    This report focuses on the economic and technical feasibility of integrating renewable energy technologies into the U.S. Virgin Islands transmission and distribution systems. The report includes three main areas of analysis: 1) the economics of deploying utility-scale renewable energy technologies on St. Thomas/St. John and St. Croix; 2) potential sites for installing roof- and ground-mount PV systems and wind turbines and the impact renewable generation will have on the electrical subtransmission and distribution infrastructure, and 3) the feasibility of a 100- to 200-megawatt power interconnection of the Puerto Rico Electric Power Authority (PREPA), Virgin Islands Water and Power Authority (WAPA), and British Virgin Islands (BVI) grids via a submarine cable system.

    This study analyzes the domestic political, economic, and bureaucratic factors that affect the nuclear policymaking process in Great Britain. Its major conclusion is that, although there have been changes in that process in recent years (notably the current involvement of a segment of the British public in the debate about the deployment of intermediate-range nuclear forces), future British nuclear policymaking will remain much what it has been in the past. Three ideas are central to understanding British thinking on the subject: (1) Britain's long-standing resolve to have her own national nuclear force is largely traceable to her desire to maintain first-rank standing among the nations of the world in spite of loss of empire. (2) Financial considerations have always been important--so much so that they have usually dominated issues of nuclear policy. (3) The executive branch of government dominates the nuclear policymaking process but does not always present a united front. The United States heavily influences British nuclear policy through having supplied Britain since the late 1950s with nuclear data and components of nuclear weapon systems such as Polaris and Trident. The relationship works both ways since the U.S. depends on Britain as a base for deployment of both conventional and nuclear systems.

    The form in which British Coal is to be privatized has finally been announced. Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. Additionally, offers will be invited for a number of collieries which are currently under care and maintenance. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. Tower colliery, the last underground mine in South Wales, was finally put on care and maintenance on April 20, 1994. Details of the five Regional Coal Companies are given. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred. All the relevant property rights and liabilities of British Coal will be transferred into the Regional Coal Companies prior to their sun.

    This NREL technical report evaluates the environmental impact and fundamental economics of waste-to-energy (WTE) technology based on available data from commercially operating WTE facilities in the United States. In particular, it considers life-cycle impacts of WTE as compared to landfill disposal and various forms of electrical generation, as well as WTE impacts on source reduction or recycling programs. In addition, it evaluates the economics and potential environmental impact of WTE in the U.S. Virgin Islands (USVI) based on existing USVI waste stream characterization data, recycling challenges unique to the USVI, and the results of cost and environmental modeling of four municipal solid waste (MSW) management options, including landfill, refuse-derived fuel (RDF) production, recycling, and gassification plus RDF.

    Dynamic mechanical thermal analysis (DMTA) of virgin TR-55 silicone rubber specimens was conducted. Dynamic frequency/temperature sweep tests were conducted over the ranges 0.1-100 rad/s and 30-100 C using a parallel plate test geometry. A strain of 0.2% was used, which was near the upper limit of the linear viscoelastic region of the material based on initial dynamic strain sweep tests. Master curves of G{prime} and G{double_prime} as a function of frequency were generated using time-temperature superposition (horizontal shift with initial vertical correction). The activation energy calculated from an Arrhenius fit to the horizontal shift factors was 178-355 kJ/mol. The calculated percent load retention at {approx}50 years was 61-68%.

    This NREL technical report details a plan for the U.S. Virgin Islands (USVI) to minimize the economic damage caused by major petroleum price increases. The assumptions for this plan are that the USVI will have very little time and money to implement it and that the population will be highly motivated to follow it because of high fuel prices. The plan's success, therefore, is highly dependent on behavior change. This plan was derived largely from a review of the actions taken and behavior changes made by companies and commuters throughout the United States in response to the oil price spike of 2008. Many of these solutions were coordinated by or reported through the 88 local representatives of the U.S. Department of Energy's Clean Cities program. The National Renewable Energy Laboratory provides technical and communications support for the Clean Cities program and therefore serves as a de facto repository of these solutions. This plan is the first publication that has tapped this repository.

    The purpose of this assessment was to undertake an assessment and analysis of cost-effective options for energy-efficiency improvements and the deployment of a micro-grid to increase the energy resilience at the U.S. Virgin Islands Industrial Development Park (IDP) and adjacent facilities in St. Croix, Virgin Islands. The Economic Development Authority sought assistance from the U.S. Department of Energy to undertake this assessment undertaken by Pacific Northwest National Laboratory. The assessment included 18 buildings plus the perimeter security lighting at the Virgin Islands Bureau of Correctional Facility, four buildings plus exterior lighting at the IDP, and five buildings (one of which is to be constructed) at the Virgin Islands Police Department for a total of 27 buildings with a total of nearly 323,000 square feet.

    British Steel generally operates seven blast furnaces on four integrated works. All furnaces have been equipped with comprehensive instrumentation and data logging computers over the past eight years. The four Scunthorpe furnaces practice coal injection up to 170 kg/tHM (340 lb/THM), the remainder injecting oil at up to 100 kg/tHM (200 lb/THM). Distribution control is effected by Paul Wurth Bell-Less Tops on six of the seven furnaces, and Movable Throat Armour with bells on the remaining one. All have at least one sub burden probe. The blast furnace operator has a vast quantity of data and signals to consider and evaluate when attempting to achieve the objective of providing a consistent supply of hot metal. Techniques have been, and are being, developed to assist the operator to interpret large numbers of signals. A simple operator guidance system has been developed to provide advice, based on current operating procedures and interpreted data. Further development will involve the use of a sophisticated Expert System software shell.

    The high temperature properties of ferrous burden materials have long been an important consideration in the operation of British Steel blast furnaces. Previous research presented at this conference has shown that the behavior of materials in the lower stack and bosh can have a significant effect on furnace permeability and stability of operation. However, with increasing levels of hydrocarbon injection via the tuyeres, the reduction conditions inside British Steel blast furnaces have significantly altered over recent years. This paper focuses on the further work that has been undertaken to study the effect on ferrous burden high temperatures properties of the widely differing reduction regimes which can be experienced in today`s blast furnaces. The implications of the findings, and how they have been used in optimizing blast furnace operation and burden quality, are discussed.

    Business reviews of the forest industry in British Colombia, Canada, typically portray an unequivocally positive picture of its financial and economic health. In doing so, they fail to consider the following six categories of social impacts and costs: (1) direct and indirect subsidies; (2) government support through investment; (3) community dependence; (4) the maintenance of public order; (5) aboriginal title; and (6) the overestimation of employment. Our findings show that conventional economic and financial accounting methods inflate the industry's net contribution to the economy. We make a number of recommendations to address this shortcoming to improve future accounting and reporting procedures.

    This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

    A portrait of public interest advocacy and an historic account of how a new idea can make its way in the real world, this book tells the story of a small group's effort to turn the electric power industry around. Zach Willey and the Environmental Defense Fund figured out how to prove that the utilities could have growth in energy and higher profits without the problems of coal and nuclear power plants. They demonstrated the obsolescence of the large-scale power plant, and took on the Pacific Gas and Electric Company in the process. Their approach accepted the principles of the electricity industry that growth should match demand, that investment should seek the cheapest and most reliable technology using private funds, and that charges should reflect costs. By using the utilities' own arguments, the group demonstrated the merits of the soft energy approach in a way the utilities could understand and appreciate.

    Purpose: The British Society of Interventional Radiology (BSIR) Inferior Vena Cava (IVC) Filter Registry was produced to provide an audit of current United Kingdom (UK) practice regarding placement and retrieval of IVC filters to address concerns regarding their safety. Methods: The IVC filter registry is a web-based registry, launched by the BSIR on behalf of its membership in October 2007. This report is based on prospectively collected data from October 2007 to March 2011. This report contains analysis of data on 1,434 IVC filter placements and 400 attempted retrievals performed at 68 UK centers. Data collected included patient demographics, insertion and retrieval data, and patient follow-up. Results: IVC filter use in the majority of patients in the UK follows accepted CIRSE guidelines. Filter placement is usually a low-risk procedure, with a low major complication rate (<0.5 %). Cook Gunther Tulip (560 filters: 39 %) and Celect (359 filters: 25 %) filters constituted the majority of IVC filters inserted, with Bard G2, Recovery filters, Cordis Trapease, and OptEase constituting most of the remainder (445 filters: 31 %). More than 96 % of IVC filters deployed as intended. Operator inexperience (<25 procedure) was significantly associated with complications (p < 0.001). Of the IVC filters initially intended for temporary placement, retrieval was attempted in 78 %. Of these retrieval was technically successful in 83 %. Successful retrieval was significantly reduced for implants left in situ for >9 weeks versus those with a shorter dwell time. New lower limb deep vein thrombosis (DVT) and/or IVC thrombosis was reported in 88 patients following filter placement, there was no significant difference of incidence between filter types. Conclusions: This registry report provides interventional radiologists and clinicians with an improved understanding of the technical aspects of IVC filter placement to help improve practice, and the potential consequences of IVC filter placement so that we are better able to advise patients. There is a significant learning curve associated with IVC filter insertion, and when a filter is placed with the intention of removal, procedures should be in place to avoid the patient being lost to follow-up.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

    A belt of deformation in the Solimoes basin of northwestern Brazil extends east-northeast from near the Peruvian border for about 1300 km. The belt is characterized by the en echelon arrangement of folds and faults interpreted as the result of right-slip displacements in a transpressive regime. The structures were formed during Late Jurassic time, probably due to collision of South America with allochthonous terranes as the opening of the South Atlantic Ocean began. The Iquitos arch near the western end of the megashear separates the Solimoes basin from Subandean basins. The development of the Iquitos arch is interpreted to be related to orogenic loading along western South America by the Andean mountain belt. In Brazil, folds and faults associated with the Solimoes megashear hold hydrocarbons within Paleozoic strata, and 15 gas and oil fields have so far been discovered.

    Shift-average exposures to nitric oxide and nitrogen dioxide have been found to be well within the recommended safety limits in nine British collieries. Differences in the exposures of miners in different collieries and between different locations and occupations within collieries were observed, with diesel locomotive drivers having consistently higher shift-average exposures than other workers. Possible health effects of oxides of nitrogen were investigated by comparing the respiratory health of men with low past exposure against men with higher past exposure to these gases. No differences in forced expired volumes in one second or in the prevalences of cough, phlegm and breathlessness were found between the two population groups.

    Pipeline systems in which conventional pigs cannot be run are common in such complex offshore installations as are found in Brazil`s Campos basin. These systems may contain changing pipe diameters or wet christmas trees and manifolds. A new concept for using low cost, low-density foam pigs for both liquid removal in wet-gas pipelines and paraffin removal in oil and multiphase pipelines has been successfully tested offshore Brazil. Although the present discussion focuses on condensate and paraffin removal in pipelines, the principles can be applied to several kinds of operations including general pipeline cleaning, product removal or separation in pipeline, corrosion evaluation, and chemical product application.

    Petroleum Brasileiro SA has extended several water depth records for subsea technology during a pilot project in giant Marlim oil field in the Campos basin off Brazil. Petrobras finished the 10 well Marlim pilot last December. The field's pilot phase was intended to begin early production and enable Petrobras to gather more reservoir data. Ten satellite wells, including two prepilot wells, were completed during the Marlim pilot phase with guidelineless (GLL) wet christmas trees designed and fabricated by FMC Corp., Houston, and CBV Industrial Mechanic SA, Rio de Janeiro. The subsea wells are producing 52,000 b/d of oil and 21.19 MMCfd of gas in water depths of 1,847-2,562 ft. Marlim pilot well flow is routed to a permanent semisubmersible floating production system (FPS). Oil moves from the FPS to a monobuoy that offloads to a shuttle tanker. In addition to marking the first successful uses of purpose-built GLL wet trees, FMC said the Marlim pilot project allowed GLL subsea technology to evolve from conceptual status into a proven deepwater completion method. The paper describes the project.

    The Itaipu hydroelectric project, a joint effort of Brazil and Paraguay (with a cost of US $16 to 18 billion), will be finished in December 1989. The project is situated on the Parana River, 14 km beyond the Puente de da Amistad (Friendship Bridge), which connects the city Presidente Stroessner, in Paraguay, with Foz do Iguacu, in Brazil. It is considered today not only the biggest hydroelectric plant in the world, but also a great socio-economic boom in the making. Itaipu will add a total of 12.6-million kilowatt-hours (kWh) of hydroelectricity to the region, an equivalent of 600,000 barrels of oil daily (b/d). This issue of Energy Detente reviews the progress of Itaipu. Also appearing in this issue is the fuel price/tax series and the principal industrial fuel prices for April 1983 for countries of the Eastern Hemisphere.

    On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

    We evaluate the conservation potential of compact fluorescent lamps (CFLs) for managing the rapidly increasing electrical energy and peak demand in India and Brazil. Using very conservative assumptions, we find that the cost of conserved energy using 16 W CFLs is 4 and 6 times less than the long range marginal cost of electricity for the two countries. The cost of avoided peak installed capacity is 6 and 9.5 times less than the cost of new installed capacity for India and Brazil. The analysis is undertaken from the three separate perspectives of the national economies, the consumers, and the utilities. We find that because residential electricity is subsidized, the consumers have little or no incentive to purchase and install the CFLs, unless they too are subsidized. However, the benefits of CFL installation to the utility are so large that subsidizing them is a paying proposition for the utility are so large that subsidizing them is a paying proposition for the utility in almost all cases. As an illustration of a gradual introduction strategy for CFLs, we calculate a scenario where national savings of the order of US $1.2 million per day for India and US $2.5 million per day for Brazil are reached in 10 years by a small and gradual transfer of subsidy from residential electricity to CFLs. We then explore the barriers to immediate large scale introduction of these lamps in the two countries. Specific technical and marketing problems are identified and discussed, which would require solution before such an introduction can be attempted. Lastly, we discuss the range of policy instruments, in addition to a subsidy scheme, that can be used for promoting the diffusion of these lamps in the domestic and commercial sector. 47 refs., 15 figs., 2 tabs.

The first part presents the main supply facilities already available, including hydroelectric power plants, power stations, frequency conversion stations, and transmission lines. The second part focuses on the status of the Brazilian electric power sector and analyzes some of its features that are considered to be an incentive to the expansion of the electric energy international commerce in the Mercosul region.

    Although coal is not the primary source of energy in Brazil there is growing interest to evaluate the potential of coal from the south of the country for various activities. The I2B coal seamin the Charqueadas coal field has been considered a target for enhanced coal bed methane production and CO2 sequestration. A detailed experimental study of the samples from this seam was conducted at the NETL with assistance from the Pontif?cia Universidade Cat?lica Do Rio Grande Do Sul. Such properties as sorption capacity, internal structure of the samples, porosity and permeability were of primary interest in this characterization study. The samples used were low rank coals (high volatile bituminous and sub-bituminous) obtained from the I2B seam. It was observed that the temperature effect on adsorption capacity correlates negatively with as-received water and mineral content. Langmuir CO2 adsorption capacity of the coal samples ranged 0.61?2.09 mmol/g. The upper I2B seam appears to be overall more heterogeneous and less permeable than the lower I2B seam. The lower seam coal appears to have a large amount of micro-fractures that do not close even at 11 MPa of confining pressure.

  14. Public perception of the nuclear area in Brazil

    In Brazil electricity production is proving increasingly important, the Brazilian government has recently launched the National Energy Plan, PNE-2030 which aims, among other objectives, to conclude construction of the Angra 3 plant and to deploy new nuclear power plants in the Northeast region. The Brazilian government wants to assess how the public has perceived its energy policy and what the public thinks about the nuclear issue. A public opinion survey was performed and sampling resulted in 127 respondents who were stratified by gender, age and educational level. The survey results show that although most respondents have post-graduate degrees, 64.6% are not aware of, or had never heard of PNE-2030. While 72 respondents consider nuclear energy as an alternative source of clean energy, 84 respondents did not know where the next Brazilian nuclear power plant will be built. The nuclear regulator, CNEN, is seen by 45.7% of respondents as the body that has most credibility to talk about the safety of nuclear power plants and the media most used to obtain information about the nuclear area were newspapers and discussion forums, with 52 and 50 votes respectively. These results prove the need to implement communication plans with clear and concise goals for different segments of society, since the degree of understanding differs within each segment.

    This paper examines the direct and indirect global warming impact of gasoline and alcohol use in light-duty highway vehicles in Brazil. In order to do that, it quantifies emissions of CO{sub 2}, CO{sub 2} HC and NO{sub x} in terms of CO{sub 2}-equivalent units for time spans of 20, 100 and 500 years. It shows that the consideration of CO{sub 2} HC and NO{sub x} emissions in addition to CO{sub 2} provides an important contribution for better understanding the total warming impact of transportation fuels in Brazil.

Usually, there are no reliable data about quantities of the waste generated. A new law for solid waste management was enacted in Brazil in 2010, and the infrastructure to treat this waste must be planned, considering the volumes of the different types of electrical and electronic equipment generated. This paper reviews the literature regarding estimation of waste electrical and electronic equipment (WEEE), focusing on developing countries, particularly in Latin America. It briefly describes the current WEEE system in Brazil and presents an updated estimate of generation of WEEE. Considering the limited available data in Brazil, a model for WEEE generation estimation is proposed in which different methods are used for mature and non-mature market products. The results showed that the most important variable is the equipment lifetime, which requires a thorough understanding of consumer behavior to estimate. Since Brazil is a rapidly expanding market, the 'boom' in waste generation is still to come. In the near future, better data will provide more reliable estimation of waste generation and a clearer interpretation of the lifetime variable throughout the years.

    This NREL technical report determines a way for USVI to meet its petroleum reduction goal in the transportation sector. It does so first by estimating current petroleum use and key statistics and characteristics of USVI transportation. It then breaks the goal down into subordinate goals and estimates the petroleum impacts of these goals with a wedge analysis. These goals focus on reducing vehicle miles, improving fuel economy, improving traffic flow, using electric vehicles, using biodiesel and renewable diesel, and using 10% ethanol in gasoline. The final section of the report suggests specific projects to achieve the goals, and ranks the projects according to cost, petroleum reduction, time frame, and popularity.

    Recent large buildings in Britain are reviewed for their demonstration of programmatic determinates and architectural concepts of natural ventilation, systems that reduce electric use because they use natural convection. In size they range from the 5,000 square feet of Darwin College at Cambridge to the Inland Revenue Center at Nottingham with 400,000 square feet. The mix of passive and conventional mechanical systems of Ionica Office Building, Cambridge suggests the newest strategy of deliberate redundancy in what might better be called assisted natural ventilation. Daylighting, a distinctly different technique is typically coincident. Among the programmatic concepts are unsealed buildings, displacement ventilation, and user preference for immediate environmental control and strong contact with the outdoor environment. Architectural concepts include atriums, exhaust towers, and exposed structural concrete ceilings. These applications reinforce green policies and involve leadership from prominent architects and clients.

    In this study the NAA technique was applied to analyze sulfur in blood from inhabitants of Brazil for the proposition of an indicative interval. The measurements were performed considering lifestyle factors (non-smokers, non-drinkers and no history of toxicological exposure) of Brazilian inhabitants. The influence of gender was also investigated considering several age ranges (18-29, 30-39, 40-49, >50 years). These data are useful in clinical investigations, to identify or prevent diseases caused by inadequate sulfur ingestion and for nutritional evaluation of Brazilian population.

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

The on going development activities in this area are concentrated on polymers processing (materials modification), foodstuff treatment and environmental protection. The development, the promotion and the technical support to consolidate this technology to the local industries is the main attribution of Institute for Energetic and Nuclear Research-IPEN, a governmental Institution.

  4. Atmospheric Radiation Measurement (ARM) Data from Manacapuru, Brazil for the Green Ocean Amazon (GOAMAZON) Field Campaign

    The Amazon rain forest in Brazil is the largest broadleaf forest in the world, covering 7 million square kilometers of the Amazon Basin in South America. It represents over half of the planets remaining rain forests, and comprises the most biodiverse tract of tropical rain forest on the planet. Due to the sheer size of the Amazon rain forest, the area has a strong impact on the climate in the Southern Hemisphere. To understand the intricacies of the natural state of the Amazon rain forest, the Green Ocean Amazon, or GOAMAZON, field campaign is a two-year scientific collaboration among U.S. and Brazilian research organizations. They are conducting a variety of different experiments with dozens of measurement tools, using both ground and aerial instrumentation, including the ARM Aerial Facility's G-1 aircraft. For more information on the holistic view of the campaign, see the Department of Energys GOAMAZON website. As a critical component of GOAMAZON, the ARM Mobile Facility (AMF) will obtain measurements near Manacapuru, south of Manaus, Brazil, from January to December 2014. The city of Manaus, with a population of 3 million, uses high-sulfur oil as their primary source of electricity. The AMF site is situated to measure the atmospheric extremes of a pristine atmosphere and the nearby cities pollution plume, as it regularly intersects with the site. Along with other instrument systems located at the Manacapuru site, this deployment will enable scientists to study how aerosol and cloud life cycles are influenced by pollutant outflow from a tropical megacity.

    The development of an oil shale industry in the United States will require the solution of a variety of technical, economic, environmental, and health and safety problems. This assessment investigates whether US oil shale developers might benefit from the experience gained by the Brazilians in the operation of their Usina Prototipo do Irati oil shale demonstration plant at Sao Mateus do Sul, and from the data generated from their oil shale research and development programs. A chapter providing background information on Brazil and the Brazilian oil shale deposits is followed by an examination of the potential recovery processes applicable to Brazilian oil shale. The evolution of the Brazilian retorting system is reviewed and compared with the mining and retorting proposed for US shales. Factors impacting on the economics of shale oil production in Brazil are reviewed and compared to economic analyses of oil shale production in the US. Chapters examining the consequences of shale development in terms of impact on the physical environment and the oil shale worker complete the report. Throughout the report, where data permits, similarities and differences are drawn between the oil shale programs underway in Brazil and the US. In addition, research areas in which technology or information transfer could benefit either or both countries' oil shale programs are identified.

Black-Right-Pointing-Pointer The method applied could be useful for similar establishments. - Abstract: According to the Brazilian law, implementation of a Medical Waste Management Plan (MWMP) in health-care units is mandatory, but as far as we know evaluation of such implementation has not taken place yet. The purpose of the present study is to evaluate the improvements deriving from the implementation of a MWMP in a Primary Health-care Center (PHC) located in the city of Sao Paulo, Brazil. The method proposed for evaluation compares the first situation prevailing at this PHC with the situation 1 year after implementation of the MWMP, thus allowing verification of the evolution of the PHC performance. For prior and post-diagnosis, the method was based on: (1) application of a tool (check list) which considered all legal requirements in force; (2) quantification of solid waste subdivided into three categories: infectious waste and sharp devices, recyclable materials and non-recyclable waste; and (3) identification of non-conformity practices. Lack of knowledge on the pertinent legislation by health workers has contributed to non-conformity instances. The legal requirements in force in Brazil today gave origin to a tool (check list) which was utilized in the management of medical waste at the health-care unit studied. This tool resulted into an adequate and simple instrument, required a low investment, allowed collecting data to feed indicators and also conquered the participation of the unit whole staff. Several non-conformities identified in the first diagnosis could be corrected by the instrument utilized. Total waste generation increased 9.8%, but it was possible to reduce the volume of non-recyclable materials (11%) and increase the volume of recyclable materials (4%). It was also possible to segregate organic waste (7%), which was forwarded for production of compost. The rate of infectious waste generation in critical areas decreased from 0.021 to 0.018 kg/procedure. Many improvements have been observed, and now the PHC complies with most of legal requirements, offers periodic training and better biosafety conditions to workers, has reduced the volume of waste sent to sanitary landfills, and has introduced indicators for monitoring its own performance. This evaluation method might subsidize the creation and evaluation of medical waste management plans in similar heath institutions.

  7. The upper Aptian-Albian succession of the Sergipe basin, Brazil: An integrated paleoenvironmental assessment

    A combined micropaleontological, geochemical, and sedimentological study of the upper Aptian-Albian succession from the Sergipe basin, northeastern Brazil, has been undertaken. The paleoenvironmental evolution of the basin from the late Aptian to late Albian can be subdivided into three major depositional phases: (1) late Aptian, (2) early to middle Albian; (3) late Albian. A shallow carbonate compensation depth within upper mesopelagic depths (c. 300-500 m) is inferred for the late Aptian-Albian. Intermittent anoxic events, associated with salinity-stratified water masses, occurred in the basin during the late Aptian to Albian. An oxygen minimum (dysaerobic to anoxic conditions) occurred during the late Aptian to earliest Albian, in middle-outer neritic to upper bathyal settings. Waning dysaerobic to oxic conditions are apparent in the late Albian. The foraminiferal assemblages recovered from the upper Aptian marine deposits have a characteristic Tethyan affinity. The microfaunal evidence suggests that this area of the northern South Atlantic had at least some surface water exchange with low-latitude central North Atlantic-western Tethyan Provinces, even possible at intermediate (epipelagic to mesopelagic) water depths. Contribution of microfaunal elements coming from high-latitude northern (Boreal Realm) and/or southern (Austral) regions is also apparent, although of less significance.

National and local waste management policies support the recycling cooperative. - Abstract: Solid waste, including municipal waste and its management, is a major challenge for most cities and among the key contributors to climate change. Greenhouse gas emissions can be reduced through recovery and recycling of resources from the municipal solid waste stream. In So Paulo, Brazil, recycling cooperatives play a crucial role in providing recycling services including collection, separation, cleaning, stocking, and sale of recyclable resources. The present research attempts to measure the greenhouse gas emission reductions achieved by the recycling cooperative Cooperpires, as well as highlight its socioeconomic benefits. Methods include participant observation, structured interviews, questionnaire application, and greenhouse gas accounting of recycling using a Clean Development Mechanism methodology. The results show that recycling cooperatives can achieve important energy savings and reductions in greenhouse gas emissions, and suggest there is an opportunity for Cooperpires and other similar recycling groups to participate in the carbon credit market. Based on these findings, the authors created a simple greenhouse gas accounting calculator for recyclers to estimate their emissions reductions.

To examine these policy options, trends in solid waste quantities and associated GHG emissions are derived. Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.

  12. Micronucleus frequency and hematologic index in Colossoma macropomum (Pisces, Ariidae) for environmental impact assessment at a protected area in Brazil

    This study used micronucleus assays and erythrocyte indices in the freshwater fish tambaqui, Colossoma macropomum, to assess environmental impacts in the Environmental Protection Area at Maracan, So Luis, Brazil. Fish were sampled from two locations within the protected area, Serena Lagoon and Ambude River, on four occasions. Biometric data (length and weight) and an aliquot of blood were collected from each fish for analysis. Erythrocyte indices including: mean corpuscular volume, mean corpuscular hemoglobin and mean corpuscular hemoglobin concentration were calculated, and blood samples were examined for micronuclei and nuclear morphological changes. Micronuclei were found in fish from both locations, although the frequency was higher in fish from Ambude River. Nuclear morphological changes were identified only in fish collected from Ambude River. Several nuclear morphological changes were found in erythrocytes stained with Giemsa, including: micronuclei and binucleate nuclei. On average, erythrocyte indices were lower in fish collected from Ambude River than in those from Serena Lagoon. Our results indicate that micronuclei and erythrocyte indices can be used in C. macropomum as indicators of environmental health.

    Exploration techniques included the following: (1) a temperature survey of springs, (2) chemical analyses and calculated geothermometer temperatures of water samples collected from selected springs and wells, (3) chemical analyses and calculated geothermometer temperatures of spring and well water samples in the literature, (4) thermal gradients measured in accessible wells, and (5) geology. The highest water temperature recorded in the St. George basin is 42/sup 0/C at Pah Tempe Hot Springs. Additional spring temperatures higher than 20/sup 0/C are at Veyo Hot Spring, Washington hot pot, and Green Spring. The warmest well water in the study area is 40/sup 0/C in Middleton Wash. Additional warm well water (higher than 24.5/sup 0/C) is present north of St. George, north of Washington, southeast of St. George, and in Dameron Valley. The majority of the Na-K-Ca calculated reservoir temperatures range between 30/sup 0/ and 50/sup 0/C. Anomalous geothermometer temperatures were calculated for water from Pah Tempe and a number of locations in St. George and vicinity. In addition to the known thermal areas of Pah Tempe and Veyo Hot Spring, an area north of Washington and St. George is delineated in this study to have possible low-temperature geothermal potential.

    In 2005, the National Nuclear Energy Commission of Brazil (CNEN) and the U.S. Department of Energy (DOE) agreed on a collaborative effort to evaluate measures that can strengthen the effectiveness of international safeguards at a natural uranium conversion plant (NUCP). The work was performed by DOE's Oak Ridge National Laboratory and CNEN. A generic model of an NUCP was developed and typical processing steps were defined. The study, completed in early 2007, identified potential safeguards measures and evaluated their effectiveness and impacts on operations. In addition, advanced instrumentation and techniques for verification purposes were identified and investigated. The scope of the work was framed by the International Atomic Energy Agency's (IAEA's) 2003 revised policy concerning the starting point of safeguards at uranium conversion facilities. Before this policy, only the final products of the uranium conversion plant were considered to be of composition and purity suitable for use in the nuclear fuel cycle and, therefore, subject to AEA safeguards control. DOE and CNEN have explored options for implementing the IAEA policy, although Brazil understands that the new policy established by the IAEA is beyond the framework of the Quadripartite Agreement of which it is one of the parties, together with Argentina, the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials, and the IAEA. This paper highlights the findings of this joint collaborative effort and identifies technical measures to strengthen international safeguards in NUCPs.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves.   5. Quaternary depositional history of Providenciales and West Caicos, Turks and Caicos Islands, British West Indies

    The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

    This paper was filed as an exhibit on behalf of The Consumers' Association of Canada (B.C. Branch), The Federated Anti-Poverty Groups of B.C., The Sierra Club of Western Canada, and the B.C. Old Age Pensioners' Organization. It was subjected to cross-examination on October 29, 1982, during Phase I of the hearings. The Utilities Commission had designated Phase I for consideration of (1) demand, (2) assets in service, (3) revenue requirements excluding return, and (4) financing and capital requirements. This paper presents a general discussion of the elements of a rate structure and their relationship to the demand for electricity, a systematic review of some 50 empirical studies of the demand for electricity as a function of price and other factors by the three principal classes of customers, and a discussion of the notion of revenue requirements. The paper should be of interest to utility regulators, rate specialists, and forecasters for its review of demand models and to academics concerned with the study of energy demand.

    The Petrobras oil shale retorting process, utilizes the particle range of +1/4 inch - 3 1/2 inches. The UPI plant in Sao Mateus do Sul has over 106,000 hours of operation, has processed over 6,200,000 metric tons of shale and has produced almost 3,000,000 barrels of shale oil. However, the nature of the raw oil shale is such that the amount of shale less than 1/4 inch that is mined and crushed and returned to the mine site is about 20 percent, thereby, increasing the cost of oil produced by a substantial number. Petrobras has investigated several systems to process the fines that are not handled by the 65 MTPH UPI plant and the 260 MTPH commercial plant. This paper provides an updated status of each of these processes in regard to the tests performed, potential contributions to an integrated use of the oil shale mine, and future considerations.

    Now that 3D seismic is the survey of choice for most developing areas, the latest trend in conventional marine seismic acquisition has been pulling more streamers (sensor cables) behind each vessel. The goal behind the multi-streamer movement is obtaining the best data set as inexpensively as possible. PGS Exploration Inc. used its R/V Atlantic Explorer, pulling four seismic streamers measuring 4,000 m each with 160 recording channels/streamer, to complete a survey in 77 days--13 to 18 days earlier than planned--for Petroleo Brasileiro SA (Petrobras) in the Cabo Frio area of the Campos basin in Brazilian territorial waters. The survey was conducted from Jan. 19 to Apr. 4 in an area southeast of the existing Campos development, site of at least nine world records for deepwater production. It was performed in water depths ranging from 130 m to 2,000 m. Petrobras desired the 3D survey, the first int hat part of the Campos basin and the first turnkey 3D seismic contract signed by Petrobras, after its discovery of Guarajuba field last year in that region. The paper describes data acquisition and processing.

    The US DOE, through the National Renewable Energy Laboratory (NREL), is working with Brazilian government agencies and several utilities to bring adequate electric power to remote rural areas. These organizations are collaborating on a joint venture, begun in 1992, designed to bring photovoltaic- and wind-generated electricity to the Brazilian countryside. Rural homes in eight Brazilian states, rather than just the initial two states targeted in the original plan, will be provided with electric lighting powered by renewable energy systems. The project is also bringing much-needed electricity for refrigeration and water pumping to many village schools, community centers and medical clinics. The primary objective of the cost-shared, joint US/Brazilian project is to assess the efficiency, operability, and reliability of renewable energy-based rural electrification.

    After selection of the site for this major hydroelectric project on the Parana River on the basis of hydrologic, topographic and geologic considerations, initial borings made in the river bed revealed an extremely fractured zone nearly 20 m below the bedrock surface. Conventional core recovery methods were insufficient to define the fragmented zone, therefore five borings were made at the river banks, utilizing the integral sampling method. Recovery of material, which appeared to be a fault gouge, led to the decision to sink an exploratory shaft in the right bank. From this 113 m deep shaft, short drift tunnels were driven to test the principal discontinuities in the basalt flows and the strength of the interflow breccias. Evidence of the existence of a set of intersecting shear zones soon became apparent and, after dewatering the foundation area, four access shafts were sunk within the base area of the highest blocks of the dam, from which exploratory tunnels were driven across and parallel to the river. The shear zones were revealed to be thrust faults, probably caused by buckling of the remainder of a basalt flow due to rapid dowcutting by the river and high horizontal initial stresses. All the tunnels driven for investigative purposes followed a retangular grid layout, so that they could become part of an elaborate shear key system that would prevent renewed movement of the shear zones. The final treatment plan consisted of eight tunnels parallel to the river and twelve parallel to the dam axis, backfilled with concrete through 6 inch diameter holes drilled from the foundation surface and grouted at low pressures. A few short stub tunnels driven along critical ramifications of the shear zones were also backfilled.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

Major geologic features have been identified using a multidisciplinary approach integrating seismic, gravity, petrographic, and borehole data. The Cabo Frio frontier region is characterized by marked changes in stratigraphy and structural style and is unique among the Brazilian marginal basins. Major geologic features include the deflection of the coastline and pre-Aptian hings line from northeast to east; a large east-striking offshore graben related to salt tectonics; a northwest-trending lineament extending from oceanic crust to the continent; basement-involved landward-dipping (antithetic) normal faults in shallow water; a stable platform in the southern Campos Basin; a thick sequence of postbreakup intrusive and extrusive rocks; and, near the Santos Basin, a mobilized sequence of deep-water postrift strata affected by landward-dipping listric normal faults. These faults are unusual in salt-related passive margins in that they dip landward, apparently detach on the Aptian salt, and show large late Tertiary offsets. Locally, the older sequences do not show substantial growth in the downthrown blocks. South of the Rio de Janeiro coast, a phenomenal landward-dipping fault system detaches blocks of the Albian platform to the north and, to the south, coincides with the depositional limit of the Albian platform. Two end-member processes of salt tectonics in the Cabo Frio region result in either synthetic or antithetic basal shear along the fault weld under the overburden: (1) thin-skinned processes, in which the listric faults were caused by salt flow in response to gravity forces related to massive clastic progradation from the continent; and (2) thick-skinned processes, in which faulting was indirectly triggered by diastrophic causes or disequilibrium in the basement topography.

    The talk will explore a little of the history of space launch systems and rocketry, will explain why commercial space tourism did not take off after Apollo, and what is happening right now with commercial space systems such as Virgin's, utilising advances in aerospace technology not exploited by conventional ground-based rocket systems. I will then explain the Virgin Galactic technology, its business plan as a US-regulated space tourism company, and the nature of its applications.     The present invention provides a process of encapsulating depleted uranium by forming a homogenous mixture of depleted uranium and molten virgin or recycled thermoplastic polymer into desired shapes. Separate streams of depleted uranium and virgin or recycled thermoplastic polymer are simultaneously subjected to heating and mixing conditions. The heating and mixing conditions are provided by a thermokinetic mixer, continuous mixer or an extruder and preferably by a thermokinetic mixer or continuous mixer followed by an extruder. The resulting DUPoly shapes can be molded into radiation shielding material or can be used as counter weights for use in airplanes, helicopters, ships, missiles, armor or projectiles.

    This U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) fact sheet highlights a June 2012 solar power purchase agreement between the Virgin Islands Water and Power Authority and three corporations. The fact sheet describes how financial support from DOE and technical assistance from DOE's National Renewable Energy Laboratory enabled the U.S. Virgin Islands to realistically assess its clean energy resources and identify the most viable and cost-effective solutions to its energy challenges--resulting in a $65 million investment in solar energy in the territory.
