    The next-to-next-to-leading order spin1-spin2 potential for an inspiralling binary, that is essential for accuracy to fourth post-Newtonian order, if both components in the binary are spinning rapidly, has been recently derived independently via the ADM Hamiltonian and the Effective Field Theory approaches, using different gauges and variables. Here we show the complete physical equivalence of the two results, thereby we first prove the equivalence of the ADM Hamiltonian and the Effective Field Theory approaches at next-to-next-to-leading order with the inclusion of spins. The main difficulty in the spinning sectors, which also prescribes the manner in which the comparison of the two results is tackled here, is the existence of redundant unphysical spin degrees of freedom, associated with the spin gauge choice of a point within the extended spinning object for its representative worldline. After gauge fixing and eliminating the unphysical degrees of freedom of the spin and its conjugate at the level of the action, we arrive at curved spacetime generalizations of the Newton-Wigner variables in closed form, which can also be used to obtain further Hamiltonians, based on an Effective Field Theory formulation and computation. Finally, we make use of our validated result to provide gauge invariant relations among the binding energy, angular momentum, and orbital frequency of an inspiralling binary with generic compact spinning components to fourth post-Newtonian order, including all known sectors up to date.

    Researchers at the National Renewable Energy Laboratory (NREL) invented a breakthrough technology that improves air conditioning in a novel way—with heat. NREL combined desiccant materials, which remove moisture from the air using heat, and advanced evaporative technologies to develop a cooling unit that uses 90% less electricity and up to 80% less total energy than traditional air conditioning (AC). This solution, called the desiccant enhanced evaporative air conditioner (DEVAP), also controls humidity more effectively to improve the comfort of people in buildings.

    With a purpose of constructing a robust evolution system against numerical instability for integrating the Einstein equations, we propose a new formulation by adjusting the ADM evolution equations with constraints. We apply an adjusting method proposed by Fiske (2004) which uses the norm of the constraints, C{sup 2}. One of the advantages of this method is that the effective signature of adjusted terms (Lagrange multipliers) for constraint-damping evolution is predetermined. We demonstrate this fact by showing the eigenvalues of constraint propagation equations. We also perform numerical tests of this adjusted evolution system using polarized Gowdy-wave propagation, which show robust evolutions against the violation of the constraints than that of the standard ADM formulation.

    NREL scientists have demonstrated a way to produce ethylene through photosynthesis, a breakthrough that could lead to more environmentally friendly ways to produce a variety of materials, chemicals, and transportation fuels. The scientists introduced a gene into a cyanobacterium and demonstrated that the organism remains stable through at least four generations, producing ethylene gas that can be easily captured. In the laboratory, the organism, Synechocystis sp. PCC 6803, produced 720 milligrams of ethylene per liter each day.

    Experiments with moderately and strongly sorbing radionuclides (i.e., U, Cs, Am) have shown that sorption between experimental solutions and traditional column materials must be accounted for to accurately determine stationary phase or porous media sorption properties (i.e., sorption site density, sorption site reaction rate coefficients, and partition coefficients or Kd values). This report details the materials and construction of mini-columns for use in breakthrough columns to allow for accurate measurement and modeling of sorption parameters. Material selection, construction techniques, wet packing of columns, tubing connections, and lessons learned are addressed.

    Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

    This paper documents Fluor Hanford's use of Leading Indicators, management leadership, and statistical methodology in order to improve safe performance of work. By applying these methods, Fluor Hanford achieved a significant reduction in injury rates in 2003 and 2004, and the improvement continues today. The integration of data, leadership, and teamwork pays off with improved safety performance and credibility with the customer. The use of Statistical Process Control, Pareto Charts, and Systems Thinking and their effect on management decisions and employee involvement are discussed. Included are practical examples of choosing leading indicators. A statistically based color coded dashboard presentation system methodology is provided. These tools, management theories and methods, coupled with involved leadership and employee efforts, directly led to significant improvements in worker safety and health, and environmental protection and restoration at one of the nation's largest nuclear cleanup sites.

    In the process of drug development it is of high importance to test the safety of new drugs with predictive value for human toxicity. A promising approach of toxicity testing is based on shifts in gene expression profiling of the liver. Toxicity screening based on animal liver cells cannot be directly extrapolated to humans due to species differences. The aim of this study was to evaluate precision-cut human liver slices as in vitro method for the prediction of human specific toxicity by toxicogenomics. The liver slices contain all cell types of the liver in their natural architecture. This is important since drug-induced toxicity often is a multi-cellular process. Previously we showed that toxicogenomic analysis of rat liver slices is highly predictive for rat in vivo toxicity. In this study we investigated the levels of gene expression during incubation up to 24 h with Affymetrix microarray technology. The analysis was focused on a broad spectrum of genes related to stress and toxicity, and on genes encoding for phase-I, -II and -III metabolizing enzymes and transporters. Observed changes in gene expression were associated with cytoskeleton remodeling, extracellular matrix and cell adhesion, but for the ADME-Tox related genes only minor changes were observed. PCA analysis showed that changes in gene expression were not associated with age, sex or source of the human livers. Slices treated with acetaminophen showed patterns of gene expression related to its toxicity. These results indicate that precision-cut human liver slices are relatively stable during 24 h of incubation and represent a valuable model for human in vitro hepatotoxicity testing despite the human inter-individual variability.

A recent experiment used the X-rays to create and probe a 2-million-degree piece of matter in a controlled way for the first time-a significant leap toward understanding the extreme conditions found in the hearts of stars and giant planets, and a finding which could further guide research into nuclear fusion, the mechanism that powers the sun. Upcoming experiments will investigate the fundamental, atomic-scale processes behind such phenomena as superconductivity and magnetism, as well as peering into the molecular workings of photosynthesis in plants.

    The authors investigated the late-time (asymptotic) behavior of tracer test breakthrough curves (BTCs) with rate-limited mass transfer (e.g., in dual or multi-porosity systems) and found that the late-time concentration, c, is given by the simple expression: c = t{sub ad} (c{sub 0}g {minus} m{sub 0}{partial_derivative}g/{partial_derivative}t), for t >> t{sub ad} and t{sub a} >> t{sub ad} where t{sub ad} is the advection time, c{sub 0} is the initial concentration in the medium, m{sub 0} is the 0th moment of the injection pulse; and t{sub a} is the mean residence time in the immobile domain (i.e., the characteristic mass transfer time). The function g is proportional to the residence time distribution in the immobile domain, the authors tabulate g for many geometries, including several distributed (multirate) models of mass transfer. Using this expression they examine the behavior of late-time concentration for a number of mass transfer models. One key results is that if rate-limited mass transfer causes the BTC to behave as a power-law at late-time (i.e., c {approximately} t{sup {minus}k}), then the underlying density function of rate coefficients must also be a power-law with the form a{sup k{minus}}, as a {r_arrow}0. This is true for both density functions of first-order and diffusion rate coefficients. BTCs with k < 3 persisting to the end of the experiment indicate a mean residence time longer than the experiment and possibly infinite, and also suggest an effective rate coefficient that is either undefined or changes as a function of observation time. They apply their analysis to breakthrough curves from Single-Well Injection-Withdrawal tests at the Waste Isolation Pilot Plant, New Mexico.

  12. The story of the Tevatron accelerators: Accelerator science and technology breakthroughs, achievements and lessons

    For almost a quarter of a century, the Tevatron proton-antiproton collider was the centerpiece of the world's high energy physics program - since it began operation in December of 1985, until it was overtaken by LHC in 2011. The aim of this unique scientific instrument was to explore the elementary particle physics reactions with center of mass collision energies of up to 1.96 TeV. The initial design luminosity of the Tevatron was 10{sup 30} cm{sup -2} s{sup -1}, however as a result of two decades of upgrades, the accelerator has been able to deliver 430 times higher luminosities to each of two high luminosity experiments, CDF and D0. The Tevatron has been shut off since September 30, 2011. The collider was arguably one of the most complex research instruments ever to reach the operation stage and is widely recognized for many technological breakthroughs and numerous physics discoveries. In this paper, we briefly present the history of the Tevatron, major advances in accelerator physics, technology implemented during the long quest for better and better performance, and the lessons learned from our experience.

    The isospin violating dark matter (IVDM) scenario offers an interesting possibility to reconcile conflicting results among direct dark matter search experiments for a mass range around 10 GeV. We consider two simple renormalizable IVDM models with a complex scalar dark matter and a Dirac fermion dark matter, respectively, whose stability is ensured by the conservation of “dark matter number.” Although both models successfully work as the IVDM scenario with destructive interference between effective couplings to proton and neutron, the dark matter annihilation cross section is found to exceed the cosmological/astrophysical upper bounds. Then, we propose a simple scenario to reconcile the IVDM scenario with the cosmological/astrophysical bounds, namely, the IVDM being asymmetric. We also discuss collider experimental constraints on the models and an implication to Higgs boson physics.

    This is the final report for DE-FC26-07NT43091 Ionic Liquids: Breakthrough Absorption Technology for Post-Combustion CO{sub 2} Capture. A detailed summary is provided of the ionic liquid (IL) discovery process, synthesis and testing results, process / systems modeling, lab-scale operational testing, corrosion testing and commercialization possibilities. The work resulted in the discovery of a new class of ionic liquids (ILs) that efficiently react with CO{sub 2} in a 1:1 stoichiometry with no water present and no increase in viscosity. The enthalpy of reaction was tuned to optimize process economics. The IL was found to have excellent corrosion behavior with and without CO{sub 2} present. In lab-scale tests, the IL was able to effectively remove CO{sub 2} from a simulated flue gas stream, although mass transfer was slower than with aqueous monoethanolamine (MEA) due to higher viscosities. The non-volatile nature of the solvent and its high thermal stability, however, make it an intriguing option. An independent systems analysis indicates that the economics of using the best IL discovered to date (NDIL0157), are at least comparable to and potentially slightly better than - the Fluor Econamine FG PlusTM process (DOE Case 12). Further work should be directed at improving mass transfer / lowering viscosity and developing commercial synthesis routes to make these ILs at scale in an inexpensive manner. Demonstration of the process at larger scales is also warranted, as is the exploration of other process configurations that leverage the anhydrous nature of the solvent and its extremely low volatility.

    When characterizing subsurface properties is crucial for reliable and cost-effective groundwater supply management and contaminant remediation. With recent advances in sensor technology, large volumes of hydro-geophysical and geochemical data can be obtained to achieve high-resolution images of subsurface properties. However, characterization with such a large amount of information requires prohibitive computational costs associated with “big data” processing and numerous large-scale numerical simulations. To tackle such difficulties, the Principal Component Geostatistical Approach (PCGA) has been proposed as a “Jacobian-free” inversion method that requires much smaller forward simulation runs for each iteration than the number of unknown parameters and measurements needed inmore » the traditional inversion methods. PCGA can be conveniently linked to any multi-physics simulation software with independent parallel executions. In our paper, we extend PCGA to handle a large number of measurements (e.g. 106 or more) by constructing a fast preconditioner whose computational cost scales linearly with the data size. For illustration, we characterize the heterogeneous hydraulic conductivity (K) distribution in a laboratory-scale 3-D sand box using about 6 million transient tracer concentration measurements obtained using magnetic resonance imaging. Since each individual observation has little information on the K distribution, the data was compressed by the zero-th temporal moment of breakthrough curves, which is equivalent to the mean travel time under the experimental setting. Moreover, only about 2,000 forward simulations in total were required to obtain the best estimate with corresponding estimation uncertainty, and the estimated K field captured key patterns of the original packing design, showing the efficiency and effectiveness of the proposed method.     A means for breaking an electrical circuit within an electronic tube during the process of manufacture is described. Frequently such circuits must be employed for gettering or vapor coating purposes, however, since an external pair of corector pins having no use after manufacture, is undesirable, this invention permits the use of existing leads to form a temporary circuit during manufacture, and severing it thereafter. One portion of the temporary circuit, made from a springy material such as tungsten, is spot welded to a fusable member. To cut the circuit an external radiant heat source melts the fusable member, allowing the tensed tungsten spring to contract and break the circuit. This inexpensive arrangement is particularly useful when the tube has a great many external leads crowded into the tube base.

    The blood lead levels of 249 infants were measured semi-annually from birth to two years of age; the home paint was sampled and any recent home refinishing activity recorded. Mean blood lead from birth to age 2 years did not vary systematically with age but did correlate significantly with the amount of lead in the indoor paint. Refinishing activity in homes with high lead paint was associated with elevations of blood lead averaging 69 per cent.

    In 1977, The US consumer product safety commission banned the use of lead-based paint (LBP) in all industries, except the maritime industry which still has certain privileged uses. Unfortunately for property and building owners, the ban did not come soon enough. In response to this heightened awareness, several environmental market sectors addressing the issues have emerged. These include: residential; soil; commercial; water; and structures. The first and most important step in addressing the concerns posed by the existence of lead based contamination is to quantify the amount of lead-based product, to determine the location of the lead based product and the extent, if any, of lead based contamination, and to make recommendations for the remediation or abatement of the lead product and resultant contamination. In narrowing the focus of these issues, this paper discusses lead-based paint assessment; preparing and organizing the assessment, the regulatory considerations, assessment methodology, and presentation of results.

The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner.     GRIDS Project: General Atomics is developing a flow battery technology based on chemistry similar to that used in the traditional lead-acid battery found in nearly every car on the road today. Flow batteries store energy in chemicals that are held in tanks outside the battery. When the energy is needed, the chemicals are pumped through the battery. Using the same basic chemistry as a traditional battery but storing its energy outside of the cell allows for the use of very low cost materials. The goal is to develop a system that is far more durable than today’s lead-acid batteries, can be scaled to deliver megawatts of power, and which lowers the cost of energy storage below $100 per kilowatt hour.

    Drug therapy is the mainstay of antimalarial therapy, yet current drugs are threatened by the development of resistance. In an effort to identify new potential antimalarials, we have undertaken a lead optimization program around our previously identified triazolopyrimidine-based series of Plasmodium falciparum dihydroorotate dehydrogenase (PfDHODH) inhibitors. The X-ray structure of PfDHODH was used to inform the medicinal chemistry program allowing the identification of a potent and selective inhibitor (DSM265) that acts through DHODH inhibition to kill both sensitive and drug resistant strains of the parasite. This compound has similar potency to chloroquine in the humanized SCID mouse P. falciparum model, can be synthesized by a simple route, and rodent pharmacokinetic studies demonstrated it has excellent oral bioavailability, a long half-life and low clearance. These studies have identified the first candidate in the triazolopyrimidine series to meet previously established progression criteria for efficacy and ADME properties, justifying further development of this compound toward clinical candidate status.

    An analysis of the rate and extent of lead leaching from a lead-based paint was completed. At low-solution pH, dissolution was rapid and approached 80% of the total lead. Residual lead can be estimated based on the predicted solubility of lead carbonate and basic lead carbonate. Release of lead from the paint was slower than that from pure basic lead carbonate due to inhibition by the paint matrix. Although the dissolved concentration of lead in solution at neutral/high pH was low, the paint binder was apparently destroyed at these pH values, releasing colloidal lead pigment particles. The presence of ethylenediaminetetraacetic acid (EDTA) and nitrilotriacetic acid (NTA) enhanced both the rate and degree of lead dissolution, while benzoic acid had a minimal effect.

    The report presents the results of testing MICE spectrometer magnet current leads on a test apparatus that combines both the copper leads and the high temperature superconducting (HTS) leads with a single Cryomech PT415 cooler and liquid helium tank. The current is carried through the copper leads from 300 K to the top of the HTS leads. The current is then carried through the HTS leads to a feed-through from the vacuum space to the inside of a liquid helium tank. The experiment allows one to measure the performance of both cooler stages along with the performance of the leads. While the leads were powered we measured the voltage drops through the copper leads, through the HTS leads, through spliced to the feed-through, through the feed-through and through the low-temperature superconducting loop that connects one lead to the other. Measurements were made using the leads that were used in spectrometer magnet 1A and spectrometer magnet 2A. These are the same leads that were used for Superbend and Venus magnets at LBNL. The IL/A for these leads was 5.2 x 10{sup 6} m{sup -1}. The leads turned out to be too long. The same measurements were made using the leads that were installed in magnet 2B. The magnet 2B leads had an IL/A of 3.3 x 10{sup 6} A m{sup -1}. This report discusses the cooler performance and the measured electrical performance of the lead circuit that contains the copper leads and the superconducting leads. All of the HTS leads that were installed in magnet 2B were current tested using this apparatus.

    Use of high-temperature superconductors (HTSs) for current leads to deliver power to devices at liquid helium temperature can reduce refrigeration requirements to values significantly below those achievable with conventional leads. HTS leads are now near commercial realization. Argonne National Laboratory (ANL) has developed a sinter-forge process to fabricate current leads from bismuth-based superconductors. The current-carrying capacity of these leads is five times better than that of HTS leads made by a conventional fabrication process. ANL along with Superconductivity, Inc., has developed a 1500 ampere current lead for an existing superconducting magnetic energy storage (SMES) device. With Babcock & Wilcox Company, Argonne is creating 16-kiloampere leads for use in a 0.5 MWh SMES. In a third project Argonne performed characterization testing of a existing, proprietary conduction-cooled lead being developed by Zer Res Corp.

    The compatibility of PETN with lead azide at elevated temperatures has been investigated. Ramped and isothermal DSC methods were used to obtain energies of activation at temperatures above the melting point of PETN. Mixtures were found to show exothermic activity at lower temperatures than pure PETN. High Pressure Liquid Chromatography was used to follow the decomposition of PETN and PETN/lead azide mixtures at temperatures below the melting point. Reaction below 120/sup 0/C appeared minimal, while at higher temperatures, both PETN and PETN/lead azide mixtures showed degradation. A PETN/lead azide sample exploded at or near the melting point of PETN.

    Within the Nuclear Materials Technology Division of Los Alamos National Laboratory, lead is used as shielding for a variety of operations, including actinide chemistry, weapons production, radiochemistry, and analytical chemistry. In this study, waste minimization issues associated with replacing lead shielding with non-hazardous materials are addressed. These include institutional program available to support this effort, the hazards and accompanying controls grouped with lead shielding, operations that use lead bricks and how this effects the selection of the substitute. Life cycle management issues are also examined. As a final step, an approach to get buy-in from both technical and budget minded employees is presented.

    Renovation, remodeling, demolition, and surface preparation for painting, in addition to specified lead abatement, are all activities that have the potential to produce hazardous wastes if a property was painted with lead-based paint. Lead-based paint was used on residential structures until 1978, when most residential uses were banned by the Consumer Products Safety Council. Prior to the 1950s, paints for residential uses may have contained up to 50% lead by weight. Today, commercial and military paints may still contain lead and can be used on non-residential structures. The lead content of residential paints is limited to 0.06% lead (by weight) in the dried film. This paper provides an overview of some of the information needed to properly manage lead-based paint abatement wastes. The issues covered in this paper include waste classification, generator status, treatment, and land disposal restrictions. The author assumes that the reader is familiar with the provision of the Health and Safety Code and the California Code of Regulations that pertain to generation and management of hazardous wastes. Citations provided herein do not constitute an exhaustive list of all the regulations with which a generator of hazardous waste must comply.

    A workshop was held at the Idaho National Laboratory on May 25, 2005, to discuss the development of a next generation lead or lead-alloy coolant test facility. Attendees included representatives from the Generation IV lead-cooled fast reactor (LFR) program, Advanced Fuel Cycle Initiative, and several universities. Several participants gave presentations on coolant technology, existing experimental facilities for lead and lead-alloy research, the current LFR design concept, and a design by Argonne National Laboratory for an integral heavy liquid metal test facility. Discussions were focused on the critical research and development requirements for deployment of an LFR demonstration test reactor, the experimental scope of the proposed coolant test facility, a review of the Argonne National Laboratory test facility design, and a brief assessment of the necessary path forward and schedule for the initial stages of this development project. This report provides a summary of the presentations and roundtable discussions.

    Method for measuring lead concentrations in blood. The present invention includes the use of resonant laser ablation to analyze .ltoreq.1 .mu.L (or equivalent mass) samples of blood for lead content. A typical finger prick, for example, yields about 10 .mu.L. Solid samples may also readily be analyzed by resonant laser ablation. The sample is placed on a lead-free, electrically conducting substrate and irradiated with a single, focused laser beam which simultaneously vaporizes, atomizes, and resonantly ionizes an analyte of interest in a sample. The ions are then sorted, collected and detected using a mass spectrometer.

  10. The risk of lead toxicity in homes with lead paint hazard

    While lead paint has long been known to be a major source of lead poisoning, only a few small epidemiologic studies have attempted to assess directly the relative risk of lead poisoning due to the presence of lead paint. Using data from over 200,000 screening tests of children in the city of Chicago performed between 1976 and 1980, the relative risks can be quantified for children living in a major urban area. Lead paint was found to be a significant predictor of the probability of a child having lead toxicity. As expected, the reduction in leaded gasoline sales during the period reduced mean blood lead levels and increased the percentage of lead toxic children whose toxicity could be attributed to paint lead. Poisson regression models indicated that with the elimination of leaded gasoline, the relative risk of lead toxicity given lead paint exposure was 5.70 (95% CI, 4.13-7.86) during the winter and fall. The relative risk rose to 12.81 (95% CI, 7.33-22.4) in the spring and 15.8 (95% CI, 8.90-28.1) in the summer, probably due to increased exposure to window wells.

The electrode can include a current collector having a buffer layer in contact with the current collector and an electrochemically active material in contact with the buffer layer. In one form, the buffer layer includes a carbide, and the current collector includes carbon fibers having the buffer layer. The buffer layer can include a carbide and/or a noble metal selected from of gold, silver, tantalum, platinum, palladium and rhodium. When the electrode is to be used in a lead-acid battery, the electrochemically active material is selected from metallic lead (for a negative electrode) or lead peroxide (for a positive electrode).

On February 14, 2000, the Secretary of Energy, Bill Richardson, formalized the January 12, 2000, moratorium on recycling radioactive scrap metal that prevented the unrestricted release of recycled scrap metals to the private sector. This moratorium created significant problems for the INEEL lead recycling program and associated plans; however, through the cooperative efforts of the INEEL and Idaho State University as well as innovative planning and creative thinking the recycling issues were resolved. This collaboration has recycled over 160,000 pounds of excess lead to Idaho State University with a cost savings of over $.5M.

    Liquid metal technologies for liquid lead and lead-bismuth alloy are under wide investigation and development for advanced nuclear energy systems and waste transmutation systems. Material corrosion is one of the main issues studied a lot recently in the development of the liquid metal technology. This study reviews corrosion by liquid lead and lead bismuth, including the corrosion mechanisms, corrosion inhibitor and the formation of the protective oxide layer. The available experimental data are analyzed by using a corrosion model in which the oxidation and scale removal are coupled. Based on the model, long-term behaviors of steels in liquid lead and lead-bismuth are predictable. This report provides information for the selection of structural materials for typical nuclear reactor coolant systems when selecting liquid lead or lead bismuth as heat transfer media.

    Deciding how to mitigate the hazards during lead paint removal is complex and requires consideration of many variables. Assessment of public health risk, environmental impact, and emissions potential of the operations must be considered. Additionally, the removal technique, containment system, and monitoring criteria must be developed. This article presents an integrated approach to identifying lead hazards, assessing risks to workers, the environment, and the public, developing the appropriate maintenance strategy, and selecting paint removal and containment systems. Also considered are guidelines for selecting a third party to design the overall project. This approach is based on a decision path that provides criteria for project assessment in an orderly fashion. The design of lead paint management projects in industrial applications requires consideration of the variables shown in the decision path.

    The authors evaluated lead exposures among full-time home renovators and part-time volunteers working primarily in pre-1960 homes with lead-based paint. Potentially hazardous lead exposures were measured during two tasks: exterior dry scraping and wet scraping. Maximum exposures were 120 and 63 {micro}g/m{sup 3}, respectively. Exposures during other tasks, including general repair, weatherization, exterior scraping/painting, window replacement, demolition, and plumbing, were low, as were all 13 full-shift personal exposures. Blood lead levels for full-time workers ranged up to 17.5 {micro}g/dl, with a GM of 5.2 {micro}g/dl; the GM for volunteers was 3.2 {micro}g/dl. All of the paint samples collected from work surfaces had detectable amounts of lead, with 65% of the work surfaces tested having an average lead concentration of >0.5%.

    In June-August 2006 an expedition with the aim to look for low-radioactive archaeological lead at the bottom of the Black Sea, near the Crimean peninsula (Ukraine) was organised by a Korean-Ukrainian collaboration. The first samples with {approx}0.2 tons of total mass were found at a depth of 28 m among the relics of an ancient Greek ship. Their age has been dated to the first century B.C. This lead was used as ballast in the keel of the ship. The element composition of the samples was measured by means of X-ray fluorescence and ICP-MS analyses. The first preliminary limits on the 210Pb contamination of the samples are less than a few hundreds mBq/kg. The measurements were performed using gamma spectroscopy with HPGe-detectors and alpha spectroscopy with commercial {alpha}-detectors. Measurements of 40K, Th/U in the lead samples were undertaken in Kiev and in the underground laboratories of the Laboratori Nazionali del Gran Sasso (LNGS, Italy). If it was found to be radio-clean this lead could be used as high efficiency shield for ultra low-level detectors, and as raw material for growing radio-pure scintillation crystals such as PbMoO4 or PbWO4 for the search for rare processes.

    Underutilized and surplus lead stocks and leaded components are a common legacy environmental problem across much of the Department of Energy (DOE) Complex. While seeking to dispose of these items through its Environmental Management Program, DOE operational programs continue to pursue contemporary mission requirements such as managing and/or storing radioactive isotopes that require lead materials for shielding. This paradox was identified in late 1999 when DOES policies for managing scrap metal were assessed. In January 2000, the Secretary of Energy directed the National Center of Excellence for Materials Recycle (NMR) to develop and implement a comprehensive lead reuse program for all of DOE. Fluor Hanford, contractor for DOE Richland Operations, subsequently contacted NMR to pilot lead reclamation and reuse at the Hanford Site, This relationship resulted in the development of a beneficial reuse pathway for lead reclaimed from spent fuel transport railcars being stored at Hanford. The 1.3 million pounds of lead in the railcars is considered radiologically encumbered due to its prior use. Further, the material was considered a mixed Resource Conservation and Recovery Act (RCRA) low-level radioactive waste that would require expensive storage or macro encapsulation to meet land disposal restrictions prior to burial. Working closely with Flour Hanford and the Office of Air, Water, and Radiation (EH-412), NMR developed a directed reuse pathway for this and other radiologically encumbered lead When derived supplemental release limits were used, the lead recovered from these railcars became eligible for reuse in shielding products to support DOE and commercial nuclear industry operations. Using this disposition pathway has saved Hanford one third of the cost of disposing of the lead and the cost of acquiring additional lead for nuclear shielding applications.     This report documents the progress that has been completed in the first half of FY2012 in the MPACT-funded Lead Slowing Down Spectrometer project. Significant progress has been made on the algorithm development. We have an improve understanding of the experimental responses in LSDS for fuel-related material. The calibration of the ultra-depleted uranium foils was completed, but the results are inconsistent from measurement to measurement. Future work includes developing a conceptual model of an LSDS system to assay plutonium in used fuel, improving agreement between simulations and measurement, design of a thorium fission chamber, and evaluation of additional detector techniques.

    The traveler participated in the 1990 European Workshop on Lead-Lithium Corrosion and Chemistry. Main areas of emphasis in the European liquid metal (exclusively Pb-17 at. % Li) program are now on deposition effects and corrosion-resistant surface product layers that can also serve as barriers to tritium permeation and insulators. Dr. Tortorelli also visited Harwell Laboratory to discuss innovative methods of corrosion analysis. He attended the 16th Symposium on Fusion Technology in London and the initial meeting of the Program Committee for the Second International Symposium on Fusion Nuclear Technology, which will be held in June 1991. He toured the JET facilities as part of the SOFT program.
