    Highlights: • On-site segregation level: 1.80%; training and motivation strategies were not effective. • 70% Cardboard waste: from switches and sockets during the building services stage. • 40% Plastic waste: generated during structures and partition works due to palletizing. • >50% Wood packaging waste, basically pallets, generated during the envelope works. - Abstract: The construction sector is responsible for around 28% of the total waste volume generated in Europe, which exceeds the amount of household waste. This has led to an increase of different research studies focusing on construction waste quantification. However, within the research studies made, packaging waste has been analyzed to a limited extent. This article focuses on the packaging waste stream generated in the construction sector. To this purpose current on-site waste packaging management has been assessed by monitoring ten Mediterranean residential building works. The findings of the experimental data collection revealed that the incentive measures implemented by the construction company to improve on-site waste sorting failed to achieve the intended purpose, showing low segregation ratios. Subsequently, through an analytical study the generation patterns for packaging waste are established, leading to the identification of the prevailing kinds of packaging and the products responsible for their generation. Results indicate that plastic waste generation maintains a constant trend throughout the whole construction process, while cardboard becomes predominant towards the end of the construction works with switches and sockets from the electricity stage. Understanding the production patterns of packaging waste will be beneficial for adapting waste management strategies to the identified patterns for the specific nature of packaging waste within the context of construction worksites.

These are the questions this report seeks to address. The report begins with a discussion of the relative advantages and disadvantages of community wind ownership, as opposed to the large commercially-owned projects that have so far dominated US wind development. Next, four detailed case studies relate community-owned wind experience in Denmark, Sweden, the UK, Germany, focusing primarily on the different participatory models employed in each country. The report then categorizes the various models into three main groupings--community-led, developer-led, and investment funds--and draws general conclusions about the success of each category in Europe, and the conditions that dictate the effective use of one approach over another. Finally, the focus shifts to the US, where the report discusses the domestic barriers facing each model category, and identifies the category offering the most value with the fewest barriers to implementation. The report concludes with a high-level introduction to potential applications for community wind ownership within the United States.

    This cost of ownership analysis identifies the factors impacting the value proposition for fuel cell backup power and presents the estimated annualized cost of ownership for fuel cell backup power systems compared with the incumbent technologies of battery and diesel generator systems. The analysis compares three different backup power technologies (diesel, battery, and fuel cell) operating in similar circumstances in four run time scenarios (8, 52, 72, and 176 hours).

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

    Most utility-scale renewable energy projects in the United States are developed and financed by private renewable energy companies. Electric output is then sold to investor-owned and public utilities under long-term contracts. Limited partnerships, sale/leaseback arrangements, and project-financing have historically been the dominant forms of finance in the windpower industry, with project-finance taking the lead more recently. Although private ownership using project-finance is still the most popular form of windpower development, alternative approaches to ownership and financing are becoming more prevalent. U.S. public and investor-owned electric utilities (IOUs) have begun to participate directly in windpower projects by owning and financing their own facilities rather than purchasing windpower from independent non-utility generators (NUGs) through power purchase agreements (PPAs). In these utility-ownership arrangements, the wind turbine equipment vendor/developer typically designs and constructs a project under a turnkey contract for the eventual project owner (the utility). The utility will also frequently sign an operations and maintenance (O&M) contract with the project developer/equipment vendor. There appear to be a number of reasons for utility involvement in recent and planned U.S. wind projects. One important claim is that utility ownership and self-finance provides substantial cost savings compared to contracting with private NUGs to supply wind-generated power. In this report, we examine that assertion.

    Ownership of United States hydroelectric plants is reviewed from several perspectives. Plant owners are grouped into six owner classes as defined by the Federal Energy Regulatory Commission. The numbers of plants and the corresponding total capacity associated with each owner class are enumerated. The plant owner population is also evaluated based on the number of owners in each owner class, the number of plants owned by a single owner, and the size of plants based on capacity ranges associated with each owner class. Plant numbers and corresponding total capacity associated with owner classes in each state are evaluated. Ownership by federal agencies in terms of the number of plants owned by each agency and the corresponding total capacity is enumerated.     This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

The list includes all plants licensed to operate, under construction, docked for NRC safety and environmental reviews, or under NRC antitrust review. It does not include those plants announced but not yet under review or those plants formally canceled. In many cases, ownership may be in the process of changing as a result of altered financial conditions, changed power needs, and other reasons. However, this list reflects only those ownership percentages of which the NRC has been formally notified. Part I lists plants alphabetically with their associated applicants/licensees and percentage ownership. Part II lists applicants/licensees alphabetically with their associated plants and percentage ownership. Part I also indicates which plants have received operating licenses (OL's).     This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

    Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

    The 1995 annual report discusses laboratory activities in the Building Technology Program. The report is divided into four categories: windows and daylighting, lighting systems, building energy simulation, and advanced building systems. The objective of the Building Technologies program is to assist the U.S. building industry in achieving substantial reductions in building-sector energy use and associated greenhouse gas emissions while improving comfort, amenity, health, and productivity in the building sector. Past efforts have focused on windows and lighting, and on the simulation tools needed to integrate the full range of energy efficiency solutions into achievable, cost-effective design solutions for new and existing buildings. Current research is based on an integrated systems and life-cycle perspective to create cost-effective solutions for more energy-efficient, comfortable, and productive work and living environments. Sixteen subprograms are described in the report.

    The purpose of this Corrective Action Unit (CAU) Work Plan is to provide a strategy to be used by the US Department of Energy Nevada Operations Office (DOE/NV), the US Department of Defense (DoD) Defense Special Weapons Agency (DSWA) (formerly the Defense Nuclear Agency), and contractor personnel for conducting corrective actions at the Nevada Test Site (NTS) and Nevada off-site locations including the Tonopah Test Range (TTR), the Project Shoal Area, and the Central Nevada Test Area. This Work Plan applies to housekeeping category CAUs already listed in the Federal Facility Agreement and Consent Order (FFACO) Appendices (FFACO, 1996) as well as newly identified Corrective Action Sites (CASs) that will follow the housekeeping process.

Since, the term has been used to represent a variety of related, yet differing topics, each with a slightly different focus and purpose. Wiring and networking-infrastructure companies emphasize the cabling requirements for communication in intelligent buildings and the need to accommodate future needs for higher-speed broadband. Lucent (Lucent 2000) for example, defines an IB as "...one with a completely integrated wiring architecture.     The paper compares hydrographic and terrain categories in the geospatial data standards of the US, Taiwan, and Russian Federation where the dominant languages used are from di erent language families. It aims to identify structural and semantic di erences between similar categories across three geospatial data standards. By formalizing the data standard structures and identifying the properties that di erentiate sibling categories in each geospatial data standard using well-known formal relations and quality universals, we develop a common basis on which hydrographic and terrain categories in the three data standards can be compared. The result suggests that all three data standards structure categories with a mixture of relations with di erent meaning even though most of them are well-known relations in top-level ontologies. Similar categories can be found across all three standards but exact match between similar categories are rare.

    The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

The purpose of this study was to determine the relative importance of energy end-use functions other than HVAC and lighting for commercial buildings, and to identify general avenues and approaches for energy use reduction. Specific energy consuming technologies addressed include non-HVAC and lighting technologies in commercial buildings with significant energy use to warrant detailed analyses. The end-uses include office equipment, refrigeration, water heating, cooking, vending machines, water coolers, laundry equipment and electronics other than office equipment. The building types include offices, retail, restaurants, schools, hospitals, hotels/motels, grocery stores, and warehouses.

    In this paper, we describe a Mackey type decomposition for group actions on abelian categories. This allows us to define new Mackey functors which associates to any subgroup the K-theory of the corresponding equivariantized abelian category. In the case of an action by tensor autoequivalences, the Mackey functor at the level of Grothendieck rings has a Green functor structure. As an application we give a description of the Grothendieck rings of equivariantized fusion categories under group actions by tensor autoequivalences on graded fusion categories. In this settings, a new formula for the tensor product of any two simple objects of an equivariantized fusion category is given, simplifying the fusion formula from Burciu and Natale [J. Math. Phys. 54, 013511 (2013)].

These three organizational precedents are analyzed in terms of their histories, structures, legal powers, sources of capital, and social and political aspects. Examples of related experiments with renewable energy technologies are given, and inferences are drawn regarding the organizations' suitability as vehicles for future implementation of decentralized renewable energy systems.

    The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility.     Today’s categories for responding to targeted violence are motive-based and tend to drive policies, practices, training, media coverage, and research. These categories are based on the assumption that there are significant differences between ideological and non-ideological actors and between domestic and international actors. We question the reliance on these categories and offer an alternative way to frame the response to multiple forms of targeted violence. We propose adopting a community-based multidisciplinary approach to assess risk and provide interventions that are focused on the pre-criminal space. We describe four capabilities that should be implemented locally by establishing and maintaining multidisciplinary response teams that combine community and law-enforcement components: (1) community members are educated, making them better able to identify and report patterns associated with elevated risk for violence; (2) community-based professionals are trained to assess the risks for violent behavior posed by individuals; (3) community-based professionals learn to implement strategies that directly intervene in causal factors for those individuals who are at elevated risk; and (4) community-based professionals learn to monitor and assess an individual’s risk for violent behaviors on an ongoing basis. Community-based multidisciplinary response teams have the potential to identify and help persons in the pre-criminal space and to reduce barriers that have traditionally impeded community/law-enforcement collaboration.

    Advantages of the self-audit approach to energy conservation are presented. These are that it is cheaper to do it yourself; the employees become part of the corporate conservation effect; and no one knows the building and its needs better than the occupant. Steps described in the lighting survey procedure are: (1) divide the building into categories; (2) determine the total square footage for each category; (3) assign a power allowance for each category; (4) multiply the total square footage for each category by the respective power allowances; (5) add the budget sub-totals for each category to determine total building budget; and (6) walk through the building room-by-room and calculate the connected lighting load fixture-by-fixture.     Buildings are an integral part of our nation’s energy economy. The advancement in information and communications technology (ICT) has revolutionized energy management in industrial facilities and large commercial buildings. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging. However, while the technology to support this collaboration has been demonstrated at various degrees of maturity, the integration frameworks and ecosystems of products that support the ability to easily install, maintain, and evolve building systems and their equipment components are struggling to nurture the fledging business propositions of their proponents.

    A seaport simulation model, PORTSIM, has been developed for the Department of Defense (DOD) at Argonne National Laboratory. PORTSIM simulates the detailed processes of cargo loading and unloading in a seaport and provides throughput capability, resource utilization, and other important information on the bottlenecks in a seaport operation, which are crucial data in determining troop and equipment deployment capability. There are two key problems to solve in developing the HLA-compliant PORTSIM model. The first is the cargo object ownership transfer problem. In PORTSIM, cargo items, e.g. vehicles, containers, and pallets, are objects having asset attributes. Cargo comes to a seaport for loading or unloading. The ownership of a cargo object transfers from its carrier to the port and then from the port to a new carrier. Each owner of the cargo object is responsible for publishing and updating the attributes of the cargo object when it has the ownership. This creates a unique situation in developing the PORTSIM federate object model, that is, the ownership of the object instead of the attributes needs to be changed in handling the cargo object in the PORTSIM federate. The ownership management service provided by the current RTI does not directly address this issue. The second is the time management issue. PORTSIM is an event-driven simulation that models seaport operations over time. To make PORTSIM HLA compliant, time management must be addressed to allow for synchronization with other simulation models. This paper attempts to address these two issues and methodologies developed for solving these two problems.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    A zero net energy (ZNE) building produces as much energy on-site as it uses on an annual basis--using a grid-tied, net-metered photovoltaic (PV) system and active solar. The optimal path to ZNE extends from a base case to the ZNE building through a series of energy-saving building designs with minimal energy-related owning and operating costs. BEopt is a computer program designed to find optimal building designs along the path to ZNE. A user selects from among predefined options in various categories to specify options to be considered in the optimization. Energy savings are calculated relative to a reference. The reference can be either a user-defined base-case building or a climate-specific Building America Benchmark building automatically generated by BEopt. The user can also review and modify detailed information on all available options and the Building America Benchmark in a linked options library spreadsheet.
