    This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

    The NDA participated in a panel session 31B on Wednesday afternoon starting at 3:15. The NDA is a non-departmental public body, set up in April 2005 under the Energy Act 2004 to take strategic responsibility for the UK's nuclear legacy. Details of their organization and history are located on their web site at www.nda.gov.uk. Also copies of their Power Point presentations made at WM'06 are available on their web site. Their core objective is to ensure that the 20 civil public sector nuclear sites under our ownership are decommissioned and cleaned up safely, securely, cost effectively and in ways that protect the environment for this and future generations. They lead the development of a unified and coherent decommissioning strategy, working in partnership with regulators and site licensees to achieve best value, optimum impact on local communities, and the highest environmental standards. The NDA's main task is the decommissioning and clean up of civil nuclear sites. If the Government decides it is necessary, however, the Energy Act 2004 allows the NDA to take responsibility for sites currently operated by, or on behalf of, the Ministry of Defence (MoD). Resources will then be transferred from the MoD to meet the costs of clean up. The NDA made a number of presentations to allow conference delegates the opportunity to understand some of the major aspects of their work and to interact with NDA staff. These included the following topics and gave opportunity for audience discussion: - A brief presentation to update on progress by the NDA; - Outline of low level waste management and the prioritisation process; - Discussion of the competition schedule related to low level waste management and the Drigg site. The following presentations and handout were delivered in various sessions of the conference as noted below and are available on their web page including the WM'06 Plenary Session presentation by Sir Anthony Cleaver, Chairman of the NDA. During Session 31B, the following Power Point presentations were made. NDA Overview by David Hayes, Director of Special Projects National M and O Contractor Work Prioritisation Process by Mark Wareing, including topics on: - Need for prioritisation; - Development of the process; - Using the process as a measure of progress.   18. International ESCO business opportunities and challenges: a Japanese case study

    Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. In this paper, the authors present the findings from a recently completed study on the proposed development of an ESCO industry in Japan. The study was based on four sources of information: (1) a review of the published and unpublished literature on ESCOs; (2) interviews with 26 ESCOs in the US, the US Department of Energy, and the National Association of Energy Service Companies (NAESCO); (3) ESCO presentations at the October 1996 NAESCO meeting; and (4) informal discussions with ESCO experts in the US. They believe that the lessons learned in this study can be transferred or applied to other countries interested in developing an ESCO industry. While energy prices have remained relatively stable over the last several years in Japan and energy capacity is not perceived as a near-term problem, other ``market drivers`` necessary for the emergence of a successful and vibrant ESCO industry exist in Japan. Despite the presence of these market drivers, significant barriers to the successful development of an ESCO industry exist in Japan.

Unfortunately, the small players are probably a small part of the needed answer. The momentous claim of the book - the need to combine environmentally sound concepts with sharp business plans and competent management' - isn't bad nor negligent advice for the giants, either, that still roam the globe.

A comparison is made of opportunity fuels, defined as fuels that can be converted to other forms of energy at lower cost than standard fossil fuels. Types of fuels for which some limited technical data is provided include petroleum coke, garbage, wood waste, and tires. Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs. A detailed cost breakdown for different plant types is provided for use in base fuel pricing.

    This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

    The Superfund Revenue Act of 1985 (H.R. 3467) amends the Internal Revenue Code of 1954 and provides income for the Superfund trust fund by imposing a surcharge tax on business activities designated in section 4002 and varying with the number of employees. The bill also defines activities according to category of business and the degree of direct and indirect labor. Later sections describe the tax period and procedures for tax payments, exemptions for government entities and charitable organizations, neutrality for import and export goods, and other limitations and requirements involving payments to the trust fund.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    The Aspen Global Change Institute (AGCI) successfully organized and convened six interdisciplinary meetings over the course of award NNG04GA21G. The topics of the meetings were consistent with a range of issues, goals and objectives as described within the NASA Earth Science Enterprise Strategic Plan and more broadly by the US Global Change Research Program/Our Changing Planet, the more recent Climate Change Program Strategic Plan and the NSF Pathways report. The meetings were chaired by two or more leaders from within the disciplinary focus of each session. 222 scholars for a total of 1097 participants-days were convened under the auspices of this award. The overall goal of each AGCI session is to further the understanding of Earth system science and global environmental change through interdisciplinary dialog. The format and structure of the meetings allows for presentation by each participant, in-depth discussion by the whole group, and smaller working group and synthesis activities. The size of the group is important in terms of the group dynamics and interaction, and the ability for each participant's work to be adequately presented and discussed within the duration of the meeting, while still allowing time for synthesis

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    While the problem of analyzing network traffic at the granularity of individual connections has seen considerable previous work and tool development, understanding traffic at a higher level---the structure of user-initiated sessions comprised of groups of related connections---remains much less explored. Some types of session structure, such as the coupling between an FTP control connection and the data connections it spawns, have prespecified forms, though the specifications do not guarantee how the forms appear in practice. Other types of sessions, such as a user reading email with a browser, only manifest empirically. Still other sessions might exist without us even knowing of their presence, such as a botnet zombie receiving instructions from its master and proceeding in turn to carry them out. We present algorithms rooted in the statistics of Poisson processes that can mine a large corpus of network connection logs to extract the apparent structure of application sessions embedded in the connections. Our methods are semi-automated in that we aim to present an analyst with high-quality information (expressed as regular expressions) reflecting different possible abstractions of an application's session structure. We develop and test our methods using traces from a large Internet site, finding diversity in the number of applications that manifest, their different session structures, and the presence of abnormal behavior. Our work has applications to traffic characterization and monitoring, source models for synthesizing network traffic, and anomaly detection.

Cogeneration is the cost-effective production of two useful forms of energy using a single energy source.     The workshop on opportunities for polarized He-3 in RHIC and EIC was targeted at finding practical ways of implementing and using polarized He-3 beams. Polarized He-3 beams will provide the unique opportunity for first measurements, i.e, to a full quark flavor separation measuring single spin asymmetries for p{sup +}, p{sup -} and p{sup 0} in hadron-hadron collisions. In electron ion collisions the combination of data recorded with polarized electron proton/He-3 beams allows to determine the quark flavor separated helicity and transverse momentum distributions. The workshop had sessions on polarized He-3 sources, the physics of colliding polarized He-3 beams, polarimetry, and beam acceleration in the AGS Booster, AGS, RHIC, and ELIC. The material presented at the workshop will allow making plans for the implementation of polarized He-3 beams in RHIC.

    Kyrgyzstan is a country of 4.3 million persons in Central Asia with Kazakhstan bordering to the north, China to the southeast, Uzbekistan to the west, and Tajikistan to the southwest. Among Kyrgyzstan's major ethnic groups, Kyrgyz account of 52% of the population, Russians 22%, and Uzbeks 13%. Since independence Sept. 7, 1991, from the Soviet Union, Kyrgyzstan has found itself in a very difficult position. The situation in the energy sector is particularly strained. Oil and gas production are minimal, there are no refineries in the country, and all petroleum products are brought in from Russia, Kazakhstan, and Uzbekistan. Natural gas in supplied from Turkmenistan. Although there are domestic reserves of coal, imports from Russia and Kazakhstan account for 55% of supply. However, there is significant hydropower potential in Kyrgyzstan. Energy officials have clearly identified development of this resource as the path to energy independence and economic progress. An overview of Kyrgyzstan's energy sector is given in this article for crude oil, natural gas, coal resources, electrical power, and investment opportunities.
