    The Small Business Innovation Research (SBIR) program enables DOE to obtain effective, innovative solutions to important problems through the private sector, which has a commercial incentive to pursue the resulting technology and bring it to the marketplace. The growing number of awardees, many of them started in business in response to SBIR solicitations, is becoming a significant resource for the solution of high risk, high technology problems for the Department. As detailed here, this publication describes the technical efforts for SBIR Phase 1 awards in 1994. It is intended for the educated layman, and may be of particular interest to potential investors who wish to get in on the ground floor of exciting opportunities. Contained in this booklet are abstracts of the Phase 1 awards made in FY 1994 under the DOE SBIR program. The 212 Phase 1 projects described here were selected in a highly competitive process from a total of 2,276 grant applications received in response to the 1994 DOE annual SBIR Solicitation. The selections for awards were made on scientific and technical merit, as judged against the specific criteria listed in the Solicitation. Conclusions were reached on the basis of detailed reports returned by reviewers drawn from DOE laboratories, universities, private industry, and government. (Any discrepancies noted in prior DOE releases naming the firms selected for awards are due either to the firm changing its name after the award selection or to the firm not proceeding to a signed grant.) It is expected that between one-third and one-half of the Phase 1 projects will be continued into Phase 2. The work described in the abstracts is novel, high-risk research, but the benefits will also be potentially high if the objectives are met. Brief comments on the potential applications are given after each abstract. Individuals and organizations with an interest in the research described are encouraged to contact the appropriate small business directly.

The Department's commitment includes developing substantial opportunities in both prime contracting and subcontracting and encompasses special preference programs to enhance awards to such businesses.

    The value of formal awards programs may be principally in gaining wider recognition for achievements in energy efficiency. But how do these programs contribute to the goal that is presumably behind this value, i.e., stimulating further energy efficient behavior, beyond publicizing the awards ceremonies and describing the projects via websites, posters, and the like? Interviews with 22 individuals and teams of award winners under the Department of Energy Federal Energy Management Program (DOE FEMP) yield insights on the roles that awards programs can play in stimulating energy efficient behavior, especially with regard to institutional dimensions of such behavior. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. Although only one of the interviewees affirmed that winning an award was a motivating factor, awards do validate often-hard-won achievements through recognition and, in some cases, additional resources, thus stimulating both the winners themselves and those who see the achievements to further energy-saving activities. Finally, award winners’ responses demonstrated the importance of behavioral and institutional change in energy efficiency.

    The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    In April 2005 twenty civil nuclear sites in the United Kingdom became the responsibility of the Nuclear Decommissioning Authority (NDA), a new organization created by the British Government to manage the cleanup of these sites. As a key part of this transition, the NDA became the owner and manager of these sites, which formerly were owned by the site operators, British Nuclear Fuels Limited plc (BNFL) and the United Kingdom Atomic Energy Authority (UKAEA). This was one of the most significant events in the history of the United Kingdom's nuclear industry and represented a true sea change, affecting many aspects of life and business on and around these sites as well as nationally. The NDA's budget for the cleanup of the twenty sites and the management of the overall cleanup program is approximately pounds 2 Billion per annum, almost $4 Billion. It is important to note that approximately half of this amount is spent with the supply chains which serve the management and operations contractors, including pounds 500 million at Sellafield alone. Additionally, the site management and operations contractors receive most of the pounds 2 Billion through contracts between the NDA and the various site management companies. This represents a lot of government money moving through contracts between entities, which invokes procurement and contracting rules and regulations, that while not new, have not previously been this broadly applied to nuclear site cleanup activities throughout the UK. The current estimate for the total life cycle cleanup costs for all twenty civil nuclear sites is pounds 56 Billion, a figure that is likely to increase further. The first rules to mention are the European Union Procurement Guidelines, which are designed to help ensure that procurements involving government funds are conducted in an open, fair, and transparent environment. While it is difficult to argue with the intent of these rules, at least for now they are having a slowing down effect on placing contracts via the major procurements being conducted in support of the nuclear site cleanup program. The next most powerful influence is the NDA itself, which has oversight responsibility for procurements conducted by the site management and operations contractors. The NDA must, of necessity, maintain some level of review over major procurements, but how best to do so with a limited number of staff, without slowing down the awarding of contracts? More dramatic in their impact on the UK's nuclear industry will be the competitive procurements to be conducted by the NDA to select the best site operators for the twenty sites. These major procurements, while common in the USA and elsewhere, will be new to the NDA's nuclear site cleanup program. Considering the large contract values expected, the procurements should attract some of the best talent in nuclear site cleanup. It is anticipated that these procurements will necessitate contractors to compete at the highest level, leaving no stone unturned to maximize the chance of being selected. Contract awards are expected to be in the range of 100 million pounds to several billion pounds. The first such procurement is currently planned to begin in April 2006, according to the NDA's draft strategy document. Lastly, the business relationships with local suppliers to the nuclear sites are also changing. These suppliers will be required to compete, primarily for contracts let by subcontractors to the site management and operations contractors, and even by sub-sub contractors, rather than directly from the site management and operations contractors. The benign paternalism previously practiced at some sites by the management and operations contractors should also cease, of necessity. Many other business aspects will evolve as well, such as contract awards being based on best value, rather than on lowest price or lowest hourly rate. Electronic commerce is expected to become more widely used. Even as late as 2003, little electronic commerce was being utilized at the nuclear sites now being managed by the NDA. Contracting terms are expected to move toward a more commercial orientation, a process already begun. This paper will examine the changing procurement and contracting environment under the NDA's leadership and will provide information of interest to contractors wishing to win their share (and more) of business in the emerging nuclear site cleanup program in the United Kingdom.     This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    Pacific Northwest National Laboratory has been awarded a total of 80 Environmental Management Science Program (EMSP) research grants since the inception of the program in 1996. The Laboratory has collaborated on an additional 14 EMSP awards with funding received through other institution. This report describes how each of the projects awarded in 1999, 2000, and 2001 addresses significant U.S. Department of Energy (DOE) cleanup issues, including those at the Hanford Site. The technical progress made to date in each of these research projects is addressed in the individual project reports included in this document. Projects are under way in three main areas: Tank Waste Remediation, Decontamination and Decommissioning, and Soil and Groundwater Cleanup.

    The Department of Energy`s Environmental Management Science Program (EMSP) serves as a catalyst for the application of scientific discoveries to the development and deployment of technologies that will lead to reduction of the costs and risks associated with cleaning up the nation`s nuclear complex. Appendix B provides details about each of the 202 research awards funded by the EMSP. This information may prove useful to researchers who are attempting to address the Department`s environmental management challenges in their work, program managers who are planning, integrating, and prioritizing Environmental Management projects, and stakeholders and regulators who are interested in the Department`s environmental challenges. The research award information is organized by the state and institution in which the lead principal investigator is located. In many cases, the lead principal investigator is one of several investigators at a number of different institutions. In these cases, the lead investigator (major collaborator) at each of the additional institutions is listed. Each research award abstract is followed by a list of high cost projects that can potentially be impacted by the research results. High cost projects are Environmental Management projects that have total costs greater than $50 million from the year 2007 and beyond, based on the March 1998 Accelerating Cleanup: Paths to Closure Draft data, and have costs or quantities of material associated with an Environmental Management problem area. High cost projects which must remain active in the year 2007 and beyond to manage high risk are also identified. Descriptions of these potentially related high cost Environmental Management projects can be found in Appendix C. Additional projects in the same problem area as a research award can be located using the Index of High Cost Environmental Management Projects by Problem Area, at the end of Appendices B and C.

    Contained in this booklet are abstracts of the Phase I awards made in Fiscal Year 1987 under the Small Business Innovation Research (SBIR) program in the Department of Energy (DOE). The program is designed for implementation in a three-phase process, with Phase I determining the scientific or technical merit and feasibility of ideas proposed for investigation. The period of performance in this initial phase is relatively brief, typically about 6 months, and the awards are limited to $50,000. Phase II is the principal research or research and development effort, and the awards are as high as $500,000 for work to be performed in periods of up to 2 years. Phase III is the commercial application. The 111 Phase I projects described were selected in a highly competitive process from a total of 942 proposals received in response to the 1987 Solicitation. They cover the fields of chemistry, materials, control systems, plant natural products, instrumentation, nuclear medicine, health and environmental effects, high energy physics, particle accelerators, nuclear physics, plasma diagnostics and confinement, fusion energy systems, robotics and remote systems, nuclear reactors, space nuclear power, fuel cycle, decontamination/decommissioning, commputers in nuclear plants, coal, enhanced oil recovery/tar sands, fossil energy, photovoltaics, solar thermal, ceramics for heat engines, and industrial separation, conversion and recovery processes.     This report shows the benefits small businesses can realize by instituting cost-effective pollution prevention improvements. It is a series of pollution prevention assessments that were conducted at small businesses in Richland, Washington. It describes a technology transfer test of US Department of Energy (USDOE) pollution prevention methods to small businesses through eleven pollution prevention assessments conducted at small businesses in the city of Richland. The assessment method tested was first developed at the USDOE Hanford Site, located in Richland, Washington. Two pilot studies were initially conducted to determine the usefulness of the assessment method for small businesses. Then, four additional pollution prevention assessments were conducted using a refined process. In order to determine the assessment method`s usefulness by different practitioners, a number of the assessments contained in this report were conducted by the undergraduate and graduate students at Washington State University at Tri-Cities as part of their class projects. These students were trained in the pollution prevention assessment process by the author of this report and conducted five small business assessments using the same methods and materials as in the remainder of the study.
