    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

This Business Systems Planning (BSP) Project Alternatives Analysis document presents an analysis of the current Project Controls, Work Management, and Business Management systems environment and alternative solutions that support the business functions. The project team has collected requirements and priorities from stakeholders in each business area and documented them in the BSP System Requirements Specification (SRS), RPP-6297. The alternatives analysis process identifies and measures possible solutions in each of the business process areas against the requirements as documented in the SRS. The team gathered input from both internal and external sources to identify and grade the possible solutions. This document captures the results of that activity and recommends a suite of software products. This study was to select the best product based on how well the product met the requirements, not to determine the platform or hardware environment that would be used.     The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. Replacement of the systems allows for a new beginning with a clean slate and stronger data validation rules. A number of the systems being retired depend on hardware and software technologies that are no longer adequately supported in the market place. The IRM Application Software System Life Cycle Standards, HNF-PRO-2778, and the Data Systems Review Board (DSRB) define a system retirement process which involves the removal of an existing system from active support or use either by: ceasing its operation or support; or replacing it with a new system; or replacing it with an upgraded version of the existing system. It is important to note, that activities associated with the recovery of the system, once archived, relates to the ability for authorized personnel to gain access to the data and

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. As majority owner, the City has the primary goal of ensuring that the heating needs of its customers are met as reliably and cost-effectively as possible. This preliminary business plan is part of the detailed analysis (5 reports in all) done to assist the City in deciding the issues. Economic analysis was conducted for replacing the Mazak 30Y Mill-Turn Machine in SM-39, the Haas Vertical CNC Mill in Building 102, and the Hardinge Q10/65-SP Lathe in SM-39. Analysis was also conducted for adding a NanoTech Lathe in Building 102 and a new electrical discharge machine (EDM) in SM-39 to augment current capabilities. To determine the value of switching machinery, a baseline scenario was compared with a future scenario where new machinery was purchased and installed. Costs and benefits were defined via interviews with subject matter experts.

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The goal of the Fuel Cell Power Systems for Remote Applications project is to commercialize a 0.1--5 kW integrated fuel cell power system (FCPS). The project targets high value niche markets, including natural gas and oil pipelines, off-grid homes, yachts, telecommunication stations and recreational vehicles. Phase 1 includes the market research, technical and financial analysis of the fuel cell power system, technical and financial requirements to establish manufacturing capability, the business plan, and teaming arrangements. Phase 1 also includes project planning, scope of work, and budgets for Phases 2--4. The project is a cooperative effort of Teledyne Brown Engineering--Energy Systems, Schatz Energy Research Center, Hydrogen Burner Technology, and the City of Palm Desert. Phases 2 through 4 are designed to utilize the results of Phase 1, to further the commercial potential of the fuel cell power system. Phase 2 focuses on research and development of the reformer and fuel cell and is divided into three related, but potentially separate tasks. Budgets and timelines for Phase 2 can be found in section 4 of this report. Phase 2 includes: Task A--Develop a reformate tolerant fuel cell stack and 5 kW reformer; Task B--Assemble and deliver a fuel cell that operates on pure hydrogen to the University of Alaska or another site in Alaska; Task C--Provide support and training to the University of Alaska in the setting up and operating a fuel cell test lab. The Phase 1 research examined the market for power systems for off-grid homes, yachts, telecommunication stations and recreational vehicles. Also included in this report are summaries of the previously conducted market reports that examined power needs for remote locations along natural gas and oil pipelines. A list of highlights from the research can be found in the executive summary of the business plan.

    Globalization, technological complexity, interdependence, terrorism, climate and energy volatility, and pandemic potential are increasing the level of risk that societies and organizations now face. Risks also are increasingly interrelated; disruptions in one area can cascade in multiple directions. The ability to manage emerging risks, anticipate the interactions between different types of risk, and bounce back from disruption will be a competitive differentiator for companies and countries alike in the 21st century. What Policymakers Should Know The national objective is not just homeland protection, but economic resilience: the ability to mitigate and recover quickly from disruption. Businesses must root the case for investment in resilience strategies to manage a spectrum of risks, not just catastrophic ones. Making a business case for investment in defenses against low-probability events (even those with high impact) is difficult. However, making a business case for investments that assure business continuity and shareholder value is not a heavy lift. There are an infinite number of disruption scenarios, but only a finite number of outcomes. Leading organizations do not manage specific scenarios, rather they create the agility and flexibility to cope with turbulent situations. The investments and contingency plans these leading companies make to manage a spectrum of risk create a capability to respond to high-impact disasters as well. Government regulations tend to stovepipe different types of risk, which impedes companies abilities to manage risk in an integrated way. Policies to strengthen risk management capabilities would serve both security and competitiveness goals.     With aggressive help from the Federal Energy Regulatory Commission (FERC), the industry is moving quickly toward the development of a separate generation sector. At a minimum, a functional unbundling of generation from transmission and distribution through cost accounting procedures is likely. The National Independent Energy Producers (NIEP) has gone even further, calling for traditional utilities to divest themselves of generation assets. NIEP argues that utilities gain a competitive advantage from the current market structure which places the utility on both the buy and sell sides of the generation transaction, giving it access to valuable information about capacity and resouce needs that may not be available to independent competition. Since a utility`s profit is largely based in its plant investments, there is a strong incentive to favor self-build options over capacity purchases under the current regulatory climate. Furthermore, utilities are not subjected to the same accountability for missed deadlines and non-performance. Separation of generation from other utility functions, NIEP says, would eliminate these impediments to a competitive market.

    With the end of the Cold War and the election of President Clinton, the Department of Energy (DOE) set a new course which began with the publication of its first departmental strategic plan in April 1994. Entitled ``Fueling a Competitive Economy, it provided the framework and shared vision for meeting responsibilities in energy, national security, environmental quality, and science and technology. The strategic plan was the guidepost for the formulation of the Department`s FY 1996, FY 1997, and FY 1998 budgets and was critical to the development of the Department`s Strategic Alignment Initiative, designed to save $1.7 billion over five years. This current plan, which has been significantly improved through a very close consultation process with Congress and customers stakeholders, takes DOE to the next important performance level by being more directly linked to actions and results. It defines a strategic goal for each of the Department`s four business lines and, in the spirit of the Government Performance and Results Act and the National Performance Review, identifies a fifth goal addressing corporate management. Reengineering the business practices, managing for results, being open with neighbors and stakeholders, and ensuring the safety and health of DOE workers and the public are, and will continue to be, among the highest of priorities. Over the coming years, DOE plans to achieve their strategic goals through specific identifiable strategies. Each business line has clear objectives and straightforward ways of defining whether DOE has succeeded in meeting those objectives.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan.
