  17. COMPARISON OF CLEAN DIESEL BUSES TO CNG BUSES

    Using previously published data on regulated and unregulated emissions, this paper will compare the environmental performance of current generation transit buses operated on compressed natural gas (CNG) to current generation transit buses operated on ultra low sulfur diesel fuel (ULSD) and incorporating diesel particulate filters (DPF). Unregulated emissions evaluated include toxic compounds associated with adverse health effects (carbonyl, PAH, NPAH, benzene) as well as PM particle count and size distribution. For all regulated and unregulated emissions, both technologies are shown to be comparable. DPF equipped diesel buses and CNG buses have virtually identical levels of PM mass emissions and particle number emissions. DPF-equipped diesel buses have lower HC and CO emissions and lower emissions of toxic substances such as benzene, carbonyls and PAHs than CNG buses. CNG buses have lower NOx emissions than DPF-equipped buses, though CNG bus NOx emissions are shown to be much more variable. In addition, this paper will compare the capital and operating costs of CNG and DPF-equipped buses. The cost comparison is primarily based on the experience of MTA New York City Transit in operating CNG buses since 1995 and DPF-equipped buses fueled with ULSD since 2001. Published data on the experience of other large transit agencies in operating CNG buses is used to validate the NYCT experience. The incremental cost (compared to ''baseline'' diesel) of operating a typical 200-bus depot is shown to be six times higher for CNG buses than for ''clean diesel'' buses. The contributors to this increased cost for CNG buses are almost equally split between increased capital costs for purchase of buses and installation of fueling infrastructure, and increased operating costs for purchase of fuel, bus maintenance, and fuel station maintenance.

Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    The Subcontract Statement of Work consists of two major tasks. This report is the Final Report in fulfillment of the contract deliverable for Task 1. The purpose of Task 1 was to evaluate existing and emerging protocols and standards for interfacing sensors and controllers for communicating with integrated lighting control systems in commercial buildings. The detailed task description follows: Task 1. Evaluate alternative sensor/field buses. The objective of this task is to evaluate existing and emerging standards for interfacing sensors and controllers for communicating with integrated lighting control systems in commercial buildings. The protocols to be evaluated will include at least: (1) 1-Wire Net, (2) DALI, (3) MODBUS (or appropriate substitute such as EIB) and (4) ZigBee. The evaluation will include a comparative matrix for comparing the technical performance features of the different alternative systems. The performance features to be considered include: (1) directionality and network speed, (2) error control, (3) latency times, (4) allowable cable voltage drop, (5) topology, and (6) polarization. Specifically, Subcontractor will: (1) Analyze the proposed network architecture and identify potential problems that may require further research and specification. (2) Help identify and specify additional software and hardware components that may be required for the communications network to operate properly. (3) Identify areas of the architecture that can benefit from existing standards and technology and enumerate those standards and technologies. This year's assessment report provides the results from the fifth year of operation of five Van Hool, ISE, and UTC Power fuel cell buses operating at AC Transit, SunLine, and CTTRANSIT. The achievements and challenges of this bus design, implementation, and operating are presented, with a focus on the next steps for implementing larger numbers and new and different designs of fuel cell buses. The major positive result from nearly five years of operation is the dramatic increase in reliability experienced for the fuel cell power system.

    This status report, fifth in a series of annual status reports from the U.S. Department of Energy's National Renewable Energy Laboratory (NREL), discusses the achievements and challenges of fuel cell propulsion for transit and summarizes the introduction of fuel cell transit buses in the United States. Progress this year includes an increase in the number of fuel cell electric buses (FCEBs), from 15 to 25, operating at eight transit agencies, as well as increased diversity of the fuel cell design options for transit buses. The report also provides an analysis of the combined results from fuel cell transit bus demonstrations evaluated by NREL with a focus on the most recent data through July 2011 including fuel cell power system reliability and durability; fuel economy; roadcall; and hydrogen fueling results. These evaluations cover 22 of the 25 FCEBs currently operating.

    Couple years ago, ADEME engaged programs dedicated to the urban buses exhaust emissions studies. The measures associated with the reduction of atmospheric and noise pollution has particular importance in the sector of urban buses. In many cases, they illustrate the city's environmental image and contribute to reinforcing the attractiveness of public transport. France's fleet in service, presently put at about 14,000 units, consumes about 2 per cent of the total energy of city transport. It causes about 2 per cent of the HC emissions and from 4 to 6 per cent of the NOx emissions and particles. These vehicles typically have a long life span (about 15 years) and are relatively expensive to buy, about 150.000 euros per unit. Several technical solutions were evaluated to quantify, on a real condition cycle for buses, on one hand pollutants emissions, fuel consumption and on the other hand reliability, cost in real existing fleet. This paper presents main preliminary results on urban buses exhaust emission on two different cases: - existing Diesel buses, with fuel modifications (Diesel with low sulphur content), Diesel with water emulsion and bio-Diesel (30% oil ester in standard Diesel fuel); renovating CNG powered Euro II buses fleet, over representative driving cycles, set up by ADEME and partners. On these cycles, pollutants (regulated and unregulated) were measured as well as fuel consumption, at the beginning of a program and one year after to quantify reliability and increase/decrease of pollutants emissions. At the same time, some after-treatment technologies were tested under real conditions and several vehicles. Information such as fuel consumption, lubricant analysis, problem on the technology were following during a one year program. On the overall level, it is the combination of various action, pollution-reduction and renewal that will make it possible to meet the technological challenge of reducing emissions and fuel consumption by urban bus networks.

    We present simulated fuel economy and emissions city transit buses powered by conventional diesel engines and diesel-hybrid electric powertrains of varying size. Six representative city drive cycles were included in the study. In addition, we included previously published aftertreatment device models for control of CO, HC, NOx, and particulate matter (PM) emissions. Our results reveal that bus hybridization can significantly enhance fuel economy by reducing engine idling time, reducing demands for accessory loads, exploiting regenerative braking, and shifting engine operation to speeds and loads with higher fuel efficiency. Increased hybridization also tends to monotonically reduce engine-out emissions, but trends in the tailpipe (post-aftertreatment) emissions involve more complex interactions that significantly depend on motor size and drive cycle details.

    The U.S. Department of Energy (DOE) chartered the Phosphoric Acid Fuel-Cell (PAFC) Bus Program to demonstrate the feasibility of fuel cells in heavy-duty transportation systems. As part of this program, PAFC- powered buses are being built to meet transit industry design and performance standards. Test-bed bus-1 (TBB-1) was designed in 1993 and integrated in March 1994. TBB-2 and TBB-3 are under construction and should be integrated in early 1995. In 1987 Phase I of the program began with the development and testing of two conceptual system designs- liquid- and air-cooled systems. The liquid-cooled PAFC system was chosen to continue, through a competitive award, into Phase H, beginning in 1991. Three hybrid buses, which combine fuel-cell and battery technologies, were designed during Phase III. After completing Phase II, DOE plans a comprehensive performance testing program (Phase HI) to verify that the buses meet stringent transit industry requirements. The Phase III study will evaluate the PAFC bus and compare it to a conventional diesel bus. This NREL study assesses the environmental, health, and safety (EH&S) issues that may affect the commercialization of the PAFC bus. Because safety is a critical factor for consumer acceptance of new transportation-based technologies the study focuses on these issues. The study examines health and safety together because they are integrally related. In addition, this report briefly discusses two environmental issues that are of concern to the Environmental Protection Agency (EPA). The first issue involves a surge battery used by the PAFC bus that contains hazardous constituents. The second issue concerns the regulated air emissions produced during operation of the PAFC bus.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

This system uses the latest technology in mobile wireless communication. In Sept 2008, the US Congress considered a new rail safety law that sets a deadline of 2015 for implementation of positive train control (PTC) technology across most of the U.S. rail network. CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS keeps all information up to date since it automatically sorts, files and links all data; CTMS includes key word and reference document searches. 18 figs.

    There are job-specific training requirements established by regulations that Impose stringent training requirements on a contractor, for example, the Occupational Safety & Health Act (OSHA). Failure to comply with OSHA training requirements can result in severe penalties being levied against a company. Although an accredited training program is expensive, it is a possible solution for minimizing risks associated with job-specific training requirements for employees. Operating DOE contractors direct approximately 10 percent of the operating funds toward training activities. Training needs for contractors span a broad range, from requirements awareness training for managers, to general training required on a one-time basis for all employees, to highly specialized training programs for employees involved In clean-up operations at hazardous waste sites. With this kind of an investment in training, it is logical to maximize the most return on an investment of training funds and to limit exposure to liability suits whenever possible. This presentation will provide an overview of accredited industrial safety programs. The criteria for accredited industrial safety programs will be defined. The question of whether accredited training programs are necessary will be examined. Finally, advantages and disadvantages will be identified for accrediting industrial safety training programs.

    We study a third-order nonlinear ordinary differential equation whose solutions, under certain specific conditions, are individual pulses. These correspond to homoclinic orbits in the phase space of the equation and we study the possible pulse types in some detail. Sufficiently close to the conditions under which a homoclinic orbit exists, the solutions take the form of trains of well-separated pulses. A measure of closeness to homoclinic conditions provides a small parameter for the development of an asymptotic solution consisting of superposed, isolated pulses. The solvability condition in the resulting singular perturbation theory is a {\\its timing map} relating successive pulse spacings. This map of the real line onto itself, together with the known form of the homoclinic orbit, provides a concise and accurate solution of the equation.

    In the ALICE experiment hundreds of users are analyzing big datasets on a Grid system. High throughput and short turn-around times are achieved by a centralized system called the LEGO trains. This system combines analysis from different users in so-called analysis trains which are then executed within the same Grid jobs thereby reducing the number of times the data needs to be read from the storage systems. The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

    I examine the topic of training scientific generalists. To focus the discussion, I propose the creation of a new graduate program, analogous in structure to existing MD/PhD programs, aimed at training a critical mass of scientific researchers with substantial intellectual breadth. In addition to completing the normal requirements for a PhD, students would undergo an intense, several year training period designed to expose them to the core vocabulary of multiple subjects at the graduate level. After providing some historical and philosophical context for this proposal, I outline how such a program could be implemented with little institutional overhead by existing research universities. Finally, I discuss alternative possibilities for training generalists by taking advantage of contemporary developments in online learning and open science.

    Communication is crucial in emergency situations, but aphasia can affect an individual's ability to state their name or understand a firefighter saying, "Follow me. " Stressful situations often exacerbate the effects of aphasia. Many stroke and brain injury survivors are already at risk in crisis situations because of their physical impairments; those with aphasia can be rendered almost completely vulnerable. While emergency service personnel, such as EMTs and firefighters, rarely receive training on aphasia, they are in fact more likely to encounter a person with aphasia than someone with multiple sclerosis, cerebral palsy or muscular dystrophy (Will & Peters, 2004). However, many of them do not know what aphasia is, much less how to communicate with a person with the disorder. Unfortunately, because few first responders are specifically trained to deal with people with aphasia, they may mistake the aphasia for mental illness or other conditions. This project arose out of one such situation. Misunderstandings may arise and efforts to help people with aphasia may be useless – or dangerous. With seed funding from the Christopher and Dana Reeve Foundation, the NAA created a pilot project to train first responders in the New York metropolitan area. The project objectives were to educate police, firefighters, and EMTs in NJ, NY, CT about aphasia, so that they can recognize, communicate with, and respond more effectively to, people with aphasia in routine encounters or in emergency situations. A goal was also to have first responders recognize the “Aphasia Awareness symbol/sticker”(Figure 1) which is used by persons with aphasia on their vehicles and homes. To further this end, four objectives were established: 1) Developing an outline for aphasia training workshop and pre- and post- tests to measure effectiveness of training. 2) Compilation of a training template package consisting of aphasia training workshop outline, aphasia training video, and NAA materials. 3) Conducting training for at least 15 targeted first responders with the training averaging about an hour and a half in length. 4) Establishing that at least 85 % of workshop participants demonstrate an increased understanding of aphasia.

The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    Liquefied natural gas (LNG) is being developed as a heavy vehicle fuel. The reason for developing LNG is to reduce our dependency on imported oil by eliminating technical and costs barriers associated with its usage. The U.S. Department of Energy (DOE) has a program, currently in its third year, to develop and advance cost-effective technologies for operating and refueling natural gas-fueled heavy vehicles (Class 7-8 trucks). The objectives of the DOE Natural Gas Vehicle Systems Program are to achieve market penetration by reducing vehicle conversion and fuel costs, to increase consumer acceptance by improving the reliability and efficiency, and to improve air quality by reducing tailpipe emissions. One way to reduce fuel costs is to develop new supplies of cheap natural gas. Significant progress is being made towards developing more energy-efficient, low-cost, small-scale natural gas liquefiers for exploiting alternative sources of natural gas such as from landfill and remote gas sites. In particular, the DOE program provides funds for research and development in the areas of; natural gas clean up, LNG production, advanced vehicle onboard storage tanks, improved fuel delivery systems and LNG market strategies. In general, the program seeks to integrate the individual components being developed into complete systems, and then demonstrate the technology to establish technical and economic feasibility. The paper also reviews the importance of cryogenics in designing LNG fuel delivery systems.

    Training programs at DOE nuclear facilities should provide well- trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.

    The Electric Power Research Institute (EPRI), through its Nondestructive Examination (NDE) Center in Charlotte, North Carolina, has identified two specific categories of NDE training to best serve the industry's need for enhanced personnel qualification programs. These categories include in-service inspection (ISI) training and technical skills training. The ISI training provides operator training in new NDE technology areas that are ready for field application. The technical skills training is developed as part of a long-range plan to support all basic NDE methods typical to the electric power industry. The need for specific training and better documentation of NDE personnel qualifications is becoming more evident. ASME Section XI requirements for the qualification and certification of visual examiners and the recognition by the US Nuclear Regulatory Commission (NRC) of the importance of the ultrasonic (UT) operator in finding intergranular stress corrosion cracking (IGSCC) are two of the major issues being addressed by the training task of the EPRI NDE Center. The overall intent of the center's training is to meet the most critical utility needs with quality training that can be used by the trainee's employer as a part of their certification of that individual. To do this, the center has organized and activated a carefully maintained documentation and records systems built around the continuing education unit (CEU).

    The 2011 edition of (Field Manual) FM 7-0 reflected the Army’s unit training and leader development concepts borne from a decade of persistent combat operations. Army Doctrine Publication (ADP) 7-0, Training Units and Developing Leaders, re-establishes fundamental training and leader development concepts and processes for the U.S. Army. Training doctrine is again based on the Army’s operations and planning processes, now defined by ADP 3-0, Unified Land Operations, and ADP 5-0, The Operations Process. Mission command makes the commander responsible for unit readiness and leader development. Unit commanders must be the subject matter experts. Commanders cannot delegate oversight of unit training and leader development to subordinates. The commander’s physical presence at training sends a clear message to subordinates—unit training and leader development are the most important things the unit does when it is not actively engaged in operations. Unit training and leader development are inextricably linked. Good training supports leader development and good leaders develop good training programs for
