    This paper presents energy performance of 12 passive solar systems for three climatically different zones of Bulgaria. The results are compared with a base-case residential house that has a design typical for these areas. The different passive solar systems are compared on the basis of the percentage of solar savings and the yield, which is the annual net benefit of adding the passive solar system. The analyses are provided based on monthly meteorological data, and the method used for calculations is the Solar Load Ratio. Recommendations for Bulgarian conditions are given. 5 refs., 4 figs., 1 tab.

    The paper presents aggregated results on macroeconomic and final energy demand scenarios developed within the Bulgarian Country Study on Greenhouse Gas Emissions Mitigation, supported by US Country Studies Program. The studies in this area cover 5 main stages: (1) {open_quotes}Baseline{close_quotes} and {open_quotes}Energy Efficiency{close_quotes} socioeconomic and energy policy philosophy; (2) Modeling of macroeconomic and sectoral development till 2020; (3) Expert assessments on the technological options for energy efficiency increase and GHG mitigation in the Production, Transport and Households and Services Sectors; (4) Bottom-up modeling of final energy demand; and (5) Sectoral and overall energy efficiency potential and policy.     Bulgaria signed the Framework Convention on Climate Change at the UNCEP in Rio in June 1992. The parliament ratified the Convention in March 1995. In compliance with the commitments arising under the Convention, Bulgaria elaborates climate change polity. The underlying principles in this policy are Bulgaria to joint the international efforts towards solving climate change problems to the extent that is adequate to both the possibilities of national economy and the options to attract foreign investments. All policies and measures implemented should be as cost-effective as possible. The Bulgarian GHG emission profile reveals the energy sector as the most significant emission source and also as an area where the great potential for GHG emissions reduction exists. This potential could be achieved in many cases by relatively low cost or even no-cost options. Mitigation analysis incorporates options in energy demand and energy supply within the period 1992-2020.

  14. Fresh and Spent Nuclear Fuel Repatriation from the IRT-2000 Research Reactor Facility, Sofia, Bulgaria

    The IRT 2000 research reactor, operated by the Bulgarian Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped all of their Russian-origin nuclear fuel from the Republic of Bulgaria to the Russian Federation beginning in 2003 and completing in 2008. These fresh and spent fuel shipments removed all highly enriched uranium (HEU) from Bulgaria. The fresh fuel was shipped by air in December 2003 using trucks and a commercial cargo aircraft. One combined spent fuel shipment of HEU and low enriched uranium (LEU) was completed in July 2008 using high capacity VPVR/M casks transported by truck, barge, and rail. The HEU shipments were assisted by the Russian Research Reactor Fuel Return Program (RRRFR) and the LEU spent fuel shipment was funded by Bulgaria. This report describes the work, approvals, organizations, equipment, and agreements required to complete these shipments and concludes with several major lessons learned.

    In July 2008, the Global Threat Reduction Initiative and the IRT 2000 research reactor in Sofia, Bulgaria, operated by the Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped 6.4 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel (SNF) to the Russian Federation. The shipment, which resulted in the removal of all HEU from Bulgaria, was conducted by truck, barge, and rail modes of transport across two transit countries before reaching the final destination at the Production Association Mayak facility in Chelyabinsk, Russia. This paper describes the work, equipment, organizations, and approvals that were required to complete the spent fuel shipment and provides lessons learned that might assist other research reactor operators with their own spent nuclear fuel shipments.

  2. The Canada connection

    A big boost for wholesale electricity wheeling between Canada and the United States could be the consolidation and final approval of the Western Regional Transmission Association (WRTA), expected later this year, and the Northwest Regional Transmission Association (NWRTA). WRTA culd become the first US regional transmission group (RTG) approved by the ederal Energy Regulatory Commission (FERC). Several US utilities and independent energy players would be joined in this pioneering RTG by western Canadian firms - a major advance for Canada-US electricity cooperation and competition. Curently, British Columbia and Alberta are leading Canada toward open transmission access and wholesale electricity wheeling. WRTA and other RTGs may even become vehicles for greater inter-utility coopertion and open access within Canada. The opportunities for participation in Canada/US transmission groups seem likely, but there are still issues to resolve - including the unknown shape of the US electric industry as it changes. As these uncertainties are worked through both Canadian and US companies may find new opportunities in cross border power sales.

    Due to the early decommissioning of four Water-Water Energy Reactors (WWER) 440-V230 reactors at the Nuclear Power Plant (NPP) near the city of Kozloduy in Bulgaria, large amounts of low and intermediate radioactive waste will arise much earlier than initially scheduled. In or-der to manage the radioactive waste from the early decommissioning, Bulgaria has intensified its efforts to provide a near surface disposal facility at Radiana with the required capacity. To this end, a project was launched and assigned in international competition to a German-Spanish consortium to provide the complete technical planning including the preparation of the Intermediate Safety Assessment Report. Preliminary results of operational and long-term safety show compliance with the Bulgarian regulatory requirements. The long-term calculations carried out for the Radiana site are also a good example of how analysis of safety assessment results can be used for iterative improvements of the assessment by pointing out uncertainties and areas of future investigations to reduce such uncertainties in regard to the potential radiological impact. The computer model used to estimate the long-term evolution of the future repository at Radiana predicted a maximum total annual dose for members of the critical group, which is carried to approximately 80 % by C-14 for a specific ingestion pathway. Based on this result and the outcome of the sensitivity analysis, existing uncertainties were evaluated and areas for reasonable future investigations to reduce these uncertainties were identified.     The Canadian Senate voted late last week to ban use of the manganese-based fuel additive MMT, produced only in the US by Ethyl. MMT, which has been sold in Canada for the past 20 years and accounts for about half of Ethyl`s Canadian sales, has been criticized by environmentalists, who have raised public health concerns, and automakers, who say it harms emission control systems. {open_quotes}Canada`s vote is a great victory for public health and the environment,{close_quotes} says Environmental Defense Fund executive director Fred Krupp. {open_quotes}The US should move swiftly to follow suit and suspend sales of MMT until adequate toxicity testing on the additive is completed.{close_quotes} EPA had refused to approve MMT for sale because of health concerns but was compelled to do so by a December 1995 court ruling. Ethyl asserts the ban violates Canada`s obligations under Nafta and says it will file a damage claim with the Nafta arbitration panel.

    Brazil offers a viable opportunity for independent power producers (IPPs). Four areas of the Brazilian power sector may be the potential starting points for an independent power industry. Recent legislation also has opened the doors for IPP activity by allowing companies to form consortia to generate power for their own needs. Another recent decree formed the basis for a grid system to which generators can sell power. This also has laid the groundwork for more clearly defined wheeling charges.

    The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

    A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulphur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional projects, also based on hydrogenation, will use ebullated bed catalyst systems; the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    Canada is rich in energy. Hydraulic power is the main source of electricity in Canada. The availability of natural resources and energy has guided the economic development of all the provinces. The Canadian Nuclear Association sponsored a survey of public attitudes in May of 1988. There appears to be less understanding of the actual supply of electricity and of the future natural resource availability. One out of five Canadians strongly opposes the use of nuclear energy. The CANDU type reactor proven to be a very economical and reliable choice in Canada. With the attention now being focused on the greenhouse effect and acid rain in Canada, opinion leaders, even in the traditionally antinuclear environmental community, are reconsidering the nuclear option. A significant hurdle has to be cleared in the relatively near future: a public review of the deep geologic high-level waste disposal concept. Groundwork has been laid to prepare for significant participation in a nuclear renaissance, across Canada and around the world.

    Beginning in 1983, Esso Resources Canada Ltd. will begin drilling the first of an estimated 9000 directional crude bitumen wells in the tar sands at Cold Lake, Alberta, Canada, the final wells being drilled in the year 2008. The area, covering 50 sq miles of extreme E. Alberta along the Saskatchewan border, contains one of the richest deposits of heavy oil sands in Canada. The company and future partners will drill the bitumen wells directionally into the shallow clearwater formation, which can be reached at approx. 100 m (330 ft). The formation contains an estimated 80 billion bbl of crude bitumen at a rate of 60,000 bpd for 25 yr. This volume of crude will be refined in an upgrading plant to 140,000 bpd of synthetic crude oil. When completed, the Cold Lake project will be one of the largest facilities for producing crude bitumen from wells in the world.

    This paper describes a joint US/Brazil pilot project for rural electrification, whose major goals are: to establish technical, institutional, and economic confidence in using renewable energy (PV and wind) to meet the needs of the citizens of rural Brazil; to establish on-going institutional, individual and business relationships necessary to implement sustainable programs and commitments; to lay the groundwork for larger scale rural electrification through the use of distributed renewable technologies. The projects have supported low power home lighting systems, lighting and refrigeration for schools and medical centers, and water pumping systems. This is viewed as a long term project, where much of the equipment will come from the US, but Brazil will be responsible for program management, and sharing data gained from the program. The paper describes in detail the Brazilian program which was instituted to support this phased project.

    This paper reports that state oil companies of Brazil and Bolivia have signed an agreement outlining the route for a 2,270 km pipeline system to deliver natural gas from Bolivian fields to Southeast Brazil. The two sides currently are negotiating details about construction costs as well as contract volumes and prices. Capacity is projected at 283-565 MMcfd. No official details are available, but Roberto Y. Hukai, a director of the Sao Paulo engineering company Jaako Poyry/Technoplan, estimates transportation cost of the Bolivian gas at 90 cents/MMBTU. That would be competitive with the price of gas delivered to the Sao Paulo gas utility Comgas, he the. Brazil's Petroleos Brasileiro SA estimates construction of the pipeline on the Brazilian side alone with cost $1.2-1.4 billion. Bolivia's Yacimientos Petroliferos Fiscales Bolivianos (YPFB) is negotiating with private domestic and foreign investors for construction of the Bolivian portion of the project.

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

This information is then combined to find limiting nutrient information and estimate potential productivity associated with waste water and carbon dioxide sources. Output is visualized in terms of distributions or spatial locations. Distances are calculated between points of interest in the model using the great circle distance equation, and the smallest distances found by an exhaustive search and sort algorithm.

  4. Solimoes megashear: Intraplate tectonics in northwestern Brazil

    A belt of deformation in the Solimoes basin of northwestern Brazil extends east-northeast from near the Peruvian border for about 1300 km. The belt is characterized by the en echelon arrangement of folds and faults interpreted as the result of right-slip displacements in a transpressive regime. The structures were formed during Late Jurassic time, probably due to collision of South America with allochthonous terranes as the opening of the South Atlantic Ocean began. The Iquitos arch near the western end of the megashear separates the Solimoes basin from Subandean basins. The development of the Iquitos arch is interpreted to be related to orogenic loading along western South America by the Andean mountain belt. In Brazil, folds and faults associated with the Solimoes megashear hold hydrocarbons within Paleozoic strata, and 15 gas and oil fields have so far been discovered.

    Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.

    Canada has been a leader in tritium handling technologies as a result of the successful CANDU reactor technology used for power production. Over the last 50 to 60 years, capabilities have been established in tritium handling and tritium management in CANDU stations, tritium removal processes for heavy and light water, tritium measurement and monitoring, and understanding the effects of tritium on the environment. This paper outlines details of tritium-related work currently being carried out at Atomic Energy of Canada Limited (AECL). It concerns the CECE (Combined Electrolysis and Catalytic Exchange) process for detritiation, tritium-compatible electrolysers, tritium permeation studies, and tritium powered batteries. It is worth noting that AECL offers a Tritium Safe-Handling Course to national and international participants, the course is a mixture of classroom sessions and hands-on practical exercises. The expertise and facilities available at AECL is ready to address technological needs of nuclear fusion and next-generation nuclear fission reactors related to tritium handling and related issues.

Pipeline and Gas Journal and Pipeline and Utilities Construction estimate that a total of 3.638 miles of new gas, crude oil and refined products pipeline will be installed during 1994 in the US, down from a total of 4.278 miles built in 1993.     Describes Gulf Canada's hydrogen addition upgrading process, named Donor Refined Bitumen (DRB), which involves the pyrolysis of the residuum portion of the bitumen or heavy oil in the presence of an efficient hydrogen donor that stabilizes the intermediates from the pyrolyzing bitumen. Advantages are high operability and reliability, low capital and operating costs, high yields and good product quality, feedstock and independence, the use of conventional refinery equipment, and ready availability of high quality donor. Presents a schematic flow sheet of the DRB process showing how bitumen is upgraded sufficiently to allow easy pipelining to a central major upgrading plant. Tables give comparative compositional data on middle distillates; naptha compositions and qualities; and operating costs.

    Pipeline systems in which conventional pigs cannot be run are common in such complex offshore installations as are found in Brazil`s Campos basin. These systems may contain changing pipe diameters or wet christmas trees and manifolds. A new concept for using low cost, low-density foam pigs for both liquid removal in wet-gas pipelines and paraffin removal in oil and multiphase pipelines has been successfully tested offshore Brazil. Although the present discussion focuses on condensate and paraffin removal in pipelines, the principles can be applied to several kinds of operations including general pipeline cleaning, product removal or separation in pipeline, corrosion evaluation, and chemical product application.

    This paper reviews thirty years of progress by the Low-Level Radioactive Waste Management Office (LLRWMO) in developing and implementing low-level radioactive waste (LLRW) remediation projects and environmentally safe co-existence strategies. It reports on the present status and the future of the national historic waste program in Canada. There are over two million cubic metres of historic LLRW in Canada. Historic LLRW is broadly defined as LLRW that was managed in the past in a manner that is no longer considered acceptable and for which the original owner cannot reasonably be held accountable. In many cases, the original owner can not be identified or no longer exists. The LLRWMO was established in 1982 as Canada's agent to carry out the responsibilities of the federal government for the management of historic LLRW. The LLRWMO is operated by Atomic Energy of Canada Limited (AECL) through a cost-recovery agreement with Natural Resources Canada (NRCan), the federal department that provides the funding and establishes national policy for radioactive waste management in Canada. The LLRWMO expertise includes project managers, environmental remediation specialists, radiation surveyors, communications staff and administrative support staff. The LLRWMO in providing all aspects of project oversight and implementation contracts additional resources supplementing core staff capacity as project/program demands require. (authors)

    Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     Petroleum Brasileiro SA has extended several water depth records for subsea technology during a pilot project in giant Marlim oil field in the Campos basin off Brazil. Petrobras finished the 10 well Marlim pilot last December. The field's pilot phase was intended to begin early production and enable Petrobras to gather more reservoir data. Ten satellite wells, including two prepilot wells, were completed during the Marlim pilot phase with guidelineless (GLL) wet christmas trees designed and fabricated by FMC Corp., Houston, and CBV Industrial Mechanic SA, Rio de Janeiro. The subsea wells are producing 52,000 b/d of oil and 21.19 MMCfd of gas in water depths of 1,847-2,562 ft. Marlim pilot well flow is routed to a permanent semisubmersible floating production system (FPS). Oil moves from the FPS to a monobuoy that offloads to a shuttle tanker. In addition to marking the first successful uses of purpose-built GLL wet trees, FMC said the Marlim pilot project allowed GLL subsea technology to evolve from conceptual status into a proven deepwater completion method.     The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework.     This paper reports that energy companies in the U.S. will benefit --- but not as much as they had hoped --- from the recently drafted North American Free Trade Agreement (Nafta) among the U.S., Mexico, and Canada. Nafta would remove most of the trade barriers between Mexico and the other two countries and supplement the U.S. - Canada Free Trade Agreement to create an open market in North America totaling $6 trillion/year in products and serving more than 360 million persons. Nafta was negotiated under a law that allows Congress to consider the pact for only 90 days, then vote on it without amendments. The pact marks the first time the U.S. has covered environmental concerns in a trade treaty, mainly pollution along the U.S.-Mexico border. The pact also is consistent with the international General Agreement on Tariffs and Trade (GATT).

    Drilling activity in the US and Canada will remain strong in 1997 after increasing in 1996. Oil and Gas Journal figures indicate that rising oil and gas prices provided operators during 1996 with their highest wellhead revenues since 1985. This portends robust capital and exploration spending as long as operators follow through with plans revealed in recent weeks. Also encouraging operators to boost drilling programs are economically juicy plays in the Gulf of Mexico, Gulf Coast, and several other onshore areas. A group of major oil companies indicated plans to increase US exploratory drilling this year against a slight dip in total US drilling. And Canada is matching or exceeding forecasters` expectations, with no letup in view from its last few years` pace of 11,000--12,000 wells/year.
