  5. Assessment of mercury emissions from the Afton copper smelter, British Columbia, Canada

    The afton Copper Smelter adjacent to Kamloops, British Columbia, Canada commenced operation in 1978 and employed a mercury scrubbing system. Two years of preproduction studies, which included monitoring for mercury in ambient air, water, soil, and vegetation were performed. The results from similar studies conducted during four full years (1978-81) and two partial years (1982-83) of production are presented in the data analysis. These programs illustrated that the most frequent ground impingement occurred within a 1.6-3.2-km radius of the source, and that the levels decreased with increasing distance from the source to a maximum radius of 8 km. The results of a comprehensive source monitoring program illustrated that the average mercury emission levels ranged from 3.2 to 6.8 kg/calendar day during 1979-81, and that the majority of the emissions were in a vapor form. The ambient monitoring data acquired when smelter operations were significantly reduced indicate a quick recovery to preproduction levels in virtually all monitored parameters and at most monitored sites. The integrated results from all mercury monitoring programs illustrate the environmental impact from mercury emissions which were two to four times the permit standard of 1.8 kg/day.

    Wood pellet production and its use for heat and power production are increasing worldwide. The quality of export pellets has to consistently meet certain specifications as stipulated by the larger buyers, such as power utilities or as specified by the standards used for the non-industrial bag market. No specific data is available regarding the quality of export pellets to Europe. To develop a set of baseline data, wood pellets were sampled at an export terminal in Vancouver, British Columbia, Canada. The sampling period was 18 months in 2007-2008 when pellets were transferred from storage bins to the ocean vessels. The sampling frequency was once every 1.5 to 2 months for a total of 9 loading/shipping events. The physical properties of the wood pellets measured were moisture content in the range of 3.5% to 6.5%, bulk density from 728 to 808 kg/m3, durability from 97% to 99%, fines content from 0.03% to 0.87%, calorific value as is from 17 to almost 18 MJ/kg, and ash content from 0.26% to 0.93%.The diameter and length were in the range of 6.4 to 6.5 mm and 14.0 to 19.0 mm, respectively. All of these values met the published non-industrial European grades (CEN) and the grades specified by the Pellet Fuel Institute for the United States for the bag market. The measured values for wood pellet properties were consistent except the ash content values decreased over the test period.

    Business reviews of the forest industry in British Colombia, Canada, typically portray an unequivocally positive picture of its financial and economic health. In doing so, they fail to consider the following six categories of social impacts and costs: (1) direct and indirect subsidies; (2) government support through investment; (3) community dependence; (4) the maintenance of public order; (5) aboriginal title; and (6) the overestimation of employment. Our findings show that conventional economic and financial accounting methods inflate the industry's net contribution to the economy. We make a number of recommendations to address this shortcoming to improve future accounting and reporting procedures.

    This paper was filed as an exhibit on behalf of The Consumers' Association of Canada (B.C. Branch), The Federated Anti-Poverty Groups of B.C., The Sierra Club of Western Canada, and the B.C. Old Age Pensioners' Organization. It was subjected to cross-examination on October 29, 1982, during Phase I of the hearings. The Utilities Commission had designated Phase I for consideration of (1) demand, (2) assets in service, (3) revenue requirements excluding return, and (4) financing and capital requirements. This paper presents a general discussion of the elements of a rate structure and their relationship to the demand for electricity, a systematic review of some 50 empirical studies of the demand for electricity as a function of price and other factors by the three principal classes of customers, and a discussion of the notion of revenue requirements. The paper should be of interest to utility regulators, rate specialists, and forecasters for its review of demand models and to academics concerned with the study of energy demand.

  4. Columbia River Treaty History and 2014/2024 Review

    The Columbia River, the fourth largest river on the continent as measured by average annual flow, generates more power than any other river in North America. While its headwaters originate in British Columbia, only about 15 percent of the 259,500 square miles of the Columbia River Basin is actually located in Canada. Yet the Canadian waters account for about 38 percent of the average annual volume, and up to 50 percent of the peak flood waters, that flow by The Dalles Dam on the Columbia River between Oregon and Washington. In the 1940s, officials from the United States and Canada began a long process to seek a joint solution to the flooding caused by the unregulated Columbia River and to the postwar demand for greater energy resources. That effort culminated in the Columbia River Treaty, an international agreement between Canada and the United States for the cooperative development of water resources regulation in the upper Columbia River Basin. It was signed in 1961 and implemented in 1964.

    Under the Columbia River Treaty (Treaty or CRT) of 1964, Canada and the United States (U.S.) jointly regulate and manage the Columbia River as it flows from British Columbia into the U.S. The Treaty has provided substantial flood control and power generation benefits to both nations. The Treaty established Canadian and U.S. Entities as implementing agents for each government. British Columbia Hydro and Power Authority (BC Hydro) was designated as the Canadian Entity. The Bonneville Power Administration (BPA) Administrator and the U.S. Army Corps of Engineers (Corps) Division Engineer, Northwestern Division, were designated as the U.S. Entity. The Canadian and U.S. Entities are empowered by their respective governments with broad discretion to implement the existing Columbia River Treaty. They are not, however, authorized to terminate, renegotiate, or otherwise modify the Treaty. In the U.S., authority over international treaties rests with the President, assisted in foreign relations and international negotiations by the Department of State and subject in certain cases to the advice and consent of the U.S. Senate. In Canada, international treaties are within the prerogative of the executive branch of the federal government. Under current policy, treaties are tabled in the House of Commons, and are subject to a waiting period before the executive branch brings the treaty into effect. In the case of the Columbia River Treaty, Canada has assigned certain rights and obligations relating to the Treaty to British Columbia pursuant to the Canada-B.C. Agreement. The Phase 1 report is provided to those respective governmental bodies to support possible independent and/or joint decisions that may be made with respect to the future of the Treaty.     A big boost for wholesale electricity wheeling between Canada and the United States could be the consolidation and final approval of the Western Regional Transmission Association (WRTA), expected later this year, and the Northwest Regional Transmission Association (NWRTA). WRTA culd become the first US regional transmission group (RTG) approved by the ederal Energy Regulatory Commission (FERC). Several US utilities and independent energy players would be joined in this pioneering RTG by western Canadian firms - a major advance for Canada-US electricity cooperation and competition. Curently, British Columbia and Alberta are leading Canada toward open transmission access and wholesale electricity wheeling. WRTA and other RTGs may even become vehicles for greater inter-utility coopertion and open access within Canada. The opportunities for participation in Canada/US transmission groups seem likely, but there are still issues to resolve - including the unknown shape of the US electric industry as it changes. As these uncertainties are worked through both Canadian and US companies may find new opportunities in cross border power sales.

    Purpose: There are conflicting studies of the impact of androgen deprivation therapy (ADT) on cardiovascular (CV) mortality among prostate cancer patients receiving curative intent external beam radiation therapy (EBRT). We assessed the impact of ADT on CV mortality in patients treated in British Columbia. Methods and Materials: Provincial pharmacy and radiotherapy databases were linked to the provincial cancer registry, and defined a cohort of patients treated with curative intent EBRT between 1998 and 2005. We determined the duration of ADT and the cumulative incidence of CV death. We compared death from CV disease with and without ADT, and by duration of ADT using competing risk analysis and Fine and Gray multivariant analysis. A total of 600 randomly selected patients were reviewed to determine baseline CV disease, CV risk factors, and Charlson Index. Results: Of 5,948 prostate cancer patients treated with radical intent EBRT, of whom 1,933 were treated without ADT, 674 received ADT for {<=}6 months and 3,341 received > 6 months of ADT. The cumulative CV mortality at 7 years was 2.6% (95% confidence interval [CI] 1.9-3.5%), 2.1% (95% CI = 1.2-3.5%), and 1.4 (95% CI = 1.0-2.0%) for patients with no ADT, {<=}6 months of ADT, and >6 months of ADT, respectively (Gray's p = 0.002). Baseline CV disease and risk factors were more prevalent in the no-ADT group compared with the >6-month ADT group. Conclusions: This study demonstrated a lower CV mortality rate among patients treated with longer durations of ADT than those treated without ADT. These differences likely relate to selection of patients for ADT rather than effect of ADT itself.

    Surveys have confirmed the survival of both the giant Columbia River spire snail Fluminicola columbiana and the great Columbia River limpet Fisherola nuttalli in the Hanford Reach of the Columbia River, Washington State, as well as other sites in Washington, Oregon, and Idaho. A review of historical collection records suggests that both species exist in still other sites of the Columbia River Basin. At present, there is insufficient information to allow adequate appraisal of either species relative to possible federal or state listing as endangered or threatened species. The results of our studies suggest that additional undiscovered populations of both species exist. There is a relatively good chance that pristine habitat required by spire snails and limpets remains in 37 streams or portions of streams in Washington, Oregon, Idaho, and Montana (British Columbia was considered outside the project scope). For a thorough survey, visits to more than 600 sites will be required. 20 refs., 5 figs., 7 tabs.

    This study analyzes the domestic political, economic, and bureaucratic factors that affect the nuclear policymaking process in Great Britain. Its major conclusion is that, although there have been changes in that process in recent years (notably the current involvement of a segment of the British public in the debate about the deployment of intermediate-range nuclear forces), future British nuclear policymaking will remain much what it has been in the past. Three ideas are central to understanding British thinking on the subject: (1) Britain's long-standing resolve to have her own national nuclear force is largely traceable to her desire to maintain first-rank standing among the nations of the world in spite of loss of empire. (2) Financial considerations have always been important--so much so that they have usually dominated issues of nuclear policy. (3) The executive branch of government dominates the nuclear policymaking process but does not always present a united front. The United States heavily influences British nuclear policy through having supplied Britain since the late 1950s with nuclear data and components of nuclear weapon systems such as Polaris and Trident. The relationship works both ways since the U.S. depends on Britain as a base for deployment of both conventional and nuclear systems.

    The form in which British Coal is to be privatized has finally been announced. Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. Additionally, offers will be invited for a number of collieries which are currently under care and maintenance. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. Tower colliery, the last underground mine in South Wales, was finally put on care and maintenance on April 20, 1994. Details of the five Regional Coal Companies are given. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred. All the relevant property rights and liabilities of British Coal will be transferred into the Regional Coal Companies prior to their sun.

    Historically, salmon stocks from the Columbia River and Snake River formed one of the most valuable fisheries on the west coast of North America. However, salmon and steelhead returns sharply declined during the 1980s and 1990s to reach nearly 1 million fish. Although several factors may be responsible for the decline of Columbia River salmon and steelhead, there is increasing evidence that these drastic declines were primarily attributable to persistently unfavorable ocean conditions. Hence, an understanding of the effects of ocean conditions on salmon production is required to forecast the return of salmon to the Columbia River basin and to assess the efficacy of mitigation measures such as flow regulation on salmon resources in this system. The Canadian Program on High Seas Salmon has been collecting juvenile salmon and oceanographic data off the west coast of British Columbia and Southeast Alaska since 1998 to assess the effects of ocean conditions on the distribution, migration, growth, and survival of Pacific salmon. Here, we present a summary of the work conducted as part of the Canada-USA Salmon Shelf Survival Study during the 2008 fiscal year and compare these results with those obtained from previous years. The working hypothesis of this research is that fast growth enhances the marine survival of salmon, either because fast growing fish quickly reach a size that is sufficient to successfully avoid predators, or because they accumulate enough energy reserves to better survive their first winter at sea, a period generally considered critical in the life cycle of salmon. Sea surface temperature decreased from FY05 to FY08, whereas, the summer biomass of phytoplankton increased steadily off the west coast of Vancouver Island from FY05 to FY08. As in FY07, zooplankton biomass was generally above average off the west coast of Vancouver Island in FY08.     Gas plants in the US and Canada continued to lead the rest of the world in processing capacity, throughput, and NGL production in 1996. The consolidation of gas-processing assets that has been rolling through US companies in recent years continued to limit growth in new capacity. Canadian liquids producers, on the other hand, will likely benefit from increased gas production and export sales to the US when a clutch of pipeline expansions in the next 18--30 months eases the capacity constraints on gas movements southward. And, markets and suppliers around the world continue to become more closely dependent on each other, stimulating new capacity and production. US capacity stood at slightly more than 678 bcfd as of January 1, 1997; throughput for 1996 averaged 48.8 bcfd; and NGL production exceeded 76,000 gpd. Canadian gas-processing capacity last year approached 40 bcfd. Gas-processing throughput there averaged more than 30.8 bcfd; NGL production fell to slightly more than 42,000 gpd. Oil and Gas Journal`s most recent exclusive, plant-by-plant, worldwide gas-processing survey and its international survey of petroleum-derived sulfur recovery reflect these trends. This report supplements operator-supplied capacity and production data for Alberta with figures from the (1) Alberta Energy and Utilities Board (AEUB), formerly the Energy Resources Conservation Board (ERBC), (2) British Columbia Ministry of Employment and Investment`s Engineering and Operations Branch, and (3) Saskatchewan Ministry of Energy and Mines.

    The Columbia River Treaty of 1961 led to the development of three hydroelectric projects on the Columbia River in Canada and one in the United States. Canada sold its share of the downstream power generation benefits of these facilities to US utilities for 30 years. The administrator of the Bonneville Power Administration (BPA) of the US Department of Energy is the {open_quotes}United States Entity{close_quotes} under the Columbia River Treaty with Canada. BPA prepared the {open_quotes}Delivery of the Canadian Entitlement{close_quotes} Environmental Impact Statement (EIS) to evaluate alternative means for the US to return to Canada the Canadian share of the downstream benefits when these 30-year agreements expire. Alternatives on both sides of the US-Canada border included new high-voltage transmission lines; new generating and conservation resources; and power sales, exchanges, and other transactions. BPA developed an EIS methodology and graphical representation technique for comparing the diverse options associated with the Delivery of the Canadian Entitlement that were instrumental in helping managers understand the impacts of alternatives in a timely manner. A graphical, modular approach helped convey complex relationships in ways that were easy to read and understand. In addition, analysis of potential environmental impacts in Canada was developed in order to provide relevant information to US decision-makers, without compromising the Canadian environmental review process. As a result, environmental analysis was fully integrated into the decision process. The EIS approach used in this project has become a prototype for other Department of Energy NEPA documents, both site-specific and programmatic.

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

    The Columbia River and its tributaries are the primary water system in the Pacific Northwest, draining some 219,000 square miles in seven states and another 39,500 square miles in British Columbia. Beginning in the 1930`s, the Columbia River has been significantly modified by construction of 30 major dams on the river and its tributaries, along with dozens of non-Federal projects. Construction and subsequent operation of these water development projects have contributed to eight primary uses of the river system, including navigation, flood control, irrigation, electric power generation, fish migration, fish and wildlife habitat, recreation, and water supply and quality considerations. Increasing stress on the water development of the Columbia River and its tributaries has led primary Federal agencies to undertake intensive analysis and evaluation of the operation of these projects. These agencies are the U.S. Army Corps of Engineers and the Bureau of Reclamation, who operate the large Federal dams on the river, and the Bonneville Power Administration who sells the power generated at the dams. This review, termed the System Operation Review (SOR), has as its ultimate goal to define a strategy for future operation of the major Columbia River projects which effectively considers the needs of all river uses.     The Columbia Ricer is one of the greatest natural resources in the western United States. The river and its tributaries touch the lives of nearly every resident of the Northwest-from providing the world-famous Pacific salmon to supplying the clean natural fuel for over 75 percent of the region's electrical generation. Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

    Currently, the Federal government coordinates the planning and operation of the Federal Columbia River Power System (FCRPS) with projects owned and operated by the region`s non-Federal hydrogenerating utilities pursuant to the Pacific North-west Coordination Agreement (PNCA). The Bureau of Reclamation (Reclamation), the Corps of Engineers (Corps), and the Bonneville Power Administration (BPA) are parties to the PNCA on behalf of the government of the United States. The PNCA is a complex agreement that provides an opportunity for the region`s power producers to maximize the power system`s reliability and economy while meeting their multiple-use objectives. The PNCA does not dictate the operation of the resources it coordinates. It is essentially an accounting mechanism that exchanges the power produced among the parties in order to improve the reliability of the system and reduce regional power costs. Project owners retain complete autonomy to operate as needed to meet their multiple-use requirements. The PNCA was executed in 1964 as an important component of regional plans to maximize the Northwest`s hydro resource capability. Maximization also included the development of storage projects on the Columbia River in Canada pursuant to the terms of the 1964 Columbia River Treaty. Because of the link between power coordination and Treaty issues, the current parties to the PNCA, currently are contemplating entering into a replacement or renewed power coordination agreement. Because the power coordination agreement is a consensual arrangement, its ultimate provisions must be acceptable to all of its signatories. This Appendix R to the Final Environmental Impact Statement of the Columbia River System is a presentation of the Pacific North-west Coordination Agreement.

    British Gas (BG) is a seriously successful monopolist which, since its 1986 privatisation, is acing increased regulation by the Office of Gas Supply (OFGAS). OFGAS is the first public body specifically created to regulate a European gas industry. It employs a rate-capping formula instead of the more labour intensive rate-of-retum method favoured in North America. Despite initial criticisms, OFGAS has surprised industry observers with efficacious results. This article succinctly discusses the process of natural gas industry privatisation in the United Kingdom (U.K.) and the development of a British type of [open quotes]open access.[close quotes] Contemporary British gas regulation is a distinct paradigm involving the privatisation of a vertically integrated pipeline system coupled with an altemative regulatory method. These regulatory results include lower prices for core customers and the promotion of third party direct sales within the U.K. Since Britain leads the European Community (E.C.) in common carriage provisions, the regulatory r6gime here provides a benchmark for the other Member States.

    Pacific Northwest National Laboratory researchers are working on the CHPRC Columbia River Protection Project (hereafter referred to as the Columbia River Project). This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.

    The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

    The disposal of dredged material in water is defined as a discharge under Section 404 of the Clean Water Act and must be evaluated in accordance with US Environmental Protection Agency regulation 40 CFR 230. Because contaminant loads in the dredged sediment or resuspended sediment may affect water quality or contaminant loading, the US Army Corps of Engineers (USACE), Walla Walla District, has requested Battelle/Marine Sciences Laboratory to collect and chemically analyze sediment samples from areas that may be dredged near the Port Authority piers on the Snake and Columbia rivers. Sediment samples were also collected at River Mile (RM) stations along the Snake River that may undergo resuspension of sediment as a result of the drawdown. Chemical analysis included grain size, total organic carbon, total volatile solids, ammonia, phosphorus, sulfides, oil and grease, total petroleum hydrocarbons, metals, polynuclear aromatic hydrocarbons, pesticides, polychlorinated biphenyls, and 21 congeners of polychlorinated dibenzodioxins and dibenzofurans.

MMT, which has been sold in Canada for the past 20 years and accounts for about half of Ethyl`s Canadian sales, has been criticized by environmentalists, who have raised public health concerns, and automakers, who say it harms emission control systems. {open_quotes}Canada`s vote is a great victory for public health and the environment,{close_quotes} says Environmental Defense Fund executive director Fred Krupp. {open_quotes}The US should move swiftly to follow suit and suspend sales of MMT until adequate toxicity testing on the additive is completed.{close_quotes} EPA had refused to approve MMT for sale because of health concerns but was compelled to do so by a December 1995 court ruling. Ethyl asserts the ban violates Canada`s obligations under Nafta and says it will file a damage claim with the Nafta arbitration panel.

    In 1997, the National Marine Fisheries Service (NMFS) listed upper Columbia River steelhead trout (Oncorhynchus znykiss) as endangered. This action affected management of land-use activities along and within the Hanford Reach of the Columbia River, which flows through the U.S. Department of Energy (DOE) Hanford Site. Steelhead covered in this listing include all naturally spawned populations of steel-head and their progeny in streams in the Columbia River Basin upstream from the Yakima River to the United States/Canada border. The NMFS has identified a general listing of activities that could potentially result in harm to steelhead (62 FR 43937, August 18, 1997). One of these concerns includes land-use changes resulting in mass wasting or surface erosion. Landslide activity along the White Bluffs on the east ,side of Locke Island has redirected river flow into the island where substantial erosion has occurred. This erosion has exposed important anthropological and archaeological resources that were previously buried on the island. The DOE is working with affected tribes and other agencies to develop a plan for addressing the erosion of Locke Island. As part of this effort, the U.S. Army Corps of Engineers has prepared an assessment of potential alternatives to stabilize the erosion, including a no-action alternative. Steelhead historically spawned in the vicinity of Locke Island, but recent information on the occurrence of steelhead spawning or availability of spawning habitat was lacking. Therefore, the purpose of this study was to determine if steelhead spawned in the vicinity of Locke Island erosion and to evaluate the composition of substrate in the affected area. Surveys to document the occurrence of steelheads redds were conducted in Spring 1999. The surveys were conducted from the air as well as with the use of an underwater video camera. Neither aerial nor underwater surveys documented steelhead spawning within the survey area. Habitat surveys were

    The Columbia River Comprehensive Impact Assessment (CRCIA). The CRCIA is conducted by the Pacific Northwest Laboratory (PNL). The purpose of the CRCIA is to evaluate the current human and ecological risk from the Columbia River attributable to past and present activities on the Hanford Site. Human risk will be addressed for radioactive and hazardous materials over a range of river use options. Ecological risk will be evaluated relative to the health of the current river ecosystem. The initial effort for the CRCIA is the development of a compendium of existing data on Columbia River contamination. This document provides the data compendium.     This report documents the results of the US Department of Energy's (DOE's) Environmental Audit conducted by the DOE Headquarters Office of Environmental Audit within the Bonneville Power Administration's (BPA's) Lower Columbia Area. The BPA facilities included in the Audit are the Ross Complex in Vancouver, Washington; the substations of North Bonneville, North Bonneville Annex, Camas, and Longview within the state of Washington; and the Acton and Troutdale Substations within the state of Oregon. The independent Audit was conducted by a team of professionals from DOE and contractors. The purpose of the Audit is to provide the Secretary of Energy, Admiral James D. Watkins, Ret., with the status of environmental programs within BPA's Lower Columbia Area. The Environmental Audit team identified 25 findings dealing with the lack of conformance with federal and state laws and regulations and DOE Orders, and 7 findings in which BMPs were not attained. Although all findings require corrective action, none required cessation of operations or reflect situations that present an immediate risk to public health or the environment. The Audit team noted inadequacies in PCB management included storage, labeling, reporting, and spill control. The most significant causal factors for the findings include lack of policy implementation throughout the Lower Columbia Area, inadequate training of personnel charged with environmental protection, lack of standard operating procedures for many programs, lack of reviews and appraisals, and an inaccurate perception of low risk for environmental concerns.

    Along the remote shores of the Columbia River in southeast Washington state, a race is on. Fluor Hanford, a prime cleanup contractor to the U.S. Department of Energy (DOE) at the Hanford Site, is managing a massive, multi-faceted project to remove contaminants from the groundwater before they can reach the Columbia. Despite the daunting nature and size of the problem--about 80 square miles of aquifer under the site contains long-lived radionuclides and hazardous chemicals--significant progress is being made. Many groups are watching, speaking out, and helping. A large. passionate, diverse, and geographically dispersed community is united in its desire to protect the Columbia River--the eighth largest in the world--and have a voice in Hanford's future. Fluor Hanford and the DOE, along with the US. Environmental Protection Agency (EPA) and the Washington Department of Ecology (Ecology) interact with all the stakeholders to make the best decisions. Together, they have made some remarkable strides in the battle against groundwater contamination under the site.

    This notice announces BPA`S`s decision to fund the Oregon Department of Fish and Wildlife (ODFW), the Washington Department of Fish and Wildlife (WDFW), and the Clatsop Economic Development Committee for the Lower Columbia River Terminal Fisheries Research Project (Project). The Project will continue the testing of various species/stocks, rearing regimes, and harvest options for terminal fisheries, as a means to increase lower river sport and commercial harvest of hatchery fish, while providing both greater protection of weaker wild stocks and increasing the return of upriver salmon runs to potential Zone 6 Treaty fisheries. The Project involves relocating hatchery smolts to new, additional pen locations in three bays/sloughs in the lower Columbia River along both the Oregon and Washington sides. The sites are Blind Slough and Tongue Point in Clatsop County, Oregon, and Grays Bay/Deep River, Wahkiakum County, Washington. The smolts will be acclimated for various lengths of time in the net pens and released from these sites. The Project will expand upon an existing terminal fisheries project in Youngs Bay, Oregon. The Project may be expanded to other sites in the future, depending on the results of this initial expansion. BPA`S has determined the project is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required, and BPA`S is issuing this FONSI.

    Puget Sound/Coastal Washington hatchery programs, followed by the development in 2005 of a suite of analytical tools to support application of the principles (all reports and tools are available at www.hatcheryreform.us). In 2005, Congress directed the National Oceanic and Atmospheric Administration-Fisheries (NOAA Fisheries) to replicate the Puget Sound and Coastal Washington Hatchery Reform Project in the Columbia River Basin. The HSRG was expanded to 14 members to include individuals with specific knowledge about the Columbia River salmon and steelhead populations. This second phase was initially envisioned as a one-year review, with emphasis on the Lower Columbia River hatchery programs. It became clear however, that the Columbia River Basin needed to be viewed as an inter-connected ecosystem in order for the review to be useful. The project scope was subsequently expanded to include the entire Basin, with funding for a second year provided by the Bonneville Power Administration (BPA) under the auspices of the Northwest Power and Conservation Council's (NPCC) Fish and Wildlife Program. The objective of the HSRG's Columbia River Basin review was to change the focus of the Columbia River hatchery system. In the past, these hatchery programs have been aimed at supplying adequate numbers of fish for harvest as mitigation primarily for hydropower development in the Basin. A new, ecosystem-based approach is founded on the idea that harvest goals are sustainable only if they are compatible with conservation goals. The challenge before the HSRG was to determine whether or not conservation and harvest goals could be met by fishery managers and, if so, how. The HSRG determined that in order to address these twin goals, both hatchery and harvest reforms are necessary. The HSRG approach represents an important change of direction in managing hatcheries in the region. It provides a clear demonstration that current hatchery programs can indeed be redirected to better meet both

  20. Assessing Pacific Lamprey Status in the Columbia River Basin.

    In the Columbia River drainage, salmonid-based monitoring programs have historically been used to assess status of both adult and juvenile Pacific lamprey. We compared adult lamprey counts at hydropower dams to recent radiotelemetry results and found that the counts underestimated losses between some dams and overestimated passage times through reservoirs. Count data were not correlated with trap captures of adults conducted in the same area and at the same time, likely due to lamprey-specific behaviors that result in inaccurate counts. We recommend maintenance of traditional count protocols, but emphasize the need for continued research to develop an accurate correction factor to apply to these data. Existing salmonid-based sampling for juvenile lamprey is inadequate and we highlight the need for standardized larval lamprey monitoring that provides both abundance and size distributions. Our electrofishing survey for juvenile lamprey indicated that this technique provides critical information on lamprey recruitment and is feasible over large spatial scales.

    This progress report broadly defines the scope of supplementation plans and activities in the Columbia Basin. It provides the foundation for more detailed analysis of supplementation in subsequent reports in this series. Topics included in this report are: definition of supplementation, project diversity, objectives and performance standards, uncertainties and theory. Since this is a progress report, the content is subject to modification with new information. The supplementation theory will continue to evolve throughout the duration of RASP and beyond. The other topics in this report are essentially complete and are not expected to change significantly. This is the first of a series of four reports which will summarize information contained in the larger, RASP progress and completion reports. Our goal is to make the findings of RASP more accessible by grouping related topics into smaller but complete narratives on important aspects of supplementation. We are planning to publish the following reports under the general title Supplementation in the Columbia River Basin: Part 1, Background, Description, Performance Measures, Uncertainty and Theory; Part 2, Theoretical Framework and Models; Part 3, Planning Guidelines; and Part 4, Regional Coordination of Research and Monitoring. Supplementation is expected to be a major contributor to the planned increase in salmon and steelhead production in the Columbia Basin. The Fish and Wildlife Program of the Northwest Power Planning Council (NPPC) uses three approaches to protect and enhance salmon and steelhead in the Columbia Basin: (1) enhance fish production; (2) improve passage in the mainstem rivers; and (3) revise harvest management to support the rebuilding of fish runs (NPPC 1987). The fish production segment calls for a three-part approach focused on natural production, hatchery production, and supplementation.     Schneider Electric has doubled the number of sites earning SEP certification since announcing their first five SEP-certified facilities in October 2014. The company’s most recent SEP certifications include two Platinum level facilities in Victoria, British Columbia, Canada and Clovis, California, which improved their energy performance by more than 15% over three years. Facilities in Peru, Indiana and Columbia, South Carolina earned Gold level certification, while the Rojo Gomez, Mexico location earned Silver level certification.

    Columbia River terminal fisheries have been conducted in Youngs Bay, Oregon, since the early 1960`s targeting coho salmon produced at the state facility on the North Fork Klaskanine River. In 1977 the Clatsop County Economic Development Council`s (CEDC) Fisheries Project began augmenting the Oregon Department of Fish and Wildlife production efforts. Together ODFW and CEDC smolt releases totaled 5,060,000 coho and 411,300 spring chinook in 1993 with most of the releases from the net pen acclimation program. During 1980-82 fall commercial terminal fisheries were conducted adjacent to the mouth of Big Creek in Oregon. All past terminal fisheries were successful in harvesting surplus hatchery fish with minimal impact on nonlocal weak stocks. In 1993 the Northwest Power Planning Council recommended in its` Strategy for Salmon that terminal fishing sites be identified and developed. The Council called on the Bonneville Power Administration to fund a 10-year study to investigate the feasibility of creating and expanding terminal known stock fisheries in the Columbia River Basin. The findings of the initial year of the study are included in this report. The geographic area considered for study extends from Bonneville Dam to the river mouth. The initial year`s work is the beginning of a 2-year research stage to investigate potential sites, salmon stocks, and methodologies; a second 3-year stage will focus on expansion in Youngs Bay and experimental releases into sites with greatest potential; and a final 5-year phase establishing programs at full capacity at all acceptable sites. After ranking all possible sites using five harvest and five rearing criteria, four sites in Oregon (Tongue Point, Blind Slough, Clifton Channel and Wallace Slough) and three in Washington (Deep River, Steamboat Slough and Cathlamet Channel) were chosen for study.
