  3. QER- Comment of Brian West

    Broader source: Energy.gov [DOE]

Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol). Thanks Brian H. West Fuels, Engines, and Emissions Research Center Oak Ridge National Laboratory http://www.ornl.gov/ http://feerc.ornl.gov/ http://www.fueleconomy.gov/ From: Tillemann, Levi Sent: Thursday, July 03, 2014 3:52 PM To: West, Brian H. Subject: AMR/QER Technical Workshop Dear Brian: On behalf of the Department of Energy's Office of Energy Policy and Systems Analysis (EPSA) I want to thank you for your participation at the June 20th AMR/QER Alternative Transportation Refueling Infrastructure technical workshop. Your contribution in the breakout sessions and general discussion sessions provided valuable insight that will help inform EPSA during the QER process going forward. During the course of the workshop, detailed notes were taken. These have been anonymized and will be made publically available to you and the general public in the coming weeks. Once they are posted, we will provide you with a link for accessing them online. We encourage you to submit additional comments regarding infrastructure for transmission, storage or distribution of alternative transportation fuels to qercomments@hq.doe.gov. For more information about the QER's stakeholder meeting locations, areas of analysis and public comments you can visit the QER website at: http://energy.gov/epsa/initiatives/quadrennial-energy-review-qer. Please feel free to contact me or Sallie Gilbert (sallie.gilbert@hq.doe.gov) if you have additional questions. I will be leaving the DOE August 1, thereafter you may contact Renee Picket (adonica.pickett@hq.doe.gov) or Carla Frisch (carla.frisch@hq.doe.gov) with questions or comments. Thank you again for making the workshop a great success. I look forward to working together with all of you on these issues in the future. 8. Dairy Analytics and Nutrient Analysis (DANA) Prototype System User Manual

    SciTech Connect (OSTI)

    Sam Alessi; Dennis Keiser

    2012-10-01

This document is a user manual for the Dairy Analytics and Nutrient Analysis (DANA) model. DANA provides an analysis of dairy anaerobic digestion technology and allows users to calculate biogas production, co-product valuation, capital costs, expenses, revenue and financial metrics, for user customizable scenarios, dairy and digester types. The model provides results for three anaerobic digester types; Covered Lagoons, Modified Plug Flow, and Complete Mix, and three main energy production technologies; electricity generation, renewable natural gas generation, and compressed natural gas generation. Additional options include different dairy types, bedding types, backend treatment type as well as numerous production, and economic parameters. DANAs goal is to extend the National Market Value of Anaerobic Digester Products analysis (informa economics, 2012; Innovation Center, 2011) to include a greater and more flexible set of regional digester scenarios and to provide a modular framework for creation of a tool to support farmer and investor needs. Users can set up scenarios from combinations of existing parameters or add new parameters, run the model and view a variety of reports, charts and tables that are automatically produced and delivered over the web interface. DANA is based in the INLs analysis architecture entitled Generalized Environment for Modeling Systems (GEMS) , which offers extensive collaboration, analysis, and integration opportunities and greatly speeds the ability construct highly scalable web delivered user-oriented decision tools. DANAs approach uses server-based data processing and web-based user interfaces, rather a client-based spreadsheet approach. This offers a number of benefits over the client-based approach. Server processing and storage can scale up to handle a very large number of scenarios, so that analysis of county, even field level, across the whole U.S., can be performed. Server based databases allow dairy and digester parameters be held and managed in a single managed data repository, while allows users to customize standard values and perform individual analysis. Server-based calculations can be easily extended, versions and upgrades managed, and any changes are immediately available to all users. This user manual describes how to use and/or modify input database tables, run DANA, view and modify reports.

Acknowledgments Development of Pt-based fuel cell catalysts that exceed 2015 DOE cost/performance targets Approach Impact The successful development of the high-aspect ratio Pt-based PEM electrocatalysts proposed in this project will address one of the primary barriers to widespread commercialization of PEM fuel cell vehicles - reducing fuel cell cost by decreasing Pt loading. Furthermore, the electrocatalysts developed in this project will overcome several limitations of other promising PEM

The transverse momentum spectra of hadrons produced in high energy collisions can be decomposed into two components: the exponential ("thermal") and the power ("hard") ones. Recently, the H1 Collaboration has discovered that the relative strength of these two components in Deep Inelastic Scattering (DIS) depends drastically upon the global structure of the event - namely, the exponential component is absent in the diffractive events characterized by a rapidity gap. We discuss the possible origin of this effect and speculate that it is linked to confinement. Specifically, we argue that the thermal component is due to the effective event horizon introducedmore » by the confining string, in analogy to the Hawking-Unruh effect. In diffractive events, the t-channel exchange is color-singlet and there is no fragmenting string - so the thermal component is absent. The slope of the soft component of the hadron spectrum in this picture is determined by the saturation momentum that drives the deceleration in the color field, and thus the Hawking-Unruh temperature. We analyze the data on non-diffractive pp collisions and find that the slope of the thermal component of the hadron spectrum is indeed proportional to the saturation momentum.« less
