    To identify the impacts of regional electricity prices and building type on the economics of solar photovoltaic (PV) systems, 207 rate structures across 77 locations and 16 commercial building types were evaluated. Results for expected solar value are reported for each location and building type. Aggregated results are also reported, showing general trends across various impact categories.

    Building 2 on the U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) site, which is operated by Rust Geotech, is part of the GJPO Remedial Action Program. This report describes measurements and modeling efforts to evaluate the radiation dose to members of the public who might someday occupy or tear down Building 2. The assessment of future doses to those occupying or demolishing Building 2 is based on assumptions about future uses of the building, measured data when available, and predictive modeling when necessary. Future use of the building is likely to be as an office facility. The DOE sponsored program, RESRAD-BUILD, Version. 1.5 was chosen for the modeling tool. Releasing the building for unrestricted use instead of demolishing it now could save a substantial amount of money compared with the baseline cost estimate because the site telecommunications system, housed in Building 2, would not be disabled and replaced. The information developed in this analysis may be used as part of an as low as reasonably achievable (ALARA) cost/benefit determination regarding disposition of Building 2.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    The activities and results of the Non-Federal Public Buildings Assessment project are summarized. The purpose of the project was to stimulate and assist the states of the Northeast Region in planning for the conversion of non-federal (state, county and municipal) public buildings from conventional energy to solar. These buildings include office buildings, schools, universities, hospitals, courthouses, prisons, police and fire stations, city and town halls, animal pounds, fish hatcheries, game farms and agricultural facilities. All are major users of energy, most of it in the form of distillate or residual oil. The thrust of the project was solely on domestic hot water and space heating applications, with energy provided by active or passive solar thermal, wood, and, possibly, wind.

    This report is associated with the project of Implementation of Building Energy Codes in China (55793). The report aims to give Chinese audience a brief introduction on training and public information activities of building energy codes in the U.S. The report contains four sections: Section One is about the development history and implementation of building energy codes in the U.S. Section Two is about the organizations of training and public information activities, mainly focused on ASHRAE, ICC, federal and state government. Policy implication, which is Section Three, addresses the role of federal government and on-line training and public information activities in promoting training and public information (the current China training system lacks strong support of central government and on-line training activities). Conclusions are made in Section Four. This report will be uploaded to an upcoming Chinese website which is devoted to provide first-time free on-line training and public information of building energy codes in China.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects, including public building upgrades that reduce energy use by at least 20 percent, at very attractive borrowing rates and long terms. As part of the American Recovery and Reinvestment Act (ARRA), the City of Philadelphia received a $15 million QECB award from the U.S. Department of the Treasury (Treasury). The city leveraged $6.25 million of its QECB allocation to finance half of a $12.6 million initiative to upgrade the energy efficiency of City buildings. The upgrades to four city facilities are expected to deliver over $10 million of net savings, and are a major step towards achieving the city’s goal of reducing government energy consumption by 30 percent by 2015.

    We analyze the formation and evolution of the stellar components in ''Eris'', a 120pc resolution cosmological hydrodynamic simulation of a late-type spiral galaxy. The simulation includes the effects of a uniform UV background, a delayed-radiative-cooling scheme for supernova feedback, and a star formation recipe based on a high gas density threshold. It allows a detailed study of the relative contributions of ''in-situ'' (within the main host) and ''ex-situ'' (within satellite galaxies) star formation to each major Galactic component in a close Milky Way analog. We investigate these two star-formation channels as a function of galactocentric distance, along different lines of sight above and along the disk plane, and as a function of cosmic time. We find that: (1) approximately 70% of today's stars formed in-situ; (2) more than two thirds of the ex-situ stars formed within satellites after infall; (3) the majority of ex-situ stars are found today in the disk and in the bulge; (4) the stellar halo is dominated by ex-situ stars, whereas in-situ stars dominate the mass profile at distances ? 5 kpc from the center at high latitudes; and (5) approximately 25% of the inner, r ? 20 kpc, halo is composed of in-situ stars that have been displaced from their original birth sites during Eris' early assembly history.

    The safety assessment of packages for the transport of radioactive materials with content containing liquids requires special consideration. The main focus is on water as supplementary liquid content in Type B(U) packages. A typical content of a Type B(U) package is ion exchange resin, waste of a nuclear power plant, which is not dried, normally only drained. Besides the saturated ion exchange resin, a small amount of free water can be included in these contents. Compared to the safety assessment of packages with dry content, attention must be paid to some more specific issues. An overview of these issues is provided. The physical and chemical compatibility of the content itself and the content compatibility with the packages materials must be demonstrated for the assessment. Regarding the mechanical resistance the package has to withstand the forces resulting from the freezing liquid. The most interesting point, however, is the pressure build-up inside the package due to vaporization. This could for example be caused by radiolysis of the liquid and must be taken into account for the storage period. If the package is stressed by the total inner pressure, this pressure leads to mechanical loads to the package body, the lid and the lid bolts. Thus, the pressure is the driving force on the gasket system regarding the activity release and a possible loss of tightness. The total pressure in any calculation is the sum of partial pressures of different gases which can be caused by different effects. The pressure build-up inside the package caused by the regulatory thermal test (30 min at 800 deg. C), as part of the cumulative test scenario under accident conditions of transport is discussed primarily. To determine the pressure, the temperature distribution in the content must be calculated for the whole period from beginning of the thermal test until cooling-down.     The Department of Energy (DOE) prepared this document to respond to comments from the State of Colorado and the public on the draft Environmental Assessment (EA) for the Resumption of Thermal Stabilization of Plutonium Oxide in Building 707 at the Rocky Flats Plant (RFP) in Golden, Colorado. The draft EA was provided to the State of Colorado and the public on September 8, 1993, for a comment period of 60 days. The Department`s National Environmental Policy Act (NEPA) Implementing Procedures (10 Code of Federal Regulations [CFR] 1021.301) requires that prior to approval of the EA, DOE is to allow the host State and Indian Tribe a period of from 14 to 30 days to review and comment on the EA. The Department established a comment period of 60 days for this EA in response to requests by the public during the first public meeting on July 7, 1993, before preparation of the EA. Other issues raised at the July 7 meeting included the range of alternatives to be considered, the time period for preparation of the EA, and the amount of material to be thermally stabilized. These and other comments made by the public at that meeting were carefully considered in preparation of the EA. In addition to providing the preapproval draft EA to the State of Colorado, DOE distributed the EA to all persons and groups on the RFP public information mailing list and placed the EA and reference documents in the DOE Public Reading Rooms in the RFP area. A public meeting was held on October 6, 1993, to hear public comments on the draft EA. All comments on the draft EA, those received both at the October 6 public meeting and through correspondence, have been reproduced in their entirety in this Response to Comments document. Responses to the commenters` questions and concerns are provided, and changes made to the body of the EA are indicated in the responses. All comments received have been considered in the revision of the EA.

    The primary objective of the project was to obtain information regarding the effect of the length of the positive phase of blast on the response of drag and semidrag structures. A total of six steel-frame buildings were tested during this operation. The structure of each type nearest ground zero was located such that if the yield of the weapon was near the lower limit of its predicted range, it would probably undergo considerable inelastic deformation. Conversely, those structures farthest from ground zero were located such that if the yield of the nuclear device was near the upper limit of its predicted range, they would be substantially deformed, but would not collapse. The third building of each type was located at an intermediate point between these two extremes. Instrumentation was provided to obtain records of the transient structural deflections, strains, and accelerations, as well as of overpressure and dynamic pressure versus time at the sites of the various test structures.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and
