areas (ignition of tires, wood, and wooden structures with diesel fuel and water) were limited to the building footprints (10 ft by 10 ft each). The Sandia Service Yard was used for storage (i.e., wood, tires, metal, electronic and office equipment, construction debris, and drums of oil/grease) from approximately 1979 to 1993. The Gun Propellant Burn Area was used from the 1960s to 1980s to burn excess artillery gun propellant, solid-fuel rocket motors, black powder, and deteriorated explosives; additionally, the area was used for the disposal of experimental explosive items. Based on site history, the focus of the field investigation activities will be to: (1) determine the presence of contaminants of potential concern (COPCs) at each CAS, (2) determine if any COPCs exceed field-screening levels and/or preliminary action levels, and (3) determine the nature and extent of contamination with enough certainty to support selection of corrective action alternatives for each CAS. The scope of this CAIP is to resolve the question of whether or not potentially hazardous wastes were generated at three of the four CASs within CAU 490, and whether or not potentially hazardous and radioactive wastes were generated at the fourth CAS in CAU 490 (CAS 09-54-001-09L2). Suspected CAS-specific COPCs include volatile organic compounds, semivolatile organic compounds, total petroleum hydrocarbons, polychlorinated biphenyls, pesticides, explosives, and uranium and plutonium isotopes. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

The Bonneville Power Administration (BPA) has decided to offer contract terms for interconnection of 250 megawatts (MW) of power to be generated by the proposed Windy Point Wind Energy Project (Wind Project) into the Federal Columbia River Transmission System (FCRTS). Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. This Streamlined Approach for Environmental Restoration (SAFER) plan was prepared as a characterization and closure report for Corrective Action Unit (CAU) 357, Mud Pits and Waste Dump, in accordance with the Federal Facility Agreement and Consent Order. The CAU consists of 14 Corrective Action Sites (CASs) located in Areas 1, 4, 7, 8, 10, and 25 of the Nevada Test Site (NTS). All of the CASs are found within Yucca Flat except CAS 25-15-01 (Waste Dump). Corrective Action Site 25-15-01 is found in Area 25 in Jackass Flat. Of the 14 CASs in CAU 357, 11 are mud pits, suspected mud pits, or mud processing-related sites, which are by-products of drilling activities in support of the underground nuclear weapons testing done on the NTS. Of the remaining CASs, one CAS is a waste dump, one CAS contains scattered lead bricks, and one CAS has a building associated with Project 31.2. All 14 of the CASs are inactive and abandoned. Clean closure with no further action of CAU 357 will be completed if no contaminants are detected above preliminary action levels. A closure report will be prepared and submitted to the Nevada Division of Environmental Protection for review and approval upon completion of the field activities. Record of Technical Change No. 1 is dated 3/2004.

The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management. DOE is committed to preserving records that document our nation's Cold War legacy, and the Office of Legacy Management will keep records management as a high priority. (authors)

In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues. In addition, it answers most frequently asked questions about quantum cryptography.

Suggested Record-Keeping Procedures for DDOE Energy Programs

Sixteen different programs designed to increase energy efficiency and reduce the energy cost burden for District of Columbia residents, businesses, and non-profit organizations are currently provided by the District Department of the Environment's (DDOE's) Energy Office. In the spring of 2008, DDOE asked Oak Ridge National Laboratory (ORNL) to provide assistance in its ongoing efforts to track the progress of those programs. Effective record-keeping can provide information to help managers improve their programs, be very useful in preparing quarterly reports documenting program achievements, and facilitate the performance of periodic evaluations that measure how well the various programs are achieving their objectives. The first major task in this study was to review existing documents describing DDOE's energy programs, to become familiar with the purpose and procedures of each one. The relevant documents included existing program evaluation plans, recent evaluations of DDOE's energy programs, relevant Public Service Commission orders, local regulatory filings, filings by other interested parties, and evaluation-related documents from other states. The next step was to conduct in-depth interviews with all DDOE energy program managers to obtain detailed information on each program's information needs, existing record-keeping procedures, and data collection capabilities. Those interviews were followed by discussions with DDOE evaluation staff to identify their key information requirements. Based on program goals and activities, evaluation and reporting needs, and other relevant factors revealed through the document review and in-depth interviews, we identified key items for each program on which the record-keeping effort should focus. The frequency of data collection was determined by the needs of program managers and evaluators as well as by reporting requirements. Appropriate analytical approaches to use with the data collected for each program were identified based on the evaluation-related documents reviewed and the experience of ORNL evaluators. Ideas on data entry and storage procedures were provided by interviews with information technology experts and a past ORNL examination of U.S. Department of Energy record-keeping practices.

The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

Office of Legacy Management. Information and Records Management. Transition Guidance

The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energys (DOEs) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LMs goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

Corrective Action Unit 527 consists of one Corrective Action Site (CAS): 26-20-01, Contaminated Waste Dump No.1. The site is located in an abandoned mine site in Area 26 (which is the most arid part of the NTS) approximately 65 miles northwest of Las Vegas. Historical documents may refer to this site as CAU 168, CWD-1, the Wingfield mine (or shaft), and the Wahmonie mine (or shaft). Historical documentation indicates that between 1959 and the 1970s, nonliquid classified material and unclassified waste was placed in the Horn Silver Mine's shaft. Some of the waste is known to be radioactive. Documentation indicates that the waste is present from 150 feet to the bottom of the mine (500 ft below ground surface). This CAU is being investigated because hazardous constituents migrating from materials and/or wastes disposed of in the Horn Silver Mine may pose a threat to human health and the environment as well as to assess the potential impacts associated with any potential releases from the waste. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

Corrective Action Investigation Plan for Corrective Action Unit 405: Area 3 Septic Systems, Tonopah Test Range, Nevada(April 2001, Rev. 0) with Record of Technical Change No. 1

This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 405, Area 3 Septic Systems, Tonopah Test Range (TTR), under the Federal Facility Agreement and Consent Order. Corrective Action Unit 405 consists of Corrective Action Sites 03-05-002-SW03, 03-05-002-SW04, and 03-05-002-SW07 (also collectively known as: Septic Waste Systems [SWSs] 3, 4, and 7). Located in Area 3 in the northwest section of the TTR, approximately 140 miles northwest of Las Vegas, this location was historically (between 1960 and 1990) used as a research facility with the mission to perform defense-related projects, and whose operations generated sanitary and industrial wastewaters potentially contaminated with COPCs and disposed of in septic tanks and leachfields. Though Septic Waste Systems 3, 4, and 7 were origin ally constructed to receive sanitary sewage, they may have inadvertently received effluent containing potentially hazardous and radiological constituents containing acetone, benzene, ethylbenzene, 4-methyl-2-pentanone, toluene, xylenes, volatile organic compound constituents, phenols, arsenic, barium, lead, mercury, hydrocarbons of oil and grease, and uranium-234, -235, and -238. The Area 3 septic systems were documented in a DOE/NV 1996 report as being included in the septic tank abandonment program conducted by Sandia National Laboratories in 1993; however, this program was not completed and the possibility exists that some of the Area 3 septic tanks may not have been abandoned. Even though all of the SWSs addressed in this CAIP are inactive, geophysical surveys conducted in 1993 were generally inconclusive and did not provide useful data for the purposes of this investigation. The scope of this current investigation, therefore, will be to determine the existence of the identified CO PCs and excavation will be the primary investigation method employed for these leachfield systems, but this effort may be limited by existing facilities and utilities. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the subsequent corrective action decision document.

In April 1994, the Department of Energy (DOE) Strategic Plan was issued. This Plan presents the Department`s strategic outlook in response to a changing world. It discusses the Department`s unique capabilities; its mission, vision, and core values; and key customer and stakeholder considerations. The DOE Strategic Plan lists business strategies and critical success factors which are intended to aid the Department in accomplishing its mission and reaching its vision of itself in the future. The Office of Inspector General (OIG) has an important role in carrying out the goals and objectives of the Secretary`s Strategic Plan. The ultimate goal of the OIG is to facilitate positive change by assisting its customers, responsible Government officials, in taking actions to improve programs and operations. The Inspector General annually issues his own Strategic Plan that contains program guidance for the next fiscal year. As part of its responsibility in carrying out the OIG mission, the Office of the Deputy Inspector General for Audit Services (Office of Audit Services) publishes an Annual Work Plan that sets forth audits that are planned for the next fiscal year. Selection of these audits is based on the overall budget of the Department, analyses of trends in Departmental operations, guidance contained in the agency`s strategic plans, statutory requirements, and the expressed needs and audit suggestions of Departmental program managers and OIG managers and staff. A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

The way we record knowledge, and the web of technical, formal, and social practices that surrounds it, inevitably affects the knowledge that we record. The ways we hold knowledge about the past - in handwritten manuscripts, in printed books, in file folders, in databases - shape the kind of stories we tell about that past. In this talk, I look at how over the past two hundred years, information technology has affected the nature and production of scientific knowledge. Further, I explore ways in which the emergent new cyberinfrastructure is changing our relationship to scientific practice.
