    Safeguards by Design (SbD) is a well-known paradigm for consideration and incorporation of safeguards approaches and associated design features early in the nuclear facility development process. This paradigm has been developed as part of the Next Generation Safeguards Initiative (NGSI), and has been accepted as beneficial in many discussions and papers on NGSI or specific technologies under development within NGSI. The Office of Nuclear Safeguards and Security funded the Pacific Northwest National Laboratory to examine the business case justification of SbD for nuclear power reactors. Ultimately, the implementation of SbD will rely on the designers of nuclear facilities. Therefore, it is important to assess the incentives which will lead designers to adopt SbD as a standard practice for nuclear facility design. This report details the extent to which designers will have compelling economic incentives to adopt SbD.

    Combined heat and power fuel cell systems (CHP-FCSs) provide consistent electrical power and hot water with greater efficiency and lower emissions than alternative sources. These systems can be used either as baseload, grid-connected, or as off-the-grid power sources. This report presents a business case for CHP-FCSs in the range of 5 to 50 kWe. Systems in this power range are considered micro-CHP-FCS. For this particular business case, commercial applications rather than residential or industrial are targeted. To understand the benefits of implementing a micro-CHP-FCS, the characteristics that determine their competitive advantage must first be identified. Locations with high electricity prices and low natural gas prices are ideal locations for micro-CHP-FCSs. Fortunately, these high spark spread locations are generally in the northeastern area of the United States and California where government incentives are already in place to offset the current high cost of the micro-CHP-FCSs. As a result of the inherently high efficiency of a fuel cell and their ability to use the waste heat that is generated as a CHP, they have higher efficiency. This results in lower fuel costs than comparable alternative small-scale power systems (e.g., microturbines and reciprocating engines). A variety of markets should consider micro-CHP-FCSs including those that require both heat and baseload electricity throughout the year. In addition, the reliable power of micro-CHP-FCSs could be beneficial to markets where electrical outages are especially frequent or costly. Greenhouse gas emission levels from micro-CHP-FCSs are 69 percent lower, and the human health costs are 99.9 percent lower, than those attributed to conventional coal-fired power plants. As a result, FCSs can allow a company to advertise as environmentally conscious and provide a bottom-line sales advantage. As a new technology in the early stages of adoption, micro-CHP-FCSs are currently more expensive than alternative technologies. As the technology gains a foothold in its target markets and demand increases, the costs will decline in response to improved manufacturing efficiencies, similar to trends seen with other technologies. Transparency Market Research forecasts suggest that the CHP-FCS market will grow at a compound annual growth rate of greater than 27 percent over the next 5 years. These production level increases, coupled with the expected low price of natural gas, indicate the economic payback period will move to less than 5 years over the course of the next 5 years. To better understand the benefits of micro-CHP-FCSs, The U.S. Department of Energy worked with ClearEdge Power to install fifteen 5-kWe fuel cells in the commercial markets of California and Oregon. Pacific Northwest National Laboratory is evaluating these systems in terms of economics, operations, and their environmental impact in real-world applications. As expected, the economic analysis has indicated that the high capital cost of the micro-CHP-FCSs results in a longer payback period than typically is acceptable for all but early-adopter market segments. However, a payback period of less than 3 years may be expected as increased production brings system cost down, and CHP incentives are maintained or improved.

    As the electric sector evolves and increasing amounts of variable generation are installed on the system, there are greater needs for system flexibility, sufficient capacity and greater concern for overgeneration. As a result there is growing interest in exploring the role of energy storage and demand response technologies to support grid needs. Hydrogen is a versatile feedstock that can be used in a variety of applications including chemical and industrial processes, as well as a transportation fuel and heating fuel. Traditionally, hydrogen technologies focus on providing services to a single sector; however, participating in multiple sectors has the potential to provide benefits to each sector and increase the revenue for hydrogen technologies. The goal of this work is to explore promising system configurations for hydrogen systems and the conditions that will make for successful business cases in a renewable, low-carbon future. Current electricity market data, electric and gas infrastructure data and credit and incentive information are used to perform a techno-economic analysis to identify promising criteria and locations for successful hydrogen energy storage and power-to-gas projects. Infrastructure data will be assessed using geographic information system applications. An operation optimization model is used to co-optimizes participation in energy and ancillary service markets as well as the sale of hydrogen. From previous work we recognize the great opportunity that energy storage and power-to-gas but there is a lack of information about the economic favorability of such systems. This work explores criteria for selecting locations and compares the system cost and potential revenue to establish competitiveness for a variety of equipment configurations. Hydrogen technologies offer unique system flexibility that can enable interactions between multiple energy sectors including electric, transport, heating fuel and industrial. Previous research established that hydrogen technologies, and in particular electrolyzers, can respond fast enough and for sufficient duration to participate in electricity markets. This work recognizes that participation in electricity markets and integration with the gas system can enhance the revenue streams available for hydrogen storage systems and quantifies the economic competitiveness and of these systems. A few of the key results include 1) the most valuable revenue stream for hydrogen systems is to sell the produced hydrogen, 2) participation in both energy and ancillary service markets yields the greatest revenue and 3) electrolyzers acting as demand response devices are particularly favorable.

    We investigate the fusion barriers for reactions involving Ca isotopes $\\mathrm{^{40}Ca}+\\mathrm{^{40}Ca}$, $\\mathrm{^{40}Ca}+\\mathrm{^{48}Ca}$, and $\\mathrm{^{48}Ca}+\\mathrm{^{48}Ca}$ using the microscopic time-dependent Hartree-Fock theory coupled with a density constraint. In this formalism the fusion barriers are directly obtained from TDHF dynamics. We also study the excitation of the pre-equilibrium GDR for the $\\mathrm{^{40}Ca}+\\mathrm{^{48}Ca}$ system and the associated $\\gamma$-ray emission spectrum. Fusion cross-sections are calculated using the incoming-wave boundary condition approach. We examine the dependence of fusion barriers on collision energy as well as on the different parametrizations of the Skyrme interaction.

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services.     Analog input (ADC) and output (DAC) modules play a substantial role in device level control of accelerator and large experiment physics control system. In order to get the best performance some features of analog modules including linearity, accuracy, crosstalk, thermal drift and so on have to be evaluated during the preliminary design phase. Gain and offset error calibration and thermal drift compensation (if needed) may have to be done in the implementation phase as well. A natural technique for performing these tasks is to interface the analog VO modules and GPIB interface programmable test instruments with a computer, which can complete measurements or calibration automatically. A difficulty is that drivers of analog modules and test instruments usually work on totally different platforms (vxworks VS Windows). Developing new test routines and drivers for testing instruments under VxWorks (or any other RTOS) platform is not a good solution because such systems have relatively poor user interface and developing such software requires substantial effort. EPICS CA protocol and ActiveX CA interface provide another choice, a PC and LabVIEW based test system. Analog 110 module can be interfaced from LabVIEW test routines via ActiveX CA interface. Test instruments can be controlled via LabVIEW drivers, most of which are provided by instrument vendors or by National Instruments. Labview also provides extensive data analysis and process functions. Using these functions, users can generate powerful test routines very easily. Several applications built for Spallation Neutron Source (SNS) Beam Loss Monitor (BLM) system are described in this paper.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.

    This business plan is for a proposed legal entity named IRHUS, Inc. which is to be formed as a subsidiary of Energy Partners, L.C. (EP) of West Palm Beach, Florida. EP is a research and development company specializing in hydrogen proton exchange membrane (PEM) fuel cells and systems. A fuel cell is an engine with no moving parts that takes in hydrogen and produces electricity. The purpose of IRHUS, Inc. is to develop and manufacture a self-sufficient energy system based on the fuel cell and other new technology that produces hydrogen and electricity. The product is called the Integrated renewable Hydrogen utility System (IRHUS). IRHUS, Inc. plans to start limited production of the IRHUS in 2002. The IRHUS is a unique product with an innovative concept in that it provides continuous electrical power in places with no electrical infrastructure, i.e., in remote and island locations. The IRHUS is a zero emissions, self-sufficient, hydrogen fuel generation system that produces electricity on a continuous basis by combining any renewable power source with hydrogen technology. Current plans are to produce a 10 kilowatt IRHUS MP (medium power). Future plans are to design and manufacture IRHUS models to provide power for a variety of power ranges for identified attractive market segments. The technological components of the IRHUS include an electrolyzer, hydrogen and oxygen storage subsystems, fuel cell system, and power control system. The IRHUS product is to be integrated with a variety of renewable energy technologies. 5 figs., 10 tabs.

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

Black-Right-Pointing-Pointer CaM mutant was cross-linked to dimer by bifunctional thiol reactive reagent. Black-Right-Pointing-Pointer Kinesin-M13 was dimerized via CaM dimer in the presence of calcium. Black-Right-Pointing-Pointer Function of the engineered kinesin was regulated by a Ca{sup 2+}-calmodulin dimer linker. -- Abstract: The kinesin-microtubule system holds great promise as a molecular shuttle device within biochips. However, one current barrier is that such shuttles do not have 'on-off' control of their movement. Here we report the development of a novel molecular motor powered by an accelerator and brake system, using a kinesin monomer and a calmodulin (CaM) dimer. The kinesin monomer, K355, was fused with a CaM target peptide (M13 peptide) at the C-terminal part of the neck region (K355-M13). We also prepared CaM dimers using CaM mutants (Q3C), (R86C), or (A147C) and crosslinkers that react with cysteine residues. Following induction of K355-M13 dimerization with CaM dimers, we measured K355-M13 motility and found that it can be reversibly regulated in a Ca{sup 2+}-dependent manner. We also found that velocities of K355-M13 varied depending on the type and crosslink position of the CaM dimer used; crosslink length also had a moderate effect on motility. These results suggest Ca{sup 2+}-dependent dimerization of K355-M13 could be used as a novel molecular shuttle, equipped with an accelerator and brake system, for biochip applications.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    Exploiting high-resolution observations made by the Solar Optical Telescope onboard Hinode, we investigate the spatial distribution of power spectral density of oscillatory signal in and around NOAA active region 10935. The G-band data show that in the umbra the oscillatory power is suppressed in all frequency ranges. On the other hand, in Ca II H intensity maps oscillations in the umbra, so-called umbral flashes, are clearly seen with the power peaking around 5.5 mHz. The Ca II H power distribution shows the enhanced elements with the spatial scale of the umbral flashes over most of the umbra but there is a region with suppressed power at the center of the umbra. The origin and property of this node-like feature remain unexplained.

    The effect of calcium chloride (CaCl 2 ) on tricalcium silicate (C 3 S) hydration was investigated by scanning transmission X-ray microscopy (STXM) with Near Edge X-ray Absorption Fine Structure (NEXAFS) spectra and 29 Si MAS NMR. STXM is demonstrated to be a powerful tool for studying the chemical composition of a cement-based hydration system. The Ca L 3,2 -edge NEXAFS spectra obtained by examining C 3 S hydration in the presence of CaCl 2 showed that this accelerator does not change the coordination of calcium in the calcium silicate hydrate (C-S-H), which is the primary hydration product. Omore »K-edge NEXAFS is also very useful in distinguishing the chemical components in hydrated C 3 S. Based on the Ca L 3,2 -edge spectra and chemical component mapping, we concluded that CaCl 2 prefers to coexist with unhydrated C 3 S instead of C-S-H. In Si K-edge NEXAFS analysis, CaCl 2 increases the degree of silicate polymerization of C-S-H in agreement with the 29 Si CP/MAS NMR results, which show that the presence of CaCl 2 in hydrated C 3 S considerably accelerates the formation of middle groups ( Q 2 ) and branch sites ( Q 3 ) in the silicate chains of C-S-H gel at 1-day hydration. « less

    We show that the study of the Calcium depletion is a valid an highly sensitive method for investigating the chemical and physical history of the very extended ionized nebulae seen around radio galaxies (EELR), massive ellipticals and `cooling flow' galaxies. By observing the near IR spectrum of nebular regions characterized by low excitation emission lines (LINER-like), we can use the intensity of the [CaII]$\\lambda\\lambda 7291,7324$\\AA\\ doublet --relative to other lines, like H$\\alpha$-- to infer the amount of Calcium depletion onto dust grains. The presence of dust in these objects --which does not necessarily result in a measurable level of extinction-- would favour a `galactic debris' rather than a `cooling flow' origin for the emitting gas. Before aplying such test to our data, we study four possible alternative mechanisms to dust depletion and which could have explained the absence of the [CaII] lines: a) ionization of Ca$^+$ from its metastable level, b) thermal ionization of Ca$^+$, c) a high ionization parameter and/or a harder ionizing contiuum than usually asummed and d) matter bounded models associated to a hard ionizing continuum. We show that none of these alternative mechanisms explain the absence of the [CaII] lines, except possibly for the highly ionized EELR where a high ionization parameter is required combined with a soft power law. We thus conclude that for the other low excitation emission regions (cooling flows, liners, low excitation EELR), the abscence of the CaII lines {\\it must} be due to the depletion of Calcium onto dust grains.

  3. Self-organized Models of Selectivity in Ca and Na Channels

    A simple pillbox model with two adjustable parameters accounts for the selectivity of both DEEA Ca channels and DEKA Na channels in many ionic solutions of different composition and concentration. Only the side chains are different in the model of the Ca and Na channels. Parameters are the same for both channels in all solutions. 'Pauling' radii are used for ions. No information from crystal structures is used in the model. Side chains are grossly approximated as spheres. The predicted properties of the Na and Ca channels are very different. How can such a simple model give such powerful results when chemical intuition says that selectivity depends on the precise relation of ions and side chains? We use Monte Carlo simulations of this model that determine the most stable-lowest free energy-structure of the ions and side chains. Structure is the computed consequence of the forces in this model. The relationship of ions and side chains vary with ionic solution and are very different in simulations of the Na and Ca channels. Selectivity is a consequence of the 'induced fit' of side chains to ions and depends on the flexibility (entropy) of the side chains as well as their location. The model captures the relation of side chains and ions well enough to account for selectivity of both Na channels and Ca channels in the wide range of conditions measured in experiments. Evidently, the structures in the real Na and Ca channels responsible for selectivity are self-organized, at their free energy minimum. Oversimplified models are enough to account for selectivity if the models calculate the 'most stable' structure as it changes from solution to solution, and mutation to mutation.

    In recent years, a puzzling pattern has been observed in fusion cross sections well below the Coulomb barrier, characterized as a departure from the exponential-like behavior predicted by standard coupled-channels models, known as fusion hindrance. We report on recent fusion measurements performed at the Laboratori Nazionali di Legnaro, in particular the {sup 48}Ca+{sup 48}Ca reaction down to the level of 0.6 {mu}b. Unlike most recent results in this field, we do not observe the typical divergent behavior of the logarithmic derivative; but rather a sort of saturation, albeit at a larger value than predicted with a standard nucleus-nucleus potential.

    The giant resonance region from 9.5 MeV < E{sub x} < 40 MeV in {sup 48}Ca has been studied with inelastic scattering of 240-MeV {alpha} particles at small angles, including 0 deg. 95{sub -15}{sup +11}% of E0 energy-weighted sum rule (EWSR), 83{sub -16}{sup +10}% of E2 EWSR, and 137 {+-} 20% of E1 EWSR were located below E{sub x}=40 MeV. A comparison of the experimental data with calculated results for the isoscalar giant monopole resonance, obtained within the mean-field-based random-phase approximation, is also given.
