    Rising demand for power in developing countries combined with concerns about carbon emissions from coal-fired power plants in developed countries have created a bonanza for carbon-light technologies, including nuclear, renewables and natural gas plants. This, in turn, has put upward pressure on the price of natural gas in key markets while resulting in shortages in critical components for building renewables and nuclear reactors. Globalization of the power industry means that pressures in one segment or one region translate into shortages and rising prices everywhere else.

    We revisit the model building challenges that one faces when trying to reconcile the OPERA claim of neutrino superluminality with other observational constraints. The severity of the supernova bound and of the kinematical constraints of Cohen-Glashow type lead us to focus on scenarios where all types of particles are superluminal inside matter. In contrast to the Dvali-Vikman proposal, this matter effect needs to be very short-ranged to avoid constraints from experiments on the Earth's surface in low-density environments. Due to this short range, the interaction underlying such a matter effect would have to be far stronger than permitted by fifth-force bounds. As a conceivable way out we suggest to make the matter effect "binary", i.e., dense matter does not directly trigger superluminality, but merely induces the transition to a different phase of some weakly coupled hidden sector. This phase exhibits spontaneous Lorentz violation or at least a stronger than usual mediation of some residual Lorentz violation to all matter. The effect has not been observed before since we have never before been able to measure the velocity of high-energy particles in dense matter with sufficient precision.

    This report examines a recurring question about gasoline markets: why, especially in times of high price volatility, do retail gasoline prices seem to rise quickly but fall back more slowly? Do gasoline prices actually rise faster than they fall, or does this just appear to be the case because people tend to pay more attention to prices when they`re rising? This question is more complex than it might appear to be initially, and it has been addressed by numerous analysts in government, academia and industry. The question is very important, because perceived problems with retail gasoline pricing have been used in arguments for government regulation of prices. The phenomenon of prices at different market levels tending to move differently relative to each other depending on direction is known as price asymmetry. This report summarizes the previous work on gasoline price asymmetry and provides a method for testing for asymmetry in a wide variety of situations. The major finding of this paper is that there is some amount of asymmetry and pattern asymmetry, especially at the retail level, in the Midwestern states that are the focus of the analysis. Nevertheless, both the amount asymmetry and pattern asymmetry are relatively small. In addition, much of the pattern asymmetry detected in this and previous studies could be a statistical artifact caused by the time lags between price changes at different points in the gasoline distribution system. In other words, retail gasoline prices do sometimes rise faster than they fall, but this is largely a lagged market response to an upward shock in the underlying wholesale gasoline or crude oil prices, followed by a return toward the previous baseline. After consistent time lags are factored out, most apparent asymmetry disappears.

    The lower Brent Group, above the genetically distinct lowstand deposits of the Broom Formation, is a progradational sequence set made up of the lower- shoreface Rannoch, the upper-shoreface and beach-plain Etive, and the back-barrier Lower Ness Formations. Much of the reservoir heterogeneity in this sandstone-rich succession can be attributed to facies and stacking-pattern variations within higher frequency systems tracts. Highstand systems tracts have strongly offlapping progradational geometries. Sweep efficiency is influenced by: (1) seaward-dipping, mica-rich bed-sets; (2) high-quality ebb tidal-delta sandstone bodies; and (3) the sharp increase in reservoir quality at the sub-horizontal base of the upper shoreface. The increased permeability leads water in the Etive to overrun oil in the Rannoch. Horizontal wells are targeting unswept reserves in the lower-permeability facies. Relative falls in sea level punctuated highstand progradation and led to the subaerial erosion of the Etive and Rannoch formations. Lowstand deposits are contained within incised valleys and consist of fluvial sandstones, coastal-plain mudstones and coal. Well-performance anomalies and abrupt variations in sandstone thickness are associated with the heterogeneous valley-fills. Shoreface sedimentation resumed during transgressive systems tracts. High sediment flux enabled the nearshore system to stack aggradationally. Diachronous lithostratigraphy, aggradation of the heterolithic back-barrier Ness Formation, interbedding of Rannoch facies in the lower Etive and increased carbonate cement in the lower shoreface Rannoch mark this systems tract.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977.     Energy Detente's latest international price survey at midyear 1982 showed the average price of premium gasoline had fallen US $0.27 in the 11-month period since their first special report in July 1981. The biggest price drop occurred in Costa Rica, where prices in local currency increased slightly but in US dollars declined US $1.91 - due to the fall of the Colon against the US dollar. The case of Costa Rica exemplifies how the rise of the US dollar influenced the survey findings. Generally, the price drops showed that in several countries fuel prices haven't kept up with inflation and this shows up when prices are expressed in dollars. However, analysis of US prices, and prices in Guatemala where currency is at par with the dollar, shows prices fell (modestly) there too. Prices in Mexico and Venezuela doubled. Ecuador listed the lowest prices in the survey. Also included in this issue are brief energy notes from Mexico and other Latin American countries.

  1. Assessment of Summer 1997 motor gasoline price increase

    Gasoline markets in 1996 and 1997 provided several spectacular examples of petroleum market dynamics. The first occurred in spring 1996, when tight markets, following a long winter of high demand, resulted in rising crude oil prices just when gasoline prices exhibit their normal spring rise ahead of the summer driving season. Rising crude oil prices again pushed gasoline prices up at the end of 1996, but a warm winter and growing supplies weakened world crude oil markets, pushing down crude oil and gasoline prices during spring 1997. The 1996 and 1997 spring markets provided good examples of how crude oil prices can move gasoline prices both up and down, regardless of the state of the gasoline market in the United States. Both of these spring events were covered in prior Energy Information Administration (EIA) reports. As the summer of 1997 was coming to a close, consumers experienced yet another surge in gasoline prices. Unlike the previous increase in spring 1996, crude oil was not a factor. The late summer 1997 price increase was brought about by the supply/demand fundamentals in the gasoline markets, rather than the crude oil markets. The nature of the summer 1997 gasoline price increase raised questions regarding production and imports. Given very strong demand in July and August, the seemingly limited supply response required examination. In addition, the price increase that occurred on the West Coast during late summer exhibited behavior different than the increase east of the Rocky Mountains. Thus, the Petroleum Administration for Defense District (PADD) 5 region needed additional analysis (Appendix A). This report is a study of this late summer gasoline market and some of the important issues surrounding that event.

Transportation sector energy use, which nearly doubled between 1960 and 1985, is projected to grow more slowly during the period 1985{endash}2010. Most of the growth is projected to come from non-personal modes (freight and commercial air). Trends in freight mode energy intensities are discussed and a variety of factors behind these trends are analyzed. Rail and marine modes improved their energy intensities during sudden fuel price rises of the 1970s. Though there is room for further technological improvement, long power plant life cycles preclude rapid penetration of new technologies. Thus, energy intensities in these modes are more likely to improve through operational changes. Because of relatively stable fuel prices, the energy share of truck operating expenses is likely to remain low.     The price of delivered electricity will rise if generators have to pay for carbon dioxide emissions through an implicit or explicit mechanism. There are two main effects that a substantial price on CO{sub 2} emissions would have in the short run (before the generation fleet changes significantly). First, consumers would react to increased price by buying less, described by their price elasticity of demand. Second, a price on CO{sub 2} emissions would change the order in which existing generators are economically dispatched, depending on their carbon dioxide emissions and marginal fuel prices. Both the price increase and dispatch changes depend on the mix of generation technologies and fuels in the region available for dispatch, although the consumer response to higher prices is the dominant effect. We estimate that the instantaneous imposition of a price of $35 per metric ton on CO{sub 2} emissions would lead to a 10% reduction in CO{sub 2} emissions in PJM and MISO at a price elasticity of -0.1. Reductions in ERCOT would be about one-third as large. Thus, a price on CO{sub 2} emissions that has been shown in earlier work to stimulate investment in new generation technology also provides significant CO{sub 2} reductions before new technology is deployed at large scale. 39 refs., 4 figs., 2 tabs.

    Annual Energy Outlook 2008 (AEO) defines the world oil price as the price of light, low-sulfur crude oil delivered in Cushing, Oklahoma. Since 2003, both "above ground" and "below ground" factors have contributed to a sustained rise in nominal world oil prices, from $31 per barrel in 2003 to $69 per barrel in 2007. The AEO2008 reference case outlook for world oil prices is higher than in the AEO2007 reference case. The main reasons for the adoption of a higher reference case price outlook include continued significant expansion of world demand for liquids, particularly in non-OECD (Organization for Economic Cooperation and Development) countries, which include China and India; the rising costs of conventional non-OPEC (Organization of the Petroleum Exporting Countries) supply and unconventional liquids production; limited growth in non-OPEC supplies despite higher oil prices; and the inability or unwillingness of OPEC member countries to increase conventional crude oil production to levels that would be required for maintaining price stability. The Energy Information Administration will continue to monitor world oil price trends and may need to make further adjustments in future AEOs.

    A summary of the data that are available concerning the structural response of low-rise shear walls is presented. This data will be used to address two failure modes associated with the shear wall structures. First, data concerning the seismic capacity of the shear walls with emphasis on excessive deformations that can cause equipment failure are examined. Second, data concerning the dynamic properties of shear walls (stiffness and damping) that are necessary to compute the seismic inputs to attached equipment are summarized. This case addresses the failure of equipment when the structure remains functional. 23 refs.

    Increases in global food prices have led to widespread hunger and social unrest---and an imperative to understand their causes. In a previous paper published in September 2011, we constructed for the first time a dynamic model that quantitatively agreed with food prices. Specifically, the model fit the FAO Food Price Index time series from January 2004 to March 2011, inclusive. The results showed that the dominant causes of price increases during this period were investor speculation and ethanol conversion. The model included investor trend following as well as shifting between commodities, equities and bonds to take advantage of increased expected returns. Here, we extend the food prices model to January 2012, without modifying the model but simply continuing its dynamics. The agreement is still precise, validating both the descriptive and predictive abilities of the analysis. Policy actions are needed to avoid a third speculative bubble that would cause prices to rise above recent peaks by the end of 2012.

    Changing electricity prices to more closely reflect production costs has a significant impact on the consumption of electricity. It is known, for example, that most of the efficiency gains in the electric power sectors of the industrialized world since the first international oil price shock in 1973 are attributable to the rising trend of electricity prices. This was due to the rising average price of electricity. Because of the unique characteristics of producing electricity, its marginal cost is higher than its average cost during many hours of the day. This study shows that, for utilities not reflecting these cost differences in their rates, there is ample room to satisfy a portion of their resource needs by exploiting the load-shaping properties of time-of-use (TOU) rates. Satisfying a portion of resource requirements by implementing a TOU-pricing program, however, is not costless. Metering and administering TOU pricing requires a financial commitment by an electric utility. And the commitment has an opportunity cost. That is, the funds could be used to construct generating plants or run DSM programs (other than a TOU-pricing program) and satisfy the same resource needs that TOU pricing does. The question addressed in this study is whether a utility is better-served financially by (i) implementing TOU pricing or (ii) running technical DSM programs and building power plants. The answer is that TOU pricing compares favorably on a financial basis with other resources under a wide set of conditions that real-world utilities confront.

    Analysis of the risks of sea-level rise favours conventionally measured metrics such as the area of land that may be subsumed, the numbers of properties at risk, and the capital values of assets at risk. Despite this, it is clear that there exist many less material but no less important values at risk from sea-level rise. This paper re-theorises these multifarious social values at risk from sea-level rise, by explaining their diverse nature, and grounding them in the everyday practices of people living in coastal places. It is informed by a review and analysis of research on social values from within the fields of social impact assessment, human geography, psychology, decision analysis, and climate change adaptation. From this we propose that it is the ‘lived values’ of coastal places that are most at risk from sea-level rise. We then offer a framework that groups these lived values into five types: those that are physiological in nature, and those that relate to issues of security, belonging, esteem, and self-actualisation.     This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

The price and expenditure estimates developed in the State Energy Price and Expenditure Data System (SEPEDS) are provided by energy source and economic sector and are published for the years 1970 through 1994. Consumption estimates used to calculate expenditures and the documentation for those estimates are taken from the State Energy Data Report 1994, Consumption Estimates (SEDR), published in October 1996. Expenditures are calculated by multiplying the price estimates by the consumption estimates, which are adjusted to remove process fuel; intermediate petroleum products; and other consumption that has no direct fuel costs, i.e., hydroelectric, geothermal, wind, solar, and photovoltaic energy sources. Documentation is included describing the development of price estimates, data sources, and calculation methods. 316 tabs.

    This study analyses the un-priced environmental harm caused by generating electricity from fossil fuels in the ECAR control region south of the Great Lakes in 2004 and again in 2015 when the recent Clean Air Interstate Rule will have its full effect. Using existing damage values, we estimate wholesale electricity under-pricing for coal-fired plants at about $40 per MWh in 2004, almost as much again as the $45/MWh actual price. Averaging across all fuels, the price of electricity was more than $30/MWh too low. The under-pricing will still be $18/MWh for coal plants and $15 for all generation sources in 2015, a decade after CAIR was adopted. Recognizing this environmental price now could reduce pollution levels, increase energy conservation and lead to wiser choices of new generation technology.

    The hypothesis of this paper is that crude oil, like any other unfinished commodity, is valued for the products derived from it; the purpose is to offer an empirical explanation for changes in the crude price charged by the members of OPEC. The model results show that the market-clearing prices reported to prevail for petroleum products on the principal petroleum spot market at Rotterdam are the primary determinants of changes in official crude prices. A systematic relationship between offical and spot prices is argued to have prevailed since 1974. An appendix clarifies five types of data required for the model. 13 references, 4 tables.

    The purpose of this dissertation is to study the international transmission of oil-price effects and the derivation of optimal oil prices not as two separate problems but rather as one problem by recognizing that changes in oil prices affect real income of oil importers and thus feed back to the demand for oil faced by OPEC. To study the international transmission of oil price changes, the author develops a three-region world model where real income, prices, and international trade are endogenously determined. With this model he derives the comparative statics of oil price changes. He also analyzes the feedback effect of oil price changes, allowing for counterinflationary policies in oil-importing countries. A modified version of the theoretical model is econometrically estimated with data for 1960-1979. The quantitative dimension of oil price changes using dynamic multipliers is studied. Also studied are the impacts of restrictive fiscal policy in DC's, greater absorption by OPEC, and increased financial transfers to LDC's on real income, in the international oil market, on inflation, and on international trade of manufacturers and raw materials. It was found that not recognizing the feedback effects of oil price increases introduces a significant upward bias in the total price elasticity and in the optimal oil price path, neither of which is consistent with OPEC's best interest.

    The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.
