    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    CONSERVE, Inc., a private, not-for-profit organization, was launched in 1986 to provide energy conservation and weatherization services to low-income neighborhoods throughout New York City. Founded by three non-profit community development groups - Northern Manhattan Improvement Corporation, Operation Open City and the Coalition Management Training Company - CONSERVE, Inc., couples NYS Weatherization Assistance Program funds with privately leveraged dollars to achieve more thorough workscopes and higher energy savings in multi-family buildings housing low-income tenants. CONSERVE's services include: energy audit and workscope preparation, financial analysis and packaging and construction management. During its first year of operation, CONSERVE's primary goal was to test the feasibility of coordinating the services described above by making them available to owners of multi-family buildings and potential lenders. First-year findings proved conclusively CONSERVE's viability as an energy conservation resource for owners and tenants of low-income, multi-family buildings in New York City. Based on its accomplishments as well as its potential, the organization has received full funding for the 1987-88 fiscal year from the NYS Energy Office and the NYS Weatherization Assistance Program. This report documents the organization's activities over the last year.

    Turbocharger transient lag inherently imposes a tradeoff between a robust engine response to transient load shifts and exhaust emissions. By itself, a well matched turbocharger for an engine has limited flexibility in improving this transient response. Electrically-assisted turbocharging has been seen as an attractive option to improve response and lower transient emissions. This paper presents the results of a multi-year joint CRADA between DDC and ORNL. Virtual lab diesel simulation models characterized the performance improvement potential of an electrically assisted turbocharger technology. Operating requirements to reduce transient duration between load shift time by up to 50% were determined. A turbomachine has been conceptualized with an integrated motor-generator, providing transient burst boost plus energy recovery capability. Numerous electric motor designs were considered, and a prototype motor was developed, fabricated, and is undergoing tests. Power controls have been designed and fabricated.

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    The purpose of this paper is to develop a model, a general frame to be utilized in assisting newcomer countries to start a nuclear power program. A nuclear power plant project involves technical complexity and high level of investment with long duration. Considering newcomers are mostly developing countries that lack the national infrastructure, key infrastructure issues may constitute the principal constraints to the development of a nuclear power program. In this regard, it is important to provide guidance and support to set up an appropriate infrastructure when we help them with the first launch of nuclear power plant project. To date, as a sole nuclear power generation company, KHNP has been invited many times to mentor or assist newcomer countries for their successful start of a nuclear power program since Republic of Korea is an exemplary case of a developing country which began nuclear power program from scratch and became a major world nuclear energy country in a short period of time. Through hosting events organized to aid newcomer countries' initiation of nuclear power projects, difficulties have been recognized. Each event had different contents according to circumstances because they were held as an unstructured and one-off thing. By developing a general model, we can give more adequate and effective aid in an efficient way. In this paper, we created a model to identify necessary infrastructures at the right stage, which was mainly based on a case of Korea. Taking into account the assistance we received from foreign companies and our own efforts for technological self-reliance, we have developed a general time table and specified activities required to do at each stage. From a donor's perspective, we explored various ways to help nuclear infrastructure development including technical support programs, training courses, and participating in IAEA technical cooperation programs on a regular basis. If we further develop the model, the next task would be to make the model more sophisticated as a 'semi-tailored model' so that it can be applied to a certain country reflecting its unique conditions. In accordance with its degree of established infrastructure, we can adjust or modify the model. Despite lots of benefits of using this model, there remain limitations such as time and budget constraints. These problems, however, can be addressed by cooperating with international organization such as the IAEA and other companies that share the same goal of helping newcomer countries introduce nuclear power.     This paper presents the technical approach used to design and develop the powerplant for the Honda Insight, a new motor assist hybrid vehicle with an overall development objective of just half the fuel consumption of the current Civic over a wide range of driving conditions. Fuel consumption of 35km/L (Japanese 10-15 mode), and 3.4L/100km (98/69/EC) was realized. To achieve this, a new Integrated Motor Assist (IMA) hybrid power plant system was developed, incorporating many new technologies for packaging and integrating the motor assist system and for improving engine thermal efficiency. This was developed in combination with a new lightweight aluminum body with low aerodynamic resistance. Environmental performance goals also included the simultaneous achievement of low emissions (half the Japanese year 2000 standards, and half the EU2000 standards), high efficiency, and recyclability. Full consideration was also given to key consumer attributes, including crash safety performance, handling, and driving performance.

    In 2008, the U.S. Department of Energy (DOE) began assisting selected non-nuclear weapon states in planning and preparing for implementation of the International Atomic Energy Agency’s Additional Protocol (AP). Since then, the AP international implementation program has contributed to the substantial progress made by Vietnam, Thailand, Iraq, and Malaysia in preparing for entry-into-force of the AP. An overall engagement plan has been developed with components designed to train government AP implementing agencies, inform policy makers, conduct outreach to industry and universities, make AP reporting software available and useful, and plan a detailed approach for implementing the declaration and complementary access provisions of the AP. DOE recently began collaborating with Indonesia, which has already entered the AP into force, requiring a second method of engagement somewhat different from that taken with countries that have not entered the AP into force. The AP international implementation program, administered by the International Nuclear Safeguards and Engagement Program, is working more closely with DOE’s International Nonproliferation Export Control Program to ensure countries are aware of and prepared to implement the export/import provisions of the AP. As the AP implementation program matures and helps move countries closer to entry-into-force or improved AP implementation, it is identifying characteristics of a country’s “end-state” that indicate that DOE assistance is no longer required. The U.S. AP Implementation Act and Senate Resolution of Ratification require the Administration to report annually to Congress on measures taken to achieve the adoption of the AP in non-nuclear weapon states. DOE’s AP international implementation program is a significant part of these measures. This paper describes recent developments to increase the scope and effectiveness of the program.

    Pacific Northwest National Laboratory provided assistance to Fort Hunter Liggett to determine the opportunities for solar energy development on the site. Increasing use of renewable energy is mandated by several executive orders and legislation. Fort Hunter Liggett has many attributes that enhance its suitability for renewable energy development. First, the site is located south of San Francisco in a remote portion of the costal foothills. Brush and forest fires are frequent and often result in power outages, which subsequently impacts the site’s training mission. In addition, the site’s blended electric rate during fiscal year (FY) 2010 was high at 12 ¢/kWh. Lastly, the solar resource is moderately high; the site receives nearly 5.7 kWh/m2/day on a south facing, latitude-tilted surface. In light of these factors, the site is a clear candidate for a solar photovoltaic array. Prior to Pacific Northwest National Laboratory’s (PNNL) involvement, the site secured funding for a 1 megawatt (MW) photovoltaic (PV) array that will also provide shading for site vehicles. To best implement this project, PNNL conducted a site visit and was tasked with providing the site technical guidance and support regarding module selection, array siting, and other ancillary issues.

    This is the final report describing the evolution of the project ''Development and Optimization of Gas-Assisted Gravity Drainage (GAGD) Process for Improved Light Oil Recovery'' from its conceptual stage in 2002 to the field implementation of the developed technology in 2006. This comprehensive report includes all the experimental research, models developments, analyses of results, salient conclusions and the technology transfer efforts. As planned in the original proposal, the project has been conducted in three separate and concurrent tasks: Task 1 involved a physical model study of the new GAGD process, Task 2 was aimed at further developing the vanishing interfacial tension (VIT) technique for gas-oil miscibility determination, and Task 3 was directed at determining multiphase gas-oil drainage and displacement characteristics in reservoir rocks at realistic pressures and temperatures. The project started with the task of recruiting well-qualified graduate research assistants. After collecting and reviewing the literature on different aspects of the project such gas injection EOR, gravity drainage, miscibility characterization, and gas-oil displacement characteristics in porous media, research plans were developed for the experimental work to be conducted under each of the three tasks. Based on the literature review and dimensional analysis, preliminary criteria were developed for the design of the partially-scaled physical model. Additionally, the need for a separate transparent model for visual observation and verification of the displacement and drainage behavior under gas-assisted gravity drainage was identified. Various materials and methods (ceramic porous material, Stucco, Portland cement, sintered glass beads) were attempted in order to fabricate a satisfactory visual model. In addition to proving the effectiveness of the GAGD process (through measured oil recoveries in the range of 65 to 87% IOIP), the visual models demonstrated three possible multiphase mechanisms at work, namely, Darcy-type displacement until gas breakthrough, gravity drainage after breakthrough and film-drainage in gas-invaded zones throughout the duration of the process. The partially-scaled physical model was used in a series of experiments to study the effects of wettability, gas-oil miscibility, secondary versus tertiary mode gas injection, and the presence of fractures on GAGD oil recovery. In addition to yielding recoveries of up to 80% IOIP, even in the immiscible gas injection mode, the partially-scaled physical model confirmed the positive influence of fractures and oil-wet characteristics in enhancing oil recoveries over those measured in the homogeneous (unfractured) water-wet models. An interesting observation was that a single logarithmic relationship between the oil recovery and the gravity number was obeyed by the physical model, the high-pressure corefloods and the field data.

    A review of the historical progress and current status of the solar assisted heat pump research and development, supported by the United States Department of Energy, is presented. Much of this work has had as its focus the need for a better source of auxiliary or backup heat than the electric resistance which has generally been assumed in computer simulations of these systems. The two leading candidates are the use of the ground as an alternate heat source/sink or storage element (ground coupling) and the use of fossil fuel burned on site (the bivalent system). The United States program has emphasized ground coupling. Much of the analytical work and heat pump development is applicable to bivalent systems, and some results of this work are discussed.     This report describes the progress of the project ''Development and Optimization of Gas-Assisted Gravity Drainage (GAGD) Process for Improved Light Oil Recovery'' for the duration of the second project year (October 1, 2003--September 30, 2004). There are three main tasks in this research project. Task 1 is scaled physical model study of GAGD process. Task 2 is further development of vanishing interfacial tension (VIT) technique for miscibility determination. Task 3 is determination of multiphase displacement characteristics in reservoir rocks. In Section I, preliminary design of the scaled physical model using the dimensional similarity approach has been presented. Scaled experiments on the current physical model have been designed to investigate the effect of Bond and capillary numbers on GAGD oil recovery. Experimental plan to study the effect of spreading coefficient and reservoir heterogeneity has been presented. Results from the GAGD experiments to study the effect of operating mode, Bond number and capillary number on GAGD oil recovery have been reported. These experiments suggest that the type of the gas does not affect the performance of GAGD in immiscible mode. The cumulative oil recovery has been observed to vary exponentially with Bond and capillary numbers, for the experiments presented in this report. A predictive model using the bundle of capillary tube approach has been developed to predict the performance of free gravity drainage process. In Section II, a mechanistic Parachor model has been proposed for improved prediction of IFT as well as to characterize the mass transfer effects for miscibility development in reservoir crude oil-solvent systems. Sensitivity studies on model results indicate that provision of a single IFT measurement in the proposed model is sufficient for reasonable IFT predictions. An attempt has been made to correlate the exponent (n) in the mechanistic model with normalized solute compositions present in both fluid phases. IFT measurements were carried out in a standard ternary liquid system of benzene, ethanol and water using drop shape analysis and capillary rise techniques. The experimental results indicate strong correlation among the three thermodynamic properties solubility, miscibility and IFT. The miscibility determined from IFT measurements for this ternary liquid system is in good agreement with phase diagram and solubility data, which clearly indicates the sound conceptual basis of VIT technique to determine fluid-fluid miscibility. Model fluid systems have been identified for VIT experimentation at elevated pressures and temperatures. Section III comprises of the experimental study aimed at evaluating the multiphase displacement characteristics of the various gas injection EOR process performances using Berea sandstone cores. During this reporting period, extensive literature review was completed to: (1) study the gravity drainage concepts, (2) identify the various factors influencing gravity stable gas injection processes, (3) identify various multiphase mechanisms and fluid dynamics operative during the GAGD process, and (4) identify important dimensionless groups governing the GAGD process performance. Furthermore, the dimensional analysis of the GAGD process, using Buckingham-Pi theorem to isolate the various dimensionless groups, as well as experimental design based on these dimensionless quantities have been completed in this reporting period. On the experimental front, recommendations from previous WAG and CGI have been used to modify the experimental protocol. This report also includes results from scaled preliminary GAGD displacements as well as the details of the planned GAGD corefloods for the next quarter. The technology transfer activities have mainly consisted of preparing technical papers, progress reports and discussions with industry personnel for possible GAGD field tests.

There are three main tasks in this research project. Task 1 is a scaled physical model study of the GAGD process. Task 2 is further development of a vanishing interfacial tension (VIT) technique for miscibility determination. Task 3 is determination of multiphase displacement characteristics in reservoir rocks. Section I reports experimental work designed to investigate wettability effects of porous medium, on secondary and tertiary mode GAGD performance. The experiments showed a significant improvement of oil recovery in the oil-wet experiments versus the water-wet runs, both in secondary as well as tertiary mode. When comparing experiments conducted in secondary mode to those run in tertiary mode an improvement in oil recovery was also evident. Additionally, this section summarizes progress made with regard to the scaled physical model construction and experimentation. The purpose of building a scaled physical model, which attempts to include various multiphase mechanics and fluid dynamic parameters operational in the field scale, was to incorporate visual verification of the gas front for viscous instabilities, capillary fingering, and stable displacement. Preliminary experimentation suggested that construction of the 2-D model from sintered glass beads was a feasible alternative. During this reporting quarter, several sintered glass mini-models were prepared and some preliminary experiments designed to visualize gas bubble development were completed. In Section II, the gas-oil interfacial tensions measured in decane-CO{sub 2} system at 100 F and live decane consisting of 25 mole% methane, 30 mole% n-butane and 45 mole% n-decane against CO{sub 2} gas at 160 F have been modeled using the Parachor and newly proposed mechanistic Parachor models. In the decane-CO{sub 2} binary system, Parachor model was found to be sufficient for interfacial tension calculations. The predicted miscibility from the Parachor model deviated only by about 2.5% from the measured VIT miscibility. However, in multicomponent live decane-CO{sub 2} system, the performance of the Parachor model was poor, while good match of interfacial tension predictions has been obtained experimentally using the proposed mechanistic Parachor model. The predicted miscibility from the mechanistic Parachor model accurately matched with the measured VIT miscibility in live decane-CO2 system, which indicates the suitability of this model to predict miscibility in complex multicomponent hydrocarbon systems. In the previous reports to the DOE (15323R07, Oct 2004; 15323R08, Jan 2005; 15323R09, Apr 2005; 15323R10, July 2005 and 154323, Oct 2005), the 1-D experimental results from dimensionally scaled GAGD and WAG corefloods were reported for Section III. Additionally, since Section I reports the experimental results from 2-D physical model experiments; this section attempts to extend this 2-D GAGD study to 3-D (4-phase) flow through porous media and evaluate the performance of these processes using reservoir simulation. Section IV includes the technology transfer efforts undertaken during the quarter. This research work resulted in one international paper presentation in Tulsa, OK; one journal publication; three pending abstracts for SCA 2006 Annual Conference and an invitation to present at the Independents Day session at the IOR Symposium 2006.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    This is the first Annual Technical Progress Report being submitted to the U. S. Department of Energy on the work performed under the Cooperative Agreement DE-FC26-02NT15323. This report follows two other progress reports submitted to U.S. DOE during the first year of the project: The first in April 2003 for the project period from October 1, 2002 to March 31, 2003, and the second in July 2003 for the period April 1, 2003 to June 30, 2003. Although the present Annual Report covers the first year of the project from October 1, 2002 to September 30, 2003, its contents reflect mainly the work performed in the last quarter (July-September, 2003) since the work performed during the first three quarters has been reported in detail in the two earlier reports. The main objective of the project is to develop a new gas-injection enhanced oil recovery process to recover the oil trapped in reservoirs subsequent to primary and/or secondary recovery operations. The project is divided into three main tasks. Task 1 involves the design and development of a scaled physical model. Task 2 consists of further development of the vanishing interfacial tension (VIT) technique for miscibility determination. Task 3 involves the determination of multiphase displacement characteristics in reservoir rocks. Each technical progress report, including this one, reports on the progress made in each of these tasks during the reporting period. Section I covers the scaled physical model study. A survey of literature in related areas has been conducted. Test apparatus has been under construction throughout the reporting period. A bead-pack visual model, liquid injection system, and an image analysis system have been completed and used for preliminary experiments. Experimental runs with decane and paraffin oil have been conducted in the bead pack model. The results indicate the need for modifications in the apparatus, which are currently underway. A bundle of capillary tube model has been considered and formulated aiming to reveal the interplay of the viscous, interfacial and gravity forces and to predict the gravity drainage performance. Scaling criteria for the scaled physical model design have been proposed based on an inspectional analysis. In Section II, equation of state (EOS) calculations were extended to study the effect of different tuning parameters on MMP for two reservoir crude oils of Rainbow Keg River and Terra Nova. This study indicates that tuning of EOS may not always be advisable for miscibility determination. Comparison of IFT measurements for benzene in water, ethanol mixtures with the solubility data from the literature showed that a strong mutual relationship between these two thermodynamic properties exists. These preliminary experiments indicate applicability of the new vanishing interfacial tension (VIT) technique to determine miscibility of ternary liquid systems. The VIT experimental apparatus is under construction with considerations of expanded capacity of using equilibrated fluids and a new provision for low IFT measurement in gas-oil systems. In Section III, recommendations in the previous progress reports have been investigated in this reporting period. WAG coreflood experiments suggest the use of ''Hybrid''-WAG type floods for improved CO{sub 2} utilization factors and recoveries. The effect of saturating the injection water with CO{sub 2} for core-floods has been investigated further in this quarter. Miscible WAG floods using CO{sub 2} saturated brine showed higher recoveries (89.2% ROIP) compared to miscible WAG floods using normal brine (72.5%). Higher tertiary recovery factors (TRF) were also observed for WAG floods using CO{sub 2} saturated brine due to improved mobility ratio and availability of CO{sub 2}. Continued experimentation for evaluation of both, ''Hybrid''-WAG and gravity stable type displacements, in Berea sandstone cores using synthetic as well as real reservoir fluids are planned for the next quarter.

    X-ray astronomy research is often limited by the size, weight, complexity, and cost of functioning x-ray optics. Micropore optics promises an economical alternative to traditional (e.g., glass or foil) x-ray optics; however, many manufacturing difficulties prevent micropore optics from being a viable solution. Ezoe et al. introduced microelectromechanical systems (MEMS) micropore optics having curvilinear micropores in 2008. Made by either deep reactive ion etching or x-ray lithography, electroforming, and molding (LIGA), MEMS micropore optics suffer from high micropore sidewall roughness (10-30nmrms) which, by current standards, cannot be improved. In this research, a new alternating magnetic-field-assisted finishing process was developed using a mixture of ferrofluid and microscale abrasive slurry. A machine was built, and a set of working process parameters including alternating frequency, abrasive size, and polishing time was selected. A polishing experiment on a LIGA-fabricated MEMS micropore optic was performed, and a change in micropore sidewall roughness of 9.3{+-}2.5nmrms to 5.7{+-}0.7nmrms was measured. An improvement in x-ray reflectance was also seen. This research shows the feasibility and confirms the effects of this new polishing process on MEMS micropore optics.

    Microelectromechanical systems (MEMS) will play an important functional role in future DOE weapon and Homeland Security applications. If these emerging technologies are to be applied successfully, it is imperative that the long-term degradation of the materials of construction be understood. Unlike electrical devices, MEMS devices have a mechanical aspect to their function. Some components (e.g., springs) will be subjected to stresses beyond whatever residual stresses exist from fabrication. These stresses, combined with possible abnormal exposure environments (e.g., humidity, contamination), introduce a vulnerability to environmentally assisted cracking (EAC). EAC is manifested as the nucleation and propagation of a stable crack at mechanical loads/stresses far below what would be expected based solely upon the materials mechanical properties. If not addressed, EAC can lead to sudden, catastrophic failure. Considering the materials of construction and the very small feature size, EAC represents a high-risk environmentally induced degradation mode for MEMS devices. Currently, the lack of applicable characterization techniques is preventing the needed vulnerability assessment. The objective of this work is to address this deficiency by developing techniques to detect and quantify EAC in MEMS materials and structures. Such techniques will allow real-time detection of crack initiation and propagation. The information gained will establish the appropriate combinations of environment (defining packaging requirements), local stress levels, and metallurgical factors (composition, grain size and orientation) that must be achieved to prevent EAC.

    This paper describes research efforts of The Global Livestock Producers Program (GLPP) in establishing self-sustaining enterprises for cost-effective technologies (i.e., animal nutrition and genetic improvement) and global methane emissions reductions in developing world nations. The US Environmental Protection Agency has funded several studies to examine the possibilities of reducing ruminant methane emissions in India, Tanzania, Bangladesh, and Brazil. The results of the studies showed that: (1) many developing countries` production systems are inefficient, and (2) great potential exists for decreasing global methane emissions through increasing animal productivity. From this effort, the GLPP established livestock development projects in India, Zimbabwe, and Tanzania, and is developing projects for Bangladesh, Nepal, and Brazil. The GLPP has developed a proven methodology for assessing ruminant methane and incorporating methane emissions monitoring into viable projects.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    Fuelwood shortages and potential shortages are widespread throughout the developing world, and are becoming increasingly more prevalent because of the clearing of land for subsistence and plantation agriculture, excessive and inefficient commercial timber harvesting for domestic and export construction, and charcoal production to meet rising urban demands. Further, the environmental and socioeconomic consequences of the resulting deforestation are both pervasive and complex. This report focuses on the substitution of coal briquettes for fuelwood. Although substantial adverse health effects could be expected from burning non-anthracite coal or coal briquettes, a well-developed technique, carbonization, exists to convert coal to a safer form for combustion. The costs associated with briquetting and carbonizing coal indicate that ''smokeless'' coal briquettes can be produced at costs competitive with fuelwood and charcoal. The US Agency for International Development (USAID) is working on implementing this energy option in Haiti and Pakistan by (1) evaluating resources, (2) assessing markets, (3) analyzing technologies, (4) studying government policy and planning, and (5) packaging the idea for the private sector to implement. 26 refs., 2 figs., 12 tabs.

    The Procurement and Assistance Data System (PADS) is the Department`s official computerized system maintained to collect, track, and report Department of Energy procurement and financial assistance actions. The system stores information used to (1) monitor procurement and financial assistance processes, awards, and administration; (2) provide required recurring reports to the Office of Management and Budget; General Services Administration, Department of Commerce, and Small Business Administration; and (3) satisfy Freedom of Information Act and congressional requests and other public inquiries. The objectives of this audit were to determine whether the system (1) contained accurate, complete, and current data; (2) met user needs and regulatory requirements; and (3) met generally accepted system practices for development and operation. The review was part of the Office of Inspector General`s continuing work with respect to the agency`s information systems and compliance with the Government and Performance Results Act of 1993.

(AMI) has collaborated with ORNL s Materials Processing Group s and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components.     The effect of laser irradiation on electrodeposition processes has been investigated. These studies demonstrated that the addition of laser irradiation to an electroplating process can dramatically enhance plating rates and current efficiencies, as well as improve the morphology of the resultant electrodeposit. During the course of these investigations, the mechanism for the laser enhancement of electrodeposition processes was determined. Experimental evidence was obtained to show that laser irradiation of the substrate results in increased metal ion concentrations at the surface of the electrode due to a laser-induced Soret effect. The laser-induced Soret effect has important implications for laser-assisted electrochemical processing. The increase in the surface concentration of ions allows efficient electrodeposition from dilute solutions. As such, laser- assisted electrodeposition may develop into an environmentally conscious manufacturing process by reducing waste and limiting worker exposure to toxic chemicals.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    The businesses that have utilized PNNL's Technology Assistance Program were sent a survey to solicit feedback about the program and to determine what, if any, outcomes resulted from the assistance provided. As part of its small business outreach, Pacific Northwest National Laboratory (PNNL) offers technology assistance to businesses with fewer than 500 employees throughout the nation and to businesses of any size in the 2 counties that contain the Hanford site. Upon request, up to 40 staff-hours of a researcher's time can be provided to address technology issues at no charge to the requesting firm. During FY 2011, PNNL completed assistance for 54 firms. Topics of the technology assistance covered a broad range, including environment, energy, industrial processes, medical, materials, computers and software, and sensors. In FY 2011, PNNL's Technology Assistance Program (TAP) was funded by PNNL Overheads. Over the past 16 years, the Technology Assistance Program has received total funding of nearly $2.8 million from several federal and private sources.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues. In addition, it answers most frequently asked questions about quantum cryptography.

    A prototype sensor fusion framework called the {open_quotes}Knowledge Assistant{close_quotes} has been developed and tested on a gantry robot at Sandia National Laboratories. This Knowledge Assistant guides the robot operator during the planning, execution, and post analysis stages of the characterization process. During the planning stage, the Knowledge Assistant suggests robot paths and speeds based on knowledge of sensors available and their physical characteristics. During execution, the Knowledge Assistant coordinates the collection of data through a data acquisition {open_quotes}specialist.{close_quotes} During execution and postanalysis, the Knowledge Assistant sends raw data to other {open_quotes}specialists,{close_quotes} which include statistical pattern recognition software, a neural network, and model-based search software. After the specialists return their results, the Knowledge Assistant consolidates the information and returns a report to the robot control system where the sensed objects and their attributes (e.g., estimated dimensions, weight, material composition, etc.) are displayed in the world model. This report highlights the major components of this system.

    Medical robotics includes assistive devices used by the physician in order to make his/her diagnostic or therapeutic practices easier and more efficient. This chapter focuses on such systems. It introduces the general field of Computer-Assisted Medical Interventions, its aims, its different components and describes the place of robots in that context. The evolutions in terms of general design and control paradigms in the development of medical robots are presented and issues specific to that application domain are discussed. A view of existing systems, on-going developments and future trends is given. A case-study is detailed. Other types of robotic help in the medical environment (such as for assisting a handicapped person, for rehabilitation of a patient or for replacement of some damaged/suppressed limbs or organs) are out of the scope of this chapter.

    The end of the cold war has resulted in many changes for the Nuclear Weapons Complex (NWC). We now work in a smaller complex, with reduced resources, a smaller stockpile, and no new phase 3 weapons development programs. This new environment demands that we re-evaluate the way we design and produce nuclear weapons. The Defense Program (DP) Business Practices Re-engineering activity was initiated to improve the design and production efficiency of the DP Sector. The activity had six goals: (1) to identify DP business practices that are exercised by the Product Realization Process (PRP); (2) to determine the impact (positive, negative, or none) of these practices on defined, prioritized customer criteria; (3) to identify business practices that are candidates for elimination or re-engineering; (4) to select two or three business practices for re-engineering; (5) to re-engineer the selected business practices; and (6) to exercise the re-engineered practices on three pilot development projects. Business practices include technical and well as administrative procedures that are exercised by the PRP. A QFD exercise was performed to address (1)-(4). The customer that identified, defined, and prioritized the criteria to rate the business practices was the Block Change Advisory Group. Five criteria were identified: cycle time, flexibility, cost, product performance/quality, and best practices. Forty-nine business practices were identified and rated per the criteria. From this analysis, the group made preliminary recommendations as to which practices would be addressed in the re-engineering activity. Sixteen practices will be addressed in the re-engineering activity. These practices will then be piloted on three projects: (1) the Electronic Component Assembly (ECA)/Radar Project, (2) the B61 Mod 11, and (3) Warhead Protection Program (WPP).
