    The appeal of earth-sheltered housing increased last year when 1000 new underground houses brought the national total to about 5000. Innovative construction and management techniques help, such as the Terra-Dome's moldset and equipment, which the company sells to builders under a license arrangement. Attention is given to aesthetic appeal as well as to energy savings. The Everstrong company builds all-wood underground houses to cut down on humidity and increase resistance to natural disasters. Tight mortgage money has been a serious problem for underground as well as conventional builders. (DCK)

  7. Algorithms for builder guidelines

    The Builder Guidelines are designed to make simple, appropriate guidelines available to builders for their specific localities. Builders may select from passive solar and conservation strategies with different performance potentials. They can then compare the calculated results for their particular house design with a typical house in the same location. Algorithms used to develop the Builder Guidelines are described. The main algorithms used are the monthly solar ratio (SLR) method for winter heating, the diurnal heat capacity (DHC) method for temperature swing, and a new simplified calculation method (McCool) for summer cooling. This paper applies the algorithms to estimate the performance potential of passive solar strategies, and the annual heating and cooling loads of various combinations of conservation and passive solar strategies. The basis of the McCool method is described. All three methods are implemented in a microcomputer program used to generate the guideline numbers. Guidelines for Denver, Colorado, are used to illustrate the results. The structure of the guidelines and worksheet booklets are also presented. 5 refs., 3 tabs.

In Trustbuilder2, the primary components of a trust negotiation system are represented using abstract interfaces. Any or all of these components can be implemented or extended by users of the TrustBuilder2 system, thereby making the system's functionality easily extensible. In our implementation, we provide support for one negotiation strategy, a policy compliance checker based on Jess (the Java Expert System Shell), query interfaces enabling access to disk-based credential and policy repositories, a credential chain construction algorithm, two credential chain verification routines, and both graphical and text-based logging facilities.     The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense(R) Efficient Hot Water Distribution requirement.

    Large-scale movement of oil by sea entails risks that are compounded by variable weather conditions, occasional human fallibility, and mechanical inadequacies. The Int'l Tanker Owners Pollution Federation was established in 1968 to minimize these risks and to help mitigate the impacts of tanker oil spills. The federation recently recommended measures to improve the effectiveness and efficiency of government and industry to respond to tanker oil spills. These include: the establishment of a database on the properties of various oils/ a formal equipment inventory worldwide/ better training facilities for personnel likely to supervise oil recovery operations/ exchange of information between countries on spill experience and research findings/ and international testing and standardization of equipment.

    The Event Builder and Level3 systems constitute critical components of the DAQ in the CDF experiment at Fermilab. These systems are responsible for collecting data fragments from the front end electronics, assembling the data into complete event records, reconstructing the events, and forming the final trigger decision. With Tevatron Run IIa in progress, the systems have been running successfully at high throughput rates, the design utilizing scalable architecture and distributed event processing to meet the requirements. A brief description current performance in Run IIa and possible upgrade for Run IIb is presented.

    The NorthernSTAR Building America Partnership team proposed this study to gain insight into the business, sales, and construction processes of successful high performance builders. The knowledge gained by understanding the high performance strategies used by individual builders, as well as the process each followed to move from traditional builder to high performance builder, will be beneficial in proposing more in-depth research to yield specific action items to assist the industry at large transform to high performance new home construction. This investigation identified the best practices of three successful high performance builders in the upper Midwest. In-depth field analysis of the performance levels of their homes, their business models, and their strategies for market acceptance were explored. All three builders commonly seek ENERGY STAR certification on their homes and implement strategies that would allow them to meet the requirements for the Building America Builders Challenge program. Their desire for continuous improvement, willingness to seek outside assistance, and ambition to be leaders in their field are common themes. Problem solving to overcome challenges was accepted as part of doing business. It was concluded that crossing the gap from code-based building to high performance based building was a natural evolution for these leading builders.

    New Town Builders, a builder of energy efficient homes in Denver, Colorado, offers a zero energy option for all the homes it builds. To attract a wide range of potential homebuyers to its energy efficient homes, New Town Builders created a 'Power of Zero Energy Center' linked to its model home in the Stapleton community of Denver. This case study presents New Town Builders' marketing approach, which is targeted to appeal to homebuyers' emotions rather than overwhelming homebuyers with scientific details about the technology. The exhibits in the Power of Zero Energy Center focus on reduced energy expenses for the homeowner, improved occupant comfort, the reputation of the builder, and the lack of sacrificing the homebuyers' desired design features to achieve zero net energy in the home. The case study also contains customer and realtor testimonials related to the effectiveness of the Center in influencing homebuyers to purchase a zero energy home.

    The data acquisition system (DAQ) of the CMS experiment at the CERN Large Hadron Collider (LHC) assembles events at a rate of 100 kHz, transporting event data at an aggregate throughput of 100 GB/s to the high-level trigger (HLT) farm. The DAQ system has been redesigned during the LHC shutdown in 2013/14. The new DAQ architecture is based on state-of-the-art network technologies for the event building. For the data concentration, 10/40 Gbps Ethernet technologies are used together with a reduced TCP/IP protocol implemented in FPGA for a reliable transport between custom electronics and commercial computing hardware. A 56 Gbps Inniband FDR CLOS network has been chosen for the event builder. This paper discusses the software design, protocols, and optimizations for exploiting the hardware capabilities. In conclusion, ee present performance measurements from small-scale prototypes and from the full-scale production system.

    The U.S. Department of Energy (DOE) has posed a challenge to the homebuilding industry—to build 220,000 high-performance homes by 2012. Through the Builders Challenge, participating homebuilders will have an easy way to differentiate their best energy-performing homes from other products in the marketplace, and to make the benefits clear to buyers. This document was prepared by Pacific Northwest National Laboratory for DOE to provide guidance to U.S. home builders who want to accept the challenge. To qualify for the Builders Challenge, a home must score 70 or less on the EnergySmart Home Scale (E-Scale). The E-scale is based on the well-established Home Energy Rating System (HERS) index, developed by the Residential Energy Services Network (RESNET). The E-scale allows homebuyers to understand – at a glance – how the energy performance of a particular home compares with the performance of others. To learn more about the index and HERS Raters, visit www.natresnet.org. Homes also must meet the Builders Challenge criteria described in this document. To help builders meet the Challenge, guidance is provided in this report for each of the 29 criteria. Included with guidance for each criteria are resources for more information and references for relevant codes and standards. The Builders Challenge Quality Criteria were originally published in Dec. 2008. They were revised and published as PNNL-18009 Rev 1.2 in Nov. 2009. This is version 1.3, published Nov 2010. Changes from the Nov 2009 version include adding a title page and updating the Energy Star windows critiera to the Version 5.0 criteria approved April 2009 and effective January 4, 2010.     As homebuyers are becoming increasingly concerned about rising energy costs and the impact of fossil fuels as a major source of greenhouse gases, the returning new home market is beginning to demand energy-efficient and comfortable high-performance homes. In response to this, some innovative builders are gaining market share because they are able to market their homes’ comfort, better indoor air quality, and aesthetics, in addition to energy efficiency. The success and marketability of these high-performance homes is creating a builder demand for house plans and information about how to design, build, and sell their own low-energy homes. To help make these and other builders more successful in the transition to high-performance construction techniques, Pacific Northwest National Laboratory (PNNL) partnered with seven interested builders in the hot humid and mixed humid climates to provide technical and design assistance through two building science firms, Florida Home Energy and Resources Organization (FL HERO) and Calcs-Plus, and a designer that offers a line of stock plans designed specifically for energy efficiency, called Energy Smart Home Plans (ESHP). This report summarizes the findings of research on cost-effective high-performance whole-house solutions, focusing on real-world implementation and challenges and identifying effective solutions. The ensuing sections provide project background, profile each of the builders who participated in the program, and describe their houses’ construction characteristics, key challenges the builders encountered during the construction and transaction process); and present primary lessons learned to be applied to future projects. As a result of this technical assistance, 17 homes have been built featuring climate-appropriate efficient envelopes, ducts in conditioned space, and correctly sized and controlled heating, ventilation, and air-conditioning systems. The purpose of this project is to develop a cost effective design for moving the HVAC system into conditioned space. In addition, BSC conducted energy analysis to calculate the most economical strategy for increasing the energy performance of future production houses. This is in preparation for the upcoming code changes in 2015. The builder wishes to develop an upgrade package that will allow for a seamless transition to the new code mandate. The following research questions were addressed by this research project: 1. What is the most cost effective, best performing and most easily replicable method of locating ducts inside conditioned space for a hot-humid production home builder that constructs one and two story single family detached residences? 2. What is a cost effective and practical method of achieving 50% source energy savings vs. the 2006 International Energy Conservation Code for a hot-humid production builder? 3. How accurate are the pre-construction whole house cost estimates compared to confirmed post construction actual cost? BSC and the builder developed a duct design strategy that employs a system of dropped ceilings and attic coffers for moving the ductwork from the vented attic to conditioned space. The furnace has been moved to either a mechanical closet in the conditioned living space or a coffered space in the attic.

    Two federal district judges have recently opened the door for negligence suits aimed specifically an environmental consultants. In William Levy and Harper Realty, Inc. v. Versar, Inc., the respective courts allowed negligence-based claims to survive motions to dismiss, suggesting environmental consultants who fail to discover and/or disclose contamination on the properties they are investigating may be liable for considerable damages, including remediation costs and the economic losses suffered as a result of a claimant`s reliance on the environmental consultant`s work product. These cases poses great concern for environmental consultants. This paper will review these cases in detail, and other legal issues of concern to environmental consultants. It will also review the steps consultants can take to limit their liability, including obtaining errors and omissions insurance, using properly drafted environmental services agreements, properly training their employees, effectively communicating about risks with their clients, and other risk management techniques. In light of the exorbitant costs of environmental clean up, and the expansive breadth of liability imposed by federal environmental laws, consultants need to understand the potential causes of action that can be brought against them. Two federal district judges from Illinois have recently opened the door for negligence suits aimed specifically at environmental consultants, in William Levy and Harper Realty, Inc. v. Versar Inc. This paper will analyze the versar and Mobil Oil cases in detail. It will also explore other issues on professional liability generally of concern to environmental consultants. Finally, suggestion are briefly offered to guide environmental consultants as they embark on clean up activities, to reduce their potential liability to third parties.

    We report on software developed as part of the PAN-DA system to support the functions of front end readout controllers and event builders in multiprocessor, multilevel, distributed data acquisition systems. For the next generation data acquisition system we have undertaken to design and implement software tools that are easily transportable to new modules. The first implementation of this software is for Motorola 68K series processor boards in FASTBUS and VME and will be used in the Fermilab accelerator run at the beginning of 1990. We use a Real Time Kernel Operating System. The software provides general connectivity tools for control, diagnosis and monitoring. 17 refs., 7 figs.

    This paper reports on a restaurant and resort which runs entirely on LPG. It has two generators converted to LPG that supply the power for the complex. Energy supplied from the propane is used in the kitchens, to drive the water pump and provide electricity for lighting and other power needs, and to heat the swimming pool. Far more importantly for the owners has been the fuel cost savings of at least 60%.

  2. Closed Crawl Space Performance: Proof of Concept in the Production Builder Marketplace

    characteristics with regard to infiltration and duct leakage. Researchers settled on two closed crawl space designs, one with insulation located in the framed floor structure above the crawl space and one with insulation on the crawl space perimeter wall, as the designs with the most widespread potential for application. Researchers based this assessment not only on the field performance, but also on input from residential builders, pest control professionals, code officials, installers, and building scientists active in the region. The key findings from the field demonstration were that (1) closed crawl spaces stay substantially drier than traditional wall-vented crawl spaces during humid climate conditions, and (2) the houses built on the closed crawl space foundations saved, on average, 15% or more on annual energy used for space heating and cooling. A comparison of the actual energy performance of the homes versus the performance predicted by a popular HERS software application showed that the software was unable to predict the demonstrated savings, in some cases predicting an energy penalty. Findings from the 2005 project were summarized in a publication titled Closed Crawl Spaces: An Introduction to Design, Construction and Performance. Since its release, the publication has received widespread use by builders, homeowners, installers and code officials concerned about crawl space construction. The findings were also used to create major revisions to the NC Residential Code, which were adopted in 2004 and immediately began to reduce the regulatory barriers to widespread commercialization of the technology in NC, particularly in new residential construction.     Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    Title 10 of the Code of Federal Regulations (10 CFR), Section 50.44 Standards for Combustible Gas Control System in Light-Water-Cooled Power Reactors,'' requires that systems be provided to control hydrogen concentration in the containment atmosphere following an accident to ensure that containment integrity is maintained. The purpose of this report is to provide regulatory guidance to licensees with Mark III containments with regard to demonstrating compliance with 10 CFR 50.44, Section (c)(3)(vi) and (c)(3)(vii). In this report, the staff provides its evaluation of the generic methodology proposed by the Hydrogen Control Owners Group. This generic methodology is documented in Topical Report HGN-112-NP, Generic Hydrogen Control Information for BWR/6 Mark III Containments.'' In addition, the staff has recommended that the vulnerability to interruption of power to the hydrogen igniters be evaluated further on a plant-specific basis as part of the individual plant examination of the plants with Mark III containments. 10 figs., 1 tab.

    The vision of the Distributed Energy Research Program (DER) program of the U.S. Department of Energy (DOE) is that the United States will have the cleanest and most efficient and reliable energy system in the world by maximizing the use of affordable distributed energy resources. Electricity consumers will be able to choose from a diverse number of efficient, cost-effective, and environmentally friendly distributed energy options and easily connect them into the nation's energy infrastructure while providing benefits to their owners and other stakeholders. The long-term goal of this vision is that DER will achieve a 20% share of new electric capacity additions in the United States by 2010, thereby helping to make the nation's electric power generation and delivery system more efficient, reliable, secure, clean, economical, and diverse in terms of fuel use (oil, natural gas, solar, hydroelectric, etc.) and prime mover resource (solar, wind, gas turbines, etc.). Near- and mid-term goals are to develop new technologies for implementing and operating DER and address barriers associated with DER usage and then to reduce costs and emissions and improve the efficiency and reliability of DER. Numerous strategies for meeting these goals have been developed into a research, development, and demonstration (RD&D) program that supports generation and delivery systems architecture, including modeling and simulation tools. The benefits associated with DER installations are often significant and numerous. They almost always provide tangible economic benefits, such as energy savings or transmission and distribution upgrade deferrals, as well as intangible benefits, such as power quality improvements that lengthen maintenance or repair intervals for power equipment. Also, the benefits routinely are dispersed among end users, utilities, and the public. For instance, an end user may use the DER to reduce their peak demand and save money due to lower demand charges. Reduced end user

    Combined heat and power (CHP) or cogeneration is the sequential production of two forms of useful energy from a single fuel source. In most CHP applications, chemical energy in fuel is converted to both mechanical and thermal energy. The mechanical energy is generally used to generate electricity, while the thermal energy or heat is used to produce steam, hot water, or hot air. Depending on the application, CHP is referred to by various names including Building Cooling, Heating, and Power (BCHP); Cooling, Heating, and Power for Buildings (CHPB); Combined Cooling, Heating, and Power (CCHP); Integrated Energy Systems (IES), or Distributed Energy Resources (DER). The principal technical advantage of a CHP system is its ability to extract more useful energy from fuel compared to traditional energy systems such as conventional power plants that only generate electricity and industrial boiler systems that only produce steam or hot water for process applications. By using fuel energy for both power and heat production, CHP systems can be very energy efficient and have the potential to produce electricity below the price charged by the local power provider. Another important incentive for applying cogeneration technology is to reduce or eliminate dependency on the electrical grid. For some industrial processes, the consequences of losing power for even a short period of time are unacceptable. The primary objective of the guide is to present information needed to evaluate the viability of cogeneration for new or existing industrial, commercial, and institutional (ICI) boiler installations and to make informed CHP equipment selection decisions. Information presented is meant to help boiler owners and operators understand the potential benefits derived from implementing a CHP project and recognize opportunities for successful application of cogeneration technology.     Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste (HLW) determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations to assess compliance with NRC regulations in 10 CFR Part 61, Subpart C. The NDAA applies to DOE activities that will remain within the States of South Carolina and Idaho. DOE has chosen to, under DOE Order 435.1, engage in consultation with NRC for similar activities in the State of Washington and New York, however, the NRC has no monitoring responsibilities. In 2007, the NRC developed a draft Final Report for Interim Use entitled, NUREG-1854: NRC Staff Guidance for Activities Related to U.S. Department of Energy Waste Determinations. Since the law was enacted, the DOE and NRC have consulted on three waste determinations within the affected States: (1) the Saltstone Disposal Facility at the Savannah River Site (SRS) within the State of South Carolina in 2005, (2) the INTEC Tank Farm at the Idaho National Laboratory within the State of Idaho in 2006, and (3) the F Tank Farm at SRS in 2011. After the end of consultation and issuance by DOE of the final waste determination, monitoring began at each of these sites, including the development of monitoring plans. In addition to the NDAA sites, DOE has requested NRC consultation support on both individual tanks and the entire C Tank Farm at the Hanford Nuclear Reservation in the State of Washington. DOE also requested consultation of waste determinations performed on the melter and related feed tanks at the West Valley site in New York that would be disposed offsite. In the next few years, NRC and DOE will consult on the last of the NDAA waste determinations for a while, the H Tank Farm waste determination at SRS.     It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

The consultation was convened by the National Institute of General Medical Sciences (NIGMS) of the National Institutes of Health (NIH). Approximately 120 individuals participated in the consultation, half from a broad range of communities and populations, and half from government.     In 2005 the U.S. Nuclear Regulatory Commission (NRC) began to implement a new set of responsibilities under the Ronald W. Reagan National Defense Authorization Act (NDAA) of Fiscal Year 2005. Section 3116 of the NDAA requires the U.S. Department of Energy (DOE) to consult with the NRC for certain non-high level waste determinations and also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2005, the NRC staff began consulting with DOE and completed reviews of draft waste determinations for salt waste at the Savannah River Site. In 2006, a second review was completed on tank waste residuals including sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center Tank Farm at the Idaho National Laboratory. Monitoring Plans were developed for these activities and the NRC is actively monitoring disposal actions at both sites. NRC is currently in consultation with DOE on the F-Area Tank Farm closure and anticipates entering consultation on the H-Area Tank Farm at the Savannah River Site. This paper presents, from the NRC perspective, an overview of how the consultation and monitoring process has evolved since its conception in 2005. It addresses changes in methods and procedures used to collect and develop information used by the NRC in developing the technical evaluation report and monitoring plan under consultation and the implementation the plan under monitoring. It will address lessons learned and best practices developed throughout the process. The NDAA has presented significant challenges for the NRC and DOE. Past and current successes demonstrate that the NDAA can achieve its intended goal of facilitating tank closure at DOE legacy defense waste sites. The NRC believes many of the challenges in performing the WD reviews have been identified and addressed. Lessons learned have been collected and documented throughout the review process. (Pirinc), New York, reports the world tanker industry is learning to live with tough provisions of the US's Oil Pollution Act (OPA) of 1990. But serious problems lie over the horizon. In a report prepared under contract for the Department of Energy, Pirinc noted US waterborne oil imports totaled 6.5 million b/d in 1991, three fourths of which was crude oil, and are expected to rise by almost 3 million b/d by 2000.

One strategy is A.G.A.'s commercial national accounts marketing program, designed to establish working relationships with national and regional food, hotel, and retail chains and with the firms that design energy systems for them. The program supplies these chains with information on gas industry services and research aimed at increasing energy utilization efficiency. Regular communications and coordinated sales calls by gas utility executives on chain headquarters often produce increased gas sales, even of traditionally all-electric chains, as illustrated by several case histories.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

    In consultation with the NRC, DOE issued a waste determination for the F-Area Tank Farm (FTF) facility in March 2012. The FTF consists of 22 underground tanks, each 2.8 to 4.9 million liters in capacity, used to store liquid high-level waste generated as a result of spent fuel reprocessing. The waste determination concluded stabilized waste residuals and associated tanks and auxiliary components at the time of closure are not high-level and can be disposed of as LLW. Prior to issuance of the final waste determination, during the consultation phase, NRC staff reviewed and provided comments on DOE's revision 0 and revision 1 FTF PAs that supported the waste determination and produced a technical evaluation report documenting the results of its multi-year review in October 2011. Following issuance of the waste determination, NRC began to monitor DOE disposal actions to assess compliance with the performance objectives in 10 CFR Part 61, Subpart C. To facilitate its monitoring responsibilities, NRC developed a plan to monitor DOE disposal actions. NRC staff was challenged in developing a focused monitoring plan to ensure limited resources are spent in the most cost-effective manner practical. To address this challenge, NRC prioritized monitoring areas and factors in terms of risk significance and timing. This prioritization was informed by NRC staff's review of DOE's PA documentation, independent probabilistic modeling conducted by NRC staff, and NRC-sponsored research conducted by the Center for Nuclear Waste Regulatory Analyses in San Antonio, TX.     This research was sponsored by the Office of Buildings and Community Systems and conducted by the Pacific Northwest Laboratory as part of an ongoing effort to enhance the commercial use of federally developed technology. Federal dollars have supported research on the development of ground source heat pumps (GSHP) for several years. Though several companies currently sell GSHP's for residential use, their share of the total heating and air conditioning business remains less than one percent. Large manufacturing companies with national distribution have not yet added GSHP equipment to their product line. GSHP's use only about one half (Braud 1987) to one third (Bose 1987) of the energy needed to operate conventional furnaces and air conditioners. Consequently, a high level of market penetration by the GSHP offers direct benefits to both utility companies and individual users of the systems. Widespread use of these highly efficient systems will reduce both total energy consupmtion, and problems associated with high levels of energy use during peak periods. This will allow utility companies to delay capital expenditures for new facilities to meet the growing energy demand during peak periods. The cost effective use of electricity also reduces the likelihood of homeowners switching to a different fuel source for heating. 5 refs.

    The project upon which this report is based was conceived in 2012 during discussions between the East Tennessee Clean Fuels Coalition (ETCleanFuels) and Oak Ridge National Laboratory (ORNL) who both noted that a detailed summary of idling recommendations for a wide variety of engines and vehicles were not available in the literature. The two organizations agreed that ETCleanFuels would develop a first-of-its-kind collection of idling recommendations from the owner’s manuals of modern production vehicles. Vehicle engine idling, a subject that has long been debated, is largely shrouded in misinformation. The justifications for idling seem to be many: driver comfort, waiting in lines, and talking on cell phones to name a few. Assuredly, a great number of people idle because of the myths and misinformation surrounding this issue. This report addresses these myths by turning to statements taken directly from the automobile and engine manufacturers themselves.
