    This study analyzes the domestic political, economic, and bureaucratic factors that affect the nuclear policymaking process in Great Britain. Its major conclusion is that, although there have been changes in that process in recent years (notably the current involvement of a segment of the British public in the debate about the deployment of intermediate-range nuclear forces), future British nuclear policymaking will remain much what it has been in the past. Three ideas are central to understanding British thinking on the subject: (1) Britain's long-standing resolve to have her own national nuclear force is largely traceable to her desire to maintain first-rank standing among the nations of the world in spite of loss of empire. (2) Financial considerations have always been important--so much so that they have usually dominated issues of nuclear policy. (3) The executive branch of government dominates the nuclear policymaking process but does not always present a united front. The United States heavily influences British nuclear policy through having supplied Britain since the late 1950s with nuclear data and components of nuclear weapon systems such as Polaris and Trident. The relationship works both ways since the U.S. depends on Britain as a base for deployment of both conventional and nuclear systems.

    The form in which British Coal is to be privatized has finally been announced. Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. Additionally, offers will be invited for a number of collieries which are currently under care and maintenance. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. Tower colliery, the last underground mine in South Wales, was finally put on care and maintenance on April 20, 1994. Details of the five Regional Coal Companies are given. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred. All the relevant property rights and liabilities of British Coal will be transferred into the Regional Coal Companies prior to their sun.

    British Gas (BG) is a seriously successful monopolist which, since its 1986 privatisation, is acing increased regulation by the Office of Gas Supply (OFGAS). OFGAS is the first public body specifically created to regulate a European gas industry. It employs a rate-capping formula instead of the more labour intensive rate-of-retum method favoured in North America. Despite initial criticisms, OFGAS has surprised industry observers with efficacious results. This article succinctly discusses the process of natural gas industry privatisation in the United Kingdom (U.K.) and the development of a British type of [open quotes]open access.[close quotes] Contemporary British gas regulation is a distinct paradigm involving the privatisation of a vertically integrated pipeline system coupled with an altemative regulatory method. These regulatory results include lower prices for core customers and the promotion of third party direct sales within the U.K. Since Britain leads the European Community (E.C.) in common carriage provisions, the regulatory r6gime here provides a benchmark for the other Member States.

    The goal of the FERMI project - Free Electron Radiation and Matching Instrumentation - is to construct a new user facility for FEL radiation beams covering a broad spectral range (2-250 {mu}m) to complement the high brightness VUV/Soft-Xray radiation available from the ELETTRA synchrotron radiation facility at Trieste. A unique feature of the project will be the possibility of carrying out {open_quote}pump-probe{close_quote} experiments using synchronized radiation beams from FERMI and ELETTRA on the same sample. The project was launched at a meeting with Italian FEL experts held in Trieste on the 18th November 1994, chaired by C. Rubbia, as a collaboration between Sincrotrone Trieste, ENEA (Frascati), INFN (Frascati) and the University of Naples (Department of Electronic Engineering). The facility will make use of an existing linac, that forms part of the ELETTRA injection system, and a hall into which the beam can be extracted. In addition, for the first phase of the project equipment will be used from the suspended INFN/ENEA {open_quote}SURF{close_quote} FEL experiment, including the undulator, beam transport magnets and optical cavity. In this first International FEL Conference report on the project, we summarize the main features of the project, concentrating in particular on the most recent activities, including: results of measurements of the linac beam in the FEL mode of operation, further studies of the electron beam transport system including possibilities for bunch length manipulations, and further numerical calculations of the FEL performance.

    The synthesis, crystal structure and physical properties studied by means of x-ray diffraction, magnetic, thermal and transport measurements of CeMAl4Si2 (M = Rh, Ir, Pt) are reported, along with the electronic structure calculations for LaMAl4Si2 (M = Rh, Ir, Pt). These materials adopt a tetragonal crystal structure (space group P4/mmm) comprised of BaAl4 blocks, separated by MAl2 units, stacked along the c-axis. Both CeRhAl4Si2 and CeIrAl4Si2 order antiferromagnetically below TN1 = 14 and 16 K, respectively, and undergo a second antiferromagnetic transitition at lower temperature (TN2 = 9 and 14 K, respectively). CePtAl4Si2 orders ferromagnetically below TC = 3 Kmore » with an ordered moment of μsat = 0.8 μB for a magnetic field applied perpendicular to the c-axis.     The reactions of CuSO{sub 4}{center_dot}5H{sub 2}O, dimethylmalonic acid and Ba(OH){sub 2}{center_dot}H{sub 2}O (Cu: H{sub 2}Me{sub 2}mal: Ba=1: 2: 2) in aqueous and aqueous-ethanol solutions (H{sub 2}O: EtOH=1: 1) resulted in formation of 3D-porous coordination polymers [(H{sub 2}O){sub 3}({mu}-H{sub 2}O){sub 2}CuBa({mu}{sub 3}-Me{sub 2}mal)(Me{sub 2}mal)]{sub n} (1) and [({mu}-H{sub 2}O)CuBa({mu}{sub 3}-Me{sub 2}mal)({mu}{sub 4}-Me{sub 2}mal)]{sub n} (2), respectively. It has been shown that compound 2 was an intermediate in the thermal degradation of compound 1. Thorough studies of solid-state thermolysis of 1 and 2 allowed to detect formation of coordination polymer [CuBa({mu}{sub 4}-Me{sub 2}mal)({mu}{sub 5}-Me{sub 2}mal)]{sub n} (3), structure of which was determined by X-ray powder diffraction. It has been found that the channels in polymer 3 were accessible for guest molecules (MeOH). Theoretical estimation of methanol diffusion barrier was carried out. Complete solid-phase thermolysis of 1 and 2 leads to a mixture of BaCuO{sub 2}, BaCO{sub 3}, and CuO. Special conditions for obtaining of a crystalline phase of pure cubic BaCuO{sub 2} were determined. - Graphical abstract: Step-by-step transformation of new coordination polymer [(H{sub 2}O){sub 5}CuBa(Me{sub 2}mal){sub 2}]{sub n} to [(H{sub 2}O)CuBa(Me{sub 2}mal){sub 2}]{sub n} and [CuBa(Me{sub 2}mal){sub 2}]{sub n} were performed.     British Steel generally operates seven blast furnaces on four integrated works. All furnaces have been equipped with comprehensive instrumentation and data logging computers over the past eight years. The four Scunthorpe furnaces practice coal injection up to 170 kg/tHM (340 lb/THM), the remainder injecting oil at up to 100 kg/tHM (200 lb/THM). Distribution control is effected by Paul Wurth Bell-Less Tops on six of the seven furnaces, and Movable Throat Armour with bells on the remaining one. All have at least one sub burden probe. The blast furnace operator has a vast quantity of data and signals to consider and evaluate when attempting to achieve the objective of providing a consistent supply of hot metal. Techniques have been, and are being, developed to assist the operator to interpret large numbers of signals. A simple operator guidance system has been developed to provide advice, based on current operating procedures and interpreted data. Further development will involve the use of a sophisticated Expert System software shell.

    Wood pellet production and its use for heat and power production are increasing worldwide. The quality of export pellets has to consistently meet certain specifications as stipulated by the larger buyers, such as power utilities or as specified by the standards used for the non-industrial bag market. No specific data is available regarding the quality of export pellets to Europe. To develop a set of baseline data, wood pellets were sampled at an export terminal in Vancouver, British Columbia, Canada. The sampling period was 18 months in 2007-2008 when pellets were transferred from storage bins to the ocean vessels. The sampling frequency was once every 1.5 to 2 months for a total of 9 loading/shipping events. The physical properties of the wood pellets measured were moisture content in the range of 3.5% to 6.5%, bulk density from 728 to 808 kg/m3, durability from 97% to 99%, fines content from 0.03% to 0.87%, calorific value as is from 17 to almost 18 MJ/kg, and ash content from 0.26% to 0.93%.The diameter and length were in the range of 6.4 to 6.5 mm and 14.0 to 19.0 mm, respectively. All of these values met the published non-industrial European grades (CEN) and the grades specified by the Pellet Fuel Institute for the United States for the bag market. The measured values for wood pellet properties were consistent except the ash content values decreased over the test period.

    Graphical abstract: - Highlights: • Intense 700–850 nm NIR emissions in MAl{sub 12}O{sub 19} (M = Ca, Sr, Ba):1%Fe{sup 3+} has been obtained. • The NIR emissions can be ascribed to the octahedral Fe{sup 3+} sites. • The site symmetry of Fe{sup 3+} in CA{sub 6} and SA{sub 6} may be lower than that in BA{sub 6}. • The phosphors may be potentially applied in the high-resolution bioimaging. - Abstract: Intense and broad near-infrared (NIR) photoluminescence (PL) peaks locating at 777, 808 and 810 nm is observed for BaAl{sub 12}O{sub 19} (BA{sub 6}):1%Fe{sup 3+}, CaAl{sub 12}O{sub 19} (CA{sub 6}):1%Fe{sup 3+} and SrAl{sub 12}O{sub 19} (SA{sub 6}):1%Fe{sup 3+}, respectively. Electron paramagnetic resonance (EPR) spectra show that Fe{sup 3+} ions substitute for the different types of Al{sup 3+} sites simultaneously. Meanwhile, the luminescence of Fe{sup 3+} in MAl{sub 12}O{sub 19} (M = Ca, Sr and Ba) are ascribed to octahedral Fe{sup 3+}. In addition, the site symmetry of Fe{sup 3+} in CA{sub 6}/SA{sub 6} is lower compared with BA{sub 6}, deduced from the photoluminescence excitation (PLE), EPR and Fourier-transform infrared (FT-IR) spectra. These phosphors can be considered as good candidates for the applications in the field of high-resolution bioimaging.

  17. Optimization of ferrous burden high temperature properties to meet blast furnace requirements in British Steel

    The high temperature properties of ferrous burden materials have long been an important consideration in the operation of British Steel blast furnaces. Previous research presented at this conference has shown that the behavior of materials in the lower stack and bosh can have a significant effect on furnace permeability and stability of operation. However, with increasing levels of hydrocarbon injection via the tuyeres, the reduction conditions inside British Steel blast furnaces have significantly altered over recent years. This paper focuses on the further work that has been undertaken to study the effect on ferrous burden high temperatures properties of the widely differing reduction regimes which can be experienced in today`s blast furnaces. The implications of the findings, and how they have been used in optimizing blast furnace operation and burden quality, are discussed.

    The in vivo subcellular localization of Mal de Rio Cuarto virus (MRCV, Fijivirus, Reoviridae) non-structural proteins fused to GFP was analyzed by confocal microscopy. P5-1 showed a cytoplasmic vesicular-like distribution that was lost upon deleting its PDZ binding TKF motif, suggesting that P5-1 interacts with cellular PDZ proteins. P5-2 located at the nucleus and its nuclear import was affected by the deletion of its basic C-termini. P7-1 and P7-2 also entered the nucleus and therefore, along with P5-2, could function as regulators of host gene expression. P6 located in the cytoplasm and in perinuclear cloud-like inclusions, was driven to P9-1 viroplasm-like structures and co-localized with P7-2, P10 and {alpha}-tubulin, suggesting its involvement in viroplasm formation and viral intracellular movement. Finally, P9-2 was N-glycosylated and located at the plasma membrane in association with filopodia-like protrusions containing actin, suggesting a possible role in virus cell-to-cell movement and spread.

  20. Accounting for social impacts and costs in the forest industry, British Columbia

    Business reviews of the forest industry in British Colombia, Canada, typically portray an unequivocally positive picture of its financial and economic health. In doing so, they fail to consider the following six categories of social impacts and costs: (1) direct and indirect subsidies; (2) government support through investment; (3) community dependence; (4) the maintenance of public order; (5) aboriginal title; and (6) the overestimation of employment. Our findings show that conventional economic and financial accounting methods inflate the industry's net contribution to the economy. We make a number of recommendations to address this shortcoming to improve future accounting and reporting procedures.

  1. Defense policy and public opinion: The British campaign for nuclear disarmament, 1945-1985

    This study is concerned with the rise and fall of anti-nuclear activism in Great Britain. Although anti-nuclear activists do not represent the majority of British public views on defense, their very vocal and highly visible activity can have major disruptive effects of US foreign policy and the North Atlantic Treaty Organization. Moreover, insights into the anti-nuclear movement in Britain offer a standing point for a comparative assessment of analogous campaigns throughout Europe. In exploring this topic, the dissertation examines three key questions. First, what are the direct causes of cyclical anti-nuclear activism in Britain Second, are particular types of deployment instrinsically more provocative, and therefore, more politically exploitable than others Third, what are the particular socio-psychological factors associated with nuclear systems which Labour Party activists are able to manipulate In answering these questions, this study concentrates on one central hypothesis: that cycles of British nuclear activism are catalyzed by the deployment of foreign systems which evoke (a) special feelings of subordination in a hegemonic Anglo-US relationship, and (b) deep-seated symbolic fears of the apocalypse.

    Five years ago, the electric power industry sector in England and Wales was privatized and restructured in a sudden and dramatic way. The largest customers (greater than 1 MW) were first to get a choice of who they buy their electricity from, followed in 1994 by the medium sized customers. In 1998, the remaining 22 million small customers will get the same option. The question on many people`s minds is: how well has the experiment worked so far and what lessons, both good and bad, may be drawn from it. More significantly, who have been the prime beneficiaries of the market liberalization and who have been the losers. Has competition produced the benefits that were expected, and if not, why. This report, which is a compilation of four complementary papers by British experts, provides some of the answers to these commonly asked questions.

  3. Assessment of mercury emissions from the Afton copper smelter, British Columbia, Canada

    The afton Copper Smelter adjacent to Kamloops, British Columbia, Canada commenced operation in 1978 and employed a mercury scrubbing system. Two years of preproduction studies, which included monitoring for mercury in ambient air, water, soil, and vegetation were performed. The results from similar studies conducted during four full years (1978-81) and two partial years (1982-83) of production are presented in the data analysis. These programs illustrated that the most frequent ground impingement occurred within a 1.6-3.2-km radius of the source, and that the levels decreased with increasing distance from the source to a maximum radius of 8 km. The results of a comprehensive source monitoring program illustrated that the average mercury emission levels ranged from 3.2 to 6.8 kg/calendar day during 1979-81, and that the majority of the emissions were in a vapor form. The ambient monitoring data acquired when smelter operations were significantly reduced indicate a quick recovery to preproduction levels in virtually all monitored parameters and at most monitored sites. The integrated results from all mercury monitoring programs illustrate the environmental impact from mercury emissions which were two to four times the permit standard of 1.8 kg/day.

    Purpose: The British Society of Interventional Radiology (BSIR) Inferior Vena Cava (IVC) Filter Registry was produced to provide an audit of current United Kingdom (UK) practice regarding placement and retrieval of IVC filters to address concerns regarding their safety. Methods: The IVC filter registry is a web-based registry, launched by the BSIR on behalf of its membership in October 2007. This report is based on prospectively collected data from October 2007 to March 2011. This report contains analysis of data on 1,434 IVC filter placements and 400 attempted retrievals performed at 68 UK centers. Data collected included patient demographics, insertion and retrieval data, and patient follow-up. Results: IVC filter use in the majority of patients in the UK follows accepted CIRSE guidelines. Filter placement is usually a low-risk procedure, with a low major complication rate (<0.5 %). Cook Gunther Tulip (560 filters: 39 %) and Celect (359 filters: 25 %) filters constituted the majority of IVC filters inserted, with Bard G2, Recovery filters, Cordis Trapease, and OptEase constituting most of the remainder (445 filters: 31 %). More than 96 % of IVC filters deployed as intended. Operator inexperience (<25 procedure) was significantly associated with complications (p < 0.001). Of the IVC filters initially intended for temporary placement, retrieval was attempted in 78 %. Of these retrieval was technically successful in 83 %. Successful retrieval was significantly reduced for implants left in situ for >9 weeks versus those with a shorter dwell time. New lower limb deep vein thrombosis (DVT) and/or IVC thrombosis was reported in 88 patients following filter placement, there was no significant difference of incidence between filter types. Conclusions: This registry report provides interventional radiologists and clinicians with an improved understanding of the technical aspects of IVC filter placement to help improve practice, and the potential consequences of IVC filter

    Britain constructed an atomic deterrent to influence both the United States and Soviet Union. The process of research and development was both long and difficult. The atomic bomb, first tested in 1952, was a remarkable success. By comparison, the delivery device, the V-bomber, was a failure. While the aircraft produced were excellent, they were deployed too late in too few numbers to be effective in an independent role. Only as part of a larger offensive with the Strategic Air Command could they make a valuable contribution. However, the program`s military failure was offset by its political success. Reopened atomic relations with the United States strengthened British security by providing London with the most modern nuclear weapons and delivery systems.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

    Shift-average exposures to nitric oxide and nitrogen dioxide have been found to be well within the recommended safety limits in nine British collieries. Differences in the exposures of miners in different collieries and between different locations and occupations within collieries were observed, with diesel locomotive drivers having consistently higher shift-average exposures than other workers. Possible health effects of oxides of nitrogen were investigated by comparing the respiratory health of men with low past exposure against men with higher past exposure to these gases. No differences in forced expired volumes in one second or in the prevalences of cough, phlegm and breathlessness were found between the two population groups.

    Purpose: There are conflicting studies of the impact of androgen deprivation therapy (ADT) on cardiovascular (CV) mortality among prostate cancer patients receiving curative intent external beam radiation therapy (EBRT). We assessed the impact of ADT on CV mortality in patients treated in British Columbia. Methods and Materials: Provincial pharmacy and radiotherapy databases were linked to the provincial cancer registry, and defined a cohort of patients treated with curative intent EBRT between 1998 and 2005. We determined the duration of ADT and the cumulative incidence of CV death. We compared death from CV disease with and without ADT, and by duration of ADT using competing risk analysis and Fine and Gray multivariant analysis. A total of 600 randomly selected patients were reviewed to determine baseline CV disease, CV risk factors, and Charlson Index. Results: Of 5,948 prostate cancer patients treated with radical intent EBRT, of whom 1,933 were treated without ADT, 674 received ADT for {<=}6 months and 3,341 received > 6 months of ADT. The cumulative CV mortality at 7 years was 2.6% (95% confidence interval [CI] 1.9-3.5%), 2.1% (95% CI = 1.2-3.5%), and 1.4 (95% CI = 1.0-2.0%) for patients with no ADT, {<=}6 months of ADT, and >6 months of ADT, respectively (Gray's p = 0.002). Baseline CV disease and risk factors were more prevalent in the no-ADT group compared with the >6-month ADT group. Conclusions: This study demonstrated a lower CV mortality rate among patients treated with longer durations of ADT than those treated without ADT. These differences likely relate to selection of patients for ADT rather than effect of ADT itself.

    Recent large buildings in Britain are reviewed for their demonstration of programmatic determinates and architectural concepts of natural ventilation, systems that reduce electric use because they use natural convection. In size they range from the 5,000 square feet of Darwin College at Cambridge to the Inland Revenue Center at Nottingham with 400,000 square feet. The mix of passive and conventional mechanical systems of Ionica Office Building, Cambridge suggests the newest strategy of deliberate redundancy in what might better be called assisted natural ventilation. Daylighting, a distinctly different technique is typically coincident. Among the programmatic concepts are unsealed buildings, displacement ventilation, and user preference for immediate environmental control and strong contact with the outdoor environment. Architectural concepts include atriums, exhaust towers, and exposed structural concrete ceilings. These applications reinforce green policies and involve leadership from prominent architects and clients.

    Oxygen reduction and incorporation into solid electrolytes and the reverse reaction of oxygen evolution play a cru-cial role in Solid Oxide Fuel Cell (SOFC) applications. However a detailed un derstanding of the kinetics of the cor-responding reactions, i.e. on reaction mechanisms, rate limiting steps, reaction paths, electrocatalytic role of materials, is still missing. These include a thorough characterization of the binding potentials experienced by protons in the lattice. We report results of Inelastic Neutron Scattering (INS) measurements of the vibrational state of the protons in Ni- YSZ highly porous composites (75% to 90% ), a ceramic-metal material showing a high electrical conductivity and ther mal stability, which is known to be most effectively used as anodes for solid ox ide fuel cells. The results are compared with INS and Deep Inelastic Neutron Scattering (DINS) experiments on the proton binding states in bulk ice.

    Britain and Norway divide between them most of the North Sea offshore oil fields, and much of the natural gas resources. They have in common first world economic status and western political and cultural heritage. They differ in that Britain has by far the larger economy and the Norwegian state has a history of more active participation in its economy. Brent F. Nelson's study is predicated on the premise that a detailed analysis of how these two nations have chosen to mediate the relationships between government and the oil industry would be an interesting case study with broader implications for a political theory of state intervention in natural resource industries. Nelson has provided a narrative, interpretive history of government-industry relationships in Britain and Norway, concerning offshore oil and gas development. Much of this material is interesting, especially to readers unfamiliar with the details; and the conclusions, in so far as they go, are plausible. Nelson's demonstration of the powerful influences that a nation's political and institutional traditions have on they way it handles new opportunities provides a useful counterpoint to the historical approach favored by some policy analysts. However, Nelson has not delivered a fundamental analysis of the relationship between the state and a mobile industry that exploits a stationary and exhaustible resource.

    This paper was filed as an exhibit on behalf of The Consumers' Association of Canada (B.C. Branch), The Federated Anti-Poverty Groups of B.C., The Sierra Club of Western Canada, and the B.C. Old Age Pensioners' Organization. It was subjected to cross-examination on October 29, 1982, during Phase I of the hearings. The Utilities Commission had designated Phase I for consideration of (1) demand, (2) assets in service, (3) revenue requirements excluding return, and (4) financing and capital requirements. This paper presents a general discussion of the elements of a rate structure and their relationship to the demand for electricity, a systematic review of some 50 empirical studies of the demand for electricity as a function of price and other factors by the three principal classes of customers, and a discussion of the notion of revenue requirements. The paper should be of interest to utility regulators, rate specialists, and forecasters for its review of demand models and to academics concerned with the study of energy demand.

    The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

    A su­per­con­duct­ing RF (SRF) power cou­pler ca­pa­ble of han­dling 500 kW CW RF power is re­quired for pre­sent and fu­ture stor­age rings and linacs. There are over 35 cou­pler de­signs for SRF cav­i­ties rang­ing in fre­quen­cy from 325 to 1500 MHz. Cou­pler win­dows vary from cylin­ders to cones to disks, and RF power cou­plers are lim­it­ed by the abil­i­ty of ce­ram­ic win­dows to with­stand the stress­es due to heat­ing and me­chan­i­cal flex­ure. We pro­pose a novel ro­bust co-ax­i­al SRF cou­pler de­sign which uses com­pressed win­dow tech­nol­o­gy. This tech­nol­o­gy will allow the use of high­ly ther­mal­ly con­duc­tive ma­te­ri­als for cryo­genic win­dows. Using com­pressed win­dow tech­niques on disk co-ax­i­al win­dows will make sig­nif­i­cant im­prove­ments in the power han­dling of SRF cou­plers. We pre­sent the bench test re­sults of two win­dow as­sem­blies back to back, as well as in­di­vid­u­al win­dow VSWR in EIA3.125 coax. A vac­u­um test as­sem­bly was made and the win­dows baked out at 155C. The pro­cess­es used to build win­dows is scal­able to larg­er di­am­e­ter coax and to high­er power lev­els.

  9. A Flow-Channel Analysis for the Mars Hopper

    The Mars Hopper is an exploratory vehicle designed to fly on Mars using carbon dioxide from the Martian atmosphere as a rocket propellant. The propellent gasses are thermally heated while traversing a radioisotope ther- mal rocket (RTR) engine’s core. This core is comprised of a radioisotope surrounded by a heat capacitive material interspersed with tubes for the propellant to travel through. These tubes, or flow channels, can be manu- factured in various cross-sectional shapes such as a special four-point star or the traditional circle. Analytical heat transfer and computational fluid dynamics (CFD) anal- yses were performed using flow channels with either a circle or a star cross- sectional shape. The nominal total inlet pressure was specified at 2,805,000 Pa; and the outlet pressure was set to 2,785,000 Pa. The CO2 inlet tem- perature was 300 K; and the channel wall was 1200 K. The steady-state CFD simulations computed the smooth-walled star shape’s outlet temper- ature to be 959 K on the finest mesh. The smooth-walled circle’s outlet temperature was 902 K. A circle with a surface roughness specification at 0.01 mm gave 946 K and at 0.1 mm yielded 989 K. The The effects of a slightly varied inlet pressure were also examined. The analytical calculations were based on the mass flow rates computed in the CFD simulations and provided significantly higher outlet temperature results while displaying the same comparison trends. Research relating to the flow channel heat transfer studies was also done. Mathematical methods to geometrically match the cross-sectional areas of the circle and star, along with a square and equilateral triangle, were derived. A Wolfram Mathematica 8 module was programmed to analyze CFD results using Richardson Extrapolation and calculate the grid convergence index (GCI). A Mathematica notebook, also composed, computes and graphs the bulk mean temperature along a flow channel’s length while the user dynam- ically provides the input

    This invention relates to an improved method for freezing red blood cells, ther living cells, or tissues with improved subsequent survival, wherein constant-volume freezing is utilized that results in significantly improved survival compared with constant-pressure freezing; optimization is attainable through the use of different vessel geometries, cooling baths and warming baths, and sample concentrations.

    This is one of a series of reports that describe results of field and laboratory studies on the effect of heated sea water on juvenile chum salmon. The studies were initiated in response to potential increases in the thermal discharge from BC Hydro`s Burrard Generating Station into the marine waters of Port Moody Arm, Burrard Inlet. The report presents results of the second of two 1997 studies, in which preference/avoidance cages in Port Moody Arm were used to examine the vertical distribution of chum salmon at a reference location and at sites 70, 250, and 1,200 metres from the heated cooling water discharge. The results were related to the ambient aquatic conditions to reveal differences or similarities in the vertical distribution of salmon with proximity to discharge location, and to identify variables that accounted for these changes.

    To satisfy the critical need for geothermal data to ad- vance geothermal energy as a viable renewable ener- gy contender, the U.S. Department of Energy is in- vesting in the development of the National Geother- mal Data System (NGDS). This paper outlines efforts among geothermal data providers nationwide to sup- ply cutting edge geo-informatics. NGDS geothermal data acquisition, delivery, and methodology are dis- cussed. In particular, this paper addresses the various types of data required to effectively assess geother- mal energy potential and why simple links to existing data are insufficient. To create a platform for ready access by all geothermal stakeholders, the NGDS in- cludes a work plan that addresses data assets and re- sources of interest to users, a survey of data provid- ers, data content models, and how data will be ex- changed and promoted, as well as lessons learned within the geothermal community.

    In the United States, approval of surface coal mine permits became more complex with the imposition of certain additional and relatively untested requirements by the Surface Mining Control and Reclamation Act of 1977. Sections of the Act contain substantial pre-mining land-use planning requirements. The British system has been chosen for comparative study. All mining permits are granted in Great Britain within an overall land-use planning system. The British planning system is summarized with emphasis placed on minerals. Although planning systems are a well-described subject, little documentation addresses the special problems of mining companies. The first study helps to fill this gap.

    This study examines the lack of a noticeable indigenous labor movement in the contemporary Gulf Arab countries of Bahrain, Kuwait and Qatar; it focuses on the emergence, after the discovery of oil, of an industrial Gulf labor force, and on the evolution of the British policy towards oil and Gulf oil workers. The period examined begins with the discovery of oil in Bahrain in 1932 (the first such discovery on the Arab side of the Gulf), and ends with the Suez Crisis of 1956. The latter is a watershed event in Gulf history. It is argued that the Suez Crisis was in large part responsible for the long-term defeat of the indigenous labor movement in the Gulf. Attention is given to the parts played by the British Government of India, the Foreign Office, the local Shaikhs, the Gulf nationalists, and by the workers themselves. Policies towards workers passed through two different periods. In the first, 1932-1945, the Government of India had no direct interest in the Gulf labor situation; in the second, 1946-1956, the Foreign Office took increased interest in the welfare of local oil workers, primarily because of the importance of oil to reconstruction of the British economy after the war. However, the Suez Crisis in 1956 convinced the British to withdraw their support for the workers.

    Flow cytometry (FCM) techniques have been developed for sorting mesophilic organisms, but the difficulty increases if the target microbes are thermophilic anaerobes. We demonstrate a reliable, high-throughput method of screening thermophilic anaerobic organisms using FCM and 96-well plates for growth on biomass-relevant substrates. The method was tested using the cellulolytic thermophiles Clostridium ther- mocellum (Topt = 55 C), Caldicellulosiruptor obsidiansis (Topt = 78 C) and the fermentative hyperthermo- philes, Pyrococcus furiosus (Topt = 100 C) and Thermotoga maritima (Topt = 80 C). Multi-well plates were incubated at various temperatures for approximately 72 120 h and then tested for growth. Positive growth resulting from single cells sorted into individual wells containing an anaerobic medium was verified by OD600. Depending on the growth substrate, up to 80 % of the wells contained viable cultures, which could be transferred to fresh media. This method was used to isolate thermophilic microbes from Rabbit Creek, Yellowstone National Park (YNP), Wyoming. Substrates for enrichment cultures including crystalline cellulose (Avicel), xylan (from Birchwood), pretreated switchgrass and Populus were used to cultivate organisms that may be of interest to lignocellulosic biofuel production.

    We describe the Neutron Spectrometer Experiment installed at Chacaltaya Cosmic Rays Observatory (68 deg. O, 16.2 deg. S), located in Bolivia, at 5230 m.a.s.l. This experimental system is constituted by passive detectors which register the flux of neutrons, in an energy range of 10 KeV-20 MeV. Using the unfolding code BUNTO a peak around 1 MeV of the characteristic spectrum of neutrons was obtained. Experimental values, observed during April of 2008, are compared with similar ones carried out in 1997 at the same place, in order to look for eventual changes due to local atmosphere. A similar experiment was also carried up at the Laboratory of Testa Grigia-Italy (45.56 deg. N, 7.42 deg. E,. 3480 m.a.l.s). Data of both stations allow us to compare the spectra in order to explain the difference of neutron flux of these two stations.

    In accordance with the present disclosure, a process for synthesis of a complex hydride material for hydrogen storage is provided. The process includes mixing a borohydride with at least one additive agent and at least one catalyst and heating the mixture at a temperature of less than about 600.degree. C. and a pressure of H.sub.2 gas to form a complex hydride material. The complex hydride material comprises MAl.sub.xB.sub.yH.sub.z, wherein M is an alkali metal or group IIA metal, Al is the element aluminum, x is any number from 0 to 1, B is the element boron, y is a number from 0 to 13, and z is a number from 4 to 57 with the additive agent and catalyst still being present. The complex hydride material is capable of cyclic dehydrogenation and rehydrogenation and has a hydrogen capacity of at least about 4 weight percent.

    In this article, we have investigated the magnetic ground state of the antiferromagnetic Kondo-lattice compounds CeMAl4Si2(M = Rh, Ir) using neutron powder diffraction. Although both of these compounds show two magnetic transitions TN1 and TN2 in the bulk properties measurements, evidence for magnetic long-range order was only found below the lower transition TN2. Analysis of the diffraction profiles reveals a commensurate antiferromagnetic structure with a propagation vector k = (0, 0, 1/2). The magnetic moment in the ordered state of CeRhAl4Si2 and CeIrAl4Si2 were determined to be 1.14(2) and 1.41(3) μB/Ce, respectively, and are parallel to the crystallographic c-axis inmore » agreement with magnetic susceptibility measurements.« less

    Coal miners' nystagmus was one of the first occupational illnesses ever recognized as being due to a hazardous working environment. It aroused great concern and much controversy in Great Britain in the first half of the 20th century but was not seen in the United States. Miners' nystagmus became a significant financial problem for the British workmen's compensation program, and the British medical literature became a forum for speculation as to the nature of the condition. Although new cases of miners' nystagmus were rare after World War II, the condition continued to be discussed in textbooks through the 1970s, after which it abruptly disappeared without any authoritative summing-up, and thereby hangs a tale.

    Chum salmon are anadromous fish found throughout a large part of the North Pacific Ocean and are the most widely distributed of all the Pacific salmon. Adults return to spawn in late summer and fall. Young fish migrate downstream quickly and rear in estuaries. Chum salmon mature later in life in more northerly water: in Alaska and British Columbia at age 4 to 5, in Washington and Oregon at age 3 to age 4. Fish from larger river systems grow to the largest size. The major commercial fishery is centered in Southeast Alaska and British Columbia. Harvest has increased in Washington to 1,150,000 fish annually due to increased hatchery production, with Hood Canal rivers accounting for 25% of all Washington fish. In odd-numbered years, the adult return-to-escapement ratio in any given river system is positively statistically correlated with increased spawning escapement of chum salmon relative to that of pink salmon.

    In order to elucidate the genetic basis of autosomal dominant retinitis pigmentosa (adRP) in a large eight-generation family (UCLA-RP09) of British descent, we assessed linkage between the UCLA-RP09 adRP gene and numerous genetic loci, including eight adRP candidate genes, five anonymous adRP-linked DNA loci, and 20 phenotypic markers. Linkage to the UCLA-RP09 disease gene was excluded for all eight candidate genes analyzed, including rhodopsin (RP4) and peripherin/RDS (RP7), for the four adRP loci RP1, RP9, RP10 and RP11, as well as for 17 phenotypic markers. The anonymous DNA marker locus D17S938, linked to adRP locus RP13 on chromosome 17p13.1, yielded a suggestive but not statistically significant positive lod score. Linkage was confirmed between the UCLA-RP09 adRP gene and markers distal to D17S938 in the chromosomal region 17p13.3. A reanalysis of the original RP13 data from a South African adRP family of British descent, in conjunction with our UCLA-RP09 data, suggests that only one adRP locus exists on 17p but that it maps to a more telomeric position, at band 17p13.3, than previously reported. Confirmation of the involvement of RP13 in two presumably unrelated adRP families, both of British descent, suggests that this locus is a distinct adRP gene in a proportion of British, and possibly other, adRP families. 39 refs., 4 figs., 3 tabs.

    On December 17, 2003, at approximately 7:15 a.m., an accident occurred at the U.S. Department of Energy (DOE) East Tennessee Technology Park, Building K-31. An employee (Pipefitter) of British Nuclear Fuels Limited Inc. (BNFL) was injured while attempting to remove concrete block from within a wide-flange, steel column during demolition of the K-31 Control Room (first floor, center of building).
