Wynkoop Building Performance Measurement: Water

This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual-flush toilet handles was reversed. The building management retrofitted the building's toilets with handles that operated on reduced flush when pushed down (0.8 gallons) and full flush when pulled up (1.1 gallons). The water pressure on the 5th floor (< 30 psi) is less than half the pressure on the 7th floor (>80 psi). The measured water savings post-retrofit was lower on the 5th floor than the 7th floor. The differences in water pressure may have had an impact on the quantity of water used per floor. The second floor water use was examined prior to and following the toilet fixture retrofit. This floor is where conference rooms for non-building occupants are available for use, thus occupancy is highly variable. The 3-day average volume per flush event was higher post-retrofit (0.79 gallons per event), in contrast to pre-retrofit (0.57 gallons per event). There were 40% more flush events post retrofit, which impacted the findings. Water use in the third floor fitness center was also measured for a limited number of days. Because of water line accessibility, only water use on the men's side of the fitness center was measured and from that the total fitness center water use was estimated. Using the limited data collected, the fitness center shower water use is approximately 2% of the whole building water use. Overall water use in the Wynkoop Building is below the industry baseline and GSA expectations. The dual flush fixture replacement appears to have resulted in additional water savings that are expected to show a savings in the total annual water use.

Major changes should occur in the European polyolefins industry this year. BASF's (Ludwigshafen) polypropylene (PP) deal with ICI is expected to be followed by that of Hoechst (Frankfurt) and Petrofina (Brussels). The two are engaged in feasibility studies for a possible joint venture in PP and are expected to make a decision in the second quarter of this year. Shell and Himont are on track to complete their feasibility study in the first quarter for a polyolefins joint venture. And Huels and PCD are still in talks. But two new possible deals, a polyolefins merger between Nests (Helsinki) and Statoil (Stavanger) and an alliance in PP involving Appryl, the Elf Atochem (51%)/BP Chemicals (49%) joint venture, and Solvay have been denied. The Hoechst/Fina venture would initially encompass only the two companies European plants - Hoechst's 550,000-m.t./year and Fina's 180,000 m.t./year. In addition, Fina would either build or acquire another PP plant. In the second stage, the partners could bring in their overseas plants. Fina has plants in the US, and Hoechst has a combined 100,000 m.t./year in south Africa and Australia. Neste's board member Jukka Viinanen says the only talks between Nests and Statoil center on renegotiations of ethylene supply contract at Stenungsund, Sweden. Nests wants a more flexible deal on quantity and price. It needs 400,000 m.t./year of ethylene for its downstream plants. Viinanen adds that he is worried about the European petrochemical industry and producers need to do everything to improve margins through pricing policies and obtaining a balance between supply and demand. On the possibility of a future link with Statoil he comments, One can never say never. It would take time. We don't feel in a very vulnerable position right now.

Great improvement has been made in the past several years in the quality of optical components used in synchrotron radiation (SR) beamlines. Most of this progress has been the result of vastly improved metrology techniques and instrumentation permitting rapid and accurate measurement of the surface finish and figure on grazing incidence optics. A significant theoretical effort has linked the actual performance of components used as x-ray wavelengths to their topological properties as measured by surface profiling instruments. Next-generation advanced light sources will require optical components and systems to have sub-arc second surface figure tolerances. This paper will explore the consequences of these requirements in terms of manufacturing tolerances to see if the present manufacturing state-of-the-art is capable of producing the required surfaces. 15 refs., 14 figs., 2 tabs.

A process is provided for producing near-perfect optical surfaces, for EUV and soft-x-ray optics. The method involves polishing or otherwise figuring the multilayer coating that has been deposited on an optical substrate, in order to correct for errors in the figure of the substrate and coating. A method such as ion-beam milling is used to remove material from the multilayer coating by an amount that varies in a specified way across the substrate. The phase of the EUV light that is reflected from the multilayer will be affected by the amount of multilayer material removed, but this effect will be reduced by a factor of 1-n as compared with height variations of the substrate, where n is the average refractive index of the multilayer.

A pedestal optical substrate that simultaneously provides high substrate dynamic stiffness, provides low surface figure sensitivity to mechanical mounting hardware inputs, and constrains surface figure changes caused by optical coatings to be primarily spherical in nature. The pedestal optical substrate includes a disk-like optic or substrate section having a top surface that is coated, a disk-like base section that provides location at which the substrate can be mounted, and a connecting cylindrical section between the base and optics or substrate sections. The optic section has an optical section thickness.sup.2 /optical section diameter ratio of between about 5 to 10 mm, and a thickness variation between front and back surfaces of less than about 10%. The connecting cylindrical section may be attached via three spaced legs or members. However, the pedestal optical substrate can be manufactured from a solid piece of material to form a monolith, thus avoiding joints between the sections, or the disk-like base can be formed separately and connected to the connecting section. By way of example, the pedestal optical substrate may be utilized in the fabrication of optics for an extreme ultraviolet (EUV) lithography imaging system, or in any optical system requiring coated optics and substrates with reduced sensitivity to mechanical mounts.

A reactor building for enclosing a nuclear reactor includes a containment vessel having a wetwell disposed therein. The wetwell includes inner and outer walls, a floor, and a roof defining a wetwell pool and a suppression chamber disposed there above. The wetwell and containment vessel define a drywell surrounding the reactor. A plurality of vents are disposed in the wetwell pool in flow communication with the drywell for channeling into the wetwell pool steam released in the drywell from the reactor during a LOCA for example, for condensing the steam. A shell is disposed inside the wetwell and extends into the wetwell pool to define a dry gap devoid of wetwell water and disposed in flow communication with the suppression chamber. In a preferred embodiment, the wetwell roof is in the form of a slab disposed on spaced apart support beams which define there between an auxiliary chamber. The dry gap, and additionally the auxiliary chamber, provide increased volume to the suppression chamber for improving pressure margin. 4 figures.

The Nuclear Detection Figure Of Merit (NDFOM) portal is a database of objects and algorithms for evaluating the performance of radiation detectors to detect nuclear material. This paper describes the algorithms used to model the physics and mathematics of radiation detection. As a first-principles end-to-end analysis system, it starts with the representation of the gamma and neutron spectral fluxes, which are computed with the particle and radiation transport code MCNPX. The gamma spectra emitted by uranium, plutonium, and several other materials of interest are described. The impact of shielding and other intervening material is computed by the method of build-up factors. The interaction of radiation with the detector material is computed by a detector response function approach. The construction of detector response function matrices based on MCNPX simulation runs is described in detail. Neutron fluxes are represented in a three group formulation to treat differences in detector sensitivities to thermal, epithermal, and fast neutrons.

Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

Re-Assessing Green Building Performance: A Post Occupancy Evaluation of 22 GSA Buildings

2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance. As previously stated, compiling the individual building values into single metrics is not statistically valid given the small number of buildings, but it has been done to provide a cursory view of this portfolio of sustainably designed buildings. For all metrics except recycling cost per rentable square foot and CBE survey response rate, the averaged building performance was better than the baseline for the GSA buildings in this study.

NREL Evaluates the Thermal Performance of Uninsulated Walls to Improve the Accuracy of Building Energy Simulation Tools (Fact Sheet)

This technical highlight describes NREL research to develop models of uninsulated wall assemblies that help to improve the accuracy of building energy simulation tools when modeling potential energy savings in older homes. Researchers at the National Renewable Energy Laboratory (NREL) have developed models for evaluating the thermal performance of walls in existing homes that will improve the accuracy of building energy simulation tools when predicting potential energy savings of existing homes. Uninsulated walls are typical in older homes where the wall cavities were not insulated during construction or where the insulating material has settled. Accurate calculation of heat transfer through building enclosures will help determine the benefit of energy efficiency upgrades in order to reduce energy consumption in older American homes. NREL performed detailed computational fluid dynamics (CFD) analysis to quantify the energy loss/gain through the walls and to visualize different airflow regimes within the uninsulated cavities. The effects of ambient outdoor temperature, radiative properties of building materials, and insulation level were investigated. The study showed that multi-dimensional airflows occur in walls with uninsulated cavities and that the thermal resistance is a function of the outdoor temperature - an effect not accounted for in existing building energy simulation tools. The study quantified the difference between CFD prediction and the approach currently used in building energy simulation tools over a wide range of conditions. For example, researchers found that CFD predicted lower heating loads and slightly higher cooling loads. Implementation of CFD results into building energy simulation tools such as DOE2 and EnergyPlus will likely reduce the predicted heating load of homes. Researchers also determined that a small air gap in a partially insulated cavity can lead to a significant reduction in thermal resistance. For instance, a 4-in. tall air gap (Figure 1a) led to a 15% reduction in resistance. Similarly, a 2-ft tall air gap (Figure 1c) led to 54% reduction in thermal resistance. NREL researchers plan to extend this study to include additional wall configurations, and also to evaluate the performance of attic spaces with different insulation levels. NREL's objective is to address each potential issue that leads to inaccuracies in building energy simulation tools to improve the predictions.

Test procedures and protocols: Their relevance to the figure of merit for thermal distribution systems. Volume 1: Informal report

A conceptual framework is developed that categorizes measurement protocols for forced-air thermal distribution systems in small buildings. This framework is based on the distinction between two generic approaches. The {open_quote}system-comparison{close_quote} approach seeks to determine, via a pair of whole-house energy-use measurements, the difference in energy use between the house with the as-found duct system and the same house with no energy losses attributable to the thermal distribution system. The {open_quote}component loss-factor{close_quote} approach identifies and measures the individual causes of duct losses, and then builds up a value for the net overall duct efficiency, usually with the help of computer simulation. Examples of each approach are analyzed and related to a proposed Figure of Merit for thermal distribution systems. This Figure of Merit would serve as the basis for a Standard Method of Test analogous to those already in place for furnaces, boilers, air conditioners, and heat pumps.

2401-W Waste storage building closure plan

This plan describes the performance standards met and closure activities conducted to achieve clean closure of the 2401-W Waste Storage Building (2401-W) (Figure I). In August 1998, after the last waste container was removed from 2401-W, the U.S. Department of Energy, Richland Operations Office (DOE-RL) notified Washington State Department of Ecology (Ecology) in writing that the 2401-W would no longer receive waste and would be closed as a Resource Conservation and Recovery Act (RCRA) of 1976 treatment, storage, and/or disposal (TSD) unit (98-EAP-475). Pursuant to this notification, closure activities were conducted, as described in this plan, in accordance with Washington Administrative Code (WAC) 173-303-610 and completed on February 9, 1999. Ecology witnessed the closure activities. Consistent with clean closure, no postclosure activities will be necessary. Because 2401-W is a portion of the Central Waste Complex (CWC), these closure activities become the basis for removing this building from the CWC TSD unit boundary. The 2401-W is a pre-engineered steel building with a sealed concrete floor and a 15.2-centimeter concrete curb around the perimeter of the floor. This building operated from April 1988 until August 1998 storing non-liquid containerized mixed waste. All waste storage occurred indoors. No potential existed for 2401-W operations to have impacted soil. A review of operating records and interviews with cognizant operations personnel indicated that no waste spills occurred in this building (Appendix A). After all waste containers were removed, a radiation survey of the 2401-W floor for radiological release of the building was performed December 17, 1998, which identified no radiological contamination (Appendix B).

Most metal mirrors currently used in synchrotron radiation (SR) beam lines to reflect soft x-rays are made of electroless nickel plate on an aluminum substrate. This material combination has allowed optical designers to incorporate exotic cylindrical aspheres into grazing incidence x-ray beam-handling systems by taking advantage of single-point diamond machining techniques. But the promise of high-quality electroless nickel surfaces has generally exceeded the performance. We will examine the evolution of electroless nickel surfaces through a study of the quality of mirrors delivered for use at the National Synchrotron Light Source over the past seven years. We have developed techniques to assess surface quality based on the measurement of surface roughness and figure errors with optical profiling instruments. It is instructive to see how the quality of the surface is related to the complexity of the machine operations required to produce it.

These detectors work together in an advanced data acquisition and subsequent physics analysis that allows final statements to be made about the collision. The experiment took its first data during the RHIC 2000 year run and completed data taking in June 2006. Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

The National Renewable Energy Laboratory partnered with Whole Foods Market under the Commercial Building Partnership (CBP) program to design and implement a new store in Raleigh, North Carolina. The result was a design with a predicted energy savings of 40% over ASHRAE Standard 90.1-2004, and 25% energy savings over their standard design. Measured performance of the as-built building showed that the building did not achieve the predicted performance. A detailed review of the project several months after opening revealed a series of several items in construction and controls items that were not implemented properly and were not fully corrected in the commissioning process.

We spend more than $200 billion each year to power our country's commercial buildings. Unfortunately, much of this energy and money is wasted; a typical commercial building could save 20% on its energy bills simply by commissioning existing systems so they operate as intended. Energy efficiency is a cost-effective way to save money, support job growth, reduce pollution, and improve competitiveness.

Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

Electrical properties and figures of merit for new chalcogenide-based thermoelectric materials

New Bi-based chalcogenide compounds have been prepared using the polychalcogenide flux technique for crystal growth. These materials exhibit characteristics of good thermoelectric materials. Single crystals of the compound CsBi{sub 4}Te{sub 6} have shown conductivity as high as 2440 S/cm with a p-type thermoelectric power of {approx}+110 {micro}V/K at room temperature. A second compound, {beta}-K{sub 2}Bi{sub 8}Se{sub 13} shows lower conductivity {approx}240 S/cm, but a larger n-type thermopower {approx}{minus}200 {micro}V/K. Thermal transport measurements have been performed on hot-pressed pellets of these materials and the results show comparable or lower thermal conductivities than Bi{sub 2}Te{sub 3}. This improvement may reflect the reduced lattice symmetry of the new chalcogenide thermoelectrics. The thermoelectric figure of merit for CsBi{sub 4}Te{sub 6} reaches ZT {approx} 0.32 at 260 K and for {beta}-K{sub 2}Bi{sub 8}Se{sub 13} ZT {approx} 0.32 at room temperature, indicating that these compounds are viable candidates for thermoelectric refrigeration applications.

Understanding Building Infrastructure and Building Operation through DOE Asset Score Model: Lessons Learned from a Pilot Project

The U.S. Department of Energy (DOE) is developing a national voluntary energy asset score system to help building owners to evaluate the as-built physical characteristics (including building envelope, the mechanical and electrical systems) and overall building energy efficiency, independent of occupancy and operational choices. The energy asset score breaks down building energy use information by simulating building performance under typical operating and occupancy conditions for a given use type. A web-based modeling tool, the energy asset score tool facilitates the implementation of the asset score system. The tool consists of a simplified user interface built on a centralized simulation engine (EnergyPlus). It is intended to reduce both the implementation cost for the users and increase modeling standardization compared with an approach that requires users to build their own energy models. A pilot project with forty-two buildings (consisting mostly offices and schools) was conducted in 2012. This paper reports the findings. Participants were asked to collect a minimum set of building data and enter it into the asset score tool. Participants also provided their utility bills, existing ENERGY STAR scores, and previous energy audit/modeling results if available. The results from the asset score tool were compared with the building energy use data provided by the pilot participants. Three comparisons were performed. First, the actual building energy use, either from the utility bills or via ENERGY STAR Portfolio Manager, was compared with the modeled energy use. It was intended to examine how well the energy asset score represents a building’s system efficiencies, and how well it is correlated to a building’s actual energy consumption. Second, calibrated building energy models (where they exist) were used to examine any discrepancies between the asset score model and the pilot participant buildings’ [known] energy use pattern. This comparison examined the end use breakdowns and more detailed time series data. Third, ASHRAE 90.1 prototype buildings were also used as an industry standard modeling approach to test the accuracy level of the asset score tool. Our analysis showed that the asset score tool, which uses simplified building simulation, could provide results comparable to a more detailed energy model. The buildings’ as-built efficiency can be reflected in the energy asset score. An analysis between the modeled energy use through the asset score tool and the actual energy use from the utility bills can further inform building owners about the effectiveness of their building’s operation and maintenance.

Multiple-Filled Skutterudites: High Thermoelectric Figure of Merit through Separately Optimizing Electrical and Thermal Transports

Skutterudites CoSb{sub 3} with multiple cofillers Ba, La, and Yb were synthesized and very high thermoelectric figure of merit ZT = 1.7 at 850 K was realized. X-ray diffraction of the densified multiple-filled bulk samples reveals all samples are phase pure. High-resolution scanning transmission electron microscopy (STEM) and energy dispersive X-ray spectroscopy (EDS) analysis confirm that multiple guest fillers occupy the nanoscale-cages in the skutterudites. The fillers are further shown to be uniformly distributed and the Co-Sb skutterudite framework is virtually unperturbed from atomic scale to a few micrometers. Our results firmly show that high power factors can be realized by adjusting the total filling fraction of fillers with different charge states to reach the optimum carrier density, at the same time, lattice thermal conductivity can also be significantly reduced, to values near the glass limit of these materials, through combining filler species of different rattling frequencies to achieve broad-frequency phonon scattering. Therefore, partially filled skutterudites with multiple fillers of different chemical nature render unique structural characteristics for optimizing electrical and thermal transports in a relatively independent way, leading to continually enhanced ZT values from single- to double-, and finally to multiple-filled skutterudites. The idea of combining multiple fillers with different charge states and rattling frequencies for performance optimization is also expected to be valid for other caged TE compounds.

Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

A long-term, integrated impact assessment of alternative building energy code scenarios in China

China is the second largest building energy user in the world, ranking first and third in residential and commercial energy consumption. Beginning in the early 1980s, the Chinese government has developed a variety of building energy codes to improve building energy efficiency and reduce total energy demand. This paper studies the impact of building energy codes on energy use and CO2 emissions by using a detailed building energy model that represents four distinct climate zones each with three building types, nested in a long-term integrated assessment framework GCAM. An advanced building stock module, coupled with the building energy model, is developed to reflect the characteristics of future building stock and its interaction with the development of building energy codes in China. This paper also evaluates the impacts of building codes on building energy demand in the presence of economy-wide carbon policy. We find that building energy codes would reduce Chinese building energy use by 13% - 22% depending on building code scenarios, with a similar effect preserved even under the carbon policy. The impact of building energy codes shows regional and sectoral variation due to regionally differentiated responses of heating and cooling services to shell efficiency improvement.

Trends in energy use in commercial buildings -- Sixteen years of EIA's commercial buildings energy consumption survey

The Commercial Buildings Energy Consumption Survey (CBECS) collects basic statistical information on energy consumption and energy-related characteristics of commercial buildings in the US. The first CBECS was conducted in 1979 and the most recent was completed in 1995. Over that period, the number of commercial bindings and total amount of floorspace increased, total consumption remained flat, and total energy intensity declined. By 1995, there were 4.6 million commercial buildings and 58.8 billion square feet of floorspace. The buildings consumed a total of 5.3 quadrillion Btu (site energy), with a total intensity of 90.5 thousand Btu per square foot per year. Electricity consumption exceeded natural gas consumption (2.6 quadrillion and 1.9 quadrillion Btu, respectively). In 1995, the two major users of energy were space heating (1.7 quadrillion Btu) and lighting (1.2 quadrillion Btu). Over the period 1979 to 1995, natural gas intensity declined from 71.4 thousand to 51.0 thousand Btu per square foot per year. Electricity intensity did not show a similar decline (44.2 thousand Btu per square foot in 1979 and 45.7 thousand Btu per square foot in 1995). Two types of commercial buildings, office buildings and mercantile and service buildings, were the largest consumers of energy in 1995 (2.0 quadrillion Btu, 38% of total consumption). Three building types, health care, food service, and food sales, had significantly higher energy intensities. Buildings constructed since 1970 accounted for half of total consumption and a majority (59%) of total electricity consumption.

Revisit of Energy Use and Technologies of High Performance Buildings

Energy consumed by buildings accounts for one third of the world?s total primary energy use. Associated with the conscious of energy savings in buildings, High Performance Buildings (HPBs) has surged across the world, with wide promotion and adoption of various performance rating and certification systems. It is valuable to look into the actual energy performance of HPBs and to understand their influencing factors. To shed some light on this topic, this paper conducted a series of portfolio analysis based on a database of 51 high performance office buildings across the world. Analyses showed that the actual site Energy Use Intensity (EUI) of the 51 buildings varied by a factor of up to 11, indicating a large scale of variation of the actual energy performance of the current HPBs. Further analysis of the correlation between EUI and climate elucidated ubiquitous phenomenon of EUI scatter throughout all climate zones, implying that the weather is not a decisive factor, although important, for the actual energy consumption of an individual building. On the building size via EUI, analysis disclosed that smaller buildings have a tendency to achieving lower energy use. Even so, the correlation is not absolute since some large buildings demonstrated low energy use while some small buildings performed opposite. Concerning the technologies, statistics indicated that the application of some technologies had correlations with some specific building size and climate characteristic. However, it was still hard to pinpoint a set of technologies which was directly correlative with a group of low EUI buildings. It is concluded that no a single factor essentially determines the actual energy performance of HPBs. To deliver energy-efficient buildings, an integrated design taking account of climate, technology, occupant behavior as well as operation and maintenance should be implemented.

Open Automated Demand Response for Small Commerical Buildings

This report characterizes small commercial buildings by market segments, systems and end-uses; develops a framework for identifying demand response (DR) enabling technologies and communication means; and reports on the design and development of a low-cost OpenADR enabling technology that delivers demand reductions as a percentage of the total predicted building peak electric demand. The results show that small offices, restaurants and retail buildings are the major contributors making up over one third of the small commercial peak demand. The majority of the small commercial buildings in California are located in southern inland areas and the central valley. Single-zone packaged units with manual and programmable thermostat controls make up the majority of heating ventilation and air conditioning (HVAC) systems for small commercial buildings with less than 200 kW peak electric demand. Fluorescent tubes with magnetic ballast and manual controls dominate this customer group's lighting systems. There are various ways, each with its pros and cons for a particular application, to communicate with these systems and three methods to enable automated DR in small commercial buildings using the Open Automated Demand Response (or OpenADR) communications infrastructure. Development of DR strategies must consider building characteristics, such as weather sensitivity and load variability, as well as system design (i.e. under-sizing, under-lighting, over-sizing, etc). Finally, field tests show that requesting demand reductions as a percentage of the total building predicted peak electric demand is feasible using the OpenADR infrastructure.

Much has been written in recent years about the nuclear renaissance - the rebirth of nuclear power as a clean and safe source of electricity around the world. Those who question the nuclear renaissance often cite the risk of proliferation, accidents or an attack on a facility as concerns, all of which merit serious consideration. The integration of these three areas - sometimes referred to as 3S, for safety, security and safeguards - is essential to supporting the growth of nuclear power, and the infrastructure that supports them should be strengthened. The focus of this paper will be on the role safeguards plays in the 3S concept and how to support the development of the infrastructure necessary to support safeguards. The objective of this paper has been to provide a working definition of safeguards infrastructure, and to discuss xamples of how building safeguards infrastructure is presented in several models. The guidelines outlined in the milestones document provide a clear path for establishing both the safeguards and the related infrastructures needed to support the development of nuclear power. The model employed by the INSEP program of engaging with partner states on safeguards-related topics that are of current interest to the level of nuclear development in that state provides another way of approaching the concept of building safeguards infrastructure. The Next Generation Safeguards Initiative is yet another approach that underscored five principal areas for growth, and the United States commitment to working with partners to promote this growth both at home and abroad.

Overheating in Hot Water- and Steam-Heated Multifamily Buildings

Apartment temperature data have been collected from the archives of companies that provide energy management systems (EMS) to multifamily buildings in the Northeast U.S. The data have been analyzed from more than 100 apartments in eighteen buildings where EMS systems were already installed to quantify the degree of overheating. This research attempts to answer the question, 'What is the magnitude of apartment overheating in multifamily buildings with central hot water or steam heat?' This report provides valuable information to researchers, utility program managers and building owners interested in controlling heating energy waste and improving resident comfort. Apartment temperature data were analyzed for deviation from a 70 degrees F desired setpoint and for variation by heating system type, apartment floor level and ambient conditions. The data shows that overheating is significant in these multifamily buildings with both hot water and steam heating systems.

Curriculum for Commissioning Energy Efficient Buildings

In July 2010, the U.S. Department of Energy (DOE) awarded funding to PECI to develop training curriculum in commercial energy auditing and building commissioning. This program was created in response to the high demand for auditing and commissioning services in the U.S. commercial buildings market and to bridge gaps and barriers in existing training programs. Obstacles addressed included: lack of focus on entry level candidates; prohibitive cost and time required for training; lack of hands-on training; trainings that focus on certifications & process overviews; and lack of comprehensive training. PECI organized several other industry players to create a co-funded project sponsored by DOE, PECI, New York State Energy and Research Development Authority (NYSERDA), California Energy Commission (CEC), Northwest Energy Efficiency Alliance (NEEA) and California Commissioning Collaborative (CCC). After awarded, PECI teamed with another DOE awardee, New Jersey Institute of Technology (NJIT), to work collaboratively to create one comprehensive program featuring two training tracks. NJIT’s Center for Building Knowledge is a research and training institute affiliated with the College of Architecture and Design, and provided e-learning and video enhancements. This project designed and developed two training programs with a comprehensive, energy-focused curriculum to prepare new entrants to become energy auditors or commissioning authorities (CxAs). The following are the key elements of the developed trainings, which is depicted graphically in Figure 1: • Online classes are self-paced, and can be completed anywhere, any time • Commissioning Authority track includes 3 online modules made up of 24 courses delivered in 104 individual lessons, followed by a 40 hour hands-on lab. Total time required is between 75 and 100 hours, depending on the pace of the independent learner. • Energy Auditor track includes 3 online modules made up of 18 courses delivered in 72 individual lessons, followed by a 24 hour hands-on lab. Total time required is between 50 and 70 hours, depending on the pace of the independent learner. • Individual courses can be taken for continuing education credits. • Assessments are included for each course, and a score of at least 80% is required for completion. • Completion of Modules 1 through 3 is prerequisite for participating in the laboratory. More experienced participants have the option to test out of Modules 1 and 2 and complete Module 3 to progress to the laboratory.

Ozone Reductions Using Residential Building Envelopes

Ozone is an air pollutant with that can have significant health effects and a significant source of ozone in some regions of California is outdoor air. Because people spend the vast majority of their time indoors, reduction in indoor levels of ozone could lead to improved health for many California residents. Ozone is removed from indoor air by surface reactions and can also be filtered by building envelopes. The magnitude of the envelope impact depends on the specific building materials that the air flows over and the geometry of the air flow paths through the envelope that can be changes by mechanical ventilation operation. The 2008 Residential Building Standards in California include minimum requirements for mechanical ventilation by referencing ASHRAE Standard 62.2. This study examines the changes in indoor ozone depending on the mechanical ventilation system selected to meet these requirements. This study used detailed simulations of ventilation in a house to examine the impacts of different ventilation systems on indoor ozone concentrations. The simulation results showed that staying indoors reduces exposure to ozone by 80percent to 90percent, that exhaust ventilation systems lead to lower indoor ozone concentrations, that opening of windows should be avoided at times of high outdoor ozone, and that changing the time at which mechanical ventilation occurs has the ability to halve exposure to ozone. Future work should focus on the products of ozone reactions in the building envelope and the fate of these products with respect to indoor exposures.
