    Accurate and meaningful energy savings calculations are essential for the evaluation of residential energy efficiency programs sponsored by the U.S. Department of Energy (DOE), such as the Building America Program (a public-private partnership designed to achieve significant energy savings in the residential building sector). The authors investigated the feasibility of applying existing performance analysis methodologies such as the Home Energy Rating System (HERS) and the International Energy Conservation Code (IECC) to the high performance houses constructed under Building America, which sometimes achieve whole-house energy savings in the 50-70% range. However, because Building America addresses all major end-use loads and because the technologies applied to Building America houses often exceed what is envisioned by energy codes and home-rating programs, the methodologies used in HERS and IECC have limited suitability, and a different approach was needed. The authors have researched these issues extensively over the past several years and developed a set of guidelines that draws upon work done by DOE's Energy Information Administration, the California Energy Commission, the International Code Council, RESNET, and other organizations that have developed similar methodologies to meet their needs. However, the final guidelines are tailored to provide accurate techniques for quantifying energy savings achieved by Building America to help policymakers assess the effectiveness of the program.

    This report addresses the results of detailed monitoring completed under Program Element 6 of Lawrence Berkeley National Laboratory's High Performance Commercial Building Systems (HPCBS) PIER program. The purpose of the Energy Simulations and Projected State-Wide Energy Savings project is to develop reasonable energy performance and cost models for high performance relocatable classrooms (RCs) across California climates. A key objective of the energy monitoring was to validate DOE2 simulations for comparison to initial DOE2 performance projections. The validated DOE2 model was then used to develop statewide savings projections by modeling base case and high performance RC operation in the 16 California climate zones. The primary objective of this phase of work was to utilize detailed field monitoring data to modify DOE2 inputs and generate performance projections based on a validated simulation model. Additional objectives include the following: (1) Obtain comparative performance data on base case and high performance HVAC systems to determine how they are operated, how they perform, and how the occupants respond to the advanced systems. This was accomplished by installing both HVAC systems side-by-side (i.e., one per module of a standard two module, 24 ft by 40 ft RC) on the study RCs and switching HVAC operating modes on a weekly basis. (2) Develop projected statewide energy and demand impacts based on the validated DOE2 model. (3) Develop cost effectiveness projections for the high performance HVAC system in the 16 California climate zones.

    An installation in a Federal building tested the effectiveness of a highly-controlled, workstation-specific lighting retrofit. The study took place in an open-office area with 86 cubicles and low levels of daylight. Each cubicle was illuminated by a direct/indirectpendant luminaire with three 32 watt lamps, two dimmable DALI ballasts, and an occupancy sensor. A centralized control system programmed all three lamps to turn on and off according to occupancy on a workstation-by-workstation basis. Field measurements taken over the course of several monthsdemonstrated 40% lighting energy savings compared to a baseline without advanced controls that conforms to GSA's current retrofit standard. A photometric analysis found that the installation provided higher desktop light levels than the baseline, while an occupant survey found that occupants in general preferred the lighting system to thebaseline.Simple payback is fairly high; projects that can achieve lower installation costs and/or higher energy savings and those in which greenhouse gas reduction and occupant satisfaction are significant priorities provide the ideal setting for workstation-specific lighting retrofits.

    At the Savannah River Site (SRS) the Defense Waste Processing Facility (DWPF) has been immobilizing SRS's radioactive high level waste (HLW) sludge into a durable borosilicate glass since 1996. Currently the DWPF has poured over 3,500 canisters, all of which are compliant with the U. S. Department of Energy's (DOE) Waste Acceptance Product Specifications for Vitrified High-Level Waste Forms (WAPS) and therefore ready to be shipped to a federal geologic repository for permanent disposal. Due to DOE petitioning to withdraw the Yucca Mountain License Application (LA) from the Nuclear Regulatory Commission (NRC) in 2010 and thus no clear disposal path for SRS canistered waste forms, there are opportunities for cost savings with future canister production at DWPF and other DOE producer sites by reevaluating high-level waste form requirements and compliance strategies and reducing/eliminating those that will not negatively impact the quality of the canistered waste form.     The performance of three types of solid-state ballasts used to operate high-pressure sodium lamps is discussed. Each type of solid-state ballast has been designed to operate an HPS lamp of a different wattage (150, 200, and 400 watts). The performance of these ballasts compared to standard core-coil ballasts operating the same HPS lamps shows that system efficiency improves as much as 17%. The solid-state ballasted HPS system also demonstrates excellent regulation with respect to input voltage and output power. These new ballasts can dim the HPS lamps and reduce flicker from more than 60% to less than 3%. Refitting street lighting with these new HPS systims provides an attractive return on initial capital investment.

  15. Customer-Economics of Residential Photovoltaic Systems: The Impact of High Renewable Energy Penetrations on Electricity Bill Savings with Net Metering

    Residential photovoltaic (PV) systems in the US are often compensated at the customer's underlying retail electricity rate through net metering. There is growing interest in understanding how potential changes in rates may impact the value of bill savings from PV. This article uses a production cost and capacity expansion model to project California hourly wholesale electricity market prices under a reference scenario and a 33% renewables scenario. Second, based on the wholesale electricity market prices generated by the model, the article develops retail rates (i.e., flat, time-of-use, and real-time pricing) for each future scenario based on standard retail rate design principles. Finally, based on these retail rates, the bill savings from PV are estimated for 226 California residential customers under two types of net metering, for each scenario. The article finds that high renewable penetrations can drive substantial changes in residential retail rates and that these changes, together with variations in retail rate structures and PV compensation mechanisms, interact to place substantial uncertainty on the future value of bill savings from residential PV.

    This paper introduces a comprehensive analysis to quantify the potential savings in production cost due to consolidation of 32 US western interconnection Balancing Authorities (BAs). Three simulation scenarios are developed: current Western Electricity Coordinating Council (WECC) BAs structure, full copper-sheet consolidation, and full consolidation with transmission congestion considered. The study uses WECC Transmission Expansion Planning Policy Committee (TEPPC) model that was developed for the year 2020. The model assumes 8% wind and 3% solar energy penetration as percentage of total WECC demand in 2020. Sensitivity analyses are carried out to assess the impact of transmission hurdle rates between WECC BAs on potential benefits. The study shows savings that ranges from $400 Million (2.4% of total one year production cost) to $600 Million (3.2%) per year in thermal units production cost due to consolidation can be achieved. The copper sheet consolidation scenario shows an extra savings of $240 Million (1.4%) per year.

    The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

    On the West Coast, Waste Management, Inc. is bringing new life to old landfills. The Bradley Landfill in Sun Valley, CA, just outside of Los Angeles, is being transformed into a recycling park, while a few hundred miles north, in the San Francisco Bay Area, an old landfill is now home to a transfer station and recycling center. WMI began transforming the landfill in the early 1990s.The first change was to process wood and green waste rather than landfilling it. In 1993, WMI added a sorting facility, and in 1994, after the Jan. 17 Northridge earthquake, the company added a construction and demolition debris (C and D) facility. There also is a landfill gas collection facility on the site. In the future, WMI hopes to add the following facilities: composting, railhaul, alternative fuels production, tire processing, and soil remediation. WMI also hopes several companies that use recycled materials as feedstock will build their plants at the landfill.

These are completely positive, trace preserving transformations which when acting locally on a bipartite quantum system initially prepared into a maximally entangled configuration, preserve its entanglement even when applied an arbitrary number of times. In other words, a quantum channel $\\psi$ is said to be ES if its powers $\\psi^n$ are not entanglement-breaking for all integers $n$. We also characterize the properties of the Asymptotic Entanglement Saving (AES) maps. These form a proper subset of the ES channels that is constituted by those maps which, not only preserve entanglement for all finite $n$, but which also sustain an explicitly not null level of entanglement in the asymptotic limit~$n\\rightarrow \\infty$. Structure theorems are provided for ES and for AES maps which yield an almost complete characterization of the former and a full characterization of the latter.

    This paper performs a literature review and meta-analysis of water savings from several types of advanced irrigation controllers: rain sensors (RS), weather-based irrigation controllers (WBIC), and soil moisture sensors (SMS).The purpose of this work is to derive average water savings per controller type, based to the extent possible on all available data. After a preliminary data scrubbing, we utilized a series of analytical filters to develop our best estimate of average savings. We applied filters to remove data that might bias the sample such as data self-reported by manufacturers, data resulting from studies focusing on high-water users, or data presented in a non-comparable format such as based on total household water use instead of outdoor water use. Because the resulting number of studies was too small to be statistically significant when broken down by controller type, this paper represents a survey and synthesis of available data rather than a definitive statement regarding whether the estimated water savings are representative.

    Currently, total electricity consumption of furnaces is unregulated, tested at laboratory conditions using the DOE test procedure, and is reported in the GAMA directory as varying from 76 kWh/year to 1,953 kWh/year. Furnace blowers account for about 80percent of the total furnace electricity consumption and are primarily used to distribute warm air throughout the home during furnace operation as well as distribute cold air during air conditioning operation. Yet the furnace test procedure does not provide a means to calculate the electricity consumption during cooling operation or standby, which account for a large fraction of the total electricity consumption. Furthermore, blower electricity consumption is strongly affected by static pressure. Field data shows that static pressure in the house distribution ducts varies widely and that the static pressure used in the test procedure as well as the calculated fan power is not representative of actual field installations. Therefore, accurate determination of the blower electricity consumption is important to address electricity consumption of furnaces and air conditioners. This paper compares the potential regional and national energy savings of two-stage brushless permanent magnet (BPM) blower motors (the blower design option with the most potential savings that is currently available in the market) to single-stage permanent split capacitor (PSC) blower motors (the most common blower design option). Computer models were used to generate the heating and cooling loads for typical homes in 16 different climates which represent houses throughout the United States. The results show that the potential savings of using BPM motors vary by region and house characteristics, and are very strongly tied to improving house distribution ducts. Savings decrease dramatically with increased duct pressure. Cold climate locations will see savings even in the high static pressure duct situations, while warm climate locations will see less savings overall and negative savings in the high static pressure duct situations. Moderate climate locations will see little or no savings.

    Significant energy savings will result from compliance to the foundation insulation recommendations in ASHRAE Standard 90.2P, /open quotes/Energy Efficient Design of New, Low-Rise Residential Buildings/close quotes/ (ASHRAE 1987). This paper summarizes an assessment of current US energy savings from foundation insulation and estimates future savings resulting from broad-scale adoption of ASHRAE 90.2P. The assessment is based on the premise that the detailed analysis behind ASHRAE 90.2P and its systematic method of determining insulation levels in a balanced manner will allow it to become the accepted base energy performance standard for all residential construction. The total energy currently being saved by foundation insulation (30% of 1.7 million new units) in one year's worth of new housing starts in the United States is estimated at 9.6 /times/ 10/sup 12/ Btu/yr (10.1 PJ/yr (petajoule = 10/sup 15/ joule)). The full compliance with ASHRAE 90.2P leads to more than a doubling of current foundation insulation energy savings. The extrapolation of existing practice and the addition of other contributions resulting from compliance with ASHRAE 90.2 lead to an estimated energy savings by the year 2010 between 0.38 and 0.45 quad/yr (400 and 475 PJ/yr (quad = 10/sup 15/ Btu)). 11 refs., 14 tabs., 7 figs.

    This document presents the most cost effective Energy Savings Measure Packages (ESMP) for existing mixed-fuel and all electric homes to achieve 15% and 30% savings for each BetterBuildings grantee location across the US. These packages are optimized for minimum cost to homeowners for given source energy savings given the local climate and prevalent building characteristics (i.e. foundation types). Maximum cost savings are typically found between 30% and 50% energy savings over the reference home. The dollar value of the maximum annual savings varies significantly by location but typically amounts to $300 - $700/year.

    This paper discusses the use of a Shared Energy Savings (SES) contract as the procurement vehicle to provide, install, and maintain closed-loop ground-coupled heat pumps (CLGCHP`s) for 4,003 family-housing units at Fort Polk, Louisiana. In addition to the requirement relative to heat pumps, the contract allows the energy service company (ESCO) to propose additional projects needed to take full advantage of energy cost-saving opportunities that may exist at Fort Polk. The paper traces the development of the SES contract from feasibility study through development of the request for proposal (RFP) to contract award and implementation. In tracing this development, technical aspects of the project are set forth and various benefits inherent in SES contracting are indicated. The paper concludes that, due to the positive motivation inherent in the shared-savings, as well as partnering aspects of SES contracts, SES contracting is well suited to use as a procurement vehicle.

    Early experiences with energy savings certificates (ESCs) have revealed both their merit and the challenges associated with them. In the United States, there has been little activity to date, so any lessons must be drawn from experiences in Italy, the United Kingdom (UK), France, and elsewhere. The staying power of European examples, particularly in Italy, demonstrates that ESCs can help initiate more efficiency projects. Although a robust market for renewable energy certificates (RECs) has emerged in both the voluntary and policy compliance contexts in the United States, ESCs have yet to gain significant traction. This report looks at the opportunity presented by ESCs, the unique challenges they bring, a comparison with RECs that can inform expectations about ESC market development, and the solutions and best practices early ESC market experience have demonstrated. It also examines whether there are real market barriers that have kept ESCs from being adopted and what structural features are necessary to develop effective trading programs.

    This publication summarizes and contains the original documentation for understanding why the U.S. Department of Energy's (DOE's) privatization approach provides cost savings and the different approaches that could be used in calculating cost savings for the Tank Waste Remediation System (TWRS) Phase I contract. The initial section summarizes the approaches in the different papers. The appendices are the individual source papers which have been reviewed by individuals outside of the Pacific Northwest National Laboratory and the TWRS Program. Appendix A provides a theoretical basis for and estimate of the level of savings that can be" obtained from a fixed-priced contract with performance risk maintained by the contractor. Appendix B provides the methodology for determining cost savings when comparing a fixed-priced contractor with a Management and Operations (M&O) contractor (cost-plus contractor). Appendix C summarizes the economic model used to calculate cost savings and provides hypothetical output from preliminary calculations. Appendix D provides the summary of the approach for the DOE-Richland Operations Office (RL) estimate of the M&O contractor to perform the same work as BNFL Inc. Appendix E contains information on cost growth and per metric ton of glass costs for high-level waste at two other DOE sites, West Valley and Savannah River. Appendix F addresses a risk allocation analysis of the BNFL proposal that indicates,that the current approach is still better than the alternative.

    In October 2005, U.S. Department of Energy Secretary Bodman launched his Easy Ways to Save Energy campaign with a promise to provide energy assessments to 200 of the largest U.S. manufacturing plants. DOE's Industrial Technologies Program (ITP) responded to the Secretary's campaign with its Save Energy Now initiative, featuring a new and highly cost-effective form of energy savings assessment. The approach for these assessments drew heavily on the existing resources of ITP's technology delivery component. Over the years, ITP Technology Delivery has worked with industry partners to assemble a suite of respected software tools, proven assessment protocols, training curricula, certified energy experts, and strong partnerships for deployment. The Save Energy Now assessments conducted in calendar year 2006 focused on natural gas savings and targeted many of the nation's largest manufacturing plants - those that consume at least 1 TBtu of energy annually. The 2006 Save Energy Now assessments focused primarily on assessments of steam and process heating systems, which account for an estimated 74% of all natural gas use by U.S. manufacturing plants. Because of the success of the Save Energy Now assessments conducted in 2006 and 2007, the program was expanded and enhanced in two major ways in 2008: (1) a new goal was set to perform at least 260 assessments; and (2) the assessment focus was expanded to include pumping, compressed air, and fan systems in addition to steam and process heating. DOE ITP also has developed software tools to assess energy efficiency improvement opportunities in pumping, compressed air, and fan systems. The Save Energy Now assessments integrate a strong training component designed to teach industrial plant personnel how to use DOE's opportunity assessment software tools. This approach has the advantages of promoting strong buy-in of plant personnel for the assessment and its outcomes and preparing them better to independently replicate the assessment process at the company's other facilities. Another important element of the Save Energy Now assessment process is the follow-up process used to identify how many of the recommended savings opportunities from individual assessments have been implemented in the industrial plants. Plant personnel involved with the Save Energy Now assessments are contacted 6 months, 12 months, and 24 months after individual assessments are completed to determine implementation results. A total of 260 Save Energy Now assessments were successfully completed in calendar year 2008. This means that a total of 718 assessments were completed in 2006, 2007, and 2008. As of July 2009, we have received a total of 239 summary reports from the ESAs that were conducted in year 2008. Hence, at the time that this report was prepared, 680 final assessment reports were completed (200 from year 2006, 241 from year 2007, and 239 from year 2008). The total identified potential cost savings from these 680 assessments is $1.1 billion per year, including natural gas savings of about 98 TBtu per year. These results, if fully implemented, could reduce CO{sub 2} emissions by about 8.9 million metric tons annually. When this report was prepared, data on implementation of recommended energy and cost savings measures from 488 Save Energy Now assessments were available. For these 488 plants, measures saving a total of $147 million per year have been implemented, measures that will save $169 million per year are in the process of being implemented, and plants are planning implementation of measures that will save another $239 million per year. The implemented recommendations are already achieving total CO{sub 2} reductions of about 1.8 million metric tons per year.     Federal legislation allows federal agencies to retain up to 50% of the savings associated with implementing energy efficiency and water conservation measures and practices. Given budget pressures to reduce expenditures, the use of retained savings to fund additional projects represents a source of funds outside of the traditional budget cycle. The Southwest Region Federal Aviation Administration (FAA) has tasked Pacific Northwest National Laboratory (PNNL) to develop a model retained savings program for Southwest Region FAA use and as a prototype for consideration by the FAA. PNNL recommends the following steps be taken in developing a Southwest Region FAA retained savings program: Establish a retained savings mechanism. Determine the level at which the retained savings should be consolidated into a fund. The preliminary recommendation is to establish a revolving efficiency loan fund at the regional level. Such a mechanism allows some consolidation of savings to fund larger projects, while maintaining a sense of facility ownership in that the funds will remain within the region.

  8. An Analysis of Energy Savings Possible Through Advances in Automotive Tooling Technology

    The use of lightweight and highly formable advanced materials in automobile and truck manufacturing has the potential to save fuel. Advances in tooling technology would promote the use of these materials. This report describes an energy savings analysis performed to approximate the potential fuel savings and consequential carbon-emission reductions that would be possible because of advances in tooling in the manufacturing of, in particular, non-powertrain components of passenger cars and heavy trucks. Separate energy analyses are performed for cars and heavy trucks. Heavy trucks are considered to be Class 7 and 8 trucks (trucks rated over 26,000 lbs gross vehicle weight). A critical input to the analysis is a set of estimates of the percentage reductions in weight and drag that could be achieved by the implementation of advanced materials, as a consequence of improved tooling technology, which were obtained by surveying tooling industry experts who attended a DOE Workshop, Tooling Technology for Low-Volume Vehicle Production, held in Seattle and Detroit in October and November 2003. The analysis is also based on 2001 fuel consumption totals and on energy-audit component proportions of fuel use due to drag, rolling resistance, and braking. The consumption proportions are assumed constant over time, but an allowance is made for fleet growth. The savings for a particular component is then the product of total fuel consumption, the percentage reduction of the component, and the energy audit component proportion. Fuel savings estimates for trucks also account for weight-limited versus volume-limited operations. Energy savings are assumed to be of two types: (1) direct energy savings incurred through reduced forces that must be overcome to move the vehicle or to slow it down in braking. and (2) indirect energy savings through reductions in the required engine power, the production and transmission of which incur thermodynamic losses, internal friction, and other inefficiencies. Total savings for an energy use component are estimated by scaling up the direct savings with an approximate total-to-direct savings ratio. Market penetration for new technology vehicles is estimated from projections about scrappage. Retrofit savings are assumed negligible, but savings are also assumed to accrue with increases in the fleet size, based on economic growth forecasts. It is assumed that as vehicles in the current fleet are scrapped, they are replaced with advanced-technology vehicles. Saving estimates are based on proportions of new vehicles, rather than new-vehicle mileages. In practice, of course, scrapped vehicles are often replaced with used vehicles, and used vehicles are replaced with new vehicles. Because new vehicles are typically driven more than old, savings estimates based on count rather than mileage proportions tend to be biased down (i.e., conservative). Savings are expressed in terms of gallons of fuel saved, metric tons of CO2 emissions reductions, and percentages relative to 2001 levels of fuel and CO2. The sensitivity of the savings projections to inputs such as energy-audit proportions of fuel consumed for rolling resistance, drag, braking, etc. is assessed by considering different scenarios. Though based on many approximations, the estimates approximate the potential energy savings possible because of improvements in tooling. For heavy trucks, annual diesel savings of 2.4-6.8 percent, and cumulative savings on the order of 54-154 percent, of 2001 consumption could accrue by 2050. By 2050, annual gasoline savings of 2.8-12 percent, and cumulative savings on the order of 83-350 percent of 2001 consumption could accrue for cars.

    The Roof Savings Calculator (RSC) has been deployed for DOE as an industry-consensus, web-based tool for easily running complex building energy simulations. These simulations allow both homeowners and experts to determine building-specific cost and energy savings for modern roof and attic technologies. Using a database of over 3 million RSC simulations for different combinations of parameters, we have built a visual analytics tool to assist in the exploration and identification of features in the data. Since the database contains multiple variables, both categorical and continuous, we employ a coordinated multi-view approach that allows coordinated feature exploration through multiple visualizations at once. The main component of our system, a parallel coordinates view, has been adapted to handle large-scale, mixed data types as are found in RSC simulations. Other visualizations include map coordinated plots, high dynamic range (HDR) line plot rendering, and an intuitive user interface. We demonstrate these techniques with several use cases that have helped identify software and parametric simulation issues.

  10. Super Energy Savings Performance Contracts

    This updated publication, produced for DOE's Federal Energy Management Program (FEMP), is an overview of DOE's streamlined energy savings performance contracting ("Super ESPC") process. It is intended for Federal energy and facility managers, contracting officers, procurement staff, private energy service companies (ESCOs), and any others involved in this contracting process. A Super ESPC is an indefinite-delivery, indefinite-quantity contract that allows a qualifying, preselected ESCO to pay the initial capital cost of energy efficiency improvements or renewable energy technologies at a Federal facility. The ESCO is then repaid over time from the Federal agency's resulting cost savings over the term of the contract, which can be up to 25 years. Among other benefits, Super ESPCs allow Federal agencies to obtain energy efficiency improvements and new technologies without having to go through the entire contracting process or having to pay the up-front costs of new equipment and services.

    This paper shows how to design efficient arithmetic elements out of quantum gates using "carry-save" techniques borrowed from classical computer design. This allows bit-parallel evaluation of all the arithmetic elements required for Shor's algorithm, including modular arithmetic, deferring all carry propagation until the end of the entire computation. This reduces the quantum gate delay from O(N^3) to O(N log N) at a cost of increasing the number of qubits required from O(N) to O(N^2).

    To determine the most cost-effective methods of improving buildings, accurate analysis and prediction of the energy use of existing buildings is essential. However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In NREL's report titled 'Assessing and Improving the Accuracy of Energy Analysis of Residential Buildings,' researchers propose a method for improving the accuracy of residential energy analysis methods. A key step in this process involves the comparisons of predicted versus metered energy use and savings. In support of this research need, CARB evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. In this study, CARB seeks to improve the accuracy of modeling software while assessing retrofit measures to specifically determine which are most effective for large multifamily complexes in the cold climate region. Other issues that were investigated include the effects of improving building efficiency on tenant comfort, the impact on tenant turnover rates, and the potential market barriers for this type of community scale project.

    Energy savings are often used to help finance a facility`s modernization program. The process of determining these savings has come under the microscope as facility owners often pay energy service companies based on savings measurements. Unfortunately, financiers and facility owners usually do not appreciate that determination of savings is an Art, subject to discretion. To them, savings are determined by accountants subtracting one year`s costs from another year`s costs. For those wishing to properly quantify avoided cost, engineering judgments must be added to this simplistic subtraction process. How do you measure something you don`t have? This is the challenge in measuring energy savings. The absence of energy use cannot be measured. However, energy savings can be determined indirectly, using measurements of the presence of energy use, engineering judgment and analysis. This article summarizes the state of the art in savings measurement, particularly as it may be applied by an energy service company (ESCO) in an energy performance contract.

    Fiscal Year (FY) 1995 challenged us to dramatically reduce costs at Hanford. We began the year with an 8 percent reduction in our Environmental Management budget but at the same time were tasked with accomplishing additional workscope. This resulted in a Productivity Challenge whereby we took on more work at the beginning of the year than we had funding to complete. During the year, the Productivity Challenge actually grew to 23 percent because of recissions, Congressional budget reductions, and DOE Headquarters actions. We successfully met our FY 1995 Productivity Challenge through an aggressive cost reduction program that identified and eliminated unnecessary workscope and found ways to be more efficient. We reduced the size of the workforce, cut overhead expenses, eliminated paperwork, cancelled construction of new facilities, and reengineered our processes. We are proving we can get the job done better and for less money at Hanford. DOE`s drive to do it ``better, faster, cheaper`` has led us to look for more and larger partnerships with the private sector. The biggest will be privatization of Hanford`s Tank Waste Remediation System, which will turn liquid tank waste into glass logs for eventual disposal. We will also save millions of dollars and avoid the cost of replacing aging steam plants by contracting Hanford`s energy needs to a private company. Other privatization successes include the Hanford Mail Service, a spinoff of advanced technical training, low level mixed waste thermal treatment, and transfer of the Hanford Museums of Science and history to a private non-profit organization. Despite the rough roads and uncertainty we faced in FY 1995, less than 3 percent of our work fell behind schedule, while the work that was performed was completed with an 8.6 percent cost under-run. We not only met the FY 1995 productivity challenge, we also met our FY 1995-1998 savings commitments and accelerated some critical cleanup milestones. The challenges continue. Budgets remain on the decline, even while the expectations increase. Yet we are confident in our ability to keep our commitments and goals by identifying new efficiencies in the Hanford cleanup program.     As one part of the protocol development effort, a case study of savings estimation in ESPC was carried out in an institutional building. In this project, a contractor installed retrofits and a fraction of the savings realized by the owner were paid to the contractor, who was responsible for monitoring the building and estimating the savings. The method for determining savings from the retrofits was clearly specified in the contract and included using the building`s EMCS for monitoring. To verify the EMCS measurements, the owner installed independent submetering. In this paper, the savings estimates resulting from these different monitoring methods will be compared, as will the different processes of collecting and analyzing data. The objective of the paper is to investigate the use of the EMCS to collect the data specified in the ESPC measurement and verification protocols and not to validate the savings estimates resulting from use of the protocols. Several inconveniences arose in using the EMCS for monitoring, but, on the whole, it was an adequate and inexpensive method of determining savings. The results of this comparison are recommendations on how EMCS can be used most effectively for the particular application of verifying ESPC savings and how EMCS results compare with other tools for calculating savings.
