    The goal of the Fuel Cell Power Systems for Remote Applications project is to commercialize a 0.1--5 kW integrated fuel cell power system (FCPS). The project targets high value niche markets, including natural gas and oil pipelines, off-grid homes, yachts, telecommunication stations and recreational vehicles. Phase 1 includes the market research, technical and financial analysis of the fuel cell power system, technical and financial requirements to establish manufacturing capability, the business plan, and teaming arrangements. Phase 1 also includes project planning, scope of work, and budgets for Phases 2--4. The project is a cooperative effort of Teledyne Brown Engineering--Energy Systems, Schatz Energy Research Center, Hydrogen Burner Technology, and the City of Palm Desert. Phases 2 through 4 are designed to utilize the results of Phase 1, to further the commercial potential of the fuel cell power system. Phase 2 focuses on research and development of the reformer and fuel cell and is divided into three related, but potentially separate tasks. Budgets and timelines for Phase 2 can be found in section 4 of this report. Phase 2 includes: Task A--Develop a reformate tolerant fuel cell stack and 5 kW reformer; Task B--Assemble and deliver a fuel cell that operates on pure hydrogen to the University of Alaska or another site in Alaska; Task C--Provide support and training to the University of Alaska in the setting up and operating a fuel cell test lab. The Phase 1 research examined the market for power systems for off-grid homes, yachts, telecommunication stations and recreational vehicles. Also included in this report are summaries of the previously conducted market reports that examined power needs for remote locations along natural gas and oil pipelines. A list of highlights from the research can be found in the executive summary of the business plan.

    Safeguards by Design (SbD) is a well-known paradigm for consideration and incorporation of safeguards approaches and associated design features early in the nuclear facility development process. This paradigm has been developed as part of the Next Generation Safeguards Initiative (NGSI), and has been accepted as beneficial in many discussions and papers on NGSI or specific technologies under development within NGSI. The Office of Nuclear Safeguards and Security funded the Pacific Northwest National Laboratory to examine the business case justification of SbD for nuclear power reactors. Ultimately, the implementation of SbD will rely on the designers of nuclear facilities. Therefore, it is important to assess the incentives which will lead designers to adopt SbD as a standard practice for nuclear facility design. This report details the extent to which designers will have compelling economic incentives to adopt SbD.

    Combined heat and power fuel cell systems (CHP-FCSs) provide consistent electrical power and hot water with greater efficiency and lower emissions than alternative sources. These systems can be used either as baseload, grid-connected, or as off-the-grid power sources. This report presents a business case for CHP-FCSs in the range of 5 to 50 kWe. Systems in this power range are considered micro-CHP-FCS. For this particular business case, commercial applications rather than residential or industrial are targeted. To understand the benefits of implementing a micro-CHP-FCS, the characteristics that determine their competitive advantage must first be identified. Locations with high electricity prices and low natural gas prices are ideal locations for micro-CHP-FCSs. Fortunately, these high spark spread locations are generally in the northeastern area of the United States and California where government incentives are already in place to offset the current high cost of the micro-CHP-FCSs. As a result of the inherently high efficiency of a fuel cell and their ability to use the waste heat that is generated as a CHP, they have higher efficiency. This results in lower fuel costs than comparable alternative small-scale power systems (e.g., microturbines and reciprocating engines). A variety of markets should consider micro-CHP-FCSs including those that require both heat and baseload electricity throughout the year. In addition, the reliable power of micro-CHP-FCSs could be beneficial to markets where electrical outages are especially frequent or costly. Greenhouse gas emission levels from micro-CHP-FCSs are 69 percent lower, and the human health costs are 99.9 percent lower, than those attributed to conventional coal-fired power plants. As a result, FCSs can allow a company to advertise as environmentally conscious and provide a bottom-line sales advantage. As a new technology in the early stages of adoption, micro-CHP-FCSs are currently more expensive than alternative technologies. As the technology gains a foothold in its target markets and demand increases, the costs will decline in response to improved manufacturing efficiencies, similar to trends seen with other technologies. Transparency Market Research forecasts suggest that the CHP-FCS market will grow at a compound annual growth rate of greater than 27 percent over the next 5 years. These production level increases, coupled with the expected low price of natural gas, indicate the economic payback period will move to less than 5 years over the course of the next 5 years. To better understand the benefits of micro-CHP-FCSs, The U.S. Department of Energy worked with ClearEdge Power to install fifteen 5-kWe fuel cells in the commercial markets of California and Oregon. Pacific Northwest National Laboratory is evaluating these systems in terms of economics, operations, and their environmental impact in real-world applications. As expected, the economic analysis has indicated that the high capital cost of the micro-CHP-FCSs results in a longer payback period than typically is acceptable for all but early-adopter market segments. However, a payback period of less than 3 years may be expected as increased production brings system cost down, and CHP incentives are maintained or improved.

    The Power Burst Facility (PBF) reactor operated from 1972 to 1985 on the SPERT Area I of the Idaho National Laboratory, then known as Nuclear Reactor Test Station. PBF was designed to provide experimental data to aid in defining thresholds for and modes of failure under postulated accident conditions. PBF reactor startup testing began in 1972. This evaluation focuses on two operational loading tests, chronologically numbered 1 and 2, published in a startup-test report in 1974 [1]. Data for these tests was used by one of the authors to validate a MCNP model for criticality safety purposes [2]. Although specific references to original documents are kept in the text, all the reactor parameters and test specific data presented here was adapted from that report. The tests were performed with operational fuel loadings, a stainless steel in-pile tube (IPT) mockup, a neutron source, four pulse chambers, two fission chambers, and one ion chamber. The reactor's four transition rods (TRs) and control rods (CRs) were present but TR boron was completely withdrawn below the core and CR boron was partially withdrawn above the core. Test configurations differ primarily in the number of shim rods, and consequently the number of fuel rods included in the core. The critical condition was approached by incrementally and uniformly withdrawing CR boron from the core. Based on the analysis of the experimental data and numerical calculations, both experiments are considered acceptable as criticality safety benchmarks.

    We investigate the fusion barriers for reactions involving Ca isotopes $\\mathrm{^{40}Ca}+\\mathrm{^{40}Ca}$, $\\mathrm{^{40}Ca}+\\mathrm{^{48}Ca}$, and $\\mathrm{^{48}Ca}+\\mathrm{^{48}Ca}$ using the microscopic time-dependent Hartree-Fock theory coupled with a density constraint. In this formalism the fusion barriers are directly obtained from TDHF dynamics. We also study the excitation of the pre-equilibrium GDR for the $\\mathrm{^{40}Ca}+\\mathrm{^{48}Ca}$ system and the associated $\\gamma$-ray emission spectrum. Fusion cross-sections are calculated using the incoming-wave boundary condition approach. We examine the dependence of fusion barriers on collision energy as well as on the different parametrizations of the Skyrme interaction.

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness.     Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    Active regions appear bright in Ca II 854.2 nm line core intensity while the surrounding areas, referred to as circumfacular regions, are darker than the active region or the quiet Sun. We use Synoptic Optical Long-term Investigations of the Sun Vector Spectromagnetograph Ca II 854.2 nm data (photospheric and chromospheric full disk magnetograms as well as high spectral resolution Stokes I and V profiles) to study the connection between magnetic canopies, circumfacular regions, and Ca II 854.2 nm bisector amplitudes (spans). The line bisector amplitude is reduced in circumfacular regions, where the 3 minute period power in chromospheric H{alpha} intensity oscillations is also reduced relative to the surrounding quiet Sun. The latter is consistent with magnetic canopies in circumfacular regions suppressing upward propagating steepening acoustic waves. Our results provide further strong evidence for shock waves as the cause of the inverse C-shaped bisector and explain the observed solar cycle variation of the shape and amplitude of Sun-as-a-star Ca II 854.2 nm bisectors.
