DISMANTLING BRITISH ENERGY

The splitting up of nuclear utility British Energy has begun. On February 14, the utility completed the sale of its Canadian joint venture, Bruce Power. It now has until June 30 to dispose of its 50 % interest in Amergen, which owns three US reactors. However, finding a buyer for these is proving tricky. (583.5490) WISE Amsterdam – The sale of Bruce Power is the first stage in the breakup of the crisis-hit utility. British Energy (BE) would have gone bankrupt last year, except that the UK government just won’t allow it to go bankrupt. When liberalization of the UK wholesale electricity market led to falling prices, many generators faced a shortage of cash. BE was particularly hard-hit, since all but one of its power stations are nuclear, and so more expensive than natural gasfired power stations. The situation was made worse by technical problems at some of BE’s nuclear power stations (1). Citing concerns about nuclear safety and security of electricity supply, the UK government stepped in last year with a series of emergency loans (2). The current loan is 650 million pounds (over US$1 billion) and was set to expire on 9 March. However, the Bruce Power sale, plus “standstill ” agreements with “significant creditors ” were enough to persuade the UK government to extend its emergency loan, at a “reduced level”, beyond the 9 March deadline (3). Major BE creditors include BNFL, a state-owned corporation with financial problems of its own, and Enron, whose accounting scandal has made it a household name (4). Bruce sale Creditors must be pleased that BE has raised some cash by selling its stake in Bruce Power, which leases and operates Bruce nuclear generating station in Canada. BE was bought out by three companies. Cameco Corp, one of BE’s partners in Bruce Power, already owned a 15 % stake, but increased this to 31.6 % at a cost of C$209 million (US$137 million). However, not all of this is “new ” money, since the sale price includes part of a cash advance made to Bruce Power in late

British firms mark progress off Viet Nam

British companies are making more inroads in exploring for oil and gas off Viet Nam. British Gas plc won a 25 year production sharing contract for a license off southern Viet Nam in the South China Sea. Meantime, London independent Lasmo plc started seismic surveys on the block adjoining the British Gas block. Separately, Thailand and Viet Nam have reached agreement to jointly explore for and develop oil and gas found in waters claimed by both countries. Plans call for the two countries to draw up joint development plans covering oil and gas resources in the southeastern fringe of the Gulf of Thailand. Bangkok officials say they would have preferred to delineate maritime boundaries with Hanoi, but opted for the joint development accord, noting that Thailand and Malaysia had taken 12 years to resolve a similar dispute.

Lessons from the British restructuring experience

Learning from experience across the pond, the authors see that under performance-based regulation companies may have an incentive to cut costs, but not prices. Also, they see that efficient operation of a power pool is difficult to achieve when one or more generators is able to exercise market power. The past seven years` experience with electric industry privatization and restructuring in Britain provide some valuable lessons for US policy makers considering similar reforms in this country. The authors conducted a review of the British restructuring experience for the National Council on Competition and the Electric Industry, a joint program of the National Association of Regulatory Commissioners and the National Conference of State Legislators. Here are the central questions considered: (1) Have privatization and restructuring improved economic efficiency and reduced prices in Britain? (2) Has effective competition in electricity generation been achieved? If not, why not? (3) Has the approach of retail competition put residential and low-income consumers at a noticeable disadvantage? (4) Has the environmental performance of the electricity industry improved or deteriorated? and (5) What lessons from this experience can be transferred to the United States? Even seven years after restructuring took place, there is little sign that the new structure has yet settled into a reasonably stable form. Their conclusions are therefore somewhat provisional, although the lesson that restructuring is a lengthy and unpredictable process is, in itself, important. Moreover, there are substantial differences between the two countries that make it difficult to draw firm lessons. But enough of the questions can be answered to help states address some potentially challenging issues and avoid some potentially costly mistakes.

Symptomatic identities: lovesickness and the nineteenth-century British novel

Lovesickness is a common malady in British literature, but it is also an illness that has been perceived and diagnosed differently in different eras. The nineteenthcentury British novel incorporates a lovesickness that primarily affects women with physical symptoms, including fever, that may end in a female character's death. The fever of female lovesickness includes a delirium that allows a female character to play out the identity crisis she must feel at the loss of a significant relationship and possibly of her social status. Commonly conflated with a type of female madness, the nineteenthcentury novelists often focus less on the delirium and more on the physical symptoms of illness that affect a female character at the loss of love. These physical symptoms require physical care from other characters and often grant the heroine status and comfort. Jane Austen, Elizabeth Gaskell, and Charles Dickens all use subtle variations in lovesickness to identify the presence or absence of a female character's virtue. Jane Austen established lovesickness as a necessary experience for female characters, who choose only if they reveal or conceal their symptoms to a watchful public. Elizabeth Gaskell established both a comic socially constructed lovesickness in which a female character can participate if she is aware of popular culture and a spontaneous lovesickness that affects socially unaware female characters and leads to death. Charles Dickens establishes lovesickness as culturally pervasive by writing a female character who stages lovesickness for the purpose of causing pain to others and a female character who is immune to lovesickness and the rhetoric of love, yet is consistently spoken into others' love stories. Lovesickness becomes a barometer of the soul in several nineteenthcentury novels by which we read a heroine's virtue or lack of virtue and the depth of her loss.

Wood pellet production and its use for heat and power production are increasing worldwide. The quality of export pellets has to consistently meet certain specifications as stipulated by the larger buyers, such as power utilities or as specified by the standards used for the non-industrial bag market. No specific data is available regarding the quality of export pellets to Europe. To develop a set of baseline data, wood pellets were sampled at an export terminal in Vancouver, British Columbia, Canada. The sampling period was 18 months in 2007-2008 when pellets were transferred from storage bins to the ocean vessels. The sampling frequency was once every 1.5 to 2 months for a total of 9 loading/shipping events. The physical properties of the wood pellets measured were moisture content in the range of 3.5% to 6.5%, bulk density from 728 to 808 kg/m3, durability from 97% to 99%, fines content from 0.03% to 0.87%, calorific value as is from 17 to almost 18 MJ/kg, and ash content from 0.26% to 0.93%.The diameter and length were in the range of 6.4 to 6.5 mm and 14.0 to 19.0 mm, respectively. All of these values met the published non-industrial European grades (CEN) and the grades specified by the Pellet Fuel Institute for the United States for the bag market. The measured values for wood pellet properties were consistent except the ash content values decreased over the test period.

Liberty and British identity: printed reactions to the Quebec Act 1774-1775

This thesis explores reactions to the Quebec Act of 1774 in pamphlets and newspapers within Britain and the American colonies. The Quebec Act was signed by George III in June of 1774, the bill instituted French Civil Law, put in place a military governor and a executive council, all of whom served at the will of the Crown, and effectively established Roman Catholicism in Canada under the Crown’s control. The rhetoric analyzed for this thesis came from a number of contemporary pamphlets and newspaper commentaries on the Quebec Act specifically,or on colonial policy, which included the Quebec Act, more generally. The pamphlets were written by ministers, politicians, public figures and anonymous individuals. The concepts, ideals, and words used by these various commentators suggest underlying concerns and ideals which they all share and which their audience would understand and identify with. In using the rhetoric employed in these sources this study hopes to show that in their reactions to the incorporation of French Catholics, under their own laws and religious traditions, British contemporaries revealed their conception of what it meant to be British.There is a strong sense that British Protestantism was not so unified that it would serve as an effective foundation to build an identity. Therefore, rather than simply being formed as a reaction against the French and Catholic Other, this identity seems to be rooted in a positive sense of the nature of English liberty, which was then extended to the British people. The rhetoric in the American colonies is used to show how an identity centered on the ideal of liberty functions on the periphery. This thesis hopes to also address the fact that the Quebec Act has been overlooked by many who address the issue of British identity. Such an event, even if overshadowed in popular history by the other Coercive Acts, is a valuable episode in the creation and expression of a British Identity.

Industry and government perspectives on First Nations' participation in the British Columbia environmental assessment process

Research was conducted with West Moberly First Nations, Halfway First Nation and the Treaty 8 Tribal Association (located in northeastern British Columbia, Canada) on effective engagement in environmental assessment processes. As part of this research, we examined the perspectives of a subset of resource industry proponents and their consultants, as well as staff from the British Columbia Environmental Assessment Office on their experiences with the requirement to consult with Canada's indigenous peoples. Research into the perspectives of industry proponents and consultants is almost non-existent, yet industry and governments are key participants within environmental assessments. This research found that industry proponents were disenfranchised by the British Columbia environmental assessment process and its mechanisms for consulting with First Nations, and that they sought changes to that process. Their concerns and their implications are documented and some recommendations are offered for addressing those concerns. Understanding industry and government views on First Nations engagement could suggest not only potential improvements in EA processes that facilitate all parties but provide common grounds for mutually engaging to resolve challenges.

Herring spawning areas of British Columbia: A review, geographic analysis and classification

The geographical distributions of Pacific herring (Clupea pallasi) spawning sites have been estimated each year since 1928. The analysis was based on approximately 29,000 spawning events recorded mostly by fishery officers and diver teams in six regions of the British Columbia (BC) coast. For each of about 100 geographical sections of BC, time series bubble plot maps were constructed to delineate annual herring spawn deposition along each kilometre of shoreline from 1930 to the year 2001. Cumulative spawn deposition (from 1928 to 2006) was also mapped using proportionately sized, multicoloured, bubble plots which rank and classify each kilometre of herring spawning habitat according to the long-term frequency and magnitude of spawns over time. The analysis was conducted coast-wide, so that any kilometre on the BC coast could be compared with any other kilometre. Approximately 5,260 km (or 18 %) of British Columbia's extensive 29,500 km coastline have been ranked and classified as herring spawning habitat. An estimated 450 to 600 kilometres (or about 1.8 % of BC shoreline) is utilized by spawners in a typical year. The approximate shapes of herring spawn depositions were also digitized over a 1:20,000 scale, Terrain Resource Information Management (TRIM) map for the years 1930 to 2002. Evidence of palagonitization is seen on all glasses studied from three Pleistocene subglacial volcanoes in north-central British Columbia, Canada. Samples from foreset breccias of Tuya Butte are more highly palagonitized than those from the tephra cones of Ash Mountain and Southern Tuya. Extensive palagonitization is generally associated with authigenic mineralization (clays, zeolites). Palagonite composition varies widely relative to glass composition, and palagonite can be broadly categorized as either high-Al or low-Al, depending on whether Al was retained or lost to aqueous solutions during palagonitization. Loss of Al during palagonitization is related to closed-system alteration, including precipitation of aluminosilicate authigenic cements. Microenvironment appears to be more influential than macroenvironment in determining the composition of palagonite. Palagonite rinds are compositionally zoned, generally becoming progressively higher in Al and Ca, and lower in Fe and Mg, towards the innermost (later-formed) portions of the rinds. Phillipsite is the first zeolite formed, followed by chabazite. Analcime and calcite occur in the most highly palagonitized samples. Mass balance considerations indicate higher mass loss where palagonitization has not proceeded to the point where zeolite solubility limits were attained in the local solution. Zeolites occur in closed-system conditions (low flow rates), where little net system mass loss or gain has occurred. The colloidal nature of palagonite allows the effective adsorption of Rb, Cs, Sr, Ba, and REEs.

Objectives: This study was designed to audit current practice in percutaneous biliary drainage and stenting in the United Kingdom. Methods: In 2006, the British Society of Interventional Radiology set up the first web-based Biliary Drainage and Stenting Registry (BDSR). This consisted of a series of tick sheets, which were completed online. Data collection included technical and clinical success of the procedures and outcomes at discharge with a separate form for any follow-up visits. Two months before data analysis, all contributors were asked via email to complete any outstanding data. This paper reports on data collected between November 1, 2006 and August 18, 2009. Results: A total of 833 procedures were recorded and were entered by 62 operators from 44 institutions within the United Kingdom. There were 455 men and 378 women with a median age of 69 (range 20-101) years.The majority of procedures were performed by a consultant. Successful drainage of the biliary tree was achieved in 98.7%. Partial or complete relief of symptoms was seen in 65% of patients. Minor complications, predominantly pain (14.3%), were seen in 26% and major complications, predominantly sepsis (3.5%), were seen in 7.9% of patients. Conclusions: These figures provide an essential benchmark for both audit and patient information. Identifying areas of good practice and those that require improvement will ultimately result in better patient care.

This is investigated empirically using residential electricity demand data obtained under conditions of price variation from a British time-of-use pricing experiment. By measuring the induced-polarization parameters m (chargeability) and tau (time-constant) we have found evidence that the center of a presumed fossil hydrothermal system at Meager Creek, British Columbia, lies south of the main manifestation of the present-day convective hydrothermal system. What implication this finding has for development of the present-day system is unknown. However, some of the fractures formed during the development of the fossil hydrothermal system may serve as conduits for fluids of the present-day system. The analysis is limited by the lack of availability of a good subsurface distribution of core samples. Nevertheless, a surface induced-polarization survey is expected to yield information about the geometry of the fossil system. Such knowledge would have implications not only for Meager Creek but for other hydrothermal systems of Cascades volcano type. 16 refs., 15 figs., 1 tab.

In the 10-mer RNA duplex model system a 4-isocyano TEMPO spin-label is individually attached to one strand and two strands are annealed to measure distances. This methodology is limited to systems in which two oligonucleotides are annealed together. To circumvent this limitation and also to explore single-strand dynamics a new methodology was implemented, double spin-labeling. Double spin-labeled single-stranded RNA was investigated as a single-strand and within a duplex via MALDI-TOF-MS, EPR spectroscopy and RP-HPLC. A double spin-labeling strategy in this work will be applicable to large complex RNAs like Group I intron of Tetrahymena thermophilia. Captain Daniel Lawrence, was one of four sloops detailed to serve as a transport to supply the British Florida garrisons. The Industry ran aground on the bar outside of St. Augustine's harbour on May 6, 1764. The transport was carrying six-pound cannons, ammunition and artificer's tools. Further investigation of documents describing eighteenth-century trade and shipping to St. Augustine led to the discovery that the Lawrence family of sea captains provided a vital link between British New York and Spanish St. Augustine. An examination of the materials recovered from Site 8SJ3478 sheds light on exactly what a particular vessel carried during a period of transition in Florida's history.

Ethical Desire: Betrayal in Contemporary British Fiction

This dissertation investigates representations of betrayal in works by Hanif Kureishi, Salman Rushdie, Irvine Welsh, and Alan Hollinghurst. In rethinking "bad" acts of betrayal as embodying an ethical desire not for the good but for "the better," this dissertation challenges the simplistic good/bad binary as mandated by neo-imperialist, late capitalist, and heteronormative society. In doing so, my project intervenes in the current paradigm of ethical literary criticism, whose focus on the canon and the universal Good gained from it runs a risk of underwriting moral majoritarianism and judgmentalism. I argue that some contemporary narratives of betrayal open up onto a new ethic, insofar as they reveal the unethical totalization assumed in ethical literary criticism's pursuit of the normative Good. The first full chapter analyzes how Kureishi's Intimacy portrays an ethical adultery as it breaks away from the tenacious authority of monogamy in portraying adult intimacy in literature, what I call the narrative of "coupledom." Instead, Intimacy imagines a new narrative of "singledom" unconstrained by the marriage/adultery dyad. In the next chapter on Fury, a novel about Manhattan's celebrity culture, I interrogate the current discourse of cosmopolitanism and propose that Rushdie's novel exposes how both cosmopolitanism and nationalism are turned into political commodities by mediafrenzied and celebrity-obsessed metropolitan cultural politics. In a world where an ethical choice between cosmopolitanism and nationalism is impossible to make, Fury achieves an ethical act of treason against both. The next chapter scrutinizes Mark Renton's "ripping off" of his best mates and his critique of capitalism in Trainspotting and Porno. If Renton betrays his friends in order to leave the plan(e) of capitalism in the original novel, he satirizes the trustworthiness of trust in Porno by crushing his best mate's blind trust in business "ethics" and by ripping him off again. The last full chapter updates the link between aesthetics and ethics in post-AIDS contexts in Hollinghurst's The Line of Beauty. In portraying without judgment beautiful, dark-skinned, dying homosexual bodies, Hollinghurst's novel "fleshes out" the traditional sphere of aesthetics that denies the low and impure pleasures frequently paired with gay sex.

The U.S. Department of Energy is sup- porting critical research to help America's oil producers take full advantage of that growth opportunity (see table on p. 3). Dynamic thermal management in chip multiprocessor systems

Recently, processor power density has been increasing at an alarming rate result- ing in high on-chip temperature. Higher temperature increases current leakage and causes poor reliability. In our research, we ¯rst propose a Predictive Dynamic Ther- mal Management (PDTM) based on Application-based Thermal Model (ABTM) and Core-based Thermal Model (CBTM) in the multicore systems. Based on predicted temperature from ABTM and CBTM, the proposed PDTM can maintain the system temperature below a desired level by moving the running application from the possi- ble overheated core to the future coolest core (migration) and reducing the processor resources (priority scheduling) within multicore systems. Furthermore, we present the Thermal Correlative Thermal Management (TCDTM), which incorporates three main components: Statistical Workload Estimation (SWE), Future Temperature Estima- tion Model (FTEM) and Temperature-Aware Thread Controller (TATC), to model the thermal correlation e®ect and distinguish the thermal contributions from appli- cations with di®erent workload behaviors at run time in the CMP systems. The pro- posed PDTM and TCDTM enable the exploration of the tradeo® between throughput and fairness in temperature-constrained multicore systems.

ABSTRACT. The use of image-guided interventional radiological techniques is increasing in prevalence and complexity. Imaging system developments have helped improve the information available to interventionalists to plan and guide procedures. Information on doses to patients resulting from alternative imaging techniques or protocols is useful for both the process of justifying particular procedures and in optimizing the resultant exposures. Such information is not always available, especially for new or developing imaging techniques. We have undertaken a study of doses to patients associated with two alternative imaging methods for pre-intervention assessment of intracranial aneurysms. In the first technique the aneurysm is assessed from a series of digital subtraction angiography (DSA) runs taken at different imaging projections. The second technique involved acquiring images from one single image run while the imaging system rotated 180 ? around the patient’s head. In this technique, the aneurysm was then evaluated from a 3D reconstruction of the projection images. Effective doses were calculated using a computer model to simulate the exposure geometry and parameters. The mean dose from the DSA protocol used at our centre was 3.4 mSv and from the 3D rotational angiography (RA) technique was 0.20 mSv.

A Flow-Channel Analysis for the Mars Hopper

The Mars Hopper is an exploratory vehicle designed to fly on Mars using carbon dioxide from the Martian atmosphere as a rocket propellant. The propellent gasses are thermally heated while traversing a radioisotope ther- mal rocket (RTR) engine’s core. This core is comprised of a radioisotope surrounded by a heat capacitive material interspersed with tubes for the propellant to travel through. These tubes, or flow channels, can be manu- factured in various cross-sectional shapes such as a special four-point star or the traditional circle. Analytical heat transfer and computational fluid dynamics (CFD) anal- yses were performed using flow channels with either a circle or a star cross- sectional shape. The nominal total inlet pressure was specified at 2,805,000 Pa; and the outlet pressure was set to 2,785,000 Pa. The CO2 inlet tem- perature was 300 K; and the channel wall was 1200 K. The steady-state CFD simulations computed the smooth-walled star shape’s outlet temper- ature to be 959 K on the finest mesh. The smooth-walled circle’s outlet temperature was 902 K. A circle with a surface roughness specification at 0.01 mm gave 946 K and at 0.1 mm yielded 989 K. The The effects of a slightly varied inlet pressure were also examined. The analytical calculations were based on the mass flow rates computed in the CFD simulations and provided significantly higher outlet temperature results while displaying the same comparison trends. Research relating to the flow channel heat transfer studies was also done. Mathematical methods to geometrically match the cross-sectional areas of the circle and star, along with a square and equilateral triangle, were derived. A Wolfram Mathematica 8 module was programmed to analyze CFD results using Richardson Extrapolation and calculate the grid convergence index (GCI). A Mathematica notebook, also composed, computes and graphs the bulk mean temperature along a flow channel’s length while the user dynam- ically provides the input variables, allowing their effects on the temperature to be more easily observed.

Does the Intent to Irradiate the Internal Mammary Nodes Impact Survival in Women With Breast Cancer? A Population-Based Analysis in British Columbia

Purpose: To determine the value of the intent to include internal mammary nodes (IMNs) in the radiation therapy (RT) volume for patients receiving adjuvant locoregional (breast or chest wall plus axillary and supraclavicular fossa) RT for breast cancer. Methods and Materials: 2413 women with node-positive or T3/4N0 invasive breast cancer, treated with locoregional RT from 2001 to 2006, were identified in a prospectively maintained, population-based database. Intent to include IMNs in RT volume was determined through review of patient charts and RT plans. Distant relapse free survival (D-RFS), breast cancer-specific survival (BCSS), and overall survival (OS) were compared between the two groups. Prespecified pN1 subgroup analyses were performed. Results: The median follow-up time was 6.2 years. Forty-one percent of study participants received IMN RT. The 5-year D-RFS for IMN inclusion and exclusion groups were 82% vs. 82% (p = 0.82), BCSS was 87% vs. 87% (p = 0.81), and OS was 85% vs. 83% (p = 0.06). In the pN1 subgroup, D-RFS was 90% vs. 88% (p = 0.31), BCSS was 94% vs. 92% (p = 0.18), and OS was 91% vs. 88% (p = 0.01). After potential confounding variables were controlled for, women who received IMN RT did not have significantly different D-RFS (hazard ratio [HR] = 1.02 (95% confidence interval [CI], 0.84-1.24; p = 0.85), BCSS (HR = 0.98 (95% CI, 0.79-1.22; p = 0.88), or OS (HR = 0.95; 95% CI, 0.78-1.15; p = 0.57). In the pN1 subgroup, IMN RT was associated with trends for improved survival that were not statistically significant: D-RFS (HR = 0.87; 95% CI, 0.63-1.22; p = 0.42), BCSS (HR = 0.85; 95% CI, 0.57-1.25; p = 0.39), and OS (HR = 0.78; 95% CI, 0.56-1.09; p = 0.14). Conclusions: After a median follow-up time of 6.2 years, although intentional IMN RT was not associated with a significant improvement in survival, this population-based study suggests that IMN RT may contribute to improved outcomes in selected patients with N1 disease.

This paper summarizes the biological effects of refractory ceramic fibres (RCFs). RCFs are aluminosilicate glass insulation wools with similar chemical properties to other synthetic vitreous fibres (SVFs) or ‘man-made vitreous fibres ’ (MMVFs). There is concern that RCFs could be significantly more pathogenic than other SVFs. This paper critically reviews the data on which this perception is based. Morbidity studies on workers in RCF manufacturing indicated that, in the United states, RCF exposure was associated with an increased incidence of pleural plaques and in both the united states and Europe with statistically significant changes in some measures of lung function (though not at present exposure levels). No interstitial fibrosis was found. An ongoing mortality study of limited statistical power has failed to indicate any increased incidence of lung cancer or mesothelioma. Findings in several early animal studies led to a large series of inhalation studies where rats exposed to high levels of RCF developed fibrosis and tumours but not those exposed to other SVFs. Similarly hamsters exposed to one sample (RCF1) developed mesothelioma. Subsequent analyses of the data indicated that the RCF used in these experiments had a significantly greater proportion of non-fibrous particles than those present in the other types of SVFs tested or in workplace air. This report documents an early-stage conceptual design for a high-temperature gas test loop. The objectives accomplished by the study include, (1) investigation of existing gas test loops to determine ther capabilities and how the proposed system might best complement them, (2) development of a preliminary test plan to help identify the performance characteristics required of the test unit, (3) development of test loop requirements, (4) development of a conceptual design including process flow sheet, mechanical layout, and equipment specifications and costs, and (5) development of a preliminary test loop safety plan.

Gaussian Multiple Instance Learning Approach for Mapping the Slums of the World Using Very High Resolution Imagery  

SciTech Connect

In this paper, we present a computationally efficient algo- rithm based on multiple instance learning for mapping infor- mal settlements (slums) using very high-resolution remote sensing imagery. From remote sensing perspective, infor- mal settlements share unique spatial characteristics that dis- tinguish them from other urban structures like industrial, commercial, and formal residential settlements. However, regular pattern recognition and machine learning methods, which are predominantly single-instance or per-pixel classi- fiers, often fail to accurately map the informal settlements as they do not capture the complex spatial patterns. To overcome these limitations we employed a multiple instance based machine learning approach, where groups of contigu- ous pixels (image patches) are modeled as generated by a Gaussian distribution. We have conducted several experi- ments on very high-resolution satellite imagery, represent- ing four unique geographic regions across the world. Our method showed consistent improvement in accurately iden- tifying informal settlements.
