    This article provides a review of hazardous medical waste production and its management in Croatia. Even though Croatian regulations define all steps in the waste management chain, implementation of those steps is one of the country's greatest issues. Improper practice is evident from the point of waste production to final disposal. The biggest producers of hazardous medical waste are hospitals that do not implement existing legislation, due to the lack of education and funds. Information on quantities, type and flow of medical waste are inadequate, as is sanitary control. We propose an integrated approach to medical waste management based on a hierarchical structure from the point of generation to its disposal. Priority is given to the reduction of the amounts and potential for harm. Where this is not possible, management includes reduction by sorting and separating, pretreatment on site, safe transportation, final treatment and sanitary disposal. Preferred methods should be the least harmful for human health and the environment. Integrated medical waste management could greatly reduce quantities and consequently financial strains. Landfilling is the predominant route of disposal in Croatia, although the authors believe that incineration is the most appropriate method. In a country such as Croatia, a number of small incinerators would be the most economical solution.

    This paper presents energy performance of 12 passive solar systems for three climatically different zones of Bulgaria. The results are compared with a base-case residential house that has a design typical for these areas. The different passive solar systems are compared on the basis of the percentage of solar savings and the yield, which is the annual net benefit of adding the passive solar system. The analyses are provided based on monthly meteorological data, and the method used for calculations is the Solar Load Ratio. Recommendations for Bulgarian conditions are given. 5 refs., 4 figs., 1 tab.

    The paper presents aggregated results on macroeconomic and final energy demand scenarios developed within the Bulgarian Country Study on Greenhouse Gas Emissions Mitigation, supported by US Country Studies Program. The studies in this area cover 5 main stages: (1) {open_quotes}Baseline{close_quotes} and {open_quotes}Energy Efficiency{close_quotes} socioeconomic and energy policy philosophy; (2) Modeling of macroeconomic and sectoral development till 2020; (3) Expert assessments on the technological options for energy efficiency increase and GHG mitigation in the Production, Transport and Households and Services Sectors; (4) Bottom-up modeling of final energy demand; and (5) Sectoral and overall energy efficiency potential and policy.     Bulgaria signed the Framework Convention on Climate Change at the UNCEP in Rio in June 1992. The parliament ratified the Convention in March 1995. In compliance with the commitments arising under the Convention, Bulgaria elaborates climate change polity. The underlying principles in this policy are Bulgaria to joint the international efforts towards solving climate change problems to the extent that is adequate to both the possibilities of national economy and the options to attract foreign investments. All policies and measures implemented should be as cost-effective as possible. The Bulgarian GHG emission profile reveals the energy sector as the most significant emission source and also as an area where the great potential for GHG emissions reduction exists. This potential could be achieved in many cases by relatively low cost or even no-cost options. Mitigation analysis incorporates options in energy demand and energy supply within the period 1992-2020.

    The IRT 2000 research reactor, operated by the Bulgarian Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped all of their Russian-origin nuclear fuel from the Republic of Bulgaria to the Russian Federation beginning in 2003 and completing in 2008. These fresh and spent fuel shipments removed all highly enriched uranium (HEU) from Bulgaria. The fresh fuel was shipped by air in December 2003 using trucks and a commercial cargo aircraft. One combined spent fuel shipment of HEU and low enriched uranium (LEU) was completed in July 2008 using high capacity VPVR/M casks transported by truck, barge, and rail. The HEU shipments were assisted by the Russian Research Reactor Fuel Return Program (RRRFR) and the LEU spent fuel shipment was funded by Bulgaria. This report describes the work, approvals, organizations, equipment, and agreements required to complete these shipments and concludes with several major lessons learned.

In the past years have determined the necessity to formulate and apply the integrated management program for radioactive sealed sources to assure harmless and ecological rational management of disused sealed sources in Egypt. The waste management system in Egypt comprises operational and regulatory capabilities. Both of these activities are performed under legislations. The Hot Laboratories and Waste Management Center HLWMC, is considered as a centralized radioactive waste management facility in Egypt by law 7/2010. (authors)

  1. Benchmarking performance: Environmental impact statements in Egypt

    Environmental impact assessment (EIA) was formally introduced in Egypt in 1994. This short paper evaluates 'how well' the EIA process is working in practice in Egypt, by reviewing the quality of 45 environmental impact statements (EISs) produced between 2000 and 2007 for a variety of project types. The Lee and Colley review package was used to assess the quality of the selected EISs. About 69% of the EISs sampled were found to be of a satisfactory quality. An assessment of the performance of different elements of the EIA process indicates that descriptive tasks tend to be performed better than scientific tasks. The quality of core elements of EIA (e.g., impact prediction, significance evaluation, scoping and consideration of alternatives) appears to be particularly problematic. Variables that influence the quality of EISs are identified and a number of broad recommendations are made for improving the effectiveness of the EIA system.

    The Integrated Human Futures Project provides a set of analytical and quantitative modeling and simulation tools that help explore the links among human social, economic, and ecological conditions, human resilience, conflict, and peace, and allows users to simulate tradeoffs and consequences associated with different future development and mitigation scenarios. In the current study, we integrate five distinct modeling platforms to simulate the potential risk of social unrest in Egypt resulting from the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile in Ethiopia. The five platforms simulate hydrology, agriculture, economy, human ecology, and human psychology/behavior, and show how impacts derived from development initiatives in one sector (e.g., hydrology) might ripple through to affect other sectors and how development and security concerns may be triggered across the region. This approach evaluates potential consequences, intended and unintended, associated with strategic policy actions that span the development-security nexus at the national, regional, and international levels. Model results are not intended to provide explicit predictions, but rather to provide system-level insight for policy makers into the dynamics among these interacting sectors, and to demonstrate an approach to evaluating short- and long-term policy trade-offs across different policy domains and stakeholders. The GERD project is critical to government-planned development efforts in Ethiopia but is expected to reduce downstream freshwater availability in the Nile Basin, fueling fears of negative social and economic impacts that could threaten stability and security in Egypt. We tested these hypotheses and came to the following preliminary conclusions. First, the GERD will have an important short-term impact on water availability, food production, and hydropower production in Egypt, depending on the short- term reservoir fill rate.     In July 2008, the Global Threat Reduction Initiative and the IRT 2000 research reactor in Sofia, Bulgaria, operated by the Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped 6.4 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel (SNF) to the Russian Federation. The shipment, which resulted in the removal of all HEU from Bulgaria, was conducted by truck, barge, and rail modes of transport across two transit countries before reaching the final destination at the Production Association Mayak facility in Chelyabinsk, Russia. This paper describes the work, equipment, organizations, and approvals that were required to complete the spent fuel shipment and provides lessons learned that might assist other research reactor operators with their own spent nuclear fuel shipments.

    A case history of the Gulf of Suez Petroleum Co.`s (Gupco) first subsea completion is provided. The first completion was for Well GS 373-2, a previously drilled and tested exploration well located in the south portion of the gulf of Suez. Subsea technology was used to economically justify development of this one-well marginal field, which was discovered in 1978. Traditional methods proved to be too costly for development, therefore application of a low-cost subsea tree was used to capture the resources. In the Gulf of Suez, many fields have been discovered but have not been developed because of low reserves. These marginal projects can have a profound impact on the revenue and shareholder value if an economic method is used to exploit these opportunities. Platform installation was not feasible because of reserve size, hence the well has remained abandoned until recently. This paper presents a summarized look at subsea completion technology. The cost comparison of traditional development methods will be made, given the local cost structure in Egypt. The application of this technology has some limitations and constraints that will be discussed in the paper. Furthermore, the actual field installation of Egypt`s first subsea tree will be summarized. Also included is a discussion on simple remote controls and offshore installation operations.

    Though its contribution to the global Greenhouse gases emission is relatively small, Egypt has signed and ratified the United Nations Framework Convention on Climate Change (UN FCCC) and has been playing an active role in the international efforts to deal with such environmental challenges. Energy efficiency has been one of the main strategies that Egypt has adopted to improve environmental quality and enhance economic competitiveness. This paper highlights three initiatives currently underway to improve energy efficiency of the Egyptian industry. The first is a project that has been recently completed by OECP to assess potential GHG mitigation options available in Egypt`s oil refineries. The second initiative is an assessment of GHG mitigation potential in the Small and Medium size Enterprises (SME) in the Mediterranean city of Alexandria. The third one focuses on identifying demand side management options in some industrial electricity consumers in the same city.

Capturing the experience of Amoco in the Gulf of Mexico and in the Dutch North Sea, GUPCO was able to build a low cost subsea system which would allow for the economic development of the marginal fields discovered in the past. The application of this technology has some limitations and constraints which will be discussed in the paper.   16. Safety Assessment for the Kozloduy National Disposal Facility in Bulgaria - 13507

    Due to the early decommissioning of four Water-Water Energy Reactors (WWER) 440-V230 reactors at the Nuclear Power Plant (NPP) near the city of Kozloduy in Bulgaria, large amounts of low and intermediate radioactive waste will arise much earlier than initially scheduled. In or-der to manage the radioactive waste from the early decommissioning, Bulgaria has intensified its efforts to provide a near surface disposal facility at Radiana with the required capacity. To this end, a project was launched and assigned in international competition to a German-Spanish consortium to provide the complete technical planning including the preparation of the Intermediate Safety Assessment Report. Preliminary results of operational and long-term safety show compliance with the Bulgarian regulatory requirements. The long-term calculations carried out for the Radiana site are also a good example of how analysis of safety assessment results can be used for iterative improvements of the assessment by pointing out uncertainties and areas of future investigations to reduce such uncertainties in regard to the potential radiological impact. The computer model used to estimate the long-term evolution of the future repository at Radiana predicted a maximum total annual dose for members of the critical group, which is carried to approximately 80 % by C-14 for a specific ingestion pathway. Based on this result and the outcome of the sensitivity analysis, existing uncertainties were evaluated and areas for reasonable future investigations to reduce these uncertainties were identified.     The efficiency of providing a waste management system in the coastal part of Croatia consisting of four Dalmatian counties has been modelled. Two multi-criteria decision-making (MCDM) methods, PROMETHEE and GAIA, were applied to assist with the systematic analysis and evaluation of the alternatives. The analysis covered two levels; first, the potential number of waste management centres resulting from possible inter-county cooperation; and second, the relative merits of siting of waste management centres in the coastal or hinterland zone was evaluated. The problem was analysed according to several criteria; and ecological, economic, social and functional criteria sets were identified as relevant to the decision-making process. The PROMETHEE and GAIA methods were shown to be efficient tools for analysing the problem considered. Such an approach provided new insights to waste management planning at the strategic level, and gave a reason for rethinking some of the existing strategic waste management documents in Croatia.

    Profiles of the sources of nonmethane organic compounds (NMOCs) were developed for emissions from vehicles, petroleum fuels (gasoline, liquefied petroleum gas (LPG), and natural gas), a petroleum refinery, a smelter, and a cast iron factory in Cairo, Egypt. More than 100 hydrocarbons and oxygenated hydrocarbons were tentatively identified and quantified. Gasoline-vapor and whole-gasoline profiles could be distinguished from the other profiles by high concentrations of the C{sub 5} and C{sub 6} saturated hydrocarbons. The vehicle emission profile was similar to the whole-gasoline profile, with the exception of the unsaturated and aromatic hydrocarbons, which were present at higher concentrations in the vehicle emission profile. High levels of the C{sub 2}-C{sub 4} saturated hydrocarbons, particularly n-butane, were characteristic features of the petroleum refinery emissions. The smelter and cast iron factory emissions were similar to the refinery emissions; however, the levels of benzene and toluene were greater in the former two sources. The LPG and natural gas emissions contained high concentrations of n-butane and ethane, respectively. The NMOC source profiles for Cairo were distinctly different from profiles for U.S. sources, indicating that NMOC source profiles are sensitive to the particular composition of petroleum fuels that are used in a location.

    The ultimate aims of treatment and conditioning is to prepare waste for disposal by ensuring that the waste will meet the waste acceptance criteria of a disposal facility. Hence the purpose of low-level waste disposal is to isolate the waste from both people and the environment. The radioactive particles in low-level waste emit the same types of radiation that everyone receives from nature. Most low-level waste fades away to natural background levels of radioactivity in months or years. Virtually all of it diminishes to natural levels in less than 300 years. In Egypt, The Hot Laboratories and Waste Management Center has been established since 1983, as a waste management facility for LLW and ILW and the disposal site licensed for preoperational in 2005. The site accepts the low level waste generated on site and off site and unwanted radioactive sealed sources with half-life less than 30 years for disposal and all types of sources for interim storage prior to the final disposal. Operational requirements at the low-level (LLRW) disposal site are listed in the National Center for Nuclear Safety and Radiation Control NCNSRC guidelines. Additional procedures are listed in the Low-Level Radioactive Waste Disposal Facility Standards Manual. The following describes the current operations at the LLRW disposal site. (authors)

    Implementation of advanced techniques in clinical practice can greatly improve the outcome of radiation therapy, but it also makes the process much more complex with a lot of room for errors. An important part of the quality assurance program is verification of treatment planning system (TPS). Dosimetric verifications in anthropomorphic phantom were performed in 4 centers where new systems were installed. A total of 14 tests for 2 photon energies and multigrid superposition algorithms were conducted using the CMS XiO TPS. Evaluation criteria as specified in the International Atomic Energy Agency Technical Reports Series (IAEA TRS) 430 were employed. Results of measurements are grouped according to the placement of the measuring point and the beam energy. The majority of differences between calculated and measured doses in the water-equivalent part of the phantom were in tolerance. Significantly more out-of-tolerance values were observed in “nonwater-equivalent” parts of the phantom, especially for higher-energy photon beams. This survey was done as a part of continuous effort to build up awareness of quality assurance/quality control (QA/QC) importance in the Croatian radiotherapy community. Understanding the limitations of different parts of the various systems used in radiation therapy can systematically improve quality as well.

    In this study, marine surface sediments are collected from nine locations along the Suez Canal in order to investigate the relationship between the morphology of sands in the studied beaches and pollution by oil. Basically, the studied samples were analyzed by three techniques: grains-size analysis, microscopic examination, and gas chromatographic (GC) analysis. This study concluded that medium sand is the major class represented in the studied marine sediments. Pollution in these sand grains increases in the irregular grains more so than in the more rounded grains. Also, deep surface points, pitting, and fissures are considered to be good sites to precipitate oil contamination. Also, the presence of iron oxides may be taken as evidence for tanker ballast washings. The heavy fraction (zircon) shows more contamination than the light fraction (quartz) in these samples. Finally, GC profiles have shown two types of samples: one typical of weathered or highly weathered crude oil patterns and the other for samples with very highly weathered profiles. The relationship obtained between morphology studies and both oil content and GC chromatogram profiles indicates that all of the studied locations are suffering from pollution of oil that is spilled while shipping petroleum through the Suez Canal.

    Radioactive Sealed sources (RSSs) are widely use all over the world in medicine, agriculture, industry, research, etc. The accidental misuse and exposure to RSSs has caused significant environmental contamination, serious injuries and many deaths. The high specific activity of the materials in many RSSs means that the spread of as little as microgram quantities can generate significant risk to human health and inhibit the use of buildings and land. Conditioning of such sources is a must to protect humans and environment from the hazard of ionizing radiation and contamination. Conditioning is also increase the security of these sources by decreasing the probability of stolen and/or use in terrorist attacks. According to the law No.7/2010, Egyptian atomic energy authority represented in the hot laboratories and waste management center (centralized waste facility, HLWMC) has the responsibility of collecting, conditioning, storing and management of all types of radioactive waste from all Egyptian territory including spent radioactive sealed sources (SRSSs). This paper explains the conditioning procedures for two of the most common SRSSs, Cs{sup 137} and Co{sup 60} sources which make up more than 90% of the total spent radioactive sealed sources stored in our centralized waste facility as one of the major activities of hot laboratories and waste management center. Conditioning has to meet three main objectives, be acceptable for storage, enable their safe transport, and comply with disposal requirements. (authors)

    During the last year after the 16-th International Conference on Reducing Fuel Enrichment in Research Reactors held in October, 1993 in Oarai, Japan, the conclusive stage of the Program on reducing fuel enrichment (to 20% in U-235) in research reactors was finally made up in Russia. The Program was started late in 70th and the first stage of the Program was completed by 1986 which allowed to reduce fuel enrichment from 80-90% to 36%. The completion of the Program current stage, which is counted for 5-6 years, will exclude the use of the fuel enriched by more than 20% from RF to other countries such as: Poland, Czeck Republick, Hungary, Roumania, Bulgaria, Libya, Viet-Nam, North Korea, Egypt, Latvia, Ukraine, Uzbekistan and Kazakhstan. In 1994 the Program, approved by RF Minatom authorities, has received the status of an inter-branch program since it was admitted by the RF Ministry for Science and Technical Policy. The Head of RF Minatom central administrative division N.I.Ermakov was nominated as the Head of the Russian Program, V.G.Aden, RDIPE Deputy Director, was nominated as the scientific leader. The Program was submitted to the Commission for Scientific, Technical and Economical Cooperation between USA and Russia headed by Vice-President A. Gore and Prime Minister V. Chemomyrdin and was given support also.

    The application of radioisotopes and radiation sources in medical diagnosis and therapy is an important issue. Physicians can use radioisotopes to diagnose and treat diseases. Methods of treatment, conditioning and management of low level radioactive wastes from the use of radiation sources and radioisotopes in hospitals and nuclear medicine application, are described. Solid Radioactive waste with low-level activity after accumulation, minimization, segregation and measurement, are burned or compressed in a compactor according to the international standards. Conditioned drums are transported to the interim storage site at the Egyptian Atomic Energy Authority (EAEA) represented in Hot Labs and Waste Management Center (HLWMC) for storage and monitoring.     Long-term observations of soil water content as well as determination of physical and chemical properties of different types of soils in Croatia were made in order to provide the necessary background information for landmine explosive detection. Soil water content is the key attribute of soil as a background in neutron backscattering technique (NBT) landmine detection application. If the critical value of the soil water content is reached, the detection of landmine explosives is not possible. It is recommended that soil moisture content for NBT application does not exceed 0.1 kg.kg-1 [1]. Nineteen representative samples of different soil types from different parts of Croatia were collected in order to establish soil bank with the necessary physical and chemical properties determined for each type of soil. In addition soil water content was measured on daily and weekly basis on several locations in Croatia. This procedure also included daily soil moisture measurements in the test field made of different types of soils from several locations in Croatia. This was done in order to evaluate the behavior of different types of soils under the same weather conditions.

    The report presents a model for exchange of electronic documents between different government administrations. It defines electronic messages that are transmitted between them and the way that messages should be processed by software systems. The proposed approach is sufficiently general and allows use of the best applicable information technologies such as data presentation structures and communication protocols. Within the study, a simple implementation of the model is implemented and deployed in various government administrations in Republic of Bulgaria.
