    This security update resolves a privately reported vulnerability in Microsoft Windows. The vulnerability could allow remote code execution if an attacker set up a malicious Web page that invokes the Indexing Service through a call to its ActiveX component. This call could include a malicious URL and exploit the vulnerability, granting the attacker access to the client system with the privileges of the user browsing the Web page. Users whose accounts are configured to have fewer user rights on the system could be less impacted than users who operate with administrative user rights.

(Energy Systems), operates five facilities for the US Department of Energy (DOE): the Oak Ridge National Laboratory (ORNL), which is a large, multidisciplinary research and development (R and D) center whose primary mission is energy research; the Oak Ridge Y-12 Plant, which engages in defense research, development, and production; and the uranium-enrichment plants at Oak Ridge; Paducah, Kentucky; and Portsmouth, Ohio. Much of the research carried out at these facilities is of interest to industry and to state or local governments. To make information about this research available, the Energy Systems Office of Technology Applications publishes brief descriptions of selected technologies and reports. Embodiments include determining, by an origin DMA engine on an origin compute node, whether a data descriptor for an application message to be sent to a target compute node is currently in an injection first-in-first-out (`FIFO`) buffer in dependence upon a sequence number previously associated with the data descriptor, the total number of descriptors currently in the injection FIFO buffer, and the current sequence number for the newest data descriptor stored in the injection FIFO buffer; and notifying a processor core on the origin DMA engine that the message has been sent if the data descriptor for the message is not currently in the injection FIFO buffer.

    On April 19, 1980, decay heat removal (DHR) capability was lost at Davis-Besse 1 for approximately two and one-half hours in a refueling mode. Typically for that mode, many systems and components were out of service for maintanance and testing or were deactivated to preclude inadvertent actuation. IE Bulletin 80-12 was issued May 9, 1980 for action by licensees of operating pressurized water reactors (PWRs); it was issued for information to nuclear power facilities other than operating PWRs. The intent of the bulletin ws to improve nuclear plant safety by reducing the likelihood of losing DHR capability in PWRs, especially when some DHR components are unavailable because of maintenance activities during refueling and cold shutdown modes of operation. A related NRR Generic Letter was issued June 11, 1980 to licensees of operating PWRs, requesting amendment of technical specifications to ensure long-term maintenance of DHR capability. Evaluation of utility responses and NRC/IE inspection reports indicates that the bulletin can be closed out per specific criteria for 33 (75%) of the 44 affected facilities.

    The Computer Incident Advisory Capability (CIAC) operates two information servers for the DOE community, FELICIA (formerly FELIX) and IRBIS. FELICIA is a computer Bulletin Board System (BBS) that can be accessed by telephone with a modem. IRBIS is an anonymous ftp server that can be accessed on the Internet. Both of these servers contain all of the publicly available CIAC, CERT, NIST, and DDN bulletins, virus descriptions, the VIRUS-L moderated virus bulletin board, copies of public domain and shareware virus- detection/protection software, and copies of useful public domain and shareware utility programs. This guide describes how to connect these systems and obtain files from them.

    Documentation is provided in this report to close IE Bulletin 83-05 regarding ASME nuclear code pumps and spare parts manufactured by the Hayward Tyler Pump Company (HTPC). The bulletin was issued (1) to alert holders of operating licenses and construction permits of nuclear power plants that HTPC failed to implement effectively their quality assurance (QA) program from 1977 to 1981 and (2) to require affected utilities to take action to resolve the potential for failure of the subject pumps and their spare parts. Evaluation of utility responses and NRC/Region inspection reports shows that reliability of the affected pumps was ensured by means of procedures and performance testing of the pumps as required by the bulletin. Based on the evaluation, in accordance with specific criteria, the bulletin is closed for 116 (98%) of the 118 facilities to which it was issued for action and which were not shut down indefinitely or permanently at the time of issuance of this report. A follow-up item is proposed for the two facilities with open bulletin status. Based on favorable results, a conclusion is presented to indicate that the bulletin concerns have been resolved.

    Documentation is provided in this report for the closeout of IE Compliance Bulletin 86-03 regarding the potential failure of multiple Emergency Core Cooling System (ECCS) pumps due to a single failure of an air-operated valve in a minimum flow recirculation line. Closeout is based on the implementation and verification of four actions required by the bulletin. Evaluation of utility responses and NRC/Region inspection reports in accordance with specific criteria indicates that the bulletin is closed for 116 (98%) of the 118 nuclear power facilities in operation or under construction to which it was issued for action. Facilities which were shut down indefinitely or permanently or which had construction halted indefinitely were not included in this review. A follow-up item is proposed for the two (2) facilities with open bulletin status. It is concluded that the bulletin concern has been resolved, pending closeout by the NRC of Zion 1,2. Background information is provided in the Introduction and Appendix A.

Since publication of that earlier guidance document, several significant events have occurred that affect the reporting obligations of facilities owned or operated by the Department of Energy (DOE), including the publication of Executive Order 12856--Federal Compliance with Right-to-Know Laws and Pollution Prevention Requirements--and a rejection by the US Court of Appeals of EPA`s interpretation of the term release into the environment. In preparing this guidance document, the Office of Environmental Policy and Assistance, RCRA/CERCLA Division (EH-413), has documented responses to queries from DOE field elements on CERCLA and EPCRA release reporting requirements, as well as incorporating those Questions and Answers from the previous document that remain germane to DOE`s reporting obligations under CERCLA and EPCRA.

    Recent interest in reprocessing nuclear fuel in the U.S. has led to advanced separations processes that employ continuous processing and multiple extraction steps. These advanced plants will need to be designed with state-of-the-art instrumentation for materials accountancy and control. This research examines the current and upcoming instrumentation for nuclear materials accountancy for those most suited to the reprocessing environment. Though this topic has received attention time and again in the past, new technologies and changing world conditions require a renewed look and this subject. The needs for the advanced UREX+ separations concept are first identified, and then a literature review of current and upcoming measuring techniques is presented. The report concludes with a preliminary list of recommended instruments and measurement locations.

The ASM is remotely maintainable force-reflecting servomanipulator developed at the Oak Ridge National Laboratory (ORNL) as part of the Consolidated Fuel Reprocessing Program. This new manipulator addresses requirements of advanced nuclear fuel reprocessing with emphasis on force reflection, remote maintainability, reliability, radiation tolerance, and corrosion resistance. The advanced servomanipulator is uniquely subdivided into remotely replaceable modules which will permit in situ manipulator repair by spare module replacement. Manipulator modularization and increased reliability are accomplished through a force transmission system that uses gears and torque tubes. Digital control algorithms and mechanical precision are used to offset the increased backlash, friction, and inertia resulting from the gear drives. This results in the first remotely maintainable force-reflecting servomanipulator in the world.

    Under the sponsorship of the U.S. Department of Energy (DOE) National Energy Technology Laboratories, Siemens has completed the Advanced Hydrogen Turbine Development Program to develop an advanced gas turbine for incorporation into future coal-based Integrated Gasification Combined Cycle (IGCC) plants. All the scheduled DOE Milestones were completed and significant technical progress was made in the development of new technologies and concepts. Advanced computer simulations and modeling, as well as subscale, full scale laboratory, rig and engine testing were utilized to evaluate and select concepts for further development. Program Requirements of: A 3 to 5 percentage point improvement in overall plant combined cycle efficiency when compared to the reference baseline plant; 20 to 30 percent reduction in overall plant capital cost when compared to the reference baseline plant; and NOx emissions of 2 PPM out of the stack. were all met.     Autoignition chemistry is central to predictive modeling of many advanced engine designs that combine high efficiency and low inherent pollutant emissions. This chemistry, and especially its pressure dependence, is poorly known for fuels derived from heavy petroleum and for biofuels, both of which are becoming increasingly prominent in the nation's fuel stream. We have investigated the pressure dependence of key ignition reactions for a series of molecules representative of non-traditional and alternative fuels. These investigations combined experimental characterization of hydroxyl radical production in well-controlled photolytically initiated oxidation and a hybrid modeling strategy that linked detailed quantum chemistry and computational kinetics of critical reactions with rate-equation models of the global chemical system. Comprehensive mechanisms for autoignition generally ignore the pressure dependence of branching fractions in the important alkyl + O{sub 2} reaction systems; however we have demonstrated that pressure-dependent 'formally direct' pathways persist at in-cylinder pressures.

Sensor research is ubiquitous, with the seeds of many novel concepts originating in the university systems, but at present these novel concepts do not move quickly and efficiently into real test environments. AMSI is a widely recognized, self-sustaining ''business'' accelerating the selection, development, testing, evaluation, and deployment of advanced monitoring systems and components.

The advanced containment system comprises a plurality of casing sections with each casing section interlocked to an adjacent casing section. Each casing section includes a complementary interlocking structure that interlocks with the complementary interlocking structure on an adjacent casing section. A barrier filler substantially fills the casing sections and may substantially fill the spaces of the complementary interlocking structure to form a substantially impermeable barrier. Some of the casing sections may include sensors so that the casing sections and the zone of interest may be remotely monitored after the casing sections are emplaced in the ground.

The CAST consortium consists of seven universities - Virginia Tech, West Virginia University, University of Kentucky, Montana Tech, University of Utah, University of Nevada-Reno, and New Mexico Tech. The consortium brings together a broad range of expertise to solve problems facing the US coal industry and the mining sector in general. At present, a total of 60 research projects are under way.     Two charge coupled device (CCD) camera systems are introduced and discussed, describing briefly the hardware involved, and the data obtained in their various applications. The Advanced Development Group Defense Sciences Engineering Division has been actively designing, manufacturing, fielding state-of-the-art CCD camera systems for over a decade. These systems were originally developed for the nuclear test program to record data from underground nuclear tests. Today, new and interesting application for these systems have surfaced and development is continuing in the area of advanced CCD camera systems, with the new CCD camera that will allow experimenters to replace film for x-ray imaging at the JANUS, USP, and NOVA laser facilities.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    Energy and Environmental Research Corp. (EER) under a contract from the Department of Energy is pursuing the development and demonstration of an Advanced Steel Reheating Furnace. This paper reports the results of Phase 1, Research, which has evaluated an advanced furnace concept incorporating two proven and commercialized technologies previously applied to other high temperature combustion applications: EER`s gas reburn technology (GR) for post combustion NOx control; and Air Product`s oxy-fuel enrichment air (OEA) for improved flame heat transfer in the heating zones of the furnace. The combined technologies feature greater production throughput with associated furnace efficiency improvements; lowered NOx emissions; and better control over the furnace atmosphere, whether oxidizing or reducing, leading to better control over surface finish.

    Dept. of Energy (DOE) Cooperative Agreement DE-FC02-00-CH11061 was originally awarded to Honeywell International, Inc. Honeywell Power Systems Inc. (HPSI) division located in Albuquerque, NM in October 2000 to conduct a program titled Advanced Microturbine Systems (AMS). The DOE Advanced Microturbines Systems Program was originally proposed as a five-year program to design and develop a high efficiency, low emissions, durable microturbine system. The period of performance was to be October 2000 through September 2005. Program efforts were underway, when one year into the program Honeywell sold the intellectual property of Honeywell Power Systems Inc. and HPSI ceased business operations. Honeywell made an internal decision to restructure the existing program due to the HPSI shutdown and submitted a formal request to DOE on September 24, 2001 to transfer the Cooperative Agreement to Honeywell Engines, Systems and Services (HES&S) in Phoenix, AZ in order to continue to offer support for DOE's Advanced Microturbine Program. Work continued on the descoped program under Cooperative Agreement No. DE-FC26-00-CH11061 and has been completed.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

    Conventional sulfur removal in integrated gasification combined cycle (IGCC) power plants involves numerous steps: COS (carbonyl sulfide) hydrolysis, amine scrubbing/regeneration, Claus process, and tail-gas treatment. Advanced sulfur removal in IGCC systems involves typically the use of zinc oxide-based sorbents. The sulfides sorbent is regenerated using dilute air to produce a dilute SO{sub 2} (sulfur dioxide) tail gas. Under previous contracts the highly effective first generation Direct Sulfur Recovery Process (DSRP) for catalytic reduction of this SO{sub 2} tail gas to elemental sulfur was developed. This process is currently undergoing field-testing. In this project, advanced concepts were evaluated to reduce the number of unit operations in sulfur removal and recovery. Substantial effort was directed towards developing sorbents that could be directly regenerated to elemental sulfur in an Advanced Hot Gas Process (AHGP). Development of this process has been described in detail in Appendices A-F. RTI began the development of the Single-step Sulfur Recovery Process (SSRP) to eliminate the use of sorbents and multiple reactors in sulfur removal and recovery. This process showed promising preliminary results and thus further process development of AHGP was abandoned in favor of SSRP. The SSRP is a direct Claus process that consists of injecting SO{sub 2} directly into the quenched coal gas from a coal gasifier, and reacting the H{sub 2}S-SO{sub 2} mixture over a selective catalyst to both remove and recover sulfur in a single step. The process is conducted at gasifier pressure and 125 to 160 C. The proposed commercial embodiment of the SSRP involves a liquid phase of molten sulfur with dispersed catalyst in a slurry bubble-column reactor (SBCR).

    An horizontal advanced tensiometer is described that allows the monitoring of the water pressure of soil positions, particularly beneath objects or materials that inhibit the use of previous monitoring wells. The tensiometer includes a porous cup, a pressure transducer (with an attached gasket device), an adaptive chamber, at least one outer guide tube which allows access to the desired horizontal position, a transducer wire, a data logger and preferably an inner guide tube and a specialized joint which provides pressure on the inner guide tube to maintain the seal between the gasket of the transducer and the adaptive chamber.

    The Advance Manufacture of Reflectors fact sheet describes a SunShot Initiative project being conducted research team led by the University of Arizona, which is working to develop a novel method for shaping float glass. The technique developed by this research team can drastically reduce the time required for the shaping step. By enabling mass production of solar concentrating mirrors at high speed, this project should lead to improved performance and as much as a 40% reduction in manufacturing costs for reflectors made in very high volume.
