    Based on a review of airflow design factors and in-situ energy measurements in ISO Cleanliness Class-5 cleanrooms, this paper addresses the importance of energy efficiency in airflow design and opportunities of cost savings in cleanroom practices. The paper discusses design factors that can long lastingly affect cleanroom system performance, and demonstrates benefits of energy efficient cleanroom design from viewpoints of environmental control and business operations. The paper suggests that a high performance cleanroom should not only be effective in contamination control, but also be efficient in energy and environmental performance. The paper also suggests that energy efficient design practice stands to bring in immediate capital cost savings and operation cost savings, and should be regarded by management as a strategy to improve business bottom lines.

  10. TRANSFORMING THE SRS ENVIRONMENTAL BUSINESS: COMMUNICATION AND APPLIED PROJECT MANAGEMENT PRINCIPLES

    A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

    The Department of Energy (DOE) Office of Environmental Management (EM) has developed a web-accessible database to collect actual cost data from completed EM projects to support cost estimating and analysis. This Environmental Cost Analysis System (ECAS) database was initially deployed in early 2009 containing the cost and parametric data from 77 decommissioning, restoration, and waste management projects completed under the Rocky Flats Closure Project. In subsequent years we have added many more projects to ECAS and now have a total of 280 projects from 8 major DOE sites. This data is now accessible to DOE users through a web-based reporting tool that allows users to tailor report outputs to meet their specific needs. We are using it as a principal resource supporting the EM Consolidated Business Center (EMCBC) and the EM Applied Cost Engineering (ACE) team cost estimating and analysis efforts across the country. The database has received Government Accountability Office review as supporting its recommended improvements in DOE's cost estimating process, as well as review from the DOE Office of Acquisition and Project Management (APM). Moving forward, the EMCBC has developed a Special Contract Requirement clause or 'H-Clause' to be included in all current and future EMCBC procurements identifying the process that contractors will follow to provide DOE their historical project data in a format compatible with ECAS. Changes to DOE O 413.3B implementation are also in progress to capture historical costs as part of the Critical Decision project closeout process. (authors)

    The Rocky Flats Environmental Technology Site (RFETS) has initiated a major work process improvement campaign using the tools of formalized benchmarking and streamlining. This paper provides insights into some of the process improvement activities performed at Rocky Flats from November 1995 through December 1996. It reviews the background, motivation, methodology, results, and lessons learned from this ongoing effort. The paper also presents important gains realized through process analysis and improvement including significant cost savings, productivity improvements, and an enhanced understanding of site work processes.

    In environmental impact assessment, qualitative methods are used because they are versatile and easy to apply. This methodology is based on the evaluation of the strength of the impact by grading a series of qualitative attributes that can be manipulated by the evaluator. The results thus obtained are not objective, and all too often impacts are eliminated that should be mitigated with corrective measures. However, qualitative methodology can be improved if the calculation of Impact Importance is based on the characteristics of environmental factors and project activities instead on indicators assessed by evaluators. In this sense, this paper proposes the inclusion of the vulnerability of environmental factors and the potential environmental impact of project activities. For this purpose, the study described in this paper defined Total Impact Importance and specified a quantification procedure. The results obtained in the case study of oil drilling in Colombia reflect greater objectivity in the evaluation of impacts as well as a positive correlation between impact values, the environmental characteristics at and near the project location, and the technical characteristics of project activities. -- Highlights: Concept of vulnerability has been used to calculate the importance impact assessment. This paper defined Total Impact Importance and specified a quantification procedure. The method includes the characteristics of environmental and project activities. The application has shown greater objectivity in the evaluation of impacts. Better correlation between impact values, environment and the project has been shown.

    This paper discusses how environmental improvements in EOR technology continues to advance. Successful EOR requires the injection of a fluid which produces incremental oil for the least overall cost. When the net volumetric costs of EOR injection fluids are compared at reservoir conditions, it is clear that only a few liquids or compressed gases can be used to displace crude oil on a barrel for barrel basis. Although high-concentration surfactants have the potential for very efficient displacements, reservoir heterogeneity increases the economic uncertainty of the process, especially at today's oil prices. Water is always the cheapest fluid to inject, even with small amounts of polymer added, and polymer flooding can be cost- effective for new waterfloods. However, polymer flooding is not efficient for displacing tertiary oil. Water converted to steam still accounts for most of the EOR production in the U.S.A., but low oil prices and stricter environmental regulations now restrain large expansions and new projects. Cogeneration of steam and electricity improves the economics markedly for thermal EOR projects, and gas-fired boilers reduce the emissions to the atmosphere. By firing the cogeneration boilers with coal or gas, the more plentiful fossil fuels are converted into much-needed liquid fuels efficiently and economically.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    Environmental sampling (ES) is a key component of International Atomic Energy Agency (IAEA) safeguarding approaches throughout the world. Performance of ES (e.g. air, water, vegetation, sediments, soil and biota) supports the IAEAs mission of drawing conclusions concerning the absence of undeclared nuclear material or nuclear activities in a State and has been available since the introduction of safeguards strengthening measures approved by the IAEA Board of Governors (1992-1997). A recent step-change improvement in the gathering and analysis of air samples at uranium/plutonium bulk handling facilities is an important addition to the international nuclear safeguards inspector's toolkit. Utilizing commonly used equipment throughout the IAEA network of analytical laboratories for particle analysis, researchers are developing the next generation of ES equipment for air grab and constant samples. Isotopic analysis of collected particles from an Aerosol Contaminant Extractor (ACE) silicon substrate has been performed with excellent results in determining attribute and isotopic composition of chemical elements present in an actual test-bed sample. The new collection equipment will allow IAEA nuclear safeguards inspectors to develop enhanced safeguarding approaches for complicated facilities. This paper will explore the use of air monitoring to establish a baseline environmental signature of a particular facility that could be used for comparison of consistencies in declared operations. The implementation of air monitoring will be contrasted against the use of smear ES when used during unannounced inspections, design information verification, limited frequency unannounced access, and complementary access visits at bulk handling facilities. Technical aspects of the air monitoring device and the analysis of its environmental samples will demonstrate the essential parameters required for successful application of the system.

    The number of environmental licence applications for projects affecting Indigenous peoples in Brazil has increased since the implementation of a major infrastructure program (Programa de Acelerao do Crescimento) in 2007. This increase has caused problems for Brazilian agencies involved in environmental licensing procedures (IBAMA, FUNAI and others). We analyze the Brazilian environmental licensing procedure for situations involving Indigenous peoples, Maroons (Quilombolas) or other traditional communities in order to identify potential improvements for Brazil and potentially other countries. Although Brazilian procedures are consistent with international best practice in environmental licensing, in practice social impacts are inadequately addressed, mitigation measures are poorly implemented, and there is a lack of enforcement and compliance. The paper is based on document analysis and interviews with key actors in governmental and non-governmental organizations and Indigenous leaders. We suggest that Free, Prior and Informed Consent (FPIC) processes need to be conducted at the earliest stages of project planning, and that Indigenous peoples should actively participate in impact assessment, monitoring and evaluation processes. In order to achieve a social licence to operate, there needs to be full recognition of traditional knowledge and acceptance of Indigenous values and concepts. We also recommend increased involvement of social experts and mediators as well as improved accountability, enforcement and grievance mechanisms in the licensing process. - Highlights: The Brazilian environmental licensing system needs to address social impacts better. Communities need to be consulted at the earliest stage possible. Indigenous peoples need to be invited to participate in impact assessment teams. Independent Indigenous committees to monitor implementation of mitigation measures. Accountability, enforcement and grievance mechanisms need to be improved.

    The current focus on building energy retrofit provides an opportunity to simultaneously improve indoor environmental quality (IEQ). Toward this end, we developed a protocol for selecting packages of retrofits that both save energy and improve IEQ in apartments. The protocol specifies the methodology for selecting retrofits from a candidate list while addressing expected energy savings, IEQ impacts, and costs in an integrated manner. Interviews, inspections and measurements are specified to collect the needed input information. The protocol was applied to 17 apartments in three buildings in two different climates within California. Diagnostic measurements and surveys conducted before and after retrofit implementation indicate enhanced apartment performance.

    The evaluation of Environmental Impact Assessment (EIA) systems is a highly recommended strategy for enhancing their effectiveness and quality. This paper describes an evaluation of EIA in Colombia, using the model and the control mechanisms proposed and applied in other countries by Christopher Wood and Ortolano. The evaluation criteria used are based on Principles of Environmental Impact Assessment Best Practice, such as effectiveness and control features, and they were contrasted with the opinions of a panel of Colombian EIA experts as a means of validating the results of the study. The results found that EIA regulations in Colombia were ineffective because of limited scope, inadequate administrative support and the inexistence of effective control mechanisms and public participation. This analysis resulted in a series of recommendations regarding the further development of the EIA system in Colombia with a view to improving its quality and effectiveness.

    Energy efficiency resource standards (EERS) are a prominent strategy to potentially achieve rapid and aggressive energy savings goals in the U.S. As of December 2010, twenty-six U.S. states had some form of an EERS with savings goals applicable to energy efficiency (EE) programs paid for by utility customers. The European Union has initiated a similar type of savings goal, the Energy End-use Efficiency and Energy Services Directive, where it is being implemented in some countries through direct partnership with regulated electric utilities. U.S. utilities face significant financial disincentives under traditional regulation which affects the interest of shareholders and managers in aggressively pursuing cost-effective energy efficiency. Regulators are considering some combination of mandated goals ('sticks') and alternative utility business model components ('carrots' such as performance incentives) to align the utility's business and financial interests with state and federal energy efficiency public policy goals. European countries that have directed their utilities to administer EE programs have generally relied on non-binding mandates and targets; in the U.S., most state regulators have increasingly viewed 'carrots' as a necessary condition for successful achievement of energy efficiency goals and targets. In this paper, we analyze the financial impacts of an EERS on a large electric utility in the State of Arizona using a pro-forma utility financial model, including impacts on utility earnings, customer bills and rates. We demonstrate how a viable business model can be designed to improve the business case while retaining sizable ratepayer benefits. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other countries looking to significantly increase savings targets that can be achieved from their own utility-administered EE programs.

    This report summarizes 4 years of research achievements in this Office of Science (BER), U.S. Department of Energy (DOE) project. The research described was conducted by scientists and supporting staff at Lovelace Respiratory Research Institute (LRRI)/Lovelace Biomedical and Environmental Research Institute (LBERI) and the Southern Urals Biophysics Institute (SUBI). All project objectives and goals were achieved. A major focus was on obtaining improved cancer risk estimates for exposure via inhalation to plutonium (Pu) isotopes in the workplace (DOE radiation workers) and environment (public exposures to Pu-contaminated soil). A major finding was that low doses and dose rates of gamma rays can significantly suppress cancer induction by alpha radiation from inhaled Pu isotopes. The suppression relates to stimulation of the body's natural defenses, including immunity against cancer cells and selective apoptosis which removes precancerous and other aberrant cells.

    Strategic environmental assessment (SEA) has become an increasingly important decision-support tool for providing information on the environmental implications of a policy, plan, or program. The goal is to safeguard the environment and promote sustainable development at the strategic level. Despite major progress in implementing SEA practices internationally, developing countries, such as China, often lag behind in applying SEA methodology. Lack of available data and time constraints arising from tight schedules create problems. The rapid impact assessment matrix (RIAM) is a potential resource for breaking through such difficulties. Our analysis of RIAM applications suggested that it could become a tool for evaluating strategic alternatives because of its applicability in interdisciplinary settings, its transparency, and its short implementation timeframe. To make it more suitable for the SEA context, we have developed two major improvements to the conventional RIAM process: assignment of weights to assessment indicators and the development of an integrated environmental assessment score (IES). The improved RIAM process was employed in an SEA of the development plan for the Nansha District in Guangzhou, the capital city of Guangdong Province in China. It was used to assess five alternatives for development in Wanqingsha (WQS), a subunit of Nansha, where important ecological resources are located and where industrial development could impact the air quality in the neighboring Hong Kong Special Administrative Region (HKSAR). The evaluation identified WQS-A04 as the preferred alternative. This alternative involved a minimal amount of industrial development 10% compared with the most intense development alternative and included important wetland preservation plans. The assessment results have been incorporated into the officially approved development plan for Nansha. The improved RIAM methodology is well adapted to the technical aims of SEA and decision-making structures in China. It offers the potential for delivering timely and quality results to decision-making processes. To achieve the desired efficiency, it is recommended that an SEA procedure take into account findings acquired from an improved RIAM application at an early stage, then, at a later stage, results from more comprehensive assessments conducted using more sophisticated methods should be added, if time and data are available. - Highlights: RIAM is a potential SEA tool due to its multidisciplinary setting and rapid process. Weighting index and computing IES are raised for improving RIAM when applied to SEAs. The improved RIAM boosts SEA effectiveness by timely responding to decision-making. The improved RIAM is more suitable to an SEA bothered by tight time or data shortage. The improved RIAM adapts to the technical aims of SEA and decision features in China.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These DOE Orders and associated policies establish goals and sustainable stewardship practices that are protective of environmental, natural, and cultural resources, and take a life cycle approach that considers aspects such as: (1) Acquisition and use of environmentally preferable products; (2) Electronics stewardship; (3) Energy conservation, energy efficiency, and renewable energy; (4) Pollution prevention, with emphasis on toxic and hazardous chemical and material reduction; (5) Procurement of efficient energy and water consuming materials and equipment; (6) Recycling and reuse; (7) Sustainable and high-performance building design; (8) Transportation and fleet management; and (9) Water conservation. LBNL's approach to sustainable environmental stewardship required under Order 450.1A poses the challenge of implementing its EMS in a compliance-based, performance-based, and cost-effective manner. In other words, the EMS must deliver real and tangible business value at a minimal cost. The purpose of this plan is to describe Berkeley Lab's approach for achieving such an EMS, including an overview of the roles and responsibilities of key Laboratory parties. This approach begins with a broad-based environmental policy consistent with that stated in Chapter 11 of the LBNL Health and Safety Manual (PUB-3000). This policy states that Berkeley Lab is committed to the following: (1) Complying with applicable environmental, public health, and resource conservation laws and regulations. (2) Preventing pollution, minimizing waste, and conserving natural resources. (3) Correcting environmental hazards and cleaning up existing environmental problems, and (4) Continually improving the Laboratory's environmental performance while maintaining operational capability and sustaining the overall mission of the Laboratory. A continual cycle of planning, implementing, evaluating, and improving processes will be performed to achieve goals, objectives, and targets that will help LBNL carry out this policy.     A number of DOE facilities, such as the Los Alamos National Laboratory (LANL) and the Waste Isolation Pilot Plant (WIPP), use alpha-particle environmental continuous air monitors (ECAMs) to monitor air for unwanted releases of radioactive aerosols containing such materials as plutonium and uranium. High sensitivity, ease of operation, and lack of false alarms are all important for ECAMs. The object of the project was to conduct investigations to improve operation of ECAMs, particularly under conditions where a lot of nonradioactive dust may be deposited on the filters (conditions of high dust loading). The presence of such dust may increase the frequency with which filters must be changed and can lead to an increased incidence of false alarms due to deteriorated energy resolution and response specificity to the radionuclides of interest. A major finding of the investigation, not previously documented, was that under many conditions thick layers of underlying nonradioactive dust do not decrease energy resolution and specificity for target radionuclides if the radioactive aerosol arrives as a sudden thin burst deposit, as commonly occurs in the early-warning alarm mode. As a result, operators of ECAMs may not need to change filters as often as previously thought and have data upon which to base more reliable operating procedures.

    This paper presents a methodology and results for assessing the impact of production and energy efficiency, environmental regulation, and abatement capital expenditure constraints (e.g. capital rationing) on the productivity of energy and pollution intensive sectors. Energy is treated like any other production input when examining evidence of inefficiency. We find that capital rationing and environmental regulations do contribute to productivity and energy efficiency losses, but do not explain all of the production and energy inefficiencies observed in the paper industry. A summary of the energy source of production inefficiency found in the paper industry, is presented.. Each source is derived as the incremental contribution., i.e. the first is constraints on capital, the second in environmental regulation not accounted for by the first, and the final component is production inefficiency that is not accounted for my any of the- environmental analysis. While the methods are very data intensive, they reveal much more that analysis of aggregate data, 1835 since the only plant level data can provide the estimates of inefficiency that this methodology employs.

    An improved HVAC system for portable classrooms was specified to address key problems in existing units. These included low energy efficiency, poor control of and provision for adequate ventilation, and excessive acoustic noise. Working with industry, a prototype improved heat pump air conditioner was developed to meet the specification. A one-year measurement-intensive field-test of ten of these IHPAC systems was conducted in occupied classrooms in two distinct California climates. These measurements are compared to those made in parallel in side by side portable classrooms equipped with standard 10 SEER heat pump air conditioner equipment. The IHPAC units were found to work as designed, providing predicted annual energy efficiency improvements of about 36 percent to 42 percent across California's climate zones, relative to 10 SEER units. Classroom ventilation was vastly improved as evidenced by far lower indoor minus outdoor CO2 concentrations. TheIHPAC units were found to provide ventilation that meets both California State energy and occupational codes and the ASHRAE minimum ventilation requirements; the classrooms equipped with the 10 SEER equipment universally did not meet these targets. The IHPAC system provided a major improvement in indoor acoustic conditions. HVAC system generated background noise was reduced in fan-only and fan and compressor modes, reducing the nose levels to better than the design objective of 45 dB(A), and acceptable for additional design points by the Collaborative on High Performance Schools. The IHPAC provided superior ventilation, with indoor minus outdoor CO2 concentrations that showed that the Title 24 minimum ventilation requirement of 15 CFM per occupant was nearly always being met. The opposite was found in the classrooms utilizing the 10 SEER system, where the indoor minus outdoor CO2 concentrations frequently exceeded levels that reflect inadequate ventilation. Improved ventilation conditions in the IHPAC lead to effective removal of volatile organic compounds and aldehydes, on average lowering the concentrations by 57 percent relative to the levels in the 10 SEER classrooms. The average IHPAC to 10 SEER formaldehyde ratio was about 67 percent, indicating only a 33 percent reduction of this compound in indoor air. The IHPAC thermal control system provided less variability in occupied classroom temperature than the 10 SEER thermostats. The average room temperatures in all seasons tended to be slightly lower in the IHPAC classrooms, often below the lower limit of the ASHRAE 55 thermal comfort band. State-wide and national energy modeling provided conservative estimates of potential energy savings by use of the IHPAC system that would provide payback a the range of time far lower than the lifetime of the equipment. Assuming electricity costs of $0.15/kWh, the perclassroom range of savings is from about $85 to $195 per year in California, and about $89 to $250 per year in the U.S., depending upon the city. These modelsdid not include the non-energy benefits to the classrooms including better air quality and acoustic conditions that could lead to improved health and learning in school. Market connection efforts that were part of the study give all indication that this has been a very successful project. The successes include the specification of the IHPAC equipment in the CHPS portable classroom standards, the release of a commercial product based on the standards that is now being installed in schools around the U.S., and the fact that a public utility company is currently considering the addition of the technology to its customer incentive program. These successes indicate that the IHPAC may reach its potential to improve ventilation and save energy in classrooms.

    'Improvement in understanding of the deposition of ambient dust particles on ECAM (Environmental Continuous Air Monitor) filters, reduction of the alpha-particle interference of radon progeny and other radioactive aerosols in different particle size ranges on filters, and development of ECAM''s with increased sensitivity under dusty outdoor conditions. As of May 1, 1998 (1/2 year into the project) the research-prototype 30-cm pulsed ionization chamber (PIC) is assembled and operational with an alpha particle energy resolution of better than 45 keV for 5-MeV alpha particles. Measurements of spectral resolution for alpha particles from radon decay products have been made as a function of filter type and dust loading conditions. So far, a study of ten filter types has found that the best combination of resolution and throughput is obtained with 3.0 \\265m Millipore fluoropore and 1.0 \\265m Corning FNMB filters. Experiments with gypsum and Portland cement dust in the size range 1 to 20 \\265m indicate significant degradation in alpha particle resolution for dust loading above about 0.5 mg cm{sup -2}. Study of metalized films for possible use as a PIC window indicate a minimum broadening of 5-MeV alpha particle peaks from 43 (no film) to 301 keV (with film) for AVR film type B8 (0.20 mg cm{sup -2} polycarbonate). A modified ECAM sampling head, equipped with an optical microscopy system feeding data to a high resolution video data capture and logging instrument, was constructed. This system will enable time-lapse study of dust build-up on ECAM filters and formation of dendrite structures that can reduce alpha-particle resolution.'

    The technique of laser surface modification provides a unique means of synthesizing novel nonequilibrium materials in near net shape. The goal of the proposed program is to develop a science base for synthesis of nonequilibrium metastable alloys by laser processing. This report summarizes experimental and theoretical studies carried out during the period of November 1988 to October 1991 on laser surface modification of Ni, Nb and Mg alloys for improved environmental resistance at high temperature. A microstructural evolution model of NbAl3 was developed and the relative oxidation resistance of claddings of several Nb-based alloys were investigated. Initial work with V revealed that V increases the ductility, and decreases the oxidation resistance of laser clad NbAl3. Oxidation behavior of alloys with Ti, B and Hf as a ternary alloy addition were identified: Oxidation tests at 800, 1200, and 1400 deg C were conducted on NbAl3-0 at %B (O B), NbAl3-0.5 at %B (0.5 B), NbAl3-1.0 at %B (1.0 B), NbAl3-1.0 at B-3 at %Ti (3 Ti), NbAl3-1.0 at %B-6 at %Ti (6 Ti) and NbAl3-1.5 at %Hf (1.5 Hf) alloys. An external layer of x-alumina formed on samples of alloys 0.5 B and 1.0 B isothermally oxidized in air at 800, 1200 and 1400 deg C. A mixture of alumina and NbAl04 formed on the samples of alloy 0 B exposed to same testing conditions.

    GWPC, DOGGR, and other state agencies propose to build eBusiness applications based on a .NET front-end user interface for the DOE's Energy 100 Award-winning Risk Based Data Management System (RBDMS) data source and XML Web services. This project will slash the costs of regulatory compliance by automating routine regulatory reporting and permit notice review and by making it easier to exchange data with the oil and gas industry--especially small, independent operators. Such operators, who often do not have sophisticated in-house databases, will be able to use a subset of the same RBDMS tools available to the agencies on the desktop to file permit notices and production reports online. Once the data passes automated quality control checks, the application will upload the data into the agency's RBDMS data source. The operators also will have access to state agency datasets to focus exploration efforts and to perform production forecasting, economic evaluations, and risk assessments. With the ability to identify economically feasible oil and gas prospects, including unconventional plays, over the Internet, operators will minimize travel and other costs. Because GWPC will coordinate these data sharing efforts with the Bureau of Land Management (BLM), this project will improve access to public lands and make strides towards reducing the duplicative reporting to which industry is now subject for leases that cross jurisdictions. The resulting regulatory streamlining and improved access to agency data will make more domestic oil and gas available to the American public while continuing to safeguard environmental assets.

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    This report summarizes the environmental status of Ames Laboratory for calendar year 2007. It includes descriptions of the Laboratory site, its mission, the status of its compliance with applicable environmental regulations, its planning and activities to maintain compliance, and a comprehensive review of its environmental protection, surveillance and monitoring activities. Ames Laboratory is located on the campus of Iowa State University (ISU) and occupies 11 buildings owned by the Department of Energy (DOE). See the Laboratory's Web page at www.external.ameslab.gov for locations and Laboratory overview. The Laboratory also leases space in ISU owned buildings. In 2007, the Laboratory accumulated and disposed of waste under U.S. Environmental Protection Agency (EPA) issued generator numbers. All waste is handled according to all applicable EPA, State, Local and DOE Orders. In 2006 the Laboratory reduced its generator status from a Large Quantity Generator (LQG) to a Small Quantity Generator (SQG). EPA Region VII was notified of this change. The Laboratory's RCRA hazardous waste management program was inspected by EPA Region VII in April 2006. There were no notices of violations. The inspector was impressed with the improvements of the Laboratory's waste management program over the past ten years. The Laboratory was in compliance with all applicable federal, state, local and DOE regulations and orders in 2007. There were no radiological air emissions or exposures to the general public due to Laboratory activities in 2007. See U.S. Department of Energy Air Emissions Annual Report in Appendix B. As indicated in prior SERs, pollution awareness, waste minimization and recycling programs have been in practice since 1990, with improvements implemented most recently in 2003. Included in these efforts were battery and CRT recycling, waste white paper and green computer paper-recycling. Ames Laboratory also recycles/reuses salvageable metal, used oil, styrofoam peanuts, batteries, fluorescent lamps and telephone books. Ames Laboratory reported to DOE-Ames Site Office (AMSO), through the Laboratory's Self Assessment Report, on its Affirmative Procurement Performance Measure. A performance level of 'A' was achieved in 2007 for Integrated Safety, Health, and Environmental Protection. As reported in Site Environmental Reports for prior years, the Laboratory's Environmental Management System has been integrated into the Laboratory's Integrated Safety Management System since 2005. The integration of EMS into the way the Laboratory does business allows the Laboratory to systematically review, address and respond to the Laboratory's environmental impacts.

    This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

    GWPC, DOGGR, and other state agencies propose to build eBusiness applications based on a .NET front-end user interface for the DOE's Energy 100 Award-winning Risk Based Data Management System (RBDMS) data source and XML Web services. This project will slash the costs of regulatory compliance by automating routine regulatory reporting and permit notice review and by making it easier to exchange data with the oil and gas industry--especially small, independent operators. Such operators, who often do not have sophisticated in-house databases, will be able to use a subset of the same RBDMS tools available to the agencies on the desktop to file permit notices and production reports online. Once the data passes automated quality control checks, the application will upload the data into the agency's RBDMS data source. The operators also will have access to state agency datasets to focus exploration efforts and to perform production forecasting, economic evaluations, and risk assessments. With the ability to identify economically feasible oil and gas prospects, including unconventional plays, over the Internet, operators will minimize travel and other costs. Because GWPC will coordinate these data sharing efforts with the Bureau of Land Management (BLM), this project will improve access to public lands and make strides towards reducing the duplicative reporting to which industry is now subject for leases that cross jurisdictions. The resulting regulatory streamlining and improved access to agency data will make more domestic oil and gas available to the American public while continuing to safeguard environmental assets.

    This report summarizes the environmental status of Ames Laboratory for calendar year 2010. It includes descriptions of the Laboratory site, its mission, the status of its compliance with applicable environmental regulations, its planning and activities to maintain compliance, and a comprehensive review of its environmental protection, surveillance and monitoring activities. In 2010, the Laboratory accumulated and disposed of waste under U.S. Environmental Protection Agency (EPA) issued generator numbers. All waste is handled according to all applicable EPA, State, Local regulations and DOE Orders. In 2006 the Laboratory reduced its generator status from a Large Quantity Generator (LQG) to a Small Quantity Generator (SQG). EPA Region VII was notified of this change. The Laboratory's RCRA hazardous waste management program was inspected by EPA Region VII in April 2006. There were no notices of violations. The inspector was impressed with the improvements of the Laboratory's waste management program over the past ten years. The Laboratory was in compliance with all applicable federal, state, local and DOE regulations and orders in 2010. There were no radiological air emissions or exposures to the general public due to Laboratory activities in 2010. See U.S. Department of Energy Air Emissions Annual Report in Appendix B. As indicated in prior SERs, pollution awareness, waste minimization and recycling programs have been in practice since 1990, with improvements implemented most recently in 2010. Included in these efforts were battery and CRT recycling, miscellaneous electronic office equipment, waste white paper and green computer paper-recycling and corrugated cardboard recycling. Ames Laboratory also recycles/reuses salvageable metal, used oil, foamed polystyrene peanuts, batteries, fluorescent lamps and telephone books. Ames Laboratory reported to DOE-Ames Site Office (AMSO), through the Laboratory's Performance Evaluation Measurement Plan, on its Affirmative Procurement Performance Measure. A performance level of 'A-' was achieved in 2010 for Integrated Safety, Health and Environmental Protection. As reported in Site Environmental Reports for prior years, the Laboratory's Environmental Management System (EMS) has been integrated into the Laboratory's Integrated Safety Management System since 2005. The integration of EMS into the way the Laboratory does business allows the Laboratory to systematically review, address and respond to the Laboratory's environmental impacts. The Laboratory's EMS was audited in April 2009 by DOE-CH. There were four 'Sufficiently in Conformity' findings as a result of the audit. All four findings were tracked in the Laboratory's corrective action database for completion. Beryllium was used routinely at Ames Laboratory in the 1940's and 1950's in processes developed for the production of highly pure uranium and thorium in support of the historic Manhattan Project. Laboratory metallurgists also worked on a process to produce pure beryllium metal from beryllium fluoride. In the early 1950's, beryllium oxide powder was used to produce shaped beryllium and crucibles. As a result of that work, beryllium contamination now exists in many interstitial spaces (e.g., utility chases) and ventilation systems in Wilhelm, Spedding and Metals Development buildings. Extensive characterization and remediation efforts have occurred in 2009 and 2010 in order to better understand the extent of the contamination. Analysis of extensive sampling data suggests that a fairly wide dispersion of beryllium occurred (most likely in the 1950's and 60's) in Wilhelm Hall and in certain areas of Spedding Hall and Metals Development. Area air-sampling results and work-area surface characterizations indicate the exposure potential to current workers, building visitors and the public remains extremely low. This information is now used to guide cleaning efforts and to provide worker protection during remodeling and maintenance activities.     Business is booming for environmental professionals. Increasingly, environmental consultants and engineers are called upon by property owners and government agencies to clean up contaminated sites, assess environmental risk for potential purchasers and lenders, and investigate the extent of contamination prior to a real estate purchase. But these activities are not risk-free for the environmental professional. To the contrary, there are many ways for a remediation or site assessment to go awry. Risks that the remediation contractor face include the possibility that activities on the site may actually cause or contribute to further releases of the hazardous substances sought to be remediated. Because environmental professionals many times face substantial risk in performing their jobs, it is necessary that they understand and appreciate the potential liabilities when something does go wrong, and how to best protect themselves. This article describes the types of legal theories that could be brought against environmental professionals and how to best protect yourself from such liability.

In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries.     This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    Environmental risks associated with collateral are an increasingly important aspect of lending transactions. The concerns include liability for cleanup costs and natural resource damages, loss of value of the collateral due to environmental contamination and impairment of the borrower's ability to repay the loan as a result of environmental liabilities. Under CERCLA, lenders incur potential liability in three ways: by becoming the owner or operator of a facility, by holding indicia of ownership as a secured creditor while participating in management, or by becoming a generator of waste; that is, a person who arranges for transport and disposal of hazardous substances to a facility from which there is a release or threatened release. Although most lenders are vigorously pursuing audits, the liabilities that will be arising at today's contaminated sites derive from loans and perhaps foreclosures that may have created owner, operator or generator status many years ago.

    This report shows the benefits small businesses can realize by instituting cost-effective pollution prevention improvements. It is a series of pollution prevention assessments that were conducted at small businesses in Richland, Washington. It describes a technology transfer test of US Department of Energy (USDOE) pollution prevention methods to small businesses through eleven pollution prevention assessments conducted at small businesses in the city of Richland. The assessment method tested was first developed at the USDOE Hanford Site, located in Richland, Washington. Two pilot studies were initially conducted to determine the usefulness of the assessment method for small businesses. Then, four additional pollution prevention assessments were conducted using a refined process. In order to determine the assessment method`s usefulness by different practitioners, a number of the assessments contained in this report were conducted by the undergraduate and graduate students at Washington State University at Tri-Cities as part of their class projects. These students were trained in the pollution prevention assessment process by the author of this report and conducted five small business assessments using the same methods and materials as in the remainder of the study.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are harvestable, meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    This research project investigated yield improvement and defect reduction techniques in steel casting. Research and technology development was performed in the following three specific areas: (1) Feeding rules for high alloy steel castings; (2) Unconventional yield improvement and defect reduction techniques--(a) Riser pressurization; and (b) Filling with a tilting mold; and (3) Modeling of reoxidation inclusions during filling of steel castings. During the preparation of the proposal for this project, these areas were identified by the High Alloy Committee and Carbon and Low Alloy Committee of the Steel Founders' Society of America (SFSA) as having the highest research priority to the steel foundry industry. The research in each of the areas involved a combination of foundry experiments, modeling and simulation. Numerous SFSA member steel foundries participated in the project through casting trials and meetings. The technology resulting from this project will result in decreased scrap and rework, casting yield improvement, and higher quality steel castings produced with less iteration. This will result in considerable business benefits to steel foundries, primarily due to reduced energy and labor costs, increased capacity and productivity, reduced lead-time, and wider use and application of steel castings. As estimated using energy data provided by the DOE, the technology produced as a result of this project will result in an energy savings of 2.6 x 10{sup 12} BTU/year. This excludes the savings that were anticipated from the mold tilting research. In addition to the energy savings, and corresponding financial savings this implies, there are substantial environmental benefits as well. The results from each of the research areas listed above are summarized.

    Combined heat and power fuel cell systems (CHP-FCSs) provide consistent electrical power and hot water with greater efficiency and lower emissions than alternative sources. These systems can be used either as baseload, grid-connected, or as off-the-grid power sources. This report presents a business case for CHP-FCSs in the range of 5 to 50 kWe. Systems in this power range are considered micro-CHP-FCS. For this particular business case, commercial applications rather than residential or industrial are targeted. To understand the benefits of implementing a micro-CHP-FCS, the characteristics that determine their competitive advantage must first be identified. Locations with high electricity prices and low natural gas prices are ideal locations for micro-CHP-FCSs. Fortunately, these high spark spread locations are generally in the northeastern area of the United States and California where government incentives are already in place to offset the current high cost of the micro-CHP-FCSs. As a result of the inherently high efficiency of a fuel cell and their ability to use the waste heat that is generated as a CHP, they have higher efficiency. This results in lower fuel costs than comparable alternative small-scale power systems (e.g., microturbines and reciprocating engines). A variety of markets should consider micro-CHP-FCSs including those that require both heat and baseload electricity throughout the year. In addition, the reliable power of micro-CHP-FCSs could be beneficial to markets where electrical outages are especially frequent or costly. Greenhouse gas emission levels from micro-CHP-FCSs are 69 percent lower, and the human health costs are 99.9 percent lower, than those attributed to conventional coal-fired power plants. As a result, FCSs can allow a company to advertise as environmentally conscious and provide a bottom-line sales advantage. As a new technology in the early stages of adoption, micro-CHP-FCSs are currently more expensive than alternative technologies. As the technology gains a foothold in its target markets and demand increases, the costs will decline in response to improved manufacturing efficiencies, similar to trends seen with other technologies. Transparency Market Research forecasts suggest that the CHP-FCS market will grow at a compound annual growth rate of greater than 27 percent over the next 5 years. These production level increases, coupled with the expected low price of natural gas, indicate the economic payback period will move to less than 5 years over the course of the next 5 years. To better understand the benefits of micro-CHP-FCSs, The U.S. Department of Energy worked with ClearEdge Power to install fifteen 5-kWe fuel cells in the commercial markets of California and Oregon. Pacific Northwest National Laboratory is evaluating these systems in terms of economics, operations, and their environmental impact in real-world applications. As expected, the economic analysis has indicated that the high capital cost of the micro-CHP-FCSs results in a longer payback period than typically is acceptable for all but early-adopter market segments. However, a payback period of less than 3 years may be expected as increased production brings system cost down, and CHP incentives are maintained or improved.

    The Office of Environmental Management (EM) has been delegated the responsibility for the Department of Energy`s (DOE`s) cleanup of the nuclear weapons complex. The nature and magnitude of the waste management and environmental remediation problem requires the identification of technologies and scientific expertise from domestic and foreign sources. Within the United States, operational DOE facilities, as well as the decontamination and decommissioning of inactive facilities, have produced significant amounts of radioactive, hazardous, and mixed wastes. In order to ensure worker safety and the protection of the public, DOE must: (1) assess, remediate, and monitor sites and facilities; (2) store, treat, and dispose of wastes from past and current operations; and (3) develop and implement innovative technologies for environmental restoration and waste management. The EM directive necessitates looking beyond domestic capabilities to technological solutions found outside US borders. Following the collapse of the Soviet regime, formerly restricted elite Soviet scientific expertise became available to the West. EM has established a cooperative technology development program with Russian scientific institutes that meets domestic cleanup objectives by: (1) identifying and accessing Russian EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) increasing US private sector opportunities in Russian in EM-related areas.

    The coupling of energetic metallic multilayers (a.k.a. flash metal) with energetic sol-gel synthesis and processing is an entirely new approach to forming energetic devices for several DoD and DOE needs. They are also practical and commercially viable manufacturing techniques. Improved occupational safety and health, performance, reliability, reproducibility, and environmentally acceptable processing can be achieved using these methodologies and materials. The development and fielding of this technology will enhance mission readiness and reduce the costs, environmental risks and the necessity of resolving environmental concerns related to maintaining military readiness while simultaneously enhancing safety and health. Without sacrificing current performance, we will formulate new impact initiated device (IID) compositions to replace materials from the current composition that pose significant environmental, health, and safety problems associated with functions such as synthesis, material receipt, storage, handling, processing into the composition, reaction products from testing, and safe disposal. To do this, we will advance the use of nanocomposite preparation via the use of multilayer flash metal and sol-gel technologies and apply it to new small IIDs. This work will also serve to demonstrate that these technologies and resultant materials are relevant and practical to a variety of energetic needs of DoD and DOE. The goal will be to produce an IID whose composition is acceptable by OSHA, EPA, the Clean Air Act, Clean Water Act, Resource Recovery Act, etc. standards, without sacrificing current performance. The development of environmentally benign stab detonators and igniters will result in the removal of hazardous and toxic components associated with their manufacturing, handling, and use. This will lead to improved worker safety during manufacturing as well as reduced exposure of Service personnel during their storage and or use in operations. The implementation of energetic sol-gel coated metallic multilayers, as new small IIDs will result in dramatically reduced environmental risks and improved worker and user safety risks without any sacrifice in the performance of the device. The proposed effort is designed to field an IID that is free of toxic (e.g., tetrazene) and heavy metal constituents (e.g., lead styphnate, lead azide, barium nitrate, and antimony sulfides) present in the NOL-130 initiating mixture and in the lead azide transfer charge of current stab detonators. The preferred materials for this project are nanocomposites consisting of thin foils of metallic multilayers, composed of nanometer thick regions of different metals, coated with a sol-gel derived energetic material. The favored metals for the multilayers will be main-group and early transition metals such as, but not limited to, boron, aluminum, silicon, titanium, zirconium, and nickel. Candidate sol-gel energetic materials include iron (III) oxide/aluminum nanocomposites. It should be noted that more traditional materials than sol-gel might also be used with the flash metals. The metallic multilayers undergo an exothermic transition to a more stable intermetallic alloy with the appropriate mechanical or thermal stimulus. This exothermic transition has sufficient output energy to initiate the more energy dense sol-gel energetic material, or other candidate materials. All of the proposed initiation mix materials and their reaction by products have low toxicity, are safe to handle and dispose of, and provide much less environmental and health concerns than the current composition. We anticipate that the technology and materials proposed here will be produced successfully in production scale with very competitive costs with existing IIDs, when amortized over the production lifetime. The sol-gel process is well known and used extensively in industry for coatings applications. All of the proposed feedstock components are mass-produced and have relatively low costs.
