    In 2006, the United States (U.S.) Department of Energy (DOE) signed the Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (MOU), along with 21 other agencies. Pacific Northwest National Laboratory (PNNL) is exceeding this requirement and, currently, about 25 percent of its buildings are High Performance and Sustainable Buildings. The pages that follow document the Guiding Principles conformance effort for the Radiochemical Processing Laboratory (RPL) at PNNL. The RPL effort is part of continued progress toward a building inventory that is 100 percent compliant with the Guiding Principles.

    The leaders and authors of the Third US National Climate Assessment (NCA3) developed new modes of engaging academia, the private sector, government agencies and civil society to support their needs for usable, rigorous, and timely information and better connect science and decision-making. A strategic vision for assessment activities into the future was built during the NCA3 process, including recommendations on how to establish a sustained assessment process that would integrate evolving scientific understanding into decision making to manage the risks of climate change over time. This vision includes a collaborative assessment process that involves partnerships across a diverse and widely distributed set of non-governmental and governmental entities. The new approach to assessments would produce timely, scientifically sound climate information products and processes, rather than focusing on the production of single quadrennial synthesis reports. If properly implemented, a sustained assessment would be more efficient and cost-effective, avoiding the painful and time-consuming process of beginning the assessment process anew every 4 years. This ongoing assessment would also encourage scientific and social innovations and explore new insights and opportunities, building the capacity to advance the development and delivery of climate information to meet societal requirements and benefit from scientific opportunities.

We are consuming an increasing share of the natural resources available to use on this planet, and we are creating sufficiently large amounts of waste and pollution such that the earth can no longer assimilate our wastes and recover from the negative impacts. This is a result of a growing population as well as new technologies which make it easier for use to access natural resources and also require the consumption of more resources. Unsustainable technology has been the result of linear rather than cyclic thinking. The paradigm shift from linear to cyclic thinking in technological design is the crux of the shift from unsustainability to sustainability. This paper discusses the implications for the building design and construction industries. Strategies, technologies, and opportunities are presented to improve the sustainability of the built environment.

    B&W Y-12 is committed to modernizing the Y-12 complex to meet future needs with a sustainable and responsive infrastructure and to integrating sustainability principles and practices into Y-12 work (Y72-001, B&W Y-12 Environmental, Safety and Health Policy). This commitment to sustainability and specifically sustainable design of buildings is also incorporated into Presidential Executive Orders (EO), DOE Orders (DOE O), and goals. Sustainable building design is an approach to design, construct, and operate facilities in an efficient and environmentally sound manner that will produce a healthful, resource-efficient and productive working environment that is inherently protective of the environment. The DOE has established the following 5 Guiding Principles for High Performance Sustainable Building (HPSB), and has issued directives that require Y-12 to incorporate the principles and a number of supporting specific practices and techniques into building design, construction and renovation projects: (1) Employ Integrated Design Principles; (2) Optimize Energy Performance; (3) Protect and Conserve Water; (4) Enhance Indoor Environmental Quality; and (5) Reduce Environmental Impact of Materials. The purpose of this document is to present the required sustainable building principles, practices and techniques, summarize the key drivers for incorporating them into Y-12 projects, and present additional recommendations and resources that can be used to support sustainable buildings to enhance the environmental and economic performance of the Y-12 Complex.

    China is constructing new commercial buildings at an enormous rate -- roughly 2 billion square meters per year, with considerable interest and activity in green design and construction. We review the context of commercial building design and construction in China, and look at a specific project as an example of a high performance, sustainable design, the Shenzhen Institute of Building Research (IBR). The IBR building incorporates over 40 sustainable technologies and strategies, including daylighting, natural ventilation, gray-water recycling, solar-energy generation, and highly efficient Heating Ventilation and Air Conditioning (HVAC) systems. We present measured data on the performance of the building, including detailed analysis by energy end use, water use, and occupant comfort and satisfaction. Total building energy consumption in 2011 was 1151 MWh, with an Energy Use Intensity (EUI) of 63 kWh/m2 (20 kBtu/ft2), which is 61% of the mean EUI value of 103 kWh/m2 (33 kBtu/ft2) for similar buildings in the region. We also comment on the unique design process, which incorporated passive strategies throughout the building, and has led to high occupant satisfaction with the natural ventilation, daylighting, and green patio work areas. Lastly we present thoughts on how the design philosophy of the IBR building can be a guide for low-energy design in different climate regions throughout China and elsewhere.

    Energy is central to current concerns about sustainable human development, affecting economic and social development; economic growth, the local, national, regional, and global environment; the global climate; a host of social concerns, including poverty, population, and health, the balance of payments, and the prospects for peace. Energy is not an end in itself, but rather the means to achieve the goals of sustainable human development. The energy systems of most developing countries are in serious crisis involving insufficient levels of energy services, environmental degradation, inequity, poor technical and financial performance, and capital scarcity. Approximately 2.5 billion people in the developing countries have little access to commercial energy supplies. Yet the global demand for energy continues to grow: total primary energy is projected to grow from 378 exajoules (EJ) per year in 1990 to 571 EJ in 2020, and 832 EJ in 2050. If this increase occurs using conventional approaches and energy sources, already serious local (e.g., indoor and urban air pollution), regional (eg., acidification and land degradation), and global (e.g., climate change) environmental problems will be critically aggravated. There is likely to be inadequate capital available for the needed investments in conventional energy sources. Current approaches to energy are thus not sustainable and will, in fact, make energy a barrier to socio-economic development. What is needed now is a new approach in which energy becomes an instrument for sustainable development. The two major components of a sustainable energy strategy are (1) more efficient energy use, especially at the point of end-use, and (2) increased use of renewable sources of energy. The UNDP Initiative for Sustainable Energy (UNISE) is designed to harness opportunities in these areas to build upon UNDP`s existing energy activities to help move the world toward a more sustainable energy strategy by helping program countries.

    American Recovery and Reinvestment Act (ARRA) funds were used at the Y-12 National Security Complex (Y-12) to remove legacy materials from large contaminated excess facilities in order to prepare the facilities for demolition, demolish five excess buildings, and clean up sources of environmental contamination. The legacy materials and buildings presented many challenges and the potential hazards included depleted uranium and other radiological contaminants, lead, polychlorinated biphenyls, Freon, mold, mildew, asbestos, beryllium and mercury. Y-12 project teams have integrated sustainable waste management practices into each of the seven ARRA projects. The ARRA clean up efforts have resulted in the reduction of potential environmental, health, and safety risks posed by the excess facilities and sources of environmental contamination. Y-12's ARRA project teams focused on completing the activities in a sustainable, timely and safe manner. The site utilized a systematic material disposition evaluation process to ensure that materials were not automatically dis-positioned as waste. ARRA projects have recycled or reused over 1.3 million pounds of materials while preventing over 3 million vehicle miles traveled for waste disposal. Y-12 ARRA projects have worked over 2 million safe work hours without a lost time injury. The site has already begun to beneficially reuse land cleared by ARRA project activities to support sustainable transformation efforts. The Y-12 ARRA project activities have demonstrated that large complex projects can be completed sustainably and safely while maintaining an aggressive schedule. Through careful planning and execution, ARRA projects at the site have sustainably reduced the potential environmental, health, and safety risks posed to site employees and the community by the excess facilities and sources of environmental contamination.     Capacity building programs help poor and disadvantaged communities to improve their ability to participate in the environmental decision-making processes. They encourage citizen involvement, and provide the tools that enable them to do so. Capacity building enables communities that would otherwise be excluded to participate in the process, leading to better, and more just decisions. The Department of Energy (DOE) continues to be committed to promoting environmental justice and involving its stakeholders more directly in the planning and decision-making process for environmental cleanup. DOE's Environmental Management Program (EM) is in full support of this commitment. Through its environmental justice project, EM provides communities with the capacity to effectively contribute to a complex technical decision-making process by furnishing access to computers, the Internet, training and technical assistance. DOE's Dr. Samuel P. Massie Chairs of Excellence Program (Massie Chairs) function as technical advisors to many of these community projects. The Massie Chairs consist of nationally and internationally recognized engineers and scientists from nine Historically Black Colleges and Universities (HBCUs) and one Hispanic Serving Institution (HIS). This paper will discuss capacity building initiatives in various jurisdictions.

    The available sustainable building evaluation systems have produced a new environmental design paradigm. However, there is an increasing need to overcome the buildingcentric approach of these systems, in order to further exploit their innovate potential for sustainable building practices. The paper takes this challenge by developing a cross-scale evaluation approach focusing on the reliability of sustainable building design solutions for the context in which the building is situated. An integrated building-urban evaluation model is proposed based on the urban matrix, which is a conceptualisation of the built environment as a social-ecological system. The model aims at evaluating the sustainability of a building considering it as an active entity contributing to the resilience of the urban matrix. Few holistic performance indicators are used for evaluating such contribution, so expressing the building reliability. The discussion on the efficacy of the model shows that it works as a heuristic tool, supporting the acquisition of a better insight into the complexity which characterises the relationships between the building and the built environment sustainability. Shading new lights on the meaning of sustainable buildings, the model can play a positive role in innovating sustainable building design practices, thus complementing current evaluation systems. - Highlights: Black-Right-Pointing-Pointer We model an integrated building-urban evaluation approach.     Double wall technologies utilizing wood framing have been well-known and used in North American buildings for decades. Most of double wall designs use only natural materials such as wood products, gypsum, and cellulose fiber insulation, being one of few building envelope technologies achieving high thermal performance without use of plastic foams or fiberglass. Today, after several material and structural design modifications, these technologies are considered as highly thermally efficient, sustainable option for new constructions and sometimes, for retrofit projects. Following earlier analysis performed for U.S. Department of Energy by Fraunhofer CSE, this paper discusses different ways to build double walls and to optimize their thermal performance to minimize the space conditioning energy consumption. Description of structural configuration alternatives and thermal performance analysis are presented as well. Laboratory tests to evaluate thermal properties of used insulation and whole wall system thermal performance are also discussed in this paper. Finally, the thermal loads generated in field conditions by double walls are discussed utilizing results from a joined project performed by Zero Energy Building Research Alliance and Oak Ridge National Laboratory (ORNL), which made possible evaluation of the market viability of low-energy homes built in the Tennessee Valley. Experimental data recorded in two of the test houses built during this field study is presented in this work.

    This report documents the history of Building 828 in Sandia National Laboratories' Technical Area I. Building 828 was constructed in 1946 as a mechanical test laboratory for Los Alamos' Z-Division (later Sandia) as it moved to Sandia Base. The building has undergone significant remodeling over the years and has had a variety of occupants. The building was evaluated in compliance with the National Historic Preservation Act, but was not eligible for the National Register of Historic Places. Nevertheless, for many Labs employees, it was a symbol of Sandia's roots in World War II and the Manhattan Project.

    Current building energy simulation technology requires excessive labor, time and expertise to create building energy models, excessive computational time for accurate simulations and difficulties with the interpretation of the results. These deficiencies can be ameliorated using modern graphical user interfaces and algorithms which take advantage of modern computer architectures and display capabilities. To prove this hypothesis, we developed an experimental test bed for building energy simulation. This novel test bed environment offers an easy-to-use interactivemore » graphical interface, provides access to innovative simulation modules that run at accelerated computational speeds, and presents new graphics visualization methods to interpret simulation results. Our system offers the promise of dramatic ease of use in comparison with currently available building energy simulation tools. Its modular structure makes it suitable for early stage building design, as a research platform for the investigation of new simulation methods, and as a tool for teaching concepts of sustainable design. Improvements in the accuracy and execution speed of many of the simulation modules are based on the modification of advanced computer graphics rendering algorithms. Significant performance improvements are demonstrated in several computationally expensive energy simulation modules. The incorporation of these modern graphical techniques should advance the state of the art in the domain of whole building energy analysis and building performance simulation, particularly at the conceptual design stage when decisions have the greatest impact. More importantly, these better simulation tools will enable the transition from prescriptive to performative energy codes, resulting in better, more efficient designs for our future built environment.« less

    In March of 2012 the Plutonium Sustainment program at LANL completed or addressed the following high-level activities: (1) Delivered Revision 2 of the Plutonium Sustainment Manufacturing Study, which incorporated changes needed due to the release of the FY2013 President's Budget and the delay in the Chemistry and Metallurgy Research Replacement Nuclear Facility (CMRRNF). (2) W87 pit type development activities completed a detailed process capability review for the flowsheet in preparation for the Engineering Development Unit Build. (3) Completed revising the Laser Beam Welding schedule to address scope and resource changes. (4) Completed machining and inspecting the first set of high-fidelity cold parts on Precitech 2 for Gemini. (5) The Power Supply Assembly Area started floor cutting with a concrete saw and continued legacy equipment decommissioning. There are currently no major issues associated with achieving MRT L2 Milestones 4195-4198 or the relevant PBIs associated with Plutonium Sustainment. There are no budget issues associated with FY12 final budget guidance. Table 1 identifies all Baseline Change Requests (BCRs) that were initiated, in process, or completed during the month. The earned value metrics overall for LANL are within acceptable thresholds, so no high-level recovery plan is required. Each of the 5 major LANL WBS elements is discussed in detail.

    Structural materials in commercial buildings in the United States account for a significant fraction of national energy use, resource consumption, and greenhouse gas (GHG) emissions. Robust decisions for balancing and minimizing these various environmental effects require that structural materials selections follow a life-cycle, systems modeling approach. This report provides a concise overview of the development and use of a new life-cycle assessment (LCA) model for structural materials in U.S. commercial buildings-the Berkeley Lab Building Materials Pathways (B-PATH) model. B-PATH aims to enhance environmental decision-making in the commercial building LCA, design, and planning communities through the following key features: (1) Modeling of discrete technology options in the production, transportation, construction, and end of life processes associated U.S. structural building materials; (2) Modeling of energy supply options for electricity provision and directly combusted fuels across the building life cycle; (3) Comprehensiveness of relevant building mass and energy flows and environmental indicators; (4) Ability to estimate modeling uncertainties through easy creation of different life-cycle technology and energy supply pathways for structural materials; and (5) Encapsulation of the above features in a transparent public use model. The report summarizes literature review findings, methods development, model use, and recommendations for future work in the area of LCA for commercial buildings.

    The goal of this project was to assess the feasibility of utilizing mine water as a heat sink for a geothermal heat pump system to heat and cool the 74,000 sq. ft. Illinois National Guard State Headquarters’ building in Springfield Illinois. If successful, this type of system would be less expensive to install than a traditional closed loop geothermal (ground source) heat pump system by significantly reducing the size of the well field, thus shortening or eliminate the payback period compared to a conventional system. In the end, a conventional ground loop was used for the project.

    As part its campus sustainability efforts, Pacific Northwest National Laboratory (PNNL) has invested in eight new and existing buildings to ensure they meet the U.S. Department of Energy’s requirements for high performance sustainable buildings (HPSB) at DOE sites. These investments are expected to benefit PNNL by reducing the total life-cycle cost of facilities, improving energy efficiency and water conservation, and making buildings safer and healthier for the occupants. This study examines the cost-effectiveness of the implementing measures that meet the criteria for HPSBs in 3 different types of buildings on the PNNL campus: offices, scientific laboratories, and data centers. In each of the three case studies examined the investments made to achieve HPSB status demonstrated a high return on the HPSB investments that have taken place in these varied environments. Simple paybacks for total investments in the three case study buildings ranged from just 2 to 5 years; savings-to-investment ratios all exceeded the desirable threshold of 1; and the net present values associated with these investments were all positive.

    The U.S. Department of Energy's (DOE's) Weatherization Assistance Program (WAP) enables low-income families to reduce their energy costs by providing funds to make their homes more energy efficient. In addition, the program funds Weatherization Training and Technical Assistance (T and TA) activities to support a range of program operations. These activities include measuring and documenting performance, monitoring programs, promoting advanced techniques and collaborations to further improve program effectiveness, and training, including developing tools and information resources. The T and TA plan outlines the tasks, activities, and milestones to support the weatherization network with the program implementation ramp up efforts. Weatherization of multifamily buildings has been recognized as an effective way to ramp up weatherization efforts. To support this effort, the 2009 National Weatherization T and TA plan includes the task of expanding the functionality of the Weatherization Assistant, a DOE-sponsored family of energy audit computer programs, to perform audits for large and small multifamily buildings This report describes the planning effort for a new multifamily energy audit tool for DOE's WAP. The functionality of the Weatherization Assistant is being expanded to also perform energy audits of small multifamily and large multifamily buildings. The process covers an assessment of needs that includes input from national experts during two national Web conferences. The assessment of needs is then translated into capability and performance descriptions for the proposed new multifamily energy audit, with some description of what might or should be provided in the new tool. The assessment of needs is combined with our best judgment to lay out a strategy for development of the multifamily tool that proceeds in stages, with features of an initial tool (version 1) and a more capable version 2 handled with currently available resources. Earlier assessments determining the quantity of agricultural residue that could be sustainably removed for bioenergy production at the regional and national scale faced a number of computational limitations. These limitations included the number of environmental factors, the number of land management scenarios, and the spatial fidelity and spatial extent of the assessment. This study utilizes integrated multi-factor environmental process modeling and high fidelity land use datasets to perform a spatially comprehensive assessment of sustainably removable agricultural residues across the conterminous United States. Soil type represents the base spatial unit for this study and is modeled using a national soil survey database at the 10 100 m scale. Current crop rotation practices are identified by processing land cover data available from the USDA National Agricultural Statistics Service Cropland Data Layer database. Land management and residue removal scenarios are identified for each unique crop rotation and crop management zone. Estimates of county averages and state totals of sustainably available agricultural residues are provided. The results of the assessment show that in 2011 over 150 million metric tons of agricultural residues could have been sustainably removed across the United States. Projecting crop yields and land management practices to 2030, the assessment determines that over 207 million metric tons of agricultural residues will be able to be sustainably removed for bioenergy production at that time.

    High-performance buildings (HPBs) are exceptional examples of both design and practice. Their energy footprints are small, and these are buildings that people want to work in because of their intelligent structure, operations, and coincident comfort. However, the operation of most buildings, even ones that are properly constructed and commissioned at the start, can deviate significantly from the original design intent over time, particularly due to control system overrides and growing plug and data center loads. With early planning for systems such as submetering and occupant engagement tools, operators can identify and remedy the problems. This guide is a primer for owners and owners’ representatives who are pursuing HPBs. It describes processes that have been successful in the planning, procurement, and operation of HPBs with exceptional energy efficiency. Much of the guidance offered results from a series of semi-structured conference calls with a technical advisory group of 15 owners and operators of prominent HPBs in the United States. The guide provides a prescription for planning, achieving, and maintaining an HPB. Although the guide focuses on the operations stage of buildings, many of the operations practices are specified during the planning stage.

    Much of the US Department of Energy`s (DOE`s) research on plutonium metallurgy and plutonium processing is performed at Los Alamos National Laboratory (LANL), in Los Alamos, New Mexico. LANL`s main facility for plutonium research is the Plutonium Facility, also referred to as Technical Area 55 (TA-55). The main laboratory building for plutonium work within the Plutonium Facility (TA-55) is the Plutonium Facility Building 4, or PF-4. This Environmental Assessment (EA) analyzes the potential environmental effects that would be expected to occur if DOE were to stage sealed containers of transuranic (TRU) and TRU mixed waste in a support building at the Plutonium Facility (TA-55) that is adjacent to PF-4. At present, the waste containers are staged in the basement of PF-4. The proposed project is to convert an existing support structure (Building 185), a prefabricated metal building on a concrete foundation, and operate it as a temporary staging facility for sealed containers of solid TRU and TRU mixed waste. The TRU and TRU mixed wastes would be contained in sealed 55-gallon drums and standard waste boxes as they await approval to be transported to TA-54. The containers would then be transported to a longer term TRU waste storage area at TA-54. The TRU wastes are generated from plutonium operations carried out in PF-4. The drum staging building would also be used to store and prepare for use new, empty TRU waste containers.

    Wireless power transfer (WPT) is a convenient, safe, and autonomous means for electric and plug-in hybrid electric vehicle charging that has seen rapid growth in recent years for stationary applications. WPT does not require bulky contacts, plugs, and wires, is not affected by dirt or weather conditions, and is as efficient as conventional charging systems. This study summarizes some of the recent Sustainable Campus Initiative activities of Oak Ridge National Laboratory (ORNL) in WPT charging of an on-campus vehicle (a Toyota Prius plug-in hybrid electric vehicle). Laboratory development of the WPT coils, high-frequency power inverter, and overall systems integration are discussed. Results cover the coil performance testing at different operating frequencies, airgaps, and misalignments. Some of the experimental results of insertion loss due to roadway surfacing materials in the air-gap are presented. Experimental lessons learned are also covered in this study.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards. This revised strategy incorporates the latest federal and DOE orders (Executive Order [EO] 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” [2009], EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management” [2007], and DOE Order 430.2B, “Departmental Energy, Renewable Energy, and Transportation Management” [2008]), the latest guidelines, trends, and observations in high performance building construction, and the latest changes to the Leadership in Energy and Environmental Design
