    The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the short-term. Energy storage may play a crucial role in the future of the power and transportation systems, which together consume two thirds of primary energy in the United States. A recent National Academy of Science report recommended carrying out detailed scenario assessments of the penetration of unconventional fuels from coal and coal and biomass with CCS. And the research plan provided for nuclear fission does not justify spending as many funds as were requested. The proposed funding for FY 2010 and the resources from ARRA, however, do not guarantee that the United States will finally enjoy the predictable and consistent publicly-funded energy technology innovation effort that it needs. The Obama administration must put in place a comprehensive energy technology innovation strategy that will ensure that an expanded ERD3 effort is both sustainable and efficient. This commission would be charged with, inter alia, developing a strategy that optimizes the integration of the various stages of innovation (research, development, demonstration, early deployment), as well as integrates efforts across technology areas.     A reconciliation plan was developed and implemented to address potential gaps and responses to gaps between the design/build vendor proposals and the Critical Decision-2/3 approval request package for the Remote-Handled Low Level Waste Disposal Facility Project. The plan and results of the plan implementation included development of a reconciliation team comprised of subject matter experts from Battelle Energy Alliance and the Department of Energy Idaho Operations Office, identification of reconciliation questions, reconciliation by the team, identification of unresolved/remaining issues, and identification of follow-up actions and subsequent approvals of responses. The plan addressed the potential for gaps to exist in the following areas: • Department of Energy Order 435.1, “Radioactive Waste Management,” requirements, including the performance assessment, composite analysis, monitoring plan, performance assessment/composite analysis maintenance plan, and closure plan • Environmental assessment supporting the National Environmental Policy Act • Nuclear safety • Safeguards and security • Emplacement operations • Requirements for commissioning • General project implementation. The reconciliation plan and results of the plan implementation are provided in a business-sensitive project file. This report provides the reconciliation plan and non-business sensitive summary responses to identified gaps.

    The FY 1996 budget presentation is organized by the Department`s major business lines. An accompanying chart displays the request for new budget authority. The report compares the budget request for FY 1996 with the appropriated FY 1995 funding levels displayed on a comparable basis. The FY 1996 budget represents the first year of a five year plan in which the Department will reduce its spending by $15.8 billion in budget authority and by $14.1 billion in outlays. FY 1996 is a transition year as the Department embarks on its multiyear effort to do more with less. The Budget Highlights are presented by business line; however, the fifth business line, Economic Productivity, which is described in the Policy Overview section, cuts across multiple organizational missions, funding levels and activities and is therefore included in the discussion of the other four business lines.

    Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and a methodology to quantify all major components of the global carbon budget, including their uncertainties, based on the combination of a range of data, algorithms, statistics, and model estimates and their interpretation by a broad scientific community. We discuss changes compared to previous estimates, consistency within and among components, alongside methodology and data limitations. CO2 emissionsmore »from fossil fuel combustion and cement production (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on combined evidence from land-cover-change data, fire activity associated with deforestation, and models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The mean ocean CO2 sink (SOCEAN) is based on observations from the 1990s, while the annual anomalies and trends are estimated with ocean models. The variability in SOCEAN is evaluated with data products based on surveys of ocean CO2 measurements. The global residual terrestrial CO2 sink (SLAND) is estimated by the difference of the other terms of the global carbon budget and compared to results of independent dynamic global vegetation models forced by observed climate, CO2, and land-cover-change (some including nitrogen–carbon interactions). We compare the mean land and ocean fluxes and their variability to estimates from three atmospheric inverse methods for three broad latitude bands. All uncertainties are reported as ±1?;, reflecting the current capacity to characterise the annual estimates of each component of the global carbon budget. For the last decade available (2004–2013), EFF was 8.9 ± 0.4 GtC yr?¹,ELUC 0.9 ± 0.5 GtC yr?¹, GATM 4.3 ± 0.1 GtC yr?¹, SOCEAN 2.6 ± 0.5 GtC yr?¹, and SLAND 2.9 ± 0.8 GtC yr?¹. For year 2013 alone, EFF grew to 9.9 ± 0.5 GtC yr?¹, 2.3% above 2012, continuing the growth trend in these emissions, ELUC was 0.9 ± 0.5 GtC yr?¹, GATM was 5.4 ± 0.2 GtC yr?¹, SOCEAN was 2.9 ± 0.5 GtC yr?¹, and SLAND was 2.5 ± 0.9 GtC yr?¹. GATM was high in 2013, reflecting a steady increase in EFF and smaller and opposite changes between SOCEAN and SLAND compared to the past decade (2004–2013). The global atmospheric CO2 concentration reached 395.31 ± 0.10 ppm averaged over 2013. We estimate that EFF will increase by 2.5% (1.3–3.5%) to 10.1 ± 0.6 GtC in 2014 (37.0 ± 2.2 GtCO2 yr?¹), 65% above emissions in 1990, based on projections of world gross domestic product and recent changes in the carbon intensity of the global economy. From this projection of EFF and assumed constant ELUC for 2014, cumulative emissions of CO2 will reach about 545 ± 55 GtC (2000 ± 200 GtCO2) for 1870–2014, about 75% from EFF and 25% from ELUC. This paper documents changes in the methods and data sets used in this new carbon budget compared with previous publications of this living data set (Le Quéré et al., 2013, 2014).     During April, several Congressional committees held hearings on the FY 1994 budget submitted by the Department of Energy (DOE). DOE has requested a total nuclear energy budget of $165 million, reduced from $299.3 million in FY 1993. Energy Secretary Hazel O'Leary and acting Assistant Secretary for Nuclear Energy, Mr. E.C. Brolin, testified that DOE intends to continue to fund research for light water reactors (LWR) at a level of $57.8 million during FY 1994, a slight decline from the $58.7 million requested for FY 1993. The LWR program funding will allow work to continue on the standardization and design certification programs. However, DOE's proposed $45 million budget cut, to only $15 million, for funding of advanced nuclear research and development programs has been sharply criticized by nuclear industry supporters in Congress. The Nuclear Regulatory Commission's (NRC) Chairman, Ivan Selin, testified before the House Energy and Water Appropriations Subcommittee regarding NRC's budget request. NRC is requesting $547.7 million for FY 1994, an increase of 1.5 percent over the FY 1993 budget.

    The U.S. Congress has determined that the safe use of nuclear materials for peaceful purposes is a legitimate and important national goal. It has entrusted the Nuclear Regulatory Commission (NRC) with the primary Federal responsibility for achieving that goal. The NRC`s mission, therefore, is to regulate the Nation`s civilian use of byproduct, source, and special nuclear materials to ensure adequate protection of public health and safety, to promote the common defense and security, and to protect the environment. The NRC`s FY 1998 budget requests new budget authority of $481,300,000 to be funded by two appropriations - one is the NRC`s Salaraies and Expenses appropriation for $476,500,000, and the other is NRC`s Office of Inspector General appropriation for $4,800,000. Of the funds appropriated to the NRC`s Salaries and Expenses, $17,000,000, shall be derived from the Nuclear Waste Fund and $2,000,000 shall be derived from general funds. The proposed FY 1998 appropriation legislation would also exempt the $2,000,000 for regulatory reviews and other assistance provided to the Department of Energy from the requirement that the NRC collect 100 percent of its budget from fees. The sums appropriated to the NRC`s Salaries and Expenses and NRC`s Office of Inspector General shall be reduced by the amount of revenues received during FY 1998 from licensing fees, inspection services, and other services and collections, so as to result in a final FY 1998 appropriation for the NRC of an estimated $19,000,000 - the amount appropriated from the Nuclear Waste Fund and from general funds. Revenues derived from enforcement actions shall be deposited to miscellaneous receipts of the Treasury.

    Several scenarios exist in the modern interconnected world which call for efficient network interdiction algorithms. Applications are varied, including computer network security, prevention of spreading of Internet worms, policing international smuggling networks, controlling spread of diseases and optimizing the operation of large public energy grids. In this paper we consider some natural network optimization questions related to the budget constrained interdiction problem over general graphs. Many of these questions turn out to be computationally hard to tackle. We present a particularly interesting practical form of the interdiction question which we show to be computationally tractable. A polynomial time algorithm is then presented for this problem.

    In order to provide a sound basis and foundation for integrated Project and Contract change management, it is imperative to ensure the alignment of the Negotiated Contract Costs (NCC) with the Contract Budget Base (CBB), where CBB is defined as the Performance Measurement Baseline (PMB) plus Management Reserve (MR). The achievement of this alignment assures customer and contractor agreement on scope, requirements, quantities, schedule and cost, which facilitates the identification of change conditions and ultimate agreement on the value of changes to the NCC and the CBB. Delays in contract/CBB true up/reconciliation can negatively effect measurement of project progress, limiting owner understanding of liability, and may result in increased contract disagreements and potential claims. The Department of Energy Oak Ridge Office of Environmental Management (OR-EM) and URS - CH2M Oak Ridge LLC (UCOR) achieved alignment of the NCC with the CBB within 10 months of UCOR taking over work on the East Tennessee Technology Park (ETTP) cleanup contract by: 1. Managing as a discrete project; 2. Establishing expectations and setting tone of interactions; 3. Using personnel experienced with Federal Acquisition Regulation (FAR); 4. Partnering; 5.     This report documents The Nambe Pueblo Water Budget and Water Forecasting model. The model has been constructed using Powersim Studio (PS), a software package designed to investigate complex systems where flows and accumulations are central to the system. Here PS has been used as a platform for modeling various aspects of Nambe Pueblo's current and future water use. The model contains three major components, the Water Forecast Component, Irrigation Scheduling Component, and the Reservoir Model Component. In each of the components, the user can change variables to investigate the impacts of water management scenarios on future water use. The Water Forecast Component includes forecasting for industrial, commercial, and livestock use. Domestic demand is also forecasted based on user specified current population, population growth rates, and per capita water consumption. Irrigation efficiencies are quantified in the Irrigated Agriculture component using critical information concerning diversion rates, acreages, ditch dimensions and seepage rates. Results from this section are used in the Water Demand Forecast, Irrigation Scheduling, and the Reservoir Model components. The Reservoir Component contains two sections, (1) Storage and Inflow Accumulations by Categories and (2) Release, Diversion and Shortages. Results from both sections are derived from the calibrated Nambe Reservoir model where historic, pre-dam or above dam USGS stream flow data is fed into the model and releases are calculated.

    We investigate the free magnetic energy and relative magnetic helicity budgets of solar quiet regions. Using a novel non-linear force-free method requiring single solar vector magnetograms we calculate the instantaneous free magnetic energy and relative magnetic helicity budgets in 55 quiet-Sun vector magnetograms. As in a previous work on active regions, we construct here for the first time the (free) energy-(relative) helicity diagram of quiet-Sun regions. We find that quiet-Sun regions have no dominant sense of helicity and show monotonic correlations a) between free magnetic energy/relative helicity and magnetic network area and, consequently, b) between free magnetic energy and helicity. Free magnetic energy budgets of quiet-Sun regions represent a rather continuous extension of respective active-region budgets towards lower values, but the corresponding helicity transition is discontinuous due to the incoherence of the helicity sense contrary to active regions.     The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. This research was one component of the retrospective and Recovery Act evaluations of the U.S. Department of Energy s Weatherization Assistance Program. Survey respondents were randomly selected from a nationally representative sample of weatherization recipients. The respondents and a comparison group were surveyed just prior to receiving their energy audits and then again approximately 18 months post-weatherization. This report focuses on budget issues faced by WAP households pre- and post-weatherization, whether household energy behaviors changed from pre- to post, the effectiveness of approaches to client energy education, and use and knowledge about thermostats.

A compliant seal is secured to the inner annular floating seal assembly.     A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    We consider here the resource budget model of plant energy resources, which characterizes the ecological alternate bearing phenomenon in fruit crops, in which high and low yields occur in alternate years. The resource budget model is a tent-type map, which we study in detail. An infinite number of chaotic bands are observed in this map, which are separated by periodic unstable fixed points. These $m$ bands chaotic attractors become m/2 bands when the period-m unstable fixed points simultaneously collide with the chaotic bands. The distance between two sets of coexisting chaotic bands that are separated by a period-1 unstable fixed point is discussed. We explore the effects of varying a range of parameters of the model. The presented results explain the characteristic behavior of the alternate bearing estimated from the real field data. Effect of noise are also explored. The significance of these results to ecological perspectives of the alternate bearing phenomenon are highlighted.

    Energy Secretary Hazel O'Leary officially unveiled the Energy Department's $19.6 billion fiscal 1994 budget, adding the theme - changed priorities' - and some details to a budget proposal that many in the industry already had seen. Those changed priorities are everywhere: Defense programs, which traditionally has been the largest single program in DOE's budget, now follows environmental restoration and waste management in the budget queue. The department's fiscal 1994 budget, proposes $6.5 billion for ERWM and $5.9 billion for defense. Consistent with President Clinton's stated goals during his campaign and recent DOE pronouncements that deemphasize the department's commitment to nuclear power, DOE is proposing nuclear research and development funding levels that are 45 percent lower than in fiscal 1993. Conversely, funding for energy efficiency and renewables is hot: it is slated to rise 34 percent over this year's budget - crossing the billion-dollar mark for the first time since Jimmy Carter's final budget in fiscal 1981.

    The Government Performance and Results Act of 1993 (Results Act) was enacted to improve Federal program effectiveness and public accountability by promoting a new focus on results-oriented management. The Results Act requires plans that define the mission, long-term goals, and shorter-term performance measures. Further, the Act envisions that there will be an apparent relationship between this information and specific activities listed in the Department`s budget requests. Taken together, these elements should clearly describe the outputs and outcomes the Department expects to deliver for the resources expended. The objectives of this audit were to determine whether the Department had implemented the requirements of the Results Act by (1) integrating the planning, budgeting, and performance measures for its programs into a unified, Departmentwide strategy; (2) developing specific, measurable, and results-oriented performance standards to which its programs and contractors could be held accountable; and (3) developing the means to collect reliable performance data and to use that data in evaluating whether performance actions produce intended results. The information in the Fiscal Year 1999 budget requests for the Offices of Environmental Management, Defense Programs, Energy Research, Energy Efficiency and Renewable Energy, and Nuclear Energy Science and Technology formed the basis of the review.

    Department of Energy (DOE) Secretary Hazel R. O'Leary says her department's proposed budget for fiscal 1994 reflects shifting priorities to meet the needs of a changing world. Thus, nuclear weapons programs, once defended as necessary to protect the nation's security, are being diminished or phased out while support for environmental programs is being increased. Caught in the middle is total R and D, which is slated to increase 2.8% to $7.4 billion in fiscal 1994. For fiscal 1994, President Bill Clinton is asking for a total of $19.6 billion for DOE, a 3% increase from fiscal 1993. According to O'Leary, DOE will place increased emphasis on developing new, clean, and renewable energy sources that meet national energy and economic requirements, and will spend more to increase energy efficiency and conservation.

    Signed by the President on February 17, 2009, the American Recovery and Reinvestment Act of 2009 (Recovery Act) seeks to strengthen the U.S. economy through the creation of new jobs, aiding State and local governments with budget shortfalls, and investing in the long-term health of the Nation's economic prosperity. Under the Recovery Act, the Department of Energy will receive approximately $40 billion for various energy, environmental, and science programs and initiatives. To have an immediate stimulative impact on the U.S. economy, the Department's stated goal is to ensure that these funds are spent as expeditiously as possible, without risking transparency and accountability. Given the Department's almost total reliance on the acquisition process (contracts, grants, cooperative agreements, etc.) to carry out its mission, enhanced focus on contract administration and, specifically, the work performed by Federal acquisition officials is of vital importance as the unprecedented flow of funds begins under the Recovery Act.

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law on February 17, 2009, as a way to jumpstart the U.S. economy, create or save millions of jobs, spur technological advances in science and health, and invest in the Nation's energy future. This national effort will require an unprecedented level of transparency and accountability to ensure that U.S. citizens know where their tax dollars are going and how they are being spent. As part of the Recovery Act, the Department of Energy will receive more than $38 billion to support a number of science, energy, and environmental initiatives. Additionally, the Department's authority to make or guarantee energy-related loans has increased to about $127 billion. The Department plans to disburse the vast majority of the funds it receives through grants, cooperative agreements, contracts, and other financial instruments. The supplemental funding provided to the Department of Energy under the Recovery Act dwarfs the Department's annual budget of about $27 billion. The infusion of these funds and the corresponding increase in effort required to ensure that they are properly controlled and disbursed in a timely manner will, without doubt, strain existing resources. It will also have an equally challenging impact on the inherent risks associated with operating the Department's sizable portfolio of missions and activities and, this is complicated by the fact that, in many respects, the Recovery Act requirements represent a fundamental transformation of the Department's mission. If these challenges are to be met successfully, all levels of the Department's structure and its many constituents, including the existing contractor community; the national laboratory system; state and local governments; community action groups and literally thousands of other contract, grant, loan and cooperative agreement recipients throughout the Nation will have to strengthen existing or design new controls to safeguard Recovery Act funds.

    A significant portion of stratospheric air chemistry is influenced by the existence of carbonyl sulfide (COS). This ubiquitous sulfur gas represents a major source of sulfur to the stratosphere where it is converted to sulfuric acid aerosol particles. Stratospheric aerosols are climatically important because they scatter incoming solar radiation back to space and are able to increase the catalytic destruction of ozone through gas phase reactions on particle surfaces. COS is primarily formed at the surface of the earth, in both marine and terrestrial environments, and is strongly linked to natural biological processes. However, many gaps in the understanding of the global COS cycle still exist, which has led to a global atmospheric budget that is out of balance by a factor of two or more, and a lack of understanding of how human activity has affected the cycling of this gas. The goal of this study was to focus on COS in the marine environment by investigating production/destruction mechanisms and recalculating the ocean-atmosphere flux.

    Inversions of atmospheric CO2 mixing ratio measurements to determine CO2 sources and sinks are typically limited to coarse spatial and temporal resolution. This limits our ability to evaluate efforts to upscale chamber- and stand-level CO2 flux measurements to regional scales, where coherent climate and ecosystem mechanisms govern the carbon cycle. As a step towards the goal of implementing atmospheric budget or inversion methodology on a regional scale, a network of five relatively inexpensive CO2 mixing ratio measurement systems was deployed on towers in northern Wisconsin. Four systems were distributed on a circle of roughly 150-km radius, surrounding one centrally located system at the WLEF tower near Park Falls, WI. All measurements were taken at a height of 76 m AGL. The systems used single-cell infrared CO2 analyzers (Licor, model LI-820) rather than the siginificantly more costly two-cell models, and were calibrated every two hours using four samples known to within ± 0.2 ppm CO2. Tests prior to deployment in which the systems sampled the same air indicate the precision of the systems to be better than ± 0.3 ppm and the accuracy, based on the difference between the daily mean of one system and a co-located NOAA-ESRL system, is consistently better than ± 0.3 ppm. We demonstrate the utility of the network in two ways. We interpret regional CO2 differences using a Lagrangian parcel approach. The difference in the CO2 mixing ratios across the network is at least 2?3 ppm, which is large compared to the accuracy and precision of the systems. Fluxes estimated assuming Lagrangian parcel transport are of the same sign and magnitude as eddy-covariance flux measurements at the centrally-located WLEF tower. These results indicate that the network will be useful in a full inversion model. Second, we present a case study involving a frontal passage through the region. The progression of a front across the network is evident; changes as large as four ppm in one minute are captured. Influence functions, derived using a Lagrangian Particle Dispersion model driven by the CSU Regional Atmospheric Modeling System and nudged to NCEP reanalysis meteorological fields, are used to determine source regions for the towers. The influence functions are combined with satellite vegetation observations to interpret the observed trends in CO2 concentration. Full inversions will combine these elements in a more formal analytic framework.

    The Genetic Privacy Act is a proposal for federal legislation. The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. The DNA molecule holds an extensive amount of currently indecipherable information. The major goal of the Human Genome Project is to decipher this code so that the information it contains is accessible. The privacy question is, accessible to whom? The highly personal nature of the information contained in DNA can be illustrated by thinking of DNA as containing an individual`s {open_quotes}future diary.{close_quotes} A diary is perhaps the most personal and private document a person can create. It contains a person`s innermost thoughts and perceptions, and is usually hidden and locked to assure its secrecy. Diaries describe the past. The information in one`s genetic code can be thought of as a coded probabilistic future diary because it describes an important part of a unique and personal future. This document presents an introduction to the proposal for federal legislation `the Genetic Privacy Act`; a copy of the proposed act; and comment.

    This study examines the past trends and evolution of safeguards over time and projects growth through 2030. The report documents the amount of nuclear material and facilities under safeguards from 1970 until present, along with the corresponding budget. Estimates for the future amount of facilities and material under safeguards are made according to non-nuclear-weapons states’ (NNWS) plans to build more nuclear capacity and sustain current nuclear infrastructure. Since nuclear energy is seen as a clean and economic option for base load electric power, many countries are seeking to either expand their current nuclear infrastructure, or introduce nuclear power. In order to feed new nuclear power plants and sustain existing ones, more nuclear facilities will need to be built, and thus more nuclear material will be introduced into the safeguards system. The projections in this study conclude that a zero real growth scenario for the IAEA safeguards budget will result in large resource gaps in the near future.

    The Nuclear Waste Policy Act of 1982 provides for the development of repositories for the disposal of high-level radioactive waste and spent nuclear fuel, to establish a program of research, development and demonstration regarding the disposal of high-level radioactive waste and spent nuclear fuel. Titles 1 and 2 cover these subjects. Also included in this Act are: Title 3: Other provisions relating to radioactive waste; Title 4: Nuclear waste negotiation; Title 5: Nuclear waste technical review board; and Title 6: High-level radioactive waste. An appendix contains excerpts from appropriations acts from fiscal year 1984--1994.

  20. Public budgeting, public policy, and the politics of resource allocation in Nigeria

    The problem of determining who gets what in terms of allocating the nation's resources has plagued Nigerian leaders since independence. It is in this context that this dissertation is focused on the politics of the federal governments's use of the budget as an effective mechanism for mobilizing and constructively utilizing the nation's human and material resources to improve the general well-being of all segments of the Nigerian society. This study was conducted through direct interviews and discussions with some federal government officials and some Nigerian scholars concerned about the problems of development in Nigeria. From the findings, it is concluded that the federal budget process has not functioned efficiently and effectively as a vehicle for moving the nation forward in the direction of sustained and balanced economic progress. Whereas the above situation can be attributed to some structural deficiencies in the budgetary process, it can also be argued that bribery and corruption, fraud and misuse of public funds by politicians and top government officials, be they civilians or military, have undermined all efforts at using the budget as an instrument for accomplishing development objectives.

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

    A very fast acting valve capable of producing a very well-defined plug of gas suitable for filling a theta pinch vacuum vessel is given. The valve requires no springs, instead being stopped mainly by a nonlinear force. Thus, the valve is not subject to bouncing; and the ratio of the size of the valve housing to the size of the valve stem is smaller than it would be if springs were needed to stop the valve stem. Furthermore, the valve can be used for thousands of valve firings with no apparent valve damage.
