Community wind power ownership schemes in Europe and their relevance to the United States

With varying success, the United States and Europe have followed a more or less parallel path of policies to support wind development over the past twenty years. Feed-in laws and tax incentives first popularized in California in the early 1980s and greatly expanded upon in Europe during the 1990s are gradually giving way to market-based support mechanisms such as renewable portfolio standards, which are being implemented in one form or another in ten US states and at least three European nations. At the same time, electricity markets are being liberalized in both the US and Europe, and many electricity consumers are being given the choice to support the development of renewable energy through higher tariffs, both in traditionally regulated and newly competitive markets. One notable area in which wind development in Europe and United States has not evolved in common, however, is with respect to the level of community ownership of wind turbines or clusters. While community ownership of wind projects is unheard of in the United States, in Europe, local wind cooperatives or other participatory business schemes have been responsible for a large share of total wind development. In Denmark, for example, approximately 80% of all wind turbines are either individually or cooperatively owned, and a similar pattern holds in Germany, the world leader in installed wind capacity. Sweden also has a strong wind cooperative base, and the UK has recently made forays into community wind ownership. Why is it that wind development has evolved this way in Europe, but not in the United States? What incremental effect have community-owned wind schemes had on European wind development? Have community-owned wind schemes driven development in Europe, or are they merely a vehicle through which the fundamental driving institutions have been channeled? Is there value to having community wind ownership in the US? Is there reason to believe that such schemes would succeed in the US? If so, which model seems most appropriate, and what barriers--legal, regulatory, tax, market, or investment--stand in the way of implementing such a scheme? These are the questions this report seeks to address. The report begins with a discussion of the relative advantages and disadvantages of community wind ownership, as opposed to the large commercially-owned projects that have so far dominated US wind development. Next, four detailed case studies relate community-owned wind experience in Denmark, Sweden, the UK, Germany, focusing primarily on the different participatory models employed in each country. The report then categorizes the various models into three main groupings--community-led, developer-led, and investment funds--and draws general conclusions about the success of each category in Europe, and the conditions that dictate the effective use of one approach over another. Finally, the focus shifts to the US, where the report discusses the domestic barriers facing each model category, and identifies the category offering the most value with the fewest barriers to implementation. The report concludes with a high-level introduction to potential applications for community wind ownership within the United States.

Category computation theory deals with a web-based systemic processing that underlies the morphic webs, which constitute the basis of categorial logical calculus. It is proven that, for these structures, algorithmically incompressible binary patterns can be morphically compressed, with respect to the local connectivities, in a binary morphic program. From the local connectivites, there emerges a global morphic connection that can be characterized by a low length binary string, leading to the identification of chaotic categorial dynamics, underlying the algorithmically random pattern. Transformation of California's Residential Photovoltaics Market Through Third-Party Ownership

Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

A Study of United States Hydroelectric Plant Ownership

Ownership of United States hydroelectric plants is reviewed from several perspectives. Plant owners are grouped into six owner classes as defined by the Federal Energy Regulatory Commission. The numbers of plants and the corresponding total capacity associated with each owner class are enumerated. The plant owner population is also evaluated based on the number of owners in each owner class, the number of plants owned by a single owner, and the size of plants based on capacity ranges associated with each owner class. Plant numbers and corresponding total capacity associated with owner classes in each state are evaluated. Ownership by federal agencies in terms of the number of plants owned by each agency and the corresponding total capacity is enumerated. A GIS application that is publicly available on the Internet that displays hydroelectric plants on maps and provides basic information about them is described.

This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

Evaluation of the Total Cost of Ownership of Fuel Cell-Powered Material Handling Equipment

This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

Does Dual Ownership of Waste Imply a Regional Disposal Approach?

The construction of the Nuclear Power Plant Krsko, being located in Slovenia near the Slovenian-Croatian border, was a joint investment by Slovenia and Croatia, two republics of the former Yugoslavia. The plant was completed in 1981 and the commercial operation started early in 1983. The obligations and rights of both investors during the construction and operation were specified in two bilateral contracts signed in 1974 and 1982. These contracts were fairly detailed on construction, operation and exploitation of the nuclear power plant (NPP), but they said very little about future nuclear liabilities. The electricity production was equally shared between the two countries and both parties participated in management of the NPP. In 1991, after Slovenia and Croatia became two independent countries, the agreement on the ownership and exploitation of the NPP Krsko was re-negotiated and a new contract signed in 2003. By the new contract the decommissioning and the disposal of spent fuel (SF) as well as low and intermediate level waste (LILW) is the responsibility of both parties, and the financial resources for covering these liabilities should be equally provided. Regardless of shared ownership of waste, the agreement opts for a single disposal solution for LILW as well as for SF, but the details are left open. More clear elaboration of these responsibilities is given in the programme of the decommissioning and disposal of radioactive waste from the NPP which was jointly prepared by the Slovenian and Croatian waste management organisations in 2004. The programme is clearly opting for only one repository for LILW and one repository for spent fuel, which can be located either in Slovenia or Croatia. Irrespective of the country where such a repository will be sited, dual ownership of waste opens up another dimension of such a solution: will such a repository be regarded as a national facility or as a regional or multinational facility? Both options-national and regional/multinational- may have a strong influence on future agreements on waste disposal, but so far these aspects have not been addressed either in Slovenia or Croatia. The paper brings reflections and discussion on these aspects of waste management in Slovenia and reveals the current situation of the waste disposal project in the country. (authors)

The 1995 annual report discusses laboratory activities in the Building Technology Program. The report is divided into four categories: windows and daylighting, lighting systems, building energy simulation, and advanced building systems. The objective of the Building Technologies program is to assist the U.S. building industry in achieving substantial reductions in building-sector energy use and associated greenhouse gas emissions while improving comfort, amenity, health, and productivity in the building sector. Past efforts have focused on windows and lighting, and on the simulation tools needed to integrate the full range of energy efficiency solutions into achievable, cost-effective design solutions for new and existing buildings. Current research is based on an integrated systems and life-cycle perspective to create cost-effective solutions for more energy-efficient, comfortable, and productive work and living environments. Sixteen subprograms are described in the report.

Given a Lagrangian V \\cong CP^n in a symplectic manifold (M,\\omega), there is an associated symplectomorphism \\phi_V of M. We define the notion of a CP^n-object in an A-infinity-category A and use this to construct algebraically an A-infinity-functor \\Phi_V and prove that it induces an autoequivalence of the derived category DA. We conjecture that \\Phi_V corresponds to the action of \\phi_V and prove this in the lowest dimension n=1. The construction is designed to be mirror to a construction of Huybrechts and Thomas.

The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

The purpose of this study was to determine the relative importance of energy end-use functions other than HVAC and lighting for commercial buildings, and to identify general avenues and approaches for energy use reduction. Specific energy consuming technologies addressed include non-HVAC and lighting technologies in commercial buildings with significant energy use to warrant detailed analyses. The end-uses include office equipment, refrigeration, water heating, cooking, vending machines, water coolers, laundry equipment and electronics other than office equipment. Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

High-performance commercial building systems

This report summarizes key technical accomplishments resulting from the three year PIER-funded R&D program, ''High Performance Commercial Building Systems'' (HPCBS). The program targets the commercial building sector in California, an end-use sector that accounts for about one-third of all California electricity consumption and an even larger fraction of peak demand, at a cost of over $10B/year. Commercial buildings also have a major impact on occupant health, comfort and productivity. Building design and operations practices that influence energy use are deeply engrained in a fragmented, risk-averse industry that is slow to change. Although California's aggressive standards efforts have resulted in new buildings designed to use less energy than those constructed 20 years ago, the actual savings realized are still well below technical and economic potentials. The broad goal of this program is to develop and deploy a set of energy-saving technologies, strategies, and techniques, and improve processes for designing, commissioning, and operating commercial buildings, while improving health, comfort, and performance of occupants, all in a manner consistent with sound economic investment practices. Results are to be broadly applicable to the commercial sector for different building sizes and types, e.g. offices and schools, for different classes of ownership, both public and private, and for owner-occupied as well as speculative buildings. The program aims to facilitate significant electricity use savings in the California commercial sector by 2015, while assuring that these savings are affordable and promote high quality indoor environments. The five linked technical program elements contain 14 projects with 41 distinct R&D tasks. Collectively they form a comprehensive Research, Development, and Demonstration (RD&D) program with the potential to capture large savings in the commercial building sector, providing significant economic benefits to building owners and health and performance benefits to occupants. At the same time this program can strengthen the growing energy efficiency industry in California by providing new jobs and growth opportunities for companies providing the technology, systems, software, design, and building services to the commercial sector. The broad objectives across all five program elements were: (1) To develop and deploy an integrated set of tools and techniques to support the design and operation of energy-efficient commercial buildings; (2) To develop open software specifications for a building data model that will support the interoperability of these tools throughout the building life-cycle; (3) To create new technology options (hardware and controls) for substantially reducing controllable lighting, envelope, and cooling loads in buildings; (4) To create and implement a new generation of diagnostic techniques so that commissioning and efficient building operations can be accomplished reliably and cost effectively and provide sustained energy savings; (5) To enhance the health, comfort and performance of building occupants. (6) To provide the information technology infrastructure for owners to minimize their energy costs and manage their energy information in a manner that creates added value for their buildings as the commercial sector transitions to an era of deregulated utility markets, distributed generation, and changing business practices. Our ultimate goal is for our R&D effort to have measurable market impact. This requires that the research tasks be carried out with a variety of connections to key market actors or trends so that they are recognized as relevant and useful and can be adopted by expected users. While some of this activity is directly integrated into our research tasks, the handoff from ''market-connected R&D'' to ''field deployment'' is still an art as well as a science and in many areas requires resources and a timeframe well beyond the scope of this PIER research program. The aim of this paper is to introduce the categorical setup which helps us to relate the theory of Macdonald polynomials and the theory of Weyl modules for current Lie algebras discovered by V.\\,Chari and collaborators. We identify Macdonald pairing with the homological pairing on the ring of characters of the Lie algebra of currents $\\mathbf{g}\\otimes\\mathbb{C}[x,\\xi]$. We use this description in order to define complexes of modules whose Euler characteristic of characters coincide with Macdonald polynomials. We generalize this result to the case of graded Lie algebras with anti-involution. We show that whenever the BGG reciprocity holds for the corresponding category of modules then these complexes collapse to the modules concentrated in homological degree $0$. The latter modules generalizes the notion of Weyl modules for current Lie algebras and the notion of Verma modules in the BGG category $\\mathcal{O}$. We give different criterions of BGG reciprocity and apply them to the Lie algebra of currents $\\mathbf{g}\\otimes\\mathbb{C}[x]$ with $\\mathbf{g}$ semisimple.

For the analysis, 12 field-labor draft categories are used; each is weighted corresponding to the labor craft distribution associated with the typical construction project. A seaport simulation model, PORTSIM, has been developed for the Department of Defense (DOD) at Argonne National Laboratory. PORTSIM simulates the detailed processes of cargo loading and unloading in a seaport and provides throughput capability, resource utilization, and other important information on the bottlenecks in a seaport operation, which are crucial data in determining troop and equipment deployment capability. There are two key problems to solve in developing the HLA-compliant PORTSIM model. The first is the cargo object ownership transfer problem. In PORTSIM, cargo items, e.g. vehicles, containers, and pallets, are objects having asset attributes. Cargo comes to a seaport for loading or unloading. The ownership of a cargo object transfers from its carrier to the port and then from the port to a new carrier. Each owner of the cargo object is responsible for publishing and updating the attributes of the cargo object when it has the ownership. This creates a unique situation in developing the PORTSIM federate object model, that is, the ownership of the object instead of the attributes needs to be changed in handling the cargo object in the PORTSIM federate. The ownership management service provided by the current RTI does not directly address this issue. The second is the time management issue. PORTSIM is an event-driven simulation that models seaport operations over time. To make PORTSIM HLA compliant, time management must be addressed to allow for synchronization with other simulation models. This paper attempts to address these two issues and methodologies developed for solving these two problems.

Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

Advantages of the self-audit approach to energy conservation are presented. These are that it is cheaper to do it yourself; the employees become part of the corporate conservation effect; and no one knows the building and its needs better than the occupant. Steps described in the lighting survey procedure are: (1) divide the building into categories; (2) determine the total square footage for each category; (3) assign a power allowance for each category; (4) multiply the total square footage for each category by the respective power allowances; (5) add the budget sub-totals for each category to determine total building budget; and (6) walk through the building room-by-room and calculate the connected lighting load fixture-by-fixture. A Total Cost of Ownership Model for Low Temperature PEM Fuel Cells in Combined Heat and Power and Backup Power Applications

A total cost of ownership model is described for low temperature proton exchange membrane stationary fuel cell systems for combined heat and power (CHP) applications from 1-250kW and backup power applications from 1-50kW. System designs and functional specifications for these two applications were developed across the range of system power levels. Bottom-up cost estimates were made for balance of plant costs, and detailed direct cost estimates for key fuel cell stack components were derived using design-for-manufacturing-and-assembly techniques. The development of high throughput, automated processes achieving high yield are projected to reduce the cost for fuel cell stacks to the $300/kW level at an annual production volume of 100 MW. Several promising combinations of building types and geographical location in the U.S. were identified for installation of fuel cell CHP systems based on the LBNL modelling tool DER CAM. Life-cycle modelling and externality assessment were done for hotels and hospitals. Reduced electricity demand charges, heating credits and carbon credits can reduce the effective cost of electricity ($/kWhe) by 26-44percent in locations such as Minneapolis, where high carbon intensity electricity from the grid is displaces by a fuel cell system operating on reformate fuel. This project extends the scope of existing cost studies to include externalities and ancillary financial benefits and thus provides a more comprehensive picture of fuel cell system benefits, consistent with a policy and incentive environment that increasingly values these ancillary benefits. The project provides a critical, new modelling capacity and should aid a broad range of policy makers in assessing the integrated costs and benefits of fuel cell systems versus other distributed generation technologies.

Battery Ownership Model: A Tool for Evaluating the Economics of Electrified Vehicles and Related Infrastructure (Presentation)

This presentation uses a vehicle simulator and economics model called the Battery Ownership Model to examine the levelized cost per mile of conventional (CV) and hybrid electric vehicles (HEVs) in comparison with the cost to operate an electric vehicle (EV) under a service provider business model. The service provider is assumed to provide EV infrastructure such as charge points and swap stations to allow an EV with a 100-mile range to operate with driving profiles equivalent to CVs and HEVs. Battery cost, fuel price forecast, battery life, and other variables are examined to determine under what scenarios the levelized cost of an EV with a service provider can approach that of a CV. Scenarios in both the United States as an average and Hawaii are examined. The levelized cost of operating an EV with a service provider under average U.S. conditions is approximately twice the cost of operating a small CV. If battery cost and life can be improved, in this study the cost of an EV drops to under 1.5 times the cost of a CV for U.S. average conditions. In Hawaii, the same EV is only slightly more expensive to operate than a CV.

Lessons Learned: The Grand Junction Office Site Transfer to Private Ownership

The U.S. Department of Energy Grand Junction Office (DOE?GJO) in Grand Junction, Colorado, has played an integral role within the DOE complex for many years. GJO has a reputation for outstanding quality in the performance of complex environmental restoration projects, utilizing state-of-the-art technology. Many of the GJO missions have been completed in recent years. In 1998, DOE Headquarters directed GJO to reduce its mortgage costs by transferring ownership of the site and to lease space at a reasonable rate for its ongoing work. A local community group and GJO have entered into a sales contract; signing of the Quitclaim Deed is planned for February 16, 2001. Site transfer tasks were organized as a project with a critical-path schedule to track activities and a Site Transition Decision Plan was prepared that included a decision process flow chart, key tasks, and responsibilities. Specifically, GJO identified the end state with affected parties early on, successfully dealt with site contamination issues, and negotiated a lease-back arrangement, resulting in an estimated savings of more than 60 percent of facility maintenance costs annually. Lessons learned regarding these transition activities could be beneficial to many other sites.

Material World: Forecasting Household Appliance Ownership in a Growing Global Economy

Over the past years the Lawrence Berkeley National Laboratory (LBNL) has developed an econometric model that predicts appliance ownership at the household level based on macroeconomic variables such as household income (corrected for purchase power parity), electrification, urbanization and climate variables. Hundreds of data points from around the world were collected in order to understand trends in acquisition of new appliances by households, especially in developing countries. The appliances covered by this model are refrigerators, lighting fixtures, air conditioners, washing machines and televisions. The approach followed allows the modeler to construct a bottom-up analysis based at the end use and the household level. It captures the appliance uptake and the saturation effect which will affect the energy demand growth in the residential sector. With this approach, the modeler can also account for stock changes in technology and efficiency as a function of time. This serves two important functions with regard to evaluation of the impact of energy efficiency policies. First, it provides insight into which end uses will be responsible for the largest share of demand growth, and therefore should be policy priorities. Second, it provides a characterization of the rate at which policies affecting new equipment penetrate the appliance stock. Over the past 3 years, this method has been used to support the development of energy demand forecasts at the country, region or global level.

In this paper we prove that Toen's derived enrichment of the model category of dg-categories defined by Tabuada, is computed by the dg-category of A-infinity functors. This approach was suggested by Kontsevich. We further put this construction into the framework of (infinity,2)-categories. Namely, we enhance the categories of dg and A-infinity categories, to (infinity,2)-categories. We prove that the (infinity,1)-truncation of to the (infinity,2)-category of dg-categories is a model for the simplicial localization at the model structure of Tabuada. As an application, we prove that the homotopy groups of the mapping space of endomorphisms at the identity functor in the (infinity,2)-category of A-infinity categories compute the Hochschild cohomology.

Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

Analysis of the Chinese Market for Building Energy Efficiency

China will account for about half of the new construction globally in the coming decade. Its floorspace doubled from 1996 to 2011, and Chinese rural buildings alone have as much floorspace as all of U.S. residential buildings. Building energy consumption has also grown, increasing by over 40% since 1990. To curb building energy demand, the Chinese government has launched a series of policies and programs. Combined, this growth in buildings and renovations, along with the policies to promote green buildings, are creating a large market for energy efficiency products and services. This report assesses the impact of China’s policies on building energy efficiency and on the market for energy efficiency in the future. The first chapter of this report introduces the trends in China, drawing on both historical analysis, and detailed modeling of the drivers behind changes in floorspace and building energy demand such as economic and population growth, urbanization, policy. The analysis describes the trends by region, building type and energy service. The second chapter discusses China’s policies to promote green buildings. China began developing building energy codes in the 1980s. Over time, the central government has increased the stringency of the code requirements and the extent of enforcement. The codes are mandatory in all new buildings and major renovations in China’s cities, and they have been a driving force behind the expansion of China’s markets for insulation, efficient windows, and other green building materials. China also has several other important policies to encourage efficient buildings, including the Three-Star Rating System (somewhat akin to LEED), financial incentives tied to efficiency, appliance standards, a phasing out of incandescent bulbs and promotion of efficient lighting, and several policies to encourage retrofits in existing buildings. In the third chapter, we take “deep dives” into the trends affecting key building components. This chapter examines insulation in walls and roofs; efficient windows and doors; heating, air conditioning and controls; and lighting. These markets have seen significant growth because of the strength of the construction sector but also the specific policies that require and promote efficient building components. At the same time, as requirements have become more stringent, there has been fierce competition, and quality has at time suffered, which in turn has created additional challenges. Next we examine existing buildings in chapter four. China has many Soviet-style, inefficient buildings built before stringent requirements for efficiency were more widely enforced. As a result, there are several specific market opportunities related to retrofits. These fall into two or three categories. First, China now has a code for retrofitting residential buildings in the north. Local governments have targets of the number of buildings they must retrofit each year, and they help finance the changes. The requirements focus on insulation, windows, and heat distribution. Second, the Chinese government recently decided to increase the scale of its retrofits of government and state-owned buildings. It hopes to achieve large scale changes through energy service contracts, which creates an opportunity for energy service companies. Third, there is also a small but growing trend to apply energy service contracts to large commercial and residential buildings. This report assesses the impacts of China’s policies on building energy efficiency. By examining the existing literature and interviewing stakeholders from the public, academic, and private sectors, the report seeks to offer an in-depth insights of the opportunities and barriers for major market segments related to building energy efficiency. The report also discusses trends in building energy use, policies promoting building energy efficiency, and energy performance contracting for public building retrofits.

BEopt(TM) Software for Building Energy Optimization: Features and Capabilities

BEopt is a computer program designed to find optimal building designs along the path to ZNE. A user selects from predefined options in various categories to specify options to be considered in the optimization. Energy savings are calculated relative to a reference. The reference can be either a user-defined base-case building or a climate-specific Building America Benchmark building automatically generated by BEopt. The user can also review and modify detailed information on all available options in a linked options library spreadsheet. BEopt calls the DOE2 and TRNSYS simulation engines and uses a sequential search technique to automate the process of identifying optimal building designs along the path to ZNE. BEopt finds these optimal and near-optimal designs based on discrete building options reflecting realistic construction options. BEopt handles special situations with positive or negative interactions between options in different categories. The BEopt software includes a results browser that allows the user to navigate among different design points and retrieve detailed results regarding energy end-use and option costs in different categories. Multiple cases, based on a selected parameter such as climate, can be included in a BEopt project file for comparative purposes.

These requirements are appropriate to the life cycle phase to achieve an adequate level of protection for worker and public health and safety, and the environment during design, construction, operation, decontamination and decommissioning, and environmental restoration. S/RlDs are living documents, to be revised appropriately based on change in the site`s or facility`s mission or configuration, a change in the facility`s life cycle phase, or a change to the applicable standards/requirements. S/RIDs encompass health and safety, environmental, and safety related safeguards and security (S and S) standards/requirements related to the functional areas listed in the US Department of Energy (DOE) Environment, Safety and Health Configuration Guide. The Fluor Daniel Hanford (FDH) Contract S/RID contains standards/requirements, applicable to FDH and FDH subcontractors, necessary for safe operation of Project Hanford Management Contract (PHMC) facilities, that are not the direct responsibility of the facility manager (e.g., a site-wide fire department). Facility S/RIDs contain standards/requirements applicable to a specific facility that are the direct responsibility of the facility manager. S/RlDs are prepared by those responsible for managing the operation of facilities or the conduct of activities that present a potential threat to the health and safety of workers, public, or the environment, including: Hazard Category 1 and 2 nuclear facilities and activities, as defined in DOE 5480.23. Selected Hazard Category 3 nuclear, and Low Hazard non-nuclear facilities and activities, as agreed upon by RL. The Postirradiation Testing Laboratory (PTL) S/RID contains standards/ requirements that are necessary for safe operation of the PTL facility, and other building/areas that are the direct responsibility of the specific facility manager. The specific DOE Orders, regulations, industry codes/standards, guidance documents and good industry practices that serve as the basis for each element/subelement are identified and aligned with each subelement.

Towards a Very Low Energy Building Stock: Modeling the U.S. Commercial Building Sector to Support Policy and Innovation Planning

This paper describes the origin, structure and continuing development of a model of time varying energy consumption in the US commercial building stock. The model is based on a flexible structure that disaggregates the stock into various categories (e.g. by building type, climate, vintage and life-cycle stage) and assigns attributes to each of these (e.g. floor area and energy use intensity by fuel type and end use), based on historical data and user-defined scenarios for future projections. In addition to supporting the interactive exploration of building stock dynamics, the model has been used to study the likely outcomes of specific policy and innovation scenarios targeting very low future energy consumption in the building stock. Model use has highlighted the scale of the challenge of meeting targets stated by various government and professional bodies, and the importance of considering both new construction and existing buildings.

Commercial buildings—our offices, schools, hospitals, restaurants, hotels and stores—consume nearly 20% of all energy used in the United States. We spend more than $200 billion each year to power our country's commercial buildings. Unfortunately, much of this energy and money is wasted; a typical commercial building could save 20% on its energy bills simply by commissioning existing systems so they operate as intended. Energy efficiency is a cost-effective way to save money, support job growth, reduce pollution, and improve competitiveness.

Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

Revisiting the 'Buy versus Build' decision for publicly owned utilities in California considering wind and geothermal resources

The last two decades have seen a dramatic increase in the market share of independent, non-utility generators (NUGs) relative to traditional, utility-owned generation assets. Accordingly, the ''buy versus build'' decision facing utilities--i.e., whether a utility should sign a power purchase agreement (PPA) with a NUG, or develop and own the generation capacity itself--has gained prominence in the industry. Specific debates have revolved around the relative advantages of, the types of risk created by, and the regulatory incentives favoring each approach. Very little of this discussion has focused specifically on publicly owned electric utilities, however, perhaps due to the belief that public power's tax-free financing status leaves little space in which NUGs can compete. With few exceptions (Wiser and Kahn 1996), renewable sources of supply have received similarly scant attention in the buy versus build debate. In this report, we revive the ''buy versus build'' debate and apply it to the two sectors of the industry traditionally underrepresented in the discussion: publicly owned utilities and renewable energy. Contrary to historical treatment, this debate is quite relevant to public utilities and renewables because publicly owned utilities are able to take advantage of some renewable energy incentives only in a ''buy'' situation, while others accrue only in a ''build'' situation. In particular, possible economic advantages of public utility ownership include: (1) the tax-free status of publicly owned utilities and the availability of low-cost debt, and (2) the renewable energy production incentive (REPI) available only to publicly owned utilities. Possible economic advantages to entering into a PPA with a NUG include: (1) the availability of federal tax credits and accelerated depreciation schedules for certain forms of NUG-owned renewable energy, and (2) the California state production incentives available to NUGs but not utilities. This report looks at a publicly owned utility's decision to buy or build new renewable energy capacity--specifically wind or geothermal power--in California. To examine the economic aspects of this decision, we modified and updated a 20-year financial cash-flow model to assess the levelized cost of electricity under four supply options: (1) public utility ownership of new geothermal capacity, (2) public utility ownership of new wind capacity, (3) a PPA for new geothermal capacity, and (4) a PPA for new wind capacity.

The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

Data Network Equipment Energy Use and Savings Potential in Buildings

Network connectivity has become nearly ubiquitous, and the energy use of the equipment required for this connectivity is growing. Network equipment consists of devices that primarily switch and route Internet Protocol (IP) packets from a source to a destination, and this category specifically excludes edge devices like PCs, servers and other sources and sinks of IP traffic. This paper presents the results of a study of network equipment energy use and includes case studies of networks in a campus, a medium commercial building, and a typical home. The total energy use of network equipment is the product of the stock of equipment in use, the power of each device, and their usage patterns. This information was gathered from market research reports, broadband market penetration studies, field metering, and interviews with network administrators and service providers. We estimate that network equipment in the USA used 18 TWh, or about 1percent of building electricity, in 2008 and that consumption is expected to grow at roughly 6percent per year to 23 TWh in 2012; world usage in 2008 was 51 TWh. This study shows that office building network switches and residential equipment are the two largest categories of energy use consuming 40percent and 30percent of the total respectively. We estimate potential energy savings for different scenarios using forecasts of equipment stock and energy use, and savings estimates range from 20percent to 50percent based on full market penetration of efficient technologies.

The Building Component Library (BCL) is the U.S. Department of Energy’s comprehensive online searchable library of energy modeling building blocks and descriptive metadata. Novice users and seasoned practitioners can use the freely available and uniquely identifiable components to create energy models and cite the sources of input data, which will increase the credibility and reproducibility of their simulations. The BCL contains components which are the building blocks of an energy model. They can represent physical characteristics of the building such as roofs, walls, and windows, or can refer to related operational information such as occupancy and equipment schedules and weather information. Each component is identified through a set of attributes that are specific to its type, as well as other metadata such as provenance information and associated files. The BCL also contains energy conservation measures (ECM), referred to as measures, which describe a change to a building and its associated model. For the BCL, this description attempts to define a measure for reproducible application, either to compare it to a baseline model, to estimate potential energy savings, or to examine the effects of a particular implementation. The BCL currently contains more than 30,000 components and measures. A faceted search mechanism has been implemented on the BCL that allows users to filter through the search results using various facets. Facet categories include component and measure types, data source, and energy modeling software type. All attributes of a component or measure can also be used to filter the results.

These accomplishments include the quasi-static load cycle testing of large shear wall elements, an extensive analysis of previous data to determine if equivalent linear analytical models can predict the response of damaged shear wall structures, and code committee activities. In addition, previous testing and results that led to the FY 1987 program plan are discussed and all previous data relating to shear wall stiffness are summarized. PROGRESS IN ENERGY EFFICIENT BUILDINGS

Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

Data and Analytics to Inform Energy Retrofit of High Performance Buildings

Buildings consume more than one-third of the world?s primary energy. Reducing energy use in buildings with energy efficient technologies is feasible and also driven by energy policies such as energy benchmarking, disclosure, rating, and labeling in both the developed and developing countries. Current energy retrofits focus on the existing building stocks, especially older buildings, but the growing number of new high performance buildings built around the world raises a question that how these buildings perform and whether there are retrofit opportunities to further reduce their energy use. This is a new and unique problem for the building industry. Traditional energy audit or analysis methods are inadequate to look deep into the energy use of the high performance buildings. This study aims to tackle this problem with a new holistic approach powered by building performance data and analytics. First, three types of measured data are introduced, including the time series energy use, building systems operating conditions, and indoor and outdoor environmental parameters. An energy data model based on the ISO Standard 12655 is used to represent the energy use in buildings in a three-level hierarchy. Secondly, a suite of analytics were proposed to analyze energy use and to identify retrofit measures for high performance buildings. The data-driven analytics are based on monitored data at short time intervals, and cover three levels of analysis ? energy profiling, benchmarking and diagnostics. Thirdly, the analytics were applied to a high performance building in California to analyze its energy use and identify retrofit opportunities, including: (1) analyzing patterns of major energy end-use categories at various time scales, (2) benchmarking the whole building total energy use as well as major end-uses against its peers, (3) benchmarking the power usage effectiveness for the data center, which is the largest electricity consumer in this building, and (4) diagnosing HVAC equipment using detailed time-series operating data. Finally, a few energy efficiency measures were identified for retrofit, and their energy savings were estimated to be 20percent of the whole-building electricity consumption. Based on the analyses, the building manager took a few steps to improve the operation of fans, chillers, and data centers, which will lead to actual energy savings. This study demonstrated that there are energy retrofit opportunities for high performance buildings and detailed measured building performance data and analytics can help identify and estimate energy savings and to inform the decision making during the retrofit process. Challenges of data collection and analytics were also discussed to shape best practice of retrofitting high performance buildings.

This document presents design demonstrations conducted of liquid low-level waste (LLLW) storage tank systems located at the Oak Ridge National Laboratory (ORNL). Demonstration of the design of these tank systems has been stipulated by the Federal Facility Agreement (FFA) between the US Environmental Protection Agency (EPA)-Region IV; the Tennessee Department of Environment and Conservation (TDEC); and the DOE. The FFA establishes four categories of tanks. These are: Category A -- New or replacement tank systems with secondary containment; Category B -- Existing tank systems with secondary containment; Category C -- Existing tank systems without secondary containment; Category D -- Existing tank systems without secondary containment that are removed from service. This document provides a design demonstration of the secondary containment and ancillary equipment of 11 tank systems listed in the FFA as Category B. The design demonstration for each tank is presented.
