    In this paper, the visualization tools created for monitoring the operations of a real-time pricing demonstration system that runs at a distribution feeder level are presented. The information these tools provide gives insights into demand behavior from automated price responsive devices, distribution feeder characteristics, impact of weather on system’s development, and other significant dynamics. Given the large number of devices that bid into a feeder-level real-time electricity market, new techniques are explored to summarize the present state of the system and contrast that with previous trends as well as future projections. To better understand the system behavior and correctly inform decision-making procedures, effective visualization of the data is imperative.

    The paper proposes a framework for modeling and analysis of the dynamics of supply, demand, and clearing prices in power system with real-time retail pricing and information asymmetry. Real-time retail pricing is characterized by passing on the real-time wholesale electricity prices to the end consumers, and is shown to create a closed-loop feedback system between the physical layer and the market layer of the power system. In the absence of a carefully designed control law, such direct feedback between the two layers could increase volatility and lower the system's robustness to uncertainty in demand and generation. A new notion of generalized price-elasticity is introduced, and it is shown that price volatility can be characterized in terms of the system's maximal relative price elasticity, defined as the maximal ratio of the generalized price-elasticity of consumers to that of the producers.     Abstract—Dynamic pricing schemes have been implemented in commercial and industrial application settings, and recently they are getting attention for application to residential customers. Time-of-use and critical-peak-pricing rates are in place in various regions and are being piloted in many more. These programs are proving themselves useful for balancing energy during peak periods; however, real-time (5 minute) pricing signals combined with automation in end-use systems have the potential to deliver even more benefits to operators and consumers. Besides system peak shaving, a real-time pricing system can contribute demand response based on the locational marginal price of electricity, reduce load in response to a generator outage, and respond to local distribution system capacity limiting situations. The US Department of Energy (DOE) is teaming with a mid-west electricity service provider to run a distribution feeder-based retail electricity market that negotiates with residential automation equipment and clears every 5 minutes, thus providing a signal for lowering or raising electric consumption based on operational objectives of economic efficiency and reliability. This paper outlines the capability of the real-time pricing system and the operational scenarios being tested as the system is rolled-out starting in the first half of 2012.

    While more than 70 utilities in the U.S. have offered voluntary RTP tariffs on either a pilot or permanent basis, most have operated in relative obscurity. To bring this broad base of experience to bear on policymakers current efforts to stimulate price responsive demand, we conducted a survey of 43 voluntary RTP tariffs offered in 2003. The survey involved telephone interviews with RTP program managers and other utility staff, as well as a review of regulatory documents, tariff sheets, program evaluations, and other publicly available sources. Based on this review of RTP program experience, we identify key trends related to: utilities motivations for implementing RTP, evolution of RTP tariff design, program participation, participant price response, and program outlook. We draw from these findings to discuss implications for policymakers that are currently considering voluntary RTP as a strategy for developing price responsive demand.

    The Builder Guidelines are designed to make simple, appropriate guidelines available to builders for their specific localities. Builders may select from passive solar and conservation strategies with different performance potentials. They can then compare the calculated results for their particular house design with a typical house in the same location. Algorithms used to develop the Builder Guidelines are described. The main algorithms used are the monthly solar ratio (SLR) method for winter heating, the diurnal heat capacity (DHC) method for temperature swing, and a new simplified calculation method (McCool) for summer cooling. This paper applies the algorithms to estimate the performance potential of passive solar strategies, and the annual heating and cooling loads of various combinations of conservation and passive solar strategies. The basis of the McCool method is described. All three methods are implemented in a microcomputer program used to generate the guideline numbers. Guidelines for Denver, Colorado, are used to illustrate the results. The structure of the guidelines and worksheet booklets are also presented. 5 refs., 3 tabs.

    Real-time pricing (RTP) can be used by electric utilities as a control signal for responsive demand-side management (DSM) programs. Electric thermal storage (ETS) systems in buildings provide the inherent flexibility needed to take advantage of variations in prices. Under RTP, optimal performance for ETS operations is achieved under market conditions where reductions in customers` costs coincide with the lowering of the cost of service for electric utilities. The RTP signal conveys the time-varying actual marginal cost of the electric service to customers. The RTP rate is a combination of various cost components, including marginal generation fuel and maintenance costs, marginal costs of transmission and distribution losses, and marginal quality of supply and transmission costs. This report describes the results of an experiment in automatic control of heat storage systems under RTP during the winter seasons of 1989--90 and 1990--91.

    This report contributes initial findings from an analysis of significant aspects of the gridSMART® Real-Time Pricing (RTP) – Double Auction demonstration project. Over the course of four years, Pacific Northwest National Laboratory (PNNL) worked with American Electric Power (AEP), Ohio and Battelle Memorial Institute to design, build, and operate an innovative system to engage residential consumers and their end-use resources in a participatory approach to electric system operations, an incentive-based approach that has the promise of providing greater efficiency under normal operating conditions and greater flexibility to react under situations of system stress. The material contained in this report supplements the findings documented by AEP Ohio in the main body of the gridSMART report. It delves into three main areas: impacts on system operations, impacts on households, and observations about the sensitivity of load to price changes.

    As retail choice states reach the end of their transitional, rate-cap periods, state regulators must decide what type of default supply service to provide to customers that have not switched to a competitive retail supplier. In a growing number of states, regulators have adopted real-time pricing (RTP) as the default service for large commercial and industrial (C&I) customers. Although this trend is driven chiefly by policy objectives related to retail competition, default service RTP may have the added benefit of stimulating demand response. To evaluate the potential role of RTP as a means to both ends--retail market development and demand response--we conducted a comprehensive review of experience with default RTP in the U.S. and examined the emergence of RTP as a product offering by competitive retail suppliers. Across the ten utilities with default RTP in place in 2005, between 5% and 35% of the applicable load remained on the rate. Based on interviews with competitive retailers, we find evidence to suggest that a comparable amount of load in these states has switched to hourly pricing arrangements with competitive retailers. Many customers on default or competitive hourly pricing are paying prices indexed to the real-time spot market, and thus have no advance knowledge of prices. Because the price responsiveness of customers under these conditions has yet to be formally analyzed, and relatively few efforts have been undertaken to help these customers become price responsive, the actual demand response impacts from hourly pricing in retail choice states remains largely an open question. However, we find that policymakers and other stakeholders in retail choice states have various strategies at their disposal to capture the potential demand response benefits from hourly pricing, while simultaneously supporting retail competition.

    Demand response (DR) has been broadly recognized to be an integral component of well-functioning electricity markets, although currently underdeveloped in most regions. Among the various initiatives undertaken to remedy this deficiency, public utility commissions (PUC) and utilities have considered implementing dynamic pricing tariffs, such as real-time pricing (RTP), and other retail pricing mechanisms that communicate an incentive for electricity consumers to reduce their usage during periods of high generation supply costs or system reliability contingencies. Efforts to introduce DR into retail electricity markets confront a range of basic policy issues. First, a fundamental issue in any market context is how to organize the process for developing and implementing DR mechanisms in a manner that facilitates productive participation by affected stakeholder groups. Second, in regions with retail choice, policymakers and stakeholders face the threshold question of whether it is appropriate for utilities to offer a range of dynamic pricing tariffs and DR programs, or just ''plain vanilla'' default service. Although positions on this issue may be based primarily on principle, two empirical questions may have some bearing--namely, what level of price response can be expected through the competitive retail market, and whether establishing RTP as the default service is likely to result in an appreciable level of DR? Third, if utilities are to have a direct role in developing DR, what types of retail pricing mechanisms are most appropriate and likely to have the desired policy impact (e.g., RTP, other dynamic pricing options, DR programs, or some combination)? Given a decision to develop utility RTP tariffs, three basic implementation issues require attention. First, should it be a default or optional tariff, and for which customer classes? Second, what types of tariff design is most appropriate, given prevailing policy objectives, wholesale market structure, ratemaking practices and standards, and customer preferences? Third, if a primary goal for RTP implementation is to induce DR, what types of supplemental activities are warranted to support customer participation and price response (e.g., interval metering deployment, customer education, and technical assistance)?

    As homebuyers are becoming increasingly concerned about rising energy costs and the impact of fossil fuels as a major source of greenhouse gases, the returning new home market is beginning to demand energy-efficient and comfortable high-performance homes. In response to this, some innovative builders are gaining market share because they are able to market their homes’ comfort, better indoor air quality, and aesthetics, in addition to energy efficiency. The success and marketability of these high-performance homes is creating a builder demand for house plans and information about how to design, build, and sell their own low-energy homes. To help make these and other builders more successful in the transition to high-performance construction techniques, Pacific Northwest National Laboratory (PNNL) partnered with seven interested builders in the hot humid and mixed humid climates to provide technical and design assistance through two building science firms, Florida Home Energy and Resources Organization (FL HERO) and Calcs-Plus, and a designer that offers a line of stock plans designed specifically for energy efficiency, called Energy Smart Home Plans (ESHP). This report summarizes the findings of research on cost-effective high-performance whole-house solutions, focusing on real-world implementation and challenges and identifying effective solutions. The ensuing sections provide project background, profile each of the builders who participated in the program, and describe their houses’ construction characteristics, key challenges the builders encountered during the construction and transaction process); and present primary lessons learned to be applied to future projects. As a result of this technical assistance, 17 homes have been built featuring climate-appropriate efficient envelopes, ducts in conditioned space, and correctly sized and controlled heating, ventilation, and air-conditioning systems. In addition, most builders intend to integrate high-performance features into most or all their homes in the future. As these seven builders have demonstrated, affordable, high-performance homes are possible, but require attention to detail and flexibility in design to accommodate specific regional geographic or market-driven constraints that can increase cost. With better information regarding how energy-efficiency trade-offs or design choices affect overall home performance, builders can make informed decisions regarding home design and construction to minimize cost without sacrificing performance and energy savings.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense(R) Efficient Hot Water Distribution requirement.

This investigation identified the best practices of three successful high performance builders in the upper Midwest. In-depth field analysis of the performance levels of their homes, their business models, and their strategies for market acceptance were explored. All three builders commonly seek ENERGY STAR certification on their homes and implement strategies that would allow them to meet the requirements for the Building America Builders Challenge program. Their desire for continuous improvement, willingness to seek outside assistance, and ambition to be leaders in their field are common themes. Problem solving to overcome challenges was accepted as part of doing business. It was concluded that crossing the gap from code-based building to high performance based building was a natural evolution for these leading builders.

To attract a wide range of potential homebuyers to its energy efficient homes, New Town Builders created a 'Power of Zero Energy Center' linked to its model home in the Stapleton community of Denver. This case study presents New Town Builders' marketing approach, which is targeted to appeal to homebuyers' emotions rather than overwhelming homebuyers with scientific details about the technology.     The U.S. Department of Energy (DOE) has posed a challenge to the homebuilding industry—to build 220,000 high-performance homes by 2012. Through the Builders Challenge, participating homebuilders will have an easy way to differentiate their best energy-performing homes from other products in the marketplace, and to make the benefits clear to buyers. This document was prepared by Pacific Northwest National Laboratory for DOE to provide guidance to U.S. home builders who want to accept the challenge. To qualify for the Builders Challenge, a home must score 70 or less on the EnergySmart Home Scale (E-Scale). The E-scale is based on the well-established Home Energy Rating System (HERS) index, developed by the Residential Energy Services Network (RESNET). The E-scale allows homebuyers to understand – at a glance – how the energy performance of a particular home compares with the performance of others. To learn more about the index and HERS Raters, visit www.natresnet.org. Homes also must meet the Builders Challenge criteria described in this document. To help builders meet the Challenge, guidance is provided in this report for each of the 29 criteria. Included with guidance for each criteria are resources for more information and references for relevant codes and standards.     The purpose of this dissertation is to study the international transmission of oil-price effects and the derivation of optimal oil prices not as two separate problems but rather as one problem by recognizing that changes in oil prices affect real income of oil importers and thus feed back to the demand for oil faced by OPEC. To study the international transmission of oil price changes, the author develops a three-region world model where real income, prices, and international trade are endogenously determined. With this model he derives the comparative statics of oil price changes. He also analyzes the feedback effect of oil price changes, allowing for counterinflationary policies in oil-importing countries. A modified version of the theoretical model is econometrically estimated with data for 1960-1979. The quantitative dimension of oil price changes using dynamic multipliers is studied. Also studied are the impacts of restrictive fiscal policy in DC's, greater absorption by OPEC, and increased financial transfers to LDC's on real income, in the international oil market, on inflation, and on international trade of manufacturers and raw materials. It was found that not recognizing the feedback effects of oil price increases introduces a significant upward bias in the total price elasticity and in the optimal oil price path, neither of which is consistent with OPEC's best interest.

    Relatively little research exists estimating the marginal impacts of photovoltaic (PV) energy systems on home sale prices. Using a large dataset of California homes that sold from 2000 through mid-2009, we find strong evidence, despite a variety of robustness checks, that existing homes with PV systems sold for a premium over comparable homes without PV systems, implying a near full return on investment. Premiums for new homes are found to be considerably lower than those for existing homes, implying, potentially, a tradeoff between price and sales velocity. The results have significant implications for homeowners, builders, appraisers, lenders, and policymakers.

The purpose of this project is to develop a cost effective design for moving the HVAC system into conditioned space. In addition, BSC conducted energy analysis to calculate the most economical strategy for increasing the energy performance of future production houses. This is in preparation for the upcoming code changes in 2015. The builder wishes to develop an upgrade package that will allow for a seamless transition to the new code mandate. The following research questions were addressed by this research project: 1. What is the most cost effective, best performing and most easily replicable method of locating ducts inside conditioned space for a hot-humid production home builder that constructs one and two story single family detached residences? 2. What is a cost effective and practical method of achieving 50% source energy savings vs. the 2006 International Energy Conservation Code for a hot-humid production builder? 3. How accurate are the pre-construction whole house cost estimates compared to confirmed post construction actual cost? BSC and the builder developed a duct design strategy that employs a system of dropped ceilings and attic coffers for moving the ductwork from the vented attic to conditioned space.   13. Retrospective Evaluation of Appliance Price Trends

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

    This study examines the use of OpenADR communications specification, related data models, technologies, and strategies to send dynamic prices (e.g., real time prices and peak prices) and Time of Use (TOU) rates to commercial and industrial electricity customers. OpenADR v1.0 is a Web services-based flexible, open information model that has been used in California utilities' commercial automated demand response programs since 2007. We find that data models can be used to send real time prices. These same data models can also be used to support peak pricing and TOU rates. We present a data model that can accommodate all three types of rates. For demonstration purposes, the data models were generated from California Independent System Operator's real-time wholesale market prices, and a California utility's dynamic prices and TOU rates. Customers can respond to dynamic prices by either using the actual prices, or prices can be mapped into"operation modes," which can act as inputs to control systems. We present several different methods for mapping actual prices. Some of these methods were implemented in demonstration projects. The study results demonstrate show that OpenADR allows interoperability with existing/future systems/technologies and can be used within related dynamic pricing activities within Smart Grid.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

    Many science domains need to build computationally efficient and accurate representations of high fidelity, computationally expensive simulations. These computationally efficient versions are known as reduced-order models. This paper presents the design and implementation of a novel reduced-order model (ROM) builder, the REVEAL toolset. This toolset generates ROMs based on science- and engineering-domain specific simulations executed on high performance computing (HPC) platforms. The toolset encompasses a range of sampling and regression methods that can be used to generate a ROM, automatically quantifies the ROM accuracy, and provides support for an iterative approach to improve ROM accuracy. REVEAL is designed to be extensible in order to utilize the core functionality with any simulator that has published input and output formats. It also defines programmatic interfaces to include new sampling and regression techniques so that users can ‘mix and match’ mathematical techniques to best suit the characteristics of their model. In this paper, we describe the architecture of REVEAL and demonstrate its usage with a computational fluid dynamics model used in carbon capture.

    We present an Open Automated Demand Response Communications Specifications (OpenADR) data model capable of communicating real-time prices to electricity customers. We also show how the same data model could be used to for other types of dynamic pricing tariffs (including peak pricing tariffs, which are common throughout the United States). Customers participating in automated demand response programs with building control systems can respond to dynamic prices by using the actual prices as inputs to their control systems. Alternatively, prices can be mapped into"building operation modes," which can act as inputs to control systems. We present several different strategies customers could use to map prices to operation modes. Our results show that OpenADR can be used to communicate dynamic pricing within the Smart Grid and that OpenADR allows for interoperability with existing and future systems, technologies, and electricity markets.

    This overview is intended to be a very concise, limited summary of the key project activities discussed in the detailed report that follows. Due to the large scope of this project, the detailed report is broken into three individually titled sections. Each section repeats key background information, with the goal that the sections will eventually stand alone as complete reports on the major activities of the project. The information presented herein comes from ongoing research, so please note that all observations, findings and recommendations presented are preliminary and subject to change in the future. We invite and welcome your comments and suggestions for improving the project. Advanced Energy completed its first jointly-funded crawl space research project with the Department of Energy in 2005. That project, funded under award number DE-FC26-00NT40995 and titled 'A Field Study Comparison of the Energy and Moisture Performance Characteristics of Ventilated Versus Sealed Crawl Spaces in the South' demonstrated the substantial energy efficiency and moisture management benefits that result from using properly closed crawl space foundations for residential construction instead of traditional wall vented crawl space foundations. Two activities of this first project included (1) an assessment of ten existing homes to document commonly observed energy and moisture failures associated with wall-vented crawl space foundations and (2) a detailed literature review that documented both the history of closed crawl space research and the historical lack of scientific justification for building code requirements for crawl space ventilation. The most valuable activity of the 2005 project proved to be the field demonstration of various closed crawl space techniques, which were implemented in a set of twelve small (1040 square feet), simply designed homes in eastern North Carolina. These homes had matched envelope, mechanical and architectural designs, and comparable performance characteristics with regard to infiltration and duct leakage. Researchers settled on two closed crawl space designs, one with insulation located in the framed floor structure above the crawl space and one with insulation on the crawl space perimeter wall, as the designs with the most widespread potential for application. Researchers based this assessment not only on the field performance, but also on input from residential builders, pest control professionals, code officials, installers, and building scientists active in the region. The key findings from the field demonstration were that (1) closed crawl spaces stay substantially drier than traditional wall-vented crawl spaces during humid climate conditions, and (2) the houses built on the closed crawl space foundations saved, on average, 15% or more on annual energy used for space heating and cooling. A comparison of the actual energy performance of the homes versus the performance predicted by a popular HERS software application showed that the software was unable to predict the demonstrated savings, in some cases predicting an energy penalty. Findings from the 2005 project were summarized in a publication titled Closed Crawl Spaces: An Introduction to Design, Construction and Performance. Since its release, the publication has received widespread use by builders, homeowners, installers and code officials concerned about crawl space construction. The findings were also used to create major revisions to the NC Residential Code, which were adopted in 2004 and immediately began to reduce the regulatory barriers to widespread commercialization of the technology in NC, particularly in new residential construction.     A mathematical model has been developed which approximates the reduction in a household's total energy consumption in response to higher energy prices and different rebate schemes. This model is based on the assumption that energy consumption is a function of a household's real income, prices of different commodities and energy intensities. The amount of energy saved and the change in real expenditure of a household has been calculated for four tax rates; 50%, 100%, 224% and 400%, and five rebate schemes; one regressive, two progressive, one income distribution preserving and the flat per capita rebate. The results indicate that, for a given tax rate, the choice of rebate scheme does not significantly affect the amount of energy conserved by the households. However, the effect of different rebate schemes on a household's real expenditure could be dramatically different.

    Against the backdrop of increasingly volatile natural gas prices, renewable energy resources, which by their nature are immune to natural gas fuel price risk, provide a real economic benefit. Unlike many contracts for natural gas-fired generation, renewable generation is typically sold under fixed-price contracts. Assuming that electricity consumers value long-term price stability, a utility or other retail electricity supplier that is looking to expand its resource portfolio (or a policymaker interested in evaluating different resource options) should therefore compare the cost of fixed-price renewable generation to the hedged or guaranteed cost of new natural gas-fired generation, rather than to projected costs based on uncertain gas price forecasts. To do otherwise would be to compare apples to oranges: by their nature, renewable resources carry no natural gas fuel price risk, and if the market values that attribute, then the most appropriate comparison is to the hedged cost of natural gas-fired generation. Nonetheless, utilities and others often compare the costs of renewable to gas-fired generation using as their fuel price input long-term gas price forecasts that are inherently uncertain, rather than long-term natural gas forward prices that can actually be locked in. This practice raises the critical question of how these two price streams compare. If they are similar, then one might conclude that forecast-based modeling and planning exercises are in fact approximating an apples-to-apples comparison, and no further consideration is necessary. If, however, natural gas forward prices systematically differ from price forecasts, then the use of such forecasts in planning and modeling exercises will yield results that are biased in favor of either renewable (if forwards < forecasts) or natural gas-fired generation (if forwards > forecasts). In this report we compare the cost of hedging natural gas price risk through traditional gas-based hedging instruments (e.g., futures, swaps, and fixed-price physical supply contracts) to contemporaneous forecasts of spot natural gas prices, with the purpose of identifying any systematic differences between the two. Although our data set is quite limited, we find that over the past three years, forward gas prices for durations of 2-10 years have been considerably higher than most natural gas spot price forecasts, including the reference case forecasts developed by the Energy Information Administration (EIA). This difference is striking, and implies that resource planning and modeling exercises based on these forecasts over the past three years have yielded results that are biased in favor of gas-fired generation (again, presuming that long-term stability is desirable). As discussed later, these findings have important ramifications for resource planners, energy modelers, and policy-makers.

    An increasing number of homes with existing photovoltaic (PV) energy systems have sold in the U.S., yet relatively little research exists that estimates the marginal impacts of those PV systems on the sales price. A clearer understanding of these effects might influence the decisions of homeowners, home buyers and PV home builders. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. Across a large number of hedonic and repeat sales model specifications and robustness tests, the analysis finds strong evidence that homes with PV systems sold for a premium over comparable homes without. The effects range, on average, from approximately $3.9 to $6.4 per installed watt (DC), with most models coalescing near $5.5/watt, which corresponds to a premium of approximately $17,000 for a 3,100 watt system. The research also shows that, as PV systems age, the premium enjoyed at the time of home sale decreases. Additionally, existing homes with PV systems are found to have commanded a larger sales price premium than new homes with similarly sized PV systems.     An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that estimates the marginal impacts of those PV systems on home sale prices. A clearer understanding of these possible impacts might influence the decisions of homeowners considering the installation of a PV system, homebuyers considering the purchase of a home with PV already installed, and new home builders considering including PV as an optional or standard product on their homes. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. It finds strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, on average, from roughly $4 to $5.5/watt across a large number of hedonic and repeat sales model specifications and robustness tests. When expressed as a ratio of the sales price premium of PV to estimated annual energy cost savings associated with PV, an average ratio of 14:1 to 19:1 can be calculated; these results are consistent with those of the more-extensive existing literature on the impact of energy efficiency on sales prices. When the data are split among new and existing homes, however, PV system premiums are markedly affected. New homes with PV show premiums of $2.3-2.6/watt, while existing homes with PV show premiums of more than $6/watt. Reasons for this discrepancy are suggested, yet further research is warranted. A number of other areas where future research would be useful are also highlighted.

    This study begins by asking whether fluctuations in the price of crude oil have affected employment and the rate of unemployment in the US. After reviewing previous assessments of the issue, the existence of an empirical relationship between the rate of unemployment and crude oil price volatility is established using Granger causality. Subsequently, the nature of the relationship is estimated with the results suggesting that at least three full years are required before the measurable impact of a percentage change in the real price of crude oil on the change in unemployment is exhausted. Finally, the structural stability of the functional relationship between the change in unemployment and the volatility of the price of crude oil and the percentage change in gross national product is examined.

    We study the high frequency price dynamics of traded stocks by a model of returns using a semi-Markov approach. More precisely we assume that the intraday returns are described by a discrete time homogeneous semi-Markov which depends also on a memory index. The index is introduced to take into account periods of high and low volatility in the market. First of all we derive the equations governing the process and then theoretical results have been compared with empirical findings from real data. In particular we analyzed high frequency data from the Italian stock market from first of January 2007 until end of December 2010.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    Changing electricity prices to more closely reflect production costs has a significant impact on the consumption of electricity. It is known, for example, that most of the efficiency gains in the electric power sectors of the industrialized world since the first international oil price shock in 1973 are attributable to the rising trend of electricity prices. This was due to the rising average price of electricity. Because of the unique characteristics of producing electricity, its marginal cost is higher than its average cost during many hours of the day. This study shows that, for utilities not reflecting these cost differences in their rates, there is ample room to satisfy a portion of their resource needs by exploiting the load-shaping properties of time-of-use (TOU) rates. Satisfying a portion of resource requirements by implementing a TOU-pricing program, however, is not costless. Metering and administering TOU pricing requires a financial commitment by an electric utility. And the commitment has an opportunity cost. That is, the funds could be used to construct generating plants or run DSM programs (other than a TOU-pricing program) and satisfy the same resource needs that TOU pricing does. The question addressed in this study is whether a utility is better-served financially by (i) implementing TOU pricing or (ii) running technical DSM programs and building power plants. The answer is that TOU pricing compares favorably on a financial basis with other resources under a wide set of conditions that real-world utilities confront.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    Dynamic retail pricing, especially real-time pricing (RTP), has been widely heralded as a panacea for providing much-needed demand response in electricity markets. However, in designing default service for competitive retail markets, demand response has been an afterthought, and in some cases not given any weight at all. But that may be changing, as states that initiated customer choice in the past 5-7 years reach an important juncture in retail market design. Most states with retail choice established an initial transitional period during which utilities were required to offer a default or standard offer generation service, often at a capped or otherwise administratively-determined rate. Many retail choice states have reached the end of their transitional period, and several have adopted or are actively considering an RTP-type default service for large commercial and industrial (C&I) customers. In most cases, the primary reason for adopting RTP as the default service has been to advance policy objectives related to the development of competitive retail markets. However, if attention is paid in its design and implementation, default RTP service can also provide a solid foundation for developing price responsive demand, creating an important link between wholesale and retail market transactions. This article, which draws from a lengthier report, describes experience to date with RTP as a default service, focusing on its role as an instrument for cultivating price responsive demand.1 As of summer 2005, default service RTP was in place or approved for future implementation in five U.S. states: New Jersey, Maryland, Pennsylvania, New York, and Illinois. For each of these states, we conducted a detailed review of the regulatory proceedings leading to adoption of default RTP and interviewed regulatory staff and utilities in these states, as well as eight competitive retail suppliers active in these markets.

    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.
