Executive Summary Renewable Energy Initiatives for Clark County Parks and Recreation Solar Project DOE grant # DE-EE0003180 In accordance with the goals of the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy for promoting solar energy as clean, carbon-free and cost-effective, the County believed that a recreational center was an ideal place to promote solar energy technologies to the public. This project included the construction of solar electricity generation facilities (40kW) at two Clark County facility sites, Desert Breeze Recreational Center and Hollywood Recreational Center, with educational kiosks and Green Boxes for classroom instruction. The major objectives and goals of this Solar Project include demonstration of state of the art technologies for the generation of electricity from solar technology and the creation of an informative and educational tool in regards to the benefits and process of generating alternative energy. Clark County partnered with Anne Johnson (design architect/consultant), Affiliated Engineers Inc. (AEI), Desert Research Institute (DRI), and Morse Electric. The latest photovoltaic technologies were used in the project to help create the greatest expected energy savings for60443 each recreational center. This coupled with the data created from the monitoring system will help Clark County and NREL further understand the real time outputs from the system. The educational portion created with AEI and DRI incorporates material for all ages with a focus on K - 12. The AEI component is an animated story telling the fundamentals of how sunlight is turned into electricity and DRI‘s creation of Solar Green Boxes brings environmental education into the classroom. In addition to the educational component for the public, the energy that is created through the photovoltaic system also translates into saved money and health benefits for the general public. This project has helped Clark County to further add to its own

  14. WARM BREEZE FROM THE STARBOARD BOW: A NEW POPULATION OF NEUTRAL HELIUM IN THE HELIOSPHERE

    2014-08-01

We investigate the signals from neutral helium atoms observed in situ from Earth orbit in 2010 by the Interstellar Boundary Explorer (IBEX). The full helium signal observed during the 2010 observation season can be explained as a superposition of pristine neutral interstellar He gas and an additional population of neutral helium that we call the Warm Breeze. The Warm Breeze is approximately 2 times slower and 2.5 times warmer than the primary interstellar He population, and its density in front of the heliosphere is ∼7% that of the neutral interstellar helium. The inflow direction of the Warm Breeze differs by ∼19° from the inflow direction of interstellar gas. The Warm Breeze seems to be a long-term, perhaps permanent feature of the heliospheric environment. It has not been detected earlier because it is strongly ionized inside the heliosphere. This effect brings it below the threshold of detection via pickup ion and heliospheric backscatter glow observations, as well as by the direct sampling of GAS/Ulysses. We discuss possible sources for the Warm Breeze, including (1) the secondary population of interstellar helium, created via charge exchange and perhaps elastic scattering of neutral interstellar He atoms on interstellar He{sup +} ions in the outer heliosheath, or (2) a gust of interstellar He originating from a hypothetic wave train in the Local Interstellar Cloud. A secondary population is expected from models, but the characteristics of the Warm Breeze do not fully conform to modeling results. If, nevertheless, this is the explanation, IBEX-Lo observations of the Warm Breeze provide key insights into the physical state of plasma in the outer heliosheath. If the second hypothesis is true, the source is likely to be located within a few thousand AU from the Sun, which is the propagation range of possible gusts of interstellar neutral helium with the Warm Breeze characteristics against dissipation via elastic scattering in the Local Cloud. Whatever the

  16. Psychophysiological and other factors affecting human performance in accident prevention and investigation. [Comparison of aviation with other industries

    SciTech Connect (OSTI)

    Klinestiver, L.R.

    1980-01-01

Psychophysiological factors are not uncommon terms in the aviation incident/accident investigation sequence where human error is involved. It is highly suspect that the same psychophysiological factors may also exist in the industrial arena where operator personnel function; but, there is little evidence in literature indicating how management and subordinates cope with these factors to prevent or reduce accidents. It is apparent that human factors psychophysological training is quite evident in the aviation industry. However, while the industrial arena appears to analyze psychophysiological factors in accident investigations, there is little evidence that established training programs exist for supervisors and operator personnel.

  17. Field Derived Emission Factors For Formaldehyde and other Volatile Organic Compounds in FEMA Temporary Housing Units

    SciTech Connect (OSTI)

Parthasarathy, Srinandini; Maddalena, Randy L.; Russell, Marion L.; Apte, Michael G.

    2010-10-01

Sixteen previously occupied temporary housing units (THUs) were studied to assess emissions of volatile organic compounds. The whole trailer emission factors wereevaluated for 36 VOCs including formaldehyde. Indoor sampling was carried out in the THUs located in Purvis staging yard in Mississippi, USA. Indoor temperature andrelative humidity (RH) were also measured in all the trailers during sampling. Indoor temperatures were varied (increased or decreased) in a selection of THUs using theheating, ventilation and air conditioning (HVAC) systems. Indoor temperatures during sampling ranged from 14o C to 33o C, and relative humidity (RH) varied between 35percentand 74percent. Ventilation rates were increased in some trailers using bathroom fans and vents during some of the sampling events. Ventilation rates measured during some aselection of sampling events varied from 0.14 to 4.3 h-1. Steady state indoor formaldehyde concentrations ranged from 10 mu g-m-3 to 1000 mu g-m-3. The formaldehyde concentrations in the trailers were of toxicological significance. The effects of temperature, humidity and ventilation rates were also studied. A linearregression model was built using log of percentage relative humidity, inverse of temperature (in K-1), and inverse log ACH as continuous independent variables, trailermanufacturer as a categorical independent variable, and log of the chemical emission factors as the dependent variable. The coefficients of inverse temperature, log relativehumidity, log inverse ACH with log emission factor were found to be statistically significant for all the samples at the 95percent confidence level. The regression model wasfound to explain about 84percent of the variation in the dependent variable. Most VOC concentrations measured indoors in the Purvis THUs were mostly found to be belowvalues reported in earlier studies by Maddalena et al.,1,2 Hodgson et al.,3 and Hippelein4. Emissions of TMPB-DIB (a plasticizer found in vinyl products) were found

    1993-06-01

The Pacific Northwest Laboratory (PNL) and the Bonneville Power Administration (Bonneville) conducted this study to evaluate the manufactured home owner`s purchase decision process and to provide Bonneville with a better understanding of how consumers view a manufactured home`s affordability and energy efficiency. This study addresses manufactured homes built under the US Department of Housing and Urban Development (HUD) standards; these homes are sometimes referred to as HUD-code homes or mobile homes. Manufactured home owners in Idaho, Montana, Oregon, and Washington were included in this analysis. This report adds to the information presented in Sandahl et al. (1992), which discussed the practices of lenders, appraisers, and dealers -- all of whom play a key role in the manufactured home market due to the impact their practices have on the overall affordability of manufactured homes. This report focuses exclusively on the most important, and probably least understood, player -- the home buyer. The primary data were collected via a mail survey sent to 1,550 manufactured home owners in Idaho, Montana, Oregon, and Washington in late 1992. A 71% response rate was achieved; 1,106 usable responses were received. This study focuses on the Pacific Northwest but presents information that may be relevant to other parts of the country.

  19. The role of amenities and other factors in influencing the location of nonmanufacturing industry in the United States

    SciTech Connect (OSTI)

    Allison, T.; Calzonetti, F.J.

    1990-07-01

Consumer and producer services, the latter in particular, are expected to become an important means of diversification and employment growth to the economy of Nevada. It has been suggested that the siting of the nuclear waste repository at Yucca Mountain, Nevada, will lead to a significant reduction in the amenity value of the state and, consequently, the ability of the state to attract these nonmanufacturing industries. This report reviews the literature dealing with factors important to the location of services, with an emphasis on producer services, to determine whether amenities, which have been shown to be an important locational consideration for some manufacturing firms, similarly affect the location of services. The report finds little substantive evidence to link amenities with the location of service firms, although the process by which these firms` locations are chosen is not well understood. Research in this area is comparatively recent, and although a number of theories of service location have been developed, the majority of research is exploratory in scope.

  20. Transportation Energy Futures Series: Effects of the Built Environment on Transportation: Energy Use, Greenhouse Gas Emissions, and Other Factors

    SciTech Connect (OSTI)

    Porter, C. D.; Brown, A.; Dunphy, R. T.; Vimmerstedt, L.

    2013-03-01

Planning initiatives in many regions and communities aim to reduce transportation energy use, decrease emissions, and achieve related environmental benefits by changing land use. This report reviews and summarizes findings from existing literature on the relationship between the built environment and transportation energy use and greenhouse gas emissions, identifying results trends as well as potential future actions. The indirect influence of federal transportation and housing policies, as well as the direct impact of municipal regulation on land use are examined for their effect on transportation patterns and energy use. Special attention is given to the 'four D' factors of density, diversity, design and accessibility. The report concludes that policy-driven changes to the built environment could reduce transportation energy and GHG emissions from less than 1% to as much as 10% by 2050, the equivalent of 16%-18% of present-day urban light-duty-vehicle travel. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

  3. A comparative study of small field total scatter factors and dose profiles using plastic scintillation detectors and other stereotactic dosimeters: The case of the CyberKnife

    SciTech Connect (OSTI)

    Morin, J.; Beliveau-Nadeau, D.; Chung, E.; Seuntjens, J.; Theriault, D.; Archambault, L.; Beddar, S.; Beaulieu, L.

    2013-01-15

Purpose: Small-field dosimetry is challenging, and the main limitations of most dosimeters are insufficient spatial resolution, water nonequivalence, and energy dependence. The purpose of this study was to compare plastic scintillation detectors (PSDs) to several commercial stereotactic dosimeters by measuring total scatter factors and dose profiles on a CyberKnife system. Methods: Two PSDs were developed, having sensitive volumes of 0.196 and 0.785 mm{sup 3}, and compared with other detectors. The spectral discrimination method was applied to subtract Cerenkov light from the signal. Both PSDs were compared to four commercial stereotactic dosimeters by measuring total scatter factors, namely, an IBA dosimetry stereotactic field diode (SFD), a PTW 60008 silicon diode, a PTW 60012 silicon diode, and a microLion. The measured total scatter factors were further compared with those of two independent Monte Carlo studies. For the dose profiles, two commercial detectors were used for the comparison, i.e., a PTW 60012 silicon diode and Gafchromics EBT2. Total scatter factors for a CyberKnife system were measured in circular fields with diameters from 5 to 60 mm. Dose profiles were measured for the 5- and 60-mm cones. The measurements were performed in a water tank at a 1.5-cm depth and an 80-cm source-axis distance. Results: The total scatter factors measured using all the detectors agreed within 1% with the Monte Carlo values for cones of 20 mm or greater in diameter. For cones of 10-20 mm in diameter, the PTW 60008 silicon diode was the only dosimeter whose measurements did not agree within 1% with the Monte Carlo values. For smaller fields (<10 mm), each dosimeter type showed different behaviors. The silicon diodes over-responded because of their water nonequivalence; the microLion and 1.0-mm PSD under-responded because of a volume-averaging effect; and the 0.5-mm PSD was the only detector within the uncertainties of the Monte Carlo simulations for all the cones. The

    2014-10-21

Detection and deterrence of spoofing of user authentication may be achieved by including a cryptographic fingerprint unit within a hardware device for authenticating a user of the hardware device. The cryptographic fingerprint unit includes an internal physically unclonable function ("PUF") circuit disposed in or on the hardware device, which generates a PUF value. Combining logic is coupled to receive the PUF value, combines the PUF value with one or more other authentication factors to generate a multi-factor authentication value. A key generator is coupled to generate a private key and a public key based on the multi-factor authentication value while a decryptor is coupled to receive an authentication challenge posed to the hardware device and encrypted with the public key and coupled to output a response to the authentication challenge decrypted with the private key.

  18. Effects of Increased Upward Flux of Saline Water Caused by CO2 Storage or Other Factors

    SciTech Connect (OSTI)

Murdoch, Lawrence; Xie, Shuang; Falta, Ronald W.; Yonkofski, Catherine MR

    2015-08-01

Injection of CO2 in deep saline aquifers is being considered to reduce greenhouse gases in the atmosphere, and this process is expected to increase the pressure in these deep aquifers. One potential consequence of pressurization is an increase in the upward flux of saline water. Saline groundwater occurs naturally at shallow depths in many sedimentary basins, so an upward flux of solutes could degrade the quality of freshwater aquifers and threaten aquatic ecosystems. One problem could occur where saline water flowed upward along preferential paths, like faults or improperly abandoned wells. Diffuse upward flow through the natural stratigraphy could also occur in response to basin pressurization. This process would be slower, but diffuse upward flow could affect larger areas than flow through preferential paths, and this motivated us to evaluate this process. We analyzed idealized 2D and 3D geometries representing the essential details of a shallow, freshwater aquifer underlain by saline ground water in a sedimentary basin. The analysis was conducted in two stages, one that simulated the development of a freshwater aquifer by flushing out saline water, and another that simulated the effect of a pulse-like increase in the upward flux from the basin. The results showed that increasing the upward flux from a basin increased the salt concentration and mass loading of salt to streams, and decrease the depth to the fresh/salt transition. The magnitude of these effects varied widely, however, from a small, slow process that would be challenging to detect, to a large, rapid response that could be an environmental catastrophe. The magnitude of the increased flux, and the initial depth to the fresh/salt transition in groundwater controlled the severity of the response. We identified risk categories for salt concentration, mass loading, and freshwater aquifer thickness, and we used these categories to characterize the severity of the response. This showed that risks would likely be minor if the upward flux was smaller than a few tenths of the magnitude of recharge, according to the 2D analyses. The 3D analyses also show that upward flux could occur without a significant increase in the risk categories. The major contribution of this work is that it shows how a large increase in diffuse upward flux from a basin could cause significant problems, but a small increase in upward flux may occur without significantly affecting risks to the shallow freshwater flow system. This heightens the importance of understanding interactions between shallow and deep hydrologic systems when characterizing CO2 storage projects.

    Broader source: Energy.gov [DOE]

Urban form has evolved in response to a variety of demographic, social, economic, technological, and policy drivers. While direct authority over land use resides primarily at the local level, the federal government's transportation and housing policies have indirectly influenced the built environment.Local governments are increasingly implementing smart growth policies in attempts to manage growth and land use change, and constrain sprawl, with governments at higher levels supporting initiatives through funding, technical assistance, and incentives. This study examines the energy implications of the built environment, and the role the federal government could play.

  20. Reducing Power Factor Cost

    Broader source: Energy.gov [DOE]

Low power factor is expensive and inefficient. Many utility companies charge an additional fee if your power factor is less than 0.95. Low power factor also reduces your electrical system’s distribution capacity by increasing current flow and causing voltage drops. This fact sheet describes power factor and explains how you can improve your power factor to reduce electric bills and enhance your electrical system’s capacity.

The Electric Power Research Institute (EPRI) studied United States experience with decommissioning cost estimates and the factors that impact the actual cost of decommissioning projects. This study gathered available estimated and actual decommissioning costs from eight nuclear power plants in the United States to understand the major components of decommissioning costs. Major costs categories for decommissioning a nuclear power plant are removal costs, radioactive waste costs, staffing costs, and other costs. The technical factors that impact the costs were analyzed based on the plants' decommissioning experiences. Detailed cost breakdowns by major projects and other cost categories from actual power plant decommissioning experiences will be presented. Such information will be useful in planning future decommissioning and designing new plants. (authors)

    1996-12-31

In multiagent systems, an agent does not usually have complete information about the preferences and decision making processes of other agents. This might prevent the agents from making coordinated choices, purely due to their ignorance of what others want. This paper describes the integration of a learning module into a communication-intensive negotiating agent architecture. The learning module gives the agents the ability to learn about other agents` preferences via past interactions. Over time, the agents can incrementally update their models of other agents` preferences and use them to make better coordinated decisions. Combining both communication and learning, as two complement knowledge acquisition methods, helps to reduce the amount of communication needed on average, and is justified in situations where communication is computationally costly or simply not desirable (e.g. to preserve the individual privacy).

The proton structure corrections to the hyperfine splittings in electronic and muonic hydrogen are evaluated using the Breit potential with electromagnetic form factors. In contrast to other methods, the Breit equation with q{sup 2} dependent form factors is just an extension of the standard Breit equation which gives the hyperfine splitting Hamiltonian. Precise QED corrections are comparable to the structure corrections which therefore need to be evaluated ab initio.

    1959-07-01

The separation of uranium from other elements, such as ruthenium, zirconium, niobium, cerium, and other rare earth metals is described. According to the invention, this is accomplished by adding hydrazine to an acid aqueous solution containing salts of uranium, preferably hexavalent uranium, and then treating the mixture with a substantially water immiscible ketone, such as hexone. A reaction takes place between the ketone and the hydrazine whereby a complex, a ketazine, is formed; this complex has a greater power of extraction for uranium than the ketone by itself. When contaminating elements are present, they substantially remain in ihe aqueous solution.

    Halverson, D.C.; Lum, B.Y.; Munir, Z.A.

    1988-07-28

A self-sustaining combustion synthesis process for producing hard, tough, lightweight B/sub 4/C/TiB/sub 2/ composites is described. It is based on the thermodynamic dependence of adiabatic temperature and product composition on the stoichiometry of the B/sub 4/C and TiB/sub 2/ reactants. For lightweight products the composition must be relatively rich in the B/sub 4/C component. B/sub 4/C-rich composites are obtained by varying the initial temperature of the reactants. The product is hard, porous material whose toughness can be enhanced by filling the pores with aluminum or other metal phases using a liquid metal infiltration process. Microorganisms can affect the stability and mobility of the actinides and other radionuclides released from nuclear fuel cycle and from nuclear fuel reprocessing plants. Under appropriate conditions, microorganisms can alter the chemical speciation, solubility and sorption properties and thus could increase or decrease the concentrations of radionuclides in solution in the environment and the bioavailability. Dissolution or immobilization of radionuclides is brought about by direct enzymatic action or indirect non-enzymatic action of microorganisms. Although the physical, chemical, and geochemical processes affecting dissolution, precipitation, and mobilization of radionuclides have been extensively investigated, we have only limited information on the effects of microbial processes and biochemical mechanisms which affect the stability and mobility of radionuclides. The mechanisms of microbial transformations of the major and minor actinides U, Pu, Cm, Am, Np, the fission products and other radionuclides such as Ra, Tc, I, Cs, Sr, under aerobic and anaerobic conditions in the presence of electron donors and acceptors are reviewed.

  3. Cogasification of coal and other domestic fuels

    SciTech Connect (OSTI)

    Green, A.; Mullin, J.; Zanardi, M.; Peres, S.

    1996-12-31

Almost all new additions to electrical generation in the USA are natural gas combined cycle systems (NGCC) systems. This trend reflects the development of high efficiency gas turbines (GT), low capital, operation and maintenance of NGCC systems and optimism as to natural gas resources. With utility deregulation these developments will seriously restrict long term use of coal and other solid fuels unless a los cost integrated gasifier (IG) fed by low cost feedstocks can be coupled with a CC system. This study mainly considers on-site cogasification of coal with other domestic fuels in an indirectly heated gasifier as a long term strategy for lowering the effective costs of IGGT systems. The authors also consider cocombustion of coal with other low cost domestic fuels as a near term strategy for minimizing fuel costs for competitiveness under utility deregulation. These fuel blending approaches both make use of common fast copyrolysis processes. They examine fast copyrolysis from a molecular point of view searching for advantageous feedstock blends. The authors conclude that blending coal with complementary coals, biomass, MSW or natural gas would be useful in near term cocombustion systems and long term integrated cogasification combined cycle or cogeneration systems.

    1998-01-01

Increased competition in bulk power and retail electricity markets is likely to lower electricity prices, but will also result in greater price volatility as the industry moves away from administratively determined, cost-based rates and encourages market-driven prices. Price volatility introduces new risks for generators, consumers, and marketers. Electricity futures and other derivatives can help each of these market participants manage, or hedge, price risks in a competitive electricity market. Futures contracts are legally binding and negotiable contracts that call for the future delivery of a commodity. In most cases, physical delivery does not take place, and the futures contract is closed by buying or selling a futures contract on or near the delivery date. Other electric rate derivatives include options, price swaps, basis swaps, and forward contracts. This report is intended as a primer for public utility commissioners and their staff on futures and other financial instruments used to manage price risks. The report also explores some of the difficult choices facing regulators as they attempt to develop policies in this area.

The authors fully expect that distillation will continue to be the method of choice for many separations, and the method against which other options must be compared. So, in this article, they will put into some perspective just why distillation continues to reign as the king of separations, and what steps are being taken to improve its applicability and performance, as well as basic understanding of the technique.

The capacity factors recently provided by the Energy Information Administration (EIA) indicated this plant performance metric had declined for geothermal power plants since 2008. Though capacity factor is a term commonly used by geothermal stakeholders to express the ability of a plant to produce power, it is a term frequently misunderstood and in some instances incorrectly used. In this paper we discuss how this capacity factor is defined and utilized by the EIA, including discussion on the information that the EIA requests from operations in their 923 and 860 forms that are submitted both monthly and annually by geothermal operators. A discussion is also provided regarding the entities utilizing the information in the EIA reports, and how those entities can misinterpret the data being supplied by the operators. The intent of the paper is to inform the facility operators as the importance of the accuracy of the data that they provide, and the implications of not providing the correct information.

    1994-01-01

A pump having no moving parts which can be used to pump high temperature molten metal or other fluids in a vacuum or low pressure environment, and a method for pumping such fluids. The pump combines elements of a bubble pump with a trap which isolates the vacuum or low pressure region from the gas used to create the bubbles. When used in a vacuum the trap prevents the pumping gas from escaping into the isolated region and thereby reducing the quality of the vacuum. The pump includes a channel in which a pumping gas is forced under pressure into a cavity where bubbles are formed. The cavity is in contact with a reservoir which contains the molten metal or other fluid which is to be pumped. The bubbles rise up into a column (or pump tube) carrying the fluid with them. At the top of the column is located a deflector which causes the bubbles to burst and the drops of pumped fluid to fall into a trap. The fluid accumulates in the trap, eventually forcing its way to an outlet. A roughing pump can be used to withdraw the pumping gas from the top of the column and assist with maintaining the vacuum or low pressure environment.

We obtained long-term coverage of the Crazy Diamond 3 C 454.3, for more than 100 days at energies above 100 MeV. 3 C 273 was the first blazar detected simultaneously by the AGILE gamma-ray imaging detector and by its hard X-ray monitor. S5 0716+714, an intermediate BL Lac object, exhibited a very fast and intense gamma-ray transient event during an optical high-state phase, while MKN 421 and W Comae where detected during an AGILE target of opportunity (ToO) repointing. Thanks to the rapid dissemination of our alerts, we were able to obtain multi-wavelength ToO data from other observatories such as Spitzer, Swift, INTEGRAL, RXTE, Suzaku, MAGIC, VERITAS, as well as optical coverage by means of the WEBT Consortium and REM.

Our research has been aimed at (i) identifying, (ii) determining mode of regulation, and (iii) understanding how different classes of compatible solutes (also termed osmolytes) affect macromolecular stability in response to osmotic and thermal stress. For solutes we have identified (e.g., di-inositol-1,1’-phosphate (DIP)), we used NMR to elucidate biosynthetic pathways and then cloned suspected enzymes in the pathway to explore how they are regulated. Compatible solutes are thought to protect proteins from thermal and osmotic stresses by being excluded from the surface, allowing critical water molecules to interact with the protein. This implies there are no specific binding interactions between osmolytes and proteins. However, we and others have often observed very specific solute effects for proteins that suggest a more direct interaction between solute and protein is likely can occur. Measuring such a weak interaction is extremely difficult. We have developed a solution NMR method, high-resolution field cycling relaxometry, that can measure spin-lattice relaxation rates as a function of magnetic field from 11.7 (the field of a 500 MHz spectrometer) to 0.003 T. The methodology is ideal for nuclei in small molecules with moderately long relaxation times at high fields – phosphate groups (31P), enriched carbonyls (13C), or methyl groups (1H). The protein of interest is spin-labeled to introduce a large dipole on it that will dominate the relaxation of nuclei on any small molecules that bind transiently. The key is to measure relaxation below 1-2 T (and extract nuclei-spin label distances in the bound complex) where the small molecule relaxation will be dominated by dipolar mechanisms with a correlation time indicative of the large protein complex. Our explorations of an inositol monophosphatase (the last step in DIP generation) localized four discrete binding sides for the thermoprotectant α-glutamate. This is a novel approach, and while the work did not fully

New human-system interface technologies provide opportunities for improving operator and plant performance. However, if these technologies are not properly implemented, they may introduce new challenges to performance and safety. This paper reports the results from a survey of human factors considerations that arise in the implementation of advanced human-system interface technologies in process control and other complex systems. General trends were identified for several areas based on a review of technical literature and a combination of interviews and site visits with process control organizations. Human factors considerations are discussed for two of these areas, automation and controls.

The combined effect of increased energy costs, advances in digital metering techniques, and regulatory pressures is stimulating utility interest in charging smaller customers the full cost of their burden on the electric system, by metering reactive power and billing for poor power factor. Oklahoma Gas and Electric Co. adopted the Q-meter method, made practical with the advent of magnetic-tape metering. Digital metering and new techniques now being developed will add more options for utilities interested in metering power factor. There are three commonly used methods of determining power factor, all of which require the use of the standard induction watthour meter, plus at least one other meter, to obtain a second value in the power triangle. In all cases, the third value, if required, is obtained by calculation.

Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

  8. Derivation of dose conversion factors for tritium

    SciTech Connect (OSTI)

    Killough, G. G.

    1982-03-01

For a given intake mode (ingestion, inhalation, absorption through the skin), a dose conversion factor (DCF) is the committed dose equivalent to a specified organ of an individual per unit intake of a radionuclide. One also may consider the effective dose commitment per unit intake, which is a weighted average of organ-specific DCFs, with weights proportional to risks associated with stochastic radiation-induced fatal health effects, as defined by Publication 26 of the International Commission on Radiological Protection (ICRP). This report derives and tabulates organ-specific dose conversion factors and the effective dose commitment per unit intake of tritium. These factors are based on a steady-state model of hydrogen in the tissues of ICRP's Reference Man (ICRP Publication 23) and equilibrium of specific activities between body water and other tissues. The results differ by 27 to 33% from the estimate on which ICRP Publication 30 recommendations are based. The report also examines a dynamic model of tritium retention in body water, mineral bone, and two compartments representing organically-bound hydrogen. This model is compared with data from human subjects who were observed for extended periods. The manner of combining the dose conversion factors with measured or model-predicted levels of contamination in man's exposure media (air, drinking water, soil moisture) to estimate dose rate to an individual is briefly discussed.

    SciTech Connect (OSTI)

    Isozaki, Hideki; Katsuno, Hirofumi

    1996-12-31

Human beings often estimate others beliefs and intentions when they interact with others. Estimation of others beliefs will be useful also in controlling the behavior and utterances of artificial agents, especially when lines of communication are unstable or slow. But, devising such estimation algorithms and background theories for the algorithms is difficult, because of many factors affecting one`s belief. We have proposed an algorithm that estimates others beliefs from observation in the changing world. Experimental results show that this algorithm returns natural answers to various queries. However, the algorithm is only heuristic, and how the algorithm deals with beliefs and their changes is not entirely clear. We propose certain semantics based on a nonstandard structure for modal logic. By using these semantics, we shed light on a logical meaning of the belief estimation that the algorithm deals with. We also discuss how the semantics and the algorithm can be generalized.

This mechanism includes first means for fixedly supporting the mirror or other arrangement such that the latter is positionable within the plane defined by the given pair of intersecting perpendicular axes. This latter means and the mirror or other such arrangement are supported by second means for limited movement back and forth about either of the intersecting axes. Moreover, this second means supports the first means and the mirror or other arrangement such that the latter is not movable in any other way whereby the point on the mirror or other arrangement coinciding with the intersection of the given axes does not move or float, thereby making the ability to adjust the mirror or other such arrangement more precise and accurate.

  15. Factorization, power corrections, and the pion form factor

This paper is an investigation of the pion form factor utilizing recently developed effective field theory techniques. The primary results reported are both the transition and electromagnetic form factors are corrected at order {lambda}/Q due to time ordered products which account for deviations of the pion from being a state composed purely of highly energetic collinear quarks in the lab frame. The usual higher twist wave function corrections contribute only at order {lambda}{sup 2}/Q{sup 2}, when the quark mass vanishes. In the case of the electromagnetic form factor the {lambda}/Q power correction is enhanced by a power of 1/{alpha}{sub s}(Q) relative to the leading order result of Brodsky and Lepage, if the scale {radical}({lambda}Q) is nonperturbative. This enhanced correction could explain the discrepancy with the data.
