    Remote rooms can be effectively heated by convection through a connecting doorway. A simple steady-state equation is developed for design purposes. Validation of a dynamic model is achieved using data obtained over a 13-day period. Dynamic effects are investigated using a simulation analysis for three different cases of driving temperature; the effect is to reduce the temperature difference between the driving room and the remote room compared to the steady-state model. For large temperature swings in the driving room a strategy which uses the intervening door in a diode mode is effective. The importance of heat-storing mass in the remote room is investigated.

    The building sector consumes a large part of the energy used in the United States and is responsible for nearly 40% of greenhouse gas emissions. It is therefore economically and environmentally important to reduce the building energy consumption to realize massive energy savings. In this paper, a method to control room temperature in buildings is proposed. The approach is based on a distributed parameter model represented by a three dimensional (3D) heat equation in a room with heater/cooler located at ceiling. The latter is resolved using finite element methods, and results in a model for room temperature with thousands of states. The latter is not amenable to control design. A reduced order model of only few states is then derived using Proper Orthogonal Decomposition (POD). A Linear Quadratic Regulator (LQR) is computed based on the reduced model, and applied to the full order model to control room temperature.

    In 1998, a portion of Bldg. K-1006 was leased to the Community Reuse Organization of East Tennessee (CROET) as part of the reindustrialization efforts at the East Tennessee Technology Park (ETTP). The facility was subleased and is being used as an analytical laboratory. The 1998 lease did not include rooms C107, C107-A, C107-B, C107-C, and C107-D. The lease of these rooms is now desired. These rooms comprise the area to be surveyed. The building was constructed as a laboratory facility to support the gaseous diffusion uranium enrichment process. It also contains offices and administrative spaces for laboratory personnel. After the gaseous diffusion process was shut down in the mid-1980s, the building was used to provide research and development support to ETTP environmental, safety, and health programs; the Toxic Substances Control Act Incinerator; the Central Neutralization Facility; and other multi-site waste treatment activities. It also served as the chemistry laboratory for the Environmental Technology Technical Services Organization. The activities currently conducted in Bldg. K-1006 utilize a variety of analytical techniques. Some of the major techniques being employed are X-ray analysis, electron microanalysis, and spectrochemical analysis. In 1998, a portion of Bldg. K-1006 was leased to CROET as part of the reindustrialization efforts at ETTP. The facility was subleased and is being used as an analytical laboratory. The 1998 lease did not include Rooms C107, C107-A, C107-B, C107-C, and C107-D. Some demolition of furniture and decontamination activities has taken place for Rooms C 107 and C 107-B since the last radiological survey of those rooms. In March 2009, a final remedial action (RA) was performed for the Bldg. K-1006 north basement sump. The Bldg. K-1006 north basement sump is a nominal 30-in.-diameter, 36-in.-deep concrete structure in the north corner of room C107B. The building receives groundwater in-leakage that is periodically pumped to the sewer system via this float-controlled pump. Solids in the bottom of the sump consisted of an estimated 1-ft{sup 3} coarse-grained material that varied in thickness from 0 to 4 in. with no suspended fraction. The RA consisted of removing the water in the sump and then removing and sampling the solids. The solids were mixed with grout after removal and allowed to set. The solids were then disposed off-site at an approved disposal facility. The building sump will remain until the K-1006 building is demolished. The actions for the K- 1006 sump are described in the revised Phased Construction Completion Report for Exposure Unit (EU) Z2-33, which received regulatory approval in December 2009.

    Computer programs have been developed to numerically simulate natural convection in room geometries in two and three dimensions. The programs have been validated using published data from the literature, results from a full-scale experiment performed at Massachusetts Institute of Technology, and results from a small-scale experiment reported here. One of the computer programs has been used to study the influence of natural convection on the thermal performance of a single thermal zone in a direct-gain passive solar building. The results indicate that the building heating loads calculated by standard building energy analysis methods may be in error by as much as 50% as a result of their use of common assumptions regarding the convection processes which occur in an enclosure. It is also found that the convective heat transfer coefficients between the air and the enclosure surfaces can be substantially different from the values assumed in the standard building energy analysis methods, and can exhibit significant variations across a given surface.

    The Machine Control Center (MCC) at Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) was constructed in the early 1990s and based on proven technology of that era. Through our experience over the last 15 years and in our planning for the facilities 12 GeV upgrade we reevaluated the control room environment to capitalize on emerging visualization and display technologies and improve on work-flow processes and ergonomic attributes. The renovation was performed in two phases during the summer of 2004, with one phase occurring during machine operations and the latter, more extensive phase, occurring during our semi-annual shutdown period. The new facility takes advantage of advances in display technology, analog and video signal management, server technology, ergonomic workspace design, lighting engineering, acoustic ceilings and raised flooring solutions to provide a marked improvement in the overall environment of machine operations.

This effort also sets the foundation for the redevelopment of the accelerator's control system to deliver high reliability performance with improvements in beam specifications management and information flow. The complete renovation was performed over a three-week period with no interruption to beam operations. We present the results of this effort.

    Over the past 10 years, US and UK experts have engaged in a technical collaboration with the aim of improving scientific and technological abilities in support of potential future nuclear arms control and non-proliferation agreements. In 2011 a monitored dismantlement exercise provided an opportunity to develop and test potential monitoring technologies and approaches. The exercise followed a simulated nuclear object through a dismantlement process and looked to explore, with a level of realism, issues surrounding device and material monitoring, chain of custody, authentication and certification of equipment, data management and managed access. This paper focuses on the development and deployment of the ‘room-within-a-room’ system, which was designed to maintain chain of custody during disassembly operations. A key challenge for any verification regime operating within a nuclear weapon complex is to provide the monitoring party with the opportunity to gather sufficient evidence, whilst protecting sensitive or proliferative information held by the host. The requirement to address both monitoring and host party concerns led to a dual function design which: • Created a controlled boundary around the disassembly process area which could provide evidence of unauthorised diversion activities. • Shielded sensitive disassembly operations from monitoring party observation. The deployed room-within-a-room was an integrated system which combined a number of chain of custody technologies (i.e. cameras, tamper indicating panels and enclosures, seals, unique identifiers and radiation portals) and supporting deployment procedures. This paper discusses the bounding aims and constraints identified by the monitoring and host parties with respect to the disassembly phase, the design of the room-within-a-room system, lessons learned during deployment, conclusions and potential areas of future work. Overall it was agreed that the room-within-a-room approach was effective but the individual technologies used to create the system deployed during this exercise required further development.

  8. High Efficiency Room Air Conditioner

    This project was undertaken as a CRADA project between UT-Battelle and Geberal Electric Company and was funded by Department of Energy to design and develop of a high efficiency room air conditioner. A number of novel elements were investigated to improve the energy efficiency of a state-of-the-art WAC with base capacity of 10,000 BTU/h. One of the major modifications was made by downgrading its capacity from 10,000 BTU/hr to 8,000 BTU/hr by replacing the original compressor with a lower capacity (8,000 BTU/hr) but high efficiency compressor having an EER of 9.7 as compared with 9.3 of the original compressor. However, all heat exchangers from the original unit were retained to provide higher EER. The other subsequent major modifications included- (i) the AC fan motor was replaced by a brushless high efficiency ECM motor along with its fan housing, (ii) the capillary tube was replaced with a needle valve to better control the refrigerant flow and refrigerant set points, and (iii) the unit was tested with a drop-in environmentally friendly binary mixture of R32 (90% molar concentration)/R125 (10% molar concentration). The WAC was tested in the environmental chambers at ORNL as per the design rating conditions of AHAM/ASHRAE (Outdoor- 95F and 40%RH, Indoor- 80F, 51.5%RH). All these modifications resulted in enhancing the EER of the WAC by up to 25%.

    Fourteen Los Alamos test rooms have been operated for several years; this paper covers operation during the winters of 1980-81 and 1981-82. Extensive data have been taken and computer analyzed to determine performance parameters such as efficiency, solar savings fraction, and comfort index. The rooms are directly comparable because each has the same net coefficient and solar collection area and thus the same load collector ratio. Configurations include direct gain, unvented Trombe walls, water walls, phase change walls, and two sunspace geometries. Strategies for reducing heat loss include selective surfaces, two brands of superglazing windows, a heat pipe system, and convection-suppression baffles. Significant differences in both backup heat and comfort are observed among the various rooms. The results are useful, not only for direct room-to-room comparisons, but also to provide data for validation of computer simulation programs.

    Lasers have revolutionized optical science and technology, but their microwave counterpart, maser, has not realized its great potential due to its demanding work conditions (high-vacuum for gas maser and liquid-helium temperature for solid-state maser). Room-temperature solid-state maser is highly desirable, but under such conditions the lifetimes of emitters (usually electron spins) are usually too short (~ns) for population inversion. The only room-temperature solid-state maser is based on a pentacene-doped p-terphenyl crystal, which has long spin lifetime (~0.1 ms). This maser, however, operates only in the pulse mode and the material is unstable. Here we propose room-temperature maser based on nitrogen-vacancy (NV) centres in diamond, which feature long spin lifetimes at room temperature (~10 ms), high optical pump efficiency, and material stability. We demonstrate that under readily accessible conditions, room-temperature diamond maser is feasible. Room-temperature diamond maser may facilitate a broad range of microwave technologies.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual-flush toilet handles was reversed. The building management retrofitted the building's toilets with handles that operated on reduced flush when pushed down (0.8 gallons) and full flush when pulled up (1.1 gallons). The water pressure on the 5th floor (< 30 psi) is less than half the pressure on the 7th floor (>80 psi). The measured water savings post-retrofit was lower on the 5th floor than the 7th floor. The differences in water pressure may have had an impact on the quantity of water used per floor. The second floor water use was examined prior to and following the toilet fixture retrofit. This floor is where conference rooms for non-building occupants are available for use, thus occupancy is highly variable. The 3-day average volume per flush event was higher post-retrofit (0.79 gallons per event), in contrast to pre-retrofit (0.57 gallons per event). There were 40% more flush events post retrofit, which impacted the findings. Water use in the third floor fitness center was also measured for a limited number of days. Because of water line accessibility, only water use on the men's side of the fitness center was measured and from that the total fitness center water use was estimated. Using the limited data collected, the fitness center shower water use is approximately 2% of the whole building water use. Overall water use in the Wynkoop Building is below the industry baseline and GSA expectations. The dual flush fixture replacement appears to have resulted in additional water savings that are expected to show a savings in the total annual water use.

The computer codes contained in this report use source concentrations calculated by either TACT5, FPFP, or EXTRAN, and transport them via user-defined flow rates to the control room envelope. The codes compute doses to six organs from up to 150 radionuclides (or 1 toxic chemical) for time steps as short as one second. Supporting codes written in Clipper assist in data entry and manipulation, and graphically display the results of the FORTRAN calculations. 7 refs., 22 figs.

    An advanced control room complex for a nuclear power plant, including a discrete indicator and alarm system (72) which is nuclear qualified for rapid response to changes in plant parameters and a component control system (64) which together provide a discrete monitoring and control capability at a panel (14-22, 26, 28) in the control room (10). A separate data processing system (70), which need not be nuclear qualified, provides integrated and overview information to the control room and to each panel, through CRTs (84) and a large, overhead integrated process status overview board (24). The discrete indicator and alarm system (72) and the data processing system (70) receive inputs from common plant sensors and validate the sensor outputs to arrive at a representative value of the parameter for use by the operator during both normal and accident conditions, thereby avoiding the need for him to assimilate data from each sensor individually. The integrated process status board (24) is at the apex of an information hierarchy that extends through four levels and provides access at each panel to the full display hierarchy. The control room panels are preferably of a modular construction, permitting the definition of inputs and outputs, the man machine interface, and the plant specific algorithms, to proceed in parallel with the fabrication of the panels, the installation of the equipment and the generic testing thereof.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    Electric lighting is responsible for up to one third of an office building's electricity needs. Making daylight more available in office buildings can not only contribute to significant energy savings but also enhance the occupants' performance and wellbeing. Anidolic Daylighting Systems (ADS) are one type of very effective facade-integrated daylighting systems. All south-facing office rooms within the LESO solar experimental building in Lausanne (Switzerland) are equipped with a given type of ADS. A recent study has shown that these offices' occupants are highly satisfied with their lighting environment. The most energy-efficient south-facing offices have a lighting power density of less than 5W/m{sup 2}. The lighting situation within these ''best practice''-offices has been assessed using the lighting simulation software RELUX Vision. Because this lighting situation is very much appreciated by the occupants, it was used as a starting point for developing even more energy-efficient office lighting designs. Two new lighting designs, leading to lighting power densities of 3.9W/m{sup 2} and 3W/m{sup 2}, respectively, have been suggested and simulated with RELUX Vision. Simulation results have shown that the expected performances of these new systems are comparable to that of the current lighting installation within the ''best practice''-offices or even better. These simulation results have been confirmed during experiments on 20 human subjects in a test office room recently set up within the LESO building. This article gives engineers, architects and light planers valuable information and ideas on how to design energy-efficient and comfortable electric lighting systems in office rooms with abundant access to daylight.     The notion of control room operator performance being detrimentally affected by stress has long been the focus of considerable conjecture. It is important to gain a better understanding of the validity of this concern for the development of effective severe-accident management approaches. This paper illustrates the undeniable negative impact of stress on a wide variety of tasks. A computer-controlled simulated work environment was designed in which both male and female operators were closely monitored during the course of the study for both stress level (using the excretion of the urine catecholamines epinephrine and norepinephrine as an index) and job performance. The experimental parameters employed by the study when coupled with the subsequent statistical analyses of the results allow one to make some rather striking comments with respect to how a given operator might respond to a situation that he or she perceives to be psychologically stressful (whether the stress be externally or internally generated). The findings of this study clearly indicated that stress does impact operator performance on tasks similar in nature to those conducted by control room operators and hence should be seriously considered in the development of severe-accident management strategies.

    We recently reported on investigations of RF absorber materials at cryogenic temperatures conducted at Jefferson Laboratory (JLab). The work was initiated to find a replacement material for the 2 Kelvin low power waveguide Higher Order Mode (HOM) absorbers employed within the original cavity cryomodules of the Continuous Electron Beam Accelerator Facility (CEBAF). This effort eventually led to suitable candidates as reported in this paper. Furthermore, though constrained by small funds for labor and resources, we have analyzed a variety of lossy ceramic materials, several of which could be usable as HOM absorbers for both normal conducting and superconducting RF structures, e.g. as loads in cavity waveguides and beam tubes either at room or cryogenic temperatures and, depending on cooling measures, low to high operational power levels.

Two situations are investigated: Convection through a single doorway into a remote room, and a convective loop in a two story house with a south sunspace where a north stairway serves as the return path. A doorway sizing equation is given for the single door case. Data from airflow monitoring in one two-story house and summary data for five others are presented. The nature of the airflow and design guidelines are presented.

    Several groups at SLAC National Accelerator Laboratory are currently working on a RF Modulator prototype for a future linear collider known as the International Linear Collider (ILC). The ILC runs using about a 1000 Klystrons which create high power carrier waves for the particle acceleration. Klystrons receive their electrical input power from modulators. In order to move beyond the prototype phase, the laboratory might expand its ground base further down a tunnel located at the End Station B (ESB) in order to house four new Klystron Modulator Test Stations. This area is known as the B-Target Room Tunnel, and the task was to redesign the tunnel layout for the upcoming changes. The project first began by collecting substantial amount of information about the prototyped project, the tunnel and the researchers feedback of what they would like to see in the upcoming design. Subsequent to numerous planning and presentations, one particular design was. Calculations for this design were then performed for the most complex aspects of the project. Based on the results of the calculations, specific sample beams, welds, bolts and materials were chosen for the possible future construction.

    Computer programs have been developed to numerically simulate natural convection in two- and three-dimensional room geometries. The programs have been validated using published data from the literature, results from a full-scale experiment performed at the Massachusetts Institute of Technology, and results from a small-scale experiment performed at LBL. One of the computer programs has been used to study the influence of natural convection on the thermal performance of a single zone in a direct-gain passive solar building. It is found that the convective heat transfer coefficients between the air and the enclosure surfaces can be substantially different from the values assumed in the standard building energy analysis methods, and can exhibit significant variations across a given surface. This study implies that the building heating loads calculated by standard building energy analysis methods may have substantial errors as a result of their use of common assumptions regarding the convection processes which occur in an enclosure.

    Facility managers and designers know their buildings are energy intensive yet have few techniques to quantify cleanroom energy performance. Benchmarking identifies the energy end uses in a cleanroom. As expected, besides the process loads, which are often very intense, the mechanical systems are the most energy intensive in these buildings. Benchmarking the mechanical systems and components can provide useful information on system and component performance and provide a basis to identify energy-saving opportunities in cleanrooms. HVAC systems in cleanrooms are dramatically different from their counterparts in commercial buildings in terms of reliability, safety requirements, and scale. The design of cleanroom HVAC systems is a specialty area requiring unique understanding of cleanliness guidelines, airflow quantities, room pressurization, code requirements, specialty equipment, tight control, and many more details. The HVAC systems must also operate reliably and safely. Since recirculation air systems use large amounts of fan power in moving large amounts of conditioned air through HEPA filters, the cleanroom, and return pathways they represent one of the largest energy end uses in a cleanroom. In addition, many processes requiring cleanrooms also have large make-up and exhaust airflow needs requiring huge amounts of energy to move and condition the displaced air. Energy intensity for mechanical systems in cleanrooms ranges between 4 to 100 times that of commercial buildings. There is, however, a lack of comparative data on the performance of cleanroom mechanical systems. To better understand existing cleanroom systems in high technology industries, and to better enable building owners, operators, and designers to compare energy use for a given cleanroom to others, it is necessary to benchmark energy performance in such facilities.

    The Light Water Reactor Sustainability Program is a research, development, and deployment program sponsored by the United States Department of Energy. The program is operated in close collaboration with industry research and development programs to provide the technical foundations for licensing and managing the long-term, safe, and economical operation of nuclear power plants that are currently in operation. Advanced instrumentation and control (I&C) technologies are needed to support the continued safe and reliable production of power from nuclear energy systems during sustained periods of operation up to and beyond their expected licensed lifetime. This requires that new capabilities to achieve process control be developed and eventually implemented in existing nuclear control rooms. It also requires that approaches be developed and proven to achieve sustainability of I&C systems throughout the period of extended operation. Idaho National Laboratory (INL) is working closely with nuclear utilities to develop technologies and solutions to help ensure the safe life extension of current reactors. One of the main areas of focus is control room modernization. Current analog control rooms are growing obsolete, and it is difficult for utilities to maintain them. Using its reconfigurable control room simulator adapted from a training simulator, INL serves as a neutral test bed for implementing new control room system technologies and assisting in control room modernization efforts across.

    A detailed study of the ergonomics aspects of four representative Colliery Control Rooms was carried out. Numerous ergonomics limitations, many common to each of the control rooms studied, were identified particularly in relation to workspace dimensions, console layout and lighting. In order to overcome these limitations in future designs, a report detailing the Ergonomics Principles of Colliery Control Room design and Layout was prepared on the basis of the information obtained. Task analysis carried out during the studies revealed that control room operators could have a direct effect on production and that ergonomics aspects were involved in these situations. Indications of potential ergonomics problems in the wider sphere of job design were also identified particularly in relation to information handling.

    The purpose of this report is to outline the toxic metal characterization and decontamination efforts in Area 6, Building 914. This includes the initial building inspection, the hotspot sampling, results/findings, building cleanup, and the verification sampling. Building 914 is a steel light frame building that was constructed in 1992. It is about 16,454 square feet, and five employees are assigned to this building. According to the building's floor plan blueprints, it could be inferred that this building was once a Wiremen/Lineman shop. In 2002-2004, the National Nuclear Security Administration Nevada Site Office embarked on a broad characterization of beryllium (Be) surface concentrations throughout the North Las Vegas Facility, the Nevada National Security Site (NNSS), and ancillary facilities like the Special Technologies Laboratory, Remote Sensing Laboratory, etc. Building 914 was part of this characterization. The results of the 2002 study illustrated that the metal housekeeping limits were within acceptable limits and from a Be standpoint, the building was determined to be fit for occupancy. On March 2, 2011, based on a request from Building 914 users, National Security Technologies, LLC (NSTec) Industrial Hygiene (IH) collected bulk samples from the southwest corner of Building 914 at heights above 6 feet where black dust had been noticed on this particular wall. IH conducted surface swipe sampling of the area and analyzed the samples for toxic metals, namely, beryllium (Be), cadmium (Cd), chromium (Cr), lead (Pb), and manganese (Mn). The sample results indicated values two to four times above the housekeeping threshold for Be, Cd, Cr, Pb, and Mn. Subsequently, the facility was closed and posted; the necessary personnel were notified; and controls were instituted for ingress and egress of the building. On March 17, 2011, IH performed an extensive sampling event involving the entire warehouse in accordance with NSTec Organization Procedure OP-P250.004, Sampling Procedures. Analysis of the results from this exercise illustrated that toxic metal contamination was ubiquitous throughout the warehouse section of this building but did not extend into the office, restroom, and break room areas. On March 22, 2011, a planning meeting was held with Environment, Safety, Health & Quality management; Operations & Infrastructure (O&I) mangement; Facility Management; Occupational Medicine; O&I Operations; and IH. After a brief discussion concerning the salient facts of the surface sample results, it was agreed that the facility and its contents required cleaning. The facility would then be re-sampled to verify cleanliness and suitability for re-occupancy. On April 18, 2011, warehouse cleanup activites began. On July 5, 2011, upon receipt of the results from the last cleaned section, the cleanup operations were concluded. The building was statistically determined to be clean; thus, it could be reoccupied and the warehouse operations could resume immediately.

    This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

    Fifty-seven percent of US servers are housed in server closets, server rooms, and localized data centers, in what are commonly referred to as small server rooms, which comprise 99percent of all server spaces in the US. While many mid-tier and enterprise-class data centers are owned by large corporations that consider energy efficiency a goal to minimize business operating costs, small server rooms typically are not similarly motivated. They are characterized by decentralized ownership and management and come in many configurations, which creates a unique set of efficiency challenges. To develop energy efficiency strategies for these spaces, we surveyed 30 small server rooms across eight institutions, and selected four of them for detailed assessments. The four rooms had Power Usage Effectiveness (PUE) values ranging from 1.5 to 2.1. Energy saving opportunities ranged from no- to low-cost measures such as raising cooling set points and better airflow management, to more involved but cost-effective measures including server consolidation and virtualization, and dedicated cooling with economizers. We found that inefficiencies mainly resulted from organizational rather than technical issues. Because of the inherent space and resource limitations, the most effective measure is to operate servers through energy-efficient cloud-based services or well-managed larger data centers, rather than server rooms. Backup power requirement, and IT and cooling efficiency should be evaluated to minimize energy waste in the server space. Utility programs are instrumental in raising awareness and spreading technical knowledge on server operation, and the implementation of energy efficiency measures in small server rooms.

The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    The Level III Baseline Risk Evaluation (BRE) for Building 3505, the ORNL Metal Recovery Facility, provides an analysis of the potential for adverse health effects, current or future, associated with the presence of hazardous substances in the building. The Metal Recovery Facility was used from 1952 through 1960 to process large quantities of radioactive material using the PUREX process for the recovery of uranium-238, plutonium-239, neptunium-237, and americium-241. The facility consists of seven process cells (A through G), a canal, a dissolver room, a dissolver pit, an office, locker room, storage area, control room, electrical gallery, shop, and makeup area. The cells were used to house the nuclear fuel reprocessing equipment, and the canal was constructed to be used as a water-shielded transfer canal. Currently, there are no known releases of radioactive contaminants from Building 3505. To perform the BRE, historical radiological survey data were used to estimate the concentration of alpha- and beta/gamma emitting radionuclides in the various cells, rooms, and other areas in Building 3505. Data from smear surveys were used to estimate the amount of transferable contamination (to which receptors can be exposed via inhalation and ingestion), and data from probe surveys were used to estimate the amount of both fixed and transferable contamination (from which receptors can receive external exposure). Two land use scenarios, current and future, and their subsequent exposure scenarios were explored in the BRE. Under the current land use scenario, two exposure scenarios were evaluated. The first was a worst-case industrial exposure scenario in which the receptor is a maintenance worker who works 8 hours/day, 350 days/year in the building for 25 years. In the second, more realistic exposure scenario, the receptor is a surveillance and maintenance (S&M) worker who spends two 8-hour days/year in the building for 25 years.

    Recent experimental and numerical studies of convective heat transfer in buildings are described, and important results are presented. The experimental work has been performed on small-scale, water-filled enclosures; the numerical analysis results have been produced by a computer program based on a finite-difference scheme. The convective processes investigated in this research are: (1) natural convective heat transfer between room surfaces and the adjacent air, (2) natural convective heat transfer between adjacent rooms through a doorway or other openings, and (3) forced convection between the building and its external environment (such as wind-driven ventilation through windows, doors, or other openings). Results obtained at Lawrence Berkeley Laboratory (LBL) for surface convection coefficients are compared with existing ASHRAE correlations, and differences can have a significant impact on the accuracy of building energy analysis computer simulations. Interzone coupling correlations obtained from experimental work are in reasonable agreement with recently published experimental results and with earlier published work. Numerical simulations of wind-driven natural ventilation are presented. They exhibit good qualitative agreement with published wind-tunnel data.

    nformation foraging theory articulates the role of the human as an 'informavore' that seeks information and follows optimal foraging strategies (i.e., the 'information scent') to find meaningful information. This paper briefly reviews the findings from information foraging theory outside the nuclear domain and then discusses the types of information foraging strategies operators employ for normal and off-normal operations in the control room. For example, operators may employ a predatory 'wolf' strategy of hunting for information in the face of a plant upset. However, during routine operations, the operators may employ a trapping 'spider' strategy of waiting for relevant indicators to appear. This delineation corresponds to information pull and push strategies, respectively. No studies have been conducted to determine explicitly the characteristics of a control room interface that is optimized for both push and pull information foraging strategies, nor has there been empirical work to validate operator performance when transitioning between push and pull strategies. This paper explores examples of control room operators as wolves vs. spiders and con- cludes by proposing a set of research questions to investigate information foraging in control room settings.

    Oak Ridge National Laboratory is conducting a research project the purpose of which is to develop the technical bases for regulatory review criteria for use in evaluating the safety implications of human factors associated with the use of artificial intelligence and expert systems, and with advanced instrumentation and control (I and C) systems in nuclear power plants (NPP). This report documents the results from Task 8 of that project. The primary objectives of the task was to identify the scope and type of control and monitoring tasks now performed by control-room operators. Another purpose was to address the types of controls and safety systems needed to operate the nuclear plant. The final objective of Task 8 was to identify and categorize the type of information and displays/indicators required to monitor the performance of the control and safety systems. This report also discusses state-of-the-art controls and advanced display devices which will be available for use in control-room retrofits and in control room of future plants. The fundamental types of control and monitoring tasks currently conducted by operators can be divided into four classifications: function monitoring tasks, control manipulation tasks, fault diagnostic tasks, and administrative tasks. There are three general types of controls used in today`s NPPs, switches, pushbuttons, and analog controllers. Plant I and C systems include components to achieve a number of safety-related functions: measuring critical plant parameters, controlling critical plant parameters within safety limits, and automatically actuating protective devices if safe limits are exceeded. The types of information monitored by the control-room operators consist of the following parameters: pressure, fluid flow and level, neutron flux, temperature, component status, water chemistry, electrical, and process and area radiation. The basic types of monitoring devices common to nearly all NPP control rooms include: analog meters, graphic recorders, digital displays and counters, light indicators, visual and audio alarms, and cathode-ray tubes.

    The aim of this work is to simulate the pollutants transport in buildings. Focusing mainly on the presence of CO2, firstly we resolve the airflow equations for two typical validation cases, the Rao case and the IEA case. These numerical results are compared to the most known software and they are used to evaluate of the evolution of CO2 concentration in the different rooms. In order to obtain the different parameters and filters of the proposed model we use a statistical method based on Bayesian inference. The final comparison of results is coherent but a complementary experimental procedure is necessary to calibrate and refine the model

    Gas utilities across the US are aggressively pursuing the natural gas vehicle market by putting in place the infrastructure needed to ensure the growth of the important market. The first annual P and GJ NGV Marketing Survey has revealed many utilities plant to build and continue building NGV fueling facilities. The NGV industry in the US is confronting a classic chicken-or-egg quandary. Fleet operators and individual drivers are naturally unwilling to commit to a natural gas vehicle fuel until sufficient fueling facilities are in place, yet service station operators are reluctant to add NGV refueling capacity until enough CNG vehicles are on the road to create demand. The future of the NGV market is bright, but continued research and product improvements by suppliers as well as LDCs is needed if the potential is to be fulfilled. Advances in refueling facilities must continue if the market is to develop.

    An ergonomics assessment of the control room at Leningrad Nuclear Power Plant has been undertaken as part of an international project funded by the EU TACIS program. The project was focused on the upgrading of the existing control facilities and the installation of a validation facility to evaluate candidate refurbishment proposals before their implementation at the plant. The ergonomics methodology applied in the investigation was wide ranging and included an analysis of reported events, extensive task analysis (including novel techniques) and validation studies using experienced operators. The paper addresses the potential difficulties for the human operator associated with fully computerized interfaces and shows how the validation facility and the outcomes from ergonomics assessment will be used to minimise any adverse impact on performance that may be caused by proposed control room changes.     The invention provides a novel class of room-temperature, single-phase, magnetoelectric multiferroic (PbFe.sub.0.67W.sub.0.33O.sub.3).sub.x (PbZr.sub.0.53Ti.sub.0.47O.sub.3).sub.1-x (0.2.ltoreq.x.ltoreq.0.8) (PFW.sub.x-PZT.sub.1-x) thin films that exhibit high dielectric constants, high polarization, weak saturation magnetization, broad dielectric temperature peak, high-frequency dispersion, low dielectric loss and low leakage current. These properties render them to be suitable candidates for room-temperature multiferroic devices. Methods of preparation are also provided.
