    In northern climates, locating overwintering fish can be very challenging due to thick ice cover. Areas near the coast of the Beaufort Sea provide valuable overwintering habitat for both resident and anadromous fish species; identifying and understanding their use of overwintering areas is of special interest. Synthetic aperture radar (SAR) imagery from two spaceborne satellites was examined as an alternative to radiotelemetry for identifying anadromous fish overwintering. The presence of water and ice were sampled at 162 sites and fish were sampled at 16 of these sites. From SAR imagery alone, we successfully identified large pools inhabited by overwintering fish in the ice-covered Sagavanirktok River. In addition, the imagery was able to identify all of the larger pools (mean minimum length of 138m (range 15-470 m; SD=131)) of water located by field sampling. The effectiveness of SAR to identify these pools varied from 31% to 100%, depending on imagery polarization, the incidence angle range, and the orbit. Horizontal transmit–vertical receive (HV) polarization appeared best. The accuracy of SAR was also assessed at a finer pixel-by-pixel (30-m x30-m) scale. The best correspondence at this finer scale was obtained with an image having HV polarization. The levels of agreement ranged from 54% to 69%. The presence of broad whitefish (the only anadromous species present) was associated with salinity and pool size (estimated with SAR imagery); fish were more likely to be found in larger pools with low salinity. This research illustrates that SAR imaging has great potential for identifying under-ice overwintering areas of riverine fish. These techniques should allow managers to identify critical overwintering areas with relatively more ease and lower cost than traditional techniques.

    The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

    Emergency cooling simulation tests were conducted on a single electrically heated test channel representative of Savannah River Plant fuel assembly flow channels. The primary objective was to investigate downflow, air-water hydraulic flow conditions that lead to the onset of a runaway thermal excursion in the range of superficial liquid and gas velocities, 1.4 m/sec and 1 m/sec, respectively. The thermal excursion power normalized by the power to reach fluid outlet saturation conditions, or R-factor, was found to decrease from values close to 2, at annular flow conditions to approximately 0.8 at low to zero void fractions. 3 refs., 9 figs.

    An enhanced maintenance program is being established to characterize and monitor cables, components, and process response at the Savannah River Site, Defense Waste Processing Facility. This facility was designed and constructed to immobilize the radioactive waste currently stored in underground storage tanks and is expected to begin operation in 1993. The plant is initiating the program to baseline and monitor instrument and control (I C) and electrical equipment, remote process equipment, embedded instrument and control cables, and in-cell jumper cables used in the facility. This program is based on the electronic characterization and diagnostic (ECAD) system which was modified to include process response analysis and to meet rigid Department of Energy equipment requirements. The system consists of computer-automated, state-of-the-art electronics. The data that are gathered are stored in a computerized database for analysis, trending, and troubleshooting. It is anticipated that the data which are gathered and trended will aid in life extension for the facility.

    This paper describes and demonstrates two methods of providing a-priori information to a surface-based time-lapse three-dimensional electrical resistivity tomography (ERT) problem for monitoring stage-driven river bank storage along the Columbia River in the state of Washington, USA. First, a transient warping mesh boundary is implemented that conforms to the known location of the water table boundary through time, thereby enabling the inversion to place a sharp bulk-conductivity contrast at that boundary without penalty. Second, because river water specific conductance is less than groundwater specific conductance, a non-linear inequality constraint is used to allow only negative transient changes in bulk conductivity to occur within the saturated zone during periods of elevated river stage with respect to baseline conditions. Whereas time-lapse imaging results using traditional smoothness constraints are unable to delineate river bank storage, the water table and inequality constraints provide the inversion with the additional information necessary to resolve the spatial extent of river water intrusion through time. A surface based ERT array of 352 electrodes was used to autonomously produce four images per day of changes in bulk conductivity associated with river water intrusion over an area of approximately 300 m2 from April through October of 2013. Results are validated by comparing changes in bulk conductivity time series with corresponding changes in fluid specific conductance at several inland monitoring wells.

    A broad-band beam buncher is disclosed, comprising an evacuated housing, an electron gun therein for producing an electron beam, a buncher cavity having entrance and exit openings through which the beam is directed, grids across such openings, a source providing a positive DC voltage between the cavity and the electron gun, a drift tube through which the electron beam travels in passing through such cavity, grids across the ends of such drift tube, gaps being provided between the drift tube grids and the entrance and exit grids, a modulator for supplying an ultrahigh frequency modulating signal to the drift tube for producing velocity modulation of the electrons in the beam, a drift space in the housing through which the velocity modulated electron beam travels and in which the beam is bunched, and a discharge opening from such drift tube and having a grid across such opening through which the bunched electron beam is discharged into an accelerator or the like. The buncher cavity and the drift tube may be arranged to constitute an extension of a coaxial transmission line which is employed to deliver the modulating signal from a signal source. The extended transmission line may be terminated in its characteristic impedance to afford a broad-band response and the device as a whole designed to effect broad-band beam coupling, so as to minimize variations of the output across the response band.

    A picosecond traveling-wave parametric device capable of controlled spectral bandwidth and wavelength in the infrared is reported. Intense 1.064 .mu.m picosecond pulses (1) pass through a 4.5 cm long LiNbO.sub.3 optical parametric oscillator crystal (2) set at its degeneracy angle. A broad band emerges, and a simple grating (3) and mirror (4) arrangement is used to inject a selected narrow-band into a 2 cm long LiNbO.sub.3 optical parametric amplifier crystal (5) along a second pump line. Typical input energies at 1.064 .mu.m along both pump lines are 6-8 mJ for the oscillator and 10 mJ for the amplifier. This yields 1 mJ of tunable output in the range 1.98 to 2.38 .mu.m which when down-converted in a 1 cm long CdSe crystal mixer (6) gives 2 .mu.J of tunable radiation over the 14.8 to 18.5 .mu.m region. The bandwidth and wavelength of both the 2 and 16 .mu.m radiation output are controlled solely by the diffraction grating.

Intense 1.064 ..mu..m picosecond pulses (1) pass through a 4.5 cm long LiNbO/sub 3/ optical parametric oscillator crystal (2) set at its degeneracy angle. A broad band emerges, and a simple grating (3) and mirror (4) arrangement is used to inject a selected narrow-band into a 2 cm long LiNbO/sub 3/ optical parametric amplifier crystal (5) along a second pump line. Typical input energies at 1.064 ..mu..m along both pump lines are 6 to 8 mJ for the oscillator and 10 mJ for the amplifier. This yields 1 mJ of tunable output in the range 1.98 to 2.38 ..mu..m which when down-converted in a 1 cm long CdSe crystal mixer (6) gives 2 ..mu..J of tunable radiation over the 14.8 to 18.5 ..mu..m region. The bandwidth and wavelength of both the 2 and 16 ..mu..m radiation output are controlled solely by the diffraction grating.

    The broad emission lines commonly seen in quasar spectra have velocity widths of a few percent of the speed of light, so special- and general-relativistic effects have a significant influence on the line profile. We have determined the redshift of the broad Hβ line in the quasar rest frame (determined from the core component of the [O III] line) for over 20,000 quasars from the Sloan Digital Sky Survey Data Release 7 quasar catalog. The mean redshift as a function of line width is approximately consistent with the relativistic redshift that is expected if the line originates in a randomly oriented Keplerian disk that is obscured when the inclination of the disk to the line of sight exceeds ∼30°-45°, consistent with simple active galactic nucleus unification schemes. This result also implies that the net line-of-sight inflow/outflow velocities in the broad-line region are much less than the Keplerian velocity when averaged over a large sample of quasars with a given line width.

    A method of controlling the coordinate sensitivity in a superconducting microbolometer employs localized light, heating or magnetic field effects to form normal or mixed state regions on a superconducting film and to control the spatial location. Electron beam lithography and wet chemical etching were applied as pattern transfer processes in epitaxial Y--Ba--Cu--O films. Two different sensor designs were tested: (i) a 3 millimeter long and 40 micrometer wide stripe and (ii) a 1.25 millimeters long, and 50 micron wide meandering-like structure. Scanning the laser beam along the stripe leads to physical displacement of the sensitive area, and, therefore, may be used as a basis for imaging over a broad spectral range. Forming the superconducting film as a meandering structure provides the equivalent of a two-dimensional detector array. Advantages of this approach are simplicity of detector fabrication, and simplicity of the read-out process requiring only two electrical terminals.

    Hydroelectric power provides a cheap source of electricity with few carbon emissions. Yet, reservoirs are not operated sustainably, which we define as meeting societal needs for water and power while protecting long-term health of the river ecosystem. Reservoirs that generate hydropower are typically operated with the goal of maximizing energy revenue, while meeting other legal water requirements. Reservoir optimization schemes used in practice do not seek flow regimes that maximize aquatic ecosystem health. Here, we review optimization studies that considered environmental goals in one of three approaches. The first approach seeks flow regimes that maximize hydropower generation, while satisfying legal requirements, including environmental (or minimum) flows. Solutions from this approach are often used in practice to operate hydropower projects. In the second approach, flow releases from a dam are timed to meet water quality constraints on dissolved oxygen (DO), temperature and nutrients. In the third approach, flow releases are timed to improve the health of fish populations. We conclude by suggesting three steps for bringing multi-objective reservoir operation closer to the goal of ecological sustainability: (1) conduct research to identify which features of flow variation are essential for river health and to quantify these relationships, (2) develop valuation methods to assess the total value of river health and (3) develop optimal control softwares that combine water balance modelling with models that predict ecosystem responses to flow.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    A broad-band.theory of the circular button pickup is presented. Expressions for the longitudinal and transverse transfer impedance of a pair of such pickups are derived in the frequency domain. The broad-band expressions are shown to reduce to the standard electrostatic transfer functions for wavelengths large compared to the button diameter. The theory is shown to be in reasonable agreement with measurements performed on standard LEP button electrodes. In particular, the theory explains a resonance in the response of the LEP buttons which made them unsuitable, in standard form, for their intended application as pickups in the LBL Advanced Light Source feedback system. The buttons were modified to suppress the resonance and subsequently incorporated into the feedback system.

    This document represents work conducted as part of the Wind River Watershed Restoration Project during its first year of funding through the Bonneville Power Administration (BPA). The project is a comprehensive effort involving public and private entities seeking to restore water quality and fishery resources in the basin through cooperative actions. Project elements include coordination, watershed assessment, restoration, monitoring, and education. Entities involved with implementing project components are the Underwood Conservation District (UCD), USDA Forest Service (USFS), U.S. Geological Survey--Columbia River Research Lab (USGS-CRRL), and WA Department of Fish & Wildlife (WDFW). Following categories given in the FY1999 Statement of Work, the broad categories, the related objectives, and the entities associated with each objective (lead entity in boldface) were as follows: Coordination--Objective 1: Coordinate the Wind River watershed Action Committee (AC) and Technical Advisory Committee (TAC) to develop a prioritized list of watershed enhancement projects.     This article gives a detailed description of a single shot electron spectrometer which was used to characterize electron beams produced by laser-plasma interaction. Contrary to conventional electron sources, electron beams from laser-plasma accelerators can produce a broad range of energies. Therefore, diagnosing these electron spectra requires specific attention and experimental development. Here, we provide an absolute calibration of the Lanex Kodak Fine screen on a laser-triggered radio frequency picosecond electron accelerator. The efficiency of scintillating screens irradiated by electron beams has never been investigated so far. This absolute calibration is then compared to charge measurements from an integrating current transformer for quasimonoenergetic electron spectra from laser-plasma interaction.

    A broadband, ultrahigh-sensitivity chemical sensor is provided that allows etection through utilization of a small, extremely low-loss, monolithic optical cavity. The cavity is fabricated from highly transparent optical material in the shape of a regular polygon with one or more convex facets to form a stable resonator for ray trajectories sustained by total internal reflection. Optical radiation enters and exits the monolithic cavity by photon tunneling in which two totally reflecting surfaces are brought into close proximity. In the presence of absorbing material, the loss per pass is increased since the evanescent waves that exist exterior to the cavity at points where the circulating pulse is totally reflected, are absorbed. The decay rate of an injected pulse is determined by coupling out an infinitesimal fraction of the pulse to produce an intensity-versus-time decay curve. Since the change in the decay rate resulting from absorption is inversely proportional to the magnitude of absorption, a quantitative sensor of concentration or absorption cross-section with 1 part-per-million/pass or better sensitivity is obtained. The broadband nature of total internal reflection permits a single device to be used over a broad wavelength range. The absorption spectrum of the surrounding medium can thereby be obtained as a measurement of inverse decay time as a function of wavelength.

    The 42 MW Belleville Hydroelectric Project is a run-of-river plant located on the West Virginia side of the existing Corps of Engineers Belleville Lock and Dam on the Ohio River. The plant consists of two 21 MW bulb units with 7.3 meter diameter runners manufactured by Voest Alpine Machinery Construction Engineering (VAMCE). The plant will generate approximately 245 GWhr of electricity each year. Many unique features associated with the electrical power equipment at the Belleville Hydroelectric Project are a direct result of the FERC license requirement that allows flood waters to run over the top of the powerhouse. Consequently, no exterior decks, roofs, or adjacent lands were available as equipment areas for the Generator Step-Up (GSU) transformers or the 138 kV SF6 substation.

Recent trends for hybrids are quantified. Various plug-in vehicles entering the market in the near term are examined. The technical and economic requirements for electric drive to more broadly succeed in a wider range of highway vehicle applications are described, and implications for the most promising new markets are provided. Federal and selected state government policy measures promoting and preparing for electric drive are discussed. Taking these into account, judgment on areas where increased Clean Cities funds might be most productively focused over the next five years are provided. In closing, the request by Clean Cities for opinion on the broad range of research needs providing near-term support to electric drive is fulfilled.

    In order for habitat restoration in regulated rivers to be effective at large scales, broadly applicable frameworks are needed that provide measurable objectives and contexts for management. The Ecological Limits of Hydrologic Alteration (ELOHA) framework was created as a template to assess hydrologic alterations, develop relationships between altered streamflow and ecology, and establish environmental flow standards. We tested the utility of ELOHA in informing flow restoration applications for fish and riparian communities in regulated rivers in the Upper Tennessee River Basin (UTRB). We followed the steps of ELOHA to generate flow alteration-ecological response relationships and then determined whether those relationships could predict fish and riparian responses to flow restoration in the Cheoah River, a regulated system within the UTRB. Although ELOHA provided a robust template to construct hydrologic information and predict hydrology for ungaged locations, our results do not support the assertion that over-generalized univariate relationships between flow and ecology can produce results sufficient to guide management in regulated rivers. After constructing multivariate models, we successfully developed predictive relationships between flow alterations and fish/riparian responses. In accordance with model predictions, riparian encroachment displayed consistent decreases with increases in flow magnitude in the Cheoah River; however, fish richness did not increase as predicted four years post- restoration. Our results suggest that altered temperature and substrate and the current disturbance regime may have reduced opportunities for fish species colonization. Our case study highlights the need for interdisciplinary science in defining environmental flows for regulated rivers and the need for adaptive management approaches once flows are restored.

    The purpose of the investigation is to compare the economics of various electrical power generation options for the City of Galena. Options were assessed over a 30-year project period, beginning in 2010, and the final results were compared on the basis of residential customer electric rates ($/kWh). Galena's electric utility currently generates power using internal combustion diesel engines and generator sets. Nearby, there is an exposed coal seam, which might provide fuel for a power plant. Contributions to the energy mix might come from solar, municipal solid waste, or wood. The City has also been approached by Toshiba, Inc., as a demonstration site for a small (Model 4S) nuclear reactor power plant. The Yukon River is possibly a site for in-river turbines for hydroelectric power. This report summarizes the comparative economics of various energy supply options. This report covers: (1) thermal and electric load profiles for Galena; (2) technologies and resources available to meet or exceed those loads; (3) uses for any extra power produced by these options; (4) environmental and permitting issues and then; and (5) the overall economics of each of the primary energy options.

The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

    The geographic area of the genetics study broadly covered the distribution range of sturgeon in the Columbia from below Bonneville Dam at Ilwaco at Lake Roosevelt, the Upper Snake River, and the Kootenai River. The two remote river sections provided data important for enhancement considerations. There was little electrophoretic variation seen among individuals from the Kootenai River. Upper Snake river sturgeon showed a higher percentage of polymorphic loci than the Kootenai fish, but lower than the other areas in the Columbia River we sampled. Sample size was increased in both Lake Roosevelt and at Electrophoretic variation was specific to an individual sampling area in several cases and this shaped our conclusions. The 1987 early life history studies concentrated on the feeding behavior of juvenile sturgeon. The chemostimulant components in prey attractive to sturgeon were examined, and the sensory systems utilized by foraging sturgeon were determined under different environmental conditions. These results were discussed with regard to the environmental changes that have occurred in the Columbia River. Under present river conditions, the feeding mechanism of sturgeon is more restricted to certain prey types, and their feeding range may be limited. In these situations, enhancement measures cannot be undertaken without consideration given to the introduction of food resources that will be readily available under present conditions. 89 refs., 7 figs., 11 tabs.

    The H2Fuel Bus is the world`s first hybrid hydrogen electric transit bus. It was developed through a public/private partnership involving several leading technology and industrial organizations in the Southeast, with primary funding and program management provided by the Department of Energy. The primary goals of the project are to gain valuable information on the technical readiness and economic viability of hydrogen buses and to enhance the public awareness and acceptance of emerging hydrogen technologies. The bus has been operated by the transit agency in Augusta, Georgia since April, 1997. It employs a hybrid IC engine/battery/electric drive system, with onboard hydrogen fuel storage based on the use of metal hydrides. Initial operating results have demonstrated an overall energy efficiency (miles per Btu) of twice that of a similar diesel-fueled bus and an operating range twice that of an all-battery powered electric bus. Tailpipe emissions are negligible, with NOx less than 0.2 ppm. Permitting, liability and insurance issues were addressed on the basis of extensive risk assessment and safety analyses, with the inherent safety characteristic of metal hydride storage playing a major role in minimizing these concerns. Future plans for the bus include continued transit operation and use as a national testbed, with potential modifications to demonstrate other hydrogen technologies, including fuel cells.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

Here, using a computational model, we show that broad antibodies could in fact emerge earlier and be less mutated, but that they may be prevented from doing so as a result of competitive exclusion by the autologous antibody response.     In this paper, we investigate the correlation between broad-line and radio variations for the broad-line radio galaxy 3C 120. By the z-transformed discrete correlation function method and the model-independent flux randomization/random subset selection (FR/RSS) Monte Carlo method, we find that broad Hβ line variations lead the 15 GHz variations. The FR/RSS method shows that the Hβ line variations lead the radio variations by a factor of τ{sub ob} = 0.34 ± 0.01 yr. This time lag can be used to locate the position of the emitting region of radio outbursts in the jet, on the order of ∼5 lt-yr from the central engine. This distance is much larger than the size of the broad-line region. The large separation of the radio outburst emitting region from the broad-line region will observably influence the gamma-ray emission in 3C 120.

    A joint hydroelectric project, the Salto Grande Dam on the Uruguay River, serves six million people in Argentina and Uruguay. The construction day was continuous from April 1974 until the first turbine began on schedule in July 1979. Although planning began in 1890 by individual visionaries who saw the river's potential, serious efforts did not get underway for another 50 years. The project became a technical training school and has built up a recognized management team in the process. Financing became available only after the 1973 oil embargo. The benefits of regional cooperation to develop a common resource enables the two countries to provide water resources, electric power, navigable streams for commerce and recreation, a common highway, and an interconnecting railroad. The cooperative infrastructure established to meet the needs of project personnel has improved living conditions for the area. (DCK)
