    We explore the dynamics of magnetically controlled outflows from Hot Jupiters, where these flows are driven by UV heating from the central star. In these systems, some of the open field lines do not allow the flow to pass smoothly through the sonic point, so that steady-state solutions do not exist in general. This paper focuses on this type of magnetic field configuration, where the resulting flow becomes manifestly time-dependent. We consider the case of both steady heating and time-variable heating, and find the time scales for the corresponding time variations of the outflow. Because the flow cannot pass through the sonic transition, it remains subsonic and leads to so-called breeze solutions. One manifestation of the time variability is that the flow samples a collection of different breeze solutions over time, and the mass outflow rate varies in quasi-periodic fashion.     The Electric Sales and Revenue is prepared by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. The sales, revenue, and average revenue per kilowatthour data provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1993. Operating revenue includes energy charges, demand charges, consumer service charges, environmental surcharges, fuel adjustments, and other miscellaneous charges. The revenue does not include taxes, such as sales and excise taxes, that are assessed on the consumer and collected through the utility. Average revenue per kilowatthour is defined as the cost per unit of electricity sold and is calculated by dividing retail sales into the associated electric revenue. Because electric rates vary based on energy usage, average revenue per kilowatthour are affected by changes in the volume of sales. The sales of electricity, associated revenue, and average revenue per kilowatthour data provided in this report are presented at the national, Census division, State, and electric utility levels.

  1. WARM BREEZE FROM THE STARBOARD BOW: A NEW POPULATION OF NEUTRAL HELIUM IN THE HELIOSPHERE

    We investigate the signals from neutral helium atoms observed in situ from Earth orbit in 2010 by the Interstellar Boundary Explorer (IBEX). The full helium signal observed during the 2010 observation season can be explained as a superposition of pristine neutral interstellar He gas and an additional population of neutral helium that we call the Warm Breeze. The Warm Breeze is approximately 2 times slower and 2.5 times warmer than the primary interstellar He population, and its density in front of the heliosphere is ?7% that of the neutral interstellar helium. The inflow direction of the Warm Breeze differs by ?19° from the inflow direction of interstellar gas. The Warm Breeze seems to be a long-term, perhaps permanent feature of the heliospheric environment. It has not been detected earlier because it is strongly ionized inside the heliosphere. This effect brings it below the threshold of detection via pickup ion and heliospheric backscatter glow observations, as well as by the direct sampling of GAS/Ulysses. We discuss possible sources for the Warm Breeze, including (1) the secondary population of interstellar helium, created via charge exchange and perhaps elastic scattering of neutral interstellar He atoms on interstellar He{sup +} ions in the outer heliosheath, or (2) a gust of interstellar He originating from a hypothetic wave train in the Local Interstellar Cloud. A secondary population is expected from models, but the characteristics of the Warm Breeze do not fully conform to modeling results. If, nevertheless, this is the explanation, IBEX-Lo observations of the Warm Breeze provide key insights into the physical state of plasma in the outer heliosheath. If the second hypothesis is true, the source is likely to be located within a few thousand AU from the Sun, which is the propagation range of possible gusts of interstellar neutral helium with the Warm Breeze characteristics against dissipation via elastic scattering in the Local Cloud. Whatever the nature of the Warm Breeze, its discovery exposes a critical new feature of our heliospheric environment.

    Executive Summary Renewable Energy Initiatives for Clark County Parks and Recreation Solar Project DOE grant # DE-EE0003180 In accordance with the goals of the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy for promoting solar energy as clean, carbon-free and cost-effective, the County believed that a recreational center was an ideal place to promote solar energy technologies to the public. This project included the construction of solar electricity generation facilities (40kW) at two Clark County facility sites, Desert Breeze Recreational Center and Hollywood Recreational Center, with educational kiosks and Green Boxes for classroom instruction. The major objectives and goals of this Solar Project include demonstration of state of the art technologies for the generation of electricity from solar technology and the creation of an informative and educational tool in regards to the benefits and process of generating alternative energy. Clark County partnered with Anne Johnson (design architect/consultant), Affiliated Engineers Inc. (AEI), Desert Research Institute (DRI), and Morse Electric. The latest photovoltaic technologies were used in the project to help create the greatest expected energy savings for60443 each recreational center. This coupled with the data created from the monitoring system will help Clark County and NREL further understand the real time outputs from the system. The educational portion created with AEI and DRI incorporates material for all ages with a focus on K - 12. The AEI component is an animated story telling the fundamentals of how sunlight is turned into electricity and DRI‘s creation of Solar Green Boxes brings environmental education into the classroom. In addition to the educational component for the public, the energy that is created through the photovoltaic system also translates into saved money and health benefits for the general public. This project has helped Clark County to further add to its own energy reduction goals created by the energy management agenda (Resolution to Encourage Sustainability) and the County’s Eco-initiative. Each site has installed photovoltaic panels on the existing roof structures that exhibit suitable solar exposure. The generation systems utilize solar energy creating electricity used for the facility’s lighting system and other electrical requirements. Unused electricity is sent to the electric utility grid, often at peak demand times. Educational signage, kiosks and information have been included to inform and expand the public’s understanding of solar energy technology. The Solar Green Boxes were created for further hands on classroom education of solar power. In addition, data is sent by a Long Term PV performance monitoring system, complete with data transmission to NREL (National Renewable Energy Laboratory), located in Golden, CO. This system correlates local solar irradiance and weather with power production. The expected outcomes of this Solar Project are as follows: (1) Successful photovoltaic electricity generation technologies to capture solar energy in a useful form of electrical energy. (2) Reduction of greenhouse gas emissions and environmental degradation resulting from reduced energy demand from traditional electricity sources such as fossil fuel fired and nuclear power plants. (3) Advance the research and development of solar electricity generation. (4) The education of the general public in regards to the benefits of environmentally friendly electricity generation and Clark County’s efforts to encourage sustainable living practices. (5) To provide momentum for the nexus for future solar generation facilities in Clark County facilities and buildings and further the County’s energy reduction goals. (6) To ultimately contribute to the reduction of dependence on foreign oil and other unsustainable sources of energy.     This publication contains the 1994 survey results of the ``Annual Fuel Oil and Kerosene Sales Report`` (Form EIA-821). This is the sixth year that the survey data have appeared in a separate publication. Prior to the 1989 report, the statistics appeared in the Petroleum Marketing Annual (PMA)for reference year 1988 and the Petroleum Marketing Monthly (PMM) for reference years 1984 through 1987. The 1994 edition marks the 11th annual presentation of the results of the ongoing ``Annual Fuel Oil and Kerosene Sales Report`` survey. Distillate and residual fuel oil sales continued to move in opposite directions during 1994. Distillate sales rose for the third year in a row, due to a growing economy. Residual fuel oil sales, on the other hand, declined for the sixth year in a row, due to competitive natural gas prices, and a warmer heating season than in 1993. Distillate fuel oil sales increased 4.4 percent while residual fuel oil sales declined 1.6 percent. Kerosene sales decreased 1.4 percent in 1994.

    The Commercial Buildings Energy Consumption Survey (CBECS) collects basic statistical information on energy consumption and energy-related characteristics of commercial buildings in the US. The first CBECS was conducted in 1979 and the most recent was completed in 1995. Over that period, the number of commercial bindings and total amount of floorspace increased, total consumption remained flat, and total energy intensity declined. By 1995, there were 4.6 million commercial buildings and 58.8 billion square feet of floorspace. The buildings consumed a total of 5.3 quadrillion Btu (site energy), with a total intensity of 90.5 thousand Btu per square foot per year. Electricity consumption exceeded natural gas consumption (2.6 quadrillion and 1.9 quadrillion Btu, respectively). In 1995, the two major users of energy were space heating (1.7 quadrillion Btu) and lighting (1.2 quadrillion Btu). Over the period 1979 to 1995, natural gas intensity declined from 71.4 thousand to 51.0 thousand Btu per square foot per year. Electricity intensity did not show a similar decline (44.2 thousand Btu per square foot in 1979 and 45.7 thousand Btu per square foot in 1995). Two types of commercial buildings, office buildings and mercantile and service buildings, were the largest consumers of energy in 1995 (2.0 quadrillion Btu, 38% of total consumption). Three building types, health care, food service, and food sales, had significantly higher energy intensities. Buildings constructed since 1970 accounted for half of total consumption and a majority (59%) of total electricity consumption.

It gives statistics covering the time period 1970--1989, and also provides observations based on statistics covering the 1983--1989 time period. The electricity use report is the only information source that provides data obtained from each utility in the region based on the amount of electricity they sell to consumers annually. Data is provided on each retail customer sector: residential, commercial, industrial, direct-service industrial, and irrigation. The data specifically supports forecasting activities, rate development, conservation and market assessments, and conservation and market program development and delivery.   19. Far East LPG sales will grow faster than in West

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

  20. Estimates of U.S. Commercial Building Electricity Intensity Trends: Issues Related to End-Use and Supply Surveys

    This report examines measurement issues related to the amount of electricity used by the commercial sector in the U.S. and the implications for historical trends of commercial building electricity intensity (kWh/sq. ft. of floor space). The report compares two (Energy Information Administration) sources of data related to commercial buildings: the Commercial Building Energy Consumption Survey (CBECS) and the reporting by utilities of sales to commercial customers (survey Form-861). Over past two decades these sources suggest significantly different trend rates of growth of electricity intensity, with the supply (utility)-based estimate growing much faster than that based only upon the CBECS. The report undertakes various data adjustments in an attempt to rationalize the differences between these two sources. These adjustments deal with: 1) periodic reclassifications of industrial vs. commercial electricity usage at the state level and 2) the amount of electricity used by non-enclosed equipment (non-building use) that is classified as commercial electricity sales. In part, after applying these adjustments, there is a good correspondence between the two sources over the the past four CBECS (beginning with 1992). However, as yet, there is no satisfactory explanation of the differences between the two sources for longer periods that include the 1980s.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    A power broker to handle QF sales - this is the unique approach taken by the Vermont Public Service Board to implement the Federal PURPA rules. In 1983, the Vermont Public Service Board used its rule making power to create a central purchasing agent which would buy power from QFs and redistribute it to the state's retail electric companies. This function is performed by Vermont Power Exchange, Inc., which is a private company which operates the system under contract with the Board. The result of this approach is the pooling of power from QFs for distribution to the state's retail electric utilities.

    The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems – including some considered too costly or technologically challenging – and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the container that confines the fuel assemblies could provide an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. This analysis, however, does not take credit for the additional barrier and establishes only the total release fractions for bare unconfined intact commercial SNF assemblies, which may be conservatively applied to confined intact commercial I SNF assemblies.

    Naval Petroleum Reserve No. 1 (NPR-1, also called {open_quotes}Elk Hills{close_quotes}), a Federally-owned oil and gas production field in Kern County, California, was created by an Executive Order issued by President Taft on September 2, 1912. He signed another Executive Order on December 13, 1912, to establish Naval Petroleum Reserve No. 2 (NPR-2), located immediately south of NPR-1 and containing portions of the town of Taft, California. NPR-1 was not developed until the 1973-74 oil embargo demonstrated the nation`s vulnerability to oil supply interruptions. Following the embargo, Congress passed the Naval Petroleum Reserves Production Act of 1976 which directed that the reserve be explored and developed to its fall economic potential at the {open_quotes}maximum efficient rate{close_quotes} (MER) of production. Since Elk Hills began full production in 1976, it has functioned as a commercial operation, with total revenues to the Federal government through FY 1996 of $16.4 billion, compared to total exploration, development and production costs of $3.1 billion. In February 1996, Title 34 of the National Defense Authorization Act for Fiscal Year 1996 (P.L. 104-106), referred to as the Elk Hills Sales Statute, directed the Secretary of Energy to sell NPR-1 by February 10, 1998.The Secretary was also directed to study options for enhancing the value of the other Naval Petroleum and Oil Shale Reserve properties such as NPR-2, located adjacent to NPR-1 in Kern County- Naval Petroleum Reserve No. 3 (NPR-3) located in Natrona County, Wyoming; Naval Oil Shale Reserves No. 1 and No. 3 (NOSR-1 and NOSR-3) located in Garfield County, Colorado; and Naval Oil Shale Reserve No. 2 (NOSR-2) located in Uintah and Carbon Counties, Utah. The purpose of these actions was to remove the Federal government from the inherently non-Federal function of operating commercial oil fields while making sure that the public would obtain the maximum value from the reserves.

    Production of tritium for weapons and fusion R and D programs and successful development of Inertial Confinement Fusion (ICF) technologies are important national goals. A conceptual design for an ICF facility to meet these goals is presented. FIRST STEP (Fusion, Inertial, Reduced-Requirements Systems Test for Special Nuclear Material, Tritium, and Energy Production) is a concept for a plant to produce SNM, tritium, and energy while serving as a test bed for ICF technology development. A credible conceptual design for an ICF SNM and tritium production facility that competes favorably with fission technology on the bases of cost, production quality, and safety was sought. FIRST STEP is also designed to be an engineering test facility that integrates systems required for an ICF power plant and that is intermediate in scale between proof-of-principle experiment and commercial power plant. FIRST STEP driver and pellet performance requirements are moderate and represent reasonable intermediate goals in an R and D plan for ICF commercialization. Repetition rate requirements for FIRST STEP are similar to those of commercial size plants and FIRST STEP can be used to integrate systems under realistic ICF conditions.

    The Elk Hills Naval Petroleum Reserve is located near Bakersfield, California and ranks seventh among domestic producing oil fields. In Feb. 1986 the Department of Energy awarded contracts to 16 companies for the sale of about 82,000 barrels per day of NPR crude oil between April and September 1986. These companies bid a record high average discount of $4.49 from DOE's base price. The discounts ranged from $0.87 to $6.98 per barrel. These contracts resulted in DOE selling Elk Hills oil as low as $3.91 per barrel. Energy stated that the process for selling from NPR had gotten out of step with today's marketplace. Doe subsequently revised its sales procedures which requires bidders to submit a specific price for the oil rather than a discount to a base price. DOE also initiated other efforts designed to avoid future NPR oil sales at less than fair market value.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    Relatively little research exists estimating the marginal impacts of photovoltaic (PV) energy systems on home sale prices. Using a large dataset of California homes that sold from 2000 through mid-2009, we find strong evidence, despite a variety of robustness checks, that existing homes with PV systems sold for a premium over comparable homes without PV systems, implying a near full return on investment. Premiums for new homes are found to be considerably lower than those for existing homes, implying, potentially, a tradeoff between price and sales velocity. The results have significant implications for homeowners, builders, appraisers, lenders, and policymakers.

    With increasing numbers of communities considering wind power developments, empirical investigations regarding related community concerns are needed. One such concern is that proximate property values may be adversely affected, yet relatively little research exists on the subject. The present research investigates roughly 7,500 sales of single-family homes surrounding 24 existing U.S. wind facilities. Across four different hedonic models, and a variety of robustness tests, the results are consistent: neither the view of the wind facilities nor the distance of the home to those facilities is found to have a statistically significant effect on sales prices, yet further research is warranted.

    The success of hydrogen vehicles will depend on consumer behavior as well as technology, energy prices and public policy. This study examines the sensitivity of the future market shares of hydrogen-powered vehicles to alternative assumptions about consumers preferences. The Market Acceptance of Advanced Automotive Technologies model was used to project future market shares. The model has 1,458 market segments, differentiated by travel behavior, geography, and tolerance to risk, among other factors, and it estimates market shares for twenty advanced power-train technologies. The market potential of hydrogen vehicles is most sensitive to the improvement of drive train technology, especially cost reduction. The long-run market success of hydrogen vehicles is less sensitive to the price elasticity of vehicle choice, how consumers evaluate future fuel costs, the importance of fuel availability and limited driving range. The importance of these factors will likely be greater in the early years following initial commercialization of hydrogen vehicles.

    Over the course of 5 years, NREL worked with commercial building owners and their design teams in the DOE Commercial Building Partnerships (CBP) to cut energy consumption by 50% in new construction (versus code) and by 30% in existing building pilot projects (versus code or pre-retrofit operational energy use depending on the preference of the Partner) using strategies that could be replicated across their building portfolios. A number of different building types were addressed, including supermarket, retail merchandise, combination big box (general merchandise and food sales), high rise office space, and warehouse. The projects began in pre-design and included a year of measurement data to evaluate performance against design expectations. Focused attention was required throughout the entire process to achieve a design with the potential to hit the energy performance target and to operate the resulting building to reach this potential. This paper will report quantitative results and cover both the technical and the human sides of CBP, including the elements that were required to succeed and where stumbling blocks were encountered. It will also address the impact of energy performance goals and intensive energy modeling on the design process innovations and best practices.

  7. Statistical recoupling: A new way to break the link between electric-utility sales and revenues

    In 1991, US electric utilities spent almost $1.8 billion on demand-side management (DSM) programs. These programs cut peak demands 5% and reduced electricity sales 1% that year. Utility projections suggest that these reductions will increase to 9% and 3%, respectively, by the year 2001. However, utility DSM efforts vary enormously across the country, concentrated in a few states along the east and west coasts and the upper midwest. To some extent, this concentration is a function of regulatory reforms that remove disincentives to utility shareholders for investments in DSM programs. A key component of these reforms is recovery of the net lost revenues caused by utility DSM programs. These lost revenues occur between rate cases when a utility encourages its customers to improve energy efficiency and cut demand. The reduction in sales means that the utility has less revenue to cover its fixed costs. This report describes a new method, statistical recoupling (SR), that addresses this net-lost-revenue problem. Like other decoupling approaches, SR breaks the link between electric-utility revenues and sales. Unlike other approaches, SR minimizes changes from traditional regulation. In particular, the risks of revenue swings associated with year-to-year changes in weather and the economy remain with the utility under SR. Statistical recoupling uses statistical models, based on historical data, that explain retail electricity sales as functions of the number of utility customers, winter and summer weather, the condition of the local economy, electricity price, and perhaps a few other key variables. These models, along with the actual values of the explanatory variables, are then used to estimate ``allowed`` electricity sales and revenues in future years.

  8. An Analysis of the Effects of Residential Photovoltaic Energy Systems on Home Sales Prices in California

    An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that estimates the marginal impacts of those PV systems on home sale prices. A clearer understanding of these possible impacts might influence the decisions of homeowners considering the installation of a PV system, homebuyers considering the purchase of a home with PV already installed, and new home builders considering including PV as an optional or standard product on their homes. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. It finds strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, on average, from roughly $4 to $5.5/watt across a large number of hedonic and repeat sales model specifications and robustness tests. When expressed as a ratio of the sales price premium of PV to estimated annual energy cost savings associated with PV, an average ratio of 14:1 to 19:1 can be calculated; these results are consistent with those of the more-extensive existing literature on the impact of energy efficiency on sales prices. When the data are split among new and existing homes, however, PV system premiums are markedly affected. New homes with PV show premiums of $2.3-2.6/watt, while existing homes with PV show premiums of more than $6/watt. Reasons for this discrepancy are suggested, yet further research is warranted. A number of other areas where future research would be useful are also highlighted.

    A major objective of the U.S. Department of Energy is to have a zero energy commercial building by the year 2025. Windows have a major influence on the energy performance of the building envelope as they control over 55% of building energy load, and represent one important area where technologies can be developed to save energy. Aluminum framing systems are used in over 80% of commercial fenestration products (i.e. windows, curtain walls, store fronts, etc.). Aluminum framing systems are often required in commercial buildings because of their inherent good structural properties and long service life, which is required from commercial and architectural frames. At the same time, they are lightweight and durable, requiring very little maintenance, and offer design flexibility. An additional benefit of aluminum framing systems is their relatively low cost and easy manufacturability. Aluminum, being an easily recyclable material, also offers sustainable features. However, from energy efficiency point of view, aluminum frames have lower thermal performance due to the very high thermal conductivity of aluminum. Fenestration systems constructed of aluminum alloys therefore have lower performance in terms of being effective barrier to energy transfer (heat loss or gain). Despite the lower energy performance, aluminum is the choice material for commercial framing systems and dominates the commercial/architectural fenestration market because of the reasons mentioned above. In addition, there is no other cost effective and energy efficient replacement material available to take place of aluminum in the commercial/architectural market. Hence it is imperative to improve the performance of aluminum framing system to improve the energy performance of commercial fenestration system and in turn reduce the energy consumption of commercial building and achieve zero energy building by 2025. The objective of this project was to develop high performance, energy efficient commercial fenestration framing systems, by investigating new technologies that would improve the thermal performance of aluminum frames, while maintaining their structural and life-cycle performance. The project targeted an improvement of over 30% (whole window performance) over conventional commercial framing technology by improving the performance of commercial framing systems.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

  1. THE CO2 ABATEMENT POTENTIAL OF CALIFORNIA'S MID-SIZED COMMERCIAL BUILDINGS

    The Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) is working with the California Energy Commission (CEC) todetermine the potential role of commercial sector distributed generation (DG) with combined heat and power (CHP) capability deployment in greenhouse gas emissions (GHG) reductions. CHP applications at large industrial sites are well known, and a large share of their potential has already been harvested. In contrast, relatively little attention has been paid to the potential of medium-sized commercial buildings, i.e. ones with peak electric loads ranging from 100 kW to 5 MW. We examine how this sector might implement DG with CHP in cost minimizing microgrids that are able to adopt and operate various energy technologies, such as solar photovoltaics (PV), on-site thermal generation, heat exchangers, solar thermal collectors, absorption chillers, and storage systems. We apply a mixed-integer linear program (MILP) that minimizes a site?s annual energy costs as its objective. Using 138 representative mid-sized commercial sites in California (CA), existing tariffs of three major electricity distribution ultilities, and performance data of available technology in 2020, we find the GHG reduction potential for this CA commercial sector segment, which represents about 35percent of total statewide commercial sector sales. Under the assumptions made, in a reference case, this segment is estimated to be capable of economically installing 1.4 GW of CHP, 35percent of the California Air Resources Board (CARB) statewide 4 GW goal for total incremental CHP deployment by 2020. However, because CARB?s assumed utilization is far higher than is found by the MILP, the adopted CHP only contributes 19percent of the CO2 target. Several sensitivity runs were completed. One applies a simple feed-in tariff similar to net metering, and another includes a generous self-generation incentive program (SGIP) subsidy for fuel cells. The feed-in tariff proves ineffective at stimulating CHP deployment, while the SGIP buy down is more powerful. The attractiveness of CHP varies widely by climate zone and service territory, but in general, hotter inlandareas and San Diego are the more attractive regions because high cooling loads achieve higher equipment utilization. Additionally, large office buildings are surprisingly good hosts for CHP, so large office buildings in San Diego and hotter urban centers emerge as promising target hosts. Overall the effect on CO2 emissions is limited, never exceeding 27 percent of the CARB target. Nonetheless, results suggest that the CO2 emissions abatement potential of CHP in mid-sized CA buildings is significant, and much more promising than is typically assumed.

    Tecnogrid Group, New York, has signed a joint venture with the Russian Navy for commercial development of a wide range of sea dn land based assets owned by the former Soviet Navy.     Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

Specific energy consuming technologies addressed include non-HVAC and lighting technologies in commercial buildings with significant energy use to warrant detailed analyses. The end-uses include office equipment, refrigeration, water heating, cooking, vending machines, water coolers, laundry equipment and electronics other than office equipment. The building types include offices, retail, restaurants, schools, hospitals, hotels/motels, grocery stores, and warehouses.

While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes. Water management planning and leak detection are also included as they are essential to a successful water management program.

    F2 Associates Inc. (F2) is a small, high-technology firm focused on developing and commercializing environmentally friendly laser ablation systems for industrial-rate removal of surface coatings from metals, concrete, and delicate substrates such as composites. F2 has a contract with the US Department of Energy Federal Energy Technology Center (FETC) to develop and test a laser-based technology for removing contaminated paint and other contaminants from concrete and metal surfaces. Task 4.1 in Phase 2 of the Statement of Work for this DOE contract requires that F2 ``document its plans for commercializing and marketing the stationary laser ablation system. This document shall include a discussion of prospects for commercial customers and partners and may require periodic update to reflect changing strategy. This document shall be submitted to the DOE for review.`` This report is being prepared and submitted in fulfillment of that requirement. This report describes the laser-based technology for cleaning and coatings removal, the types of laser-based systems that have been developed by F2 based on this technology, and the various markets that are emerging for this technology. F2`s commercialization and marketing plans are described, including how F2`s organization is structured to meet the needs of technology commercialization, F2`s strategy and marketing approach, and the necessary steps to receive certification for removing paint from aircraft and DOE certification for D and D applications.
