    This project provides a combination of software and services that more easily and cost-effectively help to achieve optimized building performance and energy efficiency. Featuring an open-platform, cloud- hosted application suite and an intuitive user experience, this solution simplifies a traditionally very complex process by collecting data from disparate building systems and creating a single, integrated view of building and system performance. The Fault Detection and Diagnostics algorithms developed within the IBMS have been designed and tested as an integrated component of the control algorithms running the equipment being monitored. The algorithms identify the normal control behaviors of the equipment without interfering with the equipment control sequences. The algorithms also work without interfering with any cooperative control sequences operating between different pieces of equipment or building systems. In this manner the FDD algorithms create an integrated building management system.

    While buildings smaller than 50,000 sq ft account for nearly half of the energy used in US commercial buildings, energy efficiency programs to-date have primarily focused on larger buildings. Interviews with stakeholders and a review of the literature indicate interest in energy efficiency from the small commercial building sector, provided solutions are simple and low-cost. An approach to deliver energy management to small commercial buildings via HVAC contractors and preliminary demonstration findings are presented. The energy management package (EMP) developed includes five technical elements: benchmarking and analysis of monthly energy use; analysis of interval electricity data (if available), a one-hour onsite walkthrough, communication with the building owner, and checking of results. This data-driven approach tracks performance and identifies low-cost opportunities, using guidelines and worksheets for each element to streamline the delivery process and minimize the formal training required. This energy management approach is unique from, but often complementary to conventional quality maintenance or retrofit-focused programs targeting the small commercial segment. Because HVAC contractors already serve these clients, the transaction cost to market and deliver energy management services can be reduced to the order of hundreds of dollars per year. This business model, outlined briefly in this report, enables the offering to benefit the contractor and client even at the modest expected energy savings in small buildings. Results from a small-scale pilot of this approach validated that the EMP could be delivered by contractors in 4-8 hours per building per year, and that energy savings of 3-5percent are feasible through this approach.

    Align with the current needs of the sustainable and green technology in Malaysian construction industry, this research is conducted to seek and identify opportunities to better manage energy use including the process of understand when, where, and how energy is used in a building. The purpose of this research is to provide a best practice guideline as a practical tool to assist construction industry in Malaysia to improve the energy efficiency of the office building during the post-production by reviewing the current practice of the building operation and maintenance in order to optimum the usage and reduce the amount of energy input into the building. Therefore, this paper will review the concept of maintenance management, current issue in energy management, and on how the research process will be conducted. There are several process involves and focuses on technical and management techniques such as energy metering, tracing, harvesting, and auditing based on the case study that will be accomplish soon. Accordingly, a case study is appropriate to be selected as a strategic research approach in which involves an empirical investigation of a particular contemporary phenomenon within its real life context using multiple sources of evidence for the data collection process. A Government office building will be selected as an appropriate case study for this research. In the end of this research, it will recommend a strategic approach or model in a specific guideline for enabling energy-efficient operation and maintenance in the office building.

    The objective of this CIEE multi-year project is to develop and apply state-of-the-art continuous building performance measurement and supporting information processing and data visualization technologies. These technologies will diagnose problems in the performance of building energy systems and provide owners and managers with reliable, decision-oriented information. CIEE`s goal is to assist building owners and property managers in effectively reducing energy use through improving O and M practices and implementing opportunities for cost-effective investments in improved building energy systems. The system is being developed as a collaborative effort among researchers, building owners, utilities, and private industry. It will employ state of-the-art techniques for data collection, processing, analysis, presentation and interpretation.

    Principles of the invention provide methods and apparatus for providing corrosion management in buildings. In one aspect, an exemplary method includes the step of receiving first data relating corrosion rate to a plurality of environmental conditions. This first data is subsequently utilized to determine a quantitative relationship between corrosion rate and the plurality of environmental conditions. In another step, second data indicative of one or more environmental conditions within a building is received. A corrosion rate in the building is then determined at least in part by applying the determined quantitative relationship to this second data.

    In response to the U.S. Department of Energy (DoE)’s goal of achieving market ready, net-zero energy residential and commercial buildings by 2020 and 2025, Eaton partnered with the Department of Energy’s National Renewable Energy Laboratory (NREL) and Georgia Institute of Technology to develop an intelligent load identification and management technology enabled by a novel “smart power strip” to provide critical intelligence and information to improve the capability and functionality of building load analysis and building power management systems. Buildings account for 41% of the energy consumption in the United States, significantly more than either transportation or industrial. Within the building sector, plug loads account for a significant portion of energy consumption. Plug load consumes 15-20% of building energy on average. As building managers implement aggressive energy conservation measures, the proportion of plug load energy can increase to as much as 50% of building energy leaving plug loads as the largest remaining single source of energy consumption. This project focused on addressing plug-in load control and management to further improve building energy efficiency accomplished through effective load identification. The execution of the project falls into the following three major aspects; An intelligent load modeling, identification and prediction technology was developed to automatically determine the type, energy consumption, power quality, operation status and performance status of plug-in loads, using electric waveforms at a power outlet level. This project demonstrated the effectiveness of the developed technology through a large set of plug-in loads measurements and testing; A novel “Smart Power Strip (SPS) / Receptacle” prototype was developed to act as a vehicle to demonstrate the feasibility of load identification technology as a low-cost, embedded solution; and Market environment for plug-in load control and management solutions

    The objective of this paper is to present a conceptual architecture of a Building Energy Management Open Source Software (BEMOSS) platform. The proposed BEMOSS platform is expected to improve sensing and control of equipment in small- and medium-sized buildings, reduce energy consumption and help implement demand response (DR). It aims to offer: scalability, robustness, plug and play, open protocol, interoperability, cost-effectiveness, as well as local and remote monitoring. In this paper, four essential layers of BEMOSS software architecture -- namely User Interface, Application and Data Management, Operating System and Framework, and Connectivity layers -- are presented. A laboratory test bed to demonstrate the functionality of BEMOSS located at the Advanced Research Institute of Virginia Tech is also briefly described.

    Large-scale movement of oil by sea entails risks that are compounded by variable weather conditions, occasional human fallibility, and mechanical inadequacies. The Int'l Tanker Owners Pollution Federation was established in 1968 to minimize these risks and to help mitigate the impacts of tanker oil spills. The federation recently recommended measures to improve the effectiveness and efficiency of government and industry to respond to tanker oil spills. These include: the establishment of a database on the properties of various oils/ a formal equipment inventory worldwide/ better training facilities for personnel likely to supervise oil recovery operations/ exchange of information between countries on spill experience and research findings/ and international testing and standardization of equipment.

    Where there is a significant actuarial basis for decision making (e.g., the occurrence of fires in single-family dwellings), there is little incentive for formal risk management. Formal risk assessments are most useful in those cases where the value of the structure is high, many people may be affected, the societal perception of risk is high, consequences of a mishap would be severe, and the actuarial uncertainty is large. For these cases, there is little opportunity to obtain the necessary experiential data to make informed decisions, and the consequences in terms of money, lives, and societal confidence are severe enough to warrant a formal risk assessment. Other important factors include the symbolic value of the structure and vulnerability to single point failures. It is unlikely that formal risk management and assessment practices will or should replace the proven institutions of building codes and engineering practices. Nevertheless, formal risk assessment can provide valuable insights into the hazards threatening high-value and high-risk (perceived or actual) buildings and structures, which can in turn be translated into improved public health, safety, and security. The key is to choose and apply the right assessment tool to match the structure in question. Design-for-reliability concepts can be applied to buildings, bridges, transportation sys- tems, dams, and other structures. The use of these concepts could have the dual benefits of lowering life-cycle costs by reducing the necessity for maintenance and repair and of enhancing the saiiety and security of the structure's users.

    The goal of the 2.5 year Distributed Intelligent Automated Demand Response (DIADR) project was to reduce peak electricity load of Sutardja Dai Hall at UC Berkeley by 30% while maintaining a healthy, comfortable, and productive environment for the occupants. We sought to bring together both central and distributed control to provide “deep” demand response1 at the appliance level of the building as well as typical lighting and HVAC applications. This project brought together Siemens Corporate Research and Siemens Building Technology (the building has a Siemens Apogee Building Automation System (BAS)), Lawrence Berkeley National Laboratory (leveraging their Open Automated Demand Response (openADR), Auto-­Demand Response, and building modeling expertise), and UC Berkeley (related demand response research including distributed wireless control, and grid-­to-­building gateway development). Sutardja Dai Hall houses the Center for Information Technology Research in the Interest of Society (CITRIS), which fosters collaboration among industry and faculty and students of four UC campuses (Berkeley, Davis, Merced, and Santa Cruz). The 141,000 square foot building, occupied in 2009, includes typical office spaces and a nanofabrication laboratory. Heating is provided by a district heating system (steam from campus as a byproduct of the campus cogeneration plant); cooling is provided by one of two chillers: a more typical electric centrifugal compressor chiller designed for the cool months (Nov-­ March) and a steam absorption chiller for use in the warm months (April-­October). Lighting in the open office areas is provided by direct-­indirect luminaries with Building Management System-­based scheduling for open areas, and occupancy sensors for private office areas. For the purposes of this project, we focused on the office portion of the building. Annual energy consumption is approximately 8053 MWh; the office portion is estimated as 1924 MWh.     Quality assurance and optimization are essential elements of any serious technological endeavor, including efforts to improve energy efficiency. Commissioning is an important tool in this respect. The aim of commissioning new buildings is to ensure that they deliver-if not exceed-the performance and energy savings promised by their design. When applied to existing buildings, one-time or repeated commissioning (often called retrocommissioning) identifies the almost inevitable drift in energy performance and puts the building back on course, often surpassing the original design intent. In both contexts, commissioning is a systematic, forensic approach to improving performance, rather than a discrete technology.

    Commercial buildings account for over $85 billion per year in energy costs, which is far more energy than technically necessary. One of the primary reasons buildings do not perform as well as intended is that critical information is lost, through ineffective documentation and communication, leading to building systems that are often improperly installed and operated. A life-cycle perspective on the management of building information provides a framework for improving commercial building energy performance. This paper describes a project to develop strategies and techniques to provide decision-makers with information needed to assure the desired building performance across the complete life cycle of a building project. A key element in this effort is the development of explicit performance metrics that quantitatively represent performance objectives of interest to various building stakeholders. The paper begins with a discussion of key problems identified in current building industry practice, and ongoing work to address these problems. The paper then focuses on the concept of performance metrics and their use in improving building performance during design, commissioning, and on-going operations. The design of a Building Life-cycle Information System (BLISS) is presented. BLISS is intended to provide an information infrastructure capable of integrating a variety of building information technologies that support performance assurance. The use of performance metrics in case study building projects is explored to illustrate current best practice. The application of integrated information technology for improving current practice is discussed.

    In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end, we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.

    This report provides a detailed description of, and the baseline assumptions and simulation results for, the building prototype simulations conducted for the building types designated in the Work Plan for Demand-side Management Assessment of Hawaii`s Demand-Side Resources (HES-4, Phase 2). This report represents the second revision to the initial building prototype description report provided to DBEDT early in the project. Modifications and revisions to the prototypes, based on further calibration efforts and on comments received from DBEDT Staff have been incorporated into this final version. These baseline prototypes form the basis upon which the DSM measure impact estimates and the DSM measure data base were developed for this project. This report presents detailed information for each of the 17 different building prototypes developed for use with the DOE-21E program (23 buildings in total, including resorts and hotels defined separately for each island) to estimate the impact of the building technologies and measures included in this project. The remainder of this section presents some nomenclature and terminology utilized in the reports, tables, and data bases developed from this project to denote building type and vintage. Section 2 contains a more detailed discussion of the data sources, the definition of the residential sector building prototypes, and results of the DOE-2 analysis. Section 3 provides a similar discussion for the commercial sector. The prototype and baseline simulation results are presented in a separate section for each building type. Where possible, comparison of the baseline simulation results with benchmark data from the ENERGY 2020 model or other demand forecasting models specific to Hawaii is included for each building. Appendix A contains a detailed listing of the commercial sector baseline indoor lighting technologies included in the existing and new prototypes by building type.

    In a number of cities and states, building owners are required to disclose and/or benchmark their building energy use. This requires the building owner to possess monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer data as a way to give building owners the whole-building energy usage data while protecting customer privacy. However, no utilities or regulators appear to have conducted a concerted statistical, cybersecurity, and privacy analysis to justify the level of aggregation selected. Therefore, the Tennant Data Aggregation Task was established to help utilities address these issues and provide recommendations as well as a theoretical justification of the aggregation threshold. This study is focused on the use case of submitting data for ENERGY STAR Portfolio Manager (ESPM), but it also looks at other potential use cases for monthly energy consumption data.

    Energy Information Systems (EIS) for buildings are becoming widespread in the U.S., with more companies offering EIS products every year. As a result, customers are often overwhelmed by the quickly expanding portfolio of EIS feature and application options, which have not been clearly identified for consumers. The object of this report is to provide a technical overview of currently available EIS products. In particular, this report focuses on web-based EIS products for large commercial buildings, which allow data access and control capabilities over the Internet. EIS products combine software, data acquisition hardware, and communication systems to collect, analyze and display building information to aid commercial building energy managers, facility managers, financial managers and electric utilities in reducing energy use and costs in buildings. Data types commonly processed by EIS include energy consumption data; building characteristics; building system data, such as heating, ventilation, and air-conditioning (HVAC) and lighting data; weather data; energy price signals; and energy demand-response event information. This project involved an extensive review of research and trade literature to understand the motivation for EIS technology development. This study also gathered information on currently commercialized EIS. This review is not an exhaustive analysis of all EIS products; rather, it is a technical framework and review of current products on the market. This report summarizes key features available in today's EIS, along with a categorization framework to understand the relationship between EIS, Energy Management and Control Systems (EMCSs), and similar technologies.     Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits.     The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2.     Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market.     Apartment temperature data have been collected from the archives of companies that provide energy management systems (EMS) to multifamily buildings in the Northeast U.S. The data have been analyzed from more than 100 apartments in eighteen buildings where EMS systems were already installed to quantify the degree of overheating. This research attempts to answer the question, 'What is the magnitude of apartment overheating in multifamily buildings with central hot water or steam heat?' This report provides valuable information to researchers, utility program managers and building owners interested in controlling heating energy waste and improving resident comfort. Apartment temperature data were analyzed for deviation from a 70 degrees F desired setpoint and for variation by heating system type, apartment floor level and ambient conditions. The data shows that overheating is significant in these multifamily buildings with both hot water and steam heating systems.

    The U.S. national electric grid is facing significant changes due to aggressive federal and state targets to decrease emissions while improving grid efficiency and reliability. Additional challenges include supply/demand imbalances, transmission constraints, and aging infrastructure. A significant number of technologies are emerging under this environment including renewable generation, distributed storage, and energy management systems. In this paper, we claim that predictive energy management systems can play a significant role in achieving federal and state targets. These systems can merge sensor data and predictive statistical models, thereby allowing for a more proactive modulation of building energy usage as external weather and market signals change. A key observation is that these predictive capabilities, coupled with the fast responsiveness of air handling units and storage devices, can enable participation in several markets such as the day-ahead and real-time pricing markets, demand and reserves markets, and ancillary services markets. Participation in these markets has implications for both market prices and reliability and can help balance the integration of intermittent renewable resources. In addition, these emerging predictive energy management systems are inexpensive and easy to deploy, allowing for broad building participation in utility centric programs.

    The U.S. Department of Energy (DOE) is developing a voluntary national scoring system for commercial buildings to help building owners and managers assess a building’s energy-related systems independent of operations. The goal of the score is to facilitate cost-effective investment in energy efficiency improvements of commercial buildings. The system, known as the Commercial Building Energy Asset Score, will allow building owners and managers to compare their building infrastructure against peers and track building upgrades over time. The system will also help other building stakeholders (e.g., building investors, tenants, financiers, and appraisers) understand the relative efficiency of different buildings in a way that is independent from operations and occupancy. This report outlines the technical protocol used to generate the energy asset score, explains the scoring methodology, and provides additional details regarding the energy asset scoring tool. The alternative methods that were considered prior to developing the current approach are described in the Program Overview and Technical Protocol Version 1.0.

Black-Right-Pointing-Pointer Policy action is required in order to advance in the consecution of these principles. - Abstract: In this paper, the material and spatial characterization of the flows within a municipal solid waste (MSW) management system are combined through a Network-Based Spatial Material Flow Analysis. Using this information, two core indicators are developed for the bio-waste fraction, the Net Recovery Index (NRI) and the Transport Intensity Index (TII), which are aimed at assessing progress towards policy-related sustainable MSW management strategies and objectives. The NRI approaches the capacity of a MSW management system for converting waste into resources through a systematic metabolic approach, whereas the TII addresses efficiency in terms of the transport requirements to manage a specific waste flow throughout the entire MSW management life cycle. Therefore, both indicators could be useful in assessing key MSW management policy strategies, such as the consecution of higher recycling levels (sustainability principle) or the minimization of transport by locating treatment facilities closer to generation sources (proximity principle). To apply this methodological approach, the bio-waste management system of the region of Catalonia (Spain) has been chosen as a case study. Results show the adequacy of both indicators for identifying those points within the system with higher capacity to compromise its environmental, economic and social performance and therefore establishing clear targets for policy

    Monitored data play a very important part in the implementation and evaluation of energy conservation technologies and programs. However, these data can be expensive to collect, so there is a need for lower-cost alternatives. In many situations, using the computerized Energy Management and Control Systems (EMCSs)--already installed in many buildings--to collect these commercial building performance data has advantages over more conventional methods. This method provides data without installing incremental hardware, and the large amounts of available operational data can be a very rich resource for understanding building performance. This dissertation addresses several of these issues. One specific objective is to describe a monitoring-project planning process that includes definition of objectives, constraints, resources and approaches for the monitoring. The choice of tools is an important part of this process. The dissertation goes on to demonstrate, through eight case studies, that EMCS monitoring is possible, and to identify and categorize the problems and issues that can be encountered. These issues lead to the creation, use, and testing of a set of methods for evaluation of EMCS monitoring, in the form of guidelines. Finally, EMCS monitoring is demonstrated and compared with conventional monitoring more methodically in a detailed case study.

    This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

    Energy efficiency is vitally important in Maine. Nearly 70% of Maine households rely on fuel oil as their primary energy source for home heating, a higher share than in any other state. Coupled with the state's long, cold winters, Maine's dependence on oil renders homeowners particularly vulnerable to fluctuating fuel costs. With $4.5 million in seed funding from the Energy Department's Better Buildings Neighborhood Program, the Governor's Energy Office (GEO), through Efficiency Maine Trust (the Trust), is spurring Maine landlords to lower their monthly energy bills and improve comfort for their tenants during the state's cold winter months and increasingly warmer summers. Maine's aging multifamily housing stock can be expensive to heat and costly to maintain. It is not unusual to find buildings with little or no insulation, drafty windows, and significant air leaks, making them ideal candidates for energy efficiency upgrades. Maine modeled its Multifamily Efficiency Program (MEP) after the state's highly successful Home Energy Savings Program (HESP) for single‐family homes. HESP provided cash incentives and financing opportunities to owners of one‐ to four‐unit structures, which resulted in thousands of energy assessments and whole‐house energy upgrades in 225 communities. Maine's new MEP multifamily energy efficiency upgrade and weatherization initiative focuses on small to medium‐sized (i.e., five to 20 units) apartment buildings. The program's energy efficiency upgrades will provide at least 20% energy savings for each upgraded multifamily unit. The Trust’s MEP relies on a network of approved program partners who help move projects through the pipeline from assessment to upgrade. MEP has two components: benchmarking and development of an Energy Reduction Plan (ERP). Using the ENERGY STAR® Portfolio Manager benchmarking tool, MEP provides an assessment of current energy usage in the building, establishes a baseline for future energy efficiency

    The U.S. Department of Energy (DOE) is developing a national voluntary energy asset score system to help building owners to evaluate the as-built physical characteristics (including building envelope, the mechanical and electrical systems) and overall building energy efficiency, independent of occupancy and operational choices. The energy asset score breaks down building energy use information by simulating building performance under typical operating and occupancy conditions for a given use type. A web-based modeling tool, the energy asset score tool facilitates the implementation of the asset score system. The tool consists of a simplified user interface built on a centralized simulation engine (EnergyPlus). It is intended to reduce both the implementation cost for the users and increase modeling standardization compared with an approach that requires users to build their own energy models. A pilot project with forty-two buildings (consisting mostly offices and schools) was conducted in 2012. This paper reports the findings. Participants were asked to collect a minimum set of building data and enter it into the asset score tool. Participants also provided their utility bills, existing ENERGY STAR scores, and previous energy audit/modeling results if available. The results from the asset score tool were compared with the building energy use data provided by the pilot participants. Three comparisons were performed. First, the actual building energy use, either from the utility bills or via ENERGY STAR Portfolio Manager, was compared with the modeled energy use. It was intended to examine how well the energy asset score represents a buildings system efficiencies, and how well it is correlated to a buildings actual energy consumption. Second, calibrated building energy models (where they exist) were used to examine any discrepancies between the asset score model and the pilot participant buildings [known] energy use pattern. Completion and acceptance of this report constitutes a turnover of facility and equipment operational responsibility from the Beampath Infrastructure System Construction organization to the Assembly Installation and Refurbishment Operations (assembly equipment installation/activation and mechanical cleaning operations) and the Beampath Infrastructure System (BIS) Commissioning and Operations Organizations (conventional facility operations). The OAB MPR provides to the NIF Project Manager an independent, systematic assessment of: (1) Readiness of line management for the turnover to take place, (2) Completeness of the equipment and facility installation of the OAB, (3) Readiness of personnel to operate within the facility, and (4) Implementation and efficacy of key management control processes and procedures.     Motivation and Background of Study This project was motivated by the need to understand the full value of energy storage (thermal and electric energy storage) in commercial buildings, the opportunity of benefits for building operations and the potential interactions between a building and a smart grid infrastructure. On-site or local energy storage systems are not new to the commercial building sector; they have been in place in US buildings for decades. Most building-scale storage technologies are based on thermal or electrochemical storage mechanisms. Energy storage technologies are not designed to conserve energy, and losses associated with energy conversion are inevitable. Instead, storage provides flexibility to manage load in a building or to balance load and generation in the power grid. From the building owner's perspective, storage enables load shifting to optimize energy costs while maintaining comfort. From a grid operations perspective, building storage at scale could provide additional flexibility to grid operators in managing the generation variability from intermittent renewable energy resources (wind and solar). To characterize the set of benefits, technical opportunities and challenges, and potential economic values of storage in a commercial building from both the building operation's and the grid operation's view-points is the key point of this project. The research effort was initiated in early 2010 involving Argonne National Laboratory (ANL), the National Renewable Energy Laboratory (NREL), and Pacific Northwest National Laboratory (PNNL) to quantify these opportunities from a commercial buildings perspective. This report summarizes the early discussions, literature reviews, stakeholder engagements, and initial results of analyses related to the overall role of energy storage in commercial buildings.     The Project uses state-of-the-art computer science to extend the benefits of Building Automation Systems (BAS) typically found in large buildings (>100,000 square foot) to medium-sized commercial buildings (<50,000 sq ft). The BAS developed in this project, termed OpenBAS, uses an open-source and open software architecture platform, user interface, and plug-and-play control devices to facilitate adoption of energy efficiency strategies in the commercial building sector throughout the United States. At the heart of this “turn key” BAS is the platform with three types of controllers—thermostat, lighting controller, and general controller—that are easily “discovered” by the platform in a plug-and-play fashion. The user interface showcases the platform and provides the control system set-up, system status display and means of automatically mapping the control points in the system.

    Significant portion of world energy production is consumed by building Heating, Ventilation and Air Conditioning (HVAC) units. Thus along with occupant comfort, energy efficiency is also an important factor in HVAC control. Modern buildings use advanced Multiple Input Multiple Output (MIMO) control schemes to realize these goals. However, since the performance of HVAC units is dependent on many criteria including uncertainties in weather, number of occupants, and thermal state, the performance of current state of the art systems are sub-optimal. Furthermore, because of the large number of sensors in buildings, and the high frequency of data collection, large amount of information is available. Therefore, important behavior of buildings that compromise energy efficiency or occupant comfort is difficult to identify. This paper presents an easy to use and understandable framework for identifying such behavior. The presented framework uses human understandable knowledge-base to extract important behavior of buildings and present it to users via a graphical user interface. The presented framework was tested on a building in the Pacific Northwest and was shown to be able to identify important behavior that relates to energy efficiency and occupant comfort.

  15. A program-level management system for the life cycle environmental and economic assessment of complex building projects

    Climate change has become one of the most significant environmental issues, of which about 40% come from the building sector. In particular, complex building projects with various functions have increased, which should be managed from a program-level perspective. Therefore, this study aimed to develop a program-level management system for the life-cycle environmental and economic assessment of complex building projects. The developed system consists of three parts: (i) input part: database server and input data; (ii) analysis part: life cycle assessment and life cycle cost; and (iii) result part: microscopic analysis and macroscopic analysis. To analyze the applicability of the developed system, this study selected ‘U’ University, a complex building project consisting of research facility and residential facility. Through value engineering with experts, a total of 137 design alternatives were established. Based on these alternatives, the macroscopic analysis results were as follows: (i) at the program-level, the life-cycle environmental and economic cost in ‘U’ University were reduced by 6.22% and 2.11%, respectively; (ii) at the project-level, the life-cycle environmental and economic cost in research facility were reduced 6.01% and 1.87%, respectively; and those in residential facility, 12.01% and 3.83%, respective; and (iii) for the mechanical work at the work-type-level, the initial cost was increased 2.9%; but the operation and maintenance phase was reduced by 20.0%.     The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

This requires the building owner to acquire monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer energy use data (CEUD) as a way to give building owners whole-building energy usage data while protecting customer privacy. Meter profile aggregation adds a layer of protection that decreases the risk of revealing CEUD as the number of meters aggregated increases. The report statistically characterizes the similarity between individual energy usage patterns and whole-building totals at various levels of meter aggregation.

The industry research and recommendations described in this report identify potential approaches and strategic priorities that BTO could explore over the next 3-5 years that will support the implementation of high-potential energy efficiency opportunities for thisimportant sector. DOE is uniquely positioned to provide national leadership, objective information, and innovative tools, technologies, and services to support cost-effective energy savings in the fragmented and complex SBSP sector.     In 1989, the Oak Ridge Reservation (ORR), which includes the East Tennessee Technology Park (ETTP), was placed on the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) National Priorities List. The Federal Facility Agreement (FFA) (DOE 1992), effective January 1, 1992, now governs environmental restoration activities conducted under CERCLA at the ORR. Following signing of the FFA, U.S. Department of Energy (DOE), U.S. Environmental Protection Agency (EPA), and the state of Tennessee signed the Oak Ridge Accelerated Cleanup Plan Agreement on June 18, 2002. The purpose of this agreement is to define a streamlined decision-making process to facilitate the accelerated implementation of cleanup, resolve ORR milestone issues, and establish future actions necessary to complete the accelerated cleanup plan by the end of fiscal year 2008. While the FFA continues to serve as the overall regulatory framework for remediation, the Accelerated Cleanup Plan Agreement supplements existing requirements to streamline the decision-making process. Decontamination and decommissioning (D&D) activities of Bldg. K-25, the original gaseous diffusion facility, is being conducted by Bechtel Jacobs Company LLC (BJC) on behalf of the DOE. The planned CERCLA action covering disposal of building structure and remaining components from the K-25 building is scheduled as a non-time-critical CERCLA action as part of DOE's continuous risk reduction strategy for ETTP. The K-25 building is proposed for D&D because of its poor physical condition and the expense of surveillance and maintenance activities. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    The US Department of Energy, under its Surplus Facilities Management Program (SFMP), is responsible for cleanup activities at the Weldon-Spring site, located near Weldon Spring, Missouri. The site consists of two noncontiguous areas: (1) a raffinate pits and chemical plant area and (2) a quarry. This engineering evaluation/cost analysis (EE/CA) report has been prepared to support a proposed removal action to manage 15 nonprocess buildings, identified as the 15 Series buildings, at the chemical plant on the Weldon Spring site. These buildings have been nonoperational for more than 20 years, and the deterioration that has occurred during this time has resulted in a potential threat to site workers, the general public, and the environment. The EE/CA documentation of this proposed action is consistent with guidance from the US Environmental Protection Agency (EPA) that addresses removal actions at sites subject to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986. Actions at the Weldon Spring site are subject to CERCLA requirements because the site is on the EPA`s National Priorities List. The objectives of this report are to (1) identify alternatives for management of the nonprocess buildings; (2) document the selection of response activities that will mitigate the potential threat to workers, the public, and the environment associated with these buildings; and (3) address environmental impacts associated with the proposed action.

    This paper reports on the potential impact of demand response (DR) strategies in commercial buildings in California based on the Demand Response Quick Assessment Tool (DRQAT), which uses EnergyPlus simulation prototypes for office and retail buildings. The study describes the potential impact of building size, thermal mass, climate, and DR strategies on demand savings in commercial buildings. Sensitivity analyses are performed to evaluate how these factors influence the demand shift and shed during the peak period. The whole-building peak demand of a commercial building with high thermal mass in a hot climate zone can be reduced by 30percent using an optimized demand response strategy. Results are summarized for various simulation scenarios designed to help owners and managers understand the potential savings for demand response deployment. Simulated demand savings under various scenarios were compared to field-measured data in numerous climate zones, allowing calibration of the prototype models. The simulation results are compared to the peak demand data from the Commercial End-Use Survey for commercial buildings in California. On the economic side, a set of electricity rates are used to evaluate the impact of the DR strategies on economic savings for different thermal mass and climate conditions. Our comparison of recent simulation to field test results provides an understanding of the DR potential in commercial buildings.

    This research was sponsored by the Office of Buildings and Community Systems and conducted by the Pacific Northwest Laboratory as part of an ongoing effort to enhance the commercial use of federally developed technology. Federal dollars have supported research on the development of ground source heat pumps (GSHP) for several years. Though several companies currently sell GSHP's for residential use, their share of the total heating and air conditioning business remains less than one percent. Large manufacturing companies with national distribution have not yet added GSHP equipment to their product line. GSHP's use only about one half (Braud 1987) to one third (Bose 1987) of the energy needed to operate conventional furnaces and air conditioners. Consequently, a high level of market penetration by the GSHP offers direct benefits to both utility companies and individual users of the systems. Widespread use of these highly efficient systems will reduce both total energy consupmtion, and problems associated with high levels of energy use during peak periods. This will allow utility companies to delay capital expenditures for new facilities to meet the growing energy demand during peak periods. The cost effective use of electricity also reduces the likelihood of homeowners switching to a different fuel source for heating. 5 refs.

    We developed and demonstrated a software based integrated advanced building control platform called Smart Energy Box (SEB), which can coordinate building subsystem controls, integrate variety of energy optimization algorithms and provide proactive and collaborative energy management and control for building operations using weather and occupancy information. The integrated control system is a low cost solution and also features: Scalable component based architecture allows to build a solution for different building control system configurations with needed components; Open Architecture with a central data repository for data exchange among runtime components; Extendible to accommodate variety of communication protocols. Optimal building control for central loads, distributed loads and onsite energy resource; uses web server as a loosely coupled way to engage both building operators and building occupants in collaboration for energy conservation. Based on the open platform of SEB, we have investigated and evaluated a variety of operation and energy saving control strategies on Carnegie Mellon University Intelligent Work place which is equipped with alternative cooling/heating/ventilation/lighting methods, including radiant mullions, radiant cooling/heating ceiling panels, cool waves, dedicated ventilation unit, motorized window and blinds, and external louvers. Based on the validation results of these control strategies, they were integrated in SEB in a collaborative and dynamic way. This advanced control system was programmed and computer tested with a model of the Intelligent Workplace's northern section (IWn). The advanced control program was then installed in the IWn control system; the performance was measured and compared with that of the state of the art control system to verify the overall energy savings great than 40%. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging.     The U.S. Department of Energy has launched the commercial building initiative (CBI) in pursuit of its research goal of achieving zero-net-energy commercial buildings (ZNEB), i.e. ones that produce as much energy as they use. Its objective is to make these buildings marketable by 2025 such that they minimize their energy use through cutting-edge, energy-efficiency technologies and meet their remaining energy needs through on-site renewable energy generation. This paper examines how such buildings may be implemented within the context of a cost- or CO2-minimizing microgrid that is able to adopt and operate various technologies: photovoltaic modules (PV) and other on-site generation, heat exchangers, solar thermal collectors, absorption chillers, and passive/demand-response technologies. A mixed-integer linear program (MILP) that has a multi-criteria objective function is used. The objective is minimization of a weighted average of the building's annual energy costs and CO2 emissions. The MILP's constraints ensure energy balance and capacity limits. In addition, constraining the building's energy consumed to equal its energy exports enables us to explore how energy sales and demand-response measures may enable compliance with the ZNEB objective. Using a commercial test site in northernCalifornia with existing tariff rates and technology data, we find that a ZNEB requires ample PV capacity installed to ensure electricity sales during the day. This is complemented by investment in energy-efficient combined heat and power (CHP) equipment, while occasional demand response shaves energy consumption. A large amount of storage is also adopted, which may be impractical. Nevertheless, it shows the nature of the solutions and costs necessary to achieve a ZNEB. Additionally, the ZNEB approach does not necessary lead to zero-carbon (ZC) buildings as is frequently argued. We also show a multi-objective frontier for the CA example, whichallows us to estimate the needed technologies

    This article will attempt to clarify the various issues that must be solved when investigating the cause of a building moisture problem. Several classic errors that result in mechanical engineers and contractors defending themselves in lawsuits will be reviewed. Moisture from internal and external sources is the most frequent cause of building problems and subsequent legal action. Many reported roof leaks are, in reality, condensation problems that have nothing to do with the roofing contractor. Mechanical design engineers need to work closely with the building owner, architect, and contractors to insure a dry, durable building. The first issue to examine is if the moisture is coming from the outside--i.e. rain. Other leaks discussed are ice dams, groundwater leaks, and roof leaks. Also discussed are vapor barriers, continuity of insulation, humidification chilled water, warehouses, trash plants, indoor pools, and hot or humid climates.

    In multifamily hydronic systems, temperature imbalance may be caused by undersized piping, improperly adjusted balancing valves, inefficient water temperature and flow levels, and owner/occupant interaction with the boilers, distribution, and controls. The imbalance leads to tenant discomfort, higher energy use intensity, and inefficient building operation. This research, conducted by Building America team Partnership for Advanced Residential Retrofit, explores cost-effective distribution upgrades and balancing measures in multifamily hydronic systems, providing a resource to contractors, auditors, and building owners on best practices to improve tenant comfort and lower operating costs. The team surveyed existing knowledge on cost-effective retrofits for optimizing distribution in typical multifamily hydronic systems, with the aim of identifying common situations and solutions, and then conducted case studies on two Chicago area buildings with known balancing issues in order to quantify the extent of temperature imbalance. At one of these buildings a booster pump was installed on a loop to an underheated wing of the building. This study found that unit temperature in a multifamily hydronic building can vary as much as 61°F, particularly if windows are opened or tenants use intermittent supplemental heating sources like oven ranges. Average temperature spread at the building as a result of this retrofit decreased from 22.1°F to 15.5°F.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.
