    An integrated geomorphic, stratigraphic, paleoecological, and geochronological study of a system of linked valley glaciers and ice-dammed lakes has provided insights into the Neoglacial history and climate of the northern Coast Mountains of British Columbia. Cores collected from a small lake in the glacier foreland of Berendon Glacier and pits dug in a nearby fen record Little Ice Age and earlier Neoglacial advances. AMS and conventional radiocarbon dating of fossil plant material from these sites, supplemented by dendrochronological data, indicate that the Little Ice Age began more than 500 yr ago and peaked in the early 17th century. A middle Neoglacial advance of comparable extent occurred about 2200 to 2800 yr ago. The chronology of Neoglacial advances is generally similar to that at other sites in western Canada, although the Little Ice Age may have peaked as much as 100 yr earlier in our study area than elsewhere. The Little Ice Age advances are also broadly synchronous with those in other parts of the world, suggesting that they were caused by global changes in climate.

    The afton Copper Smelter adjacent to Kamloops, British Columbia, Canada commenced operation in 1978 and employed a mercury scrubbing system. Two years of preproduction studies, which included monitoring for mercury in ambient air, water, soil, and vegetation were performed. The results from similar studies conducted during four full years (1978-81) and two partial years (1982-83) of production are presented in the data analysis. These programs illustrated that the most frequent ground impingement occurred within a 1.6-3.2-km radius of the source, and that the levels decreased with increasing distance from the source to a maximum radius of 8 km. The results of a comprehensive source monitoring program illustrated that the average mercury emission levels ranged from 3.2 to 6.8 kg/calendar day during 1979-81, and that the majority of the emissions were in a vapor form. The ambient monitoring data acquired when smelter operations were significantly reduced indicate a quick recovery to preproduction levels in virtually all monitored parameters and at most monitored sites. The integrated results from all mercury monitoring programs illustrate the environmental impact from mercury emissions which were two to four times the permit standard of 1.8 kg/day.

    Wood pellet production and its use for heat and power production are increasing worldwide. The quality of export pellets has to consistently meet certain specifications as stipulated by the larger buyers, such as power utilities or as specified by the standards used for the non-industrial bag market. No specific data is available regarding the quality of export pellets to Europe. To develop a set of baseline data, wood pellets were sampled at an export terminal in Vancouver, British Columbia, Canada. The sampling period was 18 months in 2007-2008 when pellets were transferred from storage bins to the ocean vessels. The sampling frequency was once every 1.5 to 2 months for a total of 9 loading/shipping events. The physical properties of the wood pellets measured were moisture content in the range of 3.5% to 6.5%, bulk density from 728 to 808 kg/m3, durability from 97% to 99%, fines content from 0.03% to 0.87%, calorific value as is from 17 to almost 18 MJ/kg, and ash content from 0.26% to 0.93%.The diameter and length were in the range of 6.4 to 6.5 mm and 14.0 to 19.0 mm, respectively. All of these values met the published non-industrial European grades (CEN) and the grades specified by the Pellet Fuel Institute for the United States for the bag market. The measured values for wood pellet properties were consistent except the ash content values decreased over the test period.

    Business reviews of the forest industry in British Colombia, Canada, typically portray an unequivocally positive picture of its financial and economic health. In doing so, they fail to consider the following six categories of social impacts and costs: (1) direct and indirect subsidies; (2) government support through investment; (3) community dependence; (4) the maintenance of public order; (5) aboriginal title; and (6) the overestimation of employment. Our findings show that conventional economic and financial accounting methods inflate the industry's net contribution to the economy. We make a number of recommendations to address this shortcoming to improve future accounting and reporting procedures.

    The Columbia River, the fourth largest river on the continent as measured by average annual ?ow, generates more power than any other river in North America. While its headwaters originate in British Columbia, only about 15 percent of the 259,500 square miles of the Columbia River Basin is actually located in Canada. Yet the Canadian waters account for about 38 percent of the average annual volume, and up to 50 percent of the peak ?ood waters, that ?ow by The Dalles Dam on the Columbia River between Oregon and Washington. In the 1940s, of?cials from the United States and Canada began a long process to seek a joint solution to the ?ooding caused by the unregulated Columbia River and to the postwar demand for greater energy resources. That effort culminated in the Columbia River Treaty, an international agreement between Canada and the United States for the cooperative development of water resources regulation in the upper Columbia River Basin. It was signed in 1961 and implemented in 1964.

    Under the Columbia River Treaty (Treaty or CRT) of 1964, Canada and the United States (U.S.) jointly regulate and manage the Columbia River as it flows from British Columbia into the U.S. The Treaty has provided substantial flood control and power generation benefits to both nations. The Treaty established Canadian and U.S. Entities as implementing agents for each government. British Columbia Hydro and Power Authority (BC Hydro) was designated as the Canadian Entity. The Bonneville Power Administration (BPA) Administrator and the U.S. Army Corps of Engineers (Corps) Division Engineer, Northwestern Division, were designated as the U.S. Entity. The Canadian and U.S. Entities are empowered by their respective governments with broad discretion to implement the existing Columbia River Treaty. They are not, however, authorized to terminate, renegotiate, or otherwise modify the Treaty. In the U.S., authority over international treaties rests with the President, assisted in foreign relations and international negotiations by the Department of State and subject in certain cases to the advice and consent of the U.S. Senate. In Canada, international treaties are within the prerogative of the executive branch of the federal government. Under current policy, treaties are tabled in the House of Commons, and are subject to a waiting period before the executive branch brings the treaty into effect. In the case of the Columbia River Treaty, Canada has assigned certain rights and obligations relating to the Treaty to British Columbia pursuant to the Canada-B.C. Agreement. The Phase 1 report is provided to those respective governmental bodies to support possible independent and/or joint decisions that may be made with respect to the future of the Treaty. The Treaty contains two important provisions that take effect on and after September 16, 2024, that could impact the current power and flood control benefits: 1. Canadian flood control obligations automatically change from a pre-determined annual operation to a ďCalled UponĒ operation. 2. The year 2024 is the earliest date that either Canada or the U.S. can terminate most of the provisions of the Treaty, with a minimum 10-years advance written notice. Hence, September 16, 2014, is the latest date that either nation could provide notice of intent to terminate and still have the termination effective at its earliest possible date in 2024. While termination would end most Treaty obligations, Called Upon flood control and Libby coordination provisions will continue regardless of termination. However, it is important to note that the Treaty has no end date and absent either country using the termination option will continue indefinitely.

    Historically, salmon stocks from the Columbia River and Snake River formed one of the most valuable fisheries on the west coast of North America. However, salmon and steelhead returns sharply declined during the 1980s and 1990s to reach nearly 1 million fish. Although several factors may be responsible for the decline of Columbia River salmon and steelhead, there is increasing evidence that these drastic declines were primarily attributable to persistently unfavorable ocean conditions. Hence, an understanding of the effects of ocean conditions on salmon production is required to forecast the return of salmon to the Columbia River basin and to assess the efficacy of mitigation measures such as flow regulation on salmon resources in this system. The Canadian Program on High Seas Salmon has been collecting juvenile salmon and oceanographic data off the west coast of British Columbia and Southeast Alaska since 1998 to assess the effects of ocean conditions on the distribution, migration, growth, and survival of Pacific salmon. Here, we present a summary of the work conducted as part of the Canada-USA Salmon Shelf Survival Study during the 2008 fiscal year and compare these results with those obtained from previous years. The working hypothesis of this research is that fast growth enhances the marine survival of salmon, either because fast growing fish quickly reach a size that is sufficient to successfully avoid predators, or because they accumulate enough energy reserves to better survive their first winter at sea, a period generally considered critical in the life cycle of salmon. Sea surface temperature decreased from FY05 to FY08, whereas, the summer biomass of phytoplankton increased steadily off the west coast of Vancouver Island from FY05 to FY08. As in FY07, zooplankton biomass was generally above average off the west coast of Vancouver Island in FY08. Interestingly, phytoplankton and zooplankton biomass were higher in FY08 than was expected from the observed nutrient concentration that year. This suggests nutrients were more effectively by phytoplankton in FY08. In addition, the abundance of lipid-rich northern copepods increased from FY05 to FY08, whereas lipid-poor southern copepods showed the opposite pattern, suggesting that growth conditions were more favorable to juvenile salmon in FY08 than in previous years. However, growth indices for juvenile coho salmon were near the 1998-2008 average, both off the west coast of Vancouver Island and Southeast Alaska, indicating that additional factors beside prey quality affect juvenile salmon growth in the marine environment. Catches of juvenile Chinook, sockeye and chum salmon off the west coast of Vancouver Island in June-July 2008 were the highest on record during summer since 1998, suggesting that early marine survival for the 2008 smolt year was high. Interestingly, the proportion of hatchery fish was high (80-100%) among the juvenile Columbia River Chinook salmon caught off the British Columbia coast during summer, suggest that relatively few wild Chinook salmon are produced in the Columbia River Chinook. In addition, we also recovered two coded-wire tagged juvenile Redfish Lake sockeye salmon in June 2008 off the west coast of British Columbia. As relatively few Redfish Lake sockeye smolts are tagged each year, this also suggests that early marine survival was high for these fish, and may result in a high return in 2009 if they mature at age three, or in 2010 if they mature at age four. To date, our research shows that different populations of Columbia River salmon move to different locations along the coastal zone where they establish their ocean feeding grounds and overwinter. We further show that ocean conditions experienced by juvenile Columbia River salmon vary among regions of the coast, with higher plankton productivity and temperatures off the west coast of Vancouver Island than in Southeast Alaska. Hence, different stocks of juvenile salmon originating from the Columbia River and Snake River are exposed to different ocean conditions and may respond differ

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

    The Columbia Plateau can be subdivided into two structural subprovinces: the Palouse, characterized by the Blue Mountain anticlinorium, and the Yakima foldbelt, characterized by generally narrow, asymmetric (faulted) anticlinal ridges separated by broad basins. The tectonic features of the Columbia Plateau result from (1) north-south compression during and following the emplacement of the Columbia River Basalt (CRB); (2) the subsidence of the Yakima foldbelt subprovince relative to a stable Palouse subprovince; (3) the growth of the Yakima folds superimposed on a subsiding basin; (4) the growth of major northwest-trending strike-slip faults on the western side of the plateau; and (5) the influence of regional structures that trend into the Columbia Plateau. Subsidence of the Yakima foldbelt subprovince began prior to the eruption of the CRB and has continued from the Miocene to the present. The rate of subsidence kept pace with CRB emplacement, decreasing as eruption rates waned. Simultaneously, anticlinal fold growth within the Yakima foldbelt occurred under north-south compression, and decreased as the rate of subsidence and CRB eruptions declined. Paleomagnetic data indicate fold growth was accompanied by a component of clockwise rotation that occurred on a local scale and only in anticlines. The development of these tectonic features is consistent with oblique subduction along a converging plate margin.

    The Columbia River and its tributaries are the primary water system in the Pacific Northwest, draining some 219,000 square miles in seven states and another 39,500 square miles in British Columbia. Beginning in the 1930`s, the Columbia River has been significantly modified by construction of 30 major dams on the river and its tributaries, along with dozens of non-Federal projects. Construction and subsequent operation of these water development projects have contributed to eight primary uses of the river system, including navigation, flood control, irrigation, electric power generation, fish migration, fish and wildlife habitat, recreation, and water supply and quality considerations. Increasing stress on the water development of the Columbia River and its tributaries has led primary Federal agencies to undertake intensive analysis and evaluation of the operation of these projects. These agencies are the U.S. Army Corps of Engineers and the Bureau of Reclamation, who operate the large Federal dams on the river, and the Bonneville Power Administration who sells the power generated at the dams. This review, termed the System Operation Review (SOR), has as its ultimate goal to define a strategy for future operation of the major Columbia River projects which effectively considers the needs of all river uses.     Polycyclic aromatic hydrocarbons (PAHs), like many other hydrophobic organic contaminants, are rapidly sorbed to particles and incorporated within sediments in aquatic systems. The PAH composition within the sediments reflects the source(s) from which the PAHs were derived. However, the ``source signature`` may be altered by postdepositional weathering or biodegradation. In the present study, variation in PAH composition was investigated in size-fractionated sediments and depth-fractionated sediments collected from a Canadian fjord contaminated with aluminum smelter derived PAHs. Multivariate analyses of PAH compositional data consistently showed that different sampling sites could be discriminated on the basis of their PAH composition, but smaller versus larger size fractions within a site could not. The composition of unsubstituted and alkyl-substituted PAHs in a sediment core primarily showed changes with depth that were attributable to enhancement of anthropogenic inputs in the upper core segments. No trends with sediment depth, associated with compound-specific weathering or biotransformation, were noted in the composition of anthropogenically generated PAHs. This may indicate a limited chemical and biological availability of the aluminum smelter derived PAHs.

    Since 1964, the Columbia River Treaty has provided signi?cant bene?ts to the United States and Canada through coordinated river management by the two countries. It remains the standard against which other international water coordination agreements around the world are compared. When the Treaty was negotiated, its goals were to provide signi?cant ?ood control and power generation bene?ts to both countries. However, the Treaty contains two provisions that may signi?cantly change these bene?ts as early as the year 2024. First, in 2024 the 60 years of purchased ?ood control space in Canadian Treaty projects expires. Instead of a coordinated and managed plan to regulate both Canadian and U.S. projects for ?ood control, the Treaty calls for a shift to a Canadian operation under which the United States can call upon Canada for ?ood control assistance. The United States can request this ďcalled uponĒ assistance as needed but only to the extent necessary to meet forecast ?ood control needs in the United States that cannot adequately be met by U.S. projects. When called upon is requested, the United States will then have to pay Canada for its operational costs and any economic losses resulting from the called upon ?ood control operation. Second, while the Treaty has no speci?ed end date, it does allow either Canada or the United States the option to terminate most of the provisions of the Treaty on or after Sept. 16, 2024, with a minimum of 10 years advance written notice. Thus, the year 2024 is the ?rst year a notice of termination would take effect assuming written notice of termination is given by the Canadian or U.S. governments by 2014. Unless the Treaty is terminated or the federal governments elect to modify the Treaty, its provisions continue inde?nitely, except for the changes in ?ood control discussed above. Given the signi?cance of both of these provisions, it is important that the parties to the Treaty understand the implications for post-2024 Treaty planning and Columbia River operations. The U.S. Army Corps of Engineers and the Bonneville Power Administration, the agencies that implement the Treaty in the United States on behalf of the U.S. Entity (see Treaty Governance sidebar), are conducting a multi-year effort to understand these implications. This effort is called the 2014/2024 Columbia River Treaty Review.

The Bureau of Reclamation (Reclamation), the Corps of Engineers (Corps), and the Bonneville Power Administration (BPA) are parties to the PNCA on behalf of the government of the United States. The PNCA is a complex agreement that provides an opportunity for the region`s power producers to maximize the power system`s reliability and economy while meeting their multiple-use objectives. The PNCA does not dictate the operation of the resources it coordinates. It is essentially an accounting mechanism that exchanges the power produced among the parties in order to improve the reliability of the system and reduce regional power costs. Project owners retain complete autonomy to operate as needed to meet their multiple-use requirements. The PNCA was executed in 1964 as an important component of regional plans to maximize the Northwest`s hydro resource capability. Maximization also included the development of storage projects on the Columbia River in Canada pursuant to the terms of the 1964 Columbia River Treaty. Because of the link between power coordination and Treaty issues, the current parties to the PNCA, currently are contemplating entering into a replacement or renewed power coordination agreement. Because the power coordination agreement is a consensual arrangement, its ultimate provisions must be acceptable to all of its signatories. This Appendix R to the Final Environmental Impact Statement of the Columbia River System is a presentation of the Pacific North-west Coordination Agreement.

    As a result of past practices, four areas of the Hanford Site (the 100, 200, 300, and 1100 Areas) have been included on the US Environmental Protection Agency`s (EPA`s) National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980. To accomplish the timely cleanup of the past-practice units, the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement), was signed by the Washington State Department of Ecology (Ecology), EPA, and the US Department of Energy (DOE). To support the Tri-Party Agreement, milestones were adopted. These milestones represent the actions needed to ensure acceptable progress toward Hanford Site compliance with CERCLA, RCRA, and the Washington State Hazardous Waste Management Act of 1976. This report was prepared to fulfill the requirement of Tri-Party Agreement Milestone M-30-02, which requires a plan to determine cumulative health and environmental impacts to the Columbia River. This plan supplements the CERCLA remedial investigations/feasibility studies (RI/FS) and RCRA facility investigations/corrective measures studies (RFI/CMSs) that will be undertaken in the 100 Area. To support the plan development process, existing information was reviewed and a preliminary impact evaluation based on this information was performed. The purpose of the preliminary impact evaluation was to assess the adequacy of existing data and proposed data collection activities. Based on the results of the evaluation, a plan is proposed to collect additional data or make changes to existing or proposed data collection activities.

    Before the Bonneville Power Administration (BPA) decides whether to fund a program to reintroduce coho salmon to mid-Columbia River basin tributaries, research is needed to determine the ecological risks and biological feasibility of such an effort. Since the early 1900s, the native stock of coho has been decimated in the tributaries of the middle reach of the Columbia River. The four Columbia River Treaty Tribes identified coho reintroduction in the mid-Columbia as a priority in the Tribal Restoration Plan. It is a comprehensive plan put forward by the Tribes to restore the Columbia River fisheries. In 1996, the Northwest Power Planning Council (NPPC) recommended the tribal mid-Columbia reintroduction project for funding by BPA. It was identified as one of fifteen high-priority supplementation projects for the Columbia River basin, and was incorporated into the NPPC`s Fish and Wildlife Program. The release of coho from lower Columbia hatcheries into mid-Columbia tributaries is also recognized in the Columbia River Fish Management Plan.

    Pacific Northwest National Laboratory researchers are working on the CHPRC Columbia River Protection Project (hereafter referred to as the Columbia River Project). This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.

    The reactor safety research program in Canada not only recognizes the unique features of the CANDU reactor, but is supplemented by a strong interaction with the LWR research community. This is especially so in the area of severe accidents. We participate in international programs such as Phebus FP and CSARP to take advantage of cooperative efforts on phenomena that are generic to all reactors, but also have our distinct programs in Canada on severe fuel damage, fission product chemistry, aerosol behaviour and hydrogen combustion and mitigation. These programs address the characteristics of Canadian nuclear fuel and containment design, and our own series of severe accident scenarios. The scope of the R&D encompasses separate effects experiments, model development and code development, leading to validation testing in several large integral test facilities including the Radioiodine Test Facility and the Blowdown Test Facility in the NRU reactor. We also have extensive hydrogen combustion test facilities including the Large Scale Vented Combustion Test Facility now under construction. The essence of the program is described with examples from recent experiments and analysis.

    Because of past nuclear production operations along the Columbia River, there is intense public and tribal interest in assessing any residual Hanford Site related contamination along the river from the Hanford Reach to the Pacific Ocean. The Columbia River Comprehensive Impact Assessment was proposed to address these concerns. The assessment of the Columbia River is being conducted in phases. The initial phase is a screening assessment of the risk, which addresses current environmental conditions for a range of potential uses. One component of the screening assessment estimates the risk from contaminants in the Columbia River to the environment. The objective of the ecological risk assessment is to determine whether contaminants from the Columbia River pose a significant threat to selected receptor species that exist in the river and riparian communities of the study area. This report (1) identifies the receptor species selected for the screening assessment of ecological risk and (2) describes the selection process. The species selection process consisted of two tiers. In Tier 1, a master species list was developed that included many plant and animal species known to occur in the aquatic and riparian systems of the Columbia River between Priest Rapids Dam and the Columbia River estuary. This master list was reduced to 368 species that occur in the study area (Priest Rapids Dam to McNary Dam). In Tier 2, the 181 Tier 1 species were qualitatively ranked based on a scoring of their potential exposure and sensitivity to contaminants using a conceptual exposure model for the study area.
