  10. WARM BREEZE FROM THE STARBOARD BOW: A NEW POPULATION OF NEUTRAL HELIUM IN THE HELIOSPHERE

    We investigate the signals from neutral helium atoms observed in situ from Earth orbit in 2010 by the Interstellar Boundary Explorer (IBEX). The full helium signal observed during the 2010 observation season can be explained as a superposition of pristine neutral interstellar He gas and an additional population of neutral helium that we call the Warm Breeze. The Warm Breeze is approximately 2 times slower and 2.5 times warmer than the primary interstellar He population, and its density in front of the heliosphere is ?7% that of the neutral interstellar helium. The inflow direction of the Warm Breeze differs by ?19° from the inflow direction of interstellar gas. The Warm Breeze seems to be a long-term, perhaps permanent feature of the heliospheric environment. It has not been detected earlier because it is strongly ionized inside the heliosphere. This effect brings it below the threshold of detection via pickup ion and heliospheric backscatter glow observations, as well as by the direct sampling of GAS/Ulysses. We discuss possible sources for the Warm Breeze, including (1) the secondary population of interstellar helium, created via charge exchange and perhaps elastic scattering of neutral interstellar He atoms on interstellar He{sup +} ions in the outer heliosheath, or (2) a gust of interstellar He originating from a hypothetic wave train in the Local Interstellar Cloud. A secondary population is expected from models, but the characteristics of the Warm Breeze do not fully conform to modeling results. If, nevertheless, this is the explanation, IBEX-Lo observations of the Warm Breeze provide key insights into the physical state of plasma in the outer heliosheath. If the second hypothesis is true, the source is likely to be located within a few thousand AU from the Sun, which is the propagation range of possible gusts of interstellar neutral helium with the Warm Breeze characteristics against dissipation via elastic scattering in the Local Cloud. Whatever the nature of the Warm Breeze, its discovery exposes a critical new feature of our heliospheric environment.

    Executive Summary Renewable Energy Initiatives for Clark County Parks and Recreation Solar Project DOE grant # DE-EE0003180 In accordance with the goals of the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy for promoting solar energy as clean, carbon-free and cost-effective, the County believed that a recreational center was an ideal place to promote solar energy technologies to the public. This project included the construction of solar electricity generation facilities (40kW) at two Clark County facility sites, Desert Breeze Recreational Center and Hollywood Recreational Center, with educational kiosks and Green Boxes for classroom instruction. The major objectives and goals of this Solar Project include demonstration of state of the art technologies for the generation of electricity from solar technology and the creation of an informative and educational tool in regards to the benefits and process of generating alternative energy. Clark County partnered with Anne Johnson (design architect/consultant), Affiliated Engineers Inc. (AEI), Desert Research Institute (DRI), and Morse Electric. The latest photovoltaic technologies were used in the project to help create the greatest expected energy savings for60443 each recreational center. This coupled with the data created from the monitoring system will help Clark County and NREL further understand the real time outputs from the system. The educational portion created with AEI and DRI incorporates material for all ages with a focus on K - 12. The AEI component is an animated story telling the fundamentals of how sunlight is turned into electricity and DRI‘s creation of Solar Green Boxes brings environmental education into the classroom. In addition to the educational component for the public, the energy that is created through the photovoltaic system also translates into saved money and health benefits for the general public. This project has helped Clark County to further add to its own energy reduction goals created by the energy management agenda (Resolution to Encourage Sustainability) and the County’s Eco-initiative. Each site has installed photovoltaic panels on the existing roof structures that exhibit suitable solar exposure. The generation systems utilize solar energy creating electricity used for the facility’s lighting system and other electrical requirements. Unused electricity is sent to the electric utility grid, often at peak demand times. Educational signage, kiosks and information have been included to inform and expand the public’s understanding of solar energy technology. The Solar Green Boxes were created for further hands on classroom education of solar power. In addition, data is sent by a Long Term PV performance monitoring system, complete with data transmission to NREL (National Renewable Energy Laboratory), located in Golden, CO. This system correlates local solar irradiance and weather with power production. The expected outcomes of this Solar Project are as follows: (1) Successful photovoltaic electricity generation technologies to capture solar energy in a useful form of electrical energy. (2) Reduction of greenhouse gas emissions and environmental degradation resulting from reduced energy demand from traditional electricity sources such as fossil fuel fired and nuclear power plants. (3) Advance the research and development of solar electricity generation. (4) The education of the general public in regards to the benefits of environmentally friendly electricity generation and Clark County’s efforts to encourage sustainable living practices. (5) To provide momentum for the nexus for future solar generation facilities in Clark County facilities and buildings and further the County’s energy reduction goals. (6) To ultimately contribute to the reduction of dependence on foreign oil and other unsustainable sources of energy. This Solar Project addresses several objectives and goals of the U.S. Department of Energy’s Solar Energy Technology Program. The project improves the integration and performance of solar electricity directly through implementation of cutting edge technology. The project further addresses this goal by laying important ground work and infrastructure for integration into the utility grid in future related projects. There will also be added security, reliability, and diversity to the energy system by providing and using reliable, secure, distributed electricity in Clark County facilities as well as sending such electricity back into the utility electric grid. A final major objective met by the Solar Project will be the displacement of energy derived by fossil fuels with clean renewable energy created by photovoltaic panels.

    Using scanning tunneling microscopy, we observe an adlayer structure that is dominated by short rows of S atoms, on unreconstructed regions of a Au(111) surface. This structure forms upon adsorption of low S coverage (less than 0.1 monolayer) on a fully reconstructed cleansurface at 300 K, then cooling to 5 K for observation. The rows adopt one of three orientations that are rotated by 30° from the close-packed directions of the Au(111) substrate, and adjacent S atoms in the rows are separated by ?3 times the surface lattice constant, a. Monte Carlo simulations are performed on lattice-gas models, we derived using a limited cluster expansion based on density functional theory energetics. Furthermore, models which include long-range pairwise interactions (extending to 5a), plus selected trio interactions, successfully reproduce the linear rows of S atoms at reasonable temperatures.

    The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (EM-OR) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support using funds provided by the American Recovery and Reinvestment Act (ARRA). Specifically, DOE EM-OR requested ORAU to plan and implement a survey approach, focused on characterizing the Isotope Row Facilities located at the Oak Ridge National Laboratory (ORNL) for future determination of an appropriate disposition pathway for building debris and systems, should the buildings be demolished. The characterization effort was designed to identify and quantify radiological and chemical contamination associated with building structures and process systems. The Isotope Row Facilities discussed in this report include Bldgs. 3030, 3031, 3032, 3033, 3033A, 3034, 3036, 3093, and 3118, and are located in the northeast quadrant of the main ORNL campus area, between Hillside and Central Avenues. Construction of the isotope production facilities was initiated in the late 1940s, with the exception of Bldgs. 3033A and 3118, which were enclosed in the early 1960s. The Isotope Row facilities were intended for the purpose of light industrial use for the processing, assemblage, and storage of radionuclides used for a variety of applications (ORNL 1952 and ORAU 2013). The Isotope Row Facilities provided laboratory and support services as part of the Isotopes Production and Distribution Program until 1989 when DOE mandated their shutdown (ORNL 1990). These facilities performed diverse research and developmental experiments in support of isotopes production. As a result of the many years of operations, various projects, and final cessation of operations, production was followed by inclusion into the surveillance and maintenance (S&M) project for eventual decontamination and decommissioning (D&D). The process for D&D and final dismantlement of facilities requires that the known contaminants of concern (COCs) be evaluated and quantified and to identify and quantify any additional contaminants in order to satisfy the waste acceptance criteria requirements for the desired disposal pathway. Known facility contaminants include, but are not limited to, asbestos-containing material (ACM), radiological contaminants, and chemical contaminants including polychlorinated biphenyls (PCBs) and metals.

    Residual stresses in Inconel alloy 600, row 1, U-bend tubes, used in heat exchanges in nuclear reactors, were studied using an advanced x-ray diffraction instrument. Both axial and circumferential (hoop) stresses on the extrados, intrados, and flanks on the O.D. surface of several U-bends were mapped. The I.D. surface residual stresses at the extrados of the U-bend were mapped on one tube and subsurface stress measurements were made on the I.D. and O.D. surfaces of that tube. Service loads were simulated on one tube to ascertain combined effect of residual and applied stresses. Data from wall thickness and profilometry measurements were also correlated with residual stress measurements. 21 refs., 42 figs.

    In response to a request from the Health and Safety Supervisor at the Yankee Nuclear Power Station (SIC-4911), Rowe, Massachusetts, an investigation was begun into ozone (10028156) exposure during plasma arc cutting and welding. Welders had reported chest tightness, dry cough, and throat and bronchial irritation. The nuclear power station was in the process of being decommissioned, and workers were dismantling components using welding and cutting methods. Of the operations observed during the site visit, the highest ozone concentrations were generated during plasma arc cutting, followed by metal inert gas (MIG) welding and arc welding. During plasma arc cutting the average and peak concentrations exceeded the NIOSH ceiling recommended exposure limit of 0.1 part per million. The author concludes that ozone exposure during plasma arc cutting and MIG welding presented a health hazard to welders. The author recommends that improvements be made in the local exhaust ventilation, that nitrogen-dioxide levels be monitored during hot work, and that many exposed workers wear protective clothing, use ultraviolet blocking lotion, and continue the use appropriate shade of eye protection.

Levitation and lateral stability are provided when the induced field in the magnetic rails interacts with the superconducting magnets mounted on the magnetic levitation vehicle. The loop-coils forming the magnetic rails have specified dimensions and a specified number of turns and by constructing differently these specifications, for one rail with respect to the other, the angle of tilt of the vehicle can be controlled during directional switching. Propulsion is provided by the interaction of a traveling magnetic wave associated with the coils forming the rails and the super conducting magnets on the vehicle.

    Since about 5 years, Apple-II type Elliptically Polarizing Undulators (EPU) have been used very successfully at the ALS to generate high brightness photon beams with arbitrary polarization. However, both EPUs installed so far cause significant changes of the vertical beamsize, especially when the row phase is changed to change the polarization of the photons emitted. Detailed measurements indicate this is caused by a row phase dependent skew quadrupole term in the EPUs. Magnetic measurements revealed the same effect for the third EPU to be installed later this year. All measurements to identify and quantify the effect with beam will be presented, as well as some results of magnetic bench measurements and numeric field simulations.

    The pathway of H diffusion that will induce the migration of Pd atom is investigated by employing first principles calculations based on density functional theory to explain the origin of missing-row reconstruction of Pd(110).The calculated activation barrier and the H-induced reconstruction energy reveal that the long bridge-to-tetrahedral configuration is the energetically favored process for the initial stage of reconstruction phenomenon. While the H diffusion triggers the migration of Pd atom, it is the latter process that significantly contributes to the activated missing-row reconstruction of Pd(110). Nonetheless, the strong interaction between the diffusing H and the Pd atoms dictates the occurrence of reconstructed surface.

    G3(MP2)//B3 theory was modified to incorporate compact effective potential (CEP) pseudopotentials, providing a theoretical alternative referred to as G3(MP2)//B3-CEP for calculations involving first-, second-, and third-row representative elements. The G3/05 test set was used as a standard to evaluate the accuracy of the calculated properties. G3(MP2)//B3-CEP theory was applied to the study of 247 standard enthalpies of formation, 104 ionization energies, 63 electron affinities, 10 proton affinities, and 22 atomization energies, comprising 446 experimental energies. The mean absolute deviations compared with the experimental data for all thermochemical results presented an accuracy of 1.4 kcal mol{sup ?1} for G3(MP2)//B3 and 1.6 kcal mol{sup ?1} for G3(MP2)//B3-CEP. Approximately 75% and 70% of the calculated properties are found with accuracy between ±2 kcal mol{sup ?1} for G3(MP2)//B3 and G3(MP2)//B3-CEP, respectively. Considering a confidence interval of 95%, the results may oscillate between ±4.2 kcal mol{sup ?1} and ±4.6 kcal mol{sup ?1}, respectively. The overall statistical behavior indicates that the calculations using pseudopotential present similar behavior with the all-electron theory. Of equal importance to the accuracy is the CPU time, which was reduced by between 10% and 40%.

    A design for a vane segment having a closed-loop steam cooling system is provided. The vane segment comprises an outer shroud, an inner shroud and an airfoil, each component having a target surface on the inside surface of its walls. A plurality of rectangular waffle structures are provided on the target surface to enhance heat transfer between each component and cooling steam. Channel systems are provided in the shrouds to improve the flow of steam through the shrouds. Insert legs located in cavities in the airfoil are also provided. Each insert leg comprises outer channels located on a perimeter of the leg, each outer channel having an outer wall and impingement holes on the outer wall for producing impingement jets of cooling steam to contact the airfoil's target surface. Each insert leg further comprises a plurality of substantially rectangular-shaped ribs located on the outer wall and a plurality of openings located between outer channels of the leg to minimize cross flow degradation.

    The transport of air pollutants in coastal regions has been known to be strongly affected by the mesoscale atmospheric circulations such as sea-land breezes. These mesoscale atmospheric circulations depend on synoptic weather conditions. In this study, a three-dimensional sea-land breeze model was developed to evaluate the effects of the sea and land breezes on the atmospheric dispersion of radioactive materials released from nuclear power plants in Korea. In the model, the hydrostatic primitive equations in the terrain-following coordinate system were used. The mesoscale atmospheric circulation simulation were carried out under various synoptic weather conditions for all seasons around the Wolsung nuclear power plant site.

    The purpose of this study was to quantify the characteristics of solar insolation in the coastal zone and to determine the effect of the sea breeze circulation on the global insolation. In order to satisfy these objectives, a six station sampling network was established in the coastal plain of southeastern North Carolina, where previous evidence has indicated that the sea breeze circulation is almost a daily occurrence from late May through October. Three sites (Sloop Point, Onslow Beach, and Cape Fear Technical Institute (CFTI)) were located near the coast (coastal sites) to assess the insolation at the coast. A site (Clinton) was located in an area seldom affected by the sea breeze (about 100 km from the coast). Two additional sites, Wallace and Ellis Airport, located between the coastal sites and the control site, were to be used to assess the transient impact of the sea breeze upon the insolation. Pyranometers were located at each site to measure the global insolation. Direct normal insolation measured by a pyrheliometer and ultraviolet radiation measured by uv radiometers were observed at the Sloop Point and Clinton sites only. Data were collected during the calendar year 1978. The results of the study indicated that the global insolation had greater variability over the network during the summer season (June, July, and August). During the summer, there was a systematicdiurnal variation of the difference in global insolation between the inland and the coastal sites.

    An R and D program in pot grate sintering showed, that an intensive preparation of ores, additives and coke breeze improves the sintering capacity. The tests were conducted using an ore mixture composed of typical ores imported to Europe. The highest capacities were attained up to 63.8 t/m{sup 2} {times} 24 h maximum for a sinter which well fulfills the high requirements on chemical, physical and metallurgical properties.

The coating is permeable yet has low electrical resistivity (<10 ohm-cm), good bond strength to concrete substrates, and good weatherability. A preferred formulation contains about 60 wt % calcined coke breeze, 40 wt % vinyl ester with 3.5 wt % modified bentonite clay. Such formulations apply evenly and provide enough rigidity for vertical or overhead structures so there is no drip or sag.

One of the anode or cathode leads of each photodetector is coupled to the row amplifier associated with the row containing that photodetector while the other of the two leads is coupled to the column amplifier associated with the column containing that photodetector.

    An optical beam-steering apparatus is provided. The apparatus includes one or more optical waveguides and at least one row of metallic nanoantenna elements overlying and electromagnetically coupled to a respective waveguide. In each such row, individual nanoantenna elements are spaced apart along an optical propagation axis of the waveguide so that there is an optical propagation phase delay between successive pairs of nanoantenna elements along the row. The apparatus also includes a respective single electric heating element in thermal contact with each of the waveguides. Each heating element is arranged to heat, substantially uniformly, at least that portion of its waveguide that directly underlies the corresponding row of nanoantenna elements.
