    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

This Business Systems Planning (BSP) Project Alternatives Analysis document presents an analysis of the current Project Controls, Work Management, and Business Management systems environment and alternative solutions that support the business functions. The project team has collected requirements and priorities from stakeholders in each business area and documented them in the BSP System Requirements Specification (SRS), RPP-6297. The alternatives analysis process identifies and measures possible solutions in each of the business process areas against the requirements as documented in the SRS. The team gathered input from both internal and external sources to identify and grade the possible solutions. This document captures the results of that activity and recommends a suite of software products. This study was to select the best product based on how well the product met the requirements, not to determine the platform or hardware environment that would be used.     The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. Replacement of the systems allows for a new beginning with a clean slate and stronger data validation rules. A number of the systems being retired depend on hardware and software technologies that are no longer adequately supported in the market place. The IRM Application Software System Life Cycle Standards, HNF-PRO-2778, and the Data Systems Review Board (DSRB) define a system retirement process which involves the removal of an existing system from active support or use either by: ceasing its operation or support; or replacing it with a new system; or replacing it with an upgraded version of the existing system. It is important to note, that activities associated with the recovery of the system, once archived, relates to the ability for authorized personnel to gain access to the data and

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification.     The district heating system of the City of Plzen, Czech Republic, needs to have physical upgrades to replace aging equipment and to comply with upcoming environmental regulations. Also, its ownership and management are being changed as a result of privatization. As majority owner, the City has the primary goal of ensuring that the heating needs of its customers are met as reliably and cost-effectively as possible. This preliminary business plan is part of the detailed analysis (5 reports in all) done to assist the City in deciding the issues. Preparation included investigation of ownership, management, and technology alternatives; estimation of market value of assets and investment requirements; and forecasting of future cash flow. The district heating system consists of the Central Plzen cogeneration plant, two interconnected heating plants [one supplying both hot water and steam], three satellite heating plants, and cooperative agreements with three industrial facilities generating steam and hot water. Most of the plants are coal-fired, with some peaking units fired by fuel oil.

Economic analysis was conducted for replacing the Mazak 30Y Mill-Turn Machine in SM-39, the Haas Vertical CNC Mill in Building 102, and the Hardinge Q10/65-SP Lathe in SM-39. Analysis was also conducted for adding a NanoTech Lathe in Building 102 and a new electrical discharge machine (EDM) in SM-39 to augment current capabilities. To determine the value of switching machinery, a baseline scenario was compared with a future scenario where new machinery was purchased and installed. Costs and benefits were defined via interviews with subject matter experts.

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The goal of the Fuel Cell Power Systems for Remote Applications project is to commercialize a 0.1--5 kW integrated fuel cell power system (FCPS). The project targets high value niche markets, including natural gas and oil pipelines, off-grid homes, yachts, telecommunication stations and recreational vehicles. Phase 1 includes the market research, technical and financial analysis of the fuel cell power system, technical and financial requirements to establish manufacturing capability, the business plan, and teaming arrangements. Phase 1 also includes project planning, scope of work, and budgets for Phases 2--4. The project is a cooperative effort of Teledyne Brown Engineering--Energy Systems, Schatz Energy Research Center, Hydrogen Burner Technology, and the City of Palm Desert. Phases 2 through 4 are designed to utilize the results of Phase 1, to further the commercial potential of the fuel cell power system. Phase 2 focuses on research and development of the reformer and fuel cell and is divided into three related, but potentially separate tasks. Budgets and timelines for Phase 2 can be found in section 4 of this report. Phase 2 includes: Task A--Develop a reformate tolerant fuel cell stack and 5 kW reformer; Task B--Assemble and deliver a fuel cell that operates on pure hydrogen to the University of Alaska or another site in Alaska; Task C--Provide support and training to the University of Alaska in the setting up and operating a fuel cell test lab. The Phase 1 research examined the market for power systems for off-grid homes, yachts, telecommunication stations and recreational vehicles. Also included in this report are summaries of the previously conducted market reports that examined power needs for remote locations along natural gas and oil pipelines.     Globalization, technological complexity, interdependence, terrorism, climate and energy volatility, and pandemic potential are increasing the level of risk that societies and organizations now face. Risks also are increasingly interrelated; disruptions in one area can cascade in multiple directions. The ability to manage emerging risks, anticipate the interactions between different types of risk, and bounce back from disruption will be a competitive differentiator for companies and countries alike in the 21st century. What Policymakers Should Know The national objective is not just homeland protection, but economic resilience: the ability to mitigate and recover quickly from disruption. Businesses must root the case for investment in resilience strategies to manage a spectrum of risks, not just catastrophic ones. Making a business case for investment in defenses against low-probability events (even those with high impact) is difficult. However, making a business case for investments that assure business continuity and shareholder value is not a heavy lift. There are an infinite number of disruption scenarios, but only a finite number of outcomes. Leading organizations do not manage specific scenarios, rather they create the agility and flexibility to cope with turbulent situations. The investments and contingency plans these leading companies make to manage a spectrum of risk create a capability to respond to high-impact disasters as well. Government regulations tend to stovepipe different types of risk, which impedes companies abilities to manage risk in an integrated way. Policies to strengthen risk management capabilities would serve both security and competitiveness goals. What CEOs and Boards Should Know Operational risks are growing rapidly and outpacing many companies abilities to manage them.     With aggressive help from the Federal Energy Regulatory Commission (FERC), the industry is moving quickly toward the development of a separate generation sector. At a minimum, a functional unbundling of generation from transmission and distribution through cost accounting procedures is likely. The National Independent Energy Producers (NIEP) has gone even further, calling for traditional utilities to divest themselves of generation assets. NIEP argues that utilities gain a competitive advantage from the current market structure which places the utility on both the buy and sell sides of the generation transaction, giving it access to valuable information about capacity and resouce needs that may not be available to independent competition. Since a utility`s profit is largely based in its plant investments, there is a strong incentive to favor self-build options over capacity purchases under the current regulatory climate. Furthermore, utilities are not subjected to the same accountability for missed deadlines and non-performance. Separation of generation from other utility functions, NIEP says, would eliminate these impediments to a competitive market.

    With the end of the Cold War and the election of President Clinton, the Department of Energy (DOE) set a new course which began with the publication of its first departmental strategic plan in April 1994. Entitled ``Fueling a Competitive Economy, it provided the framework and shared vision for meeting responsibilities in energy, national security, environmental quality, and science and technology. The strategic plan was the guidepost for the formulation of the Department`s FY 1996, FY 1997, and FY 1998 budgets and was critical to the development of the Department`s Strategic Alignment Initiative, designed to save $1.7 billion over five years. This current plan, which has been significantly improved through a very close consultation process with Congress and customers stakeholders, takes DOE to the next important performance level by being more directly linked to actions and results. It defines a strategic goal for each of the Department`s four business lines and, in the spirit of the Government Performance and Results Act and the National Performance Review, identifies a fifth goal addressing corporate management. Reengineering the business practices, managing for results, being open with neighbors and stakeholders, and ensuring the safety and health of DOE workers and the public are, and will continue to be, among the highest of priorities. Over the coming years, DOE plans to achieve their strategic goals through specific identifiable strategies. Each business line has clear objectives and straightforward ways of defining whether DOE has succeeded in meeting those objectives.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan.     Competition in the electric utility business is having a far-reaching impact. Cost-cutting measures have in major downsizing efforts in virtually every utility in the country. After several cost-cutting rounds to reduce the low hanging fruit of inefficiency, utilities are still challenged to become leaner and meaner in order to compete in a deregulated environment. The problem for many power utilities, however, is they have not precisely determined their costs in every aspect of the plant`s operation. Naturally, obtaining an accurate understanding of expenditures is the starting point for utilities that wish to develop strategic plans to better manage assets, minimize costs and maximize return on investment better understand plant O&M costs and take measures to use this knowledge to their advantage. Cycling is a major reason for the increase in O&M costs of many fossil units.     The author appreciates the opportunity to participate in this NARUC conference and to offer some thoughts on the implications for demand side management (DSM) resulting from increased competition in the electricity and gas businesses. The dominant theme of almost every professional conference in both gas and electricity is that the markets are becoming increasingly competitive and furthermore that increased competition benefits customers and affords opportunities to providers of energy services. However, only part of the effects of increased competition occur through utility DSM programs. A competitive marketplace for electricity and gas would indeed have an effect on utility conservation programs and on utility customers. The following are some of the implications of a competitive market. My presentation is an explanation and defense of these five propositions. (1) Economic efficiency will be enhanced - which increases the level of economic well being of customers and increases the productivity of the U. S. economy. (2) Energy efficiency will decrease, which may also increase our level of economic well-being and economic productivity. (3) Some DSM conservation programs will end, because they fail to pass the market test of competition. Those DSM programs that contribute to the efficient use of energy resources will prosper under competition. (4) The economic well-being of lower and middle income customers will be enhanced, first, by abolishing the DSM based subsidies to high income customers and second by pricing separately the reliability of electric services. (5) Policy goals will have to be justified on their merits - which is the worst fear of some, but the best outcome as viewed by others.

    The Competition asked student teams from several US Universities to propose business models, technological systems, and policy framework to accelerate the penetration of new vehicle and fuel technologies into the markets. In May 2009 the final selection of teams was announced and four of five finalist teams flew to Washington DC to present to the US Department of Energy. The five finalist teams were 1. Filter Sensing Technologies (FST) (MIT), 2. Flex Cathode Technology for Electric Vehicle Batteries, 3. Green Guidance (RPI), 4. Levant Power (MIT), and 5. Wind-Driven Paddlewheel Cylinder for Energy Storage in Freighter Trucks (Villanova). The five finalists?? entries are described.

    In work for the Clean Energy Manufacturing Analysis Center (CEMAC), NREL is currently collaborating with Great Lakes Wind Network in conducting a comprehensive hydrogen refueling stations manufacturing competitiveness and supply chain analyses. In this project, CEMAC will be looking at several metrics that will facilitate understanding of the interactions between and within the HRS supply chain, such metrics include innovation potential, intellectual properties, learning curves, related industries and clustering, existing supply chains, ease of doing business, and regulations and safety.     This strategic Plan was developed in keeping with the Department of Energy`s mission for partnership with its customers to contribute to our Nation`s welfare by providing the technical information and the scientific and educational foundation for the technology, policy and institutional leadership necessary to achieve efficiency in energy use, diversity in energy sources, a more productive and competitive economy, improved environmental quality, and a secure national defense. The Plan provides the concepts for realigning the Departments`s Hazardous Materials Spill Center (HSC) in achieving its vision of becoming the global leader in meeting the diverse HAZMAT needs in the areas of testing, training, and technology. Each of these areas encompass many facets and a multitude of functional and operational requirements at the Federal, state, tribal, and local government levels, as well as those of foreign governments and the private sector. The evolution of the limited dimensional Liquefied Gaseous Fuels Spill Test Facility into a multifaceted HAZMAT Spill Center will require us to totally redefine our way of thinking as related to our business approach, both within and outside of the Department. We need to establish and maintain a viable and vibrant outreach program through all aspects of the public (via government agencies) and private sectors, to include foreign partnerships. The HAZMAT Spill Center goals and objectives provide the direction for meeting our vision.     Demands for the integration of environmental considerations into the business priorities of leading companies are gathering momentum. Potentially devastating financial losses linked to environmental problems or mismanagement and perceptions of environmental issues, has alarmed the public, financial and insurance sectors together with key stakeholders. Expensive lessons have been learned in recent years - poor environmental design and management can undoubtedly lead to escalation of overall costs to meet changing standards and end of life cycle decommissioning bills. Environmental impact not only damages profitability but erodes the corporate asset base. Even suspicion of land contamination can wipe out market values of real estate. Comprehensive screening of business portfolios, investment plans, and existing assets for sources of environmental risk from concept to divestment, is crucial to ensure environmentally sound investment, to protect assets and minimize both environmental impact and future liability. Today`s key stakeholders and financial sectors are looking beyond the existing balance sheets of companies and now scrutinise their environmental credentials to ensure wise investment. Recent developments in environmental risk as a tool for placing environment on the balance sheet of private and public companies will be presented, using selected examples geared to the exploration and production business, together with the needs for a common, international framework for environmental risk strategies.

    Energy Management Systems (EMSs) have been called the nerve center for an electric utility. These systems have the capacity to monitor the electrical grid by retrieving tens of thousands of MW/MVar flows, voltages and breaker/switch positions every few seconds. With data interchange agreements utilities can also monitor performance of neighboring systems. System dispatchers need to access more and more information sources and their job is becoming more complicated. Other departments need to access EMS related data and work more closely with system dispatch. To date, the role of Energy Management Systems has not been affected significantly by the prospect of competition. With the clean air act, emission allowance trading, open transmission access, and potential for customer choice it is likely that Energy Management Systems will play a more strategic business role in the future. In particular, Open Energy Management Systems that allow the utility the freedom to select applications from multiple vendors will have special advantages. This paper will address potential areas, where an Open Energy Management System can be used to obtain a competitive edge. It will also outline how competition is likely to affect Energy Management System architectures and procurement practices.

    The communications convergence, brought about largely by the digitalization revolution, is now moving in a double helix through the horizontal telecommunications hierarchy. Competition for customer premises is aspiring upward toward the competition that is spiraling downward from the long-distance market. The competitive-access market is growing rapidly. MCI Metro, MCI/Nextel, and AT T/McCaw are poised to reach down into the traditionally [open quotes]local[close quotes] markets through wires and airwaves alike. Even the electric utilities are building persuasive business cases and regulatory arguments to transform their erstwhile internal communications systems, conduits, and rights-of-way into commercial networks offering cable TV, multimedia, Personal Communications Service (PCS), and alternative telephony services. The four principles in developing a regulatory standard should be: create standards that ease regulatory babysitting, recognize the relationship between the costs of regulatory compliance and building the networks, minimize transaction costs, and let the networks begin to grow now, without time and energy being spent on gaming the regulatory system.

    A predominant theme in the current electric utility industry literature is that competitive forces have emerged and may become more prominent. The wholesale bulk power market is alreadly competitive, as non-utility energy service providers already have had a significant impact on that market; this trend was accelerated by the Energy Policy Act of 1992. Although competition at the retail level is much less pervasive, electric utility customers increasingly have greater choice in selecting energy services. These choices may include, depending on the customer, the ability to self-generate, switch fuels, move to a new location, or rely more heavily on demand-side management as a means of controlling electric energy use. This paper explores the subject of how demand-side management (DSM) programs, which are often developed by a utility to satisfy resource requirements as a part of its least-cost planning process, can affect the utility`s ability to compete in the energy services marketplace. In this context, the term `DSM` is used in this paper to refer to those demand-side services and programs which provide resources to the utility`s system. Depending on one`s perspective, DSM programs (so defined) can be viewed either as an enhancement to the competitive position of a utility by enabling it to provide its customers with a broader menu of energy services, simultaneously satisfying the objectives of the utility as well as those of the customers, or as a detractor to a utility`s ability to compete. In the latter case, the concern is with respect to the potential for adverse rate impacts on customers who are not participants in DSM programs. The paper consists of an identification of the pros and cons of DSM as a competitive strategy, the tradeoff which can occur between the cost impacts and rate impacts of DSM, and an examination of alternative strategies for maximizing the utilization of DSM both as a resource and as a competitive strategy.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    I come to this geothermal business with over 30 years of experience in the power generation industry. I have earned my spurs (so to speak) in the electric utility, nuclear power, coal and the gas-fired cogeneration power businesses. I have been employed by Oxbow Power for the past seven years and for the past 18 months I have been based in Reno and responsible for the operation, maintenance and management of Oxbow`s domestic power projects which include three geothermal and two gas-fired facilities. The Oxbow Power Group (consisting principally of Oxbow Power Corporation, Oxbow Geothermal Corporation, Oxbow Power of Beowawe, Oxbow Power International and Oxbow Power Services, Inc.) is based in West Palm Beach, Florida, and has regional offices in Reno, Hong Kong and Manila to support on-line geothermal projects in Nevada, other domestic power projects and a geothermal plant under construction in the Philippines. Oxbow Power employs approximately 30 professionals in the development and management of power projects and over 100 supervisors and technicians in the operation and maintenance of power facilities. Current ownership in independent power projects total 340 MW in the United States and 47 MW under construction in the Philippines. Oxbow is currently negotiating additional projects in several Asian and Central American countries.

    Currently, academic-type competitions are scored using a combination of timer clocks, entries on paper, and individual computers to consolidate individual entries. Such a system is unwieldy, time-consuming, and depends on the individual computer skills that might be present amount the competition administrators. The new Academic Competition Software combines digital clocks, along with a scoring system that permits different point values for different types of questions. Bonus or ??toss-up? questions can be monitored during the competition, using a subtimer system. All data is consolidated on the fly and the system can be operated by a single person. Results from different sites (rooms) can be added in as well. As such, the software is extremely flexible. It is anticipated that this new software will be useful for?Science or Science Olympiad type competitions held in many high schools and colleges, as well as for preparation and training for such competitions.
