Global drilling outside the United States appears to have bottomed out last year if official numbers and estimates supplied to World oil prove accurate. The 1990:0090 forecast calls for a 7.8% boost to 22,316 wells (excluding the USSR, Eastern Europe and North Korea), and every region expects to see a net increase. Figures provided by governmental agencies, operating companies and other sources indicate Middle Eastern drilling last year hit a new high for the 1980's with 948 wells. These figures are also given for Western Europe, the Far East, Africa, South America, Canada, Mexico, Costa Rica, and Guatemala.

Extreme climate events can have significant impacts on both natural and human systems, and therefore it is important to know if and how climate extremes are changing. Analysis of extremes requires long-term daily station data and, unfortunately, there are many regions in the world where these data are not internationally exchanged. The Intergovernmental Panel on Climate Change (IPCC) Third Assessment Report (Folland et al. 2001) relied heavily on the multinational analysis of Frich et al (2002). However, Frich et al. had no results from all of Central and South America, and most of Africa and southern Asia, including the Middle East. To remedy this situation for the IPCC Fourth Assessment Report, the joint World Meteorological Organization Commission for Climatology/World Climate Research Programme (WCRP) project on Climate Variability and Predictability (CLIVAR) Expert Team on Climate Change Detection, Monitoring, and Indices (Zwiers et al. 2003) internationally coordinated a series of five regional climate change workshops and a set of indices for analyses of extremes. Two workshops covered the Americas, one in Brazil and one in Guatemala. One workshop addressed southern Africa. A workshop in India involved south and central Asia, while the workshop for the Middle East sought to address the region from Turkey to Iran and from Georgia to the southern tip of the Arabian Peninsula. The key to a successful workshop is a collaborative approach between outside experts and regional participants. The participants here broght long-term daily precipitation and maximum and minimum temperature data, station history information, an understanding of their country's climate, and a willingness to analyze thse data under the tutelage of outside experts. The outside experts brought knowledge of the crucial data and climate change issues, presentations to explain these issues, and user-friendly software to aid the analyses. Xuebin Zhang of Environment Canada wrote the workshop software to perform quality control (QC) on the data, tst the time series homogeneity, and calculate the indices. The participants created presentations on how extremes were changing in their countries. The workshop is making a direct contribution to climate change research by initiating a peer-review paper on how extremes are changing in a region never before analyzed and where data exchange is rare.

Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

    2008-08-21

We present a broadband tomographic model of Lg attenuation in the Middle East derived from source- and site-corrected amplitudes. Absolute amplitude measurements are made on hand-selected and carefully windowed seismograms for tens of stations and thousands of crustal earthquakes resulting in excellent coverage of the region. A conjugate gradient method is used to tomographically invert the amplitude dataset of over 8000 paths over a 45{sup o} x 40{sup o} region of the Middle East. We solve for Q variation, as well as site and source terms, for a wide range of frequencies ranging from 0.5-10 Hz. We have modified the standard attenuation tomography technique to more explicitly define the earthquake source expression in terms of the seismic moment. This facilitates the use of the model to predict the expected amplitudes of new events, an important consideration for earthquake hazard or explosion monitoring applications. The attenuation results have a strong correlation to tectonics. Shields have low attenuation, while tectonic regions have high attenuation, with the highest attenuation at 1 Hz is found in eastern Turkey. The results also compare favorably to other studies in the region made using Lg propagation efficiency, Lg/Pg amplitude ratios and two-station methods. We tomographically invert the amplitude measurements for each frequency independently. In doing so, it appears the frequency-dependence of attenuation is not compatible with the power law representation of Q(f), an assumption that is often made.

  7. The Potential Uses of Commercial Satellite Imagery in the Middle East

    SciTech Connect (OSTI)

    Vannoni, M.G.

    1999-06-08

It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited. This relative scarcity, however, provides a natural motivation for collaboration in non-traditional security topics. Collaborations between scientists, businesses, universities, and non-governmental organizations can work at the grass-roots level and yield contributions to confidence building as well as scientific and economic results. Joint analysis projects would benefit the region as well as establish precedents for cooperation.

  18. Possible flexural mechanisms for origins of extensive, ooid-rich, carbonate environments, middle and early late Mississippian, east-central United States

    SciTech Connect (OSTI)

    Ettensohn, F.R. )

    1989-08-01

During the earliest Mississippian, much of east-central US was a deep-water black-shale basin formed due to subsidence accompanying Acadian tectonism; by the middle Mississippian, this basin had been transformed into a very shallow epeiric sea characterized by ooid-rich carbonates. This transformation probably occurred in two parts due to flexural mechanisms accompanying the end of the Acadian orogeny and the beginning of the Ouachita orogeny. In the eastern part of the basin, with the end of active Acadian deformational loading, lithospheric relaxation caused uplift and eastward migration of the Acadian peripheral bulge from near the Cincinnati arch into the Appalachian basin. By the middle Meramecian, this uplift and a concomitant infilling of the basin with post-orogenic clastics created an extensive shallow-water platform conducive to ooid deposition well into the Appalachian basin. In western parts of the cratonic black-shale basin, from the western flanks of the Cincinnati arch to the eastern flanks of the Transcontinental arch, any infilling with postorogenic Acadian clastics was minor. However, by the Kinderhook-Osage transition, apparent collision and subduction leading to the Ouachita orogeny had begun, and with the inception of collision, the entire foreland as far north as the Illinois basin was upwarped by the cratonward (north and northeast) migration of the accompany peripheral bulge. As a result, by the early Meramecian, shallow-water conditions favorable for oolitic-carbonate deposition prevailed throughout the area.

    2007-09-11

An exceptional number of Middle Eastern and North African nations have recently expressed interest in developing nuclear energy for peaceful purposes. Many of these countries have explored nuclear research in limited ways in the past, but the current focused interest and application of resources towards developing nuclear-generated electricity and nuclear-powered desalination plants is unprecedented. Consequently, questions arise in response to this emerging trend: What instigated this interest? To what end(s) will a nuclear program be applied? Does the country have adequate technical, political, legislative, nonproliferation, and safety infrastructure required for the capability desired? If so, what are the next steps for a country in preparation for a future nuclear program? And if not, what collaboration efforts are possible with the United States or others? This report provides information on the capabilities and interests of 13 countries in the region in nuclear energy programs in light of safety, nonproliferation and security concerns. It also provides information useful for determining potential for offering technical collaboration, financial aid, and/or political support.

    SciTech Connect (OSTI)

    Julia, J; Nyblade, A; Hansen, S; Rodgers, A; Matzel, E

    2009-07-06

In this project, we are developing models of lithospheric structure for a wide variety of tectonic regions throughout Eurasia and the Middle East by regionalizing 1D velocity models obtained by jointly inverting P-wave and S-wave receiver functions with Rayleigh wave group and phase velocities. We expect the regionalized velocity models will improve our ability to predict travel-times for local and regional phases, such as Pg, Pn, Sn and Lg, as well as travel-times for body-waves at upper mantle triplication distances in both seismic and aseismic regions of Eurasia and the Middle East. We anticipate the models will help inform and strengthen ongoing and future efforts within the NNSA labs to develop 3D velocity models for Eurasia and the Middle East, and will assist in obtaining model-based predictions where no empirical data are available and for improving locations from sparse networks using kriging. The codes needed to conduct the joint inversion of P-wave receiver functions (PRFs), S-wave receiver functions (SRFs), and dispersion velocities have already been assembled as part of ongoing research on lithospheric structure in Africa. The methodology has been tested with synthetic 'data' and case studies have been investigated with data collected at an open broadband stations in South Africa. PRFs constrain the size and S-P travel-time of seismic discontinuities in the crust and uppermost mantle, SRFs constrain the size and P-S travel-time of the lithosphere-asthenosphere boundary, and dispersion velocities constrain average S-wave velocity within frequency-dependent depth-ranges. Preliminary results show that the combination yields integrated 1D velocity models local to the recording station, where the discontinuities constrained by the receiver functions are superimposed to a background velocity model constrained by the dispersion velocities. In our first year of this project we will (i) generate 1D velocity models for open broadband seismic stations in the western half of the study area (Eurasia and the Middle East) and (ii) identify well located seismic events with event-station paths isolated to individual tectonic provinces within the study area and collect broadband waveforms and source parameters for the selected events. The 1D models obtained from the joint inversion will then be combined with published geologic terrain maps to produce regionalized models for distinctive tectonic areas within the study area, and the models will be validated through full waveform modeling of well-located seismic events recorded at local and regional distances.

The announcement of NASA scientist James Hansen made at a United States Senate`s hearing in June 1988 about the onset of global warming ignited a whirlwind of public concern in United States and elsewhere in the world. Although the temperature had shown only a slight shift, its warming has the potential of causing environmental catastrophe. According to atmosphere scientists, the effect of higher temperatures will change rainfall patterns--some areas getting drier, some much wetter. The phenomenon of warming in the Arabian Gulf region was first reported by Alvi for Bahrain and then for Oman. In the recent investigations, the authors have found a similar warming in other regions of the Arabian Gulf and in several regions of Sudan in Africa. The paper will investigate the observed data on temperature and rainfall of Seeb in Oman, Bahrain, International Airport in Kuwait as index stations for the Arabian Gulf and Port Sudan, Khartoum and Malakal in the African Continent of Sudan. Based on various statistical methods, the study will highlight a drying of the regions from the striking increase in temperature and decline of rainfall amount. Places of such environmental behavior are regarded as desertifying regions. Following Hulme and Kelly, desertification is taken to mean land degradation in dryland regions, or the permanent decline in the potential of the land to support biological activity, and hence human welfare. The paper will also, therefore, include the aspect of desertification for the regions under consideration.

Due to the well-known advantages of electrical interconnections and their consequent benefits, Jordan considers the interconnection of its electrical network with the neighboring electrical networks as one of its main corporate strategies. At present the electrical interconnection project of the networks of Egypt, Iraq, Jordan, Syria, and Turkey is progressing. To achieve this interconnection project, two feasibility studies were conducted: interconnection of the Egyptian and Jordanian electrical power systems; interconnection of the electrical networks of Egypt, Iraq, Jordan, Syria, and Turkey (EIJST interconnection). This presentation reviews these studies and their results.

Profiles of scattered light above the planetary limb from 116 Viking Orbiter images are used to constrain the temporal and spatial behavior of aerosols suspended in the Martian atmosphere. The data cover a wide range of seasons, locations, and viewing geometry, providing information about the aerosol optical properties and vertical distribution. The typical atmospheric column contains one or more discrete, optically thin, ice-like haze layers between 30 and 90 km elevation whose composition is inferred to be water ice. Below the detached hazes, a continuous haze, interpreted to have a large dust component, extends from as much as 50 km to the surface. The haze distribution exhibits an annual variation that reflects a seasonally driven circulation in the middle atmosphere. The potential role of stationary gravity waves in modifying the middle atmosphere circulation is explored using a linear theory applied to a realistic Martian environment. Martian topography derived from radar observations is decomposed into Fourier harmonics and used to linearly superpose gravity waves arising from each component. The larger amplitude topography on Mars combined with the absence of extended regions of smooth topography like oceans generates larger wave amplitudes than on the Earth. The circulation of the middle atmosphere is examined using a two-dimensional, linearized, axisymmetric model successfully employed in the study of the terrestrial mesosphere. Illustrations of temperature and wind speeds are presented for the southern summer solstice and southern spring equinox.

Middle Eastern Power systems have evolved independently of each other over many decades. The region covers a wide geographical area of over 4 million square kilometers with an estimated population in 1990 of over 120 million people. This paper discusses the present status and future power system developments in the Middle East with emphasis on the Mashrequ Arab Countries (MAC). MAC consists of Egypt, Iraq, Jordan, Lebanon, Syria, Yemen, and the six Gulf Cooperation Council (GCC) countries, namely, Bahrain, Kuwait, Qatar, Saudi Arabia, Oman, and the United Arab Emirates (UAE). Interconnections within MAC and possible extensions to Turkey, Europe, and Central Africa are discussed. A common characteristic of the MAC power systems is that they are all operated by government or semi-government bodies. The energy resources in the region are varied. Countries such as Iraq, Egypt, and Syria have significant hydro power resources. On the other hand, the GCC countries and Iraq have abundant fossil fuel reserves.

The author argues that the Arab-Israeli conflict, the Iran-Iraq rivalry, and the lack of progress in the peace process are strong incentives for nations in the region to acquire weapons of mass destruction (WMD). He documents Israeli, Iranian, and Arab WMD programs and capabilities, referencing use of WMD in the region. He discusses the reasons why the major regional powers seek WMD capabilities and examines the nature of the proliferation dynamic as well as nonproliferation and counterproliferation approaches applicable to the region. The author offers several recommendations designed to strengthen these efforts and deal more effectively with causes of proliferation.

    1995-09-13

The Middle Urals is an important Russian industrial region. The key industries are also the most environmentally damaging: mining, metallurgical and chemical industries. There are some 600 large-sized and medium-sized enterprises located within the Middle Urals` region. Their annual solid and gaseous chemical releases have led to exceeding some maximum permissible contaminant concentrations by factors of tens and hundreds. The environmental problems of the Middle Urals are of such magnitude, seriousness, and urgency that the limited available resources can be applied only to the problems of the highest priority in the most cost-effective way. By the combined efforts of scientists from Lawrence Livermore National Laboratory (USA), Institute of Industrial Ecology (Ekaterinburg, Russia) and Russian Federal Nuclear Center (Snezhinsk, Russia) the project on Environmental Priorities Assessment was initiated in 1993. Because the project will cut across a spectrum of Russian environmental, social, and political issues, it has been established as a genuine Russian effort led by Russian principals. Russian participants are the prime movers and decision-makers, and LLNL participants are advisors. A preliminary project has been completed to gather relevant environmental data and to develop a formal proposal for the full priorities assessment project for submittal to the International Science and Technology Center. The proposed priorities assessment methodology will be described in this paper. The specific objectives of this project are to develop and to implement a methodology to establish Russian priorities for future pollution prevention efforts in a limited geographic region of the Middle Urals (a part of Chelyabinsk and Sverdlovsk Oblasts). This methodology will be developed on two geographic levels: local (town scale) and regional (region scale). Detailed environmental analysis will be performed on a local scale and extrapolated to the regional scale.

    Mlotok, P.

    1984-10-01

All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    1995-12-31

A new technique was developed to model capillary pressure behavior from wireline log data and applied to carbonate reservoir rock from a Saudi Aramco field. The method utilizes image analysis of petrographic thin sections, capillary pressure measurements, and neural network analysis of standard open hole wireline log data. Twenty capillary pressure curves and their associated pore type proportions (identified in thin section) are the basis for the capillary pressure predictive model for the reservoir interval under study. Neural network analysis of the wireline log data was used to continuously predict pore type proportions downhole. The neural network-derived pore proportions were than applied in constructing wireline log-based capillary pressure curves using the capillary pressure predictive model. This method provides an accurate means of determining capillary pressure behavior from wireline log data and extends the applicability of the limited number of available capillary pressure curves. Once trained, the neural network may be applied to other wells in the field as long as the training set (both rock samples and wireline log types) is representative within the study area. The capillary pressure curves predicted from wireline log data can be used for the same purposes as capillary pressure curves measured on core samples, such as determining water saturation in intervals above and within the transition zone.

  5. Trends and challenges in global arms control regimes: Implications for the Mediterranean, North Africa, and the Middle East

    SciTech Connect (OSTI)

    Lehman, R.F. II

    1994-06-01

In another sense, however, the nuclear age and ballistic missiles long ago created a much smaller world in which the distinctions between global and regional security have been lessened. In an age of weapons of mass destruction, any point on the earth can find itself suddenly at the center of world attention. This makes it all the more important that we understand all of the arms control tools available, including global approaches. In discussing global arms control regimes, I will focus primarily on those that are open to universal membership such as the Nuclear Nonproliferation Treaty (NPT) or which have global reach, such as certain export control and supplier regimes. It is important to remember, however, that certain regional, bilateral, and even unilateral arms control measures can have a global impact as well. One need only witness the impact of the Treaty on Conventional Forces in Europe (CFE). Despite its mere {open_quotes}Atlantic to the Urals{close_quotes} focus, the CFE treaty helped change the political and strategic calculations of the entire world. Likewise, the Conference on Security and Cooperation in Europe (CSCE), with its headquarters in Vienna, is centered on Europe but spreads from Vancouver to Vladivostok (or perhaps we should say from Amchitka to Kamchatka), circumnavigating much of the northern hemisphere when measured the long way around via North America. The political significance of its successes and failures outdistance CSCE`s geographical spread.

    Sagers, M.J.

    1994-03-01

The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

Oil is known from lacustrine basins of the east African rift. The geology of such basins is complex and different depending on location in the eastern and western branches. The western branch has little volcanism, leading to long-lived basins, such as Lake Tanganyika, whereas a large quantity of volcanics results in the eastern branch characterized by ephemeral basins, as the Baringo-Bogoria basin in Kenya. The Baringo-Bogoria basin is a north-south half graben formed in the middle Pleistocene and presently occupied by the hypersaline Lake Bogoria and the freshwater Lake Baringo. Lake Bogoria is fed by hot springs and ephemeral streams controlled by grid faults bounding the basin to the west. The sedimentary fill is formed by cycles of organic oozes having a good petroleum potential and evaporites. On the other hand, and as a consequence of the grid faults, Lake Baringo is fed by permanent streams bringing into the basin large quantities of terrigenous sediments. Lake Tanganyika is a meromictic lake 1470 m deep and 700 km long, of middle Miocene age. It is subdivided into seven asymmetric half grabens separated by transverse ridges. The sedimentary fill is thick and formed by organic oozes having a very good petroleum potential. In contrast to Bogoria, the lateral distribution of organic matter is characterized by considerable heterogeneity due to the existence of structural blocks or to redepositional processes.

  13. East Germany struggles to clean its air and water

    SciTech Connect (OSTI)

    Cherfas, J.

    1990-04-20

East Germans are working hard on a strategy to improve their polluted environment. Industrial plants are largely responsible for this pollution. A shroud of haze veils the suburbs of East Berlin. Far to the south the giant power plants around Leipzig pour more dust and sulfur dioxide into the air than in any other country in Europe. More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988. East Germany enjoys some of the cheapest energy in the world, and the world's third highest energy consumption per capita, behind the United States, and Canada. Naturally, is also suffers air quality and health problems. The country is trying to cut down on consumption and clean up on generation. Actually, water quality is the number one priority, which unlike air is in very short supply.

  14. Deep Residential Retrofits in East Tennessee

    SciTech Connect (OSTI)

Boudreaux, Philip R; Hendrick, Timothy P; Christian, Jeffrey E; Jackson, Roderick K

    2012-04-01

Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

A new type of toroidal long Radiation Stripline Antenna (RSA) is presented, which can effectively improve antenna radiation, leading in reduction of max voltage on transmission line and decrease of the sensitivity to ELM's of the ICRF system at some frequencies. Based on the new concept, a 4-straps RSA is proposed for EAST device. Using 3-D computing simulator code (HFSS), RF current distribution, S-parameters and electromagnetic field distribution on and near the RSA ICRF antenna are analyzed and compared with present ICRF antenna on EAST.

  15. East Spar: Alliance approach for offshore gasfield development

    SciTech Connect (OSTI)

    1998-04-01

East spar is a gas/condensate field 25 miles west of Barrow Island, offshore Western Australia. Proved plus probable reserves at the time of development were estimated at 430 Bcf gas and 28 million bbl of condensate. The field was discovered in early 1993 when the Western Australia gas market was deregulated and the concept of a gas pipeline to the gold fields was proposed. This created a window of opportunity for East Spar, but only if plans could be established quickly. A base-case development plan was established to support gas marketing while alternative plans could be developed in parallel. The completed East Spar facilities comprise two subsea wells, a subsea gathering system, and a multiphase (gas/condensate/water) pipeline to new gas-processing facilities. The subsea facilities are controlled through a navigation, communication, and control (NCC) buoy. The control room and gas-processing plant are 39 miles east of the field on Varanus Island. Sales gas is exported through a pre-existing gas-sales pipeline to the Dampier-Bunbury and Goldfields Gas Transmission pipelines. Condensate is stored in and exported by use of pre-existing facilities on Varanus Island. Field development from approval to first production took 22 months. The paper describes its field development.

The cryogenic control system for EAST (Experimental Advanced Superconducting Tokamak) was designed based on DeltaV DCS of Emerson Corporation. The automatic control of the cryoplant warm compressors has been implemented. However, with ever-degrading performance of critical equipment, the cryoplant operation in the partial design conditions makes the control system fluctuate and unstable. In this paper, the warm compressor control system was optimized to eliminate the pressure oscillation based on the expert PID theory.

    SciTech Connect (OSTI)

    Dahlkamp, F.J.; Adams, S.S.

    1981-01-01

The discovery of the Rabbit Lake deposit, Saskatchewan, in 1968 and the East Alligator Rivers district, Northern Territory, Australia, in 1970 established the Lower-Middle Proterozoic veinlike-type deposits as one of the major types of uranium deposits. The term veinlike is used in order to distinguish it from the classical magmatic-hydrothermal vein or veintype deposits. The veinlike deposits account for between a quarter and a third of the Western World's proven uranium reserves. Lower-Middle Proterozoic veinlike deposits, as discussed in this report include several subtypes of deposits, which have some significantly different geologic characteristics. These various subtypes appear to have formed from various combinations of geologic processes ranging from synsedimentary uranium precipitation through some combination of diagenesis, metamorphism, metasomatism, weathering, and deep burial diagenesis. Some of the deposit subtypes are based on only one or two incompletely described examples; hence, even the classification presented in this report may be expected to change. Geologic characteristics of the deposits differ significantly between most districts and in some cases even between deposits within districts. Emphasis in this report is placed on deposit descriptions and the interpretations of the observers.

  9. Performance of "WAMS East 1" in Providing Dynamic Information for the North East Blackout of August 14, 2003

    SciTech Connect (OSTI)

Hauer, John F.; Bhatt, Navin B.; Shah, Kirit; Kolluri, Sharma

    2004-12-31

The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

Measurement and control of the current profile is essential for high performance and steady state operation of Experimental Advanced Superconducting Tokamak (EAST). For this purpose, a conventional Motional Stark Effect (MSE) diagnostics utilizing photoelastic modulators is proposed and investigated. The pilot experiment includes one channel to verify the feasibility of MSE, whose sightline intersects with Neutral Beam Injection at major radius of R = 2.12 m. A beam splitter is adopted for simultaneous measurements of Stark multiplets and their polarization directions. A simplified simulation code was also developed to explore the Stark splitting spectra. Finally, the filter is optimized based on the viewing geometry and neutral beam parameters.

    SciTech Connect (OSTI)

Davies, K.; Liu, X.M. (NOAA, Space Environment Laboratory, Boulder, CO (United States))

    1991-08-01

The equivalent slab thickness of the ionosphere at 15 stations in middle and low latitudes was studied to determine its dependence on solar cycle and location. The data were grouped by season. The following are the major conclusions. There appears to be little or no geographical, or geomagnetic, dependence. The slab thickness varies approximately linearly with the 12-month smoothed values of the 10.7-cm solar radio flux. In middle latitudes the winter midnight thickness is essentially independent of the flux, whereas in summer and equinox the midnight thickness increases with increase of solar flux. The noon thickness increases with increase of solar flux in all seasons. The zero-order Fourier coeffficients for the diurnal curves at all 15 stations were expressed as linear functions of the 10.7-cm flux. The higher harmonic coefficients showed no appreciable dependence on solar flux. The pronounced predawn increase in slab thickness is caused by low values of the maximum electron density, not by increase of total electron content. 10 refs.

    2003-12-18

Richland Middle School is a single story, 90,000 square feet new school located in Richland, WA. The design team proposed four HVAC system options to serve the building. The proposed HVAC systems are listed as following: (1) 4-pipe fan coil units served by electrical chiller and gas-fired boilers, (2) Ground-source closed water loop heat pumps with water loop heat pumps with boiler and cooling tower, and (3) VAV system served by electrical chiller and gas-fired boiler. This analysis estimates the annual energy consumptions and costs of each system option, in order to provide the design team with a reasonable basis for determining which system is most life-cycle cost effective. eQuest (version 3.37), a computer-based energy simulation program that uses the DOE-2 simulation engine, was used to estimate the annual energy costs.

About 15 GCMs (GFDL1, GISS, LLNL, MPI, OSU, UKMOL, UKMOH, GCMs90-92, GFDL2, NCAR, OPYC, LSG, HADL, GCMs95) obtained from the IPCC WG 1 1990, 1992 and 1995 reports have been chosen to examine the impacts of global warming, on the climate chance over East Asia. Although the models scenarios of the human activities were different for the different GCMs, the climate change over East Asia (70E-140E, 15N-60N) for tile doubled CO{sub 2} as simulated by about 15 GCMs have been analysed. The Simulations shown that the temperature might increased by about 0.5 - 1.5 C over East Asia, especially in winter and northwestern parts of East Asia. The precipitation might increase in northwestern and northeastern parts of East Asia and decrease in the central part of East Asia. The evaluations and assessments of the GCMs over East Asia have indicated that the GCMs have the abilities to simulate the climate change over East Asia, especially for the temperature and the winter season. There are some uncertainties for the simulations to compare with the observations, especially for tile precipitation and tile summer season.

We rigorously analyze the low temperature non-equilibrium dynamics of the East model, a special example of a one dimensional oriented kinetically constrained particle model, when the initial distribution is different from the reversible one and for times much smaller than the global relaxation time. This setting has been intensively studied in the physics literature to analyze the slow dynamics which follows a sudden quench from the liquid to the glass phase. In the limit of zero temperature (i.e. a vanishing density of vacancies) and for initial distributions such that the vacancies form a renewal process we prove that the density of vacancies, the persistence function and the two-time autocorrelation function behave as staircase functions with several plateaux. Furthermore the two-time autocorrelation function displays an aging behavior. We also provide a sharp description of the statistics of the domain length as a function of time, a domain being the interval between two consecutive vacancies. When the initial renewal process has finite mean our results confirm (and generalize) previous findings of the physicists for the restricted case of a product Bernoulli measure. However we show that a different behavior appears when the initial domain distribution is in the attraction domain of a $\\alpha$-stable law. All the above results actually follow from a more general result which says that the low temperature dynamics of the East model is very well described by that of a certain hierarchical coalescence process, a probabilistic object which can be viewed as a hierarchical sequence of suitably linked coalescence processes and whose asymptotic behavior has been recently studied in [14].

To face the 1973 energy crisis and allow a reduction of fossil fuels imports. Brazil has developed an important alcohol program, suited to secure a major share of liquid fuels supply to be used in transportation sectors. National energy resource agencies point out that emphasis should be put on biomass and electricity Having the second largest hydropower potential in the world, the Brazilian dilemma is that one-third of this potential is situated in the far Amazon region, whereas consumption centres are in the Southeast region. Thus, hydrogen presents itself as an excellent carrier for our country. The energy system in Brazil should be oriented towards a system based on electricity and hydrogen. With the availability of off-peak hydroelectricity at a low cost and new, very large plants starting operation, the situation appears quite favourable for water electrolysis and hydrogen production development. The productio of electrolytic hydrogen, which can be transported and stored, is specially interesting because it allows a heavy electricity utilization well-fitted to production management. Its use would modulate and optimize electricity uses. Hydrogen production would be used in the chemical industry and for energy purposes. Relevant aspects of the Brazilian hydrogen energy program are described.

    SciTech Connect (OSTI)

    Burtchard, G.C.; Moblo, P.

    1994-07-01

The Puna Geothermal Resource Subzones (GRS) project area encompasses approximately 22,000 acres centered on the Kilauea East Rift Zone in Puna District, Hawaii Island. The area is divided into three subzones proposed for geothermal power development -- Kilauea Middle East Rift, Kamaili and Kapoho GRS. Throughout the time of human occupation, eruptive episodes along the rift have maintained a dynamic landscape. Periodic volcanic events, for example, have changed the coastline configuration, altered patterns of agriculturally suitable sediments, and created an assortment of periodically active, periodically quiescent, volcanic hazards. Because of the active character of the rift zone, then, the area`s occupants have always been obliged to organize their use of the landscape to accommodate a dynamic mosaic of lava flow types and ages. While the specific configuration of settlements and agricultural areas necessarily changed in response to volcanic events, it is possible to anticipate general patterns in the manner in which populations used the landscape through time. This research design offers a model that predicts the spatial results of long-term land-use patterns and relates them to the character of the archaeological record of that use. In essence, the environmental/land-use model developed here predicts that highest population levels, and hence the greatest abundance and complexity of identifiable prehistoric remains, tended to cluster near the coast at places that maximized access to productive fisheries and agricultural soils. With the possible exception of a few inland settlements, the density of archaeological remains expected to decrease with distance from the coastline. The pattern is generally supported in the regions existing ethnohistoric and archaeological record.

Parasitic extraction of a small fraction of the 20-TeV circulating beam of the Superconducting Super Collider can be done using a bent crystal situated in the halo of the orbiting beam. The authors present a design of a crystal extraction system that is compatible with current plans for momentum scraping in the east utility straight. The only modification to the collider tunnel is the addition of a 160-m-long alcove in the east utility straight to mate the extracted beam line microtunnel with the collider tunnel. No other changes to the east utility straight tunnel are needed.

Water vapor is one of the most important greenhouse gases and is an important tracer of atmospheric motions in the middle atmosphere. It also plays an important role in the chemistry of the middle atmosphere and through its photodissociation by solar radiation, it is the major source of hydrogen escaping to space. Ground-based microwave measurements conducted in the 1980s have provided a fair understanding of the seasonal variation of mesospheric water vapor in the northern hemisphere mid-latitudes, but the global distribution of water vapor in the middle atmosphere is only beginning to be revealed by space-based measurements.
